The Institute of Gas Technology (IGT), under sponsorship of the U. S. Department of the Interior, Office of Coal Research (OCR), and the American Gas Association (A. G. A. ), has been undertaking the development of one of several processes to convert coal to high-Btu gas as a means of supplementing natural gas supplies. It is anticipated that there will be a significant need for such gas in the foreseeable future in order to meet the ever increasing demands for this preferred fuel form. HISTORY The development of the HYGAS® Process is based on various studies conducted at IGT starting back as far as 1945. Initial work was directed toward production of synthesis gas with subsequent catalytic methanation. By 1964 the concept of the direct hydrogenation of coal to produce methane noncatalytically was well-founded and the chemistry was reasonably well established. Work up until this point in time was financed by the American Gas Association. In 1964 the U. S. Department of the Interior, Office of Coal Research joined with A. G. A. to support the program. The objective at that time was to develop the necessary know-how to enable the design of a pilot plant, a necessary step in the ultimate commercialization of the process. Work for the next three years (1964-1967) emphasized investigation of fluidized-bed technology in the hydrogasification step, where moving-bed technology had been previously employed, as well as identification of commercially available catalysts acceptable for catalytic methanation of the CO and hydrogen in the hydrogasifier effluent under operating conditions in the system. By 1967, the preliminary design of a 3 ton/hr pilot plant had been finalized, and IGT received authorization from OCR to proceed with the detailed design and construction of that facility. The new Tren Urbano heavy rail transit project in San Juan, Puerto Rico has one very significant part, the Río Piedras Contract, being constructed underground. This paper will give an overview of the tunneling work that started construction in1997. Design-Build procurement for tunneling is addressed. The new and modern transit system in San Juan will be 17.2 km (10.7 mi)long and have 16 stations in its first segment of construction, which is due to open in 2001. The line connects the city center district of Santurce to the outlying suburban municipality of Bayamón. All construction is being done under design-build contracts as a demonstration project funded by the Commonwealth of Puerto Rico and the Federal Transit Administration (FTA). The Río Piedras Contract is completely underground and involves practically all types of construction in soft ground. One station is built as cut-and-cover at the University of Puerto Rico. One portion has twin tunnels to be driven with an Earth Pressure Balance Machine (EPBM) and lined with one-pass precast concrete segments. Another has four short tunnel drives at a turnout that will be constructed with an initial support of shotcrete and lattice girders (i.e., the New Austrian Tunneling Method of construction). The most complex construction is the Río Piedras Station, which is being built as a stacked drift with a total of 15 individual tunnel drifts. After being sequentially excavated and concreted, they will form the arch of the 19 m (62 ft.) wide by 16 m (53 ft.) high cavern station. This structure is excavated in soil with less than 5 m (16 ft.) of cover to overlying historic buildings.

The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. The SPRB is divided into three geographic clusters based on coal quality. The subject of quartz occurrences in respirable coal mine dusts has been of increasing concern in recent years. The primary impetus for this concern has been provided by better measurement technology that has detected an increased number of mines with high quartz content in their respirable dusts. This paper presents the results of statistical analyses of quartz levels in multi-stage impactor samples from eighteen different coal mining sections located in Pennsylvania, West Virginia, Ohio, Illinois, Kentucky, Colorado and Utah. The quartz and kaolinite determinations were then determined by combining impactor stage loadings to provide larger dust masses and applying the infrared spectrometry procedure outlined in Bureau of Mines/MSHA Method P7. The results will be presented using two categories of data collected during two separate phases of the research: (1) quartz concentration data from mines where quartz was known to be present in relatively high concentrations, and (2) quartz concentration data from mines chosen at random. The aspects of the occurrence of quartz in coal mine airborne dusts that will be reported include the size dependence of the quartz content, quartz variations with location in the mining section, and variations due to mining region. The results of the study show a strong pattern of size dependence of the quartz content in mines for which high quartz concentrations exist. A similar, though less pronounced, pattern exists in mines chosen at random. Quartz levels appear to have a varying relationship to section location and strong geographical patterns do not appear to exist in the data collected. Kaolinite content was found to be similar to that of quartz with patterns that are somewhat more consistent.

