Selection of a plant site is becoming increasingly more difficult and important, mainly due to advances in technology, antipollution laws and changing economic, social and community conditions. Discussion falls naturally under three headings: economic considerations, terrain considerations and environmental considerations. Aside from acquisition of surface rights, problems having to do with terrain, or topography, usually can be dealt with by management alone. Economic considerations largely involve decision-making by management plus negotiations with government regulatory agencies acting under set rules. Environmental considerations, such as air and water pollution, townsites, housing, schools, noise abatement, appearance, surface rehabilitation and the like usually are under the control of federal, state or municipal bodies with a large degree of decision-making. Successful solution of environmental problems often requires lengthy negotiations, during which public relations by the mining company play an important part. Existing union regulations or customs may confine decision- making and the establishment of wage rates, working conditions and regulations. These usually require considerable planning and negotiation. Initial production often is delayed by formal negotiations involving environmental considerations. Surface facilities usually can be divided into two broad categories: those for concentrating ores--such as gold, silver, base metals, low-grade iron ore and potash-which should be close to the mine to reduce ore-transportation costs to a minimum, and those where the ore is shipped elsewhere for treatment, such as direct-shipping iron ores, complex high-value ores requiring specialized treatment and ores from which special products are derived for local markets. The long-term aspects of plant-site selection too often are given no or insufficient consideration because of immediate financial limitations. As a result, additional capital expenditures may be required later for relocation of townsites, roads, railroads and plants to provide additional room for extension of open-pit operations, tailings disposal, storage, or danger to foundations through underground subsidence or open-pit mining. In the past, hillside sites for concentrating plants were preferred to take advantage of gravity-feed methods The modern trend, however, is to place as much equipment as possible on approximately the same level. Some costs relating to plant sites are included in this section. They are ranges as of the year 1970, and are offered only as general guides. Such costs will vary widely with geographical location and, of course, are subject to escalation due to increases in wage rates and cost of materials. Items in the bibliography contain more detailed and comprehensive data on specific subjects. Most contain bibliographies of their own.

In recent years, a new concept in the control of electrically powered excavators has come into existence. The new type of control system has come to be known as "static" control. The use of the name "static" to describe this system is somewhat misleading since this term refers only to one of the many advantages of this very important advance in excavator control systems. In 1959, the first truly "static" control for Ward-Leonard equipped electric excavators was designed, developed and placed in service. The control system, originally intended only as a more modern electronic type of alternate to the tried and proven rotating amplifier control system then in use, has since proven to be much more.

Introduction The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska, with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 shows the reserves of the deposit. Bob Baker, a local bush pilot, discovered Red Dog in 1968. The US Geological Survey assessed the find. But the Red Dog site had been withdrawn from staking by provisions in the Alaska Native Claims Settlement Act of 1971 (ANCSA). Under the terms of ANCSA, the deposit was selected by the NANA Regional Corporation, one of 13 native corporations established by the Act. Then, in 1980, the US Congress confirmed this selection, in the Alaska National Interest Lands Conservation Act. In 1982, Cominco and NANA reached an agreement that has led to the development of the mine. Under the agreement, Cominco leases the property from NANA, develops and operates the mine, and markets the concentrate produced. In return, NANA receives royalties and, after capital recovery, participates in the net proceeds from the operation. The Alaska State Government is also playing a role in the development of the mine. Under the auspices of the Alaska Industrial Development Authority (AIDA), the state will construct, own, and operate the DeLong Mountains Regional Transportation System. This consists of a 84-km (52¬mile) road from the minesite to the Chukchi Sea. Located here are the port facilities necessary to store and ship the annual concentrate production and receive the mine fuel and supplies. For using this transportation system, Cominco will pay an annual toll fee. Over the anticipated 50 year life of the operation, the fee will provide a 6.5% return to the State of Alaska. In late 1986, Cominco's Board of Directors approved the Red Dog project. And, during the summer of 1987, road construction began. In February 1988, initial stripping began at the ore body and construction started at the millsite. Project setting The project site is approximately 1000 km (600 miles) northwest of Anchorage, 84 km (52 miles) east of tidewater on the Chukchi Sea, and 192 km (120 miles) north of the Arctic Circle (Fig. 1). The countryside consists of low, rolling hills that lead into mountains north and east of the deposit. The vegetation is typical tundra mat. And the site is in an area of permafrost. However, the permafrost is relatively warm and some areas have been found to be thawed. Examples would be creek bottoms and the site of the main waste dump.

Somerset International has worked to enhance the recovery of sub-20 micron particles in our patented Sub325 Systems by introducing chemicals in the systems prior to the centrifuge. This paper details four cases of such enhancement. Two on the fine coal recovery side at a 325 tph plant in Central PA and Warrior Met Coal 7 plant. Two on the tailings dewatering side at a 1200 tph Southern WV plant and at Warrior Met Coal 7 plant.

The Henderson mine is a large continuous panel caving operation in central Colorado. The orebody is roughly 760 m by 910 m and will be extracted from two production levels. Each level is divided into three north - south panels 244 m to 317 m wide. The general arrangement of a production level and its associated undercut drifts is shown in Figure 1. The production drifts (3.6 m by 3.7 m) are spaced 24 m apart center to center and have undercut drifