Intensive resource extraction, in the form of multiple mining operations, presents significant assessment and management challenges for resource developers, governments, community and the environment. Cumulative impacts, ie the successive, incremental and combined impacts (both positive and negative) of an activity on society, the economy and the environment, can place significant pressure on social, economic and environmental capital and render conventional mine-by-mine approaches to management ineffective. Cumulative impacts can be what are most important to environments, communities and economies surrounded by multiple mining operations because cumulative impacts are what they experience. There is much to gain from increased consideration of cumulative impacts. Unmitigated impacts have the potential to delay or even prevent expansion of mining in existing and prospective areas. On the other hand proactive management of cumulative impacts can benefit regional environments and communities and contribute to the industryÆs social license to operate. Resources are often not the limiting factor to better cumulative impact management. More effective coordination of existing resources may go a long way toward mitigation and enhancement, and better planning and assessment may help avoid impacts and exploit opportunities for efficiency gains through reduced duplication. In this paper we draw from working examples to present five practical assessment and management strategies applicable to resource companies to enhance positive, and avoid and mitigate negative, cumulative impacts. The strategies are presented based on their capacity for achieving outcomes, ease of implementation and cost effectiveness and are drawn from a multi-year study on the assessment and management of cumulative impacts in the Hunter Valley, New South Wales and a follow-up study to improve cumulative impact assessment and management practice in the Australian coal mining industry, both reported elsewhere.

Despite the current downturn, coal remains an important commodity in the Australian economy. Increasing coal resource development has resulted in increasing competition for land use in coal mining regions across the country with communities and other stakeholders becoming more adept at articulating their concerns regarding this competition in a range of traditional and social forms of media. In this environment, obtaining and maintaining a social licence to operate (SLO) is problematic and has been identified as the fourth greatest risk facing the international mining industry.This research presents the findings from a longitudinal study on how Australian newspapers frame the views of coal mining stakeholders across each stage of the coal mining life cycle. News stories from national, state and regional newspapers in 2000, 2006 and 2013 were analysed.Over the study period, there have been significant changes in the coal mining themes being covered by Australian newspapers, the number of stories being published, the number of newspapers covering coal mining stories, and the diversity of stakeholders being quoted. How do the dominant themes in media communication change over time? How do these changes impact mining across the life-of-mine?The research confirmed that Australian journalists use framing, priming, labels and bias to conceptualise and understand the events that they report, and that this behaviour has a profound effect on public opinion.CITATION:Worden, S, Kirsch, A and Kirsch, P A, ?2014. This paper discusses the design of underground salt caverns, opened by solution mining, for the production of brine and storage of natural gas under high pressures. The caverns are located in the salt basin in Maceio City, Alagoas State, at the northeast region of Brazil. Special attention is given to the geomechanical structural design of the caverns using computer codes specially developed for the simulation of excavations in salt rock formations, considering validated constitutive creep laws under different initial stress states and temperatures. The behavior of sedimentary rocks intercalations presented in the salt layer is simulated using elastic-plastic models. The excavation of the caverns by solution mining is also simulated starting from a geostatic initial equilibrium state of stresses, with a unique formulation only implemented in these computer codes, without the need of the application of boundary stresses to the model in order to develop the initial state of stresses. These computer codes have being used in the design of several clusters of caverns for brine production used as raw material of Poly Vinyl Chloride (PVC) of the Chemical Industryin Brazil. These computer codes and methodology were also applied to the design of the underground conventional potash mine in the state of Sergipe, overlying tachyhydrite and carnallite with very high creep strain rate. They have also been used in the design of the pre-salt oil wells through thick layers of stratified salt rock in Santos Basin, for the exploration and production of the pre-salt reservoirs in Brazil. The constitutive creep equations implemented in the codes are based on a double mechanism creep law. The creep constants adopted in the simulation are taken from a previous investigation carried out on an experimental panel of the potash mine, considering the stratified geology with different salt rocks of the basin where the mine is located. These constants were also obtained by lab tests under different confined and differential stresses and temperatures.

An investigation was made to determine the mechanical properties of oil shale at elevated temperatures and confining pressures, the thermal properties at elevated temperatures, and to provide mathematical models for mine design for in situ oil shale retorting. A review of current activity in in situ retorting is included with a comprehensive list of references. Tests were run at temperatures from 20°C to 500°C and confining pressures to 1500 psi with shale of 10 to 30 gallons per ton. A major loss of strength occured in heating 140°C with a partial regain from 380°C to 500°C. Higher grade shale had lower compressive strength. Elastic properties showed large variations. Brazilian tensile strength showed a similar temperature sensitivity as the compressive strength. Equations were developed for each property in terms of grade, temperature and pressure. Thermal, electrical and acoustical properties showed anomalies through the temperature range. Creep is a major factor in overall deformation of heated shale. Oil shale was found to be an excellent insulator. Loss of pillar support area at 800 hours of heating would be about 10 percent. Good correlation was found between a finite element model using the developed properties and an in situ heater test.

The production of ferronickel and matte from nickel laterite ores is dominated by the Rotary Kiln, Electric Furnace (RKEF) process. Over time, major improvements have been made to kiln operation. In particular, kilns are now required to perform substantial amounts of reduction of the metallic oxides, thereby reducing the load on the electric furnace and substituting less expensive fossil fuel for electrical energy. To the basic refractory lined cylinder have been added: internal features such as dams and lifters, aimed at changing residence times in different sections of the kiln and enhancing gas/solids interaction, on-board fans to introduce tertiary air and on-board scoop mechanisms to allow reductant coal additions to be made at advantageous locations along the kiln. Many of these advances in design have been made on a trial and error basis and by 'borrowing' technology from related kiln processes, supplemented by proprietary modeling to various levels of sophistication. This paper presents a conceptual review of modeling components for the development of a computational model for granular material flow, combustion and heat and mass transfer in a nickel laterite kiln. These components include: granular material flow and segregation models for the simulation of bed motion, heat transfer models that simulate heat transfer by turbulent diffusion and radiation and the distribution of this thermal energy within the bed, and fluid flow models for the prediction of combustion aerodynamics.

Blasting operations are an essential element in the recovery of our Nation?s mineral resources. The mining industry uses billions of pounds of explosives annually. The majority of blasting occurs in surface mining operations. Blasting results in the fragmentation and often the projection of rocks. Frequently, the rocks are thrown beyond the expected limits. Flyrock and failure to secure the blasting area dominate blasting-related accidents in mining, especially in surface mining. Blasting accidents in the mining industry tend to result in critical injuries or fatalities. Accident reports and information collected from the Mine Safety and Health Administration (MSHA) and other government agencies provide supporting evidence. According to the data collected, blasting-related accidents (in mining) were 11 times more severe than all other types of mining accidents. Blasting accidents are not unique to mining operations - the same situation exists in the construction field. In this paper the authors have compiled a list of the primary causes of flyrock and the failure to secure the blast area. In the next phase of this project, typical blasting scenarios will be reviewed which will highlight the main reasons flyrock and/or lack of blast area security occur. This will alert miners and construction workers to the current problems/hazards associated with blasting and to identify other safety measures to protect personnel.

Modern smart mining increasingly depends on sophisticated electrical and electronic systems for improved safety and productivity. With more electronic systems being introduced underground, the mining industry faces electromagnetic compatibility (EMC) issues caused by electromagnetic energy emitted by one device adversely impacting the normal function of another. This paper provides an overview of EMC and electromagnetic interference (EMI) research for underground mining, including a review of EMI in other industries applicable to mining, published EMI research pertaining to mining applications, representative EMI incidences, related EMI legislation in mining, and mitigation strategies.

In this paper, as in the 1960 CIM paper of the same name, s1gmf1cant new developments in electrical-mechanical mining equipment are briefly described. These include static thyristor-supplied D.C. drives for mine hoists, load-haul-dump systems, process controls with small and medium-size computers, and several other new items of equipment and Concepts. All the new hardware descriptions are given in the context of over-all process integration. This means the actual mechanical linking together of two or more processes and the preliminary step in the development of production-line mining.

The depletion of good-quality phosphate resources, coupled by a need to supply acceptable products at a rapid rate, while meeting the specifications of fertilizer chemical plants, is of significant concern to the phosphate industry, particularly the production of concentrates with tolerable dolomite content. Tremendous efforts have been made in the past to develop an efficient and economical process that can effectively reject dolomite. However, dolomite removal continues to plague the phosphate industry due to several process-specific challenges being encountered with various beneficiation technologies. In this regard, detailed characterization of phosphate reserves is crucial to understand textural limitations and help design appropriate strategies to achieve quality products. In this paper, the development of procedures to establish dolomite rejection/francolite recovery curves for gravity preconcentration of pebble phosphate from Central Florida is described using high-speed X-ray computed tomography (HSXCT). The developed procedure is illustrated with the analysis of high MgO pebble phosphate samples (10.39 mm × 1 mm) received from South Pasture and Four Corners locations operated by the Mosaic company. The rejection/recovery curves were calculated for each sample for five different particle size classes to observe the trend in rejection/recovery with variation in particle size. In order to evaluate the reliability of the HSXCT data, analysis using the high-resolution X-ray computed tomography (HRXCT) technique was performed on one particular sample (FC-3-1). Finally, to assess the separation efficiency, the HSXCT and HRXCT rejection/recovery curves obtained were compared to experimental gravity preconcentration results reported in the literature. In this way, liberation limitations for gravity preconcentration in the processing of pebble phosphate have been established based on X-ray computed tomography analysis.

This report presents a literature review conducted by the U.S. Bureau of Mines. The review summarizes what has been learned from recent empirical studies of the relationship between mine safety and characteristics of miners, mine management, and mining companies. The review is based on literature published in the United States during the period from 1976 to 1988. In addition to summarizing the empirical findings, this report discusses the implications and limitations of these studies, and gives recommendations for improving mine safety. An annotated bibliography section appears in the appendix.

Working in Australia’s harsh climate can have a significant impact on the health, safety and productivity of our teams, but is our working environment expected to be more prone to heat stress in the future? Climate modelling suggests that we are likely to encounter more frequent heatwaves and higher apparent temperature. Does this mean that our teams will be at greater risk of heat stress, and are we prepared to deal with the changes in our future climate and the potential impacts on our working population? This paper will review the recent research on climate and projected changes to all meteorological parameters that are important in understanding the likelihood of heat stress. "The U.S. Geological Survey and Natural Resources Canada conducted a study on the net import reliance of each North American country, and the impact of North American trade on the net import reliance of 12 nonfuel mineral commodities that are associated with advanced technology products: cadmium, cobalt, gallium, germanium, graphite, indium, lithium, nickel, rare earth elements, selenium, silver and tellurium. The combined results for North America, using 2014 data, showed greatly reduced net import reliance for nearly all of the commodities evaluated, which is largely the result of pooling the resources of production and recovery in Canada and Mexico of materials that are consumed in the United States. This study highlights the mitigation of potential supply risk for critical materials that results from trade within the North American trade bloc. IntroductionMultiple metrics and definitions exist for what constitutes a critical material, but there is broad acknowledgment that a mineral commodity may be considered critical if, among other factors, its production is geographically concentrated, if it has few or no substitutes, or if the country of origin is politically unstable. Numerous governmental and independent researchers have proposed methods of investigating criticality, with differing priorities such as economic resilience or strategic military supplies (European Commission, 2014; Graedel et al., 2015; U.S. National Science and Technology Council Subcommittee on Critical and Strategic Mineral Supply Chains, 2016). While criticality really depends on who is asking the question, and despite the differing priorities, there are several commodities that are commonly found to be of concern. In particular, some critical or potentially critical materials are used increasingly in advanced technologies, or they have complicated supply chains because they are coproduced or are produced in controlled markets.Commodities for which imports are required to satisfy domestic demand are those for which the importing country is net import reliant. Conveyor systems persist in being a source of injuries and fatalities in the mining industry. To reduce these incidents, better methods are needed to enhance the monitoring of probable hazards and improve situational awareness during the normal operation and maintenance of conveyor systems. To address these issues, researchers from the National Institute for Occupational Safety and Health (NIOSH) continue to investigate emerging technologies that show the potential to improve miner safety around conveyors. This paper presents a feasibility assessment by NIOSH researchers of a fully integrated, commercially available wireless Internet of Things (IoT) system to improve situational awareness around conveyor systems. Included are discussions of a full-scale laboratory test bed that was designed to simulate a working conveyor system as well as the challenges and successes of integrating the IoT system with the test bed.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. The recognition that surface mining need not be viewed as a permanent dedication of the land but rather as a temporary non-renewable use in a series of land uses has caused greater emphasis on the re-use of surface-mined lands. In an effort to develop a procedure for evaluating postmining land use potentials, specific mines in various regions of the U.S. have been studied to determine the extent of current mined-land planning and to discover characteristics that are regional in nature. As part of this investigation, the Indian Head Mine, which is located in Mercer County, North Dakota, has been studied. The Indian Head Mine is presently operated by The North American Coal Corporation -Western Division and has been in operation since 1917 under various ownership. The status of current reclamation and postmining land use planning was reviewed. In addition, the relationship between mine planning and public planning in an area impacted by energy development was investigated. Finally, key factors affecting site potential realization for western surface mines have been identified.

