The paper presents an optimal mine planning system designed to simultaneously optimize all the underground mines of large South African gold and platinum mining corporations. The system, code named PlanIT-OPTIM, is a multi-stage solution involving the use of adetailed 3D CAD-based mine planning system (CADSmine™V4). The mine design and scheduling rules defined in CADSmine™ are responsible for simulating mining sequencing, rock mechanics, and ventilation, etcetera. Feasible production ranges generated by CADSmine™ and various high-level mathematical models are used as inputs to a mathematical optimization engine. The optimization engine produces optimal production profiles (i.e. key business indicators such as tonnages, mineral and areas extracted per time period) by maximizing net present value. Other objectives such as profit continuity, production continuity and maintaining available reserves can also be specified as optimization criteria. The final step in the PlanIT-OPTIM process is to convert the optimal production profiles into practical and attainable business plans. This is achieved through the CADSmine™ Detail Optimization Engine that modifies the original CADSmine™ schedule to match the optimal production profiles. With current methods it is an impossible task to find the best business plan for a mining corporation in any reasonable period of time should conditions change (e.g. gold prices, exchangerates, grade estimates, etcetera). The fast turn around time achieved through PlanIT-OPTIM makes it possible to do several ‘what-if’ scenarios in a reasonably short time. PlanIT-OPTIM has already been used in the gold mining industry to find optimal business plans for a mine.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in and above an operating coal mine, McElroy Mine, located near Moundsville, West Virginia. The electromagnetic environment created by 300 volt dc and 480 volt ac machinery was measured. In one technique noise was measured over the entire electromagnetic spectrum of interest for brief time periods. The noise was recorded using broadband analog magnetic tape. The noise data was later transformed to give spectral plots. In the other technique, noise amplitudes were recorded at several discrete frequencies for a sufficient length of time to provide amplitude probability distributions. The specific, measured results are given in a number of spectral plots and amplitude probability distribution plots.

Alcan Rolled Products at Oswego, New York, commissioned Recycle II during May of 1995. Recycle II is an advanced technology UBC recycling facility designed to meet the most stringent environmental standards enforced to date in the United States, particularly with respect to NO, and particulate emissions. This paper addresses the exacting requirements and strategies of Alcan's Recycle II project andThorpe Technologies' design considerations and solutions for the supply of environmentally favorable melting furnace and delacquering systems. The furnaces are equipped with low NOx regenerative burners and furnace pressure and hearth gas flow controls designed specifically for processing the hearth gases through baghouses. The delacquering system is a new generation Apros concurrent flow unit designed for low NOx emissions.

"The yearly production from the Asbestos Hill pit is 1,550,000 tons of asbestos ore, with a yield varying between 18 and 20 % . The orebody was exposed at the top of a hill, and initial production started without having to remove any overburden. The projected ratio of barren rock to ore, based on the present orebody, was 2 to 1. However, as it was necessary to push back the upper benches, this ratio has changed to 3 to 1. The final pit will be 2,300 feet long by 1,000 feet at the longest and widest points. The final depth will be 680 ft. A pit slope stability study was carried out and an average wall angle of 60-70 degrees must be maintained. Preshearing of final pit limits will produce good wall stability. Permanent access ramps will be 60 ft wide, with an 8 % maximum grade. Geological conditions and the low rock temperature are the major causes of the operation's drilling and blasting problems."

Proper illumination is critical to a miner?s ability to detect hazards in underground mines. Moving hazards are often located in the miner?s peripheral field-of-view, while slip/trip/fall hazards are often located in the forward field-of-view. The objective of the research described in this paper was to determine if light-emitting diodes (LEDs) improve visual performance as compared to traditional incandescent (INC) cap lamps. The research presented focuses on comparative studies of a National Institute for Occupational Safety and Health (NIOSH) prototype LED, a commercial LED, and an INC camp lamp. Thirty subjects participated in these studies; ten subjects in each of the age groups: 18 to 25 years, 40 to 50 years, and 51+ years. Visual performance was quantified by the subjects? speed and accuracy in detecting hazards, while visual performance for disability glare was quantified by the use of contrast sensitivity tests. Results suggest that LEDs with a visible spectrum containing a higher concentration of the shorter wavelengths can enable visual performance improvements with respect to disability glare, the detection of moving hazards in the peripheral field-of-view, and the detection of floor hazards in the forward field-of-view. The NIOSH prototype LED cap lamp provided the best visual performance improvements for the older age groups in every test. The calculation of the dose to the bronchial epithelium, lungs and other body tissues from exposures to airborne radon and thoron daughters requires a knowledge of the pattern of deposition in the respiratory system and clearance from it. Exposure to radon or thoron daughters is measured in units of Working Level Months (WLM), which is independent of the aerosol particle size, the fraction of daughters that are attached to the aerosol and the degree of disequilibria between the daughters, and age and breathing rate of the subject. These factors will influence the deposition and clearance, and hence dose. It is therefore of interest to find the relationship between WLM and calculated dose as a function of aerosol size, unattached fraction, and disequilibria, and of age and breathing rate, and to define ranges for these parameters for which WLM is an acceptable measure of the risk. This presentation briefly reviews the two dosimetry models being considered by a current Nuclear Energy Agency (OECD) Working Group, and using these models, defines limits on parameters for which the WLM is applicable.

