"This paper describes the engineering and construction activities of the ""design-build"" project awarded to the joint venture of Foundation-Comstock-Janin for the construction of the plant and wharf facilities, camp site, power plant and all supporting services. As a member of the Foundation Group of companies at that time, Fenco actecl as consulting and design engineers for the project. Particular emphasis is given to the problems which adversely affected design and construction activities due to prevailing arctic conditions and the remote location of the project. The paper also describes the approach taken in the investigation of the site and soil conditions as well as the selection of the special structures for the 225,000-toncapacity fibre storage building, the wharf structure for 50,000-dwt vessels, and the 1,000-tph-capacity reclaiming and ship-loading facilities . It further covers the logistics problems and the scheduling activities related to the short duration of the shipping season, and the transportation of equipment and mate1•ials by sea as well as by air."

Japan Oil, Gas and Metals National Corporation (JOGMEC) has started an exploration program for Seafloor Massive Sulfides (SMS) in the EEZ of Japan, and launched an investigation program for mining, processing and environmental impact on SMS development. With regard to the mining aspect, the mining system consists of three units: a mining unit on the sea floor, an ore lift-up unit to surface, and a mining support vessel unit which has an ore unloading system that unloads onto a shuttle ship. Regarding the mining unit, JOGMEC and certain Japanese mining and machinery companies developed two types of state of the art mining testing tools. Excavation tests on the actual SMS site in the Okinawa Trough, south-west of Japan, were conducted in 2012. In these tests, the functions of the testing tools, such as cutting ore, moving on the seafloor and climbing up slopes having steeper than a 25 degree gradient, were confirmed. The physical characteristics of the ore, which are key parameters for establishing a mining system, are yet to be fully understood as the exploration program has been undertaken simultaneously. Hence, those examinations have been carried out by ground cutting experiments, analysis of drilling core data, and the like. This paper describes the outline of a proposed mining system, mining testing tools and results of the on-site mining testing.

The environmental problems such as vibration, and air blast are often faced, and discussed on mining, quarrying, civil constructions, shaft-tunnel, pipeline, and dam operations where blasting is inevitable. It is necessary to establish national standards towards to minimize the environmental problems induced by blasting and judicial matters in our country as it is in USA, EU countries and the other developed countries. This necessity and the obligatory of accepting the European Union criteria for Turkey that has started the procedure of joining to EU emphasize the importance of this study. In other words, the establishment of a particular national standard related with this subject is inevitable for Turkey. This will be possible only by studying, applying scientific methods and techniques by the experts.

The extensive central Idaho black sand placer deposits are a potential source of rare earth elements, particularly the heavy rare earth elements that are not prevalent in commercial bastnasite deposits. These placers derive from the Idaho batholith. The geology, occurrence, and extent of these deposits are reviewed and the diverse mineral assemblages and complex mineral chemical compositions of these sands are described. Niobium, yttrium and thorium are also present in significant concentrations. The results of prior mining practice, including concentration and separation of the heavy minerals are reviewed. Technical approaches to extraction of rare earths from Idaho black sand concentrates are discussed.

The Technology Application Center, in conjunction with the U.S. Bureau of Mines Liaison Program, is studying the use of Landsat data for the monitoring of coal surface mine reclamation activities. Landsat may provide sufficient information to reduce the number of on-site inspections now required. The focus of the project has been the Navajo Coal Mine located in north- western New Mexico and operated by Utah International, Inc. On October 15, 1977, a field team recorded spectral measurements at the mine during the time of Landsat's overpass and a corresponding aerial photographic flight. Training sets were selected from the ground and aircraft data representing vegetated, graded, ungraded and natural environments. A supervised classification of the data was performed by the Stanford University Remote Sensing Laboratory then correlated to aerial photos and mine maps. The results, to date, have been very encouraging.

The Davis detector cavern was excavated on the 4850 Level of the former Homestake Mine in the mid- 1960s to house a novel neutrino detector developed by Nobel Prize winner Dr. R. Davis. The original cavern was about 9.1 x 16.8 x 9.7 m high, excavated in a Precambrian amphibolite known as the Yates unit and enlarged in 2010. In 2009, the National Science Foundation selected the site for development as a national Deep Underground Science and Engineering Laboratory (DUSEL). This retrospective rock mechanics study of the Davis cavern is intended to inform design of the much larger caverns and laboratory rooms being considered for the same 4850 Level. Provision for rock mass variability, sequential excavation, jointing and wall damage from blasting are included in analyses that were done using two different computer codes and methods (FLAC3D and UTAH3). The results are in agreement with observations and show that cavern stability is indeed the case. The main conclusions are: (1) if conventional scaling of laboratory rock elastic moduli and strengths is done, then 0.25 and 0.50 scale factors are reasonable, (2) measured statistical and spatial variability in rock properties should be incorporated into geomechanical analyses to better reflect reality, (3) discontinuities (“joints”) are essential to reliable analysis of excavation safety and when properly taken into account eliminate the need for empirical “scaling” of laboratory rock properties, (4) major geologic features such as rhyolite dikes and breccia zones may be important to excavation safety at Homestake and should be explicitly represented in analyses and (5) quantifying wall blast damage is important to engineering design of underground excavations.

One concern of the Mine Safety and Health Administration is the structural integrity of steel wire ropes used on mine personnel hoists and elevators. Failure of such ropes has resulted in loss of life and property. Although thorough and regular visual examinations are performed, hoist ropes may still fail from undetected internal wear, corrosion, and broken wires. To complement visual examinations, nondestructive rope inspection techniques have been developed to determine deterioration and removal criteria. The techniques use electromagnetic and permanent-magnet test instruments designed by a Canadian firm. This paper describes the operating principles, field and laboratory testing of these nondestructive testing instruments, and discusses the feasibility of using this type of testing as a supplement to visual examination and destructive tests.

This manual was prepared to provide essential information to be used when critical decisions pertaining to mine fire recovery or other disaster situations become necessary. It is a state of the art report based upon technology and instruments developed, under a Bureau of Mines Research Contract. A detailed description of the development work and results of full-scale field testing is contained in the Technical Report, Vol. II, of USBM Contract Report H0122045, "Extinguishing Coal Mine Fires by Remote Scaling." Further research and development work has been programmed; consequently, a more complete manual providing detailed instructions and describing available instruments and equipment will be published. Those instruments and special equipment described in this manual must be considered prototype; methodology and applied technology will require special expertise. Consequently, any prospective application of this remote sealing technique will require assistance by the United States Bureau of Mines Research organization and experts from the contractor who developed the basic technology and instruments.

Wattle Gully Gold Mines N.L. of Chewton, Victoria, has decided to replace its present battery plant by a new mill to treat a free milling gold ore, after fine grinding, by concentrating coarse gold in a jig concentrate for amalgamation, and fine free gold and auriferous sulphides in a flotation concentrate for cyanidation. This paper outlines the economic justification and advantages of this step. In a review of the present position at the mine, a history of the company is followed by a description of the ore and its occurrence.Present treatment practice in two separate battery plants is described. Treatment tailings assay 1 dwt/ton gold and a substantial part of this gold is finer than 200 mesh.Experimental work showing how recovery may be improved is discussed and alternative methods of concentrating coarse gold mentioned. It is decided that the most suitable method for recovering gold from the ore is by jig concentration plus flotation.The merits of various flowsheets incorporating these techniques in the existing plant and in a new plant are assessed. It is concluded that there is no advantage in extending or converting the existing two battery plants, and it would be more economical and satisfactory to build a new plant.An economic study shows that for a capital expenditure of £120,000 a new plant could be erected to treat 70,000 tons p.a., working a 5-day week, and return an additional 14.2/- per ton, or £50,000 p.a., in revenue over the existing plant. It is estimated the plant cost can therefore be recouped out of savings inside three years. Probable ore reserves are sufficient to cover this period and additional ore will certainly be developed.INTRODUCTIQNSince 1934, Wattle Gully Gold Mines N.L. has been mining a lode gold ore at Chewton, near Castleniaine, and treating it by stamp milling and plate amalgamation, plus table concentration of auriferous sulphides. In recent years the Australian gold industry has gone through a major expansion phase. The need for finance has led to adoption of different approaches such as the well known gold loan, forward selling, equity participation by suppliers and equipment leasing. During early periods of the expansion, significant new equity was raised chiefly for high risk exploration ventures. The major form of new equity finance was ordinary shares, often in 'No Liability' companies. The increasing capital requirement of the huge new development projects of the 1980s also spurred the use of debt finance. This trend was accelerated as high inflation and the taxation advantages of debt finance made borrowing attractive. This paper reviews major financing techniques used by the Australian gold industry with particular emphasis on the innovative financing techniques initiated recently. An analysis has been undertaken of the effects on the industry of issues such gold loans, forward selling, equity participation by suppliers, fly-in fly-out operations, contractor mining and equipment leasing. In order to achieve a better understanding of the innovative financing techniques, a survey of already published financial data from well known Australian gold mines was carried out. Data was collected from various published financial reports of gold mining companies. In addition, a questionnaire survey was sent to gold mining companies to assist the collection of further information. The results of this study show that there are a significant number of gold mines variously using gold loans, forward sales, contractor mining and fly-in and fly-out arrangements to finance their projects. Only four operations have vendor suppliers investing capital funds in their projects. Based on the findings of this study, conclusions and recommendations are drawn that these approaches are likely to be with Australian gold industry for some time in the future and will continue to be intensively applied to finance gold projects.

During 1983, U.S. Bureau of Mines personnel examined mines, prospects, and mineralized zones to evaluate the mineral resources and potential of the Funeral Mountains Wilderness Study Area (WSA), Inyo County, California. Eleven mineral properties and two mineralized zones were examined during this study. Of these, six are within the study area and seven adjacent. There are no active mines, in the WSA, nor is there evidence of past production from any claim within the study area. The WSA contains no identified mineral resources. However, occurrences of bentonite, zeolites, and strontium were found in the area. There is little likelihood for resource development of any occurrence in the WSA. The area, in the Basin and Range Physiographic Province, is dominated by a Paleozoic marine sequence. Segments of Tertiary continental fluviolacustrine sediments, including volcaniclastic rocks, abut and overlie the Paleozoic rocks in fault controlled basin areas. Significant concentrations of bentonitic clay and zeolites occur as alteration products in Tertiary tuffaceous sedimentary rocks. However, they are generally low-grade, thin, and discontinuous, precluding commercial development. Limestone, quartzite, and sand and gravel in the area are suitable for many types of construction uses, but similar deposits outside the WSA are closer to markets. No energy resources have been identified in the WSA.

Geotechnical instrumentation has been implemented as a key step for monitoring and optimising an engineered mine design for managing seismicity at the Beaconsfield Gold Mine. Measurements of displacement, stress change, ground control element load and seismic response of the rock mass allow for back analysis and calibration of critical parameters for feedback into the engineering design loop. Instrument clusters are installed in strategic locations prior to the commencement of stoping in order to determine the nature of the response of the rock mass to stoping. A selection of instruments including instrumented cable bolts and rod extensometers, resistance wire extensometers, hollow inclusion stress cells, vibrating wire stress meters and resistance wire extensometers are used to gather data through a data logging system. The rate at which data is recorded is adjusted to provide more information during periods of anticipated rapid change such as around stope firings or during periods of high seismic activity, and less information during periods of anticipated quiescence. The twofold purpose of the instrumentation is to calibrate the numerical modelling output which forms the basis of the engineered mine design, and to provide an alert mechanism where the behaviour of the rock mass is not what was anticipated, or where the impact of that behaviour may compromise the integrity of the engineered ground control system. The paper describes the location of instrument clusters with respect to stoping, the type of instruments employed and the method of data acquisition. It provides examples of results obtained and illustrates the way in which that information is used to optimise the mine design and manage seismicity.