The mining workforce experiences high rates of hazardous noise exposure and hearing loss. However, previous studies have identified specific behavioral and attitudinal barriers that keep miners from effectively acting to prevent their own hearing loss. NIOSH has developed several new hearing loss prevention tools and interventions that specifically target these barriers to prevention. The NIOSH Hearing Loss Simulator addresses motivation to take action and knowledge about the consequences of noise exposure. The QuickFit earplug test device and QuickFitWeb online hearing protection tester address barriers to effective earplug and earmuff use by verifying at least 15 decibels of protection. The NIOSH Roll-Pull-Hold technique helps miners obtain better protection through an easy-to-remember set of steps that improves attenuation by 9 decibels. The ?Inquiring Ears Want to Know? fact sheet helps miners to understand audiograms and to use them to maintain their hearing health. Each of these interventions can be used within the context of a comprehensive hearing loss prevention program.

After German reunification the mining industry in former East Germany was profoundly restructured. Beside privatization of profitable companies the public sector took over responsibility for the mining operations to be shut down. Therefore state-owned companies cope with technical, ecological, and social challenges. The rehabilitation and reclamation has to rededicate former mining areas to new use and provided new jobs as well. In the lignite mining districts there are around 100,000 ha of mining area, a mining caused disturbance to the groundwater balance and to the system of surface water bodies of approx. 390,000 ha. They are called the largest landscape construction site in Europe. In addition to the results and diverse experience achieved over the past 23 years, a description will follow of our new challenges and of an outlook on remaining tasks. This article will describe the financing, as well as aspects of the jobcreation policy arising from lignite industry remediation.

NIOSH researchers collected basic data from two blast rounds at the SSX-Steer Mine as a component of a larger study on controlled blasting, the goal of which is to reduce injuries from falling rocks in underground mines. Drilling and blasting procedures at the mine were observed. Rock mass property data were collected, a program of seismic monitoring and analysis was conducted, and 3-D laser survey scans of the workings before and after each blast were performed. The geologic data showed that the rock mass quality was characterized as poor to very poor. It was essentially uniform within the panels examined. The recorded seismic data indicated that fill material acted as an effective damper to seismic energy. The pre- and post-blast laser scans showed both over-break and under-break conditions, highlighting the problems associated with blasting a weak rock mass. By comparing the achieved results to the intended design, potential improvements in the drilling and blasting practices can be identified. Comparison of these data with similar data from other mines will help define how various combinations of rock and fill behave during blasting. Through studies such as these, data collection procedures and analysis techniques can be refined. An ultimate goal is to develop blast procedures tied to rock mass characteristics that can minimize damage to rock in the perimeter of the opening, limiting the amount of loose rock and improving the safety of miners.

Poor standards of electrical installation and maintenance continue to contribute to electrical related fatalities and injury risk in the mining industry. Electrical isolation has the potential to initiate major unwanted events (MUEs) and as such requires thorough analysis to demonstrate adequate management. There have been 719 incidents related to accidental contact with electricity over the past five years in the Queensland mining industry (Queensland Government DME, 2012a, 2012b) with the last fatality being recorded in 1997 (MESA, 2012).A project funded by the Australian Coal Association Research Program (ACARP) has developed a form of a safety case using the four-layered æCoal Mine Safety Regime (CMSR)Æ approach. The CMSR is transparent and robust as it includes full site risk assessment and special issues risk assessment to be demonstrated as part of the process.The practical application of the CMSR has been demonstrated using a longwall mining case study site, where a unique 11 kV armoured face conveyor (AFC) is in operation. The case study has involved progressive application of the requirements of each layer of the CMSR (see Figure 1) to high voltage (HV) electrical isolation related issues. The project has specifically concentrated on understanding and analysing two high priority MUEs, electric shock and unplanned movement of equipment, through Layer 1 analysis. These two MUEs are an important part of the project as they have demonstrated the steps that may be taken to satisfy the risk management processes at Layer 1 of the CMSR and have contributed to resolving issues at the other three layers of the CMSR.The analysis of HV electrical isolation has been used as an exemplar to demonstrate the CMSR process and its practical application. The CMSR is applicable to major/principal hazards management as identified by the New South Wales and Queensland jurisdictions.This paper provides an overview of the development of a form of safety case using the CMSR and introduces the case study application for HV electrical isolation risk management at underground coal mines focusing on the major unwanted event of electric shock.This project provides the mining industry with a documented, publicly accessible, form of safety case using the CMSR approach for the first time.CITATION:Kizil, G V, Griffiths, D, Bye, A and Joy, J, 2012.
