Forecasts indicate that the acid rain bill currently before Congress is likely to cause an increase in demand of 30 to 40 million tons per year of compliance quality coal from Central Appalachia. This represents a doubling of this segment of the coal business. This paper will examine how this doubling can be met, what the likely implications for pricing are, the major uncertainties associated with these predictions, and the likely outcomes of the growth in compliance coal. Finally, some implications for fuel planners will be discussed.

Steady-state simulation has proved to be a very useful aid in designing new plants and optimizing existing ones. The algorithms and data definitions of existing simulators often, however, require a great deal of expertise for implementing a simulation-based methodology. The constraints imposed by conventional simulators are explained and the advantages of a new algorithm, the Objective-Driven Simulation, are shown. These advantages are a) an improvement in the simulation results, which enables simplifications of the methodologies used, and b) the possibility of taking into account economic objectives for plant operation, thus extending the range of application of steady-state simulation.

Sinter mixes of three iron ore types were prepared with a range of water contents in a laboratory investigation. The mean diameter of the granulated mixes and the void fraction of beds of the mixes were determined experimentally. Pressure drop measurements over a range of flow rates were made in a laboratory permeameter with pressure tappings at several depths in the bed. The Ergun equation was applied to the results to determine the shape factor of the granulated mixes. The pressure readings down the bed were used to estimate the local void fraction in the bed using the Ergun equation and the calculated granule shape factors and it was found that there was a decrease in void fraction with depth in the bed. The significance of this and the variation of the shape factor values with the amount of water used for granulation is discussed in relation to the strength of granules of the sinter mixes.

The expanding: demand for ilmenite for use in the manufacture of titanium pigments, the knowledge that much of this raw material comes from distant points and therefore has to include a heavy freight charge in the price of the delivered product, and the further knowledge that ilmenite occurs both in the crystalline rocks of northern New Jersey and also in some of the Triassic igneous rocks, were considerations which led to a search for ilmenite-bearing sands in southern New Jersey. That this search was successful is now history, and it is the senior author's privilege to state here that most of the credit belongs to his associates who did all of the heavy work of hand-augering for samples, and who made all of the heavy-mineral separations. We all are grateful to members of the Department of Geology at Rutgers and Princeton Universities for the use of equipment which enabled us to evaluate certain samples from our ilmenite exploration program. In addition, we wish to express our appreciation to many companies for their cooperation and for their permission to publish mineral and chemical analyses. In alkaline pulp, galena is depressed by sodium carboxymethyl cellulose (NaCMC), while Cu(II)-activated sphalerite exhibits a high flotability so that satisfied separation can be achieved. In addition to hydrogen bonding, chemical bonding of NaCMC with galena is confirmed by IR; only hydrogen bonding is involved between NaCMC and Cu(II)-activated sphalerite. It is also found that the greater the degree of substitute and polymerization of NaCMC, the stronger the depressive effect of NaCMC and that lower stirring speed favors the depression.

