"In December 2011, the U.S. Attorney’s Office for the Southern District of West Virginia, the U.S. Department of Justice, Alpha Natural Resources (ANR) and Alpha Appalachia Holdings entered into a nonprosecution agreement related to the explosion at the Upper Big Branch Mine (UBB) that killed 29 miners. This coal operation was owned by Performance Coal Co., an affiliate of Massey Energy Co., which was acquired by ANR in June 2011, more than a year after the UBB explosion. Pursuant to the agreement, ANR agreed to:• Establish a trust within 120 days.• Pay a total of US$48 million into the trust to be used solely to fund and administer research and development (R&D) projects to improve mine health and safety.• Administer the trust by three highly qualified individuals with academic and/or professional backgrounds in mine health and safety.In April 2012, the Alpha Foundation for the Improvement of Mine Safety and Health was created. The three directors - Michael Karmis, president; David Wegman, vice presidenttreasurer, and Keith Heasley, vice presidentsecretary - approved a plan to expend both the interest and principal of the trust, aiming at an 8-10 year research horizon. The foundation also appointed David Belden, an experienced manager of nonprofits and professional associations, as the first executive director of the foundation. The IRS approved the foundation’s tax-exempt application, as described in Section 501c(3) of the Internal Revenue Code, on Dec. 18, 2012. The board established guiding principles of the foundation, which are as follows:• Mission: to improve mine health and safety through funding R&D projects to qualified academic institutions and other not-for-profit organizations.• Vision: to enable miners in the future to be free of work related injury or disease by the implementation of the results of the projects funded by the foundation and undertaken by the best researchers from any discipline that can contribute. The foundation is now approaching its third year and regularly posts updates, including semi-annual reports, to its website (www.http.alpha-foundation.org/), which serves as the main medium for communication with the broader stakeholder community"

New South Wales has a successful history of pillar extraction stretching back more than 60 years. Various methods of pillar extraction ranging from the rib pillar methods (such as the Wongawilli system) to the more recent pillar stripping techniques (similar to those used in the USA) are discussed in this paper. These discussions are based on the experiences of the author stemming from a recent research tour of seven underground pillar extraction operations in New South Wales as part of the Coaltech 2020 collaborative research initiative. Some operational issues of each site visited are presented before some general comments pertaining to the overall success of pillar extraction in New South Wales are discussed. Generally pillar extraction in New South Wales is on the decline in favour of longwalling. However, the pillar extraction that is conducted is done so along specific guidelines to ensure their success, and these are also discussed.

WHAT is the likelihood if any-that a real gold mining industry will be developed in the southern Appalachian region? Has the increase in the dollar value of gold from $20.67 to $35 per ounce potency to turn the trick? Suppose it be assumed that the price of gold will, at worst, not recede, and that the cost of digging ore and treating it of which the average level of commodity prices and wages is a fair index-will, at most, not exceed that prevailing in 1926. One may or may not accept these as reasonable assumptions; but one must arbitrarily remove some of the potential variables if one is to get anywhere on a problem like this. As a matter of fact, this article is not going to venture a conclusive answer to the question that has been posed; but it will endeavor to present some of the factors that have a bearing on the problem. The writer spent ten days visiting a dozen properties in Virginia and the Carolinas early in April, 1935, and in doing so got a first-hand slant on mining conditions in the domain of King Cotton.

In the past few years the advance of the Sunshine mine to national prominence as the chief silver-producing mine of the United States has revived interest in the area in which it is situated. Although this area lies between the great lead-Zinc-silver mines at Kellogg and those in the vicinity of Burke and Mullan it was generally presumed to be almost barren, as little ore had been found there until substantial ore bodies were developed on deep levels of the Sunshine mine. In early days it was called the "dry belt" because its ores were siliceous and contained little lead; but the classification of ores in smelting as wet or dry, although once customary, has long been obsolete The area will therefore be referred to in this paper as the silver belt of the Coeur d'Alene district because the value of its ore is due chiefly to silver, the current production of which is large, providing over 60 percent of the silver output of Idaho. Silver Belt - Its Limits and Character With a daily production of half a ten of silver or more from the Sunshine mine, the silver belt has become the scene of extensive exploration at many properties, and the outlook for its future seems promising enough to warrant the lively interest now being displayed in the area by the public.

