The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) amended the Federal Mine Safety and Health Act of 1977 to improve the safety of mines. The MINER Act established a Technical Study Panel (the Panel) to provide independent scientific and engineering review and recommendations with respect to the utilization of belt air and the composition and fire retardant materials in underground coal mining (1). Because frictional heating is a common cause of belt fires, the Panel recommended that the Mine Safety and Health Administration (MSHA) evaluate the drum friction test to determine if such a test would contribute to conveyor belt safety beyond that provided by the Belt Evaluation Laboratory Test (BELT). This paper compares the results of the drum friction test to results from the BELT and large-scale tests for six different conveyor belts. The results are used to evaluate the drum friction test as a method to determine the fire resistance of conveyor belts.

The research examines the performance of uncoated and coated tungsten carbide-cobalt rock cutting bits. It aims to optimize process variables (cutting speed, depth, coating material) considering multiple output responses (cutting forces, specific energy, wear rate, material removed, angle of reaction forces). The study uses a hybrid optimization technique combining Taguchi design, grey relational analysis, and fuzzy logic. The optimal parameter combination was found to be cutting speed: 200 mm/s, cutting depth: 6 mm, and titanium aluminum silicon nitride coating.

"Among the electromagnetic surveys performed by SOQUEM in the last three years, a certain number of the more instructive cases have been chosen to illustrate the theory of electromagnetism by field examples of: (a) The depth penetration of the TURAM as compared to the SLINGRAM (Ronka) method. (b) The limitations of the TURAM as compared to the SLINGRAM method when a conductor dips the wrong way, or when it is small in size. (c) The expression of a shallow-dipping conductor in a SLINGRAM survey. (d) The effect on the SLINGRAM survey of deep ditches or reef structures.(e) A comparison between the CRONE and the SLING-RAM method in the Abitibi clay belt, by means of field and model studies, indicating a usually better signal-to-noise ratio for the SLINGRAM method. From the above and from other experiments, different electromagnetic methods are now being used by SOQUEM, depending on field conditions."

The kinetics of leaching galena with ferric chloride and ferric nitrate have been examined as a function of ferric concentration, salt concentration, temperature and particle size. Diffusivity of ferric complex ions was also established as a function of ferric chloride concentration and temperature. In the presence of 3 M NaCl, leaching rate is controlled by product layer diffusion when ferric chloride is added as oxidant. With NaCl concentrations less than 3 mole/liter rate decreases with decreased NaCl concentration, and, thus, rate is apparently not controlled by product layer diffusion. It is suggested that rate is controlled by lead chloride solubility at the reaction interface under these conditions. When ferric nitrate is added as oxidant, leaching rate is limited by chemical reaction control. An electrochemical model is presented. Activation energies are 8.1 and 11.3 kcal/mol in the ferric chloride and ferric nitrate systems, respectively.

Gold and lesser copper mineralisation are associated with porphyry-related vein systems periph-eral to two separate inferred intrusive centres north of Kainantu, Papua New Guinea (PNG). The intersection of NW trending structures, formed parallel to the Markham Fault, with NE trending transfer structures localise porphyry intrusions, and control vein distrib-ution.The Arakompa veins intrude pre-existing fractures in Akuna granodiorite, located proximal to an inferred porphyry. These veins are characterised by early quartz and later pyrite-chalcopyrite. Gold mineralis-ation is associated with Bi-Te phases in the sulphide veining. At Maniape, en echelon gash veins occur within the imbricate portion of a regional structure. "INTRODUCTION Conventional tailing storage and management practices typically utilize engineered facilities, such as ring dikes and valley impoundments. To reduce the environmental costs associated with disposing of mine wastes in tailing storage facilities (TSFs), several beneficial re-use strategies have been developed over the years. For example, thickened tailings have been used for paste backfill. It is common for tails to comprise up to 60% of the material’s total weight and it has been estimated that TSF volumes can be reduced by 60% when using this strategy, (Benzaazoua, et al. 2004). Other beneficial re-use strategies have produced unpaved temporary access roads, hot and cold asphalt, chip seals, self-compacting concrete, and golf course sand traps. This project sampled mine tailings from two different TSFs in Colorado and produced structural concrete that could potentially be used for commercial foundations, sidewalks, and paved roads. The tailings were substituted for the fine aggregates typically found in conventional concrete. The two main objectives of this study were to investigate the structural integrity of the produced concrete samples and the leaching of heavy metals from the resulting concrete. The ratio of tailings to fine aggregate (T/FA) was carefully studied to find if there was a correlation between the substitution rate and the structural integrity. The potential maximum substitution rate was also investigated for the produced concrete specimens. The potential of leaching mining impacted water (MIW) was evaluated by comparing the leachability of the raw mine tailings to the encapsulated tailings by using standard shake extraction prediction tests. MATERIAL AND METHODS Materials The four components that make up the concrete mix design for this project are: cement, coarse aggregate (gravel), fine aggregate (sand and mine tailings), and water. The type I/II ordinary Portland cement (OPC), gravel, and sand came from local cement and concrete companies in Denver, Colorado. Mine tailings were collected from two different TSFs in the Rocky Mountain Region, where Pride of the West TSF in Silverton, CO will be denoted as Site A. The primary metals of interest at the mill site are gold, silver, lead, copper, and zinc. The location of Site B will not be mentioned in this report due to confidentiality agreements with the mining company"