7.1 INTRODUCTION The circulating fluid (generally an aqueous cyanide solution) is the major active component of heap leaching. This solution extracts precious metal from the heap and is then processed to recover the precious metal. The solution continuously recycles through the heap to recover more precious metal. With each cycle through the heap, water and chemicals are lost. Make-up water and chemicals must be added to balance losses from evaporation, seepage, entrainment, and chemical reaction in the heap, as well as any other processing losses. Adding more water than needed can result in a build-up of water as inventory in the various ponds and can eventually require that water be discharged from the operation. This is an extremely undesirable condition, and can often be very expensive in both investment in water treating facilities and operating costs. Most heap leach facilities operate under a zero discharge permit; thus, a situation requiring water discharge can result in permit violation. Chemical solution control must be managed to maintain the optimum pH, dissolved oxygen content, and cyanide content, while preventing "scaling". Calcium-based precipitation is a common scaling problem in mill reclaim waters. A buildup of these deposits can result in severe reduction of water flow, loss of pump efficiency and eventual interruption in metal production. In addition, problems of plugged sprinkler heads, blinded leach pads and fouled carbon (in carbon recovery systems) can be and often are experienced when scale control is not maintained. The remainder of this chapter discusses chemical solution control and scaling prediction/prevention in the context of a "closed" system. Sizing of ponds to accommodate precipitation and runoff, collection systems, and other similar design considerations are not discussed here. These topics are deferred to later chapters, e.g. Chapter 10 considers design of collection systems while Chapter 12 discusses pond sizing. 7.2 CHEMICAL CONTROL Chemical composition of the circulating solution must be controlled by the operator if the heap leaching process is to be successful. INITIAL PRECONDITIONS To solve tile problem of using the potential reserves of the different coal ranks efficiently (the coal reserves being many times superior in quantity to those of natural gas and oil) one must realise an integrated estimation of the coalfields' and coal deposits' reserves. The actuality of this problem increased especially in the recent years, when the Russian coal industry is being restructured. A structural reorgaisation of this industry, in order to in- crease its efficiency, covers a large spectrum of social and economic problems, comprising a withdrawal from mining the coal reserves that are unsafe from the standpoint of economy and labour protection. According to the information supplied by the 'Rossoogol' company, the Russian coal industry, accounting for abut a fifth of the world coal reserves, has a rather unsafe resource base, for about 5% of the reserves involved in mining do not correspond to the world practice conditions, regarding the coal grade, thickness, geological conditions, proneness to coal and gas outburst hazards. These concern first of all the Moscow, Kizelovsk and Donetsk coal basins, the Prokopievsk-Kiselevsk district of the Kuzbas basin and several other coalfields. Thus, the problem of efficient potential coal reserves' utilization calls for a paramount solution of two basic problems, namely: a) a comparative coalfields' and sections evaluation, and their ranging, in accordance with their industrial importance; b) choosing the 'active' reserves good to be efficiently mined under the present-day conditions. PRINCIPLES OF EVALUATION The investigations that had been carried out make it possible to formulate the following basic principles of the coalfields' reserves' estimation (or assessment). 1. The necessity, possibility and expediency of coal reserves' industrial exploitation are determined by a set of natural, technical, technological, practical, economic, environmental and social factors, thus calling for an integrated and gradual approach to problem solving. 2. One cannot consider the results of same reserves' estimation as being invariable because the former depend both upon constant (mainly natural) and market demands for different grades of coal (those of different power engineering and technological situations), capital investments, material and labour resources, economic (price-forming), technical, technological, environmental and other factors. 3. The rational size and sequence of the operating mines' and reserve sections' resources' involvement into mining depend upon the final aim of posing the problem, whose variants may be (the corresponding limitations being considered) providing for a maximum run-of-mine output (these essentially featuring the past stages of the industry's evolution); providing for a maximum efficiency, measured possibly by the specific or absolute indices of profits an expenses, labour productivity e. al. ; providing for a maximum extraction (maximum integrate utilization) of the known reserves. In this case an important park goes to the economic evaluation (or assessment) of useful application of the by-products being extracted (methane, mine water, rack) compared to the expenses necessary for their utilization. Regarding the steam coal (posing the problem any way it be possible), and extreme limit to the absolute non-efficiency of the coal reserves' exploitation may be posed, using the proportion of energy obtained from the possible amount of the coal to be extracted to the energy consumption necessary to extract, prepare, haul and consume this amount of coal. 4. The most reliable and efficient solutions providing for opening the reserves can be obtained for group of mines, rather than at the level of an individual mine section or an individual mine because it is only in the former case that the possibilities to re- distribute the expenses necessary to develop the good for mining and worse sections and seams can be realized to the greatest extent. Therefore the prospective approach to be considered is the one providing for an integrated organization and choice of the optimum combination of the variants of the ways to use the mines in operation and the free sections of the region in order to satisfy the growing up requirements for coal rather than the one providing for individual mine sections' resources' evaluation. 5. The future possibility and expediency of coal reserves' industrial exploitation will depend upon the prospects to implant at the mines in operation and reserve sections new engineering and technological elements and coal extraction technologies which may essentially change the actual idea concerning the coal reserves worth of being developed in an efficient way. For example, reserves not available to be exploited using conventional coal extraction technology may be regarded as potential resources for in situ gasification, e. g. the operating mines' reserves (non-commercial and non-mined commercial ones), balance and outside balance reserves of the free sections having proved not available to be mined using conventional coal-extraction technologies, as well as the non-extracted reserves of the abandoned and closed mines.

