The eightieth regular meeting and convention was called to order by the President, John T. Atkins, at 9:15 a.m. Monday, June 25, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. President Atkins welcomed the members and their guests to the convention and noted that the annual business meeting would be held Tuesday afternoon at 2:00 p.m. in the same room. A convention update was made by the Conven¬tion Liaison Officer, Loren V. Linville. This was followed with a program report by the Program Chairman, Doug Ingram. The chair then called on Clifford Barrett, Upper Colorado Regional Director of the Bureau of Rec¬lamation of the United States Department of the Interior. He presented the Bureau's Citizen Award to RMCMI former president Ira E. McKeever for his outstanding contributions to the joint private/ Federal effort and the open planning process for AQUATRAIN. According to Barrett, "from 1981 to early 1984, McKeever led private industry work in the AQUATRAIN project, a proposal for a 1,400 mile long pipeline system. AQUATRAIN was conceived as a possible alternative to solve the government's problem of rising salinity levels in the Colorado river, as well as the private sector's need for a more economical coal transport method. The Citizen Award cites McKeever's efforts in developing a model for future cooperative ventures between government and industry that can benefit the nation." Following this presentation, the formal program of the 80th meeting and convention began with the president, John Atkins, introducing the convention kickoff speaker, Andrew Franklin, President of Nerco Mining Co., Inc., followed by the convention keynote speaker, Dr. Margaret N. Maxey of the University of Texas. These speeches are printed in this Proceedings together with those of all other convention speakers. I'm Andrew Franklin, President of Nerco Min¬ing Company, and I'm delighted to be here to kick off the annual convention of the Rocky Mountain Coal Mining Institute. This has always been a very special convention in my eyes and I'm sure this year's will be no exception. I am also here to share my thoughts on the western coal industry and how we're all affected - for good and bad - by public policy decisions. Although the title of my talk is "Western Coal: An Industry Under Siege," I believe a more accurate title might be "Western Coal: The Pit and The Pendulum," because of the wide swings in public policy and coal development in the past 15 years which have cut a zigzag path for growth over this period. As one of the nation's largest coal producers, Nerco is well aware of the problems facing western coal production. Nerco Mining Company is the western coal mining subsidiary of Nerco Inc. We have been "in coal" for more than 25 years through our parent company, Pacific Power & Light. To state my conclusion at the outset, I feel it's extremely important that consistency and common sense should guide our national policy for the development of valuable energy resources. In particu¬lar, we must reduce the wide swings in government policy and activities which have affected energy development. In short, we must decide what kind of game we're playing so that the "players" and the "referees" can keep their eyes on the "ball." Business today faces two main types of uncertainty market uncertainty and public policy uncertainty. As businessmen, we expect and are used to facing the familiar challenges and uncertainties of the market in which we operate. Over the past 10 years, the market has appeared to be bullish on coal. It is now fourteen years since we German ironmasters, in considerable number, visited the United States on the occasion of the Philadelphia Exposition, and found the iron metallurgy of this country, as must be frankly confessed, in an advanced stage of development not previously suspected by us. At that time the United States already occupied, as now, the second rank, with Germany in the third, the product of pig-iron for that year being, in Great Britain, 6550, in this country, 2093, and in Germany, 1850 kilotons.* This relative position has not been changed. The present annual product of the three countries is, in round numbers, Great Britain, 8380, the United States, 7790, and Germany, 4530 kilotons. But the proportion of the United States, which was, in 1876, but 15 per cent. of the world's product, has now advanced to 30 per cent. When we left America in 1876, it was not only with gratitude for cordial hospitality and for the liberality with which our professional colleagues here had opened to our inspection whatever was worthy of notice in our special field, but also with the conviction that we had collected a great treasure of new and interesting information which we could utilize for the benefit of our German Fatherland. Particularly the achievements of the never-to-be-forgotten Holley in the field of Bessemer practice, set us an inspiring example for imitation in our own country. "INTRODUCTION The Bureau of Mines began a study of various methods for producing magnesium metal from magnesite ores in 1936 at Pullman, Wash., with the cooperation of Washington State College. This work included a study of the basic principles involved in the reduction of magnesium oxide by carbon, which soon led to the development of a continuous process. In May 1939, a small pilot plant was operated, which included a small single-phase arc furnace with a hydraulic feed mechanism and an oil-spray device for shock cooling the metal vapor. 5/Subsequently, the Ford Motor. Co., Dearborn, Michigan, began a study of this process on a larger scale. A pilot plant with a nominal capacity of 10 pounds of magnesium metal per hour was constructed and operated intermittently. A larger unit with a nominal capacity of 100 pounds of magnesium per hour was partly constructed when war activities prevented experimental work.In the meantime, the process was greatly improved through continued investigation by the Bureau of Mines at Pullman, and these improvements were successfully tested by continuous operation in a small pilot plant having a normal capacity of 4 pounds an hour."

