Previous applications for using waste rock for backfilling in South African gold mines were reviewed and it was found that in many cases the mechanical equipment selected and the design philosophy applied did not meet the requirements. A more simplified system configuration is proposed, which allows the equipment to be relocated as mining progresses. Innovative high-intensity grinding and dense-phase pumping technology are proposed to provide a low-porosity backfill with a particle top size of 5 mm to 8 mm. According to recent rock mechanics modeling work, this comminuted waste backfill material can provide a good compromise between underground support characteristics and reliable hydraulic transportation behavior.

The paper deals with the experimental application of a pilot flotation column to baryte and fluorspar ores. The column has been installed in parallel with the cleaning stages of two different industrial flotation plants where the above ores are processed using conventional cells with mechanical impellers. The effect of several parameters, including froth height, wash water additions, pulp feedrate and air supply rate, has been investigated. It has been shown that by finely tuning the above parameters good flotation performances can be achieved. The experimental results demonstrate the greater versatility of the column flotation and its superior separation efficiency, especially for the fine particle size fractions, over conventional cells.

Baseline quantities of difficult ground and support types were estimated for the Chattahoochee Tunnel using the Rock Mass Rating system. RMR classifies the ground into five categories, ranging from “very good” to “very poor,” based on five main parameters: intact rock strength, RQD, joint spacing, joint condition, and groundwater inflow. For the Chattahoochee Tunnel, these parameters were independently measured in the cores and shown graphically on the boring logs. A 55 matrix was calculated to obtain the statistical distribution of RMR for the project. Three baseline ground types were defined based on the RMR. Geologic mapping inside the tunnel during construction has verified the accuracy of this method.

Installation of a computerized mine monitoring and control system in two planned construction phases began in 1983. Phase one consisted of providing a central monitoring station located on surface for monitoring underground CO detection in Frood Mine's heated area. The implementation of this project annualized labour savings of $200,000. The cost of installation of an early fire warning system was $100,000. There are several CO sensor monitoring carbon monoxide trends through mine heated areas. To obtain an early warning, it is not good enough to know that a fire has started, but it is also necessary to know where the fire is located.

In May 1998, Hanson Aggregates Midwest, as an outcome of mine planning, offered a 10-acre tract of land containing the famed fossil-bearing Silica formation, to the City of Sylvania, OH. in the form of a 99-year lease agreement. The Olander Park System, and Ohio code park operating within Sylvania Township, was then approved by Hanson and the City to manage and fund the park. All parties signed the lease in August of 1999. In November 2001, local residents voted to fund the park by a margin of 2 to 1. The park will consist of a shallow (approx. 20 ft.) former cement production quarry that is 700 ft. long by 300 ft. wide. Hanson’s motivation and vision for the park was fivefold: 1) the site was located away from long-term reserve access; 2) it would serve nicely as buffer property for the active quarry; 3) it had become an area of illegal dumping by locals in the past; 4) trespassing and safety issues would be limited by allowing supervised usage; and 5) the shallow outcropping contains the world famous, fossil-bearing Silica shale. Hanson will supply shale to the park perpetually via stripping activities in the process of uncovering quality construction aggregate limestone and dolomite reserves. Thousands of enthusiastic fossil hunters have already combed throughout the shale in their quest for “treasures”. The park’s master plan also features nature trails, picnic areas, a fossil-themed play area, amphitheater, visitor’s center and gift shop. Given the natural and people resources that Sylvania Fossil Park will have to offer, Hanson is confident that it will become the premier invertebrate fossil hunting site in the United States. It will also remain a solid community relations vehicle for years to come.

