The Bureau of Ocean Energy Management (BOEM), a bureau within the U.S. Department of the Interior, has responsibility over both energy and non-energy mineral development on the United States Outer Continental Shelf (OCS) under the OCS Lands Act (“OCSLA”). BOEM’s Marine Minerals Program (MMP) manages federal offshore mineral deposits through non-competitive, negotiated agreements for sand and gravel (“sand”) used in coastal restoration efforts and the competitive leasing of critical and hard economic minerals (“critical minerals”). As the steward of OCS critical minerals, BOEM MMP is responsible for understanding where critical minerals are located, identifying and understanding their environments, managing activities that affect these resources, and implementing pertinent federal policies. Fulfilling these responsibilities involves the collection and analysis of environmental, geological, and geophysical data; supporting the science needed to understand the impacts of resourcerelated authorized activities on the biological, physical, and sociocultural environments; encouraging emerging technologies that can reduce the environmental impact of activities; and communicating with stakeholders to foster an understanding of existing federal regulations and potential needs to revise the legal framework. Four U.S. federal rules in the Code of Federal Regulations (CFR) currently inform MMP’s procedures: 30 CFR 580 (prospecting for minerals), 30 CFR 581 (leasing of minerals), 30 CFR 582 (operations in the OCS related to minerals), and 30 CFR 583 (negotiated noncompetitive agreements for sand). Other federal laws and regulations are also pertinent, particularly those supporting the National Environmental Policy Act, Endangered Species Act, National Historic Preservation Act, Marine Mammal Protection Act, Coastal Zone Management Act, Clean Air Act, Federal Water Pollution Control Act, and Magnuson Stevens Fishery Conservation and Management Act.

El presente trabajo describe el proceso de gestión de calidad en la administración de los derechos mineros a través de la automatización de procesos desarrollados por el Instituto Nacional de Concesiones y Catastro Minero (INACC) organismo público descentralizado del Sector Energía y Minas que administra el Procedimiento Ordinario Minero para el otorgamiento de Concesiones Mineras, el Catastro Minero Nacional y la distribución del Derecho de Vigencia a escala nacional. Entre otras funciones de dicha institución está la creación de una serie de base de datos numérica, que le han permitido optimizar dichos procesos en calidad. Así como en el aspecto de la administración del Derecho de Vigencia y Penalidad, se creó el software para automatizar sus procesos y efectuar el cobro respectivo en las entidades del sistema financiero nacionall. Finalmente en el aspecto catastral, se generalizó el uso de coordenadas UTM (PSAD56) para identificar los derechos mineros, asimismo, se crearon los parámetros de transformación de coordenadas WGS84 a UTM.

Large-scale open cut mining in the Bowen Basin has been undertaken for over 40 years. During this period, improved mechanical capability and economics have allowed extraction to greater depths, resulting in post-mining landforms of increasing height. Rehabilitation practitioners face significant challenges in stabilising these landforms and require a comprehensive understanding of the Bowen Basin Coal Measures strata likely to be disposed of during mining. Knowledge regarding the potential behaviour of differing spoil materials (following disturbance) provides a rationale to maximise short- to medium-term surface stability of constructed landforms by identification, salvage and advantageous reuse of cladding resources as a means to minimise erosional risks.CITATION:Emmerton, B, Burgess, J, Baumgartl, T and Erskine, P, 2016. This paper addresses the impact of the variable speed drive on the particle size distribution in the product of a fully autogenous UG2 grinding circuit. It further discusses the impact of a varying particle size distribution in the product of the mill on the downstream classification and milling circuits. An industrial case study was used and data is presented to illustrate the techniques applied to identify the root cause of the shift in operational efficiency. The results achieved from both the investigation into the shift in plant efficiency and the sub-sequent corrective action taken illustrate that the root-cause methodology used in advance control can be effectively applied on production sites to both detect the shift and identify probable root-causes. The industrial example used confirms that the variable speed drive in a UG2 autogenous milling operation is a critical control parameter to ensure that the plant operates to design specifications.

The rare earth element (REE) industry has sought to develop ore deposits where geologic processes have produced mineralized zones with commercially attractive concentrations. These deposits are extremely uncommon, particularly in the United States. Given the criticality of these materials and the need for a sustainable domestic supply, the current research seeks to leverage the generation and treatment of acid mine drainage (AMD) as an autogenous process that can lead to concentrated REE resources.

