Definite progress has been made in accident prevention in Illinois during the past few years; the State Department of Mines and Minerals is receiving excellent cooperation from coal companies and employees, the companies are making greater effort to maintain their mines in good condi- tion, and the employees are eliminating more unsafe practices. As a result, some coal companies have made commendable safety records that prove that coal can be mined with a comparatively low accident rate. However, there is need for further improvement, as the accident rate of the State as a whole is much higher than it should be. During the 55-year period 1882-1936, in- clusive, reports of the State Department of Mines and Minerals show a total of 7,005 (an average of 127.36 per year) men killed in and around the coal mines. Of this number, 6,425 (91.7 percent) were killed underground, 346 (4.9 percent) in the shaft, and 234 (3.3 percent) on the surface. Of the fatalities underground, 3,300 (51.3 percent) were killed by falls of roof, sides, or face coal, 1,167 (18.1 percent) by haulage, 639 (9.9 percent) by handling explosives, 579 (9 percent) by explosions, 151 (2.3 percent) by electricity, and 589 (9.1 percent) by other means. Of the fatalities in the shaft, 171 men (46.5 percent) were killed by falling down the shaft, 14 (41.6 percent) by the cage, and 31 (8.9 percent) otherwise. On the surface, 113 (48.2 percent) of the fatalities were due to railroad cars, 51 (21.7 percent) to machinery, and 70 (29.9 percent) to other causes. The fact that 7,005 lives (an average of 127.36 per year) were lost during 1882-1936 is sufficient evidence that in the past too little interest has been taken in safety by either the management or workers. A realization of this deplorable loss of life should act as an incentive to the industry to make greater effort to prevent accidents in the future. After an accident occurs, the facts pertaining to it become history, and anything that may be done afterward cannot change in any way the damage that has already been done, such as loss of life, personal injury, and destruction of property. The main benefit that can be derived from an acci- dent is that suitable procedure may be adopted and some lesson may be learned to aid in preventing a similar accident in the future. "A regional mapping program, conducted by the Nova Scotia Department of Mines, has shown that the George River Group of pre-Middle Cambrian rocks consists of a wide range of sedimentary and volcanic rocks, intruded by syenite, granite, granodiorite and lesser amounts of gabbro and diorite. Together, these rocks support the high ground of northern Cape Breton Island. Over this large area, the metamorphic grade ranges from low to extremely high.The rocks were folded prior to emplacement of the intrusions in Middle Cambrian time, and there was also post-Mississippian disturbance and faulting, but the structural history and pattern are still only imperfectly understood.Sulphide mineralization is known at Meat Cove, Lime Hill and in a number of smaller deposits. The most Cavour-able host rocks appear to be magnesian Iimestone, or schists derived from shales. Ail known sulphide bodies have an associated halo of retrograde metamorphism; in some cases, this is extensive enough to be used as a prospecting aidA vein of nickel-bearing sulphides has recently been re-discovered in the former gold mine at Second Gold Brook-an association which appears to be unique."

This paper is a progress report on the study of mining methods and costs in the western United States and summarizes that part of the work pertaining to the undercut block-caving method of mining. Ore is mined on a large scale exclusively by the undercut block-caving method at the following six mines in the western United States: The Morenci branch of the Phelps Dodge Corporation, Morenci, Ariz.; the Ray mines of the Nevada Consolidated Copper Co. at Ray, Ariz.; the Inspiration Consolidated Copper Co. at Inspiration, Ariz.; the Miamo Copper Co. at Miami, Ariz.; the Ruth mine of the Nevada Consolidated Copper Co. at Ruth, Nev.; and the Consolidated Coppermines Corporation at Kimberly, Nev. The undercut block-caving method is also used at the mine of the Andes Copper Mining Co. at Potrerillos, Chile.

Experiments were conducted to access the feasibility of removing zinc from lead slag by sulfation or chlorination or both. Gaseous sulfation with sulfur dioxide and oxygen released only 50 per cent of zinc even under the most severe conditions. Sulfation with concentrated sulfuric acid by a fast-leach process released 95 per cent of zinc while pug-roasting released a maximum of 78 per cent of zinc. Chloridization with NaCl in the presence of sulfating gas released 50 per cent of zinc, while direct chlorination with chlorine gas and oxygen released 85 per cent of zinc and 100 per cent of lead in a chloride condensate containing little impurities.