Introduction The reclamation of mine/mill tailings areas is undertaken for a variety of objectives including safety, appearance, economical use of lands and forests and long term storage of a future resource. The establishing of criteria for these objectives at any site is a shared task of the government and mining company. Our attention in this paper is directed to uranium mine/ mill tailings as they are handled in the Canadian industry and in the unique Canadian climate. We focus our attention on the state of the art. Uranium is a ubiquitous mineral forming an average of 4 g per tonne of the Earth's crust. Ores are mined at about 500 g per tonne so that the residual content of uranium in tailings is comparable to average background levels. However, as in most mine/mill operations, the ore contains other minerals that become readily mobile after milling operations. Thus the main objective of tailings impoundment is the stability both physically and chemically of the mobile materials. Since the requirements for the operation and construction of tailings areas in Canada have changed considerably over the past decade, there exists a great many mine/mill tailings areas which while considered adequate in their day, would not meet modern criteria. However, most of these installations pose no concern or hazard to the public. The proximity of mine/mill development to inhabited land areas has necessitated more stringent modes of tailings operations and provisions for tailings site reclamation. The more important of these have been: 1) the prevention of dyke failure, with large liquid-solid outflows onto adjoining lands, and 2) the prevention of seepage from the tails of pollutants such as chlorides, sulphides, heavy metals and radionuclides. Uranium mill tailings are discharged as a slurry from the concentrator after the removal of generally only about 1000 g, or less, per tonne of uranium from the as-mined ore. As a consequence, a great volume of low level activity waste is generated. Bituminous coal dust was repeatedly placed into one lung lobe of anesthetized Macaca nemestrina monkeys using a flexible fiberoptic bronchoscope. Radiographs taken at 15 day intervals showed a focal radiographic density after 90 days time when a total of 1 gram of dust had been instilled. The radiographic density progressed slightly in size until 12 months by which time 3 grams of dust had been instilled and the animals were euthanized. At necropsy, the only significant gross lesion detected was the focal black pulmonary lesion located at the dust instillation site. Histologically, the lesion was composed of coal dust laden macrophages located primarily within interstitial tissue and interspersed with a slight amount of reticulum and connective tissue fibers. The distribution of coal dust was limited to the instillation site in the right caudal lung lobe based on radiographic, gross and histologic examination. Bronchoalveolar lavage of both right and left caudal lung lobes was performed 8 times during the 12 month long experiments without significant complications. More macrophages were found in lavage fluid from the right lung than the left, and most macrophages from right lung contained coal dust particles. Based upon a limited physical examination and complete blood count at 15 day intervals the animals remained normal during the experiment. We conclude that the primate lung's response to focal experimental bituminous coal dust resulted in a marked focal increase in pulmonary alveolar macrophages, which can be recovered regularly in high numbers by bronchoalveolar lavage. The model described has significant potential for investigating the pathogenesis of various respirable dust-induced pneumoconioses, for evaluation of new therapeutic approaches, and for refining experimental and clinical diagnostic applications of bronchoalveolar lavage. In April 2012, work started on one of the most ambitious construction projects of Austria?s ÖBB-Infrastruktur AG ? the New Semmering Base Tunnel. Scheduled for completion in 2024, the 27.3 km (17 mile) tunnel through the Semmering range will cut the journey time on the south railway connecting Lower Austria and Styria. Before con-struction can begin at the entrance portal and tunnel bores, the work concentrates on the above ground sections with the clearance and excavation of the entrance ramp site. The slope is currently being excavated by the Baubeteiligungsge-sellschaft m.b.H. BBG-GRAZ. The cut face is shored up with shotcrete and permanent self-drilling anchors produced by Minova MAI, an economical bolting solution for softer rock formations. After completing the surface construction work, the twin-bore, single-track tunnel will be cut through the Semmering by conventional and continuous excavation beginning in 2015. Once completed, the New Semmering Base Tunnel will be one of the longest rail tunnels in Austria. It will act as a vital link on the route crossing Europe?s heartland from Northern Germany to Italy, which currently has to climb the steep Semmering pass between Gloggnitz and Mürzzuschlag on a historic mountain railway recognized as one of the UNESCO World Heritage sites. The old route imposes considerable limitations on heavy freight trans-port, and passenger trains have to slow down to a speed of around 50 kph (31 mph). The New Semmering Base Tunnel will bypass this bottleneck and cut 30 minutes off the journey time between Vienna and Graz. It represents a particular advantage for freight traffic, since the new route?s minimal incline of 8.4 percent removes all obstacles for even heavy freight trains.

