Conflict over mineral development and its impacts on indigenous peoples occurs in many countries around the world. Canada, Bolivia and Peru have experienced mine development for centuries in areas where indigenous communities have been and continue to be affected by the mining industry. On a global basis the mining industry continues to face the challenge of implementing meaningful consultation programs with indigenous peoples. Many governments around the world have adopted sustainable development as a policy and one important element of sustainable development is minimizing social conflict. John Moffet and Francois Bregha (Moffet & Bregha, 1996), in their analysis of the role of law reform in promoting sustainable development, noted that stakeholder participation can reduce this type of conflict. Social conflict can result in expensive litigation and costly project delays for mine developers. Meaningful consultation with indigenous peoples in areas where mine development is proposed can be a critical factor in securing a social licence to operate. A report released by the United Nations in 2005, outlined the elements of a concept called ?free, prior informed consent? (FPIC) that promotes more sustainable development. FPIC provides that mineral exploration and mining should not proceed unless the mining company has secured the consent of the relevant indigenous group(s). This paper employs a comparative approach to evaluate the extent to which three active mining nations, Canada, Bolivia and Peru, require consultation with indigenous residents and adhere to the principle of FPIC. The comparative approach assists in the identification of those consultation elements in the legal regimes of each country that can minimize social conflict in mineral exploration and mine development and therefore contribute to more sustainable development. First, we examine the legal requirements to consult with and accommodate indigenous communities in Canada, a country with a long history of mineral development over a large geographic area that has entrenched in its Constitution the protection of indigenous peoples? rights. We then turn to an analysis of Bolivia, one of the most indigenously conscious mining jurisdictions that has followed the Canadian lead in entrenching constitutional protection for indigenous peoples. Third, the approach to consultation with indigenous peoples in Peru, a nation that has not adopted the Canadian and Bolivian approaches to constitutional protection of indigenous peoples rights, is considered.

"SynopsisA number of important areas in nuclear fuel cycle, at both the front end and back end, offer ideal opportunities for the application of non-destructive evaluation techniques. These techniques do not only provide opportunities for non-invasive testing of e.g. irradiated materials, but also play an important role in the development of new materials in the nuclear sector. The advantage of penetrating radiation used as probe in the investigation and testing of nuclear materials makes X-ray and neutron radiography (2D) and tomography (3D) suitable for various applications in the total nuclear fuel cycle. The unique and different interaction modes of the two radiation probes with materials provide several opportunities. Their complementary nature and non-destructive character makes them most suitable for nuclear material analyses, analytical method development, and the evaluation of the performance of existing nuclear material compositions. This article gives an overview of the X-ray and neutron radiography/tomography applications in the field of nuclear material testing, and highlights a few of the success stories. Several selected areas of application in the nuclear fuel cycle are discussed to illustrate the complementary nature of these techniques as applied to nuclear materials.IntroductionDuring the development of new materials for the nuclear industry, materials testing and characterization are of the outmost importance to maintain safety standards and reliability. No compromise on safety in the workplace in any area within the total nuclear fuel cycle can be tolerated, and therefore most in-situ material characterization and testing is conducted by certified and qualified personnel schooled in destructive and non-destructive testing (DT and NDT) methods. Certification and qualification in NDT can be obtained through many training centres in South Africa in accordance with European, American, and other international standards (SGS, n.d.; SAIW, n.d.; African NTD Centre, n.d.)."

There are more than 100 antimony minerals, although the sulfide mineral stibnite is the main one.Antimony enters the supply chain either as a result of mining (primary production) or recycling (secondary production). China has by far the largest antimony resources and is, as a result, the world’s center for antimony mine production. In 2016, it accounted for more than three quarters of the global mine supply out of a world production figure of 130 kt (143,000 st), according to the U.S. Geological Survey. The biggest, and most high-grade deposits are found in southern China, with the largest mines located in Hunan, Guangxi and Yunnan provinces. Tajikistan, Russia, Australia and Bolivia are the largest mine producers outside China. A new antimony project in Oman made progress in 2016, producing first metal in April 2016 in test facilities, and then ordered three furnaces for a 26 kt/a (28,600 stpy) antimony metal and oxide smelter that is due on stream in late 2017.Antimony ingot production is not as widespread as is antimony mine production, owing to the high levels of pollution that are associated with antimony smelting. It is for this reason that smelting has been largely confined to China and other Asian countries, where environmental legislation is less stringent.Antimony oxide production is undertaken on four continents with China being the biggest producer. There is also a considerable amount of oxide production in Europe — which relies on imported feedstock, mostly from China. Antimony also enters the supply chain through recycling. Lead containing antimony is produced in a number of countries, mainly in secondary lead smelters. Typically, a blast furnace charge containing used or discarded battery plates, type metal or bearing metal is reduced to lead bullion, which is refined in reverberatory furnaces and melting pots. In the main, the antimony recovered is consumed in metallurgical applications. China was the biggest secondary antimony producer in 2016, and accounted for 25 retardants and lead-acid batteries. Flame retardants accounted for roughly 50 percent of consumption in 2016 with batteries representing about 25 percent. Other end uses include plastics and heat stabilizers, ceramics and glass and a variety of metallurgical applications. Demand has been sluggish since the global financial crisis, mostly because key markets failed to recover strongly from the downturn, particularly in Europe."

