Responsibility for the administration of mineral resources is divided between federal and provincial governments. The paper traces the evolution of mineral policies at both levels of government, from the end of World War II to the present. In the immediate post-World War II years, the emphasis was on supplying the raw material needs of a rapidly growing world economy. Policies favouring growth and development of the Canadian mining industry were instituted during this period. Two decades of uninterrupted expansion (the 1950s and 1960s) ensued. The decade of the 1970s was a turbulent one for Canadian mineral producers. Governments intervened more substantially than ever before. Moreover, the industry suffered from an intense period of competition for resource revenues by the two levels of government. At the same time, far reaching changes were taking place in the structure of world mineral markets. To date in the 1980s, the mineral industry has, perforce, adapted to existing mineral market structures. Mineral policies, too, have shown signs of adapting to the needs of the mineral industry. Whether the resulting mix of policies will permit the revitalization of the Canadian mining sector remains to be seen.

Mount Tom Price Mine is peerless amongst Rio Tinto iron ore resources around the world. It has provided Hamersley Iron with premium quality, high lump yield haematite ore over the last four decades. The Brockman type bedded ore, containing bands of haematite and shale of varying thicknesses has been traditionally bulk mined to either high-grade or low-grade based on alumina cut-off grades. As open pit mining has progressed deeper into the orebody approaching the keels of the megastructure, increased structural complexity, chemical and physical variations in the ore, unfavourable ore presentation and reduced blending options have become an issue for grade control and may have serious impacts on product stockpiles. The grade blocks and boundaries must be accurately defined according to geological contacts and where identified, selective mining may be applied. Therefore in-pit geological mapping is the definite and ultimate guide to achieve target grades and grade predictions. Under this scenario, it is absolutely vital that the mine geology team ensures this geological knowledge is passed onto the related departments including mining crews as well as to the short- and long-term planners.

After 40 years of operation with the original design, Pan Pacific Copper determined it was necessary to rebuild the Saganoseki Flash Smelting Furnace to continue safe operation. The original design employed a rigid steel frame, which, through hearth growth, led to severe distortion of the frame. Contributing to the continued growth of the hearth were thermal cycles that occurred during the government mandated annual shutdowns. Hatch designed a unique sprung bound, pivoting binding frame to maximize crucible size within the existing furnace footprint, while integrating the PPC designed cooling jackets. The bound system maintains tight brick joints, while the new conductive hearth design with integrated bottom cooling produces a protective freeze layer to accommodate higher furnace throughput. Minimization of furnace downtime for the rebuild was achieved through effective construction planning, highly trained contractors, and through an efficient start-up and ramp-up to full production.

The Kilmar dolomitic magnesite deposit~ in sourhwesr Quebec lie in Grenville Province sedimentary rocks that strike north and dip steeply west. The sediments comprise quartzitic, carbonate and argillaceous members. The middle or carbonate member hosts the magnesite and, like the two other members, has been intensely mewmorphosed. Magnesite occurs as lenticular shaped zones of altered limestone and is mixed with 5 to 30% dolomite crystals. Diopside, serpentine and mica are common accessory minerals. Magnesite appears to have formed from merasomarism of all or part of the carbonate member due to intrusion of hot magnesia-rich solutions. Magnesite is mined from a 490 m vertical shaf1 and is milled and burned into clinkers, which then are shipped 10 pyroprocessing industries around the world.

This study was undertaken by the Bureau of Mines to determine whether the sulfur-oxidizing bacterium Thiobacillus thiooxidans could use sulfur compounds to produce sulfuric acid in sufficient quantities to leach valuable metals from low-grade ores. The results of extended tests indicated that the bacterium is capable of extracting appreciable amounts of copper and cobalt from ore and mineral samples when sulfur is available in a state that can be readily assimilated by the organisms. Under the conditions of these tests, this organism was not able to assimilate and oxidize the sulfur as it occurred in the ores and minerals. Ores containing copper minerals in the silicate, carbonate, and oxide forms, in the presence of elemental sulfur, were more susceptible to bacterial action than ores containing copper minerals in the sulfide form. Thiobacillus thiooxidans remained active on elemental sulfur in the presence of some of the ores which were tested, but could not tolerate others. Therefore, strains of the bacterium were progressively adjusted to increasing concentrations (0.5 to 10 grams) of the individual ores until they could remain active on 10-gram portions of all ores being tested.

"Anglo Asian Mining’s Gedabek mine is situated in the Lesser Caucasus mountains in Western Azerbaijan. The ore body is a complex copper-gold porphyry deposit, comprising intermixed oxidized, transition and sulphidic gold and copper-bearing ores. Gold in the sulphide ores is generally not refractory and is recoverable by cyanide leaching, but the secondary copper minerals, which are also cyanide soluble, lead to high cyanide consumptions. Ore processing at Gedabek is by agitation leaching for high grade ore (>1g Au/t) and heap leaching for lower grade ore. In order to cope with the high copper concentrations in the cyanide leach liquors, a unique combination of resin-in-pulp for selective gold extraction and SART processing for copper removal and cyanide recovery is used. In 2015, a flotation plant was added to treat the tailings from the agitation leach plant before the tails are sent to the tailings dam. This plant produces a copper sulphide flotation concentrate and also recovers some of the residual gold and silver in the tailings. Since February 2017, due to lower grades of gold and higher copper in the feed ore, the decision was taken to alter the flow sheet and to carry out flotation ahead of agitation leaching, to reduce the cyanide consumption during leaching by removing soluble copper minerals. The paper compares and contrasts the performance of the plant in the two configurations, namely, (i) leaching followed by flotation and (ii) flotation followed by leaching.INTRODUCTION In May 2009, Anglo Asian Mining started open pit mining for gold on its Gedabek property in the Lesser Caucasus Mountains in western Azerbaijan. Gedabek is situated on the highly mineralized Tethyan Belt that runs from the Himalayas to the Balkans. The sulphidic ores contain mainly pyrite and chalcopyrite, with some secondary copper sulphide minerals, such as bornite and chalcocite, and minor amounts of sphalerite, galena and tetrahedrite. Gold in the sulphide ores is generally not refractory and is recoverable by cyanide leaching, but the secondary copper minerals, which are also cyanide soluble, lead to high cyanide consumptions and passivation of free gold."

Flotation of rare earths is complicated by the number of mineral classes that carry rare earth elements, including carbonates, phosphates, and silicates that often co-occur within the same deposit. Gangue constituents often belong to the same mineral classes as the rare earth minerals themselves. Chemical regimes developed for specific separations employ customized combinations of collectors, modifiers, and depressants that are not directly translatable to other operations. In this rougher flotation case study, a reagent suite including phosphate ester and sulfosuccinamate, originally developed for the recovery of bastnasite and monazite from silicate hosted ore, could not be applied to a synchysite ore hosted in carbonate gangue because the suite was aimed at silicate gangue rejection only. The separation of a fluorocarbonate mineral from carbonate gangue required a different chemical regime involving the use of hydroxamate and sodium silicate. Maximizing rare earth recovery was complicated by the presence of slimes. The effect of desliming and the increase in grind size was explored.

"Titanium oxide films were fabricated on commercially pure titanium surfaces via anodization procedure. Anodization parameters, anodization time and voltage were altered, whereas temperature and chemical composition of anodization bath were kept constant. The main idea in this study is to obtain rough titanium-oxide surfaces. The type and feature of titanium oxide formed were observed via SEM and EDX analyses. What was revealed from SEM and EDX analyses were combined with Ti-O phase diagram in order to make judgment on the type of phases obtained, e.g. solid solution and/or compounds. Studies on the different regions of each sample showed that surfaces consist of different titanium oxide compounds with various O/Ti ratios in nano level and solid solutions varying in terms of chemistry on the same sample. Thus together rough surfaces and inhomogeneous distribution of "titanium oxides" were obtained. It was also found that when anodization time and voltage were increased, more granular surface with higher O/Ti atomic ratio was obtained."

This Bureau of Mines publication comprises 19 tables of data concerning domestic barite production and consumption, imports, and world production for the years 1880 to 1976. Barite is vital to the petroleum industry, with 90 percent of domestic consumption used in drilling muds. Domestic production has traditionally fallen short of consumption: in 1976, 41 percent of the 2.2 million tons consumed was imported. World production of barite increased from 269,000 tons in 1923 to 5.2 million tons in 1975 but is in danger of falling short of future demand. The compiled data provide a comprehensive base of information.

The Bureau of Mines, through a cooperative agreement with Duquesne Light Co. of Pennsylvania, field tested a method of using pneumatic stowing of crushed limestone to construct seals in long-abandoned mine openings that were part of an active mine closed shortly before sealing. A total of 13 openings at 11 sites were backfilled. In pneumatic stowing, material is conveyed through a pipeline and into the mine opening under low air pressure. The stowing equipment consists of a power sup-ply, a blower, a feeder to inject material into the pipeline, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. The fill material used was well-graded limestone aggregate up to 1-1/2 inches in diameter, with sufficient fines. This fill was modified at five locations by the addition of portland cement, expansive cement, and/or bentonite. The pneumatic stowing method is safer and faster than conventional methods, is cost competitive, and eliminates or reduces the exposure of workers to possible hazards since the nozzle can be kept outside the mine opening. The equipment is mobile, but some modifications in the technique would improve performance. The technique was used at remote locations where other methods could not be used without disturbing the environment.

