During the past decade, over 114-km (71-mi) of 0.25-m (10-in) to 3.7-m (144-in) finished diameter tunnels have been driven below Metropolitan Houston as part of a major program of water and wastewater improvements. This large effort has seen the introduction of midwestern technology with over 18-km (11-mi) of man-entry pipe jacking and European and Japanese technology with over 21-km (13-mi) of microtunneling. Owing to the high water table; a stratigraphy consisting of stiff fissured clays containing numerous layers, channels, and lenses of water-charged sands and silts; and active faults, many challenges existed for designers and contractors alike.

Zirconium tungstate (ZrW2O8) is a unique material with a negative coefficient of thermal expansion. In order to fully utilize this material as a filler, a surface treatment needs to be developed to better improve the wetting and dispersion capabilities of the filler. This paper describes an initial study to characterize the filler as well as investigate fatty acid and silane surface treatments for eventual compounding with thermosetting matrices. It was found that ZrW20, has a point-of- zero charge between pH 2.7-3.0, and that both fatty acid and organofunctional silane treatments appear to be viable surface treatments for this unique filler.

In a short section of the Los Angeles Metro Rail system approximately 222.5 m (730 ft) of 6.4 m (21 ft) diameter twin-tube tunnels separated by a 1.8 m (6 ft) narrow pillar were designed to pass under a major eight lane freeway and a metropolitan intersection with only 3.7 m (12 ft) to 5.8 m (19 ft) of loose fill and alluvium cover. The design considerations and the chemical grouting program used to stabilize the alluvial materials is discussed. Also included is a discussion of the novel shield used for tunnel excavation and the effects of the subsequent fire.

The Bureau of Reclamation's Syar Tunnel project included excavation of a 9.2 kilometer (5.7 mile) long, 3.6 meter (11.8 ft) diameter tunnel through gently dipping sedimentary rocks consisting of shales, siltstones, sandstones and limestone. The tunnel was supported full length with precast concrete invert segments and lightweight steel sets and lagging. Several world records for advance rate were set, including 57 meters (187 ft) in an eight hour shift and 127 meters (417 ft) in a 24 hour day. The tunneling system utilized a remanufactured and modified Robbins hardrock TBM and a 9,280 meter (30,450 ft) long, 61 centimeter (24 inch) wide, continuous conveyor system.

The Rio Piedras Alignment Section 7 of the Tren Urbano is currently being constructed beneath a historic commercial section of San Juan. Different portions of the section are being constructed using open cut, cut-and-cover, New Austrian Tunneling Method (NATM), Earth Pressure Balance Machine (EPBM), and as tacked drift mined support system. The combination of complex geology, low ground cover, and several innovative construction methods present many challenges to the ground control program. Mining and construction sequences were first developed to minimize ground movements and risk of damage to structures. A unique compensation-grouting program was developed to improve the ground, limit settlement, and recover settlements incurred due to mining.

INTRODUCTION Located approximately 48 km (30 miles) south of Dallas, Texas, use to be the site of the Superconducting Super Collider. For those of you unfamiliar with the project, this was a multi-billion dollar project taken on by the U.S. Government for the further advancement of technology, medicine, and science. Major components of the project consisted of a Linear Accelerator known as the LINAC; three accelerating rings known as the Low Energy Boosters (LEB), Medium Energy Booster (MEB) and the High Energy Booster (HEB); the East and West Campuses where the Inner Reactor Halls would have been located; and the 87 km (54 mile) main collider tunnel. Unfortunately, this all came to an end on December 6, 1993, with the termination of the project due to the Government's cancellation of funds. This paper will deal with the two of the underground contracts before the termination. These two contracts were the 1122 contract which ran from N25 to N40 and the 1130 contract which ran from N40 to N55. (See figure 1) The 1122 contract was awarded to us in July of 1992 and consisted of the excavation and support of six (6) shaft varying in diameter from 5.5 m (18 feet) to 8 m (26 feet) and ranging from 39.6 m (130 feet) to 61 m (200 feet) deep and the driving of approximately 13,100 m (.43,000 If.) of main collider tunnel. One of the core tenets of Sustainable Development is transparency and information sharing, i.e., government and corporate reporting. Governments report on issues within their sphere of responsibility to the degree that their constituents demand that they do so. Firms undertake reporting for two reasons: they are required to do so by law, and doing so makes good business sense. In recent years, stakeholders have come to see themselves as having a right to information about government actions and business operations that have the potential to affect their lives, health, community and environment. As a result, disparate groups, including industry associations, non-profit groups, academics, and individual firms, attempted to lay out what governments and firms should report. There are many types of sustainability reporting. In this paper we focus on three of them that both governments and firms utilize. We discuss the benefits of each. We argue that while the goal of complete and perfect data is not achievable or feasible, sustainability reporting of all three types is necessary to ensure that sound public and private decisions are made.