"In this review, the sintering process is first described and analyzed to identify the key factors affecting the structure and quality of iron ore sinter. Under fixed sintering conditions, the granulation efficiency, nucleus stability and primary sinter melt volume and properties of the iron ore are considered to have significant influence on the sinter structure and quality. Discussion is then focused on the effects of the chemical, physical and mineralogical characteristics of the iron ore on these key factors, and the consequences for sinter quality.IntroductionSintering is the most economic and widely used agglomeration process to prepare iron ore fines for blastfurnace use. In modern blast furnaces, particularly in East Asia, iron ore sinter typically constitutes more than 70% of blast-furnace ferrous feed. High sinter quality and efficient sinter production are thus required both to withstand extreme operating conditions and maintain the productivity of modern blast furnaces. At the same time, due to the increasing depletion of high-grade iron ore resources from large deposits, iron ore producers are moving toward developing an increasing number of deposits of much smaller sizes to maintain current production levels. It is therefore imperative for iron ore producers to develop long-term strategies to maintain the quality and consistency of the iron ore fines they are producing while exploiting these smaller, complex deposits. The iron grade, gangue minerals present, overall mineralogy as well as physical characteristics of iron ore fines being mined from these different deposits vary considerably. Overall, ores now have highly complex mineralogy, are becoming more porous and friable, and contain increasing amounts of gangue minerals, which will have important implications for the sintering process and sinter quality.Blending is one of the most effective options being explored by iron ore producers to deal with multiple small complex deposits. This allows the iron ore producers to reduce the number of products and take full advantage of the unique characteristics of each individual deposit to achieve long-term product consistency while increasing production. Blending is also a common practice in sinter plants as it is almost impossible to produce from one single ore a high-performance sinter mixture with the required processing characteristics. A typical sinter mixture used in Japanese steel mills (Nakano and Okazaki, 2007; Matsumura et al., 2013) often contains five or more ores to achieve balanced sinter quality and productivity with relatively low cost of raw materials."

The increasing scarcity of bentonite coupled with the potential of improved pellet strength have created a need for understanding the effects of thorough bentonite dispersion in taconite concentrate. It has been known for more than a decade that under certain conditions substantial savings of bentonite are realizable by using thorough mixing of bentonite as compared to poor mixing. Extensive work done by J. O. Zetterstrom l at the Univer¬sity of Minnesota indicated the effect of thorough bentonite mixing in a controlled laboratory testing. Commercial hardware was not available at the time Zetterstrom1 paper was published and not much work was done until R. L. Stone, J. M. Karpinsky2, did work with Muller mixing. Nabush 3 worked with the pugmill principle, and Hoogovens 4 and Robe River 5 used the fluidized bed principle. It was very hard to convince iron ore industries to improve the mixing of Bentonite and taconite for the following reasons: A. The initial capital investment for improved mixing equipment; B. The relatively low bentonite cost a few years back, which was not enough to justify new equip¬ment investment;

Federal and State sulfur oxide emission and ambient air quality regulations have been implemented to fulfill the requirements of the Federal Clean Air Act Amendments of 1970. Primary and secondary air quality standards have been established at levels considered necessary to assure the protection of the health and welfare of the public. Standards of performance under this Act have been established to control the rate of sulfur oxide emissions from individual sources so as to protect and to improve the quality of the Nation's air. The new source standards of performance were made rigorous for large coal burning stationary sources. This has had a severe impact on the electric utilities that operate the coal fired steam electric plants which are the largest consumers of the Nation's coal production. States have taken different approaches in State Implementation Plans (SIPS) as approved by the Federal Environmental Protection Agency. Some states, such as Pennsylvania, have chosen to permit moderate SO2 emission rates from existing sources which are not in critical air basins. All are required to meet primary and secondary air quality standards and to limit sulfur oxide emissions from new large stationary sources to a minimum of 1.2 LBS of S02/MMBTU fired. This re- quires a fuel sulfur percentage of about 0.7 for a 12,000 BTU/lb coal. In an effort to develop strategies and technologies to conform to performance standards while continuing and hopefully expanding the utilization of the Nation's coal supply, the electric utilities, the Federal and State regulatory agencies, and other industries and government agencies are considering several alternatives. 1. Natural low sulfur coal 2. Flue gas desulfurization - (FGD) non-regenerative and regenerative 3. Coal gasification 4. Liquefaction and solvent refined coal 5. Fluidized bed combustion 6. Chemical coal cleaning 7. Physical coal cleaning Of these options, only the first and the last can be considered to be widely used in full commercial practice at this time. FGD has certainly demonstrated technical and operating feasibility and is close to being in full commercial practice but it remains to be seen if the large systems under construction are economically and environmentally optimum.

