"Since the 1980s, China has become the predominant producer of REEs. Recently, it introduced REE export quotas and this started a world-scale REE exploration rush. REE resources are concentrated in carbonatite-related deposits, peralkaline igneous rocks, pegmatites, REE ± P veins, ion adsorption clays, placers, and some deep ocean sediments. REEs could also be derived as a by-product of phosphate fertilizer, U processing, Ti-Zr-bearing placers, and exploitation of Olympic Dam-type sub-type of IOCG deposits. The ideal REE development target would be located in a politically stable jurisdiction such as Canada. REE grade and tonnage, mineralogy, and permissive metallurgy are some of the key technical factors that could be used to screen projects. INTRODUCTIONAccording to the International Union of Pure and Applied Chemistry (IUPAC), the term “rare earth elements” (REEs) encompasses yttrium (Y), scandium (Sc), and the lanthanide series: lanthanum (La), cerium (Ce), praseodymium (Pr), neodymium (Nd), promethium (Pm), samarium (Sm), europium (Eu), gadolinium (Gd), terbium (Tb), dysprosium (Dy), holmium (Ho), erbium (Er), thulium (Tm), ytterbium (Yb), and lutetium (Lu). This definition is used throughout this paper.REEs are subdivided into light (LREE) and heavy (HREE) categories. LREEs include, Sc, La, Ce, Pr, Nd, Sm, Eu, and Gd and HREE include Tb, Dy, Ho, Er, Tm, Yb, Lu, and Y. Promethium (Pm) does not occur in nature. Concentrations of individual LREEs in the upper crust of the Earth are comparable to those of base metals. Even the least abundant REE (Lu) is about 200 times more abundant than gold.The production of REEs, reported in the form of oxides (REOs), for 2011 is estimated at 140 000 t (Figure 1a). Although high technology industries can substitute several REEs with other materials, these substitutes are typically more expensive or less effective than the REEs they replace. A number of countries, including the United States, consider several REEs essential for national security, their economy, and a general reduction in green house gas emissions. The forecasted demand for individual LREOs is much higher than that of HREOs (Figure 2). Dy, Eu, Tb, Nd, and Y are essential for the US economy and subject to predicted supply disruptions (U.S. Department of Energy, 2010)."

"INTRODUCTION Falls of ground cause the greatest number of accidents at underground metal mines. Statistics compiled by the Federal Bureau of Mines show that during a 13 - year period ended in 1943, falls of ground caused 35 percent of the fatalities and 16.8 percent of the nonfatal injuries at underground metal mines in the United States. 4/ Expressed on a basis of a million man-hours worked, the frequency rate was 0.355 for fatalities and 11.76 for nonfatal injuries. Although some progress has boon made in preventing rock-fall accidents over a 30- or 40-year period, the problem is still a major one requiring the diligent efforts of management and employees.In the Lake Superior district: where organized safety programs have been in effect for more than 30 years, the record is more favorable. Statistics compiled by the Lake Superior Mining Section of the National Safety Council reveal that over a 6-year period ended in 1945 the frequency rate of fatalities per million man-hours was 0.277, and the rate for nonfatal injuries was 2.38 from falls of ground.Although the above-given statistics do not cover equal or concurrent periods, the improvement in accident experience in the Lake Superior district over the national average, is obvious. This improvement is due to more effective methods of ground support or more rigid enforcement of the use of known methods.It is hoped that the following information about ground-support practices in the Lake Superior district will assist operators of other mines in their efforts to reduce accidents from falls of ground."

In-Situ Leaching (ISL) process plants are low cost producers for uranium deposits where the geology is suitable. In the 1970s, a three-year pilot ISL program occurred on gold ore from the Ajax Mine, Cripple Creek District, Colorado, using a chloride and iodide solution [1]. The test was halted due to poor results. With gold and silver the international ISL progress has been slow; however the potential for low capital expenditure (CAPEX) and operating expenditure (OPEX) with large low grade deposits is real. Unless the metallurgy has been demonstrated there are significant risks which could be fatal flaws to an ISL gold or silver project. The metallurgy of gold ISL projects is far from simple and it is early days with project development.

The public interest in the Alaskan situation is such that, with the consent of the President, I have concluded, at the request of the American Mining Congress, to make at this time a candid, if somewhat informal, expression of the views I have formed as Secretary of the Interior, under whose official supervision much of the administration of the Territory is now placed. Pressure of other matters imperatively requiring attention has prevented their presentation in as precise and comprehensive a form as I had hoped. The absence of the President from Washington has also prevented the submission to him of what I have prepared. I wish to say, however, that no one is more earnest than he in the desire to see a policy of prompt and wise development inaugurated in Alaska, and that the general policy contained in this address has been discussed with him, meets his approval, and will have his support. I have recently returned from an altogether too brief but nevertheless a most interesting and profitable visit to those portions of Alaska that are more immediately involved in the questions now under public consideration. Favored by extraordinary weather and the cooperation of steamship and railroad lines and the assistance of all of the governmental agencies, including the Revenue-Cutter Service, I visited every port in Alaska that seems likely in the near future to become an important entrance to the country. I examined all of the harbor and town sites which for this purpose have attracted any considerable public attention. I traversed the entire length of each of the three railroads that have been constructed in the Terri.tory and made a short trip from White Horse down the upper Yukon. Both before and during the journey I examined a mass of books, records,' and papers relating to the country and its resources. I had conferences with official committees representing the principal communities I visited and with numerous individuals, residents both of the coast and of the interi.or, and conferred with engineers, miners, prospectors, railroad officials, business and professional men.

Capital Quarries in Owensville, Missouri faces several challenges when designing a blast that allows for ease of movement while maintaining controlled throw and compliant air over pressure. The primary challenge is the nearest non-owned structure (NNOS) is a residential home located 250 feet from the quarry. Another challenge is a production bench which is 100 feet tall and separated from the NNOS by Pennsylvanian fire clay that filters out high frequency waves from the blast. Material from the blast must also be less than 5 inches in order to be processed by the crusher in the quarry. To provide as much relief as possible, production shots will consist of a single row with the minimum required burden. To design the shot, signature hole analysis was used to determine the optimal timing between powder columns. Electronic detonators provided an accurately timed shot to minimize the amplitude of the vibrations while maximizing the frequencies. Boretraking and 3D profiling with Renishaw laser profiler and Strayos drone photogrammetry provided an accurate burden measurement. Powder factor was kept at 1.3 tons/lb using bulk emulsion. The boreholes were split into 5 powder columns with the top of the hole firing first in order to blast to floor grade. The resulting shot produced good fragmentation and shot to floor grade. Seismograph readings showed air over pressure vibrations within legal limits. Due to this success, multiple shots will be designed using the process described.

The potential of rockfall at open-pit mines presents a continuous hazard to mine workers and is typically mitigated by designing catch benches at empirically determined widths. The National Institute for Occupational Safety and Health (NIOSH) is working in conjunction with industry and academia to revisit and update current catch bench guidelines to better match acceptable risk tolerances for modern mining practices. To begin this process, a rockfall testing program was designed to gather empirical runout and bench catchment data at partnering mine sites in the Western United States. This paper presents a detailed description of each component of the rockfall testing program, including scouting and safety plan development, equipment requirements, synthetic rock development for uniform testing across varying bench configurations, local rock collection for testing of mine-specific geology, data acquisition during testing, and data processing. Additionally, this paper describes how the program has been updated over time according to lessons learned during initial rockfall testing.

Mientras que los modelos teóricos suponen limitaciones para diseñar la tronadura para el caso de un macizo rocoso fracturado, los modelos numéricos, aun cuando son complejos en su arquitectura, son una gran herramienta para analizar el comportamiento dinámico que se genera dentro del macizo rocoso al momento de desarrollar la detonación de los explosivos. Este trabajo tiene como objetivo mostrar los resultados obtenidos al aplicar programación en elementos finitos con programa Elfen, en diseños de precorte en roca fracturada.

