In the spring of 1988, Freeport-McMoRan Resource Partners Ltd. Partnership, IMC Fertilizer Inc. and Homestake Mining Co., as joint venturers, were awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 91372. This was one of 11 leases awarded to the joint venturers. Following the initial discovery wells in December 1988, delineation drilling confirmed proven sulphur reserves of 68 Mt (67 million long tons). Proven, recoverable oil and gas reserves are 6.2 Mm3 (39.4 million bbl) and 1114 Mm3 (7.2 billion cu ft), respectively. Development of the sulphur mine was given approval as a fast-track project in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and were also given fast-track status. Fast-track for these projects meant design and engineering would not be complete before construction began. Joint venture The Main Pass Joint Venture is one of 13 joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corp., a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has since changed its name to Homestake Sulphur Co. Texasgulf assigned its interests to its parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This joint venture, the first of its kind, was created to acquire offshore leases, explore, develop and mine sulphur. The Interior Department's Minerals Management Service (MMS) announced a lease sale date of Feb. 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the 13 leases the joint ventures bid on, 11 were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Ltd. Partnership. Resource Partners is the operator on all of the leases.

INTRODUCTION On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. These Amendments cover many aspects of air pollution control. The provisions which seek to control emissions of "air toxics" may, however, be the most far-reaching and will potentially have the greatest effect on American industry. The Administration has estimated that by the year 2005 industry will be spending $6.7 billion per year on air toxics control. Meanwhile, the Business Round Table has estimated that the price will be far higher, up to $62 billion per year, depending on how EPA and the States implement the program. BASIC REQUIREMENTS Any "major" source of emissions of 189 air toxics will be required to install "MACT." The translation of this statement requires some definitions: •MAJOR SOURCE - A facility (a contiguous property under single ownership and control) which has actual emissions of 10 tons or more per year of any single one of the air toxics or 25 tons per year of any combination of air toxics. •AIR TOXICS - Congress has provided a list of the 189 chemicals on this list. Those that may be important to the mining industry are shown on Table 1. This list can be changed by petition or by EPA. •MACT - Maximum Achievable Control Technology is to be defined by EPA for each industrial source category. EPA says there are about 400 categories. The Act defines MACT as: "the average emission limit achieved by the best performing 12% of the existing sources ... for categories with 30 sources or more" or, "the average emission limitation achieved by the best performing 5 sources in the category." The world-famous beryllium deposits at Spor Mountain, northwest of Delta, Utah, are the principal resource of beryllium in the United States. Beryllium metal, beryllium-metal alloys, and beryllium oxide ceramics have a long history of specialty applications. Beryllium is used in X-ray windows, nuclear reactors: and a wide variety of industrial and electronic products. The Spor Mountain deposits are located on the western rim of the Thomas caldera, one of at least three volcanic depressions that subsided during voluminous eruption of rhyolitic ash-flow tuff in early Oligocene time. Beginning in early Miocene time, the caldera rim and its volcanic fill were cut extensively by basin-and-range faults. Basin-and-range faulting was accompanied by local eruption of high-silica rhyolite. High-silica topaz rhyolites at Spor Mountain (21 Ma) and Topaz Mountain (6 to 7 Ma) are especially rich in fluorine and lithophile trace elements such as beryllium. Topaz rhyolite of the Miocene Spor Mountain Formation, or its magma was the source of the Spor Mountain beryllium deposits. At Spor Mountain, deposits of beryllium, as submicroscopic bertrandite, Be4Si207(OH)2, occur in rhyolite tuff beneath flows and domes of topaz rhyolite. The beryllium deposits also contain minor disseminated fluorite, lithium, uranium, and anomalous traces of other lithophile elements. The host tuff, originally composed of glass, zeolite, and abundant clasts of carbonate rock, has been altered to clay and potassium feldspar. Fluorite, quartz, and opal replaced carbonate clasts in the tuff. Beryllium was deposited with fluorite in altered clasts and in the matrix of altered tuff. Fluorspar and uranium deposits are spatially and genetically associated with the beryllium deposits at Spor Mountain. Fluorspar deposits at Spor Mountain occur mostly in breccia pipes. Some fluorspar pipes contain uranium, thought to be dispersed in the structure of fluorite. Secondary uranium minerals are dispersed throughout the tuff that hosts beryllium deposits and comprise lenses of ore-grade uranium at the Yellow Chief mine.

