The Bureau of Mines studied environmental blast effects in six occupied residential structures. Airblast, ground, and structure vibrations were measured both inside and outside residences for seven quarry production blasts. Walls and floors responded to the blast noise and vibration by shaking at their own natural frequencies, often with greater peak particle velocities than the ground outside the structures or their foundations. The vibrations of the houses generated noticeable internal noise, correlating with the arrival of the groundborne energy. The later arriving airblast wave was predominantly at low infrasonic frequencies (1.0 to 1.5 Hz) and had similar amplitude and frequency characteristics both inside and out-side the structures. Significant structural motions resulted from the air-blast overpressures for at least two of the seven blasts. The most severe airblast effect occurred at a house 1,800 feet from a 5,047-pound (200-lb/ delay) blast. This stucture was subjected to a peak 0.16-in/sec particle velocity and 130 dB(L) airblast. The wall of the second floor responded to the ground vibration and airblast by shaking at particle velocities of 0.15 and 0.28 in/sec, respectively. Analysis of these data and those from additional field studies will be used to identify appropriate, safe, and reasonable impulsive noise levels, measurement techniques, and factors of design applicable to minimizing the adverse environmental effects of blasting.

"EPD (Electric Pulse disaggregation) and HS (hydroseparation) are exceptional technologies for research, concentration, evaluation, and mineral extraction of specific minerals such as precious metals (Au, Ag, PGM), kimberlites (extraction and concentration of indicator minerals), zircons and baddeleyite (recovery of objects for geochronology), and even gemstones (method of evaluation and production of the 100% gemstone concentrate of ideal crystals) etc. EPD is used for recovery of pristine undamaged crystals of diamond, emerald, ruby, sapphire etc, including large crystals. It was tested on various hard ores and was especially successful for recovery of “soft” minerals from “hard” matrix. EPD products are very convenient for HS processing, resulting in representative concentrates of all heavy minerals including the finest particles (5-10 µm). The combined EPD and HS method enables high sensitivity (20 ppb) for evaluation of precious metal ores providing objective information about original grain size, associations, and recovery using a very small amount of sample (1-3 kg). Latest developments of EPD and HS techniques at CNT Mineral Consulting Inc. include the HS-21 hydroseparator (50 kg/hr) and the Spark-21 EPD (5 t/hr), which enables use of both techniques for prospecting and mineral processing of industrial size samples of certain ores.INTRODUCTIONThe main task for mineral processors is to find a reliable technology for testing of mining feasibility and the efficiency of mineral extraction procedures. Among various mineral processing approaches of extraction and concentration there are two alternative cost-effective methods that can be described as the most environmentally benign and complementary: electric-pulse disaggregation and hydroseparation. These techniques were tested on many different ore types and process products with great success providing a precise and comprehensive mineralogical determination of different accessory precious metal and other useful minerals constituent in rocks, ores, and tailings.This article describes several examples of EPD and HS use: native gold from the Kostomuksha deposit (Karelia, Russia), a Ag-Au deposit in South America, zircons from ancient ultramafic igneous rocks of SW Greenland, bauxites of West Australia, PGM from the Driekop dunite pipe and gemstones (ruby, sapphire, emerald and demantoid) from different deposits."

"In recent years the gold mining industry has been challenged by declining metal prices as well as having to treat ores that have low grades and are refractory in nature. Many factors must be considered when metallurgical studies are designed to develop process design criteria for these type of ores. These factors are mostly related to the mineralogical and chemical compositions of the ores, the geological setting of the deposit and how the ore/waste will be mined, such as whether openpit or underground, the mine schedule, and the mine fleet type and capacity. The purpose of this paper is to provide an experience-based practical approach to how to select and characterize test samples as well as devise process development metallurgical studies for both oxide and refractory gold ores, and to provide insight into some of the matters that might go wrong during the course of the studies. This paper is intended as both a guide for someone new to the field and also as a reminder for those familiar with the field. IntroductionThe recent decline in ore grades and metal prices have challenged mining companies to reduce capital and operating costs associated with developing new mineral resources. In some cases, metallurgical studies have been sacrificed to prevent cost overruns resulting in inadequate mineralogical, chemical and metallurgical characterization. Consequences have included longer construction schedules, higher initial and working capital, higher operating costs and less than desirable plant performance (Whincup, 2010; Torres, Chaves and Meech, 1999).Mineralogy, geology, mining type and sequence, and the metallurgy of an orebody will determine the process development metallurgical study requirements and eventual process plant design. Therefore, once the geologist has an early indication of a prospective orebody, geologists, metallurgists, mining engineers, and social and environmental responsibility scientists should convene and devise a plan on how to exploit the orebody economically (Lunt, Ritchie and Fleay, 1997).Geologists may find a prospective orebody solely based on grade. However, if the orebody cannot be mined and processed economically, then it is deemed not to be a deposit. An example of this could be a refractory gold deposit, either sulfidic, carbonaceous or siliceous refractory or any combination of those, that may not be mined and processed economically due to reasons such as the physical location of the deposit, depth of the ore lode, or social and environmental concerns. Therefore, an early collaboration between all disciplines must be established.Each orebody may have its own unique mineralogical, geological and chemical characteristics (Guresin et al., 2012). These unique characteristics should be effectively sampled to reduce risks associated with process design and engineering efforts for the process development metallurgical studies. If the sample or samples are not representative of these unique characteristics, then the studies performed will be pointless. The project metallurgist in charge of conducting metallurgical studies should also possess general geology, mineralogy and mine engineering knowledge. Recommended readings are a book on understanding mineral deposits by Misra (2000) and articles on heap leach development by Scheffel (2014a and 2014b)."

The stability of paste fill bulkheads forms an integral part of a successful paste fill system. Bulkheads are constructed at the draw points of open stopes to contain paste fill while the initial pour cures and forms a consolidated plug. Mobilization of uncured paste fill as a result of a bulkhead failure can lead to significant consequences, including endangering the safety of personnel, property damage and production losses and delays. The loading conditions in the paste fill and the resultant lateral loads on the bulkheads are complex and are dependent on many factors. This paper presents a case study of several paste fill bulkhead failures; the results of an in-situ pressure monitoring program to ascertain the pressure loads, and the subsequent paste fill bulkhead evaluation.

The use of dewatered mine tailings as backfill material (commonly referred to as ‘paste’ backfill), is the most practiced form of backfill in Canada providing significant environmental benefits by reducing the size of external tailings facilities and improved economics through enhanced resource recovery. Paste backfill operations reuse filtered mine tailings with a cementitious binder and water to create a slurry that is hydraulically transported to refill underground stopes, later forming a structural network of cemented tailings in the mine stopes. Unlike typical structural applications that utilize General Use (GU) Portland cement; modern paste backfill operations maximize strength performance by blending Portland cement with ground granulated blast furnace slag (GGBFS) or other supplementary cementitious materials (SCMs). GGBFS and other SCMs offer key performance benefits and carbon reductions; however, the availability of these SCMs is rapidly dwindling in today’s carbon-constrained economy. This paper examines the development of an alternative binder system that provides similar performance and carbon reduction to that of GGBFS for mine backfill operations. The binder utilizes the chemical reaction between a reactive source of aluminosilicates and available calcium from calcium oxide or calcium hydroxide to replace between 50 to 100% of GGBFS. The performance of the binder is examined with insights into the hydration mechanisms that generate mechanical strength in the cemented paste network. Paste backfill slurries require precise engineering to create a material that maintains flowability during pipeline transport and generates enough strength to meet operational targets once placed in the stopes. Engineering of such slurries requires large amounts of water to be added to the binder-tailings matrix, far exceeding the typical water to binder ratios used in concrete mix designs. This characteristic of paste backfill warrants great emphasis on understanding the hydration mechanisms of the binder used in the paste backfill system. GU cement is typically composed of 50-70% tricalcium silicate and 15-30% dicalcium silicate.  The hydration mechanisms of these compounds consume 4 to 6 units of water to mineralize into calcium silicate hydrate cemented phases that result in compressive strength development. Cementitious aluminate and aluminosilicate phases make up 5-20% of GU cement and aid in secondary performance characteristics such as set time. Certain calcium aluminate hydrate phases such as monocarboaluminate and ettringite mineralize 10 to 32 units of water into their crystalline structure. Hydration products such as ettringite are traditionally avoided in construction applications due to their propensity for volumetric expansion after cement setting, leading to micro-fissures and subsequent strength degradation (known as ‘sulfate attack’). This paper proposes that such hydration products benefit the strength development in paste backfill slurries with the aforementioned characteristics due to their greater potential to mineralize free water. The newly developed calcium aluminosilicate binder is designed to replace 50-100% GGBFS or other SCMs used in paste backfill systems and meet operational strength requirements by providing exceptional hydration characteristics through cementitious reactions. Additionally, the aluminosilicates used have a minimal carbon footprint and a secure supply outlook, thereby allowing mine operators access to a low-carbon binder option throughout the mine’s lifespan.