"Mining plays a key role in the development of modern civilization as a source of essential raw materials and provider of essential fuels, producer of jobs and a factor in support of the international balance of monetary payment (Camm, 2014). Professionals in mining locate, develop, design and manage ore deposits in an environmentally safe and profitable manner. As mineral deposits become increasingly scarce, new challenges face the industry. A current trend is to an increased emphasis on underground mining techniques for deeper deposits. Operations are safer now than before as companies understand better their work environment and the importance of mining responsibly.A continual challenge for the industry is accurately reflecting the costs and selling price of ore. An enduring characteristic of mining is the situation where the market typically determines the price of a commodity; the main control a company has on the bottom line is to control the cost of production.An attempt to bring light and clarity to the cost of their business will give a better idea to investors on the true profitability of the mining business. Gold producers face this struggle to accurately reflect the cost of production while also seeking to attract the interest of the investment community (Hill, 2013). In order to have a consistent format to report on their production costs, leading gold producers, through their alliance inside the World Gold Council (WGC), worked on the adoption of a new cost framework: the all-in sustaining cost (AISC) and all-in cost (AIC).Since 1996, the traditional cash cost reporting has focused only on the mining and processing costs incurred in mining an ounce of gold, which included the costs of goods sold (labor, energy, and consumables costs) and royalties (Table 1). But cash cost reporting ignores many important aspects, like sustaining capital, general and administrative expenses and site rehabilitation at the end of the mine life (Whelan, 2013). The cash cost was used to attract many investors into the business. In fact, the high gross margin (sales minus cash costs) has been promoted in past decades by the industry instead of the net or operating margin. As a result, even when the gold price was high, nearly $61/g ($1,900/oz) in August 2011, gold producers were not reporting excessive profits in their cash flow/income statements, to the disappointment and incomprehension of investors (Milstead, 2014). The truth was simply that the other costs omitted in the traditional cash cost were reducing the apparent profits.The disconnect led to a need for more accurate cost reporting in order to win back investor confidence and provide better understanding of gold mining economics. In 2012, the senior gold mining companies, including Gold Fields, Barrick Gold Corp. and Newmont Mining Corp., worked with the WGC to develop a new measure. This resulted in the June 2013 publication of the new framework AISC and AIC, which has been widely embraced by the sector since Jan. 1, 2014 (WGC, 2013).The adoption of the new cost template would have the dilemma of showing the real profitability of gold mine properties, which might alleviate taxes from governments and legislators, but it might also scare off investors toward more lucrative industries if not winning back their confidence."

With several “green” applications on the horizon, bismuth has become an even more important minor metal in the smelting and refining of lead. Smelters with a complex sulphide feed invariably deal with bismuth. Its behavior during the smelting of lead in conventional sinter-blast furnace operation is discussed. Because it readily deports to the lead phase during the refining of lead, its separation from refined lead remained unsatisfactory in early lead production. When commercial requirements of bismuth in lead became more stringent early this century, the procedure where by calcium and magnesium is used todebismuthise lead was developed. The present conduct of this 1936 process, the Kroll-Betterton process, is discussed with emphasis on operational improvements.