In research sponsored by the Bureau of Mines, a technique was developed for simulation of heap leaching on uranium ores. The equipment used for this simulation consisted of 2-ft-diam columns, constructed in sections, such that ores as coarse as minus 4-in could be treated in bed depths ranging from 8 to 18 ft with test condition variations. The technique consisted of the separate steps of ore preparation, column loading, charge wetting, leaching, washing, and residue recovery. For the ores studied, sulfuric acid was found to be generally superior to alkaline lixiviants. The rate of uranium extraction by acid leaching proved" to be primarily a function of percolation rate, alkalinity of the ores and oxidant requirements of the ores. Column leaching was closely comparable to field-scale heap leaching in terms of uranium extraction rate and recovery results. Acid and oxidant requirements were lower for the field-scale operation. All column tests, as well as the field-scaly heap, achieved in excess of 96-pct uranium extraction on a Bear Creek, Wyoming ore.

Lightnin has the capability of using numerical analysis methodology to evaluate flow patterns and phase separation. CFD can show performance differences between changes, in mix tanks, in settler geometry, and in liquid depth, against variable flow rates. Understanding the differences allows the development of optimized designs. This paper focuses on the major design components of the mixer settler and how technological advances will lead to further improvements, when designing for today’s largest flow plants.

Flaubert, as we know, laid stress on the selection of the right word, le mot juste, the precise epithet, the word that belongs to the thing. A sentence, or even a paragraph, may be spoiled by the use of a word that is not proper, that does not fit or is foreign to the meaning intended. An Australian mining expert is reported to have said: You have a property of considerable value, and what I saw warrants a good development of very rich cubicular galena, with gossan intermixed. 'Cubicular' means `belonging to a small bedroom', a `cubicle' being a sleeping compartment. He meant `cubic', of course. This is a malapropism, and reminds me of the lady from Chicago that, on her return from Europe, said how much she had enjoyed the rural parts of France, because, among other things, it was "so delightful to hear the French pheasants singing the mayonnaise to the tune of the Los Angelus". It is impossible to amalgamate coal-tar thoroughly with the pulp in the agitating-tank. In metallurgy, `amalgamate' refers to the combination of mercury with one or both of the precious metals, forming an amalgam, which is an alloy of mercury with another metal. It differs from other alloys, such as brass or bronze, in being made without the aid of heat, inasmuch as mercury is molten at the ordinary temperature. The word comes to us from the Greek. through Old French and means `something soft'. It is a mistake to use technical terms, having a specific meaning, for purposes that are foreign to that meaning. The purpose of the work described in this report was to measure the effects of diesel engine emissions on the air quality of work areas in a coal mine. Concentration measurements of a number of diesel related air contaminants were made at the Martin County Coal Corporation Mine in Inez, Kentucky. Compounds measured included carbon dioxide, carbon monoxide, formaldehyde, nitric oxide, and nitrogen dioxide. In addition, concentrations of the two classes of odorous compound;, aromatic hydrocarbons, and oxygenates were obtained along, with aldehyde concentrations. Surveys were made of the mine by odor analysts to determine the perceived intensity of diesel-produced odors. It was found that the concentrations of the measured species were well below their Threshold Limit Values. Odor intensity levels in the moderate to strong range were observed in the mine.

Living and killed organisms, particularly microorganisms, and extracellular products derived from the organisms are increasingly finding use in minerals engineering. Goals include both enhancement of mineral processing/11.ydrometallurgica,l operations and remediation of mineral industry wastes. Some of the applications, such as biologically assisted leaching of ?sulfide ores and bioxidation of refractory gold ores, are well established commercial ?processes used around the world. Others, such as the use. of organisms for the removal of heavy metal ions from dilute aqueous streams, are nearing commercial application. Many other uses of microorganisms and. their derivatives are potentially possible. These include use of microorganisms in flocculation or flotation of minerals., remediation of organics potentially discharged from mineral engineering operations, degradation of cyanide, the recovery of bitumen from heavy oil reservoirs and tar sands and the solubilisation of lignites and low rank coals. In order to fully exploit these many possible uses of organisms and their derivatives, extensive fundamental .and .applied research work exploring the fundamentals, potential and practicality of the various possible uses of microorganisms in mineral engineering should be vigorously pursued. ?