"Over 600 longwall panels have been mined in Pennsylvania in the last 50 years. Of those 600 panels, 25 panels undermined interstate highways. Despite this quantity of panels, much is still unknown regarding the detailed effects of undermining highways. The Gateway Mine, the Emerald Mine, and the Cumberland Mine undermined I-79 with 17 panels between 1982–1989 and 2003–2008, respectively; mine Eighty-Four undermined I-70 with 4 panels between 1987–2000.Through the examination of the panels that undermined I-70 and I-79, it is possible to determine which factors have most impacted the highway alignments. In some locations, the highway intersects with panels at angles ranging from 45 to 80 degrees, and at others, it runs between two panels, which simulates the effect of gateroads on the subsidence. The panels width to overburden ratio varies between 0.64 and 1.7, meaning that the interstates were influenced by both subcritical and supercritical subsidence basins. The face advance rates and overburden depths also vary between the panels.Unfortunately, specific information detailing highway impacts associated with unique characteristics of the subsidence basins are limited. However, using the profile function model and influence function model within the Surface Deformation Prediction System (SDPS), the effects of overburden, panel size, and orientation of the road to highway can be indirectly assessed by profile and influence models of subsidence basin formation.INTRODUCTIONCoal mining has been an integral part of Pennsylvania’s history. Room-and-pillar mines have been active since the late-1700s when coal was extracted from outcrops. By 1830, the city of Pittsburgh alone consumed more than 400 tons of bituminous coal each day for domestic and industrial use (PADEP, 2019). In the late 1960s, the face of mining in Pennsylvania changed with the development of full extraction longwall mines. Since that development, over 600 longwall panels have been mined in the Pittsburgh Coalbed in Pennsylvania alone (PADEP, 2019).As longwall mining and other forms of full extraction mining have increased in popularity, the amount of planned subsidence impacting the surface has also increased. The stresses and strains induced by longwall subsidence can cause damage to the surface as well any structures, water supplies, or water bodies that lie above the panel. Since the behavior of soils and structures vary, one way to study the surface effects of longwall mining is to analyze the impact on flat, rigid, pavement surfaces. Examining factors that vary the impact of subsidence with respect to highway alignment can demonstrate the favorable orientation of an alignment to avoid or mitigate damage and critical impact zones in a subsidence basin."

