Because so many interrelated technical, economic, legal and political factors are involved in evaluation of commercial mineral deposits, it is common practice today to assign such work to a team of specialists including geologists, mining engineers, metallurgists, lawyers, and economic evaluation experts. Each member of the team plays an important role; the role of the geologist is particularly important. The geologist involved with evaluation of fluorspar deposits needs all the geologic and economic training and experience required for evaluation of metallic mineral deposits. Few, if any, industrial or metallic minerals occur in so many geologic environments as fluorite. Fluorspar, and aggregate of rock and mineral matter containing enough fluorite to make a commercial deposit (ore), is somewhat more limited in its modes of occurrence than fluorite, but it too is found in a variety of environments.

Area wide pillar failures, or “squeezes,” were once fairly common in underground coal mines. While rare today, they do occur. This paper describes seven case histories that were investigated by MSHA Technical Support. They occurred across the range of US coalfields, in both longwall and room-and-pillar mines, and involved development mining, pillar recovery, longwall panel extraction, and multiple seam interactions. Significant lessons from each are discussed.

Despite the controversies that have surrounded asbestos over the past 20 to 30 years, no knowledgeable authority has doubted the usefulness of this material. Were it not for the health risks associated with the manufacture and use of asbestos products, its physical and chemical characteristics would continue to be hailed as an undeniable boon to mankind. However, it has become clear over the past 30 years that like other major contributors to our modern industrialized society, asbestos must be handled responsibly and with the full understanding that lack of care can lead to injury, suffering and death. In this sense, asbestos shares characteristics with nuclear power, pesticides and even motor vehicle usage. It is unlikely that modern society would be willing to walk away from the benefits bestowed by any of these valuable resources. Rather, the appropriate response to the identification of danger is to define the type of risk, quantify its incidence, search for methods of decreasing the risk and implement programs to achieve the goal of minimization of risk. We should recognize at the outset that the risk cannot be diminished to zero without elimination of the material entirely from our midst. The concept of acceptable risk is a complex issue involving medical, legal, financial, moral and even psychological factors that defy precise quantification. In essence, the major danger produced by exposure to asbestos is its potential effects on the respiratory system. Despite the fact that asbestos workers have constant skin contact with the material and porbably swallow it in the course of their activities, inhalation of the fibers is recognized as the major health risk associated with its use. Aerosols of asbestos are inhaled not only by miners, millers and fabricators but also by urban dwellers who have no direct occupational contact with the material. This occurs because asbestos has been applied to our buildings and has been used in a wide variety of products that touch our daily lives. While it is estimated that three to four million people in the United States have been occupationally exposed to asbestos, the number who have been non-occupationally exposed is many times that number.

Coal cleaning can be effected by the bacterium Sulfolobus acidocaldarius, which in oxidizing sulfur and dissolving mineral matter requires carbon dioxide and oxygen; carbon dioxide as a carbon source and oxygen as an electron acceptor. The desulfurization of coal by thermophilic bacteria under elevated partial pressures of carbon dioxide and oxygen was studied at a total pressure of 1 atm. The partial pressure of carbon dioxide was varied over the range 0.00032 to 0.33 atm (0.00032, 0.007, 0.10, 0.33 atm), and the partial pressure of oxygen was varied over the range 0.14 to 0.40 atm (0.14, 0.21, 0.30, 0.40 atm). The maximum rate of coal desulfurization increased by 32%, from 9.0 to 11.9 mg S/1 hr, as air was enriched in carbon dioxide from its atmospheric level of 0.00032 atm to 0.10 atm. Enrichment with carbon dioxide up to 0.10 atm, at constant oxygen partial pressures, increased the desulfurization rate, but enrichment to 0.33 atm caused the rate to decrease. At constant carbon dioxide partial pressures, the desulfurization rate was maximum at oxygen partial pressures of 0.21 and 0.30 atm. At higher (0.40 atm) and lower (0.14 atm) oxygen partial pressures the rate decreaed by 9 to 20%. The desulfurization rate decreased by 58X, from 9.0 to 3.8 mg S/1 hr, when the air pressure was increased from 1 atm to 3 atm. The effects justify an economic analysis during design and operation of a commercial air feed in a process to desulfurize coal by microbial action.

The influence of reduction roasting and thermal shock on the grindability of a refractory low-grade Michigan iron ore was examined in bench scale tests. The quantitative effects of the various treatments were evaluated at three sieve levels: 48, 100, and 400 mesh, using ball mill grindability and work index parameters as response indicators. Data from the testing program were analyzed statistically as a means of isolating the effects of cooling rate, roasting temperature, and ore chemical condition. All three variables were found to have an important influence on the grindability of the treated ore; ore chemical condition and roasting temperature had the most pronounced effects.

Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. He will explain which recovery process proved to be the most economic. Other papers in the introductory session include How to Best Use Consulting Firms to Accelerate the Development Process, by H. In several investigations the correlation has been studied between the fuel consumption and the reducibility of the charged material in the zone of indirect reduction in the blast furnace (1, 2, 3, 4, 5). It has been found that increased reducibility allows greater gas utilization which accordingly lowers the fuel consumption. In direct reduction units this relation has not yet been fully established partly owing to the lack of accurate test methods and experience with different materials as regards reducibility. However, since the production rate in a direct reduction unit is closely related to the time required to reach high degrees of reduction, the reducibility must be regarded as one of the most important properties of the material.

Based on the mechanical essence that large-scale plastic failure zone appears in all or part of surrounding rock in soft rock roadway, the numerical simulation method is used to study the rectangular roadway in layered rock strata. It is clarified necessary conditions must be met for soft rock: firstly, the strength condition is that the maximum confining pressure is greater than the uniaxial compressive strength of rock strata. Secondly, the stress environment condition is that the ratio of maximum confining pressure to minimum confining pressure is greater than 3. Thirdly, the angle condition is that The direction of principal stress action enables the plastic zone of weak rock layers to fully develop. At the same time, the quantitative description method of soft rock is given, and the soft rock roadway is redefined. Soft rock roadway refers to the roadway that meets the strength conditions, stress environment conditions, and rock structure angle conditions under certain surrounding rock conditions and in-situ stress environment conditions. After the excavation of the roadway, a large-scale plastic failure can be formed, that is, a butterfly-shaped plastic zone is formed, and the conventional support cannot be adapted. It is difficult to support in engineering. It provides a theoretical basis and engineering analysis method for the identification of soft rock roadway, and the research results have engineering value Soft rock tunnel engineering in coal mines constitutes a vital aspect of soft rock engineering. This field broadly encompasses rock engi- neering concerning large plastic deformations, e.g., soft rock slope engineering and soft rock tunnel engineering. The intricate geological conditions encountered in soft rock tunnel engineering present a significant challenge to support, which has harmed coal production in China. China leads global raw coal production with the annual output of 4.6 billion tons. Annual tunnel excavation supporting this production spans approximately 11,000 km, with over 10% of these tunnels classified as soft rock formations. Soft rock is commonly associated with soft rock tunnels due to their prevalence in engineering projects. However, reaching a consensus on the definition of soft rock has long been an enduring challenge for scholars and engineers. Numerous definitions have been proposed, includ- ing descriptive, index, and engineering definitions. For instance, the International Society for Rock Mechanics defines soft rock based on its uniaxial compressive strength σ ranging from 0.5 to 25 MPa. China's Engineering Rock Body Standards, established in 1994 (GB 50218-94), take a qualitative and quantitative approach to classifying rocks. Rocks are categorized as hard or soft based on criteria such as hammering sound, fragmentation, water immersion effects, and weath- ering degree. Additionally, the integrity of rock bodies is assessed across five categories intact, relatively intact, soft fractured, fractured, and extremely fractured. This classification considers factors like the number and spacing of structural planes, their combination, and the types of structures. Descriptive and index-based definitions fall under the category of geological soft rocks, providing a comprehensive geological perspective on the surface features or strength characteristics. However, these definitions have limitations in engineering practice, which leads to contradic- tions. For instance, rocks with uniaxial compressive strength less than 25 MPa may not exhibit soft rock characteristics if the tunnel is shal- low with low horizontal stress levels. Conversely, rocks with compressive strength exceeding 25 MPa at sufficient depth and high horizontal stress may exhibit soft rock characteristics. Definitions originating from engineering practice have emerged after realizing the inadequacy of discussing soft rocks without considering engineering. For instance, Dong's loose circle theory defines soft rocks as rocks with a loose circle thickness exceeding 1.5 m, which chal- lenges conventional supports. This intuitive definition, widely accepted by engineering professionals, emphasizes the difficulty in supporting tunnels due to extensive damage. However, various tunnel damage poses a challenge in relying solely on the loose circle thickness of tunnels for determining soft rocks. He introduced the concept of engineering soft rocks, which are defined as rock formations exhibiting significant plastic deformations under applied engineering force. Two fundamental mechanical properties of soft rocks are identified the critical softening load and critical soft- ening depth. Talc deposits in the Precambrian of southwestern Montana (Beaverhead and Madison Counties) are unique within the U. S. A. in that large bodies of tremolite-free talc can be open-pit mined. All known deposits are in pre-Beltian dolomite units. The origin is suspected to be metasomatic, with the siliceous component having been contributed by an intrusive Precambrian granite gneiss. Precambrian deformation was extreme and is characterized by multiple periods of tight isoclinal folding and the flowage of less competent rocks, rather than by faulting. Post- Precambrian folding has been relatively negligible; the characteristic Laramide structure is block-faulting developed along northwest-southeast trends. The talc is thought to have been formed in Precambrian time; the high-angle block-faults probably have no significance with regard to the formation of the talc, but do tend to complicate mining operations. Tremolite-free talc ore bodies with horizontal widths of more than 200 feet, vertical depths of several hundreds of feet, and strike-lengths of as much as one-half mile are known in the Ruby Range and the Gravelly Range. Where dolomite is interbedded with tremolite-free talc in the Gravelly Range, the scale of this relationship permits the use of conventional open-pit mining methods with subsequent upgrading by hand-sorting techniques. Underground mining has been used in the past, but all current Montana talc-mining operations are on the surface. The hand-sorted ore, some of which is shipped overseas, is finely ground or micronized in roller mills and fluid-energy mills. The products are distributed both nationwide and abroad.