"Huge amounts of air pollution scrubber sludge have been generated during ferromanganese production using blast furnace. These residues have been historically deposited in ponds near steel making plants. They are very rich in zinc, manganese and lead (5 to 40 %) and also contain aluminum and iron. Considering the market value of these metals, brownfield sites can now be used as secondary resources. These ponds also have to be cleaned up to meet the environmental regulations.We have developed a hydrometallurgical process to recover Zn, Mn and Pb in order to produce valuable compounds of Mn and Zn and recover the final Pb residue by pyrometallurgy. The Zn and Mn compounds need to be pure enough to be economically valuable. Batch laboratory tests were carried out to determine suitable selective leaching conditions. The investigated operating conditions were acid concentration, pulp density and temperature. Optimal conditions to maximize zinc extraction (100 %) and manganese extraction (95.9 %) were found using sulfuric acid and sodium metabisulfide. The final residue contained 14.8 to 23.8 % of Pb. Then, Zn was recovered in the form of ZnO or ZnS by precipitation and Zn metal by electrowinning, while Mn was recovered as MnCO3 with a fairly acceptable concentration of impurities.INTRODUCTIONFerromanganese has been produced by pyrometallurgy in much of Western Europe for centuries. Use of wet scrubber to remove pollutant and dust particles from gas stream was common for most of these operations. Those residues contain high concentration of Zn, Mn and Pb. They have been left to decant in settling ponds installed close to the steel production plants. They now constitute heavily contaminated artificial soils. Those sludges are so contaminated with Zn, Mn and Pb that they can be used for metal production. Currently, no method is available to decontaminate these residues and recover Zn, Mn and Pb. Therefore, an approach considering these brownfield sites as secondary resource is in development. Doing so would achieve two goals, decontaminate the site and produce metals.. We tend to overestimate the volume of water used to process ore and the evaporation from tailings and heap leach stockpiles. During mine operation, a significant portion of the water collected from onsite water management systems is consumed and recycled by ore processing and lesser portion discharged to the environment. When mining and processing cease, however, the mine site water balance is altered and the real effort and cost associated with managing and disposing of excess mine-influenced water becomes evident. As these flows can no longer be recycled and may not be suitable for discharge to the environment, the cost of dealing with them can comprise a significant portion of the post-mining liability. The problem of dealing with large volumes of mine affected water has the potential to become worse in the future due to the established trend of lower grades which require more water per unit of mineral processing. As a result, future mines may be expected to have greater water needs and problems than we experience today.This paper discusses various aspects about how water usage changes when a mine transitions from operation to closure based on observations and numerical simulations of made with site-wide water balance models. The intention is to provide general considerations for mine operations in planning for end of mine life and post-mining care and maintenance.

Following three major mining accidents in 2006, the MINER Act of 2006 was enacted by the U.S.Congress. The U.S. Mining Safety and Health Administration subsequently released the Final Rule on Refuge Alternatives for Underground Coal Mines, which required every underground coal mine to install refuge alternatives to help prevent future fatalities of trapped miners in the event of a disaster. The following paper documents the research that was performed on a structural wall to be used in conjunction with a breathable air system to create a refuge alternative. A 103.4-kPa (15-psi) safe haven polycarbonate wall for use in underground coal mines was designed and modeled using finite element modeling in ANSYS Explicit Dynamics. The successful safe haven wall design was modeled for an actual underground coal mine environment using the explicit finite difference formulation program FLAC3D to determine the responses of the wall and surrounding strata within a mine. A full-scale design was fabricated and installed in an underground coal mine to determine any construction constraints and as a final step in proof of concept for the safe haven wall design. This paper is meant to introduce the reader to a new wall concept to be used in conjunction with current technology.

Mine workings are progressing to greater depths as shallow mineral resources are being depleted, and civil engineering projects are nowadays being developed at substantial depths. The threat to tunnel stability posed by rockburst events has increased as a result of these high stress environments. Rockbursts are violent events capable of mobilizing large volumes of rock. In addition to the threat to safety and equipment, rockburst damage can significantly impact on operations, and cause loss of mining production, often the largest cost component of such events. Rehabilitation of such damage requires significant effort and resources. Tunnel walls and roof are usually well supported, but the installation of rock support in the floor is uncommon, particularly in mining environments. In the absence of rock support, floors of the excavations are vulnerable to rockburst damage. New concepts for containing damage of excavation floors by dissipation of the large transient forces using simple techniques or preselected and designed elements of sacrificial floor systems are presented. Two approaches to calculate the demand are presented: estimating load demand by assuming displacement levels and a response modification factor; and using a limit displacement approach to calculate elastic stiffness of the selected elements of the sacrificial support system. The proposed conceptual support systems have the capability of dissipating rockburst energy while retaining sufficient serviceability. It is considered that the concepts presented, for discussion, in this paper are logical and developable into practicable and economic solutions for tunnel floor support in rockbursting environments.