The Norwegian Lake Tap Method was successfully used to tap into the side of Lake Dorothy 36.5 m (120') below the lake surface. The lake tap allows water to flowinto an access tunnel from the lake lowering the water elevation below its natural out-fall. When the lake reaches a predetermined elevation below the outfall, a 1.5 m (60?) valve in the tunnel will be shut and discharge from Lake Dorothy will stop temporarily allowing construction of a dam located 2.9 km (1.8 miles) downstream at Bart Lake. The lake tap and tunnel were one phase of the $64 million Lake Dorothy Hydroelectric Project, owned and operated by Alaska Electric Light & Power Company (AEL&P), a private utility located in Juneau, AK. The Lake Dorothy portal site and tunnel are located approximately 25.7 km (16 miles) southeast of Juneau, AK, in the remote Tongass National Forest at an elevation of 701 m (2,300') above sea level in the mountains above the Taku Inlet. Thirty degree snow covered mountainsides and limited access by helicopter were just two of the many factors which challenged this unique project. The lake tap and tunnel development consisted of 250 m (820') of horizontal tun-nel, averaging 3.6 m x 3.6 m (12' × 12'), excavated using conventional drill and blast methods in highly competent Granodiorite and Tonalite rock, placement of one 3.9 m (13') long concrete plug, or bulkhead, located at the tunnel midpoint, and one 3 m (10') diameter lake tap into the side of Lake Dorothy. This paper will provide an analysis of the logistical and engineering challenges involved in the development of one of only a handful of lake taps in North America. AEL&P and contractor J. S. Redpath Corporation worked together to complete this critical project phase safely and on schedule, in a location accessible only by helicopter and plagued by constantly changing, harsh weather conditions. A strict schedule had to be maintained to ensure the timely operation of the downstream dam and power plant.

Paper written on project work carried out in partial fulfilment of B. Tech (Mining Engineering) degree The purpose of this study is to establish whether to mine the Bottom of Pit (BOP)/TOB 4 reserve before the commencement of the Block Cave or whether this should be disregarded and the reserve be extracted at the end of the life of the Cave. The primary goal of this report is to investigate and propose a practical mining method to safely extract the reserve given the set constraints. This report quantifies the additional revenue the TOB 4 will contribute to Finsch?s overall NPV thus enhancing Finsch?s business case and strategically enhancing the SBP. Several underground mining options have been investigated. The proposed mining method includes the installation of a series of extraction tunnels below the TOB 4 reserve from 53 level, with a slot access tunnel system. Ground will be loaded by LHDs from the draw points and tipped into 50-ton dump trucks at a transfer point, from there the ground will be transported to 53 level No. 1groundpass where it will join the existing ground-handling system. Primary development is scheduled to begin October 2002 and last for a period of approximately 7 months until early April 2003.The production is broken into 4 phases. Phase 1 is scheduled to begin mid-April 2003. The final production phase will be completed by November 2005. The production scheduling has been designed in order to remain ahead of the Block 4 undercut in order to ensure stability and safety. Due cognisance was taken of the health and safety of all employees concerned during the design of the mining and ground-handling processes for the Bottom of Pit. As far as is reasonably practicable, the BOP was designed and will be constructed and equipped to provide conditions for the safe operation of machinery and a healthy working environment for people underground. Relevant requirements of the Mine Health and Safety Act regulations pertaining to mining operations have been identified and adhered to during all phases of the design process.

