Laboratory- and pilot-scale tests were carried out to study the effects of a magnetically enhanced hydroseparator on a magnetic taconite sample. The test parameters included feed flow rate, percent solids and magnetic field strength. Laboratory tests showed that magnetic iron losses could be effectively prevented by applying a magnetic field strength of 0.003 T (30 gauss) to a hydroseparator. A relatively uniform magnetic field within a pilot-scale hydroseparator was obtained by installing a magnetic grid within the device. The test parameters for the pilot-scale study also included the effects of magnetizing/demagnetizing the feed and magnetizing current. Magnetic iron losses were substantially reduced, even when the hydroseparator was operated at very high upward velocities. Results also show that increasing the field strength decreased the losses, but magnetic enhancement was successful even at the lowest field strengths, and the results show that magnetic iron losses were lower when the feed was magnetized. All the major interfacial technologies encountered in mineral processing involve adsorption of surfactants and/or polymers. With the need for processing low grade complex ores it is imperative that conventional techniques such as flotation and flocculation be extended to meet the challenge of treatment of fines. Addition of surfactants or polymers is indeed not limited to the solid-solid separations but extends to particle size reduction in the form of grinding aids and dewatering operations as well. Although progress has been made in recent years to understand the science involved in various interfacial processes, more challenges and opportunities exist today than ever before in processing of the low grade finely disseminated ores. A brief review of the recent advances and the challenges in mineral processing, especially, those related to the interfacial technologies is presented.

The development of small precious metal mines in the western states has been directed at heap leach operations. Crushing plants are an essential adjunct to heap leach operations. They must meet environmental air quality regulations which generally follow a similar pattern from state to state. Prior to mine construction a permit must be obtained and an operating permit granted during or shortly after the start-up period. The typical construction permit application consists primarily of drawings, specifications and an explanation sufficient to indicate that the mass of particulate matter entering the atmosphere is below minimum standards. The operating permit may be granted following demonstrations that air emission control equipment or methods comply with information submitted in the construction permit application.

This chapter describes the development of a computer code which rapidly estimates the cost of producing coal from either surface or underground mining situations. The computer code, termed the coal production cost (CPC) code, was developed under an NUS corporate research grant and was based on the findings of several coal mining and cost research analyses performed by NUS over a three-year period. The studies which served as the primary basis for the CPC code were the coal mining cost models developed by NUS for the Electric Power Research Institute. These models were designed for use in manual analyses and have been published by EPRI (Toth, 1977; and Stinnett, 1977).

Many developments have occurred in coal flotation with regard to increasing recovery from the flotation circuit and its impact on overall coal preparation plant recovery. This includes innovative design of flotation circuits, equipment modification and development, methods of enhancing the use of reagents, effect of slimes, and recognizing the effect of water chemistry. This paper will review recent advances and present some guidelines to improve process efficiency.

The health and safety of employees, efficiency of the operating system, and production are paramount goals in underground coal mining. The section foreman assumes responsibility for making his part of the total system function to meet these goals. However, section foremen often have not been prepared to assume the full range of their responsibilities upon becoming a supervisor. This paper addresses the full range of section foreman responsibilities and concomitant authority. Management principles that must be mastered by him are presented, and performance expectations as well as criteria for their evaluation are examined. The benefits realized from effective foreman training are discussed.

Three transportation and handling alternatives for delivering dry coal combustion residues from power plants to underground coal mines were evaluated both technically and economically. The objective was to transport, handle and inject the residues into the old workings of the mine at minimum cost. This was accomplished in the following two steps: simulation models were developed and utilized in identifying technically feasible designs for each alternative and the technically feasible designs were economically evaluated to obtain the cost per ton of material transported. An analysis was conducted for varyous distances and tonnages to reveal favorable operating ranges for each alternative.

This paper presents a strategic plan for automation, plant integration and process management being implemented at the Chuquicamata mining and metallurgical complex of Codelco-Chile. This five-year plan considers different levels of process control and plant integration, which include instrumentation and direct control, process models and supervisory control, plant information integration, and real time process and plant wide management. The conceptual solution developed defines an architecture for the overall system and the projects to be implemented by each production unit, as part of the proposed solution for the division wide process control, plant integration and real time process management. An estimate of the cost benefit relation of the plan is also given.

A filter consisting of a synthetic fibrous material has been determined to be a viable alternative to the wire mesh panels currently used in irrigated filter dust collection systems. An extensive laboratory investigation of the material showed that it removed a higher percentage of both respirable coal and quartz dust from the air entering a collector than did the flat and pleated wire mesh panel designs. This improvement in dust collection efficiency reduced the amount of coal and quartz dust discharged from the collector exhaust by approximately 44%. Since continued exposure to excessive levels (>5%) of respirable quartz dust presents a severe health hazard, this alternative filter medium could be of use to those mines required to comply with more stringent dust standards due to quartz.

The purpose of this paper is to evaluate overall prospects of the export market in the Pacific Rim for Illinois steam coal in terms of recent changes in global socioeconomic factors. To pursue this objective, three factors affecting the prospects of Illinois coal in the Asian market were selected for detailed analysis: quality requirements of imported coal, particularly those of the Japanese market; import controls and regulatory factors; and transportation factors affecting the export of Illinois coal. Based on these analyses, alternative long-term strategies are suggested for promoting Illinois coal export in the Asian market.