[Many methods of analyzing tar oils for their tar acid and base content have bun employed in connection with both academic and. industrial investigations. Most of these analytical procedures are based on the diminution in volume caused by extraction with alkali and mineral acids (contraction method), although other methods haves been employed.4/ In many instances the adoption of an analytical method was not preceded by adequate study, and, as a consequence, the literature, on this subject is conspicuous for its contradictory claims and recommendations. It has bin shown in the, case of certain synthetic solutions5/ that large errors may result if the analysis is carried out by simple extraction with alkali and mineral acids.]

A carefully designed and controlled in-place destruction experiment was performed on a concrete bunker buried in 4.27 m (14 ft.) of soil. The objective was to determine if the explosive charges would collapse the structure in-place without requiring mechanical excavation. Collapse of the buried structure was first attempted by drilling holes in the soil and placing four 13.38 Kg (29.5 lb) Comp B explosive charges at a depth of 2.13 m (6.7 ft.). The configuration of the charges when detonated was 2.13 m (6.7 ft.) off the top of the concrete roof and 3.66 m (12 ft.) apart in a square pattern. Detonation of these charges created a crater ~4.88 m (16 ft.) in diameter and 2.13 m (6.7 ft.) deep, leaving ~2.13 m (6.7 ft.) of soil covering. Very limited spalling occurred on the ceiling of the concrete structure as a result of detonating these four charges. The second attempt to collapse the structure consisted of placing another single 13.38 Kg (29.5 lb) charge, identical to the first four, near the geometrical center of the bunker roof. This charge was detonated in the soil cover 100 to 200 mm (4 to 8 in.) above the reinforced concrete roof, collapsing it. Due to the collapsed roof and remaining soil cover, the structure had been collapsed in place, requiring no further demolition.

Alkaline leaching with sodium carbonate solution adjusted to pH 9&#183;5 to 10&#183;0 preferentially dissolves thorium from a mixture of rare earth and thorium hydroxides. Rare earth sodium carbonates form in the alkaline leaching stage.These are converted to rare earth oxides for use as optical and ophthalmic polishing agents. Quadrivalent cerium is extracted under similar alkaline leaching conditions.INTRODUCTIONAustralia has made significant contributions to mineral chemistry and mineral dressing. As often happens with an industrially immature country, research investigations often outstrip the ability or desire of commerce to exploit them. It is wrong to think exclusively in terms of export of raw materials. Imagination assists in developing world trends. The chemical utilization of mineral sands has interested a group of investigators, chiefly at the Commonwealth Scientific and Industrial Research Organization (C.S.I.R.O.) and, more recently, in the mining industry itself. From an international point of view the highlight of this work was Newnham&apos;s (1960) process for the separation of hafnium from zirconium. Earlier work at C.S.I.R.O. investigated the chlorination of rutile, zircon, and monazite. Assuming that titanium tetrachloride would be available in large quantities in the post war years, extensive work was done by Kraitzer, McTaggart, and Winter (1948) on organic compounds of titanium. This work led to the development of heat resistant paints, plastic compositions, and improved organic protective coatings that predated overseas work by up to seven years. (Post, Shiihara and Schwartz, 1961; Anon, 1955). Contributions were made to the production of refractory hard metals (Kraitzer, 1949; Kraitzer and Newnham, 1956). Pilkington and Wylie (1947) and Urie (1947) investigated the production of rare earths from monazite by an acid process.

Boron compounds have been considered for many years as possible additions to iron and steel. A very recent use of boron-steel rods was for the control of neutron intensity in the graphite-uranium pile at the Clinton plutonium plant(130).4/ Norris(129) reports that slags containing boric oxide reduce the ferrous oxide content of steels and thereby the aluminum required for deoxidation. Boron is not considered an alloying element, but minute amounts produce what is often called a "needled" steel. The study of a series of iron-boron alloys by convenient steps, starting with iron containing no boron, indicated that boron was a hardening agent and made the iron very difficult if not impossible to forge. Then came the discovery that very minute traces of boron are quite different from the smallest amount previously thought worthy of study.