The Bureau of Mines analyzed coal mine blasting accident data obtained from the Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The data were examined to determine the causes, frequency, and severity of accidents in an effort to point out the most dangerous aspects of coal mine blasting. Accident data for the 14 years from 1971 through 1984 show that there has been a total of 43 fatal and 926 nonfatal blasting accident victims in surface and under- ground coal mining. This is an average of 3.1 fatal and 66.1 non- fatal injuries each year. Underground coal mining accounted for 60.5% of the fatal and 78.7% of the nonfatal accidents involving explosives and breaking agents in coal mining. In addition, since 1970 there have been 53 fatal and 20 nonfatal injuries that occurred when explosives were the ignition source for dust and/or methane explosions in underground mines. Abstracts from 297 accidents that occurred from 1978 through 1984 were also examined to determine accident causes. Most accidents occur during scheduled blasting, and failure of the blast area security system is the leading cause. Blast area security problems in surface mining are failure to clear the blast zone, failure of personnel to follow instructions, inadequate guarding, and failure to retreat to a safe location and/or take adequate cover. Other common causes in surface mining include premature blasts, excessive flyrock, and misfires. In addition to the above causes, accidents in underground coal mining can be due to rockfalls triggered by the blast, unexpected breakthroughs, fumes, and incidents associated with Airdox-type systems.

The disposal and reintroduction into recycling of residues produced by today's industrial society is not only a problem of much public debate in the countries concerned but also an increasingly prominent topic in science and research. In the treatment of most types of waste, ecological as well as economic considerations are important factors. In view of this, not only will future expenditures for treatment and processing become more significant but also, on the other hand, the savings and profits resulting from recycling. The situation described above reflects the inherent problems in the treatment of solid residues produced by waste incineration plants. The incineration of municipal waste produced approx. 2.7 - 2.8 million tonnes of solid residues in 1993 in the Federal Republic of Germany, which in part included still considerable amounts of organic and inorganic pollutants that could potentially be released into the environment. The most significant of these in terms of volume is incinerator ash at approx. 2.4 million tonnes. Through the use of innovative processing techniques, attempts are being made to convert the residues into a form that remains environmentally neutral over the longest period of time possible. One such group of techniques includes smelting technologies. After it has undergone specialised treatment, mineral incinerator ash is converted into environmentally neutral and reusable glass (vitrification) since, besides a reduction in the volume of the residues by approx. 90%, the main goal is a complete immobilisation and destruction of inorganic and organic pollutants respectively. These glasses, after they have been reshaped, are resold as commercial products such as damming or form glass.

The ASTM standard method D 5744-96 was developed to provide a well-defined kinetic test protocol, conducted under controlled reaction conditions, with the intent of generating reproducible results. A preliminary indication of the repeatability of a simplified alternative method (MN DNR method) was assessed and results from the MN DNR method were compared to those from the ASTM method. To provide an indication of repeatability, six samples from three different rock types were subjected to dissolution testing for periods of 20 to 68 weeks. Drainage pH values at the end of the tests were within 0.5 units in all cases and within 0.05 units in four cases. The percent difference from the mean for overall sulfate rates from paired cells ranged from 0.04 to 1756, with a median of 6.3%. Nine samples from four rock types were subjected to both MN DNR and ASTM tests for periods of 20 to 132 weeks. The difference in final drainage pH values forsix of the samples was less than 0.1 unit, and these values were less than pH 3.65 or greater than pH 8.0. The final drainage pH difference for the last three samples ranged from 0.15 to 0.4, and these values were ill the pH range of 6.2 to 7.2. The sulfate release rates for the periods of record for the MN DNR method were 70 to 150% of those for the ASTM method, with a median value of 110%. Sulfate and calcium release from the two methods was not substantially different. The MN DNR method typically produced higher magnesium release.

X-ray computed tomography (CT) techniques have been developed for the medical services field in order to provide accurate internal images of the human body.(l-7) Now, a decade later, CT techniques are starting to be used in non-medical applications such as, non-destructive testing(8), flow pattern analysis(9), drill core examination (10,11), and coal characterization(12,13). In these fields of application, CT techniques offer the potential to extend our knowledge and understanding beyond that provided by more traditional methods of analysis. Although, CT systems involve very specialized and expensive equipment, the advantage of x-ray CT in revealing the detailed internal structure of an opaque material non-destructively should make it an important tool to provide a more complete analysis of mineral processing phenomena. X-ray CT systems generally consist of an x-ray source/collimation unit and a detector/data acquisition unit. The object to be examined is placed between the two functional units as shown in Figure 1. With this system the density array of selected cross sections of a chosen opaque object can be obtained in two dimensions. There are numerous areas in mineral processing to which x-ray CT technology can be applied and it is the aim of this article to identify these potential areas noting the advantages and limitations of the technology. Particular emphasis is placed on particle composition distribution and multiphase fluid flow measurements. In the case of particle composition distribution, liberation analysis and coal washability are considered. While in the case of multiphase fluid flow, swirl flow in the air-sparged hydrocyclone is given by way of example.

The phosphate rock review did not arrive in time for publication in the. June issue. The world phosphate industry continued its slide in 1992 from the already depressed levels in 1991. The industry is locked into a 30-year fertilizer price low due to the worldwide fertilizer glut. Domestic production and imported, marketable phosphate rock decreased 1%, while domestic consumption increased by 1 % last year. The US Bureau of Mines reported a decrease in the domestic phosphate rock value from $25.42/t in 1991 to $23/t in 1992 ($23.06/st to $20.80/st). The diammonion phosphate (DAP) product price also dropped in value from $138/ t in January 1992 to $11 0/t in December ($125/st to $99.70/st). Continued declines in DAP prices is forcing the US fertilizer industry to develop cost-saving programs and reorganizations. Layoffs in 1992 resulted in a 7.6% decrease in the Florida phosphate workforce. Since 1980, the Florida workforce has declined by 35%. Small phosphate companies were forced to close operations or were sold to larger phosphate companies. Federal and state environmental regulations for byproduct waste disposal methods are being studied. The Environmental Protection Agency (EPA) approved phosphogypsum use in agri¬cultural and research applications as long as the radium 226 concentration is lower than 10 pci/g. The EPA is also reviewing regulations concerning air emissions at fertilizer plants. Industry publications reported the possibility of continued company sales and mergers in 1993. Industry expectations are optimistic while waiting for an upturn in the market. The US phosphate industry consolidation into three or four major companies should evolve into a stronger world market force.

The predicted warming of the earth's surface, presently the subject of much debate, controversy and legislation, is based on what is termed "the greenhouse effect." This is the result of the property of certain atmospheric gases. These gases allow the passage of radiant energy to the earth's surface and reflect back, to the earth, the infrared radiation given out by the heated surface. Physicists have computed that if there were no greenhouse effect the average temperature of the earth, now about 15° C (60T), would be close to -18° C (OT). Just what gases have produced this salubrious effect? Water vapor is the most important. Then come carbon dioxide, methane and a number of minor constituents of the atmosphere, both natural and man-made. Climate change, its cause and its impact on human activities have been the subject of scientific and historical study for more than a century. Recently, some scientists have concluded that if the man-made increase in the carbon dioxide and other greenhouse gases continues, by the late 21st century the earth's global average temperature will rise between 2° to 8° F. This temperature rise would cause the water in the oceans to expand and the massive polar glaciers to melt. In 1980, it was predicted that the sea level would rise 7.6 m (25 ft) by the late 21st century. By 1985, the predicted rise was 1 m (3 ft); and by 1989, it was 0.3 m (1 ft) (Jastrow, Nierenberg and Seitz, 1990). Agricultural scientists have pointed out that an increase in atmospheric carbon dioxide would enhance biological growth including the production of foodstuffs.

Hargett Dear Dr. Hanna: As discussed in our phone conversation, we are enclosing a suggested revision to the paper, "Application of Bentonitic Clays in Suspension Fertilizer Formulations," published in MINERAL & METALLURGICAL PROCESSING, May 1990. The revision will replace the second paragraph in the article. The reason for the revision is that suspensions have decreased in market share since 1984 and at present comprise an estimated 25% to 30% of fluid mixtures. This represents 6% to 7% of all fluids and only 2% to 3% percent of all fertilizers. Based on national surveys conducted by the Association of American Plant Food Control Officials (AAPFCO), suspensions comprised an estimated 25% of all fluid mixtures in 1974, 33% in 1976, 35% in 1980, 40% in 1984, and 36% in 1988. Revision to "Application of Bentonitic Clays in Suspension Fertilizer Formulations." Suspension fertilizers are an important segment of the fertilizer industry in the United States. Suspensions allow higher concentrations of nutrients (N, P2O5, K2O) than clear liquid solution fertilizers. K20 content of solutions is limited to about 10%, while suspensions can contain more than 30% K2O. Suspensions can tolerate greater variations in temperature than solutions. In suspensions, if crystallization occurs, the crystals can remain suspended in a clay jell instead of settling as they would in solutions. Solubility is not a limiting factor in suspensions, since complete solubility of phosphate is not required. This allows a wider range of phosphate materials to be used. Also, materials commonly used in formulating suspensions are less expensive and more widely available than those for clear liquids (Getsiner et al., 1984).

In 1973, the Subcommittee on Contracting Practices, U. S. National Committee on Tunneling Technology, National Academy of Sciences, under the able chairmanship of A. A. Mathews, Engineering Consultant, now residing at Kaunakokai, Hawaii, undertook the task of developing recommendations for improving the performance of underground construction work, reducing the costs of such work and minimizing the adverse atmosphere in which owners and contractors were performing their respective functions. The author of this paper and C. F. Palmetier, a highly qualified engineer, were thereupon appointed as staff assistants to the Subcommittee, to conduct a study of existing practices and relationships in Western Europe and in the United States, to formulate recommendations, for consideration by the Subcommittee and the participants in a future workshop, as to desirable improvements in United States contracting practices and relationships. The study, conducted during 1973 and 1974, involved personal interviews of a total of 162 owners, engineers, contractors, lawyers, and educators throughout the United States and in 7 European countries, the analysis of 178 replies to questionnaires sent to individuals and firms involved directly or indirectly in construction, and a workshop, near Napa, California, attended by 53 representatives of all segments of the construction community. The resulting report, entitled "Better Contracting for Underground Construction", was submitted by the Subcommittee to the National Academy of Sciences, which approved its publication in 1974 by the National Technical Information Service. Since 1965 when the first mole was used on Bureau work, the Bureau of Reclamation has completed 17 tunnels of over 5,000 feet in length. The longest was 12.8 miles. Total length of the 17 tunnels was 376,207 feet, or over 71 miles. The finished diameter varied from 7 feet 0 inch to 18 feet 0 inch with 82 percent (58 miles) being less than 12 feet 0 inch in diameter when lined. All of these tunnels except one are gravity flow, water conveyance tunnels with relatively flat gradient. One is a low-head pressure tunnel. All were constructed by contracts resulting from fixed-price bids. Starting in 1964 the Bureau of Reclamation initiated the practice of giving several options in the specifications on methods of tunnel excavation. Since that time, construction work has been completed on 17 tunnels. Of this number, 11 were mole excavated and 6 were excavated by conventional drill and blast methods. In general, there has been 2 feet of mole excavation for every 1 foot of drill and blast. Cost comparisons are based on only 13 tunnels because the Bureau has 4 recently completed tunnels that have pending claims; therefore, final cost data are not available. Some definite trends show from the data available; however, the number of completed tunnels in some categories is so small the results cannot really be considered a trend. As more data become available, the indications will become more reliable. The information is presented to indicate general trends and comparisons and cannot be meaningfully used for a one-on-one comparison because of individual tunnel differences not considered.

ABOUT BENTONITE TUNNELLING Much has been written and many learned papers given on this subject whose generic term is Slurry Tunnelling. This paper is about the particular form of slurry tunnelling known as the Bentonite Tunnelling System. This method. of tunnelling was invented by J.V. Bartlett of consulting engineers, Mott Hay and Anderson in 1964. The general principles are incorporated in British Patent No. 1083322. It was not until the early 1970's that serious experimental work was started to prove the technical feasibility of the process. In the U.K. in 1971 Edmund Nuttall Limited started on an experimental length of 3.8m diameter tunnel at New Cross in London. In Germany at about the same time Wayss and Freytag were starting on a 3.7m diameter collector sewer tunnel in Hamburg. In Japan early slurry tunnelling work was carried out in the 1960's. In the early 1970's a large number of slurry tunnels of various diameters were carried out in that country. This paper is being presented at a time when this system of tunnelling has become an accepted method throughout the developed world. As a result of the work carried out so far there is now a large amount of data existing regarding the effects on the ground in the immediate area of the tunnel, settlement at the surface and the ability of the system to cope with ground varying from clays to coarse gravels and containing large erratics such as granite boulders. The establishment of a retreat system of longwall mining in this submarine coal field has been under study for many years and, although in special cases there have been limited local applications of this method of mining, there has been no attempt until quite recently to establish a uniform system of longwall retreating' in this area (see Figure 1) Where retreat walls were established, it was strictly as a result of physical, rather than economic conditions. In some of the operations- of the Corporation, where the coal was liable to spontaneous combustion- or the area subject to bumps as in No. 2 Mine of the Cumberland Railway and Coal Company in Springhills the recovery of the coal on a retreat system was more or less a necessity.

Sulfides present in the troctolitic and footwall rocks are placed into one of three major zones (hornfels, cloud, and basal) on the basis of their stratigraphic position and mineralogy. Hornfels sulfides, enriched in Fe, represent remobilized sedimentary sulfide. Sulfides from the Cloud Zone are probably magmatic and are enriched in PGE, Cu, Ni, and Ag. The basal sulfides, composing most of the ore, resulted from contamination of the magma by remobilized sedimentary sulfide. The basal sulfides exhibit a differentiation trend in their mineralogy and chemistry. PGE, Cu, and Ag are enriched with increasing differentiation which is attributed to fractionation within an immiscible sulfide liquid.

