A resource document, prepared for the Royal Commission on the Health and Safety of Workers in Mines, which outlines aspects of occupational health and safety in the Canadian metallurgical industry has been expanded to provide examples of some practical solutions. General process descriptions are provided in conjunction with some of the major potential hazards associated with each step. Emissions to the working environment, particularly around converters, are discussed. Newer metallurgical processes, the role of automation and other advances in the metallurgical industry are described with respect to their impact on the work place. The role of staff and unit employees in providing safe working conditions in the complex metallurgical plant of today is outlined and the need for close cooperation within the human sector emphasized. The technology is available and is being applied to integrate the complex process requirements with realistic regulations to control emissions and provide a safe, healthy environment in metallurgical plants.

This section of the Minerals Yearbook reviews the minerals industries of 27 countries: the 12 nations of the European Community (Belgium, Dermark/Greenland, France, Germany, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, Spain, and the United Kingdom); 6 of the 7 nations of the European Free Trade Association (Austria, Finland, Iceland, Norway, Switzerland, and Sweden); Malta; the 8 Eastern European economies in transition (Albania, Bulgaria, Czechoslovakia, Hungary, Poland, Romania, and Yugoslavia); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Community (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to the more minerally endowed countries in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus, indirectly, raw materials production). Western Europe has significant reserves of industrial minerals but has limited availability of metalliferous raw materials. It, therefore, imports significant quantities of the latter and ranks along with the United States and the U.S.S.R. in the production of refined metals. Nonetheless, there is an inherent tendency to underestimate the importance of Western Europe in the world of minerals, both as a minerals processor and raw materials buyer. The reason for this is that Western Europe is generally thought of on the basis of individual nations rather than as a whole. Viewed in this limited context, the United States, the U.S.S.R., and Japan appear to dominate the world economy. Viewed as one regional area, however, Western Europe includes the fourth (FRG), fifth (France), sixth (United Kingdom) and seventh (Italy) largest economies of the world, all bordering on one another. With the remaining 15 EC and EFTA countries, Western Europe has a land area approximately 40 % of that of the United States, exceeds the U.S. population by 50 % and has a gross domestic product about the same as that of the United States.

Coal is mined by both surface and underground methods and its extraction is normally characterized by numerous hazards that can lead to catastrophic accidents, which result in devastating effects such as injuries or fatalities, damage to mining assets, and destruction of mineral resources. These hazards exist due to the ability of coal to support combustion and its association with toxic, flammable, and explosive gases. Underground coal mining entails higher safety risks than opencast coal mining, chiefly because of issues relating to mine ventilation and mine collapse. Furthermore, coal mine collapses mostly occur due to crumbling of mining supports, especially in room and pillar mining systems. To avoid such adverse occurrences, safety management systems need to be in place. This study reviews the various technological safety systems and principles that are used for safe-rescue and self-escape of miners in underground coal fires, particularly in South Africa, using data obtained from Mines Rescue Services in Carltonville, South Africa. The outcome of the review shows that practising safety culture has been given priority across many South African underground coal mines through setting up safety management systems and encouraging workers to stay committed to safety principles.

Since human daily demands for fresh water have been increased significantly, the supply of fresh water for the mining industry, especially froth flotation, should be considerably reduced. In addition, stricter environmental standards have been implemented in many countries to reduce the risks due to the disposal of wastewater, many flotation operators have to seek more efficient ways to utilize the limited fresh water sources. Recycling water with high concentrations of impurities is a normal strategy for most of the mineral processing plants; however, water quality should be carefully considered to guarantee a smooth flotation process. Recently, the application of seawater in flotation has attracted much attention due to its availability and abundance rather than fresh water. However, the influencing mechanisms due to the application of seawater in flotation have not been fully understood especially the reactions between mineral particles and bubbles in the presence of high concentrations of cations and anions. This would impede the application of alternatives to fresh water in the flotation. Therefore, this paper reviews the current water sources and the technologies for water recycling in the flotation process. Specifically, the life cycle of water in flotation was proposed. In addition, the strategies including high pulp density flotation as well as the most promising alternatives to fresh water have been discussed in details, with the related mechanisms being demonstrated.