The maintenance cost, or renewal cost, in any preparation plant is a large item of expense and reflects in the total cost of producing and preparing the ton of coal. It is given constant study to the end that ways and means of controlling and reducing this proportion of the total cost may be developed. Study of this item of cost has proceeded along usual lines, which are: proper functioning of the maintenance organization; systematic and thorough inspection to prevent breakdonns; the making of repairs before renewals are needed; maintenance work done thoroughly the first time, instead of patching, study of parts needing frequent renewal or repairs or conditions resulting in delays, thorough knowledge of cost by the mall responsible for maintenance; and the use of special equipment and materials. This paper is to deal with special equipment and materials to reduce the maintenance cost hut before going into that I want to express an opinion on the general subject. Maintenance Organization Usually maintenance is taken care of by a group of men who perform their work on the off shift. The work is arranged by the operating official who should be thoroughly familiar with maintenance, so that materials needed may be made up for the particular job and waste of time in looking up materials be prevented. To perfect the maintenance organization, all operating attendants should be thoroughly trained to be familiar with all working parts of their equipment, to make a thorough inspection and to write out the slip for the work required. This requires job analysis, but it is worth the effort, because the attendant usually is better informed than anyone else about his particular equipment. The operating official can judge the scope of the work to direct the repair and to have material ready. Lubrication is an important item in maintenance, and a subject by itself. Usually the breaker oiler is designated to perform this task. This man should be picked for his ability and put in line for promotion to machinist. He should be trained as an inspector, as he is constantly visiting most parts of the breaker and has an opportunity to observe needed maintenance. The first thing is to lay out maintenance work and arrange to have it done; the next is to check the work and see that it has been properly done. This check should be made by the operating official, and through the attendant. The cost statement showing the various items of maintenance cost is not often understood by the man in direct charge. "Ore outcrops were first discovered in the area in 1911. Following various periods of exploration by private interests and Cominco Limited, the Coast Copper Company, Limited property was brought into production in August 1962. Subsequently, Cominco explored the adjacent Quatsino Gold Mines property and is currently developing, and producing from, what is now known as the Benson Lake Mine.The Benson Lake Mine was developed using a conveyor-equipped decline and trackless LHD equipment. The operation produces 800 tons per day of copper-iron ore, copper being the main product. Copper and iron concentrates are trucked 25 miles to storage and shiploading facilities near Port McNeill to await shipment to Japan."

"Cracking is one of the most serious damages in tunnel linings, which is often observed by in-situ inspection to tunnel engineering. It is difficult to better characterise for the deformations from continua to discontinua by the traditional continuum mechanics due to emerging of crack initiation, crack propagation, and coalescence, at several scales. In this paper, the process of failure that was from micro damage to macro crack in concrete tunnel linings under experimental load conditions, was quantitatively simulated by the combined finite-discrete element method (FDEM). Comparison of the simulating results with that obtained by the full-scale test of concrete lining under different loading conditions in the literature was respectively good agreed and shows that such FDEM technique is appropriate to model the continuousdiscontinuous problems. The present study indicates that the FDEM technique could be benefit to quantitatively evaluate the stability and damage level of tunnel lining system. INTRODUCTIONMost damage to tunnel linings is caused during the construction phase, which can emerge in a form of single macro cracks or even large-scale spalling. The cause of such damage is mostly the occurrence of, either impermissibly large contact stresses resulting from high thrust loads combined with production and installation tolerances in the segments resulting in a geometrical lack of fit (Maidl et al., 2012; Transportation Research Board, Basic Research and Emerging Technologies Related to Concrete Committee, 2006), or unallowable tensile/shear stresses appearing in the tunnel linings under complicated loading conditions (Ansell, 2010). Such a macro failure phenomenon may also be regarded to as a result of growth, coalescence, initiation of microcracks in tunnel linings due to the complicated loading action, and even potentially lead to an instability or collapse of the local or entire tunnel system. Much work has been devoted to investigate for the characters of micro and macro cracks, the influence factors of damage patterns, the settlement of a tunnel, the width, length and density of lining cracks, especially from classifiedly and qualitatively (Wang, 2010; Huang et al., 2013). However, the safety evaluation of tunnel is definitely required to not only inspect in situ, but further also quantify computing and analyzing for tunnel lining systems, so as to provide a global viewpoint of process of the tunnel deformation, which aims to help for subsequent decisions, e.g. controlling traffic flow or immediately repairing task. Additionally, the design of lining thickness and its structural analysis that is mostly determined by previous experience and similar construction examples is also needed to be improved."

