Published information discussing uranium mine radon daughter controls and related costs was examined and used to develop an estimated (projected) cost per ton for any level of control. Results show a clear power function increase of cost for conventional dilution ventilation as the annual exposure limit is lowered. Projections can be made using any assumed changes in consumer price index (CPI) and radon daughter working level months exposure limit. Bounds on the estimated costs are provided, and applicability of the final equation is discussed.

BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. Gravitational field anomalies have been observed over many igneous intrusives of medium (4000 km2) to small (100 km2) size in outcrop area. These studies give good results because the residual anomalies can be separated from larger scale crustal anomalies and density contrasts usually are present. Although unique solutions are not possible, the analysis of the gravity anomalies can put limits upon the geologic interpretation of such bodies. Three examples in Montana, U. S. A. are discussed: (1) the Boulder Batholith, a late Cretaceous quartz monzonite series of intrusives of 4000 km2 outcrop area; (2) the Little Rocky Mountains, an up-domed area, in which an Eocene porphyry (130 km2) has intruded the Precambrian crystallines and lower Cambrian sediments; and (3) the Crazy Mountains, an Eocene diorite (100 km2), which has intruded the Paleozoic and Mesozoic sediments. In both the Boulder Batholith and the Little Rocky Mountains, intrusive rocks are less dense than the surrounding rocks and negative anomalies are found (40 and 28 mgal, resp.). In the Crazy Mountains, the intrusive is more dense than the surrounding sediments and a sharp positive residual anomaly of 42 mgal is observed. The analyses of the gravity anomalies predict that: (1) the thickness of the Boulder Batholith is on the order of 10 to 15 kms and is concave upward; (2) the Little Rocky Mountain syenite is not a simple laccolith, but is T-shaped and extends in depth to about 16 kms; (3) the Crazy Mountain diorite is not a simple small scale series of stocks, but a large connected body extending in depth 5 kms to the basement (although nothing can be said of it within the basement because there is little density contrast). The analyses of the anomalies place important limits on both the areal and depth extent of the intrusive bodies. Of all possible geophysical techniques, gravity studies offer the most promise in the determination of the shape in depth of intrusive bodies.

Planning today for what hopefully will never happen is one of the surest ways to decrease the chance of it happening. As Napoleon proved and Ian Mitroff wrote, "The heat and stress of battle is the worst time to make decisions of strategic importance." Mitroff also wrote, "The value of a plan is not that it will ever perfectly match reality, but going through the process of planning speeds the process of recovery. It allows the organization to emotionally work through the worst before it actually happens." This paper concentrates on things miners must consider; on the need for plans to be like a belt conveyor strong enough to carry the load, flexible enough to stretch a little; on the criticality of throwing away fax machines and telephones, and having certain officials at the scene rather than back in head-quarters; on the training of fire brigades and mine-rescue teams; on having company-controlled chromatographs; on having people who can look at trends rather than numbers. Some of the things in this paper might anger some readers; for that, I can only ask them to consider first the problem not their position.

Trackless vehicles, as the name implies, are machines not bound to rails, guide cables, or other direction controlling devices. They include, for the most part, vehicles which are wheel or crawler (track laying) mounted. Power sources may be self contained such as diesel or battery and can be defined as non-captive machines, while connected power sources such as compressed air or electric can be defined as captive machines. Trackless vehicles are used in all phases of underground excavation, loading, hauling and dumping. Early application found most machines with digging ability used to load those with payload hauling ability. As the versatility of trackless methods became more obvious the trackless vehicle has evolved to more productive machines such as the self loading haulers commonly referred to as Load-Haul-Dump equipment. Trackless vehicles find wide use in drifting and tunneling. Ability to negotiate adverse grades is especially noteworthy. Experience drawn from highly efficient room and pillar mining operations has lead to relatively wide application in drawpoint and cut and fill mining.

The Bureau conducted, through joint funding with the Colorado Mining Association, large scale oil shale rubble fire tests to investigate flotability characteristics and different methods of extinguishment. Ignition of large rubble piles was easily accomplished. Foam blankets could be used to control surface flames. The results of these large scale tests confirmed that water was effective in extinguishing deep seated oil shale fires but not particularly efficient. It took up to 1.7 times as much water to extinguish a fire as anticipated on the basis of a simple cooling model, assuming 100 pet utilization.