George E. Collins, Nacoochee, Ga. (communication to the Secretary): The results tabulated below were obtained at the Reynolds mill, White county, Ga. They were noted, not with a view to investigating the point discussed by Mr. Clark, but in course of a test on a working scale to determine the com parative saving from a given free-milling ore on copper and silvered plates respectively. In every case the bullion assayed was the result of a separate clean-up on a considerable quantity of ore. The ore varied widely in grade and in other respects, but the runs bracketed in the table were made at the same time, in adjoining batteries, and on similar types of ore. In a * Result modified by the addition to the bullion-shipment of a little impure bullion left over from previous clean-ups.. On these occasions, the strips of copper were removed from the tables, and: their lower surfaces were cleaned. Hence the higher yield reported.

Great cities, such as Pittsburgh, are starting to enforce laws against violators of smoke ordinances. The substitution of low-temperature coke for bituminous coal in household heating is a most promising field for helping to eliminate the smoke nuisance. This Information Circular is written to assist in the very worth-while effort to reduce atmospheric pollution. Herein are de- scribed recent German developments in the production of low-temperature coke. Operating and cost data are given on German commercial-scale low- temperature carbonization plants.

The United States Bureau of lanes, in cooperation with the Natural Gas Department of the American Gas Association, has been studying actively for the past several years the problem of the flow of natural gas through high-pressure transmission lines. Numerous data on gas flow through pipe lines under many conditions of operation have been obtained by carefully conducted tests, and these data, together with all other available information, have been analyzed Carefully to secure practical facts for the use of operators in designing pipe lines and determining the effects of different operating conditions on pipe-line capacities. The first procedure in initiating this problem was to review, compile, and analyze all of the existing data on the flow of natural gas through pipe lines. Actual data applicable to pipe and operating conditions normally used in the transmission of natural gas were meager, and the several pipe line flow formulas developed by different investigators gave widely varying results when applied to problems of pipe-line design. Therefore, further experimental work under conditions comparable to those found in transmitting natural gas was essential before any definite recommendations could be made. The problem, as originally planned, included flow tests on pipe lines in operation, and in each test the measured delivery vas to be compared with the delivery calculated from several common pipe line flow formulas.

Operating CIP/CIL gold recovery plants in the arid regions of Western Australia face unique challenges due to water and ore quality issues. The presence of cations of Mg, Fe and Cu metals in water supplies and leached sulphide ores can have considerable effect on plant consumption of lime and cyanide, due to pH buffering and complexation effects. Reagent costs are critical to many of these operations. In this paper, computational modelling is used to analyse a number of process options to mitigate such issues. This requires careful consideration of the chemistry of the process system, and the ability to predict accurately the response of speciation and precipitation reactions to changing process conditions. The Mg-Fe-Cu-CN-H20 system is specifically modelled in this application. The Gibbs Free Energy Minimisation thermodynamic framework has been selected to model equilibrium phenomena. Furthermore, this approach has been extended to the process flowsheet level, incorporating multiple unit operations and recycle streams in a steady-state mass balance model. The Gibbs equilibrium composition module of HSC Chemistry software has been successfully integrated into the commercial flowsheeting package SysCAD. Consideration of the Gibbs Energy Minimisation capabilities of other flowsheeting packages has also been given. This approach has been successful in simulating the aqueous process chemistry typical of such plants. It has resulted in a predictive capability where equilibrium states respond appropriately to process changes. Potential cost savings may be identified by examining alternative process conditions to minimise overall reagent consumption.This methodology may be extended to other hydrometallurgical plants where issues of solution ideality, temperature and other equilibrium processes are sufficiently understood.

