A century ago the AIME meeting of 1899 was held at the Palace Hotel in San Francisco California in September. For his presidential address, James Douglas presented this paper which is reprinted in full with the kind permission of the AIME. It presents an interesting comparison relating to events and circumstances in the metallurgical industries at the close of last century. Being on the eve of a new century ourselves, the Editors of this volume of the COPPER 99-COBRE 99 Proceedings considered this paper would be of general interest, hence it is included here. Douglas believed in effective interchange of technical experiences and ideas. He considered the extreme secrecy surrounding the copper works at Swansea, Wales, the world center of copper only years before the time his paper was delivered, as one key reason for its decline, (and eventual closure of all copper plants there). In his paper, the pace of developments in various sectors such as transportation (railroads, the dominant means of I transportation at the time), the iron and steel and copper industries were examined, in much the same way as one might do but on the high technology of today. James Douglas was born in Quebec City, Quebec, Canada and spent his early life there. Forced to move to the United States for family and financial reasons, he went on to become a pioneer in the new Arizona copper industry, and with luck and good judgement with his interest in the new mining properties he also became very wealthy. Douglas was an accomplished mining and metallurgical engineer. He was the first President of Phelps Dodge and helped transform the small trading company of Anson Phelps and William Dodge into a mining giant.

Data Interchange for Geotechnical and Geoenvironmental Specialists (DIGGS) is a data transfer standard that is gaining widespread acceptance in the geotechnical and geoenvironmental communities. Originally developed using funding from the Federal Highway Administration (FHWA) to efficiently capture data related to geotechnical boring logs, cone penetration test (CPT) soundings, and lab testing results, the data transfer protocol is rapidly gaining traction. It has been shown to have beneficial impacts in other allied areas where disparate parties (i.e., consultants, contractors, vendors, etc.) routinely publish/submit data as part of project deliverables. The historic problem is that many of these submissions use paper copies (i.e., .pdf images) to transmit valuable data for the project… data that may extend beyond the “technical” aspects of the project (e.g., equipment operating conditions, construction production rates, project costs, etc.). These data could be used by multiple parties to assess project performance and safety, as well as to track productivity, etc. Currently, in the limited situations when actual data are compiled and transmitted, the data often are submitted as an author-specific (and often proprietary) software application and must then be re-entered into other software applications (e.g., analysis software, database, etc.) for use beyond simple data collection. An initiative undertaken by the Geo-Institute (G-I) of the American Society of Civil Engineers (ASCE) focuses on exploiting the full potential of DIGGS to geoprofessionals both within and outside of the transportation community. The deep foundations industry represents one community that could benefit significantly from using DIGGS. Data of interest to DFI members include production records, quality assurance information (e.g., verticality and alignment, concrete strength), and, importantly, load test results. When adopting DIGGS, users need not modify how they capture data, but rather will use DIGGS as a vehicle to transfer data to other applications in a standard format where it can be shared, used, stored, and retrieved. This paper and associated presentation will describe DIGGS and demonstrate how DIGGS can be used effectively within the deep foundations community.

Anglo PlatinumÆs Potgietersrust Platinums (PPRust) operates three open pits and plans to excavate 90 Mt of rock in 2007. With pit slopes expected to reach a height of 400 m, the geotechnical department has a key role to play. Over the last four years PPRust has successfully implemented new geotechnical strategies and tactics to reduce risk, improve safety and maximise profitability. A large database of core logging, face mapping and rock testing data has been assembled and used for failure analysis, geotechnical zoning and rock mass ratings. The data has also been used for optimising blast designs on a daily basis through the use of a geotechnical block model. This greatly improves blast fragmentation and therefore loading and milling efficiencies. The slope design process involves limit equilibrium analysis, numerical modelling, rock fall analysis and block modelling. Slope management includes comprehensive limit blasting and visual inspections, and state-of-the-art slope monitoring equipment, namely the GroundProbe radar, Riegl lasers and GeoMoS automated prism monitoring. The risk-consequence approach has been used in slope optimisation, where all the slope analyses, operational controls, costs of failure, economic analyses of various slope designs and fault tree analyses are used to determine the ideal slope designs. These activities added over $25 million of value to the operation and also ensured compliance with Anglo AmericanÆs acceptable risk level. The successful mining of the optimised slopes is to due to the greatly improved geotechnical knowledge and slope management. PPRustÆs geotechnical work is used as a benchmark for Anglo American open pit operations. The focus of the paper will be on the value added to the operation by all aspects associated with slope management.