This paper briefly covers theories behind caking of crystalline salt particles, and methods of its prevention. The main factors that influence the extent of caking are humidity, storage pressure, temperature variations, and length of storage time. Careful adherence to control- ling these variables are more critical than the addition of even the most efficient anticaking reagent. The principle characteristics that a successful anticaking reagent must possess are: high retention at the temperature of application, good coating of reagent on the particle surface, capability of in- creasing the hydrophobicity of the particle, reducing the surface tension of liquids, and/or creating of a barrier between particles that prevent contact between particles, and modifying the crystal structure of the salt between the particles. Methods to evaluate the reduction of caking tenacity with the application of various anticaking reagents, reagent volatility and reagent degradation in plant and laboratory scales are discussed. Various types of anticake reagents used today in industry are organic active and inactive reagents, inorganic inert and inorganic salt crystal modifying re- agents.

The only previous attempt to use a tunnel boring machine in the rock formations encountered in New York City was unsuccessful. However, technology has been developed since then which made a new attempt a practical proposition. Nine thousand feet each of 8'6" and 11'0" diameter tunnels were driven in Manhattan schist using Jarva TBM's together with 1100 ft. of the smaller diameter driven conventionally in Inwood marble and earth. (1) The selection of tunneling method was largely based on the need to avoid community reaction and hazardous tunneling conditions where the larger diameter tunnel passed beneath residential structures in poor condition in seamy and blocky rock. Experimentation with cutters and cutter mountings indicate that good cutter life and ease of change are available. It was found practical to use unusually large muck cars for an efficient muck disposal system. Conventional tunneling was successfully executed beneath a subway station whose invert was less than seven feet above the crown of the tunnel. Attempts at chemical consolidation and dewatering were unsuccessful in the earth section which was completed under compressed air.

AMAX's Sleeper Mine uses conventional cyanidation milling and heap leaching techniques to produce gold. Since milling operations commenced in March 1986, average ore processing rates have improved from the design rate of 455 tonnes per day to more than 720 tonnes per day. Heap leaching was added to the process facilities in September 1986 at a design rate of 1,500 tonnes per day, and current heap leaching rates exceed 2,680 tonnes per day. Presented are descriptions of the Sleeper processing facilities with emphasis on the crushing and grinding circuits, a review of the selection of crushing and grinding equipment, and a summary of operating performance during the first 16 months of operations.

"INTRODUCTION What is the primary responsibility for geo-engineers in mining? Early in my career, I was asked this question by an experienced engineer. After explaining some various tasks, I was informed that the main responsibility was to monitor. Although this proved true for many cases, I came to understand that monitoring is merely one means to achieve the primary responsibility of a geo-engineer – ensure the safety of all personnel. The potential for groundwater to impact stability allows this responsibility to be shared with hydrogeologists as well. Inherently, we monitor to identify risks; we analyze designs and develop models to mitigate risks; and we are provided opportunities to explain to supervisors the geo-risks to personnel and mine plans that will result from particular courses of action. A couple years ago, I took an opportunity to share experiences from the first several years of my career as a geotechnical engineer with junior geo-engineering staff within my company. The intent was to share situations that were a part of my development, so they could learn and understand their responsibility to the safety of all personnel. Similarly, the purpose of this paper will be to share these thoughts with new geo-engineers in the industry in order to help prepare them for the challenges they will face. WHAT IS OUR PURPOSE? A senior hydrogeologist shared an experience that occurred in their career. The experienced hydrogeologist had spent some time with the hydrogeology staff, most of them relatively new to the mining industry, to understand how they viewed, and carried out, what they perceived as their responsibility at an active mining operation. After a couple months of observing and mentoring, the senior hydrogeologist met with everyone and posed the question above. I am sure that most junior geo-engineers would start explaining different tasks or projects that they must complete. The list would include monitor groundwater levels, track slope movement, evaluate designs, build models, oversee drilling programs, etc. These individuals did as well their supervisor. After going around the room allowing each individual to answer, the experienced hydrogeologist provided them the real answer to the question: SAFETY. If you examine the root intent of nearly every responsibility geotechnical engineers and hydrogeologists have, it is to apply our professional skills to ensure the safety of our workforce. When the objective of safety from the geotechnical and hydrogeology disciplines is achieved, inherently accomplishing the mine plan should follow suit, or it should significantly minimize the impact by gravity or groundwater. The objective of a hydrogeologist is to ensure the soil or rock around an open pit or underground mine is dewatered; this specific objective will reduce pore pressures which could lead to a possible ground failure. They ensure a working bench/UG level is dry, so operations are not dealing with adverse conditions while mining. A geotechnical engineer is expected to use all available information and engineering judgement to provide design recommendations, so that the mine will not catastrophically fail. Additionally, they will implement the monitoring systems to identify hazards in advance in the event that the design is flawed and people need to be evacuated. We all know that safety is important to everyone; however, our particular set of technical skills play a significant role in ensuring the safety of a large portion of the global mining workforce."