"Mining is the main activity that supports civilization. Actual mining presents contradictory concept to the health of the planet. Its business model is linear, fragmented and characterized by inefficiencies in the utilization of water, energy and mineral resources which generate waste and pollution. Before mining begins, it is critical to determine the vulnerability of the ecosystem and after mining, it is critical to determine the depletion of nature. Attending to these vital matters will require quantifying and measuring them. The purpose of this study is to provide and establish the metric to assess the performance and manage a sustainable future for our existence and that of our planet. This index is defined to measure and control Nature Friendly Sustainability (NFS) based on understanding nature. This index will determine the condition of nature constructed on the measurement of physical, chemical and biological equilibrium. Proposing a new mindset for mining design to satisfy nature’s needs would be to offer the same opportunities to future generations. Hence, sustainability is synonymous with equilibrium under a limited ecosystem. Nature is interconnected. Finally, this index of NFS is readable, standardized and relevant to keep nature’s needs in equilibrium. Establishing and NFS index is the next metric for humanity. INTRODUCTION There are a multitude of definitions of what sustainability is. Most of them are defined in terms of the corporate entity from which they emanate. The classical definition of management states that, “if we do not measure it, we cannot manage it.” Management of ecosystems is the definition of sustainability. Indicators of quantity and quality of sustainability are vital in order to create a metric for sustainability. These indicators will measure the depletion and degradation of nature as they occur through human intervention. The first step is to create a metric of sustainability to simplify its definition. The definition of sustainability is based on whether or not you consider nature to be finite or infinite, which is described in Nature Friendly Sustainability (NFS) [1]. The definition of NFS applies to any anthropogenic activity with an understanding of the equivalent activity in nature. That is to say, human activity with nature requires balance and equilibrium in order to be sustainable. The importance of this equilibrium is quantified in a set of metrics in order to establish measurement and acknowledge indicators for our dependence on nature. Sustainability is synonymous with equilibrium in any ecosystem that is limited and fragile. In the graph is the explanation of sustainability definition. See Graph 1"

MSHA has prepared two pamphlets that provide guidelines for selecting dust control parameters for underground coal mining sections. These guidelines are based on research conducted by the Bureau of Mines and underground studies conducted by MSHA. One set of guidelines is specific for longwall mining operations. Another set of guidelines covers room-and-pillar operations. The guidelines contain a general discussion on the appropriate use of ventilation and water to optimize the control of dust.

The Pb-Zn-Ag deposits within the Lower and Middle Paleozoic strata of central Colorado (Leadville, Gilman, Aspen, and others) occur principally in Late Mississippian karst-solution features within dolomites and, to a lesser extent, limestones. Several un- conformities within the Devonian and Mississippian carbonate rocks and the subregional dolomitization of the Leadville (Mississippian) Formation that occurred during the Late Mississippian resulted from recurrent uplift of elements of the Ancestral Sawatch, Gore, and Front Range areas within central Colorado. Uplift of these areas also strongly influenced the details of the extensive karst topography that developed during the Late Mississippian. In particular, uplift of the Sawatch Range area caused paleovalleys from 300-600 ft deep to form on the karst landscape. The pattern of karst-solution caverns, sinkholes, cutters, channelways, and breccia-rubble zones was strongly controlled by incision of surface drainages and the strong northeast-trending Mississippian joint system. These subterranean karst-solution features and breccia-rubble soil [ ] zones are the primary controls of the location of the Pb-Zn-Ag ore deposits in these rocks. In the Leadville and Aspen districts, the deeply incised paleovalleys occur immediately adjacent to the principal areas of mineralization. Pennsylvanian deposition of a thick terrigenous and evaporite sequence occurred within central Colorado in response to actively subsiding extensional basins and adjacent high-relief uplift areas. Hot brines developed within the Pennsylvanian strata, migrated laterally to, and moved upward vertically along, basin- margin faults during continued Pennsylvanian subsidence and deposition. These metal-rich brines migrated into karst-solution features within the Lower and Middle Paleozoic dolomites and limestones, principally within the Leadville Formation, in basin- edge uplifted locales where the Pb-Zn-Ag minerals were precipitated. Field relationships, mineral assemblages and paragenesis, fluid-inclusion data, and isotope studies suggest that the metals and brines were derived within the Pennsylvanian sedimentary sequence and that the ore minerals were deposited under different temperatures and at different depths from deposit to deposit. Chemical reaction with the carbonate cave sediment and wallrock, cooling of fluid temperatures, and mixing with meteoric ground waters were the probable combined causes of mineral deposition in the karst-solution features. Late Cretaceous-Tertiary intrusive activity has subsequently modified some of the primary Pb-Zn-Ag deposits in local areas.

The aqueous biphase separation process (ABS) has been used to separate ultrafine industrial minerals. The partition behavior ofTiO2, Al2O3, Fe2O3 and kaolin was not pH dependent. The partition behavior of SiO2 was, however, pH dependent. The partition coefficient of kaolin in PEG 3400/ Na2CO3 biphase system was 150 and that of the silica in the same system was 0.02, resulting in a separation factor of 8500 between kaolin and silica. The aqueous biphase separation system was used to separate free silica from kaolin in a raw clay sample from Mexico. The partition behavior of mica, feldspar and clay from North Carolina was also evaluated.

