The implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) has evolved into one of the most complex environmental protection programs to come out of the late 1970's. The level of detail in the statute and the regulations have resulted in a rigid and complex set of requirements for the administration, permit-ting, inspection and enforcement of the program. In addition, the constant change of the federal program caused by regulatory changes, reorganization of the Office of Sur-face Mining Reclamation and Enforcement (OSMRE), ongoing litigation involving OSMRE, and the use of the budget to establish additional mandates on OSMRE and the State Regulatory Authorities have resulted in an unstable program. The instability of the program makes it extremely difficult for the States to implement their programs and to achieve the goals of SMCRA.

Due to the relatively remote location of the St. Anthony Mine, the high cost of transportation and milling, plus the low grade nature of the deposit, the United Nuclear Corporation began investigating methods of mechanical upgrading approximately eighteen moths ago. This investigation culminated in the installation of Model 17 and Model 18 ore sorting machines. The machines are marketed in the United States and Canada by Ore Sorters of Canada (Ltd.). The installation of this advanced technology will enable United Nuclear Corporation to fully realize the residual potential of St. Anthony.

The Bureau of Mines, U.S. Department of the Interior, devised a direct flotation method for treating low-grade carnallice (KC1.MgC12. 6H20) and sylvinite (a mixture of KC1 and NaC1) ores characterized by a high content of water-insoluble impurities. The procedure consists of (1) flocculation-depression of the insoluble slimes, (2) decomposition leach (carnallite only), (3) potash rougher, cleaner and recleaner flotation, and (4) final product leaching. The technique eliminates the necessity of removing the water-insoluble slimes by mechanical or flotation desliming. Laboratory results demonstrated that the direct flotation procedure, when compared with conventional techniques, yielded equivalent or improved flotation results with equal or less reagent consumptions. The direct flotation method recovered 81.6% of the solid-phase KC1 from carnallite ore and 79.7% of the KC1 from sylvinite ore in final products containing 60.5% and 60.9% K20, respectively. A flowsheet incorporating the described flotation procedure is presented.

Longwall mining is a relatively new mining method in the United States. Early trials in the eastern and central coal fields were not successful, mainly because, among others, the face supports did not have sufficient capacity. It was not until in the late 1960's, when the high- capacity self-advancing powered supports became available, that longwall mining was successfully reintroduced. Since then the number of mines employing the longwall method has been steadily increasing. It has reached approximately 7.5% in 1981. Currently longwall mining is used mainly in the Appalachian coal field. The seam depth ranges from 150 to 2500 ft. but mostly between 300 and 1400 ft. The seam thickness ranges from 32 to 144 inches with the majority between 40 and 100 inches. Nearly all longwall mining are in flat or nearly flat seams extracting in single slice, although one inclined and one thick seam longwall mining have been either operated or initiated in Colorado.

The Don River & Central Waterfront Coxwell Sanitary Bypass Tunnel (CBT) Project in Toronto will extend approximately 10.5 km and be lined using a precast concrete segmental tunnel liner with an internal diameter of 6,300 mm and external diameter of 6,900 mm. The CBT liner was grouted through ports drilled in the segments. The Westerly Storage Tunnel (WST) in Cleveland will extend approximately 2.93 km long and will be lined by using a similar precast concrete segmental tunnel liner with an internal diameter of 7,620 mm and external diameter of 8,230 mm. The WST liner was grouted using both grout ports built into the tail can of the TBM and through segments. Each tunnel was mined primarily in shale with varying levels of weathering and both tunnels had dry and wet sections. This paper will document the means and methods for grouting in each tunnel as well as the methods utilized to proof grout and the results found.

A mathematical model describing the concentration profile of fine particles in the axial direction in liquid fluidized beds has been developed for the removal of fine particles. A forward finite differentiation technique has been used to solve a continuity equation with a source term to predict the concentration profile and, hence the recovery as a function of time. With the aid of experimental results obtained using a fluidized bed of 3-cm diam, dimensionless parameters were identified. These parameters were used to predict the concentration profile of fine particles in fluidized beds of larger sizes. Four different sizes of fluidized beds, namely, 1.3, 3.0, 4.0, and 7.5 cm in diam, were used in this investigation. The amounts of bed particles used included 4, 8, 16, 24, 59, and 120 g, and the size of bed particles were 48x100, 100x150 and 150x200 mesh.

