This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. Lignite deposits of Central Otago Miocene Dunstan Formation accumulated on a broad alluvial plain and on deltas that flanked a large freshwater lake. The regional subsurface distribution and configuration of the lignite-bearing strata are identified within the context of depositional systems and placed into a genetically defined stratigraphic framework. The stratigraphic and depositional models constructed, should form an integral part of the geological assessment process to guide future regional or mine based lignite drilling programmes. Further testing and evaluation of the commercialy important lignite deposits in the Blackstone and Roxburgh Coalfields are required to adequately characterise the lignites and their geological setting, particularly to select methods of mining and wise uses of the lignite.

Acid mine drainage (AMD) is a perennial problem particularly in abandoned mines, occurring due to the oxidation of sulphidic mine wastes. AMD is usually characterized by high concentration of dissolved metal ions, sulphate and low pH. The efficacies of substrates such as rice husk and the bark of Eucalyptus tereticornis (Sm.) are assessed for the removal of metal ions such as iron, zinc and copper from acid mine water obtained from an abandoned copper mine. Over 99 % of Fe, 98 % of Zn and 95 % of Cu removal could be achieved from acid mine water, with a concomitant increase in the pH value by three units using rice husk as an adsorbent. With respect to tree bark as an adsor-bent, about 96 % of Fe, 75 % of Zn and 92 % of Cu could be removed from the acid mine water with an attendant increase in the pH value by two units. The free energy of adsorption of the metal ions onto rice husk and tree bark is found to be negative in both the cases, while the adsorption process is endothermic in the case of rice husk and exothermic for tree bark. The adsorption process is found to adhere to the Lagergren pseudo-first order rate equation. The reduction of sulphate con-centration in the acid mine water is achieved using a typical sulphate reducing bacteria namely De-sulfotomaculum nigrificans. Desorption experiments indicate that about 88 % of Zn, 87% of Cu and over 77 % of Fe could be recovered from rice husk and over 70 % of Fe, 82 % of Zn and 77 % of Cu could be desorbed from the metal loaded tree bark using 5 M HCl. The possible mechanisms of metal ion and sulphate removal from acid mine water using rice husk and tree bark are discussed.

Laboratory leach tests have been carried out by the Australian Atomic Energy Commission to compare the effectiveness of Caro's acid (permonosulphuric acid) as an alternative oxidant to pyrolusite in the leaching of uranium ores. Results demonstrated that Caro's acid reduced acid consumption in leaching and the lime required for neutralisation of tailings liquor. The uranium extraction was unaffected by choice of oxidant.Following this study, Interox Chemicals Pty Ltd arranged a plant trial using Caro's acid at the Nabarlek uranium mill of Queensland Mines Ltd. The trial confirmed that significant savings in acid and lime usage can be achieved under plant conditions.Plant operations also demonstrated that Caro's acid has a number of significant operating advantages over pyrolusite.Queensland Mines Ltd have recently decided to convert their leaching process from pyrolusite to Caro's acid. The new system is expected to be fully operational by mid 1983.

Automation technologies are increasingly adopted in different mines world-wide. This paper presents the technical aspects of vehicle automation applications at two Noranda operating mines. Teleoperation of 5 LHDs at Noranda?s Bell Allard mine is used in order to meet aggressive mining requirements under difficult conditions. The equipment is performing under high demand for reliability and performance. In order to further increase performance, automated loading has been commissioned on one of the LHDs and is being tested. Results to date indicate improved performance with respect to an operator through better filling of the bucket, fewer passes at the muck pile and shorter cycles. Noranda?s Brunswick mine is currently commissioning an automated haulage zone where two optically guided trucks transport ore from a remotely operated chute to two ore passes. Expected operational advantages include increased system capacity and enhanced safety and comfort for the operator. Monitoring to date indicates that the trucks can operate reliably under the conditions imposed by mine production.

"HISTORY Tube bundle systems have been used in the coal mining industry for gas detection since the 1960’s. At the time there were developments were underway for improved gas monitoring systems. The primary gas detection systems in use were the flame safety lamp, colorimetric stain tubes and the taking of samples for analysis by gas chromatography. The MSA D6 hand held methanometer was approved in the UK for statutory methane measurements in 1972 and became very popular due to its smallness and simplicity of use. In 1973 Sieger Limited also developed a BM1 methanometer which could be installed underground and relay methane concentrations to the surface. Similar developments were underway for carbon monoxide detection and one was developed in 1982 by the Yorkshire Regional Laboratory of the NCB commercial development was undertaken by Sieger Limited who named it the ‘SCO1’. The UNOR 1 carbon monoxide and methane analyzers were approved for underground use in the United Kingdom in the late 1960’s.5 The technique was developed by Dr Luft of Bergbau-Forschung Essen and the equipment was manufactured by Maihak in Germany. The apparatus was flame proof and provided an intrinsically safe output which allowed the result to be telemetered to the surface through colliery communication systems. Both analyzers work on the same principal and each of the gases adsorb a certain wavelengths of infrared radiation. The detector measures the residual transmitted radiation and determines the percentage of gas present in the sample. These flameproof versions had proven to be robust and reliable. The UNOR 1 had been used in the Saar region of Germany and Scotland in the UK. The development of tube bundles for hydraulic controls enabled the development of the tube bundle gas monitoring systems we know today. A bundle of tubes are taken underground through a shaft, a borehole or drift then distributed to the required monitoring points. This enabled the ongoing monitoring of the underground environment when the power was isolated at 1.25% CH4. In 1972 the United Kingdom (UK) National Coal Board (NCB) produced a hand book for tube bundle systems which was subsequently updated in 1974. This is a useful guideline into the operational aspects of tube bundles systems at coal mines6. Many of the processes identified are being followed today. The United State Bureau of Mines (USBM) prepared a circular similar to the NCB handbook on tube bundle systems.7 The circular was prepared by Litton C and it was targeted at the design criteria for tube bundle the systems. The circular also states that “pneumatic monitoring systems can be used to monitor for hazards that develop quite quickly”."