In the modern world of demolition safety is paramount and unnecessary or unquantifiable risks are not accepted (FasterCapital, 2024) and all risks must be kept As Low As Reasonably Practicable (ALARP) (BSI, 2017). This principle has led to a huge reduction in deaths in the last 50 years and the statistics continue to improve although this is starting to plateau (Beal, 2007). Under normal circumstances, this is now simply part of the normal way work is done and systems are in place to ensure both safety and economic profits are assured. What happens when the environment is less controlled and risks are unknown, such as after a natural disaster, war, an accident or a stand-up from a failed demolition attempt? A dangerous structure cannot responsibly be left alone with a fence around it so some action must be taken, but how can this be done safely and responsibly? An incident in Didcot, England in which half of a power station’s boiler house being prepared for an explosive demolition collapsed suddenly, killing four men in 2016 provides a useful case study of how technology, creativity and planning can be used to conduct complex demolition fully remotely to avoid any further risk to life.

In 2007, a total of 2,030 coal mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Coal mines comprised 13.7% of all mining operations. ? Bituminous mines comprised 92.4% (n=1,875) and anthracite mines 7.6% (n=155) of coal mining operations. ? Approximately 72% of all coal mines were located in three states: Kentucky (28.4%), West Virginia (22.6%), and Pennsylvania (20.5%).

In 2007, a total of 4,639 stone mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Stone mines comprised 31.2% of all mining operations. ? Mines producing the primary commodity of limestone (crushed and broken) comprised the largest number of operations (n=2,051; 44.2%). ? Stone mining operations were located in all states and territories except Delaware and North Dakota. ? Pennsylvania had the most stone mines (n=373; 8.0%), followed by Texas (n=352; 7.6%).

"The depositional model for major Illinois Basin coalbeds is well documented and defined on a regional scale. The model was a driving force during past exploration for lower sulfur and thicker coal deposits. The most attractive coal reserves were known to lie along the flanks of contemporaneous sandstone filled stream channels and were overlain by thick silty gray shale roof. At various distances away from the channels, the depositional model transitioned to black shale I limestone roof, sulfur content of the coal bed increased, and the coal bed often thinned. Understanding the character of roof rock types associated with this depositional model is essential to predicting ground control factors on both a regional scale, and on resolving roof control problems at the mine-site. Additionally, horizontal stress and overburden depth are significant factors that impact roof rock quality and ground control in Illinois Basin mines.Determining the character of several rock types, and defining the primary horizontal stress direction were crucial to a recent successful project at New Future Mine, located in southern Illinois. An inclined slope was constructed from the Illinois No. 5 Coalbed up to the Illinois No. 6 Coalbed through strata that ranged from extremely weak ""stackrock"" and a weak underclay unit, to a massive sandstone unit. Engineering geology, operations management, and Jennmar technical services personnel teamedup to select and install roof support for each strata transition. The project was completed with no injuries and no roof falls.INTRODUCTIONAbundant published information concerning coal deposition, geographic distribution, quantity, quality, and mining conditions exists for Illinois Basin coal reserves. The State of Illinois, through its State Geological Survey (ISGS), has provided decades of research, record keeping, and service to the coal industry. Other excellent sources of Illinois Basin coal information include the Indiana Geologiq1l Survey and the Kentucky Geological Survey. Past research by the U.S. Bureau of Mines (USBM) supplemented the work by the geological surveys, especially in the area of horizontal stress and mining hazards. The National Institute for Occupational Safety and Health (NIOSH) continues to produce publications focused on roof control issues common to many coal basins, including the Illinois Basin. Many of the illustrations in this paper originated in ISGS and USBM publications."