Copper ore from the Rakha Copper Concentrator (India) was successfully floated using LIX-65 NS as the collector. The beneficial role of this reagent was clearly demonstrated in hatch-flotation tests. From a feed containing around 1% Cu, it was possible in a single-stage flotation to obtain a 23.7% Cu concentrate with a recovery of more than 90%. The plant now uses rougher, scavenger and a two-stage cleaning process. The tests demonstrated that LIX-65 NS is superior to conventional xanthate for the recovery of copper from the Rakha ore.

Iron carbide, containing 93.3% Fe and 6.7% C, is a tailor made feed for the electric arc furnace (EAF) and has recently gained worldwide attention as a possible replacement for premium quality scrap. With 38% of the steel in the United States being produced in EAFs, iron ore producers have an interest in becoming direct suppliers to the EAF industry. This paper explains the advantages of using iron carbide in an EAF and describes test work on the product and development work being per formed on engineering designs for a commercial plant.

1974 marked the start of a new era for Climax Molybdenum Co., a division of AMAX, with the initiation of an open pit operation above the existing successful underground block panel caving mine. A number of problems posed a challenge to the Climax open pit. Highly fractured rock, old mine workings, permafrost, and more than 7.6 m/a (300") of snowfall forced changes in normal operations. Final pit wall design was altered. Production bench heights were lessened due to old workings. These and other modifications contribute to a highly successful open pit operation.

At the Frood Mine of International Nickel, tests were begun in March 1966 to evaluate the use of low profile diesel Load- Haul-Dump equipment in cut-and-fill operations. In December 1966, this test was extended to drawpoint loading of caved ore at the Creighton Mine. The results of these tests conclusively demonstrated the effectiveness of this equipment in the operations at International Nickel. This paper describes the equipment used, the operation of the equipment, production data and operating details. Also discussed in the paper are other trackless equipment which works with the Load-Haul-Dump carrier. Production and Safety comparisons are made with the slusher method in bulk mining, giving the reasons for replacing the slushers at the mines of International Nickel Company of Canada, Limited, Ontario Division.

Since the late 19405, St. Joe has operated rubber-tired, trackless mining equipment underground in its Southeast Missouri Lead Belt operations. At first, the trackless equipment was operated in conjunction with rail haulage equipment in the room-and-pillar operations, but was to later replace rail haulage completely. The first pieces of equipment to travel on pneumatic rubber tires were short-haul shuttle cars of 12-ton capacity hauling rock from the heading to the mainline railroad. Early-model drill jumbos were the next pieces of production equipment to be carried on rubber, along with mobile slusher ramps. Mobile diesel equipment, in the form of conventional rear-dump trucks, made its appearance underground in the early 1950s, introducing the era of relatively high-speed mobile equipment as compared to the electrically powered shuttle cars. Haulage distances for rubber-tired vehicles were no longer dictated by trolley lines and trailing cables and tires were subjected to increasingly severe applications. St. Joe's first completely trackless mine, the Hayden Creek Mine, was opened in 1952, employing rubber-tired drill jumbos, electric shuttle cars, and for the first time, an articulated diesel truck consisting of the tractor unit of a conventional earthmoving scraper and a rear-dump rock wagon. Those machines rolled on the first true earthmover tires to be used underground by St. Joe. The articulated truck concept proved to be very successful, and constitutes an In- creasing portion of the underground haulage today.

The Musaimeer pump station and outfall project (MPSO) is in Doha Qatar. This technical paper will discuss and explain the three major stages of geotechnical investigation employed. Stage one the tender geotechnical data and how this was used to design the TBM and identify various areas of risk. Stage two was the selection of supplementary geotechnical investigation methodologies. Stage three was the geotechnical investigation by specialist equipment installed on the TBM and providing further data on a real time basis as the TBM was advancing. Analysis of all the data will be provided along with the lessons learned.