"The future of Polish copper mines KGHM Polish Miedz S.A. will be associated with mining at depth. At present, technologically advanced measures are being introduced to minimize the adverse influence of the environmental hazards on people working underground. Polkowice-Sieroszowice mine is the only mine in Poland where mining takes place in copper and salt deposits. On the basis of the current and anticipated methods of ventilation of a selected ore deposits the paper will analynze a number of solutions enabling planned mining of copper ore deposit, while minimizing the impact of natural aerological hazards in working areas. INTRODUCTION The future of copper ore mining, carried out by KGHM Polska Miedz S.A., will be based on mining from continuously greater depths (Butra, 2015). It is forecast that this will be accompanied by an increasing climatic hazard, resulting from an increase in the original temperature of rocks of more than 45°C as well as gas and geodynamic hazards (Soroko, 2015; Andrusikiewicz, 2015). Due to the safety of underground teams, a need arises to develop methods eliminating the adverse impact of the natural hazards, down to a level enabling the mining activity to be carried out on an industrial scale while maintaining favourable economic parameters. Current depths of the copper ore deposit being developed are effectively verifying the technical methods and measures employed to date for eliminating the natural aerological hazards. Amounts of air supplied to mining areas, with lengthy transport routes, are becoming insufficient for miners’ temperature safety, whereas increasing the power of cooling air-conditioning stations for cooling the air undermines the economic legitimacy. However, along with the temperature hazard, a significant problem at the current depths is an increase in gaseous occurrences in the headings’ areas. The concentrations of natural harmful gases found, even with the values below the permissible concentrations, in the case of limited amounts of air and/or low airflow rates, may pose a considerable danger to the workers. The hazards referred to are currently the major factors determining the advance of headings, above all in mining sections, being the outcome of geological structure and depth of lying of a deposit. However, at the current depths of mining minerals from deposits, room-and-pillar mining systems employed also have a decisive impact on the increase in natural aerological hazards."

Managers always look for systems with minimum hazards. The hazards create problems for performance of projects. The largest and most important hazards of working underground mine can be related to health, safety and environmental, because if one of these sectors be in hazard, maybe lead to close mine. Failure mode and effects analysis (FMEA) is a widely used quality improvement tool to identify the potential failure modes for measuring reliability of a product or a process. FMEA is performed by developing a risk priority number (RPN), which is the product of severity, occurrence, and detection ratings. On the other hand, with regard to uncertainty in the decision-making, fuzzy theory will be able to model this uncertainty. Fuzzy FMEA provides a tool that can work in a better way with vague concepts and without sufficient information than conventional FMEA. This article by using Fuzzy FMEA and based on HSE criteria evaluate hazards of Parvade No. 1 Mine in Tabas Coal Mine. The results demonstrate the most hazardous parameter is rock burst in this mine.

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. This paper call attention to increasing ratio of oxygen depletion from atmosphere besides the global worries about CO2 concentration increase in the atmosphere. It highlights the big mistake in considering Carbon Capture and Storage, CCS, as a way to reduce the increasing concentration of CO2 in the atmosphere. As a hypothetical example it presents an existing pseudo-ecosystem of manufacturing that has real windows of opportunity to increase its share in the global materials production industry, even in highly industrialized countries. As a suggestion and example the author point out possibilities to almost fulfill the proposed simple rules to be considered inside an ecosystem of manufacturing utilizing the production of steel via biomass versus fossil coal. A relevant and difficult rule to be attained in a quasi-ecosystem of manufacture is to be a near zero atmosphere oxygen depletion integrated process. The industrial alternatives that utilizes the actual photosynthesis are the ones that can reach a higher ecosystem of manufacture’s index. It is presented an ideal integrated steelmaking process where the gaseous, liquids and solid residues generated in one part of the system are or can be utilized in the other parts of the same system. A potential ecosystem of manufacture to produce primary iron is illustrated in the paper.