Introduction Trapper mine is a dip-line strip coal mine, located about 10 km (6 miles) southwest of Craig, CO. The mine provides the Craig Generating Station, operated by Colorado-Ute, with about 2 Mt (2.3 million st) of coal annually. The Trapper mine is situated on a hillside that climbs in elevation from 2 to 2.5 km (6500 to 7400 ft) at average grade of 15%. The coal seams dip at about 16% down-grade and they outcrop near the top of the hillside. They exceed maximum stripping depth in 1 to 1.7 km (3500 to 5500 ft) of pit length. Stripping in the three existing pits is performed with three Page 752 23 m3 (30 cu yd) walking draglines. Two of the pits are currently being cast blasted. Until the active cut, the Derringer pit was cast blasted only where the lower mined seam exceeded stripping capabilities and the pit was a single seam operation. Now, a 9-m (30-ft) interburden bench has been incorporated into the stripping plan. This bench protects the first seam of coal from shear when the overburden is cast blasted. The cast blasted section of the 1.6 km (53,000 ft) long pit has been increased from the 457 m (1500 ft) casted previ¬ously to 1 km (3500 ft). High speed films show the coal losses due to shear of the blast are minimal. The pit width in Derringer pit is 61 m (200 ft). This is necessary for efficient spoil side stripping of a relatively thin interburden in the two-seam section of the pit. The Enfield pit is entirely cast blasted. The single seam pit is 46 m (150 ft) wide, 1.1 km (3600 ft) long, and varies from 15 and 46 m (50 and 150 ft) in overburden depth. Exploration expenditures in Alaska last year amounted to $8.9 million. This was comparable to 1985's $9.1 million. Development expenditures dropped 29%, $24.3 million in 1986 vs. $34.1 million in 1985. The exploration industry is restructuring and stabilizing after the loss of major mineral firms during the last few years. These included Anaconda Minerals, Asarco, Hecla Mining, Enserch Exploration, Phillips Minerals Division, Exxon Minerals, Noranda Inc., General Crude, Mohawk Oil & Gas, Inspiration Development, Teton Exploration, and St. Joe Minerals Division. Some of these companies were mineral subsidiaries of oil companies and were either dissolved or redirected to programs outside of Alaska. However, recent entry exploration firms include Echo Bay Mines Ltd., Long Lac Minerals, and Exvenco. They are busy evaluating prospects and mineral developments in the southeastern panhandle. In the 1970s, about $254 million was spent on Alaska mineral exploration. Of this, about 5% ($12 million) was for nonmetallics and coal, about 26% was directed at precious metals ($66 million) mainly gold, and 69% ($175.3 million) for the base metals zinc, copper, molybdenum, tin, tungsten, and nickel. Since the early 1980s, trends have reversed. Of the nearly $196.3 million spent from 1981-1986, 48% has been for precious metals ($94.3 million) and 40% on nonmetallics and coal. In the last two years, nearly 70% of the Alaskan exploration dollar has been spent in search of precious metals. Three gold skarns were explored during the year - the Nixon Fork project in western Alaska (Battle Mountain Mining Co.), the Nebesna and Rambler lodes of the northern Wrangell Mountains (Nebesna Mining Partners), and the Zackley project near Paxson in southcentral Alaska (Nerco Minerals). Nearly 7.6 km (25,000 ft) of diamond and rotary drilling were conducted on these three properties. Many of you are familiar with the Washington Metro Project. However, inasmuch as some may not be, and others may want to refresh their memories regarding certain facets of the project, I will cite a few summary details about the rail transit system we are constructing. That summary