The Gosowong epithermal Au-Ag deposits, located on the island of Halmahera, North Maluku Province, Indonesia, are owned and operated by PT Nusa Halmahera Minerals, a joint venture between Newcrest Mining Limited (75 per cent) and PT Aneka Tambang Tbk (25 per cent).The Gosowong deposit was a greenfields discovery in 1994. Subsequent brownfields discoveries, most recently in 2009, have resulted in a total endowment of more than 6 Moz Au. The three main deposits include Gosowong, Toguraci and Kencana, and as of December 2013, production comprised 5.7 Mt Au at 24 g/t for 4.3 Moz with remaining resources of 4.2 Mt Au at 13 g/t for 1.7 Moz.Mineralisation primarily occurs in multistage veins, breccias and stockwork veins, with at least four texturally- and mineralogically-distinct vein events, including: banded crystalline quartz, quartz-adularia, quartz-chlorite and quartz-sulfide stages. Vein mode, texture and mineralogy are zoned around areas of maximum dilation, vein width and vein grade. Within banded quartz-chlorite, grades of >1000 g/t Au are common. Anomalous Au-Ag-Pb-As-Sb-K-Li geochemistry in rocks is commonly associated with the epithermal mineralisation. Four major types of hypogene alteration are recognised at Gosowong: silicification (quartz-illite-adularia-pyrite) within the immediate vein zone, argillic (illite-quartz-pyrite) alteration enveloping the vein zone, advanced argillic (dickite-kaolinite-quartz) alteration above and adjacent to the vein zone and within the overlying Kayasa Formation, and propylitic (chlorite-epidote-albite-calcite-pyrite) alteration within the footwall and distal to the vein zone.CITATION:Fitzpatrick, N, Harris, A, MacCorquodale, F and Wardiman, D, 2015. The zinc-lead-silver mineral resource at Lady Loretta ranks amongst the worldÆs richest when measured in terms of in situ metal grades. However, the project remains undeveloped 28 years after its discovery in 1969. The primary obstacle to development has been the fine and complex grain structure of its ores, which make flotation concentration inefficient even with fine grinding. The size and remote location of the deposit have also hindered exploitation. BUKA planned to directly fume the volatile target metals from the ore when it acquired the project. Intensive, post-acquisition modeling showed the innovative processing route to be uneconomic, notwithstanding high metals recovery and low waste content in fume product. Progressive modifications and supplements to the underlying fuming process enhanced economics and resulted in a new mine-to-metal processing route for zinc-lead-silver ores. The proprietary, three-stage BUKA Zinc Process offers technical, economic and environmental advantages. It is expected to find widespread application in the treatment of ores and residues. However, neither continued R&D nor application to Lady LorettaÆs currently delineated resource can be justified under prevailing market conditions. The objectives and results of each step in the process development sequence are outlined with reference to their impact on the commercial viability of the Lady Loretta project.

Coal production in the United States in 2010 increased to a level of 960 Mt (1,085.3 million st), according to preliminary data from the U.S. Energy Information Administration (EIA), an increase of 1 percent, or 9.43 Mt (10.4 million st) above the 2009 level of 975 Mt (1,074.9 million st) (Table 1). In 2010, U.S. coal consumption increased in all sectors except commercial and institutional, while total coal stocks fell slightly for the year. Coal consumption in the electric power sector in 2010 was higher by 4.5 percent, while coking coal consumption increased by 37.9 percent and the other industrial sector increased by 7.1 percent. The commercial and institutional sector, which prior to 2008 had been called the ?residential and commercial? sector and is the smallest of all the coal-consuming sectors, declined by 3.1 percent in 2010. (Note: All percentage change calculations are done at the short tons level.) U.S. coal exports increased from the 2009 levels due mostly to higher demand for metallurgical coal, while coal imports decreased for a third year in a row. The increase in coal consumption for electric generation during the year was the consequence of improving domestic economic conditions further bolstered by a cold winter and warm summer in important coal-consuming regions. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. increased in 2010 by 4.2 percent. Coal-based generation also increased, resulting in a 38-Mt (42-million st) increase in coal consumed in the electric power sector. Coal use in all the sectors other than the electric power sector increased by 13.9 percent to a level of 65.9 Mt (72.7 million st).

The electrostatic beneficiation of coal is based on tribocharging characteristics of ash forming minerals and coal particles. The tribocharging of quartz, pyrite and coal particles contacted with various metals and polymeric materials have been measured and the charge acquisition is assessed through surface energy calculations from liquid contact angle data. The contact angles, before and after tribocharging of solids, are measured using Krüss tensiometer and Washburn?s method where the sample holders in tensiometer are specially constructed with tribocharger materials. The charge polarity and amount of charge acquired by quartz, pyrite and carbon with metal tribochargers were found in good agreement with the reported work functions of the contacting surfaces. The charge results with polymer materials differed from the work function values, presumably caused by surface contamination. The surface energy of quartz calculated by all the theoretical approaches in the literature showed that the tribocharging increases the surface energy. Both polar and non-polar components computed from Fowkes and Owens-Wendt-Rabel-Kaelble approaches dis-play that both these components increased after triboelectrification. However, the polar component divided into acid and base components, as in van Oss approach, manifest decreasing acid part and increasing base part. Since quartz charged negatively during tribocharging with metal surfaces and therefore accepted electrons, the determined acid and base surface energy components are consistent with charge transfer process. The results also elucidate an explicit correlation between the charges generated by powders and the surface acceptor (acid) and donor (base) electronic states and thereby the work functions. A novel fluidized bed tribocharger was designed and developed with internal baffle system for efficient contact electrification of mineral and maceral to produce high differential charging for efficient separation. The results achieved on coal with 45% ash content are presented and discussed.