Surface coal mining productivity in the U.S. and Illinois has shown a general declining trend since 1969. The U.S. Department of Energy conducted an analysis in 1980 of the causes of declining productivity in different states. This paper presents a detailed analysis of changes in overall productivity and productivity in different functions such as overburden preparation, overburden stripping, reclamation, coal handling, etc. during the period 1970-1982. Statistical analysys techniques including multiple regression were utilized in the study.

Two-thirds of the world copper produced in 1979 incurred cash costs between $0.35 and $0.89 per lb, averaging $0.62 per lb. North American costs are higher at $0.48, $0.88, and $0.68 per lb, respectively. Variable cash costs are $0.20, $0.58, and $0.39 per lb for the world; $0.29, $0.63, and $0.46 per lb for North America. Cash costs are relevant for comparing existing operations and evaluating market pricing during periods of excess supply. Analysis of full costs of production (cash costs plus income taxes, profit, and non-cash items) becomes relevant in evaluating the incentive price required to develop new production plants. In mid-1979 this cost (incentive price) was about $1.10 per lb; it is expected to approach $2.00 per lb by 1985.

Horizontal stress is an important factor that contributes to roof failure during a long wall entry development, especially when the immediate roof is weak. In this study, the effects of the three factors, the stress angle between the maximum horizontal stress and entry development, the stress ratio of the maximum to the minimum horizontal stresses, and the sequence of entry development, on the stress distributions in the weak immediate roof of a three-entry system are analyzed using the finite element method, when the horizontal stress is fixed. The results have confirmed that the stress angle has a significant influence on the stress distributions. Generally, the three-entry system is in the worst stress condition when the angle is about 60°_75°. The stress ratio has little effect on the roof stresses. In addition, the sequence of entry development has also little effect on the roof stress for the specific case analyzed.

For the first time, the influence of stearyl trimethyl ammonium chloride (STAC) as a collector, on the flotation behavior of lepidolite (Uljin, South Korea) was systematically examined in Denver Sub-A cells. Flotation tests were carried out by varying amount of STAC (50?200 g/ton), feed size (-65, -100, -150, and -200 mesh), and solution pH. The impeller speed of 1000 rpm, flotation time of 10 min and AF-65 (a frother) of 250 mL/ton were invariably applied. In order to complement flotation experiments, zeta potential measurements and XRD analysis were conducted. XRD results showed that the ores were mainly composed of lepidolite, muscovite, quartz, calcite and albite. In addition, zeta potential results showed that isoelectric points were about 2.5, 2.3, and 9.7 for quartz, albite, and calcite, respectively, and lepidolite was determined to be less than 2. Overall, the results of 3-stage flotation showed that Li2O grade and recovery tended to increase with increasing STAC dosage and decreasing feed size. In addition, Li2O grade increased with decreasing pH. The results were explained by the extent of the interaction between STAC and each mineral.

This paper will deal with the type of rocks so called evaporites, which are sedimentary rocks produced by water evaporation from seas, lakes or marginal lagoons, in warm and arid climates. Salts derived from these deposits are precipitated according to their solubility; that is, the more soluble precipitates first, overlain by other sediments like silts, shales, limestones, sands, etc. The most common evaporites, according to their chemical composition, are : Chlorides Sulphates Carbonates Nitrates Borates Common salt, or halite, sulphates like anhydrite and gypsum, are the most important. Potassium chloride (silvite and carnalite) and potassium sulphate are of great commercial value.

In relating geology and mineral resources to the nongeologist engaged in planning and zoning, a major hurdle to overcome is often the concept of natural resources. Statements listing such "resources" generally include and often may he limited to such items as "open space", "buildings of historical value", "forest and wilderness areas", and "sites of natural beauty" but seldom mention minerals even where they are of significant economic importance to the area. Unfortunately, mention of mineral resources is often limited to statements calling for tight controls on mining to prevent "ravaging of the land". While, the concept of sequential use involving mining is sometimes acknowledged, it is frequently done in such a manner that this approach is discouraged. In the conflict for land between urban development, recreational open space and mineral extraction, far too often the mineral industry will be the loser. In Missouri, there have long been continuing requests for geologic and resource data for planning purposes from city and county government and from Federal agencies for inclusion in the various river basin studies and Soil Conservation Service projects. These reports vary in detail from concise statements of the geology of an area to rather lengthy reports on mineral and water resources, bed rock and engineering geology characteristics. In most cases, these reports as written were directed to a geologically-oriented reader. Our initial approach to presenting geologic data to the land-use planner was in the area of engineering geology with attempts to show the limitations that bedrock and soil conditions can place on development.