Así, el conocimiento obtenido por Codelco realizado en el norte y centro de Chile, ha generado la formulación de modelos de exploración predictiva durantes los últimos diez años. Dichos modelos incorporaron el conocimiento logrado en el nivel de cada yacimiento individual, los entornos distritales y las franjas metalogénicas donde estos ocurren. En consecuencia, esta experiencia obtenida por Codelco y el reconocimiento de la continuidad en Chile, se extiende en el Perú y se presenta como una oportunidad de interés para el desarrollo de programas de exploración a futuro.

Filtration using Ceramic Foam Filters (CFFs) is a method widely used to separate inclusions from molten aluminium. In the present work, the specific permeability and form drag coefficients of nominal 50 mm thick commercial Al2O3- based CFFs, of grades 30, 50, 65 and 80, have been calculated from pressure drop experiments using high (60–500 mm s−1) and low (0.2–10 mm s−1) water velocities. Moreover, 2D axial symmetric Computational Fluid Dynamic (CFD) models have been developed, using COMSOL Multiphysics® to validate the experimental results. The empirically obtained values were defined as global parameters used to model the pressure, as well as the velocity fields in the water pipes and in the CFFs. The modelled pressure drop over the filter thickness for the high water velocity experiments showed < ± 1% deviation from the corresponding experimental results for all CFF grades. Moreover, the developed model also showed good agreement with the experimental results obtained from the low water velocity experiments, where the deviation of the pressure drop for the CFF samples of grade 30, 50 and 65 were ≤ ± 4.6% and for CFF samples of grade 80 ≤ ± 13.4%.

Another major aluminum company announced intentions to follow other domestic producers recent price actions by raising its unalloyed ingot quotes by 3¢ to 44¢ per pound, effective June 1, 1976. COBALT: All final data for 1975 are included in the table for cobalt on page 23. Demand in March increased significantly for the second month in a row, signaling a recovery from the previous year&apos;s relatively low demand levels. Imports of cobalt tripled in March over those of February. This should partially offset reduced sales of cobalt excesses from the National Stockpile. Import projections for the next several months have been lowered because transportation difficulties in Zaire are expected to result in reduced shipments.

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . Frothers are surfactants used in floatation to aid generation of small bubbles. Studying events at the moment of bubble creation is a challenge because of the short time frame. This presentation introduces a novel acoustic approach. The technique has the resolution capable of detecting events that occur within 1-2 ms. The transition from coalescence to non-coalescence is tracked as a function of surfactant concentration and gas rate through the capillary. Results are given for some common flotation frothers and n-alcohols (C4-C8). A stress model is used to give a qualitative explanation to the observed action of frothers on coalescence prevention. Results for salt (sodium chloride) are included for comparison).

This paper describing the mining practices at the Old Dominion mine, Globe, Ariz., is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various minim districts in the United States. The Old Dominion mine is situated in the eastern port of the Globe-Miami district, about 1-1/2 miles north from the center of the town of Globe. An average of nearly: 1,200 tons per day was mined during 1928. The prevent production is about 1,500 tons per day; of this amount,, approximately 100 tons is direct-smelting ore that is shipped to the smelter at Miami and 1,400 tons milling ore which is treated in the company?s concentrator at Globe. About 600 men are employed at the mine.