Bureau of Mines research on methods for reclaiming land disturbed by the minerals sector of the economy has produced a specific procedure for effectively germinating seed of Indian ricegrass, a drought-tolerant plant valuable for reclaiming arid and semiarid sites. This report describes the procedure which consists of acid-treating the seed followed by temperature and light cycling treatments. Use of the procedure resulted in an average germination rate of 29 percent, ranging from 18 to 56 percent. Seed subjected to long cold treatment but with acid treatment yielded an average germination rate of 9.2 percent, ranging from 6.6 to 14.7 percent. Untreated seeds (controls) gave germination rates less than 0.1 percent.

"The demand for commercial and residential construction has continued to evolve across the United States over the last decade. Our markets demand larger, deeper and inherently more complex structures, located within increasingly constrained urban locations and with challenging geotechnical conditions. As project demands incrementally escalate, specialty contractors are continuously challenged to extend their state of practice. Development in the size and capabilities of construction equipment, tooling, techniques, monitoring and verification systems over the last decade has consistently allowed contractors to build larger and deeper. For support of excavation (SOE), in addition to scale, selection of the most appropriate system has been a key to success in the most challenging ground conditions. This selection process is based on sound engineering and construction practice, and also prior experience, both positive and negative. Ultimately many Owners have chosen to manage their risk of SOE construction through design-build contracts, which allows specialty constructors to optimize the balance of cost, schedule, scope and associated risk based on their local expertise. Successful implementation of a design-build methodology begins long before a contractor is selected, with identification of key project requirements and risk factors during the feasibility studies and design development phases. In these early stages of the project development, advice and budgets are frequently solicited from Specialty Contractors. The Owner, Construction Manager and Consulting Team will filter this input from multiple sources to provide their specific recommendations, develop construction documents and select the appropriate form of contracting. Only in the final stages, after award of a Design-Build Subcontract, can the successful specialty contractor directly influence risk management approach on the project. A case study is presented from Block 9 in San Francisco’s Transbay District. This project demonstrates the incremental identification, assignment and mitigation of construction risk through the planning and design build process for SOE on the deepest planned excavation in San Francisco.INTRODUCTIONThe mature urban development market in United States results in high demand for complex Support of Excavation (SOE) schemes on constrained sites. The Design-Build approach can be applied to increasingly difficult SOE challenges, combining regional specialty subcontractor knowledge and experience in order to optimize solutions for cost and schedule. The most successful applications will involve early engagement of shoring subcontractors within the project teams, during feasibility and design development stages, in order to identify key scope and risk issues, and their potential solutions. Throughout the project development, it is important to reasonably assign responsibility for construction risks amongst the project stakeholders who are best able to control them.This paper presents a case history for San Francisco’s Block 9, a well-planned and successfully executed design-build SOE project in San Francisco’s Transbay Redevelopment area. Throughout the 4 year period from the Developers initial proposal to the Redevelopment agency, through completion of excavation down to subgrade, the project team developed a series of increasingly refined SOE schemes, with corresponding scope definition and cost and schedule estimates. This program relied on early identification of key challenges and risks for the project, and evolved through multiple phases of proposals as first the General Contractor (GC) and then Specialty Shoring Subcontractor were engaged for the project. The scheme, cost and schedule refinements continued throughout construction in order to accommodate unanticipated conditions and events as they unfolded."

A case study is presented on the optimization of cable bolting patterns in cut-and-fill stopes at the Chikla Mine, MOIL, India. Rock mass characterization, using Bieniawski’s RMR and Barton’s Q, indicated that the stopes lie in the “no supports required” to “spot bolting required” support categories. In contrast, the current practice of cable bolting in a 2.0 m by 2.0 m grid pattern for stope widths less than 12 m displays different results. Numerical modelling results are in line with the rock mass characterization study. It can be affirmed, as well, that no cable is carrying rock loads greater than 5 t. This fact is derived from observational behaviour of the crown pillar of an experimental stope with open stoping operations and hanging cables in the cut-and-fill stopes of the mine. An increase in the cable bolting grid spacing is, hence, recommended for implementation by mine management, based on the study described in subsequent sections. It is also suggested that the mine adopt the open stoping method, provided results of a rock mechanics instrumentation program in an experimental stope with a cable bolting grid of 2.5 m square are favourable.

Metso?s Process Technology and Innovation group is a world leader in mineral processing consulting. A significant amount of this consulting work involves process integration and optimization (PIO) studies, which include investigating the effects of drill-and-blast design and implementation on downstream processing. Critical to these studies is the ability to track specific ore into, and through, the plant. To increase the accuracy of this ore tracking, Metso Process Technology and Innovation (PTI) developed a system to track ore using a radio frequency identification (RFID) transponders technology designed to allow tracking of ore from its source through blasting, run-of-mine (ROM) pads, crushers, intermediate stockpiles and, finally, into the concentrator. The system is called SmartTag. Since its commercialization in 2007, SmartTag has been used in the majority of PTI?s consulting projects, and several permanent systems have been installed worldwide.

