The evolution of technology has made the world a more connected place. It continues to change the way we power our homes and vehicles and is leading to a future that seems to be limitless. Limitless as long as we can continue to supply the minerals necessary for technology to produce better iPhones, more efficient electric cars, better wind turbines and sophisticated national defense systems. These minerals, dubbed critical minerals, have surged in importance in every corner of the world and, on Aug. 3-4, they were topic of conversation at the Critical Minerals 2014 conference in Denver, CO. The conference, hosted by SME and the Australasian Institute of Mining and Metallurgy (AusIMM), looked at critical minerals from every angle, from where they are found to what the future might be. Among the minerals that have been called critical are rare earths, a collection of 17 minerals that have become increasingly important as technology continues to advance in everything from communications to energy to national defense. Leading off the conference, David Abraham, senior fellow at the Institute for Analysis of Global Security, explained that, like many people, he is relatively new to rare earths. Unlike most people, though, Abraham developed more than a passing interest in the minerals and has since travelled the world to understand the role of rare earths ? where they are found, how they are mined, how they get to market and, eventually, what applications they are used in. Following his travels, he said he returned concerned about the sector and how the industry will keep up with the demand that only seems to be growing in the modern world. And, Abraham noted, that it is not just the developed world that is driving demand. It stretches even to places like Indonesia, where the average annual income is about $3,000/year. Yet, the nation is one of the most active places in the world for social media with a population that is wired in with all kinds of electronics. The problem facing the sector is, and has been for a long time, and especially since 2010, supply of the minerals. At one time, China produced about 98 percent of the world?s supply and controlled the sector completely. In 2010, as the world began to demand more rare earths and develop other sources, China announced an export ban on rare earths. This changed the game completely, from the production lines all the way to the floor of the U.S. Congress.

Critical mineral endowment of mine wastes in two mining districts in New Mexico (Copper Flat at Hillsboro and Carlisle-Center mines in the Steeple Rock district) will be characterized and estimated. “Beta-testing” of USGS procedures was performed. Potential critical minerals at these deposits include As, Bi, Te, Zn, Co, Ni, Mg, Mn, and fluorite. pH and particle size of samples were analyzed to determine weathering and migration potential of heavy metals. Soil pH was also measured to determine the potential for Acid Rock Drainage. The pH of the waste rock piles ranged from 3.66 to 5.67 which indicates fine- grained pyrite or sulfide oxidation. The samples collected from the tailings however, showed a different range of pH, from 6.30 to 8.62, probably due to the presence of carbonates. Difference in particle size fractions and its distribution along the slope are generally influenced by natural occurrences (e.g., gravity and pre-mining hydrothermal alteration) and operational activities such as material piling or dumping. Future work includes analyses of mineralogy and particle size correlation and estimation of critical mineral endowment of these mine wastes at New Mexico.

"In block caving projects, the rock mass fragmentation process plays a controlling role in the design and success of the operation. Poorly understood, however, is the secondary fragmentation that occurs as blocks of caved ore move through the draw column and interact with one another. The initial size of these blocks can be considerable, as can their strength and stiffness as the presence of non-persistent joints and veining will be variable. Intuitively, more planes of weakness within the blocks should facilitate early fragmentation, but this assumption could depend on additional factors such as contact type between adjacent blocks and loads imposed through varying heights of the draw column. This paper reports the findings from a laboratory investigation examining the role of block strength and planes of weakness on secondary fragmentation. Testing was carried out on small-scale concrete cubes of uniform size, with and without embedded planes of weakness. The results obtained demonstrate the significance of veining and other planes of weakness on secondary fragmentation under one-dimensional compression, and allow for the development and constraint of empirical guidelines.INTRODUCTIONThe fragmentation process during block caving involves the initial (primary) fragmentation of rock in the cave back through stress-induced fracturing, release and fall of individual blocks onto the broken ore muck pile. This is followed by secondary fragmentation involving splitting and rounding of blocks as they move downwards through the draw column towards the draw point. The degree of secondary fragmentation achieved involves many variables related to the mechanical properties of the rock blocks as well as different operational factors. With respect to the block properties, the presence of planes of weakness in the form of veining and non-persistent joints is a topic of special interest given the significant influence it potentially has on the overall fragmentation process. However, the inherent heterogeneity and variable size of individual blocks generated from the cave back makes it difficult to develop any empirical relationships relating secondary fragmentation to compressive loading based on insitu observations and mine data. More preferable would be to keep constant block parameters, such as shape (aspect ratio and angularity) and size, through controlled laboratory testing. This work presents an efficient technique to fabricate concrete cubes in order to keep constant different block properties. These are then tested under one-dimensional compressive loading. The objective of these tests is to emulate a tight packing condition of single blocks such as that which would occur when the air gap between the cave back and broken ore in the draw column is small. When the air gap is small, detached blocks are unable to fall and rotate but instead maintain a very tidy arrangement with minimal voids left between adjacent blocks."