This paper aims to assess the current and future role of coal in energy strategy of Turkey and evaluates the compatibility of the policies to the EU energy policy and strategy. The Turkish government set targets to utilize more coal reserves of the country in next decades. However, the country is also in the process of becoming an EU Member State, hence, it is expected that the energy policies have to comply with the EU. Moreover, Turkey ratified Kyoto Protocol, thus the country should limit greenhouse gas emissions. Clean Coal, Carbon Capture and Storage (CCS) technologies are expected to become an important instrument for the mid-term reduction of CO2 emissions from coal-fired power plants. An alternative technique to the conventional CCS methods is CO2 sequestration by mineral carbonation. Turkey has significant resources of magnesium silicate minerals (olivine, serpentine) deposits which can be utilised in CO2 sequestration by mineral carbonation method.

This report presents the results of an investigation of hookworm infection in the deep gold mines of the Mother Lode, California. In this investigation 1,440 miners of the Mother Lode have been examined for hookworm infection; 444 miners were found to be infected; and 91 miners have taken the treatment and have gotten rid of the infection. ·Within a short time after this preliminary examination, an industrial strike started, which gradually scattered the miners and made it difficult to institute the treatment of many of those who had been found infected. ·With the completion, however, of the State survey all these will eventually be identified and treated. In 1906 Dr. F. F. Sprague, of Jackson, Cal., and formerly of the Philippine Islands, recognized the prevalence of hookworm infection in the gold mines of California. He treated many cases of the infection and brought the prevalence of the disease to the attention of his colleagues. Following closely this pioneer work of Dr. Sprague was that of Dr. E. E. Endicott, health officer of Amador County. In 1911 Dr. Endicott a related his experience in a paper before the American Medical Association. In 1909, Dr. Herbert Gunn, under the auspices of the California State Board of Health, made an investigation to determine the prevalence of the disease among miners. b He reported on the blood and stool examinations of groups of men from three large mines in Amador County. The high eosmophilia verified by stool examinations in many of the cases, and the demonstration of larvae in soil from the workings led Dr. Gunn to the following conclusions: 1. Hookworm disease is endemic in certain mines of California. 2. From 50 to 80 per cent of those working in these mines are infected. 3. The infection undoubtedly is present in practically all the gold mines of California and in those of Nevada just over the border. vYhen it was definitely determined by the California State Board of Health to make an investigation, in cooperation with the Industrial Accident Commission of the State of California and the Federal Bureau of Mines, as to the prevalence of hookworm infection among the miners of California, the following procedure was planned: (1) To encourage the superintendents of the various mines to cooperate in the campaign; (2) to diagnose fecal specimens from the miners and determine the percentage of infected miners; (3) to reach an agreement with the superintendents that all infected men must be treated; (4) to make reexaminations of all treated men; (5) to issue "hookworm certificates"; and (6) to eventually reexamine all California miners. A visit to several of the mines on the Mother Lode made it evident that the mine operators would cooperate most cordially in this campaign; in fact, several superintendents had already considered the advisability of such an undertaking.

To help governments create appropriate policy and regulatory frameworks, this paper focuses on the linkages between overarching policies and laws and the management / governance of extractive industries at the local communities. It encourages the use of new instruments designed to help ensure that local communities benefit from extractive industries.

OU has invested over a million dollars in CAD/CAM hardware and software. Design and analysis packages like ALPID, NIKE, STREAM, SHEAR, POLY_FLON, RINGROLL have been developed or modified at OUusing finite element method, finite difference techniques or enhanced slab analysis. Packages like ABAQUS, FLUENT, and NASTRAN have been extensively used.