Flotation of oxide minerals, particularly silicates, with cationic collectors differs substantially from classic flotation of sulfide minerals using sulfhydryl collectors. In the case of cationic flotation of these minerals, in general: 1. There is a greater importance of electrostatic interaction between mineral and collector. 2. Longer-chained collectors are required; as a rule at least 10 carbons must be present in the hydrocarbon chain. 3. Moderate concentration of collector is required. 4. Attachment between collector and mineral appears to be less strong even though the system may exhibit a large contact angle. 5. Required conditioning time before flotation is usually relatively short. 6. There is sensitivity to slimes. 7. The collectors usually possess frothing power. 8. Selectivity of cationic collectors for specific minerals is usually poor. Almost any of the oxide and silicate minerals may be floated using cationic collectors. As part of a program to address long-term needs for ensuring adequate supplies of domestic phosphate raw materials, the Tennessee Valley Authority (TVA) has conducted considerable research on dolomitic phosphate rock beneficiation. The discovery that alkyl diphosphonic acids act as phosphate mineral depressants led to the development of several processes involving a carbonate flotation step for the effective beneficiation of these problem ores. Most recently, a partial de-oiling process in which the reagent consumption is greatly reduced has been developed. The reduction is achieved because part of the initial feed is beneficiated without passing through the separate carbonate flotation step. Using this method, a phosphate product containing 30.6-30.9% P2O5 and 0.7-0.8% MgO was obtained from a Florida dolomitic phosphate pebble which contained about 23% P2O5 and 2.0% MgO. The P2O5 recovery was 80.8-86.5%.

Volcanogenic base metal ores contain about 0.5 to 7 g/T Au, commonly as an intermetallic compound with Ag and/or Hg, and to a small extent • "invisible gold" in pyrite and arsenopyrite. The Au-bearing phase (electrum, Au-Ag-Hg alloy, etc.) generally occurs as fracture fillings in pyrite, arsenopyrite and chalcopyrite, and rarely • minute inclusions in pyrite and arsenopyrite. The Au-bearing phase in fractures generally occurs • small grains, and is frequently associated with galena, tetrahedrite and other late minerals. The gold is readily liberated from fractures and recovered by flotation in Ca concentrates. Copper concentrates usually recover around 60% of the gold when the ore grade is around 3 g/t. Higher recoveries are obtained for higher ore grades, and lower recoveries for lower grade ores. Lead and zinc circuits act as scavengers for gold, and recover all the exposed gold attached to small particles. Only unliberated gold, "invisible gold" and very minute gold grains attached to large particles are lost to tailings.

The choice of the flotation reagent that suits a particular coal has become more complicated with the development of new, more efficient reagents. Frothers and conditioning reagents, in particular, have experienced a dramatic reevaluation of their role in floating various types of coals. The University of Alabama Mineral Resources Institute (MRI) has developed a unique process for selective fatty acid flotation of carbon-ate gangue from sedimentary apatites "francolite" in the pH range of 4-6 without collector conditioning of the pulp. The process, which does not require an apatite depressant, was modified to beneficiate a high Mgo siliceous phosphate matrix from south Florida. The modified process includes two flotation stages, one for carbonate removal, as mentioned above, and the other for phosphate recovery from the siliceous gangue. The selective flotation separation of the carbonate and phosphate, from siliceous constituents of the matrix at various pH levels and collector dosages are discussed. In the carbonate flotation stage, about 70% of the Mgo was rejected in the froth and the phosphate flotation stage produced concentrates analyzing about 31% P2O5,0.7% HgO and 4% insol. The overall P2O5 recovery in the two stages is about 85%.

During 1996, US mines produced 319 t (10.26 million or) of gold metal valued at $4 billion. At yearend, mine reserves were estimated to be 4.7 kt (151 million oz) of gold metal. Almost all of the production was from western states. Nevada accounted for about 68% of national production. Information for this article was obtained through annual reports of mining companies, US Geological Survey (USGS) databases and other public sources. Table 1 shows production and reserves by mine. It divides the mines into two categories. These are producing mines whose primary product is gold, and producing mines for which gold is a byproduct or coproduct. The mines listed in Table 1 accounted for more than 98% of US gold production during 1996. Except the Daisy Mine, the table does not include mines that produced less than 31 kg/a (1,000 oz/year). The Jabali zinc deposit in Yemen contains at least 9.4 Mt (10.4 million st) of ore at a grade of 10.7% zinc, 2.2% lead and 77 g/t (2.2 opst) silver. The zinc occurs as smithsonite with minor hydrozincite. The Jabali ore does not produce a zinc concentrate of sufficient grade to be acceptable to a conventional zinc smelter, and it has been necessary to formulate a less-conventional development plan. This involves the construction of a mine and concentrator at Jabali and a metal production facility using a new flowsheet designed specifically for the treatment of oxide material at Yanbu, Saudi Arabia. To give the facility the necessary economies of scale, the Jabali concentrate will be supplemented by feed from other deposits, this may be either oxide or sulfide material. The paper outlines the geology and proposed mining and treatment operations at Jabali, presents the flowsheet for Yanbu and estimates preliminary costs for both operations.

Over the years, Alabama's coal industry has generated, during mining and cleaning operations, about 150 million st of fine waste coal, with this total increasing at a rate of 2 million stpy. Reclamation of the fine-size wastes (containing 20% - 60% clean coal by weight) provides, free of charge, mined and crushed feed stocks for coal recovery. Also, the removal or recovery of pyrite from the tailings should eliminate a major source of acid-water pollution. Tests were made on the impounded wastes and current plant discharges to recover the coal fraction by sizing, gravity and flotation techniques. Gravity separation of the +100-mesh material produced commercial-grade coal averaging 7.6% ash, 0.8% sulfur and 13,471 Btu/lb. However, the coal yield, at about 31 % - 56%, was relatively low. Froth flotation, using mechanical and froth column methods, gave similar coal products at much higher coal recovery rates of 87% - 93%. This coal analyzed 10% ash and 1.1% sulfur.