Megascopic and microscopic studies of cleats and mining induced cleavage in Ihe first workings at Leichhardt Colliery reveal the presence of four distinct fracture sets. Microscopic studies confirm underground observations of the fracture sets.The most likely order of formation of the fractures is (i) "butt" cleats (ii) facc cleats (iii) shallow dipping faults (iv) mining induced cleavage. Three fracture sets apparently formed by tensiIe failure. Microscopy shows that the mining induced cleavage surfaces have preferred starting or lerminating points at the extremity of a "butt" cleat and a vitrite-dull coal band boundary. It is postulated that the induced cleavage begins at 'butt' cleats which behave as Griffith flaws under high compression around Leichhardt Colliery faces. Instantaneous outbursts of coal and gas are associated with only those workings which are affected by mining induced cleavage and occur at or adjacent to working faces.

The present work explores the reutilization of red mud, an industrial waste arising from the production of alumina, as a component of isolation technologies for hazardous substances. The work involved the study and optimisation of the geotechnical properties of red mud in conjunction with adsorption experiments of As(V) and Hg(II). The results from both types of experiments were integrated in a dispersion-diffusion model to calculate migration curves and minimum thickness of the red mud compacted layer. The geotechnical studies showed that compaction increased the stability and decreased the hydraulic conductivity of red mud barrier. Red mud sorbed high amounts of As (up to 44 mmmol kg-1) and Hg (up to 9.2 mmmol kg-1). The calculated minimum thickness of the red mud barrier was 1-10 cm for As and 2-19 cm for Hg, for an operation period of 35 years. The results obtained let to conclude that the reuse of red mud as a component of isolation systems of hazardous substances represents a viable alternative use of this residue.

Fully digital seismographs and powerful desktop and portable computers have led to the development of fast and easy to use analysis software. This workshop will focus on new Microsoft Windows-based blast vibration analysis programs developed by White Industrial Seismology, Inc. The Windows point and click graphical environment is ideal for developing full-featured and yet intuitive software.

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased or decreased), and provides a bridge where possible from the old Schedule A classification sys tem to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