Currently, the main carbonaceous material for Mn-alloys production is solid carbon, i.e. coke, charcoal and petroleum coke, which is produced with large CO2 emissions. Due to the simple purification, high carbon activity and low CO2 emissions, natural gas has some advantages compared with conventional reducing agents. The aim of the present project is to develop a new technology for production of Mn-alloys using natural gas as a source of carbon. Experimental results indicated that injection of CH4 gas directly into melted slag reduced slightly the MnO and SiO2. However, the metal yield was much less than the theoretical value due to a relative low residence time of CH4 in the slag. The alternative approach was to use carbon black as reductant, produced by CH4 decomposition. The preliminary experimental results showed a high reduction rate using carbon black.

Compliance with Diesel Particulate Matter (DPM) exposure regulation is currently performed using timeweighted average (TWA) sampling on underground mine workers. These samples are collected in the span of an entire shift and the resulting concentrations are compared to a legislated exposure limit. While this is very useful to determine the exposure level of an individual to DPM, it fails to clearly identify causes of exposure and highlight opportunities that could help reduce the exposure of workers in the course of the work shift. Real-time DPM monitoring measures the worker?s exposure as a function of time and helps identify circumstances where corrective actions can be taken or design changes can be made by the individual or the employer to reduce the overall exposure of the worker and peers. This work focused on obtaining DPM concentrations using a real-time polycyclic aromatic hydrocarbon (PAH) monitor. The aim was to demonstrate that this instrument, while not a direct DPM analyzer, was able to provide a concentration profile that could easily be linearly correlated to standard TWA elemental carbon measurements. In addition, several instances of improvements that could be implemented to reduce the exposure of underground employees were demonstrated.

Novel flotation reagents were developed to improve the flotation of coarse particles. Laboratory tests conducted on an anthracite coal sample from Kyung-Dong Coal Company, Korea, showed that the reagents can successfully clean 2?3 mm top-size materials. Pilot-scale tests conducted on a 1.41 mm x0 coal gave substantially better results than those obtained using kerosene as collector. The pilot-scale test results were used to develop a flowsheet, in which the 1.41 mm x0 fraction is cleaned by flotation and the 4 x1.41 mm coal is cleaned by single-stage spirals. The performance of this circuit was compared with another flowsheet, in which the 0.5 mm x0coal is floated using the conventional flotation reagent, with the 4 x0.5 mm material being cleaned using two separate spiral circuits. The performance of the two flowsheets was compared by computer simulation. The results showed that the flowsheet consisting of the coarse particle flotation circuit can give substantially higher yield sat a given product grade. Development of the Batu Hijau copper project was completed in the fourth quarter of 1999 with the formal handover and start-up of ore processing facilities. The project began in August 1996 when the owner, PT Newmont Nusa Tenggara (PTNNT), awarded an engineering, procurement and construction (EPC)contract to Fluor Daniel (FD) for the development of the project. This included a copper concentrator, port, power plant, town site and infrastructure. PTNNT managed the development of the mine and the procurement of the mine equipment. In 1996, Batu Hijau was the largest mining project ever undertaken. Developing the Batu Hijau Mine was complex. It involved the work of thousands of people in all parts of the world to plan, engineer, procure, fabricate and manufacture equipment, supply and deliver materials and equipment, and build the plant.