Active placer mining in Alaska began near Juneau in 1880, but the first gold rush did not start until 1896; then the discovery of the Klondike brought gold seekers from all parts of the world. A few of the newcomers were experienced miners, but the majority knew nothing whatever of placer mining. Even those who were placer miners of much experience found entirely new conditions, notably frozen ground, that presented many difficult problems. As a result, numerous methods of mining and of thawing frozen ground were tried. From these trials the practice described in this bulletin has been developed. All known placer fields in Alaska have been mined to some extent, and some have been virtually exhausted. In most districts, however, there remain large quantities of low-grade gravel and also some small isolated areas of comparatively rich gravels which could not be successfully mined because of adverse physical conditions. These districts are now the scene of most placer mining, including dredging, hydraulicking, drifting, mechanical methods of open-cut mining, and ground sluicing (or booming) followed by " shoveling-in."

"Pilot plants for pressure hydrometallurgy represent special design and project execution challenges. Over the past twenty years, Zeton has designed and fabricated a variety of world-class pressure hydrometallurgical pilot-plant facilities for the nickel industry, and this paper discusses design considerations and strategies related to such projects. Project execution methods are also discussed, and guidance is given for the selection of materials of construction and for the selection of appropriate pressure and temperature design points for pressure hydrometallurgical pilot equipment. The paper concludes with a discussion of the need for process similarity with future commercial operations and the realities of pilot-scale equipment.INTRODUCTION The process technology developer or owner and the designer/fabricator of a new pilot-plant facility are faced with some difficult technical choices even after the decision to build a dedicated plant has been taken. A pilot-plant project is usually on the critical path of a large commercial project involving investments many multiples greater than the capital cost of the pilot plant. Schedule savings in the design, manufacture, and commissioning of the pilot plant or in a rapid completion of the experimental program can be disproportionately beneficial to the overall development project. However, inappropriate shortcuts resulting in major oversights can be disproportionately problematic. A number of considerations and suggestions for both the project execution approach and the process engineering design of pressure hydrometallurgical pilot-plant facilities are presented as a guide for potential owners and operators of new pilot-plant equipment and facilities. These suggestions are particularly applicable to the nickel industry, where the majority of our firm’s prior hydrometallurgical experience was obtained. This paper is an update to an earlier publication (Martin, 2004), offering an opportunity for a new generation of metallurgists and engineers to learn the specialist requirements of pilot- and demonstration-scale plant design, which are key functions in the development and commercialization of new processes."

NASA has received direction for lunar habitation beginning in 2024. Prior to then, it will be necessary to learn about how lunar soil can be used to promote civilization on the moon. Questions must be answered: ?Will it support plant life?,? ?Can it be used as a construction material?,? ?What is needed to maximize health and safety?,? and ?Will it affect equipment, tools, machinery, and clothes?? The only samples available for study came from the Apollo Missions. Because the expense of bringing more material back to Earth is prohibitive, there is not enough available to perform studies to answer the above questions. Hence, there is a great need for its synthesis. Most efforts to date have concentrated on making ?simulant? from single natural resources of volcanic rock. However, another possibility is to use resources here on Earth to extract the minerals of interest into concentrates or so-called ?separates? using traditional mineral processing techniques, and then mix the separates in appropriate ratios to simulate the lunar soil. In this paper, results from a study in which dry Road Norite outcrop and wet mill tailings from the Stillwater Mining Company?s Concentrator located near Nye, MT were examined. Of course, the in-side challenge is to make ?separates? from gangue minerals.

The U.S. Bureau of Mines and Western Fuels Utah, Inc. entered into an agreement to plan, install, and evaluate a micro-computer based monitoring and control system at Deserado Mine, an underground coal mine. The U.S. Bureau of Hines contracted the Colorado School of Mines (CSN) to independently evaluate the project. CSM evaluated and documented costs, benefits, problems, and management and labor perceptions in this report. Recommendations are provided for mine operators and monitoring system vendors considering future installations.