A recent advance in slope dewatering-depressurization and stabilization is the use of vacuum assist horizontal drainage. (Brawner and Pakalnis) Horizontal drains have been used for several decades to reduce water pressures in slopes to improve stability. The benefit from vacuum assist arises from an increased hydraulic gradient caused by an induced negative atmospheric pressure. A research program included a laboratory model whereby the effects of vacuum drainage were evaluated. Three case studies are described where the technique has been successful. The first is in a rock slope where flows increased from 0.1 1/min. under gravity drainage up to 1.2 1/min, upon vacuum. The second study involves installation of 17 drains placed at a slightly downward gradient to intercept and de- pressurize aquifers under a major tar sand deposit in Canada. The third study was on a large open pit copper mine in British Columbia where flow increased about 30 per cent.

I consider it a distinct privilege to be afforded the opportunity of discussing the program of the Office of Coal Research. The principal activities I will be discussing are concerned with projects that fall in the utilization area. I will, to be sure, touch on other activities of the Office of Coal Research but am not equipped to discuss these activities in great detail. Research activities of the Office of Coal Research are conducted on a contract basis with commercial, academic, and non-profit institutions. We do not operate any laboratories of our own but we do maintain a very small staff for technical and administrative supervision of our contractors. We have consistently attempted to interest outstanding, creative, and practical research organizations in our program. We are constantly seeking the imaginative new idea that will materially reduce the cost of mining coal, transporting it, or will process it into a more convenient and useable form. In assessing proposals and in developing our program, we search for the improvements that will develop large-scale new uses for coal or coal products or those that support these new uses.

The western phosphate field, one of the United States' great mineral resources, lies within the western states of Idaho, Utah, Wyoming and Montana. This Permian sedimentary deposit has been known since the turn of the century and since the 1920's has been mined for its phosphate content. Isolation from markets and relatively high mining costs have restricted development as compared to eastern United States deposits, but nevertheless a significant western phosphate industry has developed. Geographically the deposit covers an enormous area of about 337 000 km2 (130 000 sq miles). It covers Idaho from Pocatello east- ward, western Wyoming to the eastern flank of the Wind River mountains, and extends well into southwestern Montana and into a large area of northeastern Utah north of the Uinta Basin and east of the Salt Lake valley.

Salt cavities have been proven to be a suitable structure for underground storage of various matters in gas, liquid or solid form. Since the technique of underground storage was developed mainly through field experiences in solution mining, a wider use of solution cavities for storage of gaseous and solid matters requires evaluation of three basic rock mechanics problems; cavity instability, boundary rock failure and surface subsidence. Cavity instability is due to the non-linear long-term creep properties of the surrounding ground media which are sensitive to cavity pressure changes associated with the storage. The cavity boundary rock failure is caused by the loss of effective confining pressure to the boundary rock media in the process of storage of gaseous and solid matters. Surface subsidence is the final outcome of the stress envelope originated around a cavity, eventually reaching the ground surface. The rock mechanics processes of instability, failure and surface subsidence are explained by using various field examples in salt domes and bedded formations. Methods of solving the problems are discussed including stress relief, stress control and computer optimization of design.