will also give each of us a common point for departure as I develop the principal thoughts that I want to leave with you. The Washington Metropolitan Area Transit Authority (WMATA) is an interstate agency established by Compact between the District of Columbia, Maryland and Virginia and approved by the United States Congress. Currently, the Authority has approval to build and operate a 101-mile (162.5 km) regional rapid rail transit system as shown on Appendix A. Of that total, 38 miles (61.2 km) will be in D. C., 32 miles (51.5 km) in Maryland and 30 miles (48.3 km) in Virginia. (Mileage figures, because of rounding error, do not add to 101 miles.) Referring again to the 101-mile total, 48 miles (77.2 km) will be underground, 42 miles (67.6 km) on the surface and 10 miles (16.1 km) on aerial structures. Of the 48 miles (77.2 km) that are underground, 15 miles (24.1 km) are rock tunnel, 14 miles (22.5 km) are earth tunnel, 0.5 miles (0.8 km) 9.s sunken tube and 19 miles (30.6 inn) are cut-and-cover construction. The system will include 86 stations, with 51 of them underground. Referring again to the full 86 stations, 43 will be in D. C., 23 in Maryland and 20 in Virginia. We currently have 37 miles (59.5 km) of line and 41 stations in operations as shown on Appendix B. The following report details the successful construction of Contract 2A of the Three Rivers Water Quality Management Program, Intrenchment Creek Combined Sewer Overflow Conveyance System, in DeKalb County for the City of Atlanta, Georgia. The contract required construction of approximately 2878 m (9443 ft) of tunnel bored to an initial diameter of 7.95 m (26 ft 1 in), with provisions to concrete line those portions designated by the engineer to a finished internal diameter of 6.91 m (22 ft 8 in). Flanking the tunnel are two shafts. The upstream shaft was excavated to a nominal diameter of 4.87 m (16 ft) to accommodate a finished internal diameter of 3.66 m (12 ft). This shaft required a transition boot fully concrete lined to final dimensions of 6.91 m (22 ft 8 in) wide, 13.72 m (45 ft) long, and varying in height from 6.91 m (22 ft 8 in) to 12.80 m (42 ft). Associated work necessary to complete the contractual obligations included installation of 22.86 m (75 ft) of cut-and-cover box culvert, 484 m (1589 ft) of open-cut sewer installation in sizes ranging from 0.30 m (12 in) to 1.68 m (5 ft 6 in), one river crossing, 137.46 m (451 ft) of monolithic concrete trapezoidal channel, and installation of 19125 cu m (25000 cu yd) of select fill material compacted and graded to finished contours. The downstream shaft was excavated to a minimum diameter of 12.04 m (39 ft 6 in) and concrete lined to a finished internal diameter of 10.67 m (35 ft). Requirements here included installation of a complete pumping station with all mechanical, electrical, and structural elements necessary for dewatering the tunnel through the controlled use of four 250 hp submersible pumps discharging into the facilities of the Intrenchment Creek Water Pollution Plant. In the previous work (1,2), initial developments in a novel tracing technique employing specifically prepared trace particiles were fully described. The synthetic tracers produced proved to represent coal particles in specific gravity based coal washing equipment in this work, a detection system has been developed that can detect the artificial tracers in the product or refuse part of the density-separating coal cleaning units and thus indicate the performance characteristics of the circuit. This system could not only be a simple, accurate, and inexpensive replacement for the usual time-consuming washability analysis, but it could also be used for diagnostic purposes in coal separatory devices.