During 1982 and 1983, it became increasingly clear that North River No. 1 Mine would have to buy a set of replacement longwall shields. Despite extensive efforts to make improvements, the shields that were in place at that time were incapable of holding the roof. North River Energy had limited experience in specifying and acquiring longwall roof supports, but a great deal of experience with our conditions and needs. We there- fore compiled a shield evaluation method that uniquely responded to our situation. The resulting system emphasized teamwork among operating, maintenance and engineering personnel. The charge from management was threefold: select shields to support maximum expected loads, optimize face operations, and pay attention to detail. Final selection was made objectively, based on all available information. We chose a 5516 KN (620 tons) support with a minimum yield load density of 760 KN/m2 (7.9 tons/ft2). This paper reviews our process of specification, design, prototype testing, and fabrication, and offers some relevant suggestions.

Computerized financial models can be used in all phases of the mineral industry from setting exploration targets to projecting profit plans for producing mines. In this presentation, I will use the example of an exploration company entering a new district to trace the application of financial models through the following intermediate phases. 1. Hypothetical analysis and strategy 2. First encounter of mineralization 3. Preliminary drill results - decision process 4. Feasibility studies 5. Post-feasibility negotiations 6. Producing mine 7. Acquisition of producing mines or mineral properties. I will conclude with a brief discussion of the mechanics of the financial models that we use at Wright Engineers Limited. As we progress through the seven phases, the availability and accuracy of the data will parallel the complexity and application of the financial models. However, the same basic financial models are utilized throughout the seven phases. I will begin by suggesting that the exploration group is somewhat autonomous and has the mandate to explore in Western Canada.

Accurate measurement, tracking, and planning are vital for efficient utilization of energy in any mining operation, the major focus of this paper. This can be done with a number of assessments: 1) accurately measure KWH usage and track peak demand periods first; 2) identify the electrical equipment that affects your usage and the conditions that require it to be running; 3) remotely monitor and control as much equipment as possible, especially larger pieces of equipment; 4) with your utility determine that you are on the most suitable rate for your usage profile, then understand how your utility company calculates your electrical bill; 5) recognize how production affects energy usage and utility costs; 6) keep historical records of everything you monitor; 7) make information, live and historical, available to everyone; and finally, with the knowledge of your equipment and energy needs, automate controls that you have identified to optimize your energy usage and time of usage.

A combination of a slurry trench with dewatering successfully controlled groundwater for a large sloped excavation immediately adjacent to the Arkansas River. The Murray Hydro Electric Project required excavation through sand and gravel to bedrock, 85 feet below high water in the River. The perimeter system of deep wells pumping up to 25,000 GPM (1,600 1/sec) lowered the water level to 15 feet (4.6 m) above bedrock. A short soil/bentonite slurry trench near the toe of the slope cut off the residual head. The method cut six weeks from the critical path. Design of the slopes and the dewatering system demanded high safety factors because of risk to existing Lock and Dam No. 7. A localized pocket of soft organic clay was supported by a rock filled bolster. A major flood event was successfully withstood. The method can be applied to large civil excavations and open pit mines.

Introduction Before examining the current position of the asbestos industry and its market outlook, it is important to describe the product itself. If we are to understand the problems besetting this basic mining and manufacturing industry, and, more importantly, if we are to appreciate solutions to these problems, we had better view asbestos from the proper perspective. Asbestos has a unique combination of properties - properties not found in any other natural substance or man-made material. As a result, asbestos has found its way - in fact, is welcomed - into hundreds of applications. Properties and Products World production capacity of asbestos fiber is about 6.5 Mt (7.2 million st). Major producers and their approximate percentage share of actual production are: USSR, 47%; Canada, 24%; South Africa, 5%; Zimbabwe, 5%; Brazil, 4%; Italy, 3%; and others (including the US, China, and Greece), 12%. A coal mine study was conducted to evaluate the effectiveness of a compressed-air, foam spray system installed under a continuous miner boom and directed to cover the pan and the gathering arm. The study's objectives were to evaluate the foam, underboom sprays' effect on: • the respirable dust concentration in the ambient air, and • the quartz concentration in the airborne, respirable dust. The foam generation and delivery system's engineering design is described in the paper, followed by descriptions of the mine and the dust sampling strategy. The data were analyzed to study the foam's effects on respirable dust and quartz concentrations at the continuous miner cab, the face return and the intake. The data indicate reductions in the dust's quartz content, ranging from 19.7% to 64.6%, in eight of 11 comparisons of the foam vs. no foam cuts. In addition, airborne intake dust reductions were observed in eight of 11 comparisons.