The Government of New South Wales has granted approval for Hunter Valley Aluminium Pty., Ltd" and Alcan Australia Ltd. to proceed with the building of an aluminum smelter at Lochinvar and the expansion of a smelter at Kurri Kurri. Construction of the smelters is expected to start as soon as the consortium is finalized in early 1982. The smelters are part of a plan to increase Australia's aluminum capacity fivefold to 1.5 million tons by the mid-1980's. CHILE Construction of a $61 million lithium carbonate plant in northern Chile will be started in early 1983 by Sociedad Chilena del Litio Ltdao Production is scheduled to begin in 1984 with an initial capacity of 6,350 tons of lithium carbonate produced from a brine deposit. The firm is owned 55% by Foote Mineral Company, of Exton, Pennsylvania, and 45% by Corporacion de Fomento de la Produccion-CORFO.

Most fatalities in tunnel fires are caused by the spread of toxic smoke. Controlling the spread of smoke is crucial to provide a survivable environment for emergency egress. A properly designed and tuned feedback control loop is required to achieve a target flow that is slow enough to allow pedestrians to escape under different boundary conditions. Feedback control loops are also helpful in optimizing energy consumption under moving traffic conditions. A reliable feedback flow control system requires sophisticated engineering knowhow and experience, careful selection of instruments and controlled variables, and thoughtful implementation from design through field testing and commissioning.

1. INTRODUCTION According to the classical economic approach of the open market economy, copper supply should be regulated by market forces which are (a) demand and (b) prices. In fact, demand is of primordial importance because prices are a reflection of supply-demand balance: they go up in times of shortages of supply and down when over-supply situation exists. In the past few years, this basic mechanism of market economy has been under pressure from a number of non-market forces, such as social and monetary problems of sane important copper producing countries; structural changes in copper mining companies through mergers with oil companies; and other factors which greatly contributed to distortion of the basic supply-¬demand equation. As a result, we have faced in the last three years a situation of oversupply rarely seen in the past, with a catastrophic fall in copper prices, huge losses at mines and unprecedented indebtedness of copper producers. This has deep repercussions in the copper business and its future supply outlook. This is particularly so when taking into consideration that high indebtedness and high interest rates conspire against the very survival of some traditional producers. As we write this comment (July of 1985), close to one half of U.S. copper production capacity is closed down, sane of it for good, while the same precarious situation exists in Canada, Australia, Zambia, and some other primary producers who cannot face present low prices with equally low costs. The question is then what this situation means for the medium-¬term future, until the end of this decade, Particularly when taking into consideration the fact that some of the factors influencing it are of a long-term character. 2. SUPPLY-DEMAND SITUATION IN THE LAST FIVE YEARS Since the last boon year, in 1979, when world copper consumption reached a record of 9.8 million metric tons of refined copper, demand dropped to only 9.0 million tons in 1982, when the crisis bottomed out, and then steadily recovered to the level of 9.7 million tons in 1984. Meanwhile, copper production, which in 1979 was only 9.4 million tons, in spite of the fall in demand, grew to 9.7 million tons in 1981 and 1983 and only temporarily was cut to 9.4 million tons in 1982 and to 9.5 million tons in 1984. As a result of this imbalance, hugh copper stocks were accumulated with supply