RISKGATE, an Australian Coal Association Research Program-funded (ACARP) initiative, has been designed to assist the Australian coal mining industry in improving minimum standards for safety performance, efficiency, operating practice and training. The online system is innovative in that it is built upon a foundation of industry expert knowledge gathered through action research workshops, which is further supported by a broad array of industry, academic and technical resources. In operation, RISKGATE offers a continuum for knowledge transfer and communication of current practice in risk identification, assessment and management in the coal mining industry. The primary mission of RISKGATE is to focus industry attention on prioritising control management as a way to achieve acceptable risk.A Coal Mine Tailings Dam Module has recently been added to the RISKGATE suite. The key risk, or initiating event, associated with coalmine tailings dams is catastrophic failure of the dam, leading to the release of tailings and water. This can occur due to geotechnical instability of the dam itself or of its foundation, overtopping and erosion of the dam, and piping failure of the dam itself or of its foundation. Coalmine tailings dams are also prone to seepage into the foundation and through the dam, particularly during operation when large volumes of water are discharged with the tailings. The most significant risk associated with seepage is the release of potentially contaminated water to the environment. Contamination can take the form of elevated salinity, acidity and dissolved metals. Run-off from coalmine tailings can cause erosion and can also potentially contain contaminants. Desiccation of the tailings surface can result in dust generation and dispersion.The paper presents the background and context of the RISKGATE project, the need for the addition of the RISKGATE Coal Mine Tailings Dam Module, and a description of the developed module, including the five initiating events considered, their causes and associated preventive controls, and their consequences and associated mitigating controls. Powered haulage and haul truck-related fatal accidents are among the most frequent at surface mines. Industry organizations developed guidance on accident scenarios to address haul truck and mobile equipment collision-related accidents. However, there is a need to investigate accident data to prioritize these scenarios and identify factors relevant to developing validation methods for collision warning/avoidance technologies and determining their capabilities and limitations. Standards and effective validation methods are necessary for improving system efficacy within mining operations and promoting industry adoption. To address these needs, researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated available powered-haulage and machinery-related fatal accident reports documented by the Mine Safety and Health Administration (MSHA). Their objective was to gain a perspective for informing the development of test protocols and validation methods through determining the most prevalent accident scenarios and related factors. Our findings afford insight for addressing the most prevalent haul truck scenarios and relevant factors within U.S. surface mining environments.

The mining sector is one of the leading sectors where work accidents are most intense because of the constant change of work environment and heavy working conditions. The losses and the halt of production after the accident negatively affect productivity and production efficiency. It has been found that there are very few studies on the use of Data Envelopment Analysis (DEA), which is one of the nonparametric efficiency analysis methods, in the evaluation of mining sector occupational accidents. According to parametric activity measurement methods, it has been tried to show that the DEA can also offer the opportunity to interpret work accidents by taking advantage of its advantages. Due to the application of open-pit mining methods along with underground working techniques which increase the risk factors with respect to accidents at work that occurred between 2012 and 2018 of Western Lignite Corporation (WLC) were tried to be analyzed in the present work. As a result of the analytical work using Data Envelopment Analysis (DEA) for the years 2014, 2015, 2016, 2017, and 2018, inefficiency has been determined in both underground and surface operations. According to the results obtained, it was determined that WLC could not produce enough production in both the underground and surface coal mining operation, despite the accidents that occurred, while it had the opportunity to produce more. In addition, it was found that the increase in accidents occurred more than the increase in the amount of production during the years studied.

The rapid development of the global alumina and aluminum industry is straight coupled with the demands and the needs of these materials. Nowadays, the only well-known accessible resources to produce alumina and aluminum are bauxite ores. But bauxite ores are limited, and the remaining exploitable reserves do not have high contents in alumina. In countries where there is little or no bauxite reserves or where the recovery of existing bauxite ores to produce alumina with the Bayer process are not economic, alternative resources for alumina have been explored. The most attractive resources for replacing bauxites are aluminosilicate clay minerals and coal fly ash. The important processes developed for the recovery of alumina from these sources are acid leaching and alkaline leaching processes. The acid leaching is known as the most efficient in which thermal and mechanical activation are included for improving the performance of the process. The objective of this review is to give a comprehensive insight on the production of the alumina from thermally or mechanically activated clays and coal fly ash by hydrochloric, sulfuric, and nitric acid leaching processes.