The full economic evaluation of a mining project requires a block model that provides an estimate of the tons and grades of available resources. The model must be representative of the mineralization to be found at the time of mining for specified extraction periods and within acceptable error margins. In an operating mine, there may be a reasonable understanding and estimates of actual dilution and ore loss. This paper discusses the issue from the perspective of a project at a feasibility or preproduction level of development. Three types of dilution are discussed. Internal dilution (or change of support) is function of the spatial distribution of the mineralization and its relation to the operation?s selectivity. Geologic contact dilution is the unavoidable mixture at contacts or boundaries of material with different geologic characteristics, grades, or metallurgical performance. Operational planned and unplanned dilution should also be considered, sometimes incorporated by factoring the resource model, but more accurately by mimicking the grade control process. The resource estimation process always carries uncertainty, which is sometimes significant, and usually caused by several factors. These include quantity and quality of drill hole information; quantity and quality of geologic data; grade estimation methodology; dilution and mining recovery factors applied; etc. A key decision is to whether estimate as accurately as possible the in-situ geologic resource or to estimate the tons and grade of the material to be fed to the processing plant. The geologic modeling and grade estimation methods used are conditioned by this decision.

Mineral exploration in the United States relies heavily on theoretical geologic concepts and indirect methods such as geophysics and geochemical prospecting, as there are few exposed areas of mineralization which have not already been explored at least once. In Mexico ore-grade samples can be cut at the surface on vein, replacement, and disseminated types of deposits in many areas. Here the problem is not in finding a mineralized area but in deciding which mineralized area can be explored and developed at the least risk and cost, and have the greatest profit potential, within the framework of Mexican mineral economics and government policies. Mexico's min¬eral industry is regulated through a system of permits for various phases of mineral exploitation, and by taxes. This regulation and its effects are not unlike those which may be expected in the United States if present legislative and administrative trends continue.

KIeeman (1968) described practice in the Mount Hebbard dump concentrator, Broken Hill, N.S.W. The purpose of this note is to give data on flotation pulp chemistry in the plant for comparison with results of Woodcock and Jones (1970a, 1970b).Ten chemical parameters were measured at ten points in the circuit using the techniques of Woodcock and Jones (1970a, 1970b). Fig. 1 shows a condensed time plot of some continuous measurements in conditioner overflow and rougher feed. Fig. 2 shows average values of selected parameters at the start and end of each of the three rougher flotation stages.DISCUSSIONpH and redox potentiaIsFig. 1 shows that pH and Eh were relatively constant at the start of sulphide lead flotation. There was a fairly steady increase in pH throughout the circuit (Fig. 2), but flotation was always conducted in a slightly acid pulp in spite of the large amount of alkaline reagents added. Eh values became more positive as the pulp progressed through the circuit (Fig. 2) in accord with results elsewhere.

"The Copper Mountain Mine is located in Princeton British Columbia, Canada and produces 80 – 90 million pounds of copper annually, as well as gold and silver by-products. The ore processing plant has a conventional SAG/ball mill circuit with inline pebble crushing, followed by flotation. At most plants, much time is spent evaluating and optimizing the comminution and flotation circuits. The cyclones are a key contributor to the effective operation of the plant: They define the circulating load in the comminution circuit and provide the classification that ensures liberated material is passed through to flotation. If the cyclones are not performing as they should, the results are often a combination of lost recovery, grade, capacity and reduced throughput in flotation. For such an impactful unit operation, cyclones have historically been under-instrumented. Consider as well that the cyclones are typically located at the highest elevation in a plant, and it becomes clear why they often underperform. Copper Mountain Mine recognized the critical role that cyclones filled in their plant and worked to optimize their operation through the implementation of a Portage Cyclone Detection (PCD) system to identify plugging and roping incidents, Portage Pumpbox Control (PPC) to manage the flow to the cyclones, and AwaRE to control the grinding circuit. As a result, cyclones overflow stability has increased, switching out a roped or plugged cyclone now happens within seconds rather than many minutes, and both the grinding and flotation circuits perform better. INTRODUCTION Cyclones are one of the most extensively used pieces of equipment within the mineral processing industry because of their simplistic operating and maintenance philosophies. The cyclones are commonly used as classifiers within the comminution circuit to control the grinding product particle size for satisfactory performance of downstream operations. The cyclones are a key contributor to the effective operation of the plant and have a significant impact on the mineral processing plant operations. If the cyclones are not performing as they should, the results are often a combination of lost recovery, grade, capacity and reduced throughput. Similarly, an inefficient cyclone operation may also lead to low or high recirculating loads that impact the efficiency of the comminution circuit. This highlights the importance to have proper stability in cyclone operation while implementing any plant-wide optimisation strategy."