Mining is a major global industry that requires the moving of considerable volumes of earth and rock (overburden) to win the valuable ore prior to mineral extraction and processing. As a result of this process, new landscapes are created, both extracted voids and overburden piles, as well as infrastructure for management of mine operations, wastewater, tailings, other raw materials, transportation and extreme rainfall events. Resource companies must develop and obtain regulatory approval for detailed plans that manage this displaced material through all phases of the life-of-mine and rehabilitate the site at the time of closure (including landform stability, revegetation and ongoing management).Individual mine sites operate in long time frames (ten to 50 years), with several mines often operating in the same region, generating cumulative overburden volumes and heavily altering the original landscape. These impacts are universally framed as a negative consequence of the industry, especially by modern society that values natural (and some agricultural) landscapes as pristine and almost sacred. Overburden and tailings are also seen as a problem, and are a significant business cost to mining practice.This paper looks to investigate perceptions of mining and post-mining landscapes, questioning the aesthetically driven emphasis on the ‘natural’. It proposes instead an opportunity to reframe the way we look at overburden and landscape impacts from mining, exploring the possibility of imagined post-mine landscapes unburdened by traditional aesthetic expectations. These landscapes, to be conceived by regional stakeholder roundtables, have the capacity to be built by regional mining consortia as a foundation for sustainable post-mining economies.Post-mine regeneration offers both the motivation and the basic materials to create an altogether new environment from a blank slate. The history and experience of early companies in the Islands is illustrated by the typical transactions of Trans-Western from 1959 to date. Trans-Western had entered into farmout agreements with companies strong enough to carry out at least the required minimum exploratory work and then such development as might be warranted. The farmee companies were required to make deposits to guarantee work performance during the first period of validity, i.e. the first 3 years of the 12-year life of the permits, and at the rate of 5 cents per acre. At that time, a good deal of geology was available, as a result of extensive exploration that had been carried on by the Geological Survey of Canada and other geological enterprises, with field parties travelling over and camping on all of those Islands. Trans-Western's farmees then selected, from Trans-Western's priority on 13.5 million acres, what they believed were the lands most prospective of producing large oil and gas discoveries, and, having the right to trim off acreage which they considered less prospective, thereby reducing the acreage of Trans-Western and its farmees to in excess of 5.5 million acres. The farmees then commenced a 3-year program carrying out geological exploration to the required minimum of 5 cents per acre, and with some permanent and many mobile camps.

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. "The Ruhr region in Germany’s North-Rhine Westphalia is going through significant change. By the end of 2018, the last two underground hard coal mines in the Ruhr, Ibbenbüren and Prosper-Haniel collieries, will close their portals and bring an end to more than 200 years of coal mining and an industry that was once the economic and cultural backbone of the area. Ruhr is undergoing an impressive economic and cultural transformation, as it gradually shifts from being a region once dependent on coal and steelmaking to a post-mining region focused on redesigning itself as a cultural center. This article focuses on the socioeconomic impacts of the transformation into post-mining and the roles of the government, labor unions and local community to aid the transformation from the perspective of an American student. It will look into the cultural values that are helping to drive the transformation and compare them to American standards and values in order to determine if a similar approach can be used in the United States and its coal industry. History and backgroundUnderground hard coal mining has had a long history and a significant impact on the culture and economy in Ruhr since the early 19th 20century. The Ruhr region is located in the heart of the German state of North- Rhine Westphalia. Ruhr is bounded by the Rhine River in the west, the Ruhr River in the south and the Lippe River in the north, with the Emscher River running through its center.The Ruhr is home to around 5.1 million people and spans an area of approximately 4,500 km2 (1,730 sq miles). Before the era of industrialization, the Ruhr was a rural, agricultural region. Small-scale coal mining began in the 13th century, with coal being used for heating, cooking and metallurgical processes, including steelmaking. With 19th-century industrialization, coal mining became a significant driver of the region’s economic structure. Steam engines, and soon, electric motors, allowed for the pumping of mine water and for powerful hoists hauling from deep shafts, enabling miners to reach deeper coal seams that were once thought impossible to mine. The Ruhr mining boom began in the 1850s, supported by Prussian economic policies that attracted many workers and their families to the region. The population grew from 400,000 in 1850 to 5.7 million in 1957. The coal and steel industries were key contributors to Germany’s “Wirtschaftswunder” — or “miraculous economic recovery”— in the 1950s. In 1956, the coal industry reached its peak production of around 112 Mt/a (124 million stpy) of coal and employed almost 600,000 miners."

Climate change is the central challenge facing the mining industry, wherein producers must simultaneously ramp up production to provide the raw materials for clean technologies while transitioning to carbon neutrality. While transitioning to renewables will take time, mines can start improving energy efficiency while improving productivity today. This paper proposes a novel technology ecosystem that can help. By monitoring mine shovels, loaders, haul truck paths, and conveyor belts, the proposed technology enables particle size measurements throughout the operation, truck and belt volume monitoring, ground engaging tools monitoring, and boulder detection.

"Mercury bearing ore bodies are often treated for the production of copper, lead, zinc, gold, and silver. The mercury deports either to tailings or is collected during various stages of the extraction process. This paper reviews the relationship between various mercury collection processes and the subsequent management of the mercury by-product or waste. It focuses on mercury removal sequestration including cementation, sulphide precipitation, bulk neutralization, and carbon adsorption. Long term mercury management strategies including third-party stabilization, stabilized mercury co-disposal, secure storage, and mercury recycle are also evaluated. INTRODUCTIONMercury is produced in North America as a by-product of non-ferrous metals processing and from recycling of products such as dental amalgam, fluorescent lamps, and thermometers. Its toxicity is recognized to have significant negative impacts on the environment and human health. As a result, many countries are adopting regulations limiting mercury use and its uncontrolled release.The European Union banned mercury exports in 2011 and the United States will do so in 2013. The export bans aim to prevent mercury use in developing countries for activities such as artisanal small scale gold mining. However, by-product mercury production from the non-ferrous metals industries continues.These factors contribute to an oversupply of mercury and the need to find suitable treatment methods for the long term management and storage of mercury and mercury bearing materials."

"The study was conducted with the sulfide mineral from the province of Zamora Chinchipe. It was characterized physical, chemical and mineralogical, obtaining between its main results a copper concentration of head ore of 0,58 %. The mineral was homogenized and taken to direct closed circuit: rollers mill - vibratory sieve (mesh # 16). Flotation was carried out in two stages: the collective and selective where in each one were performed 6 water recirculation as suggested by the technique used to relate information of a batch flotation to a continuous circuit called cyclic flotation tests (LCT). In the collective flotation (bulk) 2 Kg of mineral were grinded with 10 Kg of balls for 30 minutes and 62.5% of solids, the pulp was taken to the flotation process with solids percentages of 33.3% and pH 7, it was conditioned with 45 g / t of KAX 1%, 50 g/t of Aerofloat 208 and 20 g /t of Pine oil. The concentrate and tailings bulk obtained were filtered separately for the recovery of water and it was recirculated to the next grinding of 2kg mineral. In the selective flotation 1Kg of bulk concentrate was carried to regrind for 40 min, 62.5% percent of solids, 10 g of lime and 5 g of tannin FLOATAN T5, the pulp was taken to the roughing-collection-refining flotation circuit controlling the pH between 10.5 and 11 where conditioning (60 g/t of Aerofloat 208 and 30 g/t of Pine oil) and adding lime to the circuit and FLOATAN according to the procedure. The four fractions obtained from the circuit were filtered; the water was recirculated to the regrind process of the bulk concentrate. In the collective flotation process tends to stability in the fourth recirculating water to obtain a copper content of 4.5% and a recovery of 87%, recirculated water represents 69.8% of all water used in the 6 recycles. In the selective flotation circuit the fifth recirculating of water is the optimal where obtaining a copper content of 13% and a recovery of 72%, recirculated water in the selective flotation circuit represents 95% of the total water used in the 6 recycles."

Mining always leaves a mark behind. Dealing with this legacy is not only a tremendous challenge in Germany, but internationally too. The Technical University Georg Agricola (THGA) in Bochum, Germany, has established a Research Center for Post-Mining. Researchers combine expertise from a variety of technical and nontechnical fields in their quest to shape the post-mining era that completes the mine life cycle. In this respect, the Research Center focuses on four research areas: Perpetual tasks and mine water management, Geomonitoring, Material sciences and site transition. With more than 200 years of successful partnership with the mining industry in Germany and abroad, THGA offers a perfect setting for fresh and sound ideas in order support mining’s social license to operate. The aim of the paper is to describe the Post-Mining Research Center along with exemplary research projects that are of interest to the mining industry globally and to foster technical communication and research networking.

Spain is a major producer of dimension stone, which is one of the most important industrial sectors in the northwest of Spain. This justifies the maintenance of these industries, although the technical and environmental requirements for their continuity are increasingly demanding. The main target of this paper is to present a new methodology in order to obtain k-ratio stress values on the basis of flat jack measurements and finite element numerical back- analysis with Rocscience© RS2 software. Continuous iterations were performed to try to find a relationship between the k₀ and the measured stress in the tunnel roof and sidewalls. It focuses on technical aspects of the method for designing mine chambers in the slate industry that were previously mined by open pit methods. The size of the chambers impacts the operating cost, and the dimensioning of a correct support ensures better efficiency and safety. Correct knowledge of the k₀ therefore is critical for the design of the support. The proposed new method entails a simplification of the classical procedure for estimating the k-ratio.

It is with great pleasure that we announce the availability of this fourth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment. On behalf of the members and leaders of the IPMI, we hope you will find value in this new publication.