systematically out¬growing demand by over 2 million tons at one time. With the Western World refined copper demand running at an average of 115,000 tons per week, this oversupply was equivalent to between 15 and 18 weeks production, i.e. twice as large as normal. This was immediately reflected in very low copper prices. Another contributing factor to relatively low copper prices was the lack of speculator interest for this commodity. Between 1981 and 1984 the world experienced a very intensive period of wealth distribution, high interest rates and intensive restructuring off world economy and its industrial sector. Therefore, much of the available money was attracted to more lucrative and attractive investments rather than to the lack-luster performance of copper, and for that matter, of the metal sector in general. The much announced and discussed recovery of the U.S. economy since 1983, and particularly in 1984, with an overall growth of the GNP by 6.8% in 1984, happened to be more oriented to the service sector than the industrial sector and therefore this recovery was not adequately reflected in copper consumption nor to metals in general. This put serious doubts about the future demand for copper. Consequently copper prices failed to improve in spite of an apparent fall in stocks and a healthy increase in the demand for copper since 1982. At the time of this writing (July, 1985), although same analysts claim that the available stocks are running at about 8 weeks of supply, which are considered to be below normal, copper prices are still very low at between 65 and 67 cents per pound of copper. The aim of any rock breaking activity is to achieve success by developing designs that are blasting objective-specific and geology-specific, and then implementing such designs. This paper targets mining geologists with the aim of extending their knowledge of the rock fragmentation processes and providing insights to the significant relationships between geology and blasting. There are two main relationships, and if mining geologists appreciate both these relationships, then they can play a key role in optimising production. The business risk continuum is introduced to support this understanding. The first relationship is between geology and potential blasting hazards, and the operational complexity required to manage those risks. The risks associated with eight different ground types are discussed in terms of ground conditions, hazards and controls. These types are: reactive ground, hot ground, geothermal ground, fibrous ground, cavernous ground, combustible ground, pyritic ground and conductive ground.The second relationship is between the bench geology and blasting results. The blasting results discussed include: muckpile characteristics, remaining rock faces and blasting emissions. In this regard, some detailed insights and graphical examples are given for the influence of geology on blasting emissions, in particular, vibration, airblast and flyrock.A detailed description of the geological materials themselves can convey much useful information for blasting operators provided they are able to utilise this knowledge. Geologists are ideally suited to provide this description more effectively if they are familiar with the blasting process and the rock mass properties that influence blasting hazards and blasting results. It is also important to have clear statements of blasting objectives and associated operational targets, and this will maximise the likelihood of achieving the desired outcomes. The main aim of the paper is to highlight that geology is currently not fully utilised in the blasting process. In this regard, geologists are often not entirely aware of the blasting process and how they can contribute. The two significant relationships discussed above are integral parts of this process, and thus they are discussed as separate issues in the main body of this investigation.