In the last 20 years, In Line Inspection (ILI) using intelligent pigs has become the principal tool used by pipeline operators to assess the condition of their pipelines. New pipelines are normally designed to take intelligent pigs, but many older pipelines require some modifications and special procedures for their inspection. This paper is aimed at practicing engineers and managers of pipelines, or people aspiring to those positions. The paper describes the benefits of ILI and some of the practical issues regarding pipeline preparation and cleaning, choice of inspection tool, running pigs in pipelines, and what to do with the data collected. What are the responsibilities of the Pipeline Engineer ? ? Maintain reliable and acceptable performance of the pipeline in terms of safety and product delivery at economical cost. ? Provide a defined margin of safety for operating the pipeline at its designated pressure. ? Provide timely information on all pipeline defects such that repairs can be carried out according to a managed schedule. What Defects does the Pipeline Operator have to cope with ? A useful record of actual incidents seen in pipelines can be obtained from the web site of the US Office of Pipeline Safety (OPS) - http://ops.dot.gov/stats/stats.htm. US pipeline Operators are obliged by Law to report all pipeline incidents exceeding certain threshold criteria (e.g loss of life, escape of product, cost of incident etc). These OPS statistics show that corrosion and third party damage have remained consistently the prime causes of reportable incidents in the US, with similar experience elsewhere. There are several kinds of flaws and defects in pipelines that can lead to failure, the main families being :- ? Metal loss ? Cracks or crack-like defects ? Laminations and other mid-wall defects ? In 1967 the United States consumed 58.8 quadrillion Btu of energy. Both the Atomic Energy Commission and the Resources for the Future, Inc., a private economic forecasting group, predict that the United States energy requirements will reach 135 quadrillion Btu by the year 2000. In 1967 bituminous coal produced 21.4 percent of the energy used in the United States and anthracite coal another 0. 5 percent. Coal Reserves Coal reserves make up about four-fifths of the United States storehouse of fuel in proven reserves. Seventy-five percent of all fuel, likely to be found and recovered is coal. Electric utilities consume more than half of the bituminous coal mined in the United States in generating 53 percent of the nation's electricity. Atomic Energy Commission analysts have proposed the development of a vast "national energy system" based upon long-distance electrical transmission from abundant untapped coal reserves in the western United States. The study predicts that even if uranium supplies are available and economic breeder reactors developed, coal requirements for electricity generation will more than double by 1980 and increase another 50 percent before the year 2000.

There are a number of hydrogen storage systems proposed for automotive applications. However, all of the current suggestions fall short of the DOE targets for storage density and volumetric density. The DOE has suggested that only through radically new ideas will a practical solution to hydrogen storage for automotive applications be realized. This paper provides some background in chemical hydrogen storage and discusses roadblocks to the implementation of some proposed technologies.

Mining of copper ore and the related industries play an important role in Iran?s economy. Copper ore production in Iran accounts for 75% of the total production in the Middle East. All activities related to copper, that is, exploration, production, refinement etc are owned and managed by state owned companies. Decisions have been made to privatize all these activities. To assess the success of this privatization process, different components of the industry must be subject to economic analysis. In this paper, the cost estimation of all operations has been carried out. The total potential and attainable revenues have also been estimated using historical data available from the industry. Risk is a major factor in all mining activities and the copper industry of Iran has been subject to risk factors arising from many internal and external variables. These variables have been recognized and their effects evaluated. The effect of risk on the economic feasibility of the operations in the industry has also been analyzed.

The possibility of using 2,2,4-trimethyl-1,3-pentanediol dissolved in tetrachloromethane as extractant for boron recovery is discussed. The parameters optimized for this purpose are contact time, boron concentration in the aqueous phase, extractant concentration, equilibrium pH and phase ratio. NaOH is used as stripping agent for boron recovery from the loaded organic phase. Boron extraction is found to be a slow process (equilibrium time 20 minutes) compared to boron stripping, which is reasonably fast (equilibrium time 5 min). Maximum boron extraction is possible at a broad pH range from 1.0 to 6.0. Using 1.0M extractant concentration, a 1:1 phase ratio (organic: aqueous) and two stages, ~99% boron extraction is achieved. More than 97% boron stripping is possible using 0.5M NaOH at a 1:1 (organic: aqueous) phase ratio in two stages. Overall, a 95.6% boron recovery was achieved. Loss of solvent into the aqueous phase and co-extraction of Ca, Na and K into the organic phase at higher equilibrium pH are two major concerns in his process.