This paper describes in detail the controlled blasting adopted and the measurements undertaken for the successful excavation of large twin tunnels under a shallow cover for a six-lane highway project in India. The tunnels are D-shaped, each 15 m in diameter, and the cover between the tunnels and the existing railway track was about 14 m. These twin tunnel tubes were characterised by two separate three-lane carriageways for each direction of traffic, and were planned with about 25 m of reinforced cement concrete (RCC) portals at the entrance and exit of the tunnels. The major challenge of the project was the blasting of tunnels in rock below an operating railway line. As the tunnels approached the area below the railway line, the ground vibrations were monitored vertically above the blasting faces and on the railway track sleepers. Vibration intensities between those generated from tunnel blasting and those from the movement of the trains were compared, and it was found that the vibrations from blasting were lower than those from the moving trains. Though the permissible level of ground vibration based on the Indian Standard (IS) code happens to be 70 mm/s, the maximum charge per delay was calculated restricting this limit to 50 mm/s. This ensured that the vibrations in the vicinity of the railway tracks never exceeded the prescribed limit of 70 mm/s. The surface ground settlement before and after the blasts were also measured using an optical levelling instrument, which confirmed that there was no significant impact on the surface movements due to blasting. Extensometer readings inside the tunnels showed that there was no deformation in the tunnel. Smelting of Cu anode slimes involves the use of a slag to hold the oxidised Cu, but some Ag is also inevitably oxidised to the slag. The solubility of Ag in sodium silicate slags at 1 100 and 1 150 degrees C has now been determined over a very wide range of oxygen partial pressures. Silver was found to be present in the slags both as neutral atoms and as AgO(0.5). The activity coefficient for atomic Ag was a very strong function of slag composition and temperature, whereas that for AgO(0.5) was much less affected by slag composition and was almost independent of temperature over the limited range examined. The results reveal that the dissolved Ag cannot be fully recovered by reduction of the slag with very reducing gases

Sequential excavation of the Beacon Hill Station has been accomplished in highly complex and inter-layered sand, silt, and clay soils with multiple perched groundwater tables. Successful excavation has required the installation of a deep dewatering well system used to depressurize sand layers above and within the excavated tunnel faces. In addition, the presence of sand layers in the crown of the Platform Tunnels required jet grouting at depths of up to 49m (160-ft). This paper discusses the design intent, construction, and effectiveness of the dewatering system and the selective jet grouting of sand horizons and shaft break outs for the successful construction of the deepest SEM station excavation ever completed in the United States.

INTRODUCTION Today, conventional raise boring is an accepted method of development in underground mines and on major construction projects. Over the years that this technique, and its associated machines and tools, have been under development, many articles have been written on the subject. To a great extent, these papers have reported operating results of one or more specific projects or have been generalized reviews of state-of-the-art machines and tools. This paper is intended as a review of the technique from an operational standpoint. Conventional raise boring, as opposed to the related variants box hole drilling and underground blast hole drilling, is a two step process consisting of the pilot hole drilling and reaming cycles. This author has covered the subject of pilot hole drilling in another article (1) . A good review of the current machines and equipment has been presented by Monroe (2) and an overall review of this entire technology was published by E&MJ (3) and Mining Journal, April, 1983 (4) . The subject of the reaming cycle is presented here together with some of the technical aspects of how the drilling tools are intended to be used. When a thin film of volatile matter is deposited under vacuum on a polished coal surface, and the coated surface is examined microscopically in plane-polarized reflected light, colour changes are observed which are characteristic of the various macerals present. The colour changes appear to be mainly due to interference between light reflected at the upper surface of the film and at the film!coal interface. A variety of source materials for the volatile matter required have been tested, including powdered bituminous coal, coal tars, boron oxide, and certain resins. Bituminous coal gave the best results.