A common result of Environmental Impact Assessments associated with mining projects is the construction of new wetlands in areas disturbed by mining operations. Where appropriate, this mitigation may be considered an integral part of the mine reclamation process under the principles of sustainable development in the minerals industry. Wetbud is a new tool for estimating wetland water budgets using available weather data and site-specific topographic, soil and geohydrologic data, coupled with mass balance mathematics. Wetbud is primarily intended as a planning tool for use in the design of created wetlands, but it can also be applied to native wetlands or wetland restoration sites where the required input parameters can be specified. Wetbud can be run in its basic form where wetland topography, soil parameters and groundwater flux are simplified, or in the advanced form, where these parameters are included in a more complex approach via integration of the MODFLOW package, a free 3D program that was developed by the United States Geological Survey. Both versions can also include overbank flow hydrology sources and the advanced form can also model sloping and irregular topography. The program downloads weather data from the nearest applicable station and selects appropriate wet-normal-dry (W-N-D) years following a modest user data clean-up step. Wetbud also has the ability to utilize existing short-term (e.g. 6 to 9 months) groundwater data from an up-gradient well to simulate longer-term groundwater level inputs for the selected W-N-D years. In addition, Wetbud features a “Wizard” version that comes pre-loaded with 14 pre-selected weather data sets for all areas of Virginia that can develop a simple monthly water budget in less than 15 minutes – a feature that could be expanded anywhere geographically with historic weather data.

Gold with minor associated copper mineralization in the area of what is now the Bougainville porphyry copper deposit has been known since the 1920s and was probably known in German colonial times, pre- 19 14, although no records persist other than a reference by Stanley (1922) to copper specimens from Kieta that he saw in Rabaul. Stanley did not at the time believe that they came from Kieta. Gold was first discovered at Kupei by Jack Comb in 1929 and the Kieta Goldfield was proclaimed in May 1930. In December 1932, the Tapu Reward Claim at Moroni - the site of the Bougainville Copper concentrator, was pegged by C.W.M. Evans who prospected up river from the West Coast. The Pumkuna (Panguna) Reward Claim on the site of the subsequent porphyry copper deposit was granted in February 1934 to G.A. Myers. n May 193 1, the Kupei Reward Claim was transferred to Bou- gainville Gold Options NL and later reverted to Jack Comb and then the Bougainville Syndicate, as did the Pumkuna and Moroni claims. Most of the interested parties had come from the Edie Creek rush on the New Guinea mainland. In 1935, N.H. Fisher, the geologist in Rabaul for the New Guinea administration who later became director of the Australian Bureau of Mineral Resources in Canberra, reported on the three gold areas. Norm Fisher described the gold and copper mineralization and its habit in great detail and this report had a major influence on the events leading to the discovery in the 1960s. Gold production up to the Japanese invasion probably did not exceed $50,000 in value. Half a ton of copper-gold ore from Kupei was sent to O.T. Lempriere's in Sydney for assay in the early 1930s.