Dutch State Mines [D.S.M] introduced the Heavy Medium Cyclone into the United States for cleaning fine coal about three decades ago. Since that time the general industry practice has been to deslime the raw coal at 28 Mesh (0. 59mm) size. The plus 28M material is fed to the Heavy Medium Cyclone for cleaning, and the 28M x 0 fraction is processed by other means (e. g. flotation or hydrocyclones). This approach recognized that 28M was the smallest size particle that could be easily rinsed on vibratory screens without excessive loss of magnetite, and without blinding of sieve bend and vibratory screen decks. Another reason for the 28M de-sliming was to avoid excessive contamination of the media with non-magnetic coal, shale, or clay fines. The most undesirable of these contaminants is the sub-micron size clay particles (2) that greatly increase the viscosity of the media and reduce the numerical maximum level that the media specific gravity can obtain due to the lower specific gravity of clay with respect to magnetite. The higher the fugitive clay content, the more severe the preceding problems become. During the last 30 years, many conventional Heavy Medium Cyclone Plants have been built throughout the world. In the United States, the initial cyclone plants were confined to the production of high quality metallurgical coal where lower gravities of separation were required than could be obtained from the conventional hydraulic or air separation processes. In recent years a large and ever-increasing number of preparation plants producing steam coal have started utilizing Heavy Medium Cyclone technology due to the environmental pressures being encountered to produce low sulphur coal. Due to the inherent characteristic of many coals of having a lower pyritic sulphur content at lower specific gravity fractions, many applications and markets are appearing for separating steam coals at much lower specific gravities than have been historically normal in the United States. Therefore. Heavy Medium Cyclones are being utilized to a much greater degree in this field, due to the flexibility of low separating gravity ability coupled with high efficiency when high percentage of near gravity material is present.

The United States Cement, along with other industries, is being devastated by an unprecedented penetration of domestic markets by imported products. The overriding questions are: 1. Have foreign manufacturers improved their processes to an extent they can outperform U.S. producers in their home markets? 2. Is it gross inefficiency on the part of the U.S. producers that is allowing foreign producers to be capable of replacing a local U.S. producer in his normal home market? 3. Is there a combination of the first two questions that economically justifies this type of market overrun? The answer is a simple NO!. In a fair trade market atmosphere, U.S. producers are definitely competitive.

"INTRODUCTION The vision for a “Mine Escape Vehicle” (MEV) is to provide capabilities to better enable underground travel to allow miners to escape to safety in the event of a major mine emergency such as a fire or explosion. Enhanced transportation and survival capability such as a MEV may have minimized or eliminated the loss of life associated with several of the mine disasters that occurred in 2006, which together resulted in the deaths of 19 miners. Although the most desirable response in an emergency is for the miners exit the mine, if escape proved to be impossible, the miners could use the vehicle to proceed to an underground point of refuge to await rescue. Under a NIOSH contract issued in April 2008, Raytheon developed a conceptual vehicle design including (1) the capacity to provide life support functions for a number of miners, (2) operate in a reduced oxygen atmosphere with little or no visibility, and (3) travel at speeds faster than miners could walk out of the mine. The proposed MEV concept envisioned modification of a personnel carrier (a.k.a. a “mantrip”) that would be used every day during normal mine operations, not a specialized vehicle reserved only for or dedicated solely to escape. The MEV concept also included escape aids that are detachable from the vehicle in the event that the vehicle must be abandoned on the way out of the mine and the dismounted miners had to proceed on foot. To advance MEV development, NIOSH awarded a second contract in 2010 to Raytheon to build, test, and evaluate the performance of a proof-of-concept MEV that culminated in a 7-month performance evaluation of vehicle in an Eastern Kentucky coal mine (Figure 1). User feedback and lessons learned from the proof-of-concept vehicle evaluation provided support for the general MEV approach, guidance related to the practicality of MEV capabilities, and indication of specific technology shortcomings for this application."

The Flotaire Flotation Cell is a simple, efficient hydraulic/pneumatic Flotation Cell that has no moving parts. It is normally used in conjunction with a surfactant (frother) in which case the combination is known as "The Flotaire System". On many ores, metallurgical efficiencies are substantially increased and operating costs reduce. For example, in floating phosphate rock, it is not unusual for BPL recovery to be increased more than 10%, the major increase being due to floating coarse phosphate, up to 14 mesh, and the difficult to float phosphate.