A testing program was conducted to design a cemented backfill fur hydraulic placement in underhand cut and fill mining of a steeply dipping coal seam. The testing evaluated the use of three different backfill aggregates, locally available at the coal mine, with Portland cement and five different pozzolans, including a Class F fly ash, a Class C fly ash, a cement kiln dust and ground smelter slag. Both viscosity and uniaxial compressive strength of backfill mixtures with different pozzolan and Portland cement contents were used to evaluate their suitability. Based upon the results of preliminary testing, an optimum mixture of alluvial sand with six percent Portland cement and ten percent Class F pozzolan was chosen for further compression testing.

Environmental and regulatory authorities are increasingly requiring that precious metals heap leach piles be contoured before they are abandoned so they may present a more "natural" look to the eye. Depending on the ore type, many of these contoured heaps will be subject to substantial erosion by precipitation events, native plants will have difficulty in establishing themselves and slimes be washed onto surrounding areas or into watercourses. This paper presents the argument that the results of contouring heaps are counter to good environmental practice. Calculations which have been made demonstrate that leveling and berming the heap tops as well as berming the edge of each lift or setback will effectively prevent water erosion and promote the growth of native plant species.

This report presents the results of the economic analysis of several applicable alternatives to increase airflow in four underground coal mines. Pressure-quantity surveys were conducted underground and measurements were also made at the main mine fan(s). The existing ventilation networks were modeled using the modified Penn State ventilation simulator. The applicable alternatives were simulated. Performance data obtained from these simulation runs were utilized to conduct the cost-effectiveness analysis. The costs for each of the alternatives included capital, operating and maintenance costs. These costs were expressed as annual ventilation costs per active section in terms of dollars per elm taking into account the economic life associated with each of the alternatives. The benefits were expressed as increased airflow quantity in the critical sections. A section of this report also deals with comparison of simulator predicted air quantity values against air quantity values measured underground. The computer outputs for each simulation run are presented in Volume II of this report.

Researchers at the U.S. Bureau of Mines conducted a long-term groundwater monitoring and site characterization program at an abandoned 10-ha, acid-producing, copper-gold tailings impoundment in north-central Washington State. The purpose was to investigate contaminant release and transport, and attenuation mechanisms in the tailings, sediments below the tailings, and gravels downgradient of the impoundment. This report summarizes the monitoring results and physical properties of the tailings, the sediments below the tailings, and the groundwater system associated with the tailings. Water samples from the vadose and saturated zones of the impoundment were analyzed for 15 constituents. Concentrations of the same constituents were determined in water samples up to 3 m beneath the impoundment and in the shallow colluvium and deep bedrock at 76, 335, and 550 m downgradient and 168 m upgradient. Constituent concentrations within the tailings are quite variable and are influenced by pH, depth of oxidation, grain-size differential (surface area), hydraulic gradient, groundwater mixing, and the presence of hardpan layers, carbonaceous material, and organic matter. Most of the metal constituents decreased to background or near-background concentrations in the farthest downgradient well.

Mr. Geo. W. Bain: Dr. H. C. Cooke's discussion of 'The Geology and Mineral Deposits of the Harricanaw and Bell River Basins' possesses many of the elements of a good political address; perhaps his long residence in Ottawa has some bearing upon his method of discussing geological work. The three essential parts of the address are all included. First, the plank - "Contributed discussion on the Geology and Mineral Deposits of the Harricanaw and Bell River Basins"; second, the personal attack upon the opponent, to show antipathy to the opponent as well as to his ideas; and third, controversion of a number of statements, which have been made to appear as planks of the opponents platform, even statements and work which are in no way connected with one under discussion. In the following pages, I will confine my attention to a defense of my work in the Harricanaw and Bell River basins, leaving discussion of the other areas mentioned by Dr. Cooke until results of the re-surveys are published. It is intimated that it was impossible to make a geological examination of an area of 1,600 sq. miles on a scale of four miles to the inch (base map supplied) in three and a half months, because "the area is accessible only from the railway along the northern edge together with a few roads close to it, and from rather wide separated streams?. There is one way, known to most geologists, whereby a place can be reached other than by railway coach or motor boat, and that the oldest of all -- walking. Most of the region was reached in this fashion. The boundaries of all the 18 townships included in the map are surveyed, nine are divided into lots, and the north-south and east-west centre lines of most of the others are surveyed and have mile-posts placed.