Silver contained in zinc calcines undergoes several phase changes as it proceeds through the leaching circuit of a roast-leach-electrowin zinc plant. In this study, the flotation response of silver, from leach residues prepared under a variety of carefully controlled operating conditions in the pilot plant has been examined. Flotation of neutral leach residue is shown to be technically viable and to merit consideration for those plants without a high-acid leach circuit, but having significant silver values in the feed. Residue leach conditions must be kept slightly acidic to promote the formation of Ag2S, (AgCu) 2S and Ag2S rims on residual unroasted sphalerite, while simultaneously avoiding the hydrolysis of soluble iron, which depresses silver recovery and grade. Factors to be considered during integration of a flotation process into an electrolytic zinc plant are discussed.

INTRODUCTION A physical separation partitions a stream of particles into two streams - one containing a concentration of a desirable constituent; the other containing a defficiency - on the basis of a difference in physical properties. Separating ores into concentrates of increased grade and gangue minerals has been practiced for thousands of years. Physical properties of materials which have been used to achieve separations include size, relative density, shape, magnetism, surface charge, color, characteristic emission, resilience and strength. The study of physical separations has also been termed attribute tracking. The term attribute is used to describe the content of the material of interest, or, sometimes, properties not used as a basis of the separation. Reduction in the quality of resources and attendant increase in the quantities of fines to be processed present a major economic and environmental challenge for resource - based industries. It is becoming evident that agglomeration by immiscible liquid wetting will play a significant role in the treatment of these fines. Liquid phase agglomeration can be adapted to separate solids or liquids in highly divided form from liquid suspensions and emulsions. Diverse opportunities in coal fines recovery, novel fuels technologies and oily waste water treatment are cited here. The oil agglomeration of extreme fines from coal tailings, with consequent dramatic reduction in refuse for disposal, is now a commercial reality. It is suggested that this approach can serve as a prototype for the processing of extreme fines in an economical and environment ally sound manner.

GEORGE WEINMAN: Our next speaker is Steve Garcia, operations vice president and general manager of mining at IMC-Agrico, Florida. Steve was born in Lakeland, Florida, to an IMC mining family. He has 17 years with IMC-Agrico and Freeport companies, including assignments in North Carolina, Nevada, Arkansas, and Indonesia. His work within the industry includes technical and operating positions including chief metallurgist, drying superintendent, and mines operations manager at Pane Creek. Other experiences include design of a grassroots phosphate facility in North Carolina; construction and start-up of a gold facility near Elko, Nevada; work in the Blytheville, Arkansas, ammonia urea facility; and three years managing engineering, construction, and support services in Irian Jaya, Indonesia. Steve's presentation is "Evaluation and Standardization of Multiple Slurry Pumping Systems."

The economic developments and industrial behavior patterns that led to a lasting excess capacity in the world non-ferrous metals industries from the aid-1970s are explored. Detailed attention is devoted to analyzing and defining crucial concepts like "capacity", "excess capacity", "capacity maintenance" and "investments". Empirical evidence of capacity utilization and capacity growth in the industries under study is provided. The coincidence of excess capacity and low prices on the one hand, and investments in capacity maintenance and capacity expansion, on the other, is seen as a consequence of substantial declines in the metal industries' investment and production costs during the period studied.

A lysimeter designed to measure suction and collect a pore water sample from unsaturated waste rock has been developed and its performance has been verified in two large scale column tests. The test columns were constructed to bracket the envelope of grainsize curves for waste rock from Northern Saskatchewan. The suction profile within the columns was measured under a series of infiltration rates using tensiometers and these were compared to the lysimeter readings. The rate at which pore water samples could be collected was also measured under each infiltration rate. Lysimeter measurements of suction were found to be slightly lower than the tensiometers.

Most of these improvements were of technological nature in the'70s and '80s of this century; whereas, the present decade requires products that meet technical excellence as well as commercial advantages such as quick delivery, low cost and reliable spare parts supply. The best approach to meet these requirements is a highly modular and standardized system of reliable components that cover all demands a conveyor drive might require.

There has been some confusion over the selection of discount rates when performing stochastic simulations of a project's net present value (NPV) using risk- adjusted discounting techniques. Some argue that lower discount rates should be used when performing stochastic valuation simulations. This creates higher NPV values and improves the attractiveness of a project. Others argue that the discount rate should not be lowered for these simulations. This paper exposes the source of this confusion. It demonstrates that stochastic simulations do not remove the risk inherent in a project and, therefore-do not improve a project's value to the risk-averse investor. Risk-adjusted discount rates should, therefore, not be adjusted downward when performing stochastic NPV simulations. Stochastic simulations are, however, shown to he useful in several aspects of project valuation.

The quality of cleaned products from coal preparation plants is often variable due to natural fluctuations in the washability characteristics of the plant feed. To combat this problem, many modern plants have installed on-line analyzers that provide feedback for the real-time control of product quality via the adjustment of circuit cutpoints. Unfortunately, optimization studies show that this approach may actually lead to increased losses of saleable coal. This paper discusses the problems associated with the real-time manipulation of circuit cutpoints and suggests alternative modes of operation that are better suited for plant optimization. A case study involving an eastern U.S. coal plant has been used to compare the economic impacts of these different approaches for plantwide control.

A cathodic decomposition model was examined for both pyrrhotite and chalcopyrite in an attempt to analyze the formation of surface coatings in deoxygenated solutions at natural, near neutral pH. Combination potentials established between the mineral-grinding media pair were simulated by applying a potential of -0.455 V (vs. a standard hydrogen electrode) either to a pyrrhotite or to a chalcopyrite electrode. Chronoamperometry was used to study the polarization behaviors and alteration of mineral surfaces through cathodic processes. The kinetic parameters of cathodic decomposition of pyrrhotite and chalcopyrite were determined and compared. It was concluded that pyrrhotite decomposed faster than chalcopyrite in near-neutral pH solutions. Both minerals were then covered by a film consist¬ing mainly of iron hydroxides, which adversely affected their flotation.