As freshwater resources are becoming scarce, the use of seawater as replacement of fresh water is appealing in order to make mineral processing operations more sustainable. Since froth stability plays a critical role in determining the performance of flotation operations, there is an urgent need to study the effect of frother dosage and seawater on froth stability. In this study, flotation tests in seawater were conducted to examine the effect of frother’s dosage (MIBC) on the froth stability and flotation performance of low-grade phosphate ore. The stability of the froth layer was assessed by measuring the froth growth velocity and the froth maximum height at equilibrium. Results indicated that the best flotation performance was obtained at 75 g/ton of MIBC where ~ 90% of phosphate minerals were recovered. At this recovery value, the concentrate grade was determined to be ~ 70%. Results from froth stability experiments showed that the stability of the froth layer increased by increasing MIBC dosage. At MIBC dosage of 75g/ton, the calculated values of dynamic froth stability and the froth height were ~ 0.4 cm/sec and 16 cm, respectively.

Stone columns are used in geotechnical site remediation to increase load-bearing capacity and reduce settlement of foundations. Stone columns also improve slope stability and increase the shear strength of a soil. A very challenging problem is to characterize the in-situ shear wave velocities from data acquired from Downhole Seismic Testing (DST) after the insertion of stone columns. DST is an important geotechnical testing tool for site characterization that provides low strain (<10-5) in-situ interval compression and shear wave velocity estimates, but the postanalysis of seismic data acquired from DST in the presence of stone columns is very challenging due to the resulting complicated in-situ soil conditions. To obtain the right results it is necessary to use an algorithm that incorporates source wave raypath refraction. Starting with the Normal Moveout Seismic Cone Tomographic Testing (NMO-SCTT) algorithm developed some years ago, this paper outlines the modifications and additions made to this NMO-SCTT algorithm to facilitate stone column site characterization. To dramatically reduce the optimal solution space for the estimated interval velocities the paper also described a priori conditions that are applied based on the unique nature of the stone column site conditions.

The rates of return on investment are examined for several major Canadian mining companies. Because we are dealing with a highly cyclical industry, subjected to widely fluctuating metal prices, rates of return are examined over a 20-year period. Conveniently, the first decade examined reflects the period when the industry enjoyed incentives to develop deposits; during the second decade, incentives were reduced and the industry became the most heavily taxed industry in Canada. The high rates of inflation since 1973 have distorted the real rates of return on investment if one considers replacement cost.

The abstract discusses the extraction of silica from nickel laterite ore using a hydrothermal process with sodium hydroxide. The effects of reaction temperature, time, and NaOH-to-ore ratio on silica extraction were investigated. The optimal conditions were determined, achieving over 98% silica extraction. The mechanism involves the reaction of Si in lizardite and quartz with sodium hydroxide, forming sodium silicate solution. Other metals like Mg, Fe, and Ni are enriched in the residue.

In an attempt to develop technology to use domestic resources in place of imported bauxita, the Bureau of Mines investigated sulfurous acid leaching to extract alumina from kaolin. The process consists of leaching the calcined kaolin with a 30 wt-pct S02 solution at 60° C and 160 psig for 17 hours, fil¬tering the leach slurry, precipitating monobasic aluminum sulfite from the filtrate at 110° C and 60 psig, a& decomposing the sulfite in the spent liq¬uor at 150° C and 55 psig to produce crude alumina. Purification of the crude alumina was accomplished using a modified Bayer process. Results from closed-circuit tests employing the sulfurous acid process showed that overall extraction of alumina from kaolin was 67 pct. Production of 1 ton of alumina would require 3.6 tons of calcined kaolin, 0.7 ton of sul¬fur dioxide, and 8.4 tons of water. After purification by a modified Bayer process, the alumina product contained the following; impurities, expressed in weight-percent: Fa203, 0.009; S, 3.6; Si02, 0.07; Ti02, 0.002; K20, 0.017; and P205, 0.03.