MARCH 15-Industry is rapidly snapping back from another coal crisis, other business news is in general favorable and the outlook through the Spring is by most observers considered quite promising. Most industries report comfortable backlogs of unfilled orders, department store sales in recent weeks have equalled in dollars those of the corresponding period last year, retail sales of automobiles show again over the same period a year ago, and new orders for machine tools are at the highest figures since August 1946. Orders for railway freight cars have shown a very encouraging pickup, with a total of 9385 cars in January and the N. Y. Central alone ordering 4500 in February. Construction continues very active. In January new housing starts totaled 80,000 against 50,000 a year ago and the daily average contract awards, according to the Dodge reports, were 57 pct larger. In the first 22 days of February the increase in awards was 27 pct. Lumber orders since Jan. 1 have run 22 pct above last year. All of these favorable factors bolster the opinion that the upturn in industrial output and employment which began last summer has not yet spent itself and that the setback caused by the strikes will be made up when people get back to work. Only in a few lines are there indications that primary production may be outrunning the consumption of finished goods, although inventory build-up would seem to be rather modest as the National Association of Purchasing Agents reported in February that 78 pct of its members were buying for 60 days or less. Industrial prices as a whole show no significant trend despite the continued alarm over both the immediate and the long-term possibility of inflation caused primarily by the government's increasing expenditure and its inability to balance the budget. A recent advance of 1.9 pct in primary market prices is viewed by some people as the surface symptom of renewed inflation, but even so it is more than two years since the alltime high was reached by the daily index of sensitive commodities in November 1947. Over two years have passed since prices received by farmers hit their peak and about a year and a half since all wholesale prices and the consumer price index touched their highest points in August 1948. The decline in the wholesale price index has been almost continuous, interrupted only twice by slight advances in the monthly figures from February to March 1949, and, later in the year, from August to September. Of course, this continued decline in the last half of 1949 largely reflects a downward movement in farm and food prices. Wholesale prices for commodities other than farm and food leveled out after June and now stand only slightly under the June level. Farm products are down by 22 pct from January and by 18.6 pct from August 1948. Food prices are down only slightly less. Consequently, the farm price support program is in serious trouble and has imposed a heavy financial burden on the Treasury. In those commodities other than farm products only building materials, chemicals and textiles have come down as much as the average, while housefurnishings and metals and their products have fallen hardly at all. Glancing away from the domestic front, the results of the British general election indicated a highly inconvenient situation, that public opinion there is so exactly deadlocked as to divest the victors of much ability to make forceful decisions or create significant policy. It is generally considered that another election in the near future would give substantially the same result. The British people are equally divided and the politicians are not likely to precipitate another appeal to the country until there is manifest reason to believe that external and internal circumstances have changed sufficiently to permit one party or the other to obtain a decisive verdict. Because of the lack of a clear mandate steel nationalization will likely lag in Britain. In the meantime there is considerable discussion going on as to whether the European steel industries as a whole are at a disadvantage in world competition with the American industry. An article in the "Statistical Bulletin" for January of the British Iron and Steel Federation takes issue on this point with the authors of the Geneva report, observing that they wrote before devaluation, and this particular conclusion "has been overtaken by events." The "Bulletin" also contends that the statement was in any case incorrect so far as Britain was concerned, and that it was based on scanty and insufficient evidence. To support the rebuttal a detailed and extensive comparison is made of the home prices of certain steel products in Britain and in other countries of the world. The accompanying table gives a selection of the prices published. It sets out the changed position since devaluation and since the recent increases in American steel prices. These are home market prices; no doubt in competitive export business some of the price levels could be brought closer together at need.

"To meet the requirement of production expanding of a certain potash ore dressing plant in Xinjiang province of China, industrial test of XCF/KYF-50 flotation machine was performed to process potash ore. The tank of XCF/KYF-50 flotation cell is in U shape, 50m3 of volume. This flotation cell is able to suck slurry by itself, and can be arranged on the same base level without high difference. In this paper, two sets of XCF/KYF-50 flotation cells were adopted to replace 8 sets of 8m3 flotation cell in original flow sheet of flotation. Aeration rate, slurry suction capacity, power consumption and slurry suspension are investigated. The measuring results show the slurry suction capacity of the flotation cell is larger than 12.80m3/min and solid particles disperse evenly in the tank without deposition. Industrial test result indicates that the final grade of concentrate is 26.69% at the recovery of 90.95%, which is up to expected performance. XCF/KYF-50 flotation cell has advantages of high flotation efficiency, significant energy saving and reasonable configuration of automatic control system, this kind of flotation cell can meet the requirement of production expanding of this potash ore dressing plant well."

While the income tax changes are taking shape, much work still needs to be done on the sales tax side of the coin.IntroductionOn December 16, 1987 Finance Minister Michael Wilson tabled measures to implement the changes to Canada's income tax system that were proposed in the June 18, 1987 White Paper on Tax Reform. The measures were set out in a Notice of Ways and Means Motion; draft legislation relating to preferred shares, research and development expenditures; and draft regulations regarding capital cost allowance, certified films, flow-through shares, and the resource sector. The reaction of the government to the recommendations made by the Finance and Economic Affairs Committee Report on Tax Reform (the Blenkarn Committee), the Report of the Standing Senate Committee on Banking, Trade and Commerce and through consultations with interested groups and organizations, business, labour and individual Canadians is set out in a booklet of supplementary information.The basic features of the reformed income tax system set out in the White Paper remain. However, a number of significant changes have been incorporated in the Notice of Ways and Means Motion and other material. The following comments address those area s where changes have been made to the original White Paper proposals."