In many ways, conveyors are the lifeline of mining and processing operations. Like arteries in the human body, they continuously supply materials to and carry finished products and waste away from vital on-going operations. And like arteries, when the conveyors are running with less than maximum efficiency and productivity, it spells serious trouble for the operation's overall health. Inefficient conveyors suffer carryback, leading to the build-up of materials on idlers and other expensive components. They spill and leak material at loading zones and conveyor transfer points, causing accumulations that can damage the belt, wear moving components, and increase both clean-up labor and maintenance expense. They wander or mistrack, spilling material and endangering personnel and conveyor components including the belt itself. And through these inefficiencies, they multiply the operation's hidden costs. These added expenses are created in lost production, increased downtime for service and maintenance, and the cost of the replacement of prematurely worn equipment. In addition, the attitude that inefficiency is "good enough" is recognized elsewhere in the organization; as a result, other departments relax or operate at less than peak performance. Quality goes down and with it employee morale.

In longwall mining, the progressive caving of the roof allows stored energy to dissipate over an extended time. However, in some cases, the roof strata above the longwall panel are unusually strong and do not break with the movement of the working face. Instead, the roof material bridges over the expanse of the longwall, forming an unstable beam. Later, when this beam breaks, the stored energy can release suddenly, causing a seismic event to propagate to surrounding mine workings. The focus of this paper is to estimate the size of beams that form over longwall panels to the seismic energy recorded by the mine. Analytical calculations are used to verify two-dimensional models of longwall roof beams to determine the strain energy and gravitational energy developed, which is then released upon strata failure to surrounding mine workings. Models are developed using RS2 to model the stress, strain, and deflection along the bottom of the longwall roof beam to calculate gravitational and strain energies. Gravitational energy is shown to be the main driving factor in energy release, except for the beams with low heights. Analyses allow the determination of beam characteristics based on seismic data. The analysis is refined using swelling factor to compare various beam drop heights. The models show an increase in seismic magnitude for higher drop heights. However, the actual data provided by the Buchanan mine displays a decrease in seismic magnitude with increasing drop height, indicating that energy is dissipated into the broken gob material as drop height increases.

Almost all persons connected with mining industry have had an exasperating experience like the following: 'On a cold and frosty morning in mid-January, you find yourself quite happy with the world. Production is up and the mine has been running smoothly. All at once the radio cracks up your tranquility -- 'so and so' piece of equip¬ment has broken its 'whatzit'. Now the iron is in the fire, and things have to be fixed quick.!' This can be a major failure which will bring the whole operation to a grinding halt or just one of the numerous maintenance headaches on an auxiliary piece of equipment. After one has experienced a major or minor catastrophe, he has to wonder whether some other methods with respect to design and maintenance would help prevent these unexpected calamities. The objective of this paper is to gain an insight into the charac¬teristics of steel at cold temperatures so that better decisions can be made with respect to maintenance and repair of mining equipment. Most machinery and their structures are exposed to cold temperatures. Even in locations as far south as Alabama and Arizona, brief periods of cold in winter months can adversely affect the ability of mach¬ines to do their work. To understand the background of cold temperature brittle fracture, jet us examine its basic elements. First, when steel gets cold, it gets brittle. This is best described by Figure 1. The magnetite orebody at Pea Ridge strikes NE-SH and dips at about 800 to the SE. The ore is high grade magnetite with a strike length of over 600-m and a maximum width of over 180-m on some of the levels. The shape and the mineral content of the iron orebody have been fairly consistent so far. The iron ore and surrounding basement rocks are Precambrian in age. These rocks are usually very competent, about 400-m of sediments lie over the ore.

5.1 INTRODUCTION Heap leach cyanidation techniques possess considerable potential for exploitation of low-grade ores, small ore bodies, mine strip waste and tailing materials where fine grinding is not necessary for good extraction. For heap leaching to be successfu1, ore must exhibit certain characteristics, as previously discussed in Chapter 1. Primary among the necessary ore characteristics is that the ore must have good permeability after being crushed or treated and stacked into heaps if uniform distribution of the cyanide leach solution is to be achieved. Gold and silver ores containing excessive amounts of clays or fines generated by crushing are some of the most difficult to treat successfully by heap leaching. The presence of excessive amounts of slimes (generally classified as minus 50-micron or 270 Tyler mesh sieve size particles) in the heap leach feed will slow the percolation flow of the leach solution, cause channeling, or produce dormant or unleached areas within the heap. This may result in unreasonably long leaching periods and poor extractions. In extreme cases, the clays or slimes can completely seal the ore heap, causing the leach solution to run off the sides of the heap rather than to penetrate the ore heap. The problem of heap leaching ores containing fines can be aggravated during stacking and preparation of the ore heaps, because natural sorting of coarse and fine material occurs during these steps (Johanson, 1978). This phenomenon results in a concentration of ore fines at the center of individual ore piles and a concomitant concentration of larger rock fragments on the lower slopes and base of the piles. When the individual piles within the heap are leveled off prior to installation of the sprinkling system which delivers the leach solution, additional segregation occurs as the fines sift through the coarser ore particles. The segregation results in localized areas or zones with marked differences in permeability. As a consequence, the leach solutions follow the path of least resistance, percolating downward through the coarse ore regions and bypassing or barely wetting areas that contain large amounts of fines or slimes. Effective utilization of marginal gold and silver resources through heap leach processing requires the development of new methods in order to achieve more uniform size distribution during ore heap preparation and better slime control during leaching.