Laboratory experiments were conducted to determine the responses of a prototype smoke detector and a commercially available photoelectric smoke detector to smoke particles generated from various combustion sources. The prototype smoke detector combines optical scattering measurements with ionization chamber measurements in order to reduce/eliminate nuisance alarms due to the presence of airborne dusts or diesel exhaust particles. The commercially available smoke detector is designed for use in harsh environments where airborne dust represents a major problem due both to nuisance alarms and detector contamination. In the experiments, the responses of the two detectors were measured when exposed to smoke particles from the exhaust of a diesel engine and from a variety of fire sources, including wood, coal, styrene butadiene rubber, and No. 2 diesel fuel. For the solid fuels, data were obtained for both smoldering and flaming combustion. This report describes the experiments, their results, and the use of these results as they apply to early-warning fire sensors capable of the rapid and reliable detection of fires in atmospheres that may or may not be contaminated by either airborne dust or the products produced from diesel engines. Subsequent to these laboratory experiments, six smoke detectors were installed in an underground limestone mine for further testing and evaluation. The Australian Centre for Geomechanics (ACG) held two workshops in 2019—one in Australia and one in Canada—to discuss processes and methods currently used in the mining industry for stope design and reconciliation. In practice, this work strives to optimise stope performance and aims to maximise ore recovery (minimise underbreak), while minimising dilution (overbreak). One of the key findings from the workshops was that current stope design practices, almost exclusively, rely on some versions of the empirical Stability Graph methods developed in 1980s. Although robust and useful at the feasibility study stage, there are a number of inherent shortcomings with this approach. The Stability Graph’s limitations first lie in that it cannot assess underbreak, which is a very important measure of performance. Furthermore, the method doesn’t consider a number of factors which often have a critical influence on stope stability, for example, drilling and blasting or the presence of faults. Given the current industry standard practice, there is a great opportunity to reinvent the stope design process to optimise performance. A finding of the workshops was that every mine quantifies stope performance in terms of volume reconciliation with a focus on dilution and ore losses, and reconciling metal tonnes recovered from the mill. Many mines further investigate stope performance by looking at individual stope faces and the causes for the deviations between the planned stope shape and the measured cavity. Recent research at the ACG has shown that investigating overbreak and underbreak at a higher resolution is a powerful way to identify the root causes of overbreak and underbreak. Finer scale assessment is achieved using an octree analyses, which effectively divides the relevant stope volume into cubes on the scale of a metre and produces many tens of thousands of data points. The octree data structure and subsequent analysis underpins a data-driven stope design methodology. The ACG is currently developing a design approach based on multivariate modelling methods that can account for the many variables that influence stope performance and forecast stope overbreak and underbreak results. Back-analysing stopes based on octree reconciliation results provides a rich database for training the model. Once the model can achieve reliable forecasting of overbreak and underbreak, an interactive drill-and-blast design will allow for the assessment of different firing strategies to optimise stope performance.

The Mini-Disc TM cutter drill bit is a radical design departure from the traditional tri-cone rock drill bit. Miniature disc type cutting tools as small as 3.25 inches (82.5 mm) diameter are fitted to a bit body to cut individual concentric kerfs. The action is the same as that commonly used on large tunnel boring machines but miniaturized. The high performance rate and efficiency of a disc cutter are the result of producing a large proportion rock chips rather than sand or powder. The Mini-Disc TM drill bit, referred to as the "Disc Bit" has other unique features as well. It can be re-greased between runs. It can be rebuilt in the field in about 15 minutes, cutters can be replaced and the Disc-Bit appears to require less down hole hydraulic power than conventional bits. Thoroughly tested in the laboratory, the bit has recently been undergoing field trials in well drilling, blast hole drilling and shaft drilling. As any engineer knows, the laboratory cannot shake out all the problems but it eliminates the more glaring weaknesses. Performance results have been exhilarating, and a few mechanical problems were discovered and largely overcome. This paper is a progress report.

The Systems Conveyance and Operations Program (SCOP) is being implemented to convey tertiary-treated effluent to Lake Mead near Las Vegas, Nevada. The Reach 3 Tunnel Project is part of SCOP. The tunnel?s planned location along and across the Las Vegas Wash creates challenging tunneling conditions. A number of feasible excavation and initial support methods are being considered during the final design stage. This paper describes how the tunnel construction options were refined based on anticipated tunneling conditions and compatibility between tunnel excavation and initial support methods. A brief description of the most significant characteristics of the anticipated ground conditions is included for the purpose of discussion.

This report describes methods and techniques employed by The Glidden Co. of Cleveland, Ohio, in explorating an ilmenite-bearing sand deposit in Ocean County, New Jersey, during 1960 to determine ore reserve potential and the feasibility of mining and establishing a milling plant on the property for the production of ilmenite concentrate. The property covered approximately 1,250 acres. Comprehensive sampling by water-jet drilling indicated the deposit averaged 20 feet in thickness and contained 4.5 percent heavy minerals, of which 80 to 85 percent was ilmenite and leucoxene. Average depth of the water table as determined by auger boring was 16.8 feet. Pilot plant tests indicated that circular concentrators in combination with spiral concentrators would recover at least 80 percent of the heavy mineral content of the sands. It was estimated that sufficient ore reserve tonnage had been developed to supply the company's Baltimore chemicals division, pigments department, with a suitable grade ilmenite concentrate for a period of 20 years at the present rate of pigments production. The property was designated as Lakehurst mine and plans are in progress for mining development and plant construction.

The grain structure prediction of metallic alloys during a welding process is often an issue. In addition to the welding parameters and the alloy nominal composition and properties, the base metal grain structure and chemical homogeneity also play an important role in the formation of the final microstructure. In this paper intensive characterisation of solidification structure in gas tungsten arc welding of Ni base alloy 600 are described. It is shown that in transverse section of the weld, while the grain structure shows some texture following constrained solidification growth, grain density in the weld is similar or greater than grain density in the heat affected zone. This suggests that simulation of the welding structure needs, in order to be predictive, to take into account : epitaxial growth, secondary nucleation events and 3D growth inside the weld pool.

Numerical simulations using the discrete element method (DEM) were carried out to investigate the flow patterns and stress field redistribution at the hopper and feeder interface. The influences of different filling heights, belt speeds and clearances between the hopper bottom and feeder surface on feeder loads were studied. Meanwhile, experiments were conducted by utilising wedged plane-flow hoppers with different configurations and horizontal feeders with various clearances. The simulation results were compared with theoretical values and experimental measurements. In terms of the cases presented in this study, simulation results reveal good agreements with experimental observations regarding the flow pattern. Being similar to the theoretical values, the simulations provide close predictions on vertical feeder loads for steady flow states, but they may show significant overestimations for initial states. India produces about 70 Mt/a (77million stpy) of coal ash (fly ash and bottom ash) from burning about 200 Mt/a (220 million stpy) of coal for electric power generation. The average ash content is 35%. In contrast, the United States produces about 70 Mt/a (77 million stpy) of coal ash from burning 800 Mt/a (880million stpy) of coal for power generation. Its average ash content is less than 10%. In 1998, GAI Consultants Inc.(GAI) embarked on a federally funded, multiyear project to assist the government of India in solving its growing coal-ash management problem.

There are many large rhodonite-bearing veins containing manganese in the Eureka-Animas Forks area of the San Juan Mountains in Colorado. The Sunnyside vein is the largest known vein in the area. As observed on the surface, the vein is mineralized over 8,000 feet and attains a maximum width of 200 feet. The average width of the vein and its branches and ramifications is 58 feet in the area that was mapped in detail. The weighted-average analysis of surface and underground samples from the northeastern extension of the Sunnyside vein is 8 percent manganese. Most other known veins in the area have a similar manganese content. The Hidden Treasure vein lies southeast of the Sunnyside-No Name-Mastadon vein. The weighted average of the analyses of surface and underground samples from this vein is 13 percent manganese. Exposures of the Scotia-Silver Chord vein are visible over a strike length of 4,000 feet on Treasure Mountain. Diamond-drill holes show that the vein contains 10 percent or more manganese to a depth of 400 feet. The vein has an average width of 28 feet. The Independence vein is exposed on the surface for a distance of 600 feet and has an average width of 6 feet. Three cut samples taken across the vein had an average content of 20.7 percent manganese. Sampling of the outcrops of eight veins in the Placer Gulch area also indicates manganese. Numerous other veins cropping out in the surrounding area are similar to the outcrop of the Sunnyside vein system mineralogically and are worth investigating.