INTRODUCTION In other chapters of this volume many of the important technical aspects in the design of concentration and dewatering circuits have been discussed. This chapter will deal with the steps necessary to bring that information together in order to produce the specifications necessary to purchase the equipment and complete the design. It deals with the plant as a whole rather than just concentration and dewatering, since the steps are essentially the same. Prerequisites to Engineering Design Feasibility studies will have been completed and design parameters established prior to the start of the engineering design stages for a metallurgical plant. The data base for the feasibility studies will have included laboratory and/or pilot plant test work, historical data, proposed plant site data such as climatology, topographic mapping, geological and geotechnical information. These studies will have established the general project design criteria as well as the process design criteria leading to the preparation of preliminary flowsheet ( s) and/or alternative process flowsheets. These will have incorporated metallurgical and material balances, allowing identification of major equipment items, and development of preliminary plant site plot plans. Preliminary technical and economic assessments and recommendations will have been prepared during this phase for Owner's review and evaluation of the technical, physical, and cost effectiveness of the overall project and its component process, process facilities, and supporting facilities elements. After Ownert s approval and decision to proceed, the engineering design can be initiated, using the above information as the basis. Engineering Design Phase The engineering design of metallurgical plants and their elements are generally developed in two sequential stages, namely: (1) Basic ("Front end") Engineering Design (2) Detail Engineering Design Figure 1 relates these engineering stages to the entire program from feasibility through construction.

This paper presents the development of a knowledge based integrated decision support system (E.X.I.S) for the extractive industries to provide information concerning the environmental impact of extractive operations on land quality, surface and ground waters, and the best solutions for the rehabilitation/revegetation of the waste disposal areas to the relevant target groups (extractive industries, regional authorities, national authorities, research institutes, public). GIS was integrated with the decision-making models for the rehabilitation and revegetation of mine spoil. The system design involves several steps including site selection ? mine type identification ? waste identification ? selection of rehabilitation (revegetation or other methods). The knowledge based model consists of two integral parts: the model base, in which the input data are processed and classified using special fuzzy algorithms and criteria and the knowledge model, which hosts the various decision algorithms concerning evaluation of vegetation covers, selection of trees and plant species, selection of rehabilitation and revegetation schemes and also economic analysis for each option. The system input will include parameters on site characteristics (climate, topography, geology, hydrology etc), waste type and properties (physical-geotechnical and geochemical data) as well as environmental parameters of the existing waste disposal area. Based on the values of the above parameters and the characteristics of the rehabilitation technologies developed worldwide, the system, using IF-THEN rules will define a list of appropriate techniques for the rehabilitation of the examined waste. Then, the model will involve the application of multi-criteria analysis (MCA), i.e. a structured system for ranking alternatives and making selections and decisions. Each technique shall be judged based on its behavior into four fields, i.e. financial, social, technical and environmental criteria. In turn these fields will be analyzed into a lower level of evaluation criteria.

INTRODUCTION The tailings, or solid waste, remaining after uranium has been extracted from an ore and the liquid wastes associated with it contain both radioactive and other substances which, if released to the environment, may have a detrimental impact on man and his environment. Although the radioactivity of the waste is of natural origin, the mining and milling process results in bringing the radioactive ore to the surface, changing its chemical and physical form, increasing its mobility and, therefore, enhancing the potential radiological exposure to man. Exposure to radionuclides released from a tailings impoundment, while small as applied to any one generation, can be made large by counting far into the future, large enough to be the dominant source of exposure from the nuclear fuel cycle, Cunningham (1978). Increasingly it is being found that where the prime concern was initially the radionuclide releases, the release of other pollutants and contaminants may be of equal or greater concern. While there is a definite benefit, at least to present generations, resulting from the recovery of uranium, current and long-term concerns require that consequential present and future releases be kept as low as is reasonably achievable. Design practice, to minimize this release, is currently passing through a technical revolution; precipitated by public and institutional concerns. New techniques and methods are, therefore, being actively sought and continuously implemented. Because of the complexity of the pollutant release mechanisms and the sitespecific nature of each impoundment site and tailings product, a wide variety of site selection and design options have been implemented or considered. It is often possible to design a number of satisfactory tailings disposal schemes which differ widely in nature and cost. Much criticism has been levelled at bacterial oxidation over the quantities of air required for successful operation. Examination of the oxidation reactions and the assumptions concerning oxygen transfer made in the literature (1) indicate that the aeration requirements can be much less than those beirig suggested. Observations made on a large scale pilot test have confirmed reasonable aeration levels in extended site operation over a six month period. These aeration levels have implications for the engineering design and the power needed for aeration and agitation. Thus, these parameters effect both capital and operating costs as well as influencing the complexity of the design and normal operation. A number of companies have developed bacterial oxidation cultures intended for commercial ·expl oi tat.ion ( 2, 3, 4). Most of these cultures have been based on Thiobacillus and operate at temperatures between 30°c and 40°c. This temperature range limits their application in hotter regions unless means for both heating and cooling are provided in the design. Thiobacil!us cultures are also reported as not able to oxidize arsenic (III), which may limit the application of these cultures to successfully treat arsenopyritic ores and concentrates (5). BacTech (Australia) Pty Ltd has developed a culture which operates at temperatures above 4o0 c and which has been tested in a large site based continuous pilot plant at up to 55°c over a six month period. The culture showed resistance to high levels of soluble arsenic, allowing the arsenic to be retained in solution for control led precipitation and disposal. Data for. the arsenic precipitates indicated that these waste solids were relatively stable and, under the correct circumstances, were suitable for disposal into tailings dams without causing environmental problems.

Monitoring devices have been installed at several mine sites to assess the potential for the development of acid rock drainage (ARD) in waste rock, spent ore and tailings material. In addition, instrumentation has been designed for monitoring changes in water quality in pit lakes. These devices monitor temperature, oxygen, water movement and water chemistry in the waste rock pile. This information can be used to evaluate the current and future ARD risks and the effectiveness of caps and covers. The information can also be used in the design of other reclamation strategies that limit ARD development. The instrumentation includes nested thermistors and oxygen sensing ports, neutron access tubes, heat dissipation units (HDUs) and lysimeters. Many of the monitoring devices can be linked to a data logger and telemetry systems, enabling monitoring data to be downloaded from the office.

The Cook Islands (CI) possesses within its Exclusive Economic Zone (EEZ) a massive field of polymetallic nodules representing one of the world’s largest undeveloped cobalt deposits, along with large quantities of other metals critical to achieving global energy transition targets. In February of 2022 the Seabed Minerals Authority (SBMA) of the CI granted Moana Minerals a license to conduct our nodule exploration program. This paper describes how Moana Minerals chose to approach conducting exploration activities, one of the greatest challenges to Deep Sea Mining (DSM) development and the securing of the social license to advance to eventual mining of the resources, in an unconventional manner. The remote location of the project poses logistical challenges in mobilizing to and operating in the region and is a significant cost driver. Historically, exploration campaigns mobilized large vessels from mainland Europe, the Americas, and Asia as this model works well when contemplating long duration and widely temporally spaced campaigns without the need to revisit. Moana Minerals, when considering these challenges determined a multi-year deep sea mining (DSM) exploration program conducted in such a remote location can be better optimized by the deployment of a smaller yet highly capable “exploration optimized” vessel that is dedicated to the task and is based full time in the Cook Islands. INTRODUCTION The paper describes the challenges of exploration in remote regions including the South Pacific, and how an unconventional consideration of the problem led to the solution. Completion of an Environmental and Social Impact Assessment begins with a detailed environmental scoping study, resource update sampling requirements, and engineering data and sample requirements, which identifies the exploration goals of the project and technology needed to accomplish those goals. The method walks the reader through vessel and technology selection, discusses the challenges of equipment selection considering size and capability, describes the final arrangement, and provides results from the initial exploration campaigns. We followed the project from conception through the shipyard conversion, mobilization, and initial operations in the Cook Islands. The result shows how a smaller vessel with limited budget makes a large impact on the exploration capabilities in the region while building public trust. The Anuanua Moana is the first dedicated deep sea minerals exploration vessel modified with a suite of technologies that allow it to compete technically with existing ships but operate locally in the smaller ports of the South Pacific. The unique combination of size and technical capability gives the Anuanua Moana advantages over other vessels. This paper shows the importance of the Anuanua Moana in the development of offshore exploration strategies in the emerging deep sea minerals space.