"Face ignitions in underground coal mines are a major risk for underground mining operations, as they can lead to methane or coal dust explosions. The 2010 disaster at the Upper Big Branch Mine resulted in 29 fatalities due to a methane and coal dust explosion initiated from a face ignition. Much research has been conducted to mitigate face ignition hazards, from water sprays to installing passive and active explosion barriers. Despite the increased use of water sprays in U.S. coal mines, there have been more than 50 documented face ignitions in the U.S. underground coal mines since 2010, indicating that this hazard still prevails. This paper will examine the statistics of face ignitions and gas explosion in U.S. coal mines based on MSHA data. It will study factors contributing to these face ignitions and outline best practices for their prevention based on experience and practices worldwide. INTRODUCTION Methane and coal dust explosions are one of the major causes of coal mine disasters in the U.S. and around the world. Such disasters have resulted in the large number of fatalities and loss of mine infrastructure. The recent explosion at the Soma coal mine in Turkey has caused the death of 301 miners (Mining Turkey, 2014). As documented by U.S. Mine Safety and Health Administration (MSHA, 2015a), the U.S. coal mining industry has also experienced several catastrophic mine explosions with accidents at Upper Big Branch mine, Darby mine, Sago mine and Jim Walter Resources No. 5 mine in the last decade, causing the deaths of almost 60 miners. Every explosion requires a source of ignition, the right amount of fuel and oxygen. In underground coal mines, methane acts as a fuel while ventilation air acts as a source of oxygen. The source of ignition may vary from spontaneous combustion, electrical equipment and switchgear, mechanical heat sources, face ignitions due to friction rock-on-rock or from cutter bits and lightning strikes. Under the right conditions, energy of less than 0.3 mJ is sufficient to ignite methane-air mixtures (James, 2007) that can result in a catastrophic explosion. Much research has been done to mitigate the methane explosion hazard by proper dilution, continuous monitoring of methane and elimination of ignition sources. Historical studies indicate that face ignitions are the major cause of explosion in underground coal mining operations worldwide (Belle, Carey, and Robertson, 2012). Statistics shows that most mine disasters were started from a small face ignition, which turned into a major explosion fueled by additional methane and coal dust (Belle et al., 2012). To investigate face ignition hazards, researchers must study potential ignition sources as well as potential explosive atmospheres near mechanical coal cutting operations. Statistical analysis of U.S. coal mine face ignitions reported by the U.S. Mine Safety and Health Administration (MSHA, 2015b) shows that several factors are responsible for face ignitions."

The paper presents previously unpublished results derived from an unique interaction moitoring program conducted in the Sydney Coalfield of Nova Scotia. An abandoned, sealed longwall gateroad was re-entered and instrumented prior to extracting a longwall face 140 m below it. Instrumentation included piezometers connected to a constant head tank to monitor subsidence, and horizontally mounted extensometers to measure strains associated with subsidence. Survey levelling data was also collected. The monitoring results have allowed a number of significant conclusions to be drawn, all of which were either unanticipated or contradict current mainstream thinking. Firstly, interaction subsidence was less than anticipated. Secondly, the effects of rate of face advance on the development of the subsidence profile are evident. Thirdly, compressive strains are shown to remain in the subsided strata. Finally, strata response to undermining was almost immediate. The impact of these findings on the extraction of longwall panels beneath flooded workings in the Sydney Coalfield are discussed.

A mixed culture of moderately thermophilic microorganisms was enriched from Acid Mine Drainage (AMD) samples collected from several chalcopyrite mines in China,which can leach copper from chalcopyrite effectively. Its tolerance to chalcopyrite was brought up to 80 g/L after being adapted to gradually increased concentrations of chalcopyrite. The effects of several leaching variables on copper recovery in Stirred Tank Reactor had been investigated. The ore contained chalcopyrite (62.2%) and galena (25.6%) as the main sulfide minerals. The results of the tests show that it is possible, operating at 8% of pulp density to attain copper extraction of 75% in 44 days. The leaching rate of chalcopyrite tends to increase with the dissolution of total iron. Microscopic counts of microorganisms in the solution tend to be higher at low pH range. Furthermore, the analyses of leached residues indicate that the passivation of this chalcopyrite is mainly due to the formation of a mass of jarosite and anglesite (about 48.3% and 21.7% in residue respectively), other than elemental sulphur layer. The bacterial community composition was analyzed by using amplified ribosomal DNA restriction analysis (ARDRA). Two moderately thermophilic bacteria species were identified as Leptospi-rillum ferriphilum and Acidithiobacillus caldus, with different proportion in the bio-pulp, 67% and 33%, respectively.