Une ride ou bombement topographique de la discordance est associée au gisement surtoute sa longueur.A l'échelle régionale, le corps minéralisé à est associe à un corridor structural d’orientation est-ouest, a l'intérieur duquel des facies particuliers aténdance blast mylonitique sont développes dans les formations métapolitiques agraphite du socle métamorphique. Il est entouré par un halo d'altération très important, caractériser Ie développement de minéraux argileux alumino-magnesiens (illite-chlorite).La minéralisation est située, pour la plus grande part, dans les grès d'Athabasca, et se compose essentiellement d'uraninite et de sulfo-arseniures de nickel et de cobalt,De nombreux levés géochimiques et géophysiques ont été effectues dans la région de Cigar Lake. It has the shape of a flat-lying lens 5 m to 30 m thick and shows a remarkable longitudinal and latera continuity from the information obtained to date. A well-defined bulge of the unconformity underlies the mineralized zone over its entire length.The deposit appears to be controlled by an east-west-trending structure within which a particular rock facies (""augen gneiss"") has developed in the graphitic metapelites of the Wollaston Group. It is surrounded by a strong alteration halo affecting both sandstone and basement, characterized by extensive development of Mg-A I rich clay minerals (illite-chlorite).The mineralization is hosted principally by the Athabasca sandstone, and consists mainly of uraninite and sulfo-arsenides of nickel and cobalt.Numerous geochemical and geophysical surveys have been carried out in the Cigar Lake area, and no specific geochemical or geophysical anomaly can be directly associated with the mineralized body, although there may be locally a good coincidence. The Asian projects are now in their second terms after the five-year first terms. Ultrafined-grained steels were developed in lab-scale and/or in practical process. Basic approach has been performed to explore the evolution mechanisms of ultrafine-grained microstructures. There have been investigated two approaches to make the ultrafine grains: the "recrystallization route" and the transformation route. In the "recrystallization" route, heavy deformation at low temperature is necessary for the ultra-refinement. In the transformation route, making the high density of ferrite initiation sites in the deformed austenite, especially of the heavily compressed austenite structures, is essential for the ultra-refinement, and further hindering the ferrite growth is also inevitable to utilize the high initiation rate. Strength and toughness are dramatically improved by the ultra-refinement. Fatigue property is also excellent. The poor uniform elongation can be enhanced by the design of the second phase dispersion. At the same time the application has been also pursued from various viewpoints of engineering to take advantages of the ultrafine-grained steels. Bridge, ship, construction, automobile and other high strength parts are being attempted for the application.

Mineralogy is the link between ore formation and ore extraction. It is the most fundamental component of geomet programs, and the most important aspect of a life-of-project approach to mineral resource projects. Understanding orebodies is achieved by understanding the mineralogy and texture of the materials, throughout the process, because minerals hold the information required to unlock the value they contain. Geomet mineralogy programs absolutely require the appropriate expertise and at least three steps of mineral characterisation prior to using semi-automated or other methods: field examination, thorough core logging, and optical microscopy. Economic geological inputs for orebody characterisation are necessary for orebody understanding, and are exemplified by current research in the Zambian Copperbelt, where revised sequence stratigraphy and understanding of alteration, metasomatism and metamorphism can be used to predict topical issues at mine sites. Environmental inputs for sustainability characterisation are demonstrated by recent work on tailings from the Leadville, Colorado, USA area, including linking mineralogy to water quality issues. Risk assessments need to take into account the technical uncertainties around geological variability and mineral extractability, and mineralogy is the only metric that can be used to make this risk contribution.CITATION:Olson Hoal, K, Woodhead, J and Smith, K S, 2013. Prediction of blast fragmentation plays a key role for overall productivity of mines. In this study, a new multivariate analysis procedure for prediction of blast fragmentation is presented. Several blasts performed in various mines and rock formations worldwide were brought together and evaluated. An extensive blast database was created. Blast design parameters, the modulus of elasticity and in-situ block size were considered to perform multivariate analysis. A complete multivariate analysis procedure was applied in three steps. First, a hierarchical cluster analysis was used to separate the blast data into different groups of similarity. Two different groups were formed based on the elasticity modulus values. In the second step, group memberships were checked by discriminant analysis. The dominant parameters of the occurrence of the groups were determined. Also, discriminant analysis was used to determine the group membership of the respective blasts. As the last step, the multivariate regression analysis was applied to develop prediction equations for estimation of the mean particle size of muckpiles. Two different prediction equations were developed based on the rock stiffness. Validation of the proposed equations on various mines was performed. Prediction capability of the proposed models was found to be strong. The models are not complex and are suitable for practical use at mines.

Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.