Discussion of the paper of D. W. Brunton, presented at the Spokane meeting, September, 1909, and published in Bulletin No. 33, September, 1909, pp. 837 to 855. WILLIAM' KENT, New York, N. Y.:-The Institute may congratulate itself on the opportunity of reading the splendid address of President Brunton. It is au admirable summary of the progress that has been made in the mining and metallurgical arts in recent years. The paper rightly give's the chief credit for this progress to the aid which has been rendered to these arts by the advances in mechanics, chemistry, and electricity. It is notable that most of the headings in Mr. Brunton's address refer to the work of the mechanical engineer, the electrical engineer, and the chemist, rather than to that of the specialist in mining-operations. It seems that. the most successful mining engineer of the present day is the one who makes the most intelligent application of the inventions and designs of engineers and others who are not directly engaged in mining. A tabulation' of the headings of the address, grouped as below, shows this most clearly. Five watersheds, ranging in size from 29 to 49 acres, were selected in East-Central Ohio to investigate the hydrologic and water quality conditions occurring before, during, and after surface mining. Four of the watersheds will undergo surface mining, involving either the Number 6, 9, 11, or 8 coal seams, and one watershed having an outcrop of the Number 6 coal will be operated as a control watershed. To determine the premining hydrologic and water quality conditions (Phase 1), physical information was obtained for each watershed and instrumentation was installed for obtaining hydrologic data and water quality samples. In addition to topographic maps, soils and vegetation maps were prepared. Stratigraphic columns were developed from geologic cores; networks of observation wells and of soil moisture access tubes were installed; and weather stations were established to measure temperature, humidity, wind and solar radiation, and to collect precipi¬tation samples. Field data were collected over a 10-month period for one watershed and for about 8 months on another watershed before surface mining began. The other watersheds continued in the premining data phase. These data were for precipitation, temperature, relative humidity, wind speed, solar radiation, snow and frozen soil, soil moisture, infiltration (rainfall simulator), spring discharge, runoff from watersheds, and ground-water levels. Also, samples of runoff and ground water were obtained for chemical analyses and additional samples of runoff were acquired for suspended sediment load determinations. Over the study period, precipitation was not very representative of the long term averages, but data are available from the control watershed for a representative 7 year period which should prove invaluable in modeling the hydrology of the project watersheds for the premined conditions. Spring discharges (before mining) from the upper aquifer of two of the watersheds averaged only 508 and 652 gallons daily. The proportion of precipitation occurring as surface runoff from the large watersheds ranged from 8 to 36 percent and the peak discharges from 5.86 to 81.95 cfs. Base-flow and runoff water samples from four of the watersheds (unmined conditions) were collected and analyzed quantitatively for 39 water quality parameters. Monthly precipitation samples sediment fractions of the base flow and runoff were analyzed for 22 and 17 parameters, respectively. The average concentrations of the water quality parameters for the watersheds (unmined), except for suspended solids, were as low or lower than the EPA recommended maximum allowable concentrations in drinking water. Several parameters in precipitation equaled or exceeded the levels of corresponding parameters in runoff water. The average concentration of suspended solids in storm runoff ranged from 118 to 1110 mg/l, and for base flow the range was from 44 to 247 mg/l; the higher concentrations were associated with the watersheds exhibiting the greatest disturbance. Iron ranged from an average of less than 3 µg/1 to 228 µg/1. Manganese ranged from less than 41 µg/1 to 334 µg/I. Ground-water systems (unmined condition) are described for the five project watersheds. Each watershed was found to have two major perched aquifers within the top 250 feet. Generally, these perched aquifers involve local flow systems, though flow across watershed boundaries in some areas. Recharge is mostly from local precipitation and discharge is mostly as spring flow, base flow, evapotranspiration, and leakage through the underlying confining bed. Shallow ground water was commonly of the calcium bicarbonate type. Although dissolved-solids concentration was generally 200 to 600 mg/1, brackish or salty ground water was present in several areas. A composite hydrologic model for the project watersheds will consist of separate ground-water, unsaturated flow, overland flow, and evapotranspiration component models. The ground-water model (a modified quasi-three--dimensional U. S. Geological Survey model) operates on a grid network and the newly formulated unsaturated flow model was divided into overlying prismatic elements for numerical solutions. The unsaturated flow model includes provision for incorporating the evapotranspiration model. An available distributed kinemetic overland flow model was utilized. An analyses was made of one of the costs of reclaiming coal mines; the legal and administrative costs of complying with legislation. Such costs borne by coal companies under the Ohio law are thought to be a surrogate of these costs under the new Federal law. Regression analyses were used to relate the legal and administrative costs to acres in the permit and the tonnage of coal produced.

The methods of reinforcement to be discussed in this paper are all insitu methods, ones that can be used on the soil structure as it exists in the ground, and do not rely on excavation and replacement of the soil. Current practice in the United States, as well as new ideas and methods, will be discussed as they relate to slope stability, retaining walls, and to other uses such as control of mine or cavity related subsidence and to liquefaction control under existing structures. The method is based on the concept of "nailing" or reinforcing the soil in place, and thereby causing a mass of soil to act as a coherent unit. When performed properly, a true gravity structure can be constructed, one that will remain intact under both horizontal and vertical loadings and that will also resist vibrational and seismic loadings.