The purchase of mechanical equipment for mines is not unlike the purchase of other materials or supplies in general principle, but on account of the major part such equipment plays in the operations, and of the fact that life and valuable property are at stake, the matter demands the most careful attention on the part of the purchaser. The problems and difficulties encountered are dealt with below in their sequence in the purchasing procedure. Requisiting Although it is quite a common practice to submit a tentative specification of requirements to recognized manufacturers of equipment- soliciting alternative propositions or recommendations for study in the selection of certain equipment-as a rule the first step in purchasing procedure is the requisition. Primarily, it is the form that carries to the purchasing department the record of equipment wanted. A full and complete description or specification, and accuracy of record, are the important points to be insisted on in a requisition. Too much attention cannot be given to this detail, as this is one of 'the most important phases of purchasing work. Incomplete information, either in specification or detail, leads to delay in handling the requisition, and, if not detected in the purchasing department, may mean receipt of material which cannot be used for the purpose intended. In addition to description of material or equipment to be ordered, the requisition should also show where or what the equipment is for, whether for operating or new work. If for capital account, the number of the authority for expenditure should be given for record and distribution purposes.

This study traces the development of the bucket-wheel excavator, points out the differences in the German- and American-type wheels, and gives the major design criteria and the advantages and disadvantages of bucket-wheel operations. A computer program, written in FORTRAN IV for use with an IBM 360 computer, simulates the operation of the digging components of a bucket-wheel excavator. By supplying certain mining dimensions, soil characteristics, and machine design specifications, this program will print out a time study of the various components of an operation, power calculations for the operation, and production data. This program, when combined with a truck, belt, or rail program, should be helpful in planning a complete mining system In material suitable for a bucket-wheel excavator operation.

The paper briefly discusses the nature of spontaneous heating in mines in the Doncaster area, in the period immediately before 1967 and steps taken to prevent and treat such outbreaks. The changes that led to the increased rates of advice of Barnsley Seam faces since 1967 are listed and the effects of these increased rates on the frequency and location of spontaneous combustion are discussed. The change in methods of control required by the increased rate of advance of the faces and the changes in location of outbreaks are described. Some typical heating situations are evaluated. The methods described include the use of air sealants, water gels for filling of voids in wastes, the balancing of pressures across heating areas by pressure chambers, booster fans, and the resiting of air separation doors, and the sealing of air-ways by flooding. The authors discuss the influence of mine layouts on the risks of spontaneous combustion and advocate that future plans should be designed to limit the number of districts at risk when heatings occur.

A novel process, which includes hydrochloric acid leaching, iron powder cementation, sulphide precipitation and spray pyrolysis, was proposed to treat iron concentrate recovered from zinc kiln slag for comprehensive utilization. Treated by two-stage hydrochloric acid leaching, the leaching extents of Ag, Pb, Cu, Fe and Zn are 96.78%, 95.14%, 97.72%, 94.51% and 87.74%, respectively. More than 99% Cu and Ag are recovered from the leach liquor when iron powder is 25% higher than the stoichiometric requirement. More than 96% Pb and Zn is removed with three times of theoretical consumption of FeS, and the concentration of impurities of the final solution is less than 500 mg/L. Fe2O3 powder, which is spherical with a mean size of 12 μm and purity of 99%, is prepared with final solution at 700 °C. In this process, not only the metal values can be recovered effectively, but also the iron resources of zinc kiln slag can be converted into high purity Fe2O3, thus, the comprehensive utilization of iron concentrate recovered from zinc kiln slag can be realized.

The radial, vertical, and transverse components of particle velocity were recorded by Bureau of Mines investigators along gage arrays extending in one or two directions for 145 to 3,170 feet at five quarries. Of the 39 quarry blasts, 12 were instantaneous blasts, 5 were of the one hole per delay type, using millisecond delayed caps, and 22 were multiple hole per delay type employing millisecond delay detonating fuse connectors. Charge weight per hole ranged from 8 to 1,500 pounds, and the charge weight per delay interval, including the instantaneous blasts, ranged from 25 to 4,620 pounds.

This paper is a revision of Information Circular 7380, by D. Harrington and J. H. East, Jr., published in 1946, entitled ?Safe Storage, Handling, and Use of Commercial Explosives in Metal Mines, Nonmetallic Mines, and Quarries.? Issued soon after the close of World War II, this earlier circular described the unprecedented increase in the production and use of commercial explosives during the war as a result of expanded industry and the tremendous demand f or metals and minerals. In the years following World War II, the production and use of commercial explosives in the United States have continued to rise. Hence, the Bureau of Mines presents these revised figures through 1952. In rewriting this Wormation circular, most of the text prepared by Harrington and East has been retained, with newer statistical information compiled by Seth T. Reese, Accident Analysis Branch, and V. E. Wrenn, of the same branch.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. Sales of diesel fuel in the United States during the post year and a half have increased greatly. In 1955 over 174 million barrels were sold of which 80 million (or 46 percent), were used by the railroads, and over 44 million barrels (25 ½ percent) of the fuel were used in trucks, busses, tractors, and heavy moving equipment. Vessels (12 percent), industry (9 ½ ), the military forces (4 ½ ), power plants (2), and oil companies (1/2 percent) account for the remainder. 2/ Dally deliveries of diesel type fuel from refineries averaged over 16,750 barrels during the first six months of 1956 in comparison with 15, 250 barrels during the corresponding period of 1955. 3/ Information on the properties of diesel fuel is very important to the petroleum industry, engine manufacturers, and consumers. To supply such information the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, under cooperative agreement, are conducting annual surveys of diesel fuel oil produced in refineries in this country.