At the 25th Annual B.C. Mine Reclamation Symposium in September 2001, Huckleberry Mines Limited received the Jake MacDonald Reclamation Award for its exemplary mine waste management plan, conceived to prevent the onset of acid mine drainage and facilitate reclamation of the site. The mine is an excellent example of a total mine waste management plan, with all materials scheduled in detail for the life of the mine. The filling plan for the waste management facility takes into consideration the requirement for permanently flooding the potentially acid generating rock. From an acid generation point of view, the tailings fall in the zone of potentially acid generating material. To avoid long-term ARD concerns, it is planned to float pyrite out of the tailings towards the end of the mine life, thereby generating a non-acid generating tailings stream which will be used to cap the deposited mine waste. The pyrite-rich tailings will be discharged into the deeper portion of the impoundment. On closure, a permanent water cover will be maintained over the mine waste. Only beaches of non-acid generating tailings will remain exposed. Mining will be phased to also allow one of the pits to provide storage for potentially acid generating rock and to be flooded at the end of mine life.

ALTHOUGH the first colonists in the area that is now the A United States, whether Spanish, French or English in nationality, were usually keenly interested in the possibilities of mineral wealth, it is a curious and interesting fact that none of them happened upon the mineral deposits that eventually were to make this the greatest mineral-producing country; up to 1800 it would probably have been rated as rather poor in minerals. Spanish explorers traversed the southeastern United States with- , out finding the Appalachian gold deposits that aroused so much interest in the early nineteenth century; Coronado sought in vain for the seven golden cities of Cibola; and the important gold \ deposits of California were not discovered until the political sovereignty of the region had passed from Mexico, which had held it for three centuries. The French also held Canada for nearly two centuries (and the British for another century) without finding the mineral deposits in Ontario and Quebec that now are so important. Though they knew of the copper of the Keweenaw peninsula, the lead ores. of Wisconsin and Missouri, and the coal of Illinois in the seventeenth century, these deposits were all too remote for exploitation. In the area held by Great Britain, iron smelting was planned at Jamestown as early as 1619 and was actually begun at Lynn, Mass., in 1643. The industry grew slowly, at first, but had reached considerable importance before the Revolution. Commercial bituminous coal mining began about 1750 in Virginia but anthracite mining in Pennsylvania was not started until 1800. As a result there was naturally little interest in the technical aspects of mineral prodnction here before 1800 by any except the few people who were actually engaged in it. "I. INTRODUCTIONA mechanism which is present in leukocytes and capable of releasing histamine from rabbit platelets was first described by Barbaro and Zvaitler in I966. A soluble mediator between rabbit leukocytes and platelets was also detected by Siraganian and Osier in 1971. This factor was isolated and characterized in 1971 by Benveniste et al. and named platelet activating factor i PAF). It was shown to be released from rabbit basophils through an antigen - IgE-dependent mechanism. The presence of PAF in human leukocytes' and its aggregation and releasing effects on human platelets were also demonstrated. Chemical analysis has shown that PAF is a glycerophospholipid with a choline polar head group. an ester-linked acyl chain at the second carbon and a nonester link at the first carbon.' The structure of the mediator was found to be 1-O-alky1-2-acetyl-sn-glyceryl-3-phosphoryl choline and it has been chemically synthesized.""' A variable portion exists in the alkyl group attached to the first carbon which can have a variety of molecular sizes such as C and C (where Cu is more abundant). Recent work by Pinckard et al."" has shown that there are at least five variations of the alkyl group.PAF has been shown to have a broad range of biological effects. Release of PAF from alveolar macrophages may be important in asthma, allergy, and shock states. In a rabbit model of antigen IgE anaphylaxsis. PAF can induce all of the effects of antigen challenge and. therefore is presumed to be a key mediator in production of anaphylaxsis. This paper describes the application of modern data-analysis tools, such as data mining, to determine a representative cost driver for haulage activity. This cost driver was subsequently used to trace incurred haul costs by bench for openpit optimization. For this purpose, large amount of previously unused cost and production data from an open pit mine was extracted, loaded, transformed and integrated into a data warehouse. Predictive modeling was performed using Microsoft Decision Trees algorithm to compute expected unit haul costs by bench for future mine expansions. Finally, a sensitivity analysis was carried out to determine the effect of two cost drivers (if any) for incremental haul costs in the final pit outline process.