The decade of the 70?s saw a series of landmark environmental resource programs enacted by the Congress. Many states followed suit, so that by the end of the decade air quality, water pollution, and the conservation of other natural resources, including minerals, were the subject of a wide-ranging body of laws, policies, regulations, and procedures. Many of the actions required or permitted by this rule-making involved areas for which adequate information and substantial experience were not available. Moreover, goals and objectives were sometimes established which were enormously difficult to achieve technically, or of such formidable expense as to cause concern about their consequences in the marketplace. It is therefore hardly surprising that one product of all this activity has been a mass of litigation. Court dockets are crowded with suits and counter-suits involving both substantive and procedural aspects of environmental protection. Indeed, it is probably fair to say that the volume and range of environmentally-related disputes brought before the courts parallels that generated by the civil rights movement a decade ago. There were also some new dimensions to the environmental movement. For the first time, the national environmental policy act required agencies to prepare environmental impact statements when proposed projects or activities would have substantial impacts on environmental resources. Another requirement of many of the new programs mandated meaningful citizen participation in public decision-making. Here, as elsewhere, the purpose was admirable, but guidelines were vague, and the result often was inaction, polarization, and litigation.

INTRODUCTION In this chapter, the term "down-the-hole drill" (DTH drill) is used as a generic name that encompasses the various trade names and other references such as "downhole drill," "in-the-hole drill," etc. This chapter is limited to a description of DTH drills used in stoping large underground ore bodies. DTH drills differ from conventional drills by virtue of the placement of the drill in the drill string. The DTH drill follows immediately behind the bit into the hole, rather than remaining on the feed as with ordinary drifters. Thus, no energy is dissipated through the steel or couplings, and the penetration rate is nearly constant, regardless of the depth of the hole. Since the drill must operate on compressed air and tolerates only small amounts of water, cuttings are flushed either by air with water-mist injection or by standard mine air with a dust collector at the collar. HISTORICAL DEVELOPMENT Mine managers have long known the economies enjoyed by quarry and open-pit operators in producing large quantities of ore. The savings are due primarily to the availability of massive equipment, capable of drilling large blastholes to reduce the amount of drilling, increase the fragmentation, reduce secondary blasting, and im¬prove the flow of the product. In an attempt to reduce underground mining costs, various methods are used for long-hole drilling, includ¬ing standard pneumatic percussion drifters and diamond drills. These systems have their shortcomings; percus¬sion drills are limited to small hole sizes and they ex¬perience excessive deviation and significant loss of energy with increased depth. The diamond drills provide deeper and straighter holes, but only at high cost. Both systems suffer from high noise levels, low penetration rates, and poor explosives distribution, among other problems. When the mining companies approached the drill manufacturers for a compact and portable large-hole jumbo for underground use, they specified not more than 1 % deviation on 60 m (200 ft) of vertical hole and a penetration rate of 15 m/h (50 fph). On Dec. 23, 1960, a test unit was placed in service in Montana and met the performance criteria. Though lacking the so¬phisticated features available today, the economies of surface blasting were brought underground. Unfortunately, the first system did not gain immedi¬ate acceptance in the industry. Among the factors con¬tributing to its demise were resistance to change, the need to alter development methods for the ore bodies, and a lack of flexibility in moving the rig from setup to setup and from level to level. In 1972, the mining industry again challenged the drill manufacturers to provide a workable jumbo that would combine compactness, ease of maintenance, relia¬bility, and efficiency, all on a self-propelled chassis. The manufacturers responded by providing improved jumbos, which have been accepted with enthusiasm throughout the mining industry. Today's DTH jumbos are capable of drilling from 100 to 200 mm (4 to 8 in.) diam holes that can be reamed to even larger diameters. The holes can be