"I think that you will agree with me that we have an excellent program planned for the next three days, comprising various interesting and educational subjects by authors of prominence, which will be of keen interest to all of us in the coal industry. "The Program Committee, chairmanned by John Peperakis, has done an excellent job in securing this very splendid talent for our convention. "I would like to say a word as to the, condition of the coal industry in our part of the country as well as elsewhere. I believe we can look at it with more optimism than in the past several years, particularly in the state of Colorado, with which I am more familiar. "Annual coal production in Colorado gradually dropped from around 12 million tons during the years of World War I to as low as 8 million tons during the last war, and to less than 3 million tons in the year of 1954. We believe that it touched bottom that year, as in 1955 the state production went up again to nearly 3,400,000 tons, equivalent to an increase of 15%. As you know, the national increase in bituminous coal production for the year of 1955 was roughly 2000 over 1954. "The national increase for the first two months of 1956 over the same period of 1955 is approximately 2100. Colorado's production is running around 1000 over the comparable period of last year, and the 5 states represented by our Institute came up with a nice increase in 1955 over 1954 of 1000. "Figures on the increase so, far in 1956 for this group of states are not readily available, but I fully believe that. our industry locally, as well as nationally, is now starting out on a steady rise despite the fanfare of nuclear energy and its more glamorous competitor, solar energy. Many authorities tell us that real competition from these sources is a long way off and that the atomic energy program will consume far more coal than is displaced by nuclear power. Deposited millions of years ago in irregular paleokarstic channels, Jamaica’s extensive bauxite deposits provide good quality ore for alumina production and subsequent aluminum smelting. Bauxite mining operations are critical to the Jamaican economy. It accounts for a large percentage of Jamaica’s export earnings. Bauxite production in Jamaica accounts for about 10% of the world’s output each year. Bauxite deposits in Jamaica lie close to the surface. They can be extracted using standard surface mining techniques. The deposits occur in scattered pockets across the country’s rugged landscape. So it was necessary for two of the country’s major mining and refining operations to implement cost effective methods for the acquisition and management of bauxite reserves and surface ownership distribution rights.

To be able to continuously monitor the noise to which underground workers are exposed as a better way to help prevent hearing damage. The Approach: The Bureau of Mines has developed a Time-Resolved Audio Dosimeter which can be worn by miners to record noise level every 30 seconds and store It in a miniature solid state memory. Figure 1 is a photo of the dosimeter. [ ] How It Works: Acoustical noise is picked up by a micro-phone and fed to a sound level meter which produces a d-c voltage proportional to the A-weighted sound pressure level. (As specified by federal regulations, the A-weighted sound pres-sure level approximates the response of the ear by discounting the higher and lower frequency components of the noise.) This d-c voltage controls an oscillator which, together with related circuitry, produces a pulse train having a frequency that's proportional to the noise level.

Ira B. Joralemon, one of the world's most noted mining geologists, died last year at the age of 91. "His long professional career," says Donald H. McLaughlin, chairman of the executive committee at Homestake Mining Co., "covered an epoch in the history of mining that was unique in its opportunities and achievements," adding that many mining companies (Bunker Hill, Bralorne Mining, Copper Range, Anaconda, Newmont, Phelps Dodge, Homestake, etc.) greatly benefited from Joralemon's experience and wisdom.

The Palabora open pit is scheduled to cease operations in 2002. While the ore body continues below the bottom of the final pit shell, the stripping ratio precludes further economic open pit mining. Palabora Mining Company has investigated various means of continuing copper production, and has determined that an underground mine is the best solution. Board approval to commence construction of the mine has been granted and shaft sinking is underway. First production is planned for the year 2000 and full production of 30 000 t/d will be achieved by the end of the year 2002. [ ] Mechanised block caving will be the mining method employed at Palabora. The cave will be initiated by excavating a thin horizontal slice known as the undercut. Removal of the undercut will induce stresses which cause the rockmass overhead to fracture. Fractured rock will gravitate through drawbells to drawpoints on the production level, and be loaded by LHDs for transport to crushers.