"The Norwegian University of Science and Technology (NTNU) and Nordic Ocean Resources AS, with support from Statoil ASA have carried out a project reviewing the knowledge about seabed mineral resources in Norway to identify and prioritize needs for further research and development.A special focus area in the project has been to increase the knowledge of possible massive sulfide mineralizations along the Mid-Atlantic Ridge. This Ridge is a subsea mountain range which separates the Eurasian and the North American continental plates. In this area, seafloor massive sulphides (SMS) are formed from the volcanic and hydrothermal activities along the Ridge. A large part of the North-Atlantic Mid-Atlantic Ridge between Jan Mayen and Spitsbergen is located on the Norwegian shelf.Analysis and interpretations of multibeam data have been carried out by NTNU in cooperation with the Russian Institute for Geology and Mineral Resources of the Oceans in order to disclose relevant areas for the formation of SMS deposits. This analysis has identified several promising areas."

"Introduction1N THE FALL of 1951, Peace River Allied Fort St. John No. 1 well was drilled in Lsd. 1, Section 9 Township 83, Range 18, West of the 6th Meridian, on the flats of the north side of Peace river, six miles southeast of the village of Fort St. John, B.C. During this operation, non-commercial shows gas in three zones and of oil in one zone were obtained during the drill-stem tests. Further geological study indicated that this well was on the southeastern edge of the Fort St. St. John structure.Pacific Fort St. John No. 4, drilled shortly afterwards, obtained possible commercial gas flows on drill-stem test in five zones and thus encouraged development of what has become Canada's largest multizone gas field.In general, the productive horizons in this area possess fair per-meabilities and high porosities, a combination which provides for high reserves and moderate productivities. Development to date has therefore stressed experimental techniques in drilling and completion practice to provide high deliverability wells.Data and information of a specific nature apply, in all cases, to the pools in the Fort St. John structure."

During the past decade, a general awareness of the need for and subsequent development of increased safety in United States coal mines has taken place. Government and industry alike were stimulated into accelerating their actions through unacceptable accident statistics and costs (in terms of human misery dollar values). Those of us who work in the United States coal industry are aware of the development of governmental controls on nine safety. Both Federal and State regulations have placed increased responsibility upon mine owners and operators to insure a safe working environment and to provide training for miners. No other industrial group of workers has received such attention or, in our opinion, deserves it more.

In spite of the importance of the presence of pyrite in the flotation of sulphide ores, not many studies have been made from the electrochemical point of view. It is generally recognized that the oxidation of sulphide minerals is one of the most Important factors among those which affect the floatability of sulphide minerals. The concept that the presence of oxygen is essential to the flotation of sulphide minerals is supported by numerous experimental results (1). The presence of oxygen in sulphide minerals- aqueous solution systems would affect the electrochemical behaviour of sulphide minerals and subsequently lead to more complicated reactions on the surface of sulphides. Actually some of the phenomena observed in sulphide flotation are deemed to be more appropriately explained from the electrochemical point of view. The author and co-workers have studied extensively the electrode reactions of pyrite and its significance in sulphide flotation. The results have been partly published elsewhere (2-7). In this paper, the author discusses the electrochemical nature of pyrite, and the three different phenomena observed in pyrite flotation: (1) Xanthate¬dixanthogen system on pyrite, (2) Flotation of complex sulphide ores containing pyrite and (3) Depressive mechanisms of pyrite with cyanide. The phenomenon which has been known as an iron contamination effect due to steel grinding media on sulphide flotation is also explained from the electrochemical aspect. However, this problem is not directly concerned with pyrite, and it will be discussed elsewhere (8).

If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. The results of a laboratory investigation of coal cutting mechanics and noise is presented. These experiments were performed using a linear cutting apparatus that operates over a broad cutting speed range. The influence of several coal cutting parameters on the noise, force, productivity, and specific energy associated with linear cuts is ascertained. Some basic theoretical aspects of coal cutting mechanics and noise generation are discussed, and the results of the laboratory experiments are used to Formulate analytical models of the coal cutting forces and noise. The analytical model For coal cutting noise is then generalized to account for the more important effects of rotary cutting. Based on the generalized model, an estimate of the sound pressure level at an operator's position is made for a typical continuous mining machine. It is concluded that by employing linear rather than rotary cuts, using deeper depths of cut, slower cutting speeds, and more efficient cutting tools, it is possible to reduce the level of coal cutting noise, as well as Provide benefits to other important areas of underground health and safety.