During recent years, there have been frequent investigations on the geochemistry of biotite. This work has emphasized, and no doubt was prompted by, factors related to mineral exploration, particularly for those deposits of the porphyry copper type. A large number of papers have been devoted to the obtainment of trace-element data from plutonic biotite. These data have been used to extract primary geochemical information pertaining to the parent magna and the hydro-thermal system which together give rise to porphyry copper deposits. In two early works, Putman and Burnham (1963) and Parry and Nackowski (1963) analyzed base metal contents of ferromagnesium minerals, primarily biotite, from various barrenfmineralized plutons of the Basin and Range Province. One similar conclusion from the two studies was that the Cu, Zn, and Pb contents of magmatic biotite served as indicators of ore development within the granitic rocks genetically related to ore. This theme was then pursued vigorously by a number of authors until the present time. Results, however, have been contradictory, as reviewed by Coope (1974). For example, studies by A1 Hashimi and Brownlow (1970), Lovering et a1 (1970), Putman (1972), and Graybeal (1973) continued to support positive primary relationships between the trace-metal content (usually copper) of biotite and associated sulfide mineralization. By studying biotite in close spatial association will sulfide occurrences, Putman (1972) and Graybeal (1973) developed models for base metal partitioning in magmatic systems based on their discovery of inversely distributed copper between silicate (biotite) and sulfide phases. Conversely, research by Bradshaw (1967) and Blaxland (1971) plus the recent findings of Parry and Jacobs (1975) and Kesler et a1 (1975) found little if any evidence to support a correlation of biotite base-metal or

Analyses of statistical data indicate that haulage accidents are one of the largest sources of injuries and fatalities in underground coal mines, and that the rate of accidents in transportation has been increasing during the past few years. These previous analyses were performed by correlating accident or fatality data at a rather high level of miner activity. In this present investigation, underground surveys were made by observing conditions and activities in some detail at a rather low level of activity in an attempt to understand factors contributing to hazards in the specific situations observed. The aim of the current study was to derive preventive measures that might obviate the hazardous conditions and unsafe acts observed; and, following this, to provide recommendations for additional research and development to reduce accident potential in underground transportation. The major project tasks are diagrammed together with the task outputs in figure 1-1. Initially, a preliminary study of ell underground haulage operations was performed in order to establish the kinds of data needed and to provide the rationale leading to the data requirement. At the same time, the various types of haulage equipment used for each operation were defined. A preliminary analysis of each type of haulage operation was performed in order to establish the sequence of tasks required to operate haulage equipment. These tasks were transferred directly onto observation forms, and were used in developing interview forms. In parallel with the task analysis, a review was made of accidents and hazards that might occur during each type of operation.

A model was developed of a CIL/CIP circuit for recovery of gold and silver. The model uses a simple two rate representation of the leaching kinetics. Parameters for the leaching kinetics may be simply obtained by sampling the feed to a circuit and the tailings from each tank and assaying the solids for both gold and silver to obtain the assay profiles of the solids down the tanks. The parameters in such a leaching model would be expected to be a function of the ore type, the grind, whether oxygen was used and the general chemical environment. These parameters are primary inputs to the model for any simulation. Standard power law relationships are used to express the practical equilibrium between the gold and silver cyanides adsorbed on the active carbon and the tenor of the solutions. The parameters for this may be derived from solution and carbon assays for the same set of samples. The model is constructed by writing a mass balance for gold and silver in and out of each tank in the train and for the circuit overall. Other inputs to a simulation are the feed rate of ore, per cent solids of the slurry in the tanks, gold and silver loadings of the input æbarrenÆ carbon and the rate of movement of carbon through the circuit counter-current to the slurry. With appropriate practical parameters the simulation is able to reproduce typical tank profiles.

The Granites Gold Mine Callie gold deposit is located 550 km northwest of Alice Springs in the Tanami Desert. Gold mineralisation occurs due to a complex interplay of geological factors which include but are not limited to favourable lithology, structure, alteration and quartz veining. High-grade mineralisation, while pervasive under favourable conditions, is highly variable over short distances and is very nuggetty. In contrast, the lithology and geological structures that host the mineralisation are very continuous. Orebody modelling techniques have evolved over time because of a growing understanding of the mineralisation controls. Modelling issues such as sampling and assaying accuracy, modelling method, data density, gold population statistics, geological interpretation and domaining, grade boundary and calculation conditions, and model block size are constantly being reassessed in an effort to increase understanding of the mineralisation controls and modelling accuracy. The evolution of the modelling process in response to increasing data levels and a growing understanding of the mineralisation controls has resulted in changes to the perception of the orebody size and style. This has caused the choice of underground mining method to be revised several times and the process to final mining method selection to take longer than usual. In order to achieve the planned production start-up date of July 1998 the process has been allowed to progress in parallel with development of the underground mine. This paper describes the resource modelling and mining method selection process applied to the Callie underground mine and some of the issues which have contributed to its evolution. Some conclusions that are relevant to the efficient planning and development of new mining projects in general are presented.

In 2004, the engineers at the Deer Creek Mine located near Huntington, Utah initiated the ventilation planning to exploit a remote area of the mine?s reserves. This area was located under a mountain which would not allow for the incorporation of an additional shaft or portal access near the proposed longwall panels. With this constraint along with the desire to maintain a two entry gate road system and the expected condition of frequent coal wash outs a ventilation plan was established. Different options were examined that included; increasing the current exhaust fan power, adding another exhaust fan installation, converting the ventilation fans in the active portion of the mine to a forcing system, and modifying the ventilation system in the active area of the mine to a push-pull system. The push-pull ventilation system was ultimately selected. This paper details the design process of the ventilation system upgrade, the procurement process for the new fans, and the new fan startup testing.