A $20M pressure oxidation facility is under construction at the Nerco Con Mine, Yellowknife. Plant commissioning will start in the third quarter of 1992. Roasting of arsenical auriferous concentrates prior to 1970 left 45,000 tons each of highly toxic gold-bearing arsenic trioxide sludge and roaster calcine at the minesite. Safe disposal of these wastes has been a high priority. In 1983 an arsenic trioxide plant was built by the former owner to re-treat the sludge and to sell the product. Due to a poor market and high operating losses, the plant was closed by Nerco in 1989. Mine production in the future will revert increasingly to refractory ore as a replacement for free-milling ore which has been the mill feed since the roaster was shut down. With this fact in mind, Nerco management saw the potential of a proven process to recover the gold from a combined feedstock of refractory flotation concentrate, sludge, and calcine waste. A further requirement was the stabilization of all the arsenic as an insoluble ferric arsenate. By the end of 1989, after the completion of a literature search and a study of process economics, pressure oxidation was selected. Extensive bench and pilot plant work was completed in 1990 and early 1991 to develop the process parameters and to complete environmental testing of the autoclave products. Management approval for construction of a pressure oxidation facility was made in December 1990. Plant capacity is 96 tpd requiring a 40 tpd VSA oxygen plant on site. Detailed engineering began in March 1991. The pressure oxidation building was completed by the end of 1991. The autoclave arrived on site and was mounted on its foundation in December 1991.

INTRODUCTION This paper outlines the methods used to drill and pregrout prior to the excavation of five Mine Shafts in the Coal Measures of the Eastern United States. One example is the use of cement pregrouting of four 240 meter deep shafts and the second is the use of chemical pregrouting of a 360 meter deep shaft. These two examples will be compared and contrasted, both at the investigation stage of each project, and during the drilling and pregrouting itself, to illustrate the different approaches taken and how these affected the outcome, both technically and economically. INVESTIGATION FOR 240 METER SHAFTS In the case of the four 240 meter shafts, site investigation was carried out prior to bid, and information was made available by the Client in the form of a report. This report was based on pressure testing of NQ cored boreholes at each shaft site. Pressure testing was repeated two or more times, at each test setting, using 345 or 690 kPa of water pressure in accordance with the procedure outlined by the U. S. Bureau of Reclamation. Flow readings were taken every minute over a period of ten minutes. Maximum computed permeabilities, for the strata which accepted water under test for the shafts, carried between 1.0 x 10-6 m/s and 3.0 x 10-6 m/s, and total calculated seepages varied between 170' litres/minute to 3891 litres/minute. Although these figures did not indicate an excessive amount of seepage, the Client decided that pregrouting should be carried out, and chemical grouting was not discussed, even though the test permeabilities indicated the use of cement grout would be limited in this case.