The references were published during the 1977 to 1988 period. Each reference is evaluated by keywords, providing the reader with a means of rapidly sorting through the references to locate those articles with the coal mining region and subjects of interest. "SynopsisSustainable infrastructure development has long been identified as a key enabler for socio-economic growth and poverty reduction in societies globally. Twenty-one years into the young South African democracy, economic prospects are fragile and unemployment statistics are high. According to Trading Economics (2015) the GDP growth rate in South Africa averaged 3.07% from 1993 until 2015.Through the National Development Plan 2030, the government has responded by instituting the Presidential Infrastructure Coordinating Commission (PICC) to direct national growth and drive job creation by effecting a long-term infrastructure investment programme. The Commission is mandated by Cabinet to coordinate, integrate, and accelerate implementation of more than 150 individual social and economic infrastructure plans.In the civil infrastructure development sector, increased urbanization is compelling governments and the public sector to expand safe and reliable public amenities, but the availability of real estate for construction in congested cities is a challenge. Within the mining infrastructure construction industry safe, rapid, and efficient mine extraction strategies are imperative to realize increased production, business hurdle rates, and stakeholder expectations.Asset owners and stakeholders are obliged to consider advanced mechanized underground excavation and support technologies in order to present feasible solutions timeously. From an engineering design, procurement, and construction management (EPCM) perspective tunnelling technology and boring applications have a distinct advantage over conventional excavation techniques. These solutions may enhance commerce and transportation by expanding infrastructure in concentrations of national economic activity, providing crucial linkages with rural areas, between cities, and across international borders.This paper explores the contribution by mechanized tunnelling technology and boring applications applied in conjunction with digital and automation technologies compared with conventional methodologies. The technological expertise, combined with a paradigm shift in delivery of project objectives, will promote economic growth, aid recovery from the economic downturn, and improve social development."

With the ever increasing consumption of mineral commodities, the vital question is not whether sufficient mineral quantities will be available, but rather can the known existing low grade resources be mined economically. Conventional conveyor systems are being used in some open pit mines to decrease haulage costs. n an effort, to take this concept one stop further, this contract study examines the use of a high angle conveying system in an open pit mine. It identifies available high angle conveying equipment and examines the haulage and crushing costs associated with both a conventional truck and shovel mining operation and a high angle conveyor operation. These costs analyses were performed on a hypothetical copper, taconite and phosphate mine. Information was gathered from a series of high angle conveying equipment and open pit mining operations in the U.S. Volume I includes a detailed review of the state-of-the-art in high angle conveying concepts, the, hypothetical mine development, and the cost analyses. Volume II includes the appendices.

?Demand-side measure" means a rate, measure, action or program undertaken to conserve energy or promote energy efficiency?? (BCUC, 1996) In actual economical environment, business sustainability requires high-efficiency technological processes. That is why the efficiency concept has to be present at all levels of industrial activities. Nowadays, some purchasing decisions are still driven predominately by the purchase price, in spite of the evidence that such price represents up to 5 % to 7 % of the total costs of ownership with full consequences of energy efficiency and the impact on total ownership costs. The paper presents essentials of converter types and basics of the Global Efficiency (GEff) Concept that has been promoted over the last few years in South African industries (Pitis et al., 2006/7). GEff concept is proven as a useful tool used on price-efficiency decisions. Theoretical and technical aspects of this concept were substantiated with case studies. First part presented in this paper will describe how GEff concept was used on price ? efficiency decisions when single input or direct converters and systems (considered as low value equipments) have been replaced. Besides the impact of energy savings and new innovative developments, the paper suggests general other benefits of: ? Technical and economical performance improvements and competitiveness of mining corporations to international standards; ? Defusing incipient energy crisis in the sector; ? Improving environmental conditions; ? Creating new job opportunities in mining sector. Proposed concept in this paper could be further developed as models of improving companies? corporate energy policies.

"A commercially available through-the-earth (TTE) communications system was evaluated at an underground coal mine in eastern Kentucky. This field study was conducted as part of a larger multisite evaluation of available TTE systems. The mine detailed in this paper was idled at the time of the study, which provided the nearest practical representation of a postevent mine shutdown environment. For this study, surface-to-underground and undergroundto- surface communications were tested. Standard deployments of the TTE system using the manufacturer’s recommended procedures were able to achieve clear communications between underground and surface locations. Other arrangements of the units yielded mixed results. Future experimentation is planned to further examine the phenomena observed at this mine IntroductionThe ability to establish effective communication between surface and underground personnel after a mine event is essential for both evacuation and rescue efforts. Current wireless underground communication technologies are reliant on intermediary physical infrastructure, such as antennas and repeaters, to enable underground communications. As such, communications are easily disabled during a mine event because of the inherent vulnerabilities to physical damage (Damiano, 2012; National Academy of Engineers, 1970; Yenchek et al., 2011). A true emergency communications system would function regardless of a mine’s physical state. Through-the-earth (TTE) wireless communication technology only requires the use of a single transmitter and a single receiver to achieve point-to-point communication through solid strata. With this capability, TTE systems have the potential to serve as a true emergency communications platform."