The United States Coal Mining Indus- try had the opportunity to greatly improve their roof control techniques during the nineteen seventies by the use of fully grouted resin roof bolts. This new tool was first approved for underground coal mines by M.S.H.A. ten years ago and during the next decade has been perfected to meet many problems previously thought to be unsolveable. The initial approved cartridge was very similar to the ones used in Europe in the nineteen sixties and since then has undergone a great deal of modification for our mines. These refinements in cartridge construction have been obtained by the close cooperation of resin manufacturers with mining personnel in perfecting pro- ducts customized to particular needs. This type of continuing program naturally necessitates a responsibility upon the resin anchor manufacturer to maintain a competant technical department. These roof control technicians by constant exposure to many of the most demanding underground problems, have developed through the years into leaders in successful applications. Today, Celtite has over twenty technically trained underground technicians with an accumulation of over one hundred years experience in resin anchors. Our documented technical reports are in excess of five thousand, involving over six hundred mines representing every major coal mining area in most mineable seams. This department has been the implement used to work with our research and development people in perfecting a continual line of improved resin anchors. This program has been a significant factor in leading the resin anchor industry into a position where approximately one third of the 1980 under- ground coal production used the fully grouted system. However, as gratifying as this accomplishment is, our experience has lead us to believe that there is an additional demand for a roof control system capable of combining the mechanical bolts ability to apply tension with resins proven superiority in anchoring. A significant number mines visited during the last decade had problems that we believed could be better answered by applying tension rather than the fully grouted approach. In most in- stances, their current mechanical installations were doing an adequate job until anchor slippage occured. Fully grouted systems solved this bleed-off problem. However, an acceptable number of falls still occured. In these some- what unique areas which we believe may amount to as much as fifteen percent of the total bolt installations, the need for improved anchors was a necessity. In developing this program we listed the ultimate requirements necessary for both the bolt and the anchor. These are for the bolt: A. Have one end manufactured so it can be grouted to the mine roof with polyester resin, obtaining a variable length from 12" to 36". B. Have a mechanism which allows the operator to tension the roof from zero to 10,000 psi. This mechanism should indicate if the roof is in compression and the bolt in tension. C. Have a mechanism which allows the operator to thoroughly mix the resin. D. The head of the bolt should not extend below the roof line any more than a normal mechanical bolt. E. Not require any extra tools for installation. F. Be bendable for use in low seam coal. G. Be durable and inexpensive. The ultimate point anchor resin should have the following characteristics: A. Have a mix and gel cycle which would compete with a mechanical bolt for speed of installation. B. Have a pull out strength in excess of a normal 5/8" mechanical bolt.

IN this survey of the progressive development (of education for the mineral industries throughout the United States, the review of .the history of each school has usually been completed wherever it is first mentioned, but the history of the schools in the cities of the eastern seaboard was not carried beyond 1870. It is necessary now to cover what happened during the period of approximately the last quarter of the nineteenth century in several of the schools in the east. Philadelphia Of Philadelphia, it has been related in chapter 4 that the Polytechnic College of Pennsylvania began offering a curriculum leading to the B.S. in mining in 1853; that the school did not prosper, and finally closed about 1890. The establishment of a Department of Mining, Arts, and Manufactures at the University of Pennsylvania in 1855-56 was also mentioned, but its history was not carried beyond 1860. In 1859 J. Peter Lesley was appointed professor of mining in the University of Pennsylvania. The son of a cabinetmaker, born in Philadelphia Sept. 17, 1819, he had taken his A.B. degree at the University of Pennsylvania in 1838 and then secured a position on the Geological Survey of Pennsylvania under H. D. Rogers. When the Survey was discontinued, in 1841, he went to Princeton to study theology, was ordained a Presbyterian minister and followed that career until 1852, when the Pennsylvania, Geological Survey was again started and he rejoined its staff. He published "A Manual of Coal and its Topography" in 1856, and studied at the École des Mines, Paris, in 1856-57. He published an 800-page "Iron Manufactures Guide" the year that he was appointed to the staff at the University of Pennsylvania. In 1863-64 a College of Agriculture, Mines, Arts and the Mechanic Arts was established, but it was not a separate school