"INTRODUCTION Lundin Mining’s Eagle Operation, located in Marquette County, upper Michigan consists of a mine and concentrator that process a Ni-Cu-(PGE) ore. The mine itself is an underground operation and the ore is trucked from the Eagle mine site 66 miles to the Humboldt mill where both nickel and copper concentrates are produced. Operations began in 2014 and continued with an average production of approximately 23,000 tonnes of Ni and 20,000 tonnes of Cu per year for the first three years of operation. The Humboldt Mill, currently operated by Lundin Mining, processes the nickel/copper ore from Eagle Mine and performs the concentration through several stages of flotation. Originally built in 1954, the Humboldt Mill began operations as an Iron Ore processing facility, and was converted to a gold processing plant during the 1980s. Various groups owned the site after closure of the gold operation. Eagle purchased the Mill in 2008 and invested more than $280 million to clean up historic mine waste and refurbish the plant (see flowsheet in APPENDIX). This paper will overview the ramp-up of the operation, and discuss some specific areas that went well and some that could have gone better during the design phase. HIGH LEVEL DESIGN CRITERIA Coarse ore arrives from the mine and is stored in a building with a capacity of 10,000 tonnes. Ore is crushed in three stages to a final product size of 100% Passing 12mm. Crushed ore is conveyed to the mass flow fine ore bins, which have a live capacity of 3000 tonnes. Crushed ore is fed to two parallel 900 HP ball mills, charged with 3” high chrome grinding media, and ground, in closed circuit with hydrocyclones, to a p80 of 110 microns in the flotation feed. Soda ash is added to the mills based on process water hardness. Cyclone overflow passes to the bulk conditioner where Sodium Isopropyl Xanthate (SIPX) and Methyl Isobutyl Carbinol (MIBC) are added. The slurry is pumped to the rougher bank for bulk flotation. Rougher concentrate is fed to a 500HP vertically stirred regrind mill and is ground to a p80 of 50 microns, using 5/8” high chrome balls. Rougher tailings report to the tailings thickener. The regrind cyclone overflow is sent to the single stage cleaner bank followed by two scavenger banks. The cleaner concentrate is pumped to the copper-nickel separation circuit. Cleaner tailings report to the tailings thickener. In the copper-nickel separation circuit, the pH is raised to 11.5 and a copper concentrate is recovered from the bulk cleaner concentrate in two stages, namely the copper roughers and the copper cleaner columns. The concentrate from the copper flotation columns is the final copper concentrate. The tailings from the columns return to the head of the copper-nickel separation. The nickel concentrate is the copper rougher tailings stream."

Until now, only the range of typical construction projects which are repeated over and over during the life of a coal mine have been discussed. This chapter looks at underground construction projects which occur only once or twice during the life of any given mine and are major construction projects in both time and cost. These projects usually require the services of an outside engineering and construction firm with hands- on experience in design installation. Because of this involvement with engineering and construction firms (EIC), the role of the construction engineer will change from one of actively de- signing and directing tasks to one of planning, inspection, and quality control. To reflect this role change in the discussions, the focus of this chapter will be changed to a broad overview of project participation. Of course, the projects under consideration in this chapter could easily fill more than one book on their design and installation. In addition, major construction projects are extremely site specific, requiring months of data collection about site geology, physical conditions, and potential excavation and construction requirements. Therefore, no attempt shall be made to discuss any detailed construction aspects as was done in earlier chapters. The purpose of this chapter is to present the fundamental concerns of a staff engineer or supervisor. This engineer does not make the decisions on choosing the EIC firm, but assists and interacts with their project team to accomplish the goals set forth by higher management. The construction topics to be reviewed fall into three main categories. The first category is highlighted by the installation of a main surge bin; the second is typified by the construction of an underground shop; and the third category encompasses special projects such as rotary dumps, crusher stations, and foremen's offices. These categories highlight the differences between degrees of mine responsibilities for project completion. The first topic is usually a turnkey project by an E/C firm for a given mine. The second topic represents the leading role of the mine in the project with a contractor as a support service or equipment supplier only. The third topic, special projects, is an example of a joint venture-between a contractor (leading partner) and mine management. These roles can change with any given project, but the changes in management responsibilities for the construction engineer can be nicely illustrated for the purposes of this text. The first step toward constructing major mine projects is to analyze the mine which influence their design. From the mine management standpoint, these parameters should reflect the role the mine will play in the project construction. In other words, what is the nature of the proposed mine environment and what are the material, labor, and time requirements needed to assist or direct the chosen engineering and construction firm? Answering these questions requires some basic project planning and cost estimation work. Here, only a general treatment is necessary, since detailed discussions of these topics will follow in Chapters 8 and 10. For those persons interested in the role of the EIC contractor, I suggest beginning by reviewing the article by Beall, "The Role of an Engineering and Construction Contractor," presented in the October 1980 issue of Mining Engineering magazine.