The key design parameters of roof bolting using expansion - shell type support for underground coal mine roof support are bolt length, bolt spacing, installed load and anchorage capacity. Depending on the utilization of suspension effect or friction effect, the bolt length is dictated either by the distance between the roof surface and the first overlying strong strata encountered or the desired magnitude of reduction in bending stress at the roof surface, The current prevailing practices about the bolt spacing and installed load are that an initial torque of 125 - 170 ft-lbs is applied and the bolts are spaced at 4- or 5- ft. square grid pattern. This seems to be a rather broad generalization in view of the great geological variances which are expected in underground coal mines. A modest evaluation program to measure the effectiveness of current roof bolting practices is to monitor the load history of roof bolts during a complete mining cycle including the phases of room development and pillar robbing. The load history, when compared with the anchorage capacity of roof bolts determined by in-situ pull tests, will provide information for evaluating the installed load, the bolt spacing as well as the specifications for structural and anchorage characteristics of the bolt assemblies. This paper presents a case history of monitoring the complete load histories of roof bolts in an underground coal mine of Pittsburgh seam.

The Kivcet process is technologically the most advanced of the new lead smelting processes which have been developed over the past decade construction of the first commercial scale Kivcet lead smelter which has been designed by KHD Humboldt Wedag for Sociedad Complejo Metalurgico de Karachipampa is at present nearing completion in Bolivia. Some of the measures taken to minimise emission of harmful elements as well as methods employed to minimise energy consumption in the design of the smelter, are presented. Results of recent testwork which have added to the flexibility of the process are summarised.

The objective of the Cerrejon Coal Project is to mine and export a minimum of 15 million metric tons per year of bituminous coal from the Guajira Pennisula in Colombia, South America. Major components of the project will include an open pit mine, 150 km railroad, marine terminal for storage and shipping, and accommodations for the support personnel. This paper primarily reviews the coal handling facilities at the mine and port which will include crushers, conveyors, silos, stacker/reclaimers, and a shiploader. Of special interest is the design concept for unloading bottom-dump railcars, a programmable controller control system with automatic stacking and reclaiming, a linear-type shiploader, and 2.4m wide conveyors running at 5 m/sec.

This paper presents considerations in support of a U. S. oil import policy more restrictive than the present Government import program. A lower level of imports and greater long-range stability in the relationship between imports and domestic production are recommended. Reference is made to increasing world-wide surpluses of oil and wide disparities in foreign vs. domestic costs. Resulting economic forces are held responsible for the increase in imports (excluding residual fuel oil) of almost 300 percent and the change in ratio to domestic crude production from 5.4 percent to 13.9 percent during the period 1946-1956 prior to import restrictions. It is pointed out that these imports continued to increase during the years of import restrictions to a ratio of 17.3 percent of domestic production in 1961. Data are presented showing that increasing oil markets outside the United States provide an outlet' for more than 80 percent of total foreign production, with 90 percent of the increase in foreign production going to foreign markets. Attention is called to the fact that, if there had been no increase in United States oil imports during the past five years, foreign production would have increased by 45 percent in contrast to a static level of domestic crude oil production. The need for a less restrictive import policy in the interest of encouraging foreign oil development, therefore, is questioned. Declines since 1956 in the range of 30 percent in domestic exploratory crews, rotary rig activity and wildcat well completions in the United States are cited, together with a decrease of 9 percent in industry employment and increases of 9 to 18 percent in elements of cost. Recognizing that factors other than imports affect the domestic industry, it is concluded that continuing declines in the vigor, capabilities and competitive structure of the domestic industry can be expected unless further import restrictions are imposed. The public interest in assuring adequate domestic supplies is considered in the light of the role of oil and gas as a source of almost three-fourths of U. S. energy requirements and the economic benefits from petroleum production with a value exceeding the combined value of all other minerals in the United States.

New methods of reducing stopping leakage have been investigated by Mine Safety Appliance Research Corporation, working under contract to the U. S. Bureau of Mines. It was found that proper construction techniques are far more important in reducing leakage than the type of sealant used, provided the sealant has sufficient adhesion and strength. Leakage could also be substantially reduced by brushing on modified mortar sealants rather than using the accepted method of trowelling them on.

Samples of coal from an adit in the Fording River District of British Columbia showed hydrophilic properties between depths of 0-24.5 meters and was naturally hydrphobic at higher depths. Laboratory experiments indicated that weathered samples (i.e., those mined at 0-24.5m) could be upgraded by froth flotation at pH<2 following slimes removal. The i.e.p. of samples varied regularly between pH=1.6-4.1, the weathered fractions being at the lower end of the pH scale. These values followed a pattern comparable with the flotation behavior of samples. A patchwise structure for coal surfaces determining the resultant disjoining pressure, which in turn determines flotation-non flotation relationships is postulated.