Approximately forty years ago, the military services began a realistic investigation of the problems involved with the replacement of high pressure gaseous systems with liquid oxygen systems. The program was temporarily discontinued because of numerous State-of-the-Art problems. Ten years later, interest in the liquid oxygen breathing concept was revived. Initial testing of this concept was completed in 1946. The ensuing years have seen the general acceptance of many cryogenic breathing systems for airborne applications. The inherent features of weight savings (approximately 70%) and space savings (approximately 80%) make it very desirable for high performance military aircraft. A typical aircraft system consists of a storage container with appropriate integrated control valving (the liquid oxygen converter), a heat exchanger, breathing regulator, and oxygen mask. Normally the liquid converter is located in the aircraft wheel well for easy access by ground crew personnel and the breathing regulator is mounted in the cockpit where the pilot can connect his oxygen mask. An aircraft system such as this will provide the pilot with eight hours of breathing oxygen after a 24 hour standby period. Early in 1960, the National Aeronautics and Space Administration sought a means of providing a cooling system for their personnel involved in fueling the rockets used in the space program. While fueling rockets N.A,S.A, personnel wore a completely enclosed butyl rubber suit and were susceptible to heat prostration. "INTRODUCTION Ganntas Tunnel is part of the modernization project of the railway between Alger and Oran, in Algeria. In order to double and rectify the existing line between El Affroun and Khémis Miliana, the alignment foresees the excavation of a 7 km-long twin tunnel. The excavation works started in June 2011 with the contractor CCECC, under the supervision of SYSTRA. Excavation is driven in conventional method by hydraulic hammer simultaneously on 8 different faces since excavation was started also from a junction window towards the middle of the tunnel. The minimum longitudinal distance to be respected between two contiguous tunnel faces has been set to 30 m. The tunnel cross-section is a 70 m² oval shaped profile, temporary support consists of shotcrete, bolts and steel ribs. A 30 to 50 cm thick cast in situ concrete final lining has been provided as well. When the tunnel reached a fault zone in soft clayey marls extreme squeezing occurred, works were stopped and re-profiling operations were carried out along more than 100 m. To date, works proceed at slow rate since high convergences are still monitored and completion of works is not expected before December 2016.GEOLOGY The project is located within the Tellian Atlas mountain area, including in particular the Djebel Ganntas massif in between Mitidja and Chleff plains. Djebel Ganntas is characterized by an extensive massif aligned in East-West direction with smooth slopes made of soft clays that emerge in multiple cliffs and ravines. On the top of it, along the edge, a more recent sandstone formation is found. The existing data on the geology did not allow to establish an accurate geological model at tender stage. In-situ investigations allowed at design stage to identify a Quaternary alluvial cover of clays and gravel, followed by a Miocene stratum divided in a sandy top layer and a lower clayey layer. From a structural point of view, geological maps suggest a north direction dip of layers, but the in situ surveys showed that layers were highly folded. The lack of information at tender stage on the structure of the geological series should have triggered an extensive investigation campaign at detailed design stage which did not take place causing serious consequences on costs and time at construction stage."

The Perama Hill gold project is an environmentally friendly project designed with the principle of zero discharge to the environment. The main issues of the proposed mine that are addressed in this paper are the water management, the dam and tailings management facility parameters as well as the mine closure plan, which demonstrate the sustainable design of the project. The water plant circuit will operate using 87% of recycled water and rainfalls, while the pumped aquifer is completely unsuitable for any other use. The proposed water management plan is based on different meteorological conditions for every month and optimizes the external water needs. The tailings pond area that is sited on intensely argilized rocks, will be composite-lined resulting in a permeability value of less than 10-10 m/s, and will exceed the safety parameters for maximum earthquake intensity, flood conditions and seepage. Tailings will contain less than 1 ppm cyanides (almost potable water ranges) and will be free of heavy metals (oxide ore material). The proposed rehabilitation plan comprises of decommissioning and demolition of the plant and auxiliary facilities, open pit partial back-filling and recontouring, appropriate capping of the tailings impoundment, revegetation, maintenance of area drainage system and monitoring for 5 years after rehabilitation. The plan is fullycosted, will be prepaid and through the agreed final land uses with the local community and the proposed actions of the corporate responsibility will attribute to the sustainable development of the area. The design of the Perama Hill project according to new EU and UN legislation and practices ensures that it will be the best example of gold mining operations in Greece.