"Here, we statistically proved that giant earthquakes occur at lunar phases specific to each subduction zone. Enough attention during the lunar period, especially when seismicity is occurring, will significantly reduce damage from giant earthquakes. Two case studies in which giant earthquakes occurred after seismicity in dangerous lunar phases were discussed, and the mechanisms underlying why giant earthquakes occur around neap tide at some subduction zones were explained by prohibition of giant earthquake occurrences due to high strain rates at spring tides at N–S subduction zones. The prohibition was statistically proven for uniaxial creep tests on Inada granite with slight stress disturbances. INTRODUCTIONIn previous studies, we showed that from 1900 to present, giant earthquakes (MW ??8) have occurred at lunar phases specific to each subduction zone (Fujii & Ozaki, 2012; Ozaki & Fujii, 2012). Although we later proposed a possible reason for these occurrences, the study lacked statistical analyses (Fujii et al., 2013). Therefore, this paper shows the results of such statistical testing and presents case studies for the Tohoku 2011 and Chile 2014 events, thereby providing updated data on giant earthquakes through July 2014."

"INTRODUCTION According to the Roane Iron Co. of Rockwood, Tenn., the Chamberlain. Barnardville iron deposit produced approximately three million tons of iron ore previous to 1928. The deposit is divided into two synclinal bodies termed the north and south synclines. Production has come from the northern extremities of both bodies.The need for developing additional iron-ore reserves during the war prompted the Bureau of Mines to initiate an exploratory program on the Chamberlain-Barnardville deposit in February 1944, which continued until December 1944.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The aim of this work is to clarify the role of microstructure heterogeneity in the initiation and growth of cracks in a lost foam cast A319 for low cycle fatigue (LCF) loading condition. Because 2D analysis fail to establish the scenario of damage events, this study is based on 3D in situ analysis using synchrotron X-ray tomography during LCF test performed at 200°C. If X-ray tomography is now an established technique to study damage development in 3D, its application for relatively high temperature cyclic tests has never been done so far. Initial 3D observations of damage show that the cracks that lead to fracture initiate near large pores and propagate into the hard particles 3D network of the eutectic regions.

For many years, in numerous settings, the need for a language-fair and culture-fair assessment test has been identified as a significant issue for employment and selection for training of remote indigenous community members. Pivotal to the successful implementation and application of such a test is for it to gain the acceptance and trust of the local indigenous communities as a fair assessment and for it to provide organisations with an accurate predictive tool. However, when western tests have been used with indigenous groups, inherent language and cultural bias have had a significant negative impact in terms of community acceptance. These have also affected the accuracy of performance predictability. The Queensland Test was developed to overcome these problems. Originally developed for use in Papua New Guinea, it reduced training failures by 20 per cent. Later refinements were made and it was used with Aboriginal Australians. Since 2002, assessment tests have been used by the Freeport mine in West Papua to support their recruitment, selection and training processes for the local indigenous community, the Seven Suku Tribes. The initial process included the application of standard æwesternÆ assessment tests, which did not provide valid selection predictions, with community members and elders describing these tests as unfair and the organisation being concerned that the results were not accurate. A trial of the Queensland Test was conducted and a high correlation was established between the performance of FreeportÆs current Seven Suku employees as assessed by their managers and their Queensland Test results. Based on the results of this pilot the Queensland Test was successfully implemented as the primary selection tool for potential employees from these local indigenous groups. The testing materials and method gained community trust and support, with tribal elders describing the Queensland Test as a fair and suitable selection tool for their community members. Such results have sparked an interest within the Australian Mining industry, with similar results being reported from a recent trial. The Queensland Test has been implemented at a major site in Queensland and is being investigated for use elsewhere.

A recent review of resource reports lodged to statutory bodies found geological models with oversmoothed or unrealistic lithological boundaries, many of which do not represent geological appearance in the field, pit or underground drive. The underlying data is often too complex or messy to be incorporated into the resource model and is thus a simplification of reality, to the detriment of the mining operation and its shareholders. Volumes can be over- or underestimated and subsequent grade predictions can be misplaced, combining to cause over- or understatement in resource reporting to stakeholders and statutory authorities. Domain models can be improved with new modelling techniques such as machine learning. However, with poor data or improper use of machine learning techniques, the conclusions can be just as misleading as with current techniques. Machine learning rarely offers a single ‘right’ outcome, rather a range of possible outcomes from the data provided. But importantly it can take advantage of the full richness of data for more informed models. Machine learning also provides confidence in its predictions so that uncertainty in the resultant models can be quantified and passed through for risk assessment during mine planning and operation. This paper will discuss the factors accentuating complexity in deposit modelling: data diversity, structural controls, chemistry, data volumes, process workflows and external non-geological constraints. A case study illustrates the risk of reducing or ignoring complexity, which can result in an overly simplified geological model.

"Recent requirements to reduce thermal coal plant emissions, and ultrafine coal's tendency to produce these emissions due to its typically high ash and moisture contents have limited the use of ultrafine coal. Ultrafine coal in beneficiation plants are usually either disposed of in tailing ponds at a loss in combustible material or disposed of by blending with coarser higher-grade products, resulting in a reduction in marketed product quality. A study of the options for processing ultrafine coal, consisting of < 200 µm hydrocyclone overflow, with 38.8 percent ash content is presented here. Ultrafine coal was processed based on 200-µm sieve bend and 10-µm hydrocyclone classifications, enhanced gravity separation (EGS) and froth flotation concentration as well as combinations of these. Yield, combustible material recovery (CMR) and product humidity were evaluated as test results.Depending on the processing applied, product ash content could be reduced up to 49.7 percent, and up to 95.8 percent CMR of the actual run of mill feed could be attained. All of the processing options analyzed could reduce produced thermal electric plant emissions due to ash and moisture from 22 to 38 percent of the actual unprocessed ultrafine coal product.Froth flotation was found to be the optimal process, yielding a product with the lowest ash content attained of 19.5 percent and CMR of 92.3 percent. Being the most versatile of the processes evaluated, it is capable of producing coal with varied ash contents but is subject to potential variations in coal flotability. The most complicated of the processing options, a combined sieve bend recovery of the > 200 µm fraction and EGS processing of the 10 to 200 µm fraction was found to be the next best option, attaining a combined 90.1 percent CMR and 25.0 percent ash content. IntroductionMunicipal, regional and national objectives to reduce fossil fuel combustion emissions and their effects on air quality and global weather changes are affecting thermal electric plant operations. Plans and regulations such as President Obama's Clean Power Plan (U.S. Environmental Protection Agency, 2015), the European Directive 2010/75/EU (European Commission, 2010) and China’s proposed Enhanced Actions on Climate Change (Wei, 2015) are of major significance to thermal electric plant operations. Although thermal plant efficiencies depend in large part on the losses of heat by plant components, the ash and humidity contents of thermal coal invariably reduce plant efficiencies and increase emissions of carbon dioxide (CO2), nitrogen oxides (NOx) and dust.Any noncombustible material present in thermal coal will result in higher CO2 emissions per unit of energy produced. Since no particle emission control can be totally effective, it is to be anticipated that any reduction in coal ash content will also result in reduced particle emissions. Kurose, Ikeda and Makino (2001) reported that NOx emissions also increase with coal ash content. The effect of coal moisture content during combustion is complex. Kurose, Ikeda and Makino (2001) showed that an increase in coal moisture content significantly reduces thermal NOx to total NOx production, and Bosoaga et al. (2006) showed that it tends to reduce NOx emissions. Since the humidity, pyrite and ash content of thermal coals directly affect thermal electric plant efficiencies and emissions, minimizing these factors should facilitate, at least in part, compliance with thermal electric plant emission limits. This, in turn, would affect the specifications and prices of the coal preparation plant products."

Dynamic rock anchors are interior fixtures developed by the author which promise to be a revolutionary development in the field of ground control. The fixtures are designed to be placed in the ground with modern roof bolting equipment, such as the type used in the American coal mining industry. They are composed of a plastic form- able anchor tube which serves to fasten a buttress deformed rod which is thrust and turned into the plastic and in turn clamps the roof plate to the rock surface. Plastic tubes 10 to 16 inches in length provide sufficient anchorage to exceed the yield strength of steel rods 5/8, 3/4 or&apos; 7/8 inches in diameter. This paper presents field testing and early work done on the device over the last seven years. Results of pull tests, creep tests, laboratory testing in concrete, and field testing under natural rock conditions demonstrate the uniqueness and effectiveness of this new support system. A second development which uses the dynamic rock anchor in conjunction with a resin cartridge to provide a stiffer anchorage system is also discussed. These products will be manufactured and marketed by Ingerso-11-Rand Co. under the trademark of DYNA-ROK and DYNA-ROK PLUS anchors.

"The Sheerness Mine, a new surface coal mine located near Hanna, Alberta, went into full production in mid-1995. The mine, which is operated by Luscar’s subsidiary Forestburg Collieries (1984) Ltd., has the design capacity to supply up to 2.1 million tonnes of sub-bituminous coal per year to the adjacent Sheerness Generating station under a 30-year contract. This paper documents the construction phase of this project and highlights the major equipment purchases as well as the construction of the mine facilities. The paper also focuses on some of the areas where cost savings have been achieved that have allowed the mine to come on stream six months ahead of schedule, and under budget. Project ReviewMine DescriptionThe Sheerness Mine is located 25 km southeast of the town of Hanna in southeastern Alberta (Fig. 1). The mining property occupies the western portion of the Sheerness CoalField and borders the Montgomery Mine, operated by Manalta Coal Ltd. in the east, and Highway 36 in the west. The Montgomery Mine and the Sheerness Mine exclusively supply the total coal requirement of the adjacent Sheerness Generating Station. The station is owned jointly by Alberta Power Limited (APL) and TransAlta Utilities Corporation (TAU). APL is the operator. Manalta’s Montgomery Mine has supplied coal to the Sheerness Station since its opening in 1986. Coal is shipped by truck from the mines over a network of haul roads to the coal receiving hoppers located on the east side of Highway 36."

Recovery of iron and copper from acid mine drainage was studied in pilot scale at a continuous treatment plant at the mine site of the King&apos;s mine in Roeros, Norway. The average load on the plant was 1 m3/h. The process tested in this project is a three-step process consisting of: 1) Fe(OH)3 precipitation at pH 3.5, dewatering of iron sludge and transport to ferric chloride plant; 2) after filtration precipitation of residual metals at pH 9, concentration of metal sludge by flotation; 3) extraction of metals from the sludge with sulphuric acid followed by recovery of copper by electrolysis. The copper could be used for local production of different crafts, but this condition needs a further evaluation. The process economy at a full scale plant is evaluated.