drilled to depths of 150 m (500 ft), depending upon ground conditions and the capability of the jumbo to retrieve the steel and drill. Fig. 1 illustrates a typical DTH jumbo. APPLICATIONS The uses to which DTH drill jumbos have been put are quite numerous, with new uses being found regularly. For convenience, these uses may be classified as primary blastholes and nonblasting holes. Primary Blastholes The original purpose for the development of the DTH jumbo was for drilling primary blastholes that could be mined by open-stope methods. Prior to the advent of the DTH jumbo, extensive development was required before production drilling could begin. Sub¬levels were required to allow access for column-and-arm stopers or ring/fan jumbos, to the extent necessary based on the effective penetration of the chosen machine. With the DTH jumbo, the mine engineer is able to reduce preproduction time and development costs. How¬ever, the most significant saving results from an im¬proved cost per ton of broken ore in the production phase. To utilize a DTH system, only a top heading and drawpoints are necessary. The top heading can be the width of the ore body with a 3.7-m (12-ft) back. A drop-raise pattern is drilled and shot to begin the stoping operation, providing a free face for subsequent blasting. A typical layout is illustrated in Fig. 2. The advantages of this system include: 1) Drilling and blasting are independent operations, and blasting can be performed at a rate congruous with the mine's ton-per-day capacity. 2) The development layout is simplified. 3) Good explosive distribution is achieved, provid¬ing more uniform fragmentation. 4) Environmental conditions for operators are im¬proved, including improved safety with all work directed downward (not overhead), lower noise levels, little fog, and a reduced dust count. 5) Improved production per manshift. 6) Simplified and easier operator work cycles. 7) Reduced cost per ton of product. 8) Fewer holes lost due to ground shifts. Nonblasting Holes With the introduction of the compact DTH jumbos, other practical uses became apparent, including the drilling of: 1) Holes for sand fill, from level to level and from level to stope. 2) Drain and dewatering holes. 3) Power and communications cable holes.

The importance of adequate mine ventilation for good health and safety conditions has been recognized since miners first ventured underground. All over the world, governmental actions on mine health and safety are directly connected with mine atmospheric environments, their assessment and control. These governmental actions have been, and continue to be, motivated by the repeated experience that potential threats from inadequate control can evolve, either suddenly or in the long-term, into unpleasant reality, with catastrophic health and safety consequences. These governmental actions are also an indication of the remarkable professional progress being made in the field of mine ventilation. Surely, no developed country allows underground mines to operate without strong measures for the control of ventilation under legislation specific to the mining industry. In the United States, the federal government's responsibility for mine safety has evolved over the years through a series of legislative actions beginning in 1865 and continuing through 1910, 1941, 1947 and 1952. The passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966 (the 1966 Metal Act), the Federal Coal Mine Health and Safety Act of 1969 (the 1969 Coal Act) and the Federal Mine Safety and Health Amendments Act of 1977 (the 1977 Mine Act) are the most important milestones in this long legislative history. The 1977 Mine Act adopted many of the stronger features of the Occupational Health and Safety Act of 1970, perhaps the most significant piece of legislation on workers' occupational health and safety in US history. It is worthwhile to ask, "How far has the United States come in mine ventilation since the enactment of the 1969 Coal Mine Health and Safety Act?" This Act and its associated regulations defined in great specificity many standards for healthful and safe operation of a mine and, in some cases, what constitutes good ventilation practice. Since 1969, the frequency and severity of disaster-type events in US coal mines has decreased markedly. A primary reason for this achievement is the strength of the Coal Mine Health and Safety Act's regulatory features in such areas as methane concentration control, dust control, intrinsic safety and explosion-proof enclosures, minimum air quantity and quality standards and air distribution and escapeway provisions. These requirements greatly influenced mine ventilation planning, engineering and practice, leading to increasingly safe working conditions.