Dartbrook Coal is currently developing a modern, high production (3.5 Mtpy) single longwall retreat coal mine in the Upper Hunter Valley of NSW, Australia. The location is a green field site, with no surface or underground mining operations ever having taken place in the initial target seams. The coal seams of the working section, floor and immediate roof average a total 20 m in thickness and contain a mixed carbon dioxide 1 methane seam gas ranging from 6.5 to 11.0 m3/t. The target seams have undergone detailed characterisation to assess hazards and quantify the controls required to minimise associated risks during mining. Risks identified during initial phases of exploration and 14 months of development include: • High gas emission during development. • Probable high longwall gas emission rate. • Medium to high propensity to spontaneous combustion • Possible carbon dioxide outbursts on geological structures • The main controls currently in place include, • Mine geometry and ventilation circuits • Exploratory drilling ahead of development • Intensive in seam pre drainage • Goaf drainage plants • Comprehensive monitoring systems • Underground environmental management plan. • Pre mining predictions of gas emission provided an indication of gas emission rates which have proven to be an under estimate. Current mine issues are; • Both surface fans are at full capacity (250 m3/s 1.4 kPa) • Both gas drainage pumps are at full capacity (2.3 m3/s) • Alternatives to extensive in seam pre drainage being investigated (surface to in seam hydro fracture) Review of mine design underway This paper describes the seam characterisation, assessment of mining hazards and summary of the management plan developed to address the risks identified. INTRODUCTION The report of the workshop on Alternate Energy Strategies estimated that the world's reserve of uranium oxide is about 700,000 tonnes. In order to extract these reserves, it is estimated that between 100 and 200 million tonnes of solid waste and of the order of 1 billion cubic meters of liquid waste will be generated. In addition, radium within tailing will continue to generate radon gas as it decays for many years after closure. Hence, the handling, storage and possible use of uranium mine waste is a matter which deserves serious consideration and planning. Since the properties of the waste will largely dictate the method of handling and storage or use of the waste, the properties of the waste should be determined, to the degree possible, prior to the design and subsequent operation of the mine. Uranium mine waste has both solid and fluid constituents. The solids include soil and rock removed during site preparation, similar material removed during development of the mine and uranium tailing generated by the mill. Soils can be stockpiled for reuse during reclamation or used as earth materials for construction of fills, roads, dams and soil linings. Rock can be stockpiled, used as mine backfill or can be used for earth construction in fills, roads and dams. The tailing is usually placed in a tailing storage area. The fluid constituents are both liquid and gaseous. The liquid waste is generally composed of the mill water; however, additional waste water can be generated by dewatering processes and diversion of surface runoff. The gaseous constituent of the uranium mine waste is radon generated by the radioactive decay of radium in the ore tailing. DEFINITION OF PROPERTIES The following presents a brief definition of some of the more important properties discussed later. The definitions are not intended to be comprehensive, but are useful as a basis for understanding.

INTRODUCTION Every day mine management and mining personnel face the threat of a possible mine disaster or fire. Their ability to deal with such a situation safely and effectively depends on the level of emergency preparation developed and maintained. After conducting numerous informal evaluations or audits at different mine sites throughout West Virginia (as well as other states), the authors concluded that many mining operations are not prepared to handle a fire situation. The results of the audits indicate that while most mines are in compliance with federal and state legal regulations regarding levels of emergency equipment, water systems and training sessions, these levels - particularly in the area of fire training - are probably not sufficient to enable the mine employees to effectively combat a fire in its early stage. This paper will present the authors' recommendations for designing and maintaining an efficient mine emergency preparedness Program and an overview of the curriculum of the mine fire training Program currently being conducted. MINE EMERGENCY FXEPAREDNESS PROGRAM The Mine Emergency Preparedness Pro- gram (MEPP) is a management tool developed by the Mining Extension Service at West Virginia University and was designed to assist company personnel in effectively managing a mine emergency operation. The program goes beyond the traditional and required training of mine rescue teams by offering a complete emergency operations package. Included in MEPP are suggested approaches for training and organizing all personnel, ideas for developing plans of action concerning transportation, security and communications. The MEPP program may also be used as to assess present readiness levels. While the MEPP program is designed to address all types of emergency operations, the authors are convinced that emergencies involving mine fires are the ones of greatest concern and so are concentrating their efforts in that direction. Incidents where fires are involved seem to be increasing in frequency and are extremely costly to control if allowed to go beyond the incipient stages. With a proper emergency preparedness program in place and properly trained and equipped fire brigades, the authors feel that it is possible

The Gatineau shaft described in this paper was an excavation of about 38 m diameter and 21 m depth constructed in Gatineau, Quebec, across the Ottawa River just north of Ottawa, Ontario. A large sewage lift pumping station-was to be constructed in this excavation. Subcontractor for the shaft excavation and initial support was Beaver Underground Structures Ltd., of Dorval, Quebec. Mr. William C. Cox of Beaver conceived the idea for the support system used in this excavation, and was responsible for the construction activities. Initial analysis and design concepts for the lining system were developed by Mr. Ronald E. Heuer. Detailed lining design and construction monitoring were the responsibility of Mr. Jean-Michel Loignon. Geologic conditions indicated by two borings within the shaft area are illustrated in Fig. 1. The shaft excavation would be in the sensitive Leda silty clay. The clay is of stiff to very stiff consistency, with an insitu vane shear strength averaging about 115 KPa (2400 psf) and a reported low value of about 87 KPa (1820 psf). Low strength values were from the middle of the clay layer, with higher strengths at the top and bottom. Average shear strength at the level of the base of the excavation was about 137 KPa (2860 psf). Remolded vane shear strength averaged about 20 KPa (420 psf), with a reported low of 13 KPa (270 psf). Based upon average strength values, the clay sensitivity is 5.8. The clay has an average water content of 53% (range 43 to 66%), which is near its liquid limit (average 56%). The clay unit weight is about 1760 kg/m3 (110 pcf). Underlying the shaft site at shallow depth is limestone bedrock within which the piezometric head is approximately equal to the original ground surface elevation. For shaft support, a -cast-in-place concrete wafer system was considered, but was discarded because of time restrictions imposed by concrete placement and curing. The WIPP (Waste Isolation Pilot Plant) Project near Carlsbad, New Mexico. is a research and development project sponsored by the U.S. Department of Energy, designed to demonstrate the safe disposal of radioactive waste. A mine (repository) is being developed 2150 feet below the surface in a thick salt bed, which will serve as the disposal medium. The underground ventilation system for the WIPP project was originally designed based on a fixed project scope. The design criteria and ventilation requirements were developed for the performance of various activities as then envisioned towards the achievement of this goal. However, in light of new information and actual site-specific experience at WIPP leading to a clearer definition of the scope-related programs and activities, it was realized that the existing ventilation system may need to be modified. A re-assessment of the ventilation requirements--based on the current status of the facility and a clearer definition of the scope of the experimental programs, waste storage methodology, mine developmental activities. and current equipment list--indicates a two- fold increase in underground airflows from 210,000 cubic feet per minute (cfm) to 425,000 cfm. Various options to provide the increased airflow to the underground facility were considered and analyzed. Based on the techno-economic analysis, safety and environ- mental considerations, and other conditions unique to a facility like WIPP, it was decided to construct a new shaft to serve as the primary fresh air intake, along with the installation of additional fans in parallel with the existing set up. Low cost and the ease with which the new design could be implemented and integrated into the existing ventilation system with minimum impact on current activities and projected schedules were the guiding factors in designing the shaft and related ventilation modifications.

By blending phosphogypsum with thickened mill clays, Texasgulf has successfully resolved the problems of gypsum disposal and reclamation of mined-over areas. In the process, clays are thickened to 10% solids through high rate thickeners, mixed with gypsum from a drained gypsum pile (75%) and a direct discharge from belt filters (25%), then pumped to mined-over areas. The blending of clays and the low pH gypsum yield a mixture with a pH of about 7. Dewatering is rapid to 40-45% solids within 3 months. The material spreads with very shallow slopes and within a year desiccation by high flotation ditching equipment is possible. The artificial soil is classified as a silty loam in texture, lacking only in nitrogenous nutrients. The soil material has proven to support many field crops including small grain, corn, alfalfa, and grasses. Sycamore, green ash, sweetgum and bald cypress have done well in 3 years of growth. The nitrogen source for tree growth will be made up through an alfalfa cover.