The Homestake-New Mexico Partners consist of Homestake Mining Company of Lead, South Dakota; Rio de Ore Uranium Mines, Inc; United Western Minerals Company; White, Weld and Company; J.H. Whitney; San Jacinto Petroleum Corporation; and Clyde Osborn, Homestake Mining Company is the general partner, the others are limited partners. The Rio de Ore Uranium Mines, Inc. has. a mine in the Ambrosia Lake area; this was the first mine to go into production in this area. The United Western Minerals Company also has a mine in the Ambrosia Lake which is operated as a "farm out" from the San Jacinto Petroleum Corporation. These mines are the principal sources of ore for the mill. This group was the first to obtain a contract with AEC to make uranium concentrate from Ambrosia Lake ores and the first to have a mill in operation specifically for these ores. With Clyde Osborn as the sparkplug and co-ordinator holding the ore suppliers of, this group together, a contract with AEC was agreed on as to its essential points by mid-summer, 1956, At that time, there was no general partner and no financing, so me formal contract could be signed. By December, 1956 when the contract was signed and the present partnership officially formed, much of the basic engineering was done and purchasing of main elements of the mill waited on the formalizing of agreements, at the specifications and sizes agreed on previously. Ground for the mill was broken in April, 1957. The sampling plant went into operation in October and ore was first fed to the ball mills on February 5, 1958, ten months after construction actually started. Filling of the circuit with sodium carbonate bicarbonate solution had begun a week before that.

This paper presents the equipment and techniques developed to mine subsurface mineral deposits through 16 inch bore holes entirely by hydraulic methods. Use of this equipment for excavating large cavities in oil and water well producing zones is discussed. Results of surface experiments using high pressure jet streams of water to determine the cutting rates of materials are outlined. Various basic shapes of subsurface excavations that can be mined with the equipment are illustrated and discussed. An example of the cost of mining by this method is presented. Problems encountered in the field operations led to the development of a new explosion type slurry pumping system and related slurry handling equipment.

As Florida phosphate mining gradually moves from the Bone Valley formation to the Hawthorn formation, a greater portion of the minable deposit contains dolomitic diluents which result in lower product grades that can be detrimental to the production of phosphoric acid for fertilizer uses. One beneficiation technique found applicable to the phosphate pebble size range (3 X 16 mesh) is heavy media separation using suspensions of magnetite and ferrosilicon. As part of an ongoing investigation of dolomite removal technology, a pilot heavy media cyclone system was constructed by IMC and used in the testing of a variety of drill core composites and hulk samples. The results of these tests were used to develop a predictive model for heavy media cyclone separation based on pebble fraction assays and heavy media operating parameters. This model is currently being used in the evaluation of specific future mining areas.

In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.

The Non-Time Critical Forest service CERCLA Action at Mansfield Canyon, Santa Cruz County, Arizona designated previous locators of unpatented mining claims as owners/operators of the Hazardous Waste Facility, retroactively liable for all reclamation costs including reclamation of mines acquired by the Forest Service. The CERCLA Action is based on non-existent tailings, a non-existent permanent resident, inaccurate and unreliable data and did not review or consider prior USGS and USBM data. The consequences of the Forest Service action include(1) reduced exploration, (2) loss of credibility, (3)public disillusionment and distrust.

The use of tritium in manufacturing and its subsequent loss to the local environment in Tucson, Arizona resulted in a great debate relative to the physiological effects of low level radiation. This paper reviews some of the facts of the release and attempts to quantify the degree of hazard encountered by the local community. Some of the difficulties in assessing the true degree of absorbed dose and the assumptions necessary for calculation purposes are presented.

For several decades, the minerals industry has used leaching techniques to extract metals from rocks whose grade was too low to be treated profitably using conventional metallurgical techniques, and, as of 1972, about 15% of domestic copper production was derived using leaching methods (Beall 1). Increasing interest is currently being directed toward solution mining, particularly with respect to copper, for basically two reasons. In the first place, geological exploration has outlined several copper deposits of large tonnage and 1m', grade which are buried at sufficient depth to preclude open-pit mining which would make such mineral deposits ore deposits. Nevertheless, these occurrences provide significant potential if they could be treated by chemical leaching in situ. Secondly, the porphyry deposits of the western united States, which provide by far the largest percentage of domestic copper, do not terminate geometrically with sharp borders. These large disseminated bodies commonly decrease in grade laterally away from volumes of rock containing ore grade metallization, and the distinction between ore and waste is strictly economic. In order to extract ore grade material from the ground, a significant amount of rock containing sub-ore-grade copper must also be removed which, when placed on dumps, is amenable to solution mining. These two considerations clearly indicate the reasons for the growing interest in solution , leaching techniques--namely the ability to exploit deeply buried low grade deposits and the expansion of reserves in deposits currently under production.