Unknown geotechnical conditions are a major source of risk. Unexplored places vastly outnumber the sampled and tested ones, and widely spaced boreholes with intermittent tests and samples are the norm. Sometimes site-specific planning and thought goes into locating these special, tested places, such as basing them on the geologic understanding or anticipated key locations for the structure; more often they are simply evenly distributed. We demonstrate a holographic model that allows viewers to see real data in real space, scaled or not, and to visualize where measurements are taken, what those values are indicating, and where there exists more unknown and more risk. The holographic model shows in an intuitive way, values from Standard Penetration and Cone Penetration tests, and surface geophysics. The mixed reality of this future is that a wide audience – owners, designers, project managers, contractors, and stakeholders interact together in a real space where they see and talk to each other, while at the same time are individually looking all around below or above ground, like a gopher, in a virtual one. Risk in the future will be better managed through more thoughtfully designed investigations and better communication of 3D data in a world of augmented reality. INTRODUCTION This paper explores the use of augmented reality to convey understanding of the subsurface conditions of a bridge site. This is in contrast with the current state of practice where this information is contained in a geotechnical report, and the ideas are also applicable to other structures, earthworks, and excavations. “Augmented reality” describes a situation where a 3D holographic model is displayed for users in such a way that the users experience both the model and the real environment of their setting- such as at a desk, in a meeting room, or in an open space at a project site (Figure 1). The 3D holographic model is used to directly visualize underground features, to see through the earth to the actual locations where explorations are made, samples are obtained, or measurements are taken, design values are assigned, or construction is planned. I. INTRODUCTION. THIS old and once famous district played, through its enormous production of silver and gold, an important part in the history of the State of San Luis Potosi. According to a pamphlet prepared under the direction of the Governor of the State, Sr. Don Blas Escontria, and presented to the visiting members of the Institute during the Mexican meeting of 1901, this district is situated 20 km. east of the city of San Luis Potosi, in a range of mountains of moderate height, extending 135 km. N. and S., and 16 km. E. and W.; and the mineralized area hitherto developed is about 600,000 sq. m. The history of the district,. as given by the record dated 1778, and formerly kept in the San Francisco convent, says that it was discovered in 1575 by Sr. Don Pedro Irarte, and adds that the city of San Luis Rey de Francisco del Potosi received its name (in allusion to the famous Potosi mines in Bolivia) by reason of the remarkable productiveness of its gold- and silver-mines in the first period of their exploration, during which they paid to the Crown, as " quintos " (the fifth part of the product), $97,000,000, as appears from the accounts of the royal treasury. The amount of the quientos paid during the " bonanza period " of 80 years was $72,000,000. The larger sum first mentioned probably represents a longer series of years. But either will suffice to indicate the great wealth of the mines. THE Sub-province of Benguet is in the North Central part of the Island of Luzon. Baguio, the capital, is situated on a piateau 5000 ft. above sea level, and is the main health resort of the Philippines. It is rapidly becoming the favorite resort for the China Coast as well, and has many miles of beautiful, curving drives with nearly every pine-covered knoll surmounted by a summer home. The United States Army has a recreation post here, known as Camp John Hay, with a well-equipped hospital, and there is a Country Club with a good golf course adjacent. The weather during the winter months and until late spring is ideal. The business center consists mainly of Chinese and Japanese stores, several hotels, and a large public market, in which are displayed all of the vegetables of the temperate zone, which are flown near Baguio, and many tropical and other products brought up from below. This district is reached from the Coastal Plain either by the old Benguet road built in 1904 by the United States Government, or by the Naguilian road, built some years later. The former is now a toll road, with a line of stages operating over it to and from Des Mortes in connection with the government-owned rail- road. Auto travel from Manila is also along this road, the trip from Manila to Baguio requiring about seven hours, following up the great valley north of Manila for nearly 150 miles to the lower end of the Benguet road, and thence to Baguio, 25 miles. This is an interesting, scenic trip; the road is especially famous for the zig zags where it climbs out of the canyon of the Bued River to the plateau. In the September number of the National Geographic Magazine, a fine aerial picture of this road, as well as of other interesting points in various parts of the Philippines, appears. Freight for the district is taken in mainly over the Naguilian road connecting with the railroad at Bauang. This route follows the ridges of the mountain slope with broad vistas and views of the coast.

"SUMMARYThis paper describes challenges faced when executing a programme of monitoring to measure the dynamics of currents and sediment plumes at a seamount and the solutions identified to deliver the measurements. The study site was the Tropic Seamount, which extends some 3300m above the surrounding seabed and is found at the southern limit of the Canary Island Seamount Province. The purpose of the study, which forms part of the Marine E-tech project, was to provide information on the interaction of flows with the seamount and to assess the behaviour of sediment plumes that could be generated from potential seabed mining operations targeting the recovery of ferromanganese crusts. Since the crest of the seamount is submerged to a depth of 1000m, much of the work was undertaken using remotely operated and autonomous vehicles supported by measurements from the surface vessel. Despite only limited information on currents being available for planning purposes, the combination of short term forecasting using a 3-dimesional hydrodynamic model of the study area coupled with the collection and analysis of reconnaissance data collected during the first phase of measurement activities made it possible to plan and execute a number of detailed hydrodynamic experiments on the seamount crest. The results of these experiments have advanced the understanding of the behaviour of sediment plumes in the deep ocean and will ultimately improve our ability to manage the impacts which may arise from deep sea mining operations."