The bentonite industry in Europe includes both the smectite and hormite groups of clay minerals. The smectites are, essentially, a compendium of cationic differentiatable montmorillonite platelets which can be expanded in liquid media, whereas, members of the hormite group are characterized by fibrous and chain structured lattices which are non-expandable. As was pointed out in the March &apos;78 issue of Industrial Minerals, each of the minerals in these groups has acquired a variety of names due to historic or regional usage.

The angular spiral lining system reduces energy consumption and grinding media consumption in grate discharge ball mills. This paper discusses the effect of this lining system on mill product size distribution. Performance comparisons of a grinding circuit outfitted with angular spiral liners in the ball mills are made with respect to standard double-wave liner installations. The angular spiral lining system was developed by Waagner-Biro of Austria. The installation of this lining system at Magma Copper Company, San Manuel, Arizona, is the first of its kind in a grate discharge ball mill used for wet grinding.

The Golden Sunlight Mine started full-scale operations in February 1983, with a conventional open-pit mine supplying 4464 tonnes (5000 tons) per day of milling ore. After crushing and grinding, the ore is leached with cyanide solution in large agitation tanks. Soluble gold values are removed from the sand portion of the leached ore with five stages of countercurrent washing cyclones. After thickening of the cyclone-wash overflow slurry, the gold is recovered in activated carbon with a six-stage carbon-in-pulp circuit and a five-stage upflow carbon column circuit. Pressure stripping, carbon reactivation, electro-winning and refining complete the gold recovery process.

Ever since the early &apos;60&apos;s there have been efforts to develop and produce reliable continuous haulage systems capable of taking the full output of a continuous miner and transporting it, in one continuous flow, from the face to the tipple. The majority of the continuous haulage systems which have been most successful to date were placed in operation in the early &apos;70&apos;s and were all of the bridge conveyor type, usually consisting of bridges and mobile bridge carriers attached at the inby end to the continuous miner and at the outby end to the panel conveyor itself. These successful bridge conveyor type continuous haulage systems were, and continue to be, either of the belted or chain type. Undoubtedly, the most successful belt type continuous haulage systems are those manufactured and marketed by the Long-Airdox Company. Until early 1977, the most successful chain conveyor type haulage systems were manufactured and marketed by Jeffrey Mining Machinery Division. In 1977, Long-Airdox reentered the market with a chain type system to complement its belted system. I say "reentered" because the original bridge type continuous haulage system was introduced to the coal mining industry in the early &apos;60&apos;s by the old Long Company, a predecessor of the current Long-Airdox Company, and those original units were of the chain conveyor type.

Mine management in general, and mine maintenance in particular, has lagged in using computers as an effective management tool. SF Coal Corporation, in conjunction with the development of the new Lee Ranch Mine, is developing a computer-based maintenance system as an integral part of a total mine management information system. The system includes the ability to schedule and plan preventative maintenance on all rolling stock and mine facilities, project and track component life, and evaluate and schedule manpower requirements. The system hardware, shared by accounting, warehousing, engineering, production and management, consists of a multi-user, multi-processor micro-computer.

During the planning phase of the fine coal cleaning addition at the Gary Coal Preparation Plant, careful consideration was directed toward the problem of minus 48 mesh refuse disposal. The plant flow sheet included wet screening the raw coal at 1/4 inch, pumping the minus 1/4 inch raw coal to bowl desiltors for desliming, and then cleaning the disliked raw coal on tables. The material to be removed from the circuit as minus 48 mesh refuse consisted of the minus 100 mesh desiltor overflow thickened in two 120 foot diameter thickeners and minus 1 mm screened from the table refuse. Later a flotation plant was added to recover coal from the desiltor overflow, and a classifier replaced the screens to make a sharper size separation of the table refuse at 48 mesh Today the minus 48 mesh refuse at Gary consists of thickened flotation tailings and thickened spiral classifier overflow. The transportation of large quantities of fine wet refuse filter cake mixed with jig and table refuse over existing conveying equipment would have been neither dependable nor economical. Filtration was therefore impractical, and disposal of the fine materials was a problem. The decision was to pump the material to storage ponds