The paper deals with the importance of design and of codes of practice in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included, which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.

Geogrids can be used as surface control on both the roof and rib in underground mines to prevent the fall of small pieces of rock and material from between the primary supports. The use of screen material such as geogrid can significantly reduce the number of ground fall injuries caused by these small rock falls. Because of the potential for reducing injuries through the use of screen, the National Institute for Occupational Safety and Health (NIOSH) has conducted tests on screen materials including geogrid to determine their support characteristics and identify parameters that can affect their performance with respect to maintaining broken or failed rock. A specially designed test frame installed in the NIOSH Mine Roof Simulator (MRS) has been used to evaluate the load and stiffness characteristics of the screen material. Two types of geogrids with various designs have been tested-a polyester yarn and a polypropylene grid. The load-displacement characteristics of these grids were determined and the load capacity and stiffness were calculated through 20in of displacement. The load capacity and stiffness of the geogrid in general are shown to be related to the ultimate tensile strength of the screen material.

Many reports have been written about the issues surrounding small scale miners’ challenges in Namibia; yet little has been done to address these challenges. There has been a fragmented approach to address these challenges. Various government arms and donor organizations have utilized piece meal methods in the past in trying to make improvements on the productivities across the sector, but with no meaningful success. This has led to the design and implementation of inappropriate technologies and support services for the sector. The structures of many of the semi-precious stones mining businesses are informal, with very little royalties received by the government. Miners often work informally or illegally and they fear government interference and they distrust outsiders, resulting in them withholding production information. The presence of small scale miners is quite often associated with major challenges, including poor safety and environmental management standards, the spread of communicable diseases and poor working conditions. The majority of the miners employ uncontrolled extraction techniques which damage the crystals and mineral specimens, resulting in intermediate and final products of low quality along with high wastage at the extraction stage. The vision of the Namibian government is to expand the range and value of semi-precious stones and jewelry products processed within Namibia, while curbing illicit flows of raw stones. This will simultaneously secure maximum benefit for the country. This study investigated the interventions aimed at making the small scale mining sector in Namibia sustainable. A baseline study was conducted to analyze the current situation and characterize the industry, including a SWOT analysis. Information was collected through questionnaires, interviews, consultative meetings, field visits and workshops in order to profile the sector. The baseline study results were used in developing interventions for improving artisanal and small scale mining operations. The main challenges for the Namibian semi-precious sector were identified as: factual information about raw material resources and its beneficiation are insufficient or not available, lack of skills, lack of education and access to finances, rudimentary exploration and mining practices, trading and logistics that are not functioning effectively and inadequate sector governance. One key finding of this study was that Namibia is not benefiting through value addition due partly to illicit flows of the uncut stones and to the fact that lapidary is not much pronounced to a greater extent. The following strategic interventions were identified as key in ensuring the sustainability of the small mining sector in Namibia: conducting geological assessment to identify new deposits and quantify the existing ones, improving exploration and mining practices, investing in education and training, creating an enabling environment and improving the sector governance and strengthening the sector organization and supporting the infrastructure.

THE Midvale mill of the United States Smelting Refining and Mining Company is situated on a flat site whose elevation is 50 ft above that of the Jordan River. Tailings are impounded in the area between the river and the flat upon which the mill and railroad switchyard are located. The water supply is pumped from the Galena canal which leads from the river at a point some ten miles to the south. The mill has a present capacity of approximately 1700 tons daily. It started out originally in 1926 as a 750 ton three-unit plant. The tonnage was gradually increased to 1200 tons by 1934, and in late 1935 a fourth unit was added. The accompanying flowsheet shows the principal equipment and how it is utilized. The ore is principally sulphide with varying degrees of oxidation, with individual lots ranging widely in both precious and base metal content. Results of a complex three-seam interaction analysis in a western U.S. coal mine are presented. The physical situation simulated by the models represents the development of a set of entries underneath two previously mined seams with all three seams in proximity to each other. The layout and the geometry of the remnant pillars in the upper seams were nonuniform and not always directly superimposed over each other, creating a very challenging modeling problem. The U.S. Bureau of Mines' MULSIM/PC computer code was upgraded and enhanced to perform the required three-seam interaction calculations. Analysis was limited to simple linear-elastic assumptions as only peak stresses were required. Results clearly indicated that stress concentrations in the lower seam increased approximately 100 percent when compared to cases simulating no extraction in the two upper seams. These stress concentrations generally occurred in zones directly below points of highest abutment pressures in the upper seams. Overall, the model results compared favorably with actual documented observed behavior where roof failures were known to have occurred.

The prediction of ground movements due to underground mining using the influence function method is a mature technology, widely used by researchers and planning engineers around the world. Surface strain, either tensile or compressive, is an important indicator of potential impacts on structures such as buildings, bodies of water, pipelines, railway and power lines, and tailings dams. Calculation of static or dynamic surface strains, for varying surface terrains and slopes, should be accurately predicted and be independent of the methodology applied for the calculation. This paper discusses and compares the development of horizontal and ground strains on the surface due to underground mining for different surface topologies (sloping terrain, monitoring lines, etc.) and presents the steps needed to ensure accurate calculations. Examples are given to demonstrate how ground strains can be calculated for one- and two-dimensional gridded surfaces.

"The analysis of the mining laws of the different European States reveals big diversities and, often, remarkable complications. This is due, firstly, to the history and culture of different States and, secondly, to the assets of natural resources. It is therefore difficult to find a common line between the text of the various mining laws, but it can be observed that nearly all the States distinguish the mining resources in two categories: the materials whose importance is considered strategic belong to the first category; in the second category the materials whose importance (above all economic) is mainly local are comprised. The paper, analysing in detail the planning procedures in some important Countries, investigates the possible perspectives of arranging some guide-lines for a correct approach to the sustainable exploitation planning/programming of mineral resources (with particular reference to "quarry" materials, such as aggregates), considering both the environment protection and the production needs."
