Global public mineral reporting codes have driven strong governance of public disclosures of minerals information. Recently, we have seen an increase in disclosure of information related to Environmental, Social and Governance (ESG) issues, and governance of ESG information in mining companies has arguably reached a similar level of governance and diligence afforded mineral reporting. We define Resource Governance as the conjunction of environmental, social and minerals governance. A modern systems approach to Resource Governance, which combines mineral and ESG information, would provide not only reporting and governance capability, but also has the potential to sense/respond, predict, and manage ESG risks.

In 1984 and 1985 the U.S. Bureau of Mines performed a mineral survey of the South Jackson Mountains Wilderness Study Area covering 60,211 acres of mountainous terrain of Humboldt County in northwestern Nevada. Approximately 550 lode claims have been located within or adjacent to the study area from 1900 to the present. Total recorded production for the area is 28.19 ounces gold, 1,105 ounces silver, 959 pounds copper, 6,016 pounds lead, and 12,446 pounds zinc; an additional two carloads from one mine contained an unknown amount of metal. In early 1986, there were eight active properties with a total of 126 claims. Wescord Resources and Long Lac Exploration (Texas) Inc. are involved in a joint exploration of the Jackson Mountains for volcanogenic massive sulfide deposits. Development at the Claudia mine continues in 1986. Results of the survey indicate that there are no identified mineral resources or reserves within or adjacent to the study area. Twenty-two properties have mineral occurrences containing gold, silver, copper, lead, zinc, iron, antimony, vanadium, and cobalt, with silver, copper, and iron being the most abundant.

Municipal governments recognize the importance of aggregates in the local economy and the need to manage this resource in the interest of the public good. They have encountered problems with regulating the industry and the dichotomy between the urban need and the rural source. They have suffered from a lack of financial benefit, an adequate aggregate inventory, provincial strategy, economic information and public understanding. A provincial strategy for ensuring the availability of aggregate supplies to developing areas of the Province is essential. The Province should also be responsible for licensing, research, technical expertise on rehabilitation, public education and financial assistance. Upper-tier municipalities (regions or counties) should assume responsibility for resource management, including resource availability, demand characteristics, truck routing, phasing of resource development and sequential land-use planning. Area municipalities (towns and townships) can best determine the social and environmental impact of a specific aggregate development proposal and should therefore have the primary responsibility for the location of new pits and quarries. They should also have the authority to supplement provincial regulations concerning operating standards and the phasing and standards of site rehabilitation.

This work was commenced at a time when information on the manufacture of cemented tungsten carbide was urgently needed in Australia. Much information of a general type has been published, but many of the details of the processes used are still undisclosed. The aim of this research was to determine a satisfactory way in which cemented tungsten carbide could, be made, and to investigate the problems which are associated with the process. As the work proceeded, its ramifications grew continually, and it was necessary to limit the possible lines of investigation. After much experimental work, a 9% cobalt-tungsten carbide alloy was developed which had satisfactory properties when used as a cutting tip. The effect of certain variables on the properties of this particular alloy was investigated.The tungsten carbide was prepared in stages from King Island scheelite concentrates under strict laboratory control, whilst the cobalt (1) used was made from cobalt oxide prepared from crude cobalt oxide obtained from Eisdon.In order to clarify the detailed experimental work, a brief summary of the method used for the preparation of cemented tungsten carbide follows.Tungsten carbide and cobalt are prepared in a very finely powdered state, and are then thor,oughly mixed by a ball milling operation. The resultant mixture is pressed in a suitably shaped die into small compacts which are subsequently '''presintered,'' i.e., heated' in hydrogen between 800°C. and 1000°C. The final sintering is carried out in hydrogen between 1,400°C.and 1,600°C. for about half an hour. These "alloys" may contain from 3 to 13% cobalt, depending on the particular properties required of them.PREPARATION OF MATERIALSThe tungsten oxide prepared as described by Smithells (2) was extremely finely divided, and after a few hours' grinding in a ball mill, the powder consisted of material below 10 microns iJ;l size. The oxide was reduced to tungsten metal with hydrogen in a tube furnace. The United States Antarctic Program (USAP), through its principal support contractor Raytheon Polar Services Co. (RPSC), has recently completed a three-year project comprising nearly 936 m (3,071 ft) of undersnow utility tunnels at Amundsen-Scott Station, South Pole, Antarctica. The tunnel serves the new station facilities that are currently under construction. It houses the piping that conveys fresh water from current and future water well sites, as well as waste water to repositories in abandoned wells. The undersnow tunnels permit year-round access for system operations and maintenance. The network of tunnels is entirely unlined and unsupported. And, for the most part, it maintains a rectangular cross section of 1.8-m-wide x 3-m-high (6 x 10 ft).The tunnel runs from 6 to 14 m (18 to 45 ft) below the surface. Eight 1-m- (3.3-ft-) diam raises bored from the surface serve the network as emergency escapeways.

The U.S. Bureau of Mines, in a cooperative project with the University of Utah, Salt Lake City, UT, and Homestake Mining Co., Lead, SD, conducted in situ monitoring and numerical modeling of rock masses supported with cable bolts in two mechanized, cut-and-fill stopes and a shaft pillar at the Homestake Mine. Extensometers were used to measure rock displacement, while cable bolt strain gauges were installed to measure loads on both conventional and birdcage cable bolt supports. These instruments provided an assessment of rock mass behavior during mining as well as essential data for verifying results from computer analyses. The numerical modeling program FLAC was used to analyze cable bolt patterns and supports. Results from the evaluation study indicated that cable bolt strain gauges and extensometers were effective instruments for monitoring the behavior of rock masses supported with cable bolts. Also, numerical modeling of the 4S-48N stope using the FIAC code provided displacement values comparable with measurements from field extensometers.

"Partial reduction reactions in the Ni-AI-O system, starting with the spinel compound NiAI20 4, are used to form metal-ceramic microstructures. By suitable choice of processing parameters, such as reduction temperature, oxygen partial pressure and time, two different morphologies of nearly pure Ni particles, equiaxed and rod-like, form within a ceramic matrix, which is either a-A12O3 or a metastable ""defect spinel"". Electron microscopy studies were performed for microstructural characterization, phase identification and chemical analysis. The fracture toughness of the Ni-AI2O 3 mixture was significantly improved with respect to that of the original spinel phase. The important issues that must be addressed to form useful metal-ceramic microstructures by partial reduction reactions rue discussed. It is shown that cracking at the original spinel grain boundaries, likely due to the large volume changes associated with the reduction reaction, can be avoided by the addition of small amounts of ZrO2• Initial results illustrating effect of ZrO2 on the microsuuctures are presented.IntroductionEngineering materials used in load bearing circumstances, particularly under extreme conditions (e.g. high temperatures or stresses), generally are formulated with complex microsuuctures. Such composite-like materials can possess properties unobtainable by either of the individual constituents. With metal-ceramic composites, for example, a material can be obtained with an optimum combination of the low density and high strength of the ceramic, and the toughness of the metal. For high temperature service, where demanding conditions are often present, for example, inside jet turbine engines, a successful new material must have low density, high Young's modulus as well as good oxidation resistance, strength, fracture toughness, creep and fatigue resistance. The candidates include intermetallic compounds, and metal-ceramic, intermetallic-ceramic and ceramic-ceramic composites."

The selection of Sydney and Port Kembla for the First Ordinary Meeting of the Institute for 1938 was, no doubt, a recognition of the celebrations marking the 150th Anniversary of the first settlement of this country. In selecting a theme for my Presidential Address, I propose to depart from the precedents of my distinguished predecessors, as I feel that this year of celebration is the natural year for a brief review of the history and progress of the Institute.In July, 1892, the Amalgamated Mining Managers' Association of Australasia held its Annual Conference in Ballarat, Victoria, when Mr. Uriah Dudley, who attended as a delegate from Broken Hill, brought forward the advisability of the formation of an Australasian Institute of Mining and Metallurgy. Mr. Dudley was authorised to take such action as he thought fit, and the result was the formation of a Provisional Committee in Broken Hill of men who were mostly members of the American Institute of Mining Engineers. Selective flotation to separate copper minerals from, for example, Mo- and/or As-bearing minerals is a continuing problem because the selectivity of current systems is imperfect. Selective Cu-As flotation is currently difficult, and the most common Cu-Mo selective flotation method uses NaHS; this must be done in an enclosed system because, under acidic conditions, this method produces hydrogen sulfide. In this paper, some novel alternative flotation processes that use redox reactions are discussed; these methods have a much lower environmental impact. Oxidation and reduction reactions can be used to make copper minerals more hydrophilic and Mo-bearing minerals more hydrophobic. X-ray photoelectron spectroscopy (XPS) analyses indicated that the copper minerals became hydrophilic because hydrophilic iron precipitated and several hydroxides covered the copper minerals’ surfaces, whereas the molybdenum minerals remained hydrophobic because their sulfide surfaces were not covered. Flotation experiments on these minerals after redox treatments indicated that excellent separation of Cu-minerals from Mo-minerals can be achieved. Possible mechanisms for this separation were investigated using detailed surface analyses and thermodynamic calculations. The additives used to initiate the redox reactions are easy to handle and make these new flotation procedures better than current processes because the new methods do not emit effluent gas and because they are commercially viable. This report describes a U.S. Bureau of Mines investigation into the removal of gate road chain pillars in conjunction with longwall retreat mining. The research objective was to determine, through evaluations of the loads imposed on the gate road pillars and supplemental support elements in the entries, how the pillars, supplemental support, and entries were affected by the longwall abutment pressure. To achieve this goal, vibrating wire stressmeters and hydraulic flat jack pressure cells were installed in the support elements to monitor stress change caused by abutment pressure as a function of longwall face advance. The findings documented in this report are the result of information collected from instrumentation and observation at the mine. Pillar and support loading measurements and stability observations revealed that the roof and the support elements remained stable during panel retreat, while the face progressed at a normal rate of advance. The ability to safely and efficiently mine chain pillars during panel retreat increases resource recovery and can provide several other benefits described in this report.

No mineral resources were identified during the investigation of the White Cloud-Boulder RARE II area. Only a few claims have been located in the area and only two workings were found. However, there has been considerable exploration and mining activity near the RARE II area. Sand and gravel resources are abundant but similar deposits occur closer to market areas. There are no known coal, oil, or gas deposits. Most of the RARE II area is underlain by volcanic rocks. The likeliest host rocks for metallic minerals are the metasedimentary rocks exposed in the south part of the area; there is potential for zinc and silver resources at a prospect in that part. Traces of scheelite and powellite were observed in the Kent Peak-Ryan Peak area along hair-line fractures in calcareous country rock. While no significant concentrations of the minerals were found, their presence, a northwest alignment of prospects with similar deposits, and an abundance of dikes near the deposits, suggest that the intrusive system (Summit Creek stock) exposed near the head of Little Fall Creek may extend to the northwest under the RARE II area.

Tin production and export from the Far East are still a long way off from the prewar figures. The Malayan Peninsula, which had a rather good start directly after the war largely because of stock piles found in Singapore and elsewhere, has since been hampered in the rehabilitation of its tin mines and dredging operations by material shortages and, more recently and more severely, by revolts and attacks of communist elements and gangster bands. These hindrances make working in the mines dangerous and form a daily threat against the valuable and highly vulnerable dredges. Contrary to the conditions in Malaya are those on the tin islands of Billiton, Banka, and Singkep-all in the Netherlands East Indies-where the Dutch have re-established peaceful relations with the population. Dutch efforts since the fall of 1945 have been rewarded by continuously increasing production, extension of production facilities, and return of moderate prosperity, complete safety, and all-out co-operation among the population ? native and Chinese ? to the benefit of all concerned.

Recientemente Southern Perú desarrolló un nuevo proyecto donde se modernizaba la planta de Fundicion y se reemplazaba el convencional horno reverbero por la tecnología del ISASMELT, capturando más del 92% de los gases generados durante el proceso de fusión de los concentrados de cobre. En ese sentido, el presente texto describo los efectos de la modernización de la Fundición sobre la calidad anódica. Antes de la modernización de la Fundición, los ánodos fueron producidos en la planta de ánodos ubicada en la Refinería de Cobre de Ilo. Ahora los ánodos son producidos directamente en la Fundición y como resultado, la composición química de los ánodos ha cambiado, principalmente en el contenido de bismuto, antimonio, plomo y zinc, siendo diferentes a los parámetros de diseño original de la Refinería. Asimismo, este factor impulsó a revisar el proceso de remoción de impurezas y los parámetros de la refinación electrolítica en la Refinería para evitar la contaminación del cobre refinado, logrando mantener la continuidad de la producción de cátodos de cobre de alta calidad superando los estándares interna-cionales de la norma ASTM-B115.

Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (pacrim) region.   Among the external pressures are the general ethical requirements of the professional body to which the person usually belongs, e.g. The Australasian Institute of Mining and Metallurgy (AusIMM), which are further elaborated upon in various Codes and Guidelines on specific matters, e.g. JORC (ore reserves reports) and VALMIN (assessment and valuation reports). These are outlined and discussed. Also, AusIMM's Chartered Practicing Status (CPS) Proposal is outlined in the context of other Pacrim countries approach to registering of technical professionals, which is a way of ensuring that minimum standards of qualifications, experience, competence and repute are demonstrable to ones employer (or client), peers and the wider community, including government.   Today, in the external working scene, there are many laws (particularly those applicable to the corporate and environmental spheres), with which contractors/consultants and even employees must fully comply, or else face criminal sanctions involving huge fines and imprisonment. These, too, are outlined and discussed. One must be able to mount a due diligence defence to avoid or mitigate these consequences.   Personal liability in the context of the day-to-day performance of one's duties has thus become a major concern to the technical professional and the ways in which it can be ameliorated, or insured against, are described. However, for some mineral industry practitioners, the problem is exacerbated because. of their general ignorance of the extent of their personal liability exposure. This paper intends to address this ignorance and to heighten general awareness of personal liability issues, as well as proposing some simple ways to limit this liability.

Pad construction costs can impact the overall economics of heap leach projects. Pad construction costs for single-and double-lined pads, using various designs, are listed for a typical small and large project. Double-lined pads are now more often required by regulatory agencies. Unless such designs reduce the risk of site specific contamination significantly, the extra costs cannot be justified from an economical viewpoint. Specific attention is given to the short project life (typically five years) of heap leach projects. A few numerical examples are presented to demonstrate the overall economic impacts of these costs on economic parameters.

Owing to the growth of alloy steel production and its influence on tramp element levels when recycled, foundries have expressed concern regarding the quality of scrap used to prepare iron castings. Reliable and current information was unavailable on the amount of tramp elements contained in iron castings over time. Accordingly, the U.S. Bureau of Mines, in cooperation with the American Foundrymen's Society (AFS), analyzed cast iron samples from participating foundries throughout the United States on a quarterly basis to ascertain possible trends. Each sample was analyzed for 28 elements to determine if changes had occurred as a function of several input variables. This bulletin describes the research and presents analytical results and evaluations over a 5-3/4-year period from January 1981 to September 1986. Results show that iron casting compositions are changing with respect to a few tramp elements such as arsenic, cobalt, chromium, tin, and zinc over the period. Changes in charge compositions probably are responsible. Significant variations between zones also were observed with aluminum, arsenic, cobalt, chromium, copper, and manganese.

Wet kata cooling power (WKCP) as measured by a kata thermometer is a well-known heat stress index used in the mining industry. Although, over the years, several researchers proposed different heat indices and indicated limitations of the kata thermometer, WKCP is used in the South African gold mining industry due to its simplicity and rapidity of assessment. This paper presents a comparative analysis of the newly developed empirical expression for the WKCP and some of the more commonly used empirical models. For this purpose, WKCP measurements are obtained based on experiments conducted in a low-speed wind tunnel. Based on a regression technique, the analysis presented aims to assess the disagreement between the empirical model predictions and actual measurements. The correlation is also presented between WKCP and the well-established thermoregulation models using parameters from the low-speed wind tunnel experiments, including dry-bulb temperature (Td), wet-bulb temperature (Tw), barometric pressure (P), and wind speed (v). It is found that the proposed empirical model for the WKCP represents the bioclimatic interaction quite well under the specific parameters that defines the harsh thermal environment and air condition, such as metabolic activity, clothing of the person, and the velocity of the ventilating air in which the person is working. The statistical analyses performed show that the empirical model proposed for the WKCP produces satisfactory estimates of the thermal stress experienced under lower air velocities, light clothing, and higher metabolic activity rates.