This paper discusses the behaviour of large-span tunnels and caverns in hard rock in a major underground storage project. In-situ stresses were measured using hydraulic fracturing during site investigation and 3-D overcoring during construction, with both showing a horizontal stress ratio of 2-3 times the vertical stress. Rock reinforcement design was based on the Q-system combined with numerical modelling for special design cases. Tunnel design and performance were checked and monitored by in-situ instrumentation during rock excavation, including measurements of deformation, convergence, and load on rock bolts. Deformation measurements using borehole extensometers included one borehole drilled into the virgin rock before rock excavation, which provided a direct and very insightful comparison with the various deformation measurements made during rock excavation. These measurements coupled with numerical calculations have proven that the high horizontal stresses to be very favourable to the stability of the large openings.

This Bureau of Mines report discusses recent applications of water in-fusion technology to control dust in U.S coal mines and presents recommended guidelines for determining coal seam infusibility. The techniques required to use water infusion are presented in detail. A Bureau case study indicated that water infusion reduced dust levels by 68 pct along a longwall plow face, bringing this section into compliance with the Z.0-mg/m3 Federal dust standard. Similar studies conducted by Occidental Research Corp. under a Bureau contract show water infusion at two longwall double-drum shearer operations produced dust reductions ranging from 38 to 50 pct. Water infusion was found to be cost effective, aver-aging 5 cents per ton.

Dynamic coal failure events remain a safety concern in underground coal mining due to their sudden nature and high fatality rate. Previous research utilized Principal Component Analysis on field samples revealing strong empirical correlations between positive failure history and low sulfur content (S) and high volatile matter (VM). Further studies indicated that bumping coals tend to be less mature and less well-cleated than non-failure coals. However, these in situ studies faced the challenge of distinguishing intrinsic coal properties from external geological and stress-related influences. This study augments previous findings through laboratory experimental testing of coal samples that included unconfined compressive strength, chemical composition analysis, and qualitative observations on cleating, combined with compositional data analysis and machine learning techniques, to isolate and understand coal’s inherent bursting capacity. These results further confirmed the relationship between coal chemistry and failure classification.

Mine foremen are employed in coal mines for two reasons: First, so that the underground work. may proceed in an orderly manner and that each employee gives attention to his duties; and second, by reason of the State law which re- quires the employment of such officials to see that the laws relating to safety are carried out. It may be seen that, with these two duties, the foreman has wide scope of authority and much responsibility. As foreman of operations he has to meet certain economic questions that contribute to the cost of producing the coal, and as the agent of the State he must also supervise and coordinate the work in such manner as to insure that the employees work under safe conditions. As the roof of coal mines is the source of the greatest hazard naturally the care of the roof must take much thought and planning on the part of the fore- man; and this circular is therefore presented to call attention to some things he may do to prevent injury to the workmen by falls of the roof material or coal. Mine foremen, in the principal coal-producing States, are certified by a State board which prescribes certain qualifications, experience, and character, attested by examination and personal endorsement. Certified foremen, therefore, are men who have had experience underground and know roof conditions and timber- ing methods. The suggestions herein are based upon observations made at many mines and collectively embrace practices that have been found to be in effect and pro- moted by experienced mine foremen:

"Ed Rapp is among those who believe in the saying that necessity is the mother of all invention. Rapp is the president of Caterpillar’s mining group. As such, he is tasked with leading the world’s largest mining equipment maker, and its customers, through this time of lower commodity prices, while also positioning his company to be prepared for better days that lie ahead.The decade-long mining boom fueled by growth in emerging markets and demand for commodities that led to record prices for some metals paused in 2008 with the global financial crisis. However, according to Rapp, thanks to stimulus packages around the world, and in particular the stimulus from China that was focused on infrastructure, the mining sector recovered fairly quickly, and from 2010 to 2012, mining was strong.And then the stimulus stopped. Credit dried up and global growth began to slow down and, in the three years since, commodity prices have declined by an average of 60 percent. Caterpillar expanded during the boom, acquiring Bucyrus, and investing billions into the mining sector. It has felt the pinch of the slowdown as much as any mining company in the world. These pages, and those of other mining publications as well as mainstream media, have been filled with stories of doom and gloom about the industry. But Rapp, while acknowledging that the difficult times have been painful, also said Caterpillar sees opportunity in the slow down and reaffirmed his company’s commitment to the mining industry as absolute."