"It is crucial to understand the mechanism of the collector interacting with the mineral surface in the presence of water molecules, which could influence the relaxation and electronic properties of sulphide mineral surface due to the proximity effect for narrow band gap of semiconductors. The adsorptions of three typical collector molecules (xanthate, dithiocarbamate and dithiophosphate) on the sulphide mineral surfaces in the absence and presence of water molecule have been simulated by density-functional theory (DFT). The calculated results show that the adsorptions of collectors on clean mineral surface in vacuum are not in agreement with the observed flotation behaviours. The presence of water molecules has a great influence on the adsorption of collectors. The analysis of density of states of the mineral surface atom suggests that the adsorption of water molecules could influence the electronic properties of mineral surface and consequently influence the adsorption between the surface and the collector molecule.INTRODUCTIONIn the separation of multi-metal sulphide ores, the selectivity of a collector is a key factor for the efficient recovery of the aimed mineral. Xanthate, dithiocarbamate (DTC) and dithiophosphate (DTP) are the most common collectors used in the flotation of sulfide minerals. Generally, xanthate exhibits powerful collecting property but lack of selectivity. While dithiophosphate and dithiocarbamate show the good selectivity in the lead and copper sulphide mineral flotation. The mechanisms of these collectors interacting with the sulphide mineral had been attracted many attentions and several mechanism based on experimental results had been reported (Chander & Fuerstenau, 1974; Fuerstenau, 1990; Raju & Forsling, 1991; Crozier, 1991; Bradshaw, Cruywagen & O’Connor, 1995; Guler, Hicyilmaz, Gokagac & Emekci, 2006). However, the micro-mechanisms of the selectivity of these three thiol collectors on different sulphide mineral surfaces are not fully understood."

The mineralogy and microstructure of mattes from the nickel flash smelter at Kalgoorlie, Western Australia, have been studied. The flash furnace matte consisted mainly of an intimate mixture of pentlandite and heazlewoodite with some nickel metal. The electric furnace matte was mainly an iron-nickel alloy with subsidiary pentlandite while the converter matte consisted mainly of heazlewoodite with crystals of nickel metal.

Explosions in U.S. coal mines have caused death and injury to miners and destruction of workings since the first reported explosion in 1810. These explosions are caused when buildups of explosive gas and/or dust in the mine are ignited by the presence of a flame or spark. Methane gas is inherently generated and held by adsorption in coal and is normally liberated during mining. Because this gas is explosive in the range of 5%–15% by volume, fresh air is constantly supplied to the working face to prevent the methane/air mixture from reaching this explosive range. The required amount of ventilation air is based on estimates of gas release under normal conditions. Occasionally, unanticipated and unusually high emissions are encountered, which, despite normal ventilation controls, result in an explosive mixture that a spark from a cutting bit or electrical equipment can easily ignite. Investigations have shown that such emissions are often associated with anomalous geologic features or conditions. Although most operators are aware that certain geologic features may adversely affect productivity, few are aware of their potential as a gas emission hazard. This report presents a historical framework detailing the impact of geologic features on excess gas emissions and resultant mine explosions. It also provides operators with specific information on recognizing and alleviating potential hazards from methane emissions related to these geologic features.2

To the miner, as well as to the geologist, the eastern part of Cuba is a most interesting region. Here we find, in contrast to the moderate relief predominating elsewhere in the island, an imposing mountain range, the Sierra Maestra, extending east and west parallel to the coast, its precipitous front facing the blue Caribbean Sea. In a geological sense this range is largely an unknown land, the only well-explored region being that in the vicinity of Santiago. The range also contains the most important mineral deposits of the island. They comprise, first, a series of iron deposits yielding a partly hematitized magnetite with low content of phosphorus; second, a remarkable copper-bearing vein at El Cobre; and third, various manganese deposits. Probably more deposits will be found, for the larger and western part of the range is as yet little explored and its slopes are covered by a thick tropical jungle. The following notes are based on a short visit by the senior author in January and February of 1914 to the mines at Daiquiri, El Cobre, and Mayari. Its southern slope drops abruptly to the sea, while on the north side a much gentler declivity leads down to the rolling plateau of Tertiary limestone which occupies much of the adjacent part of the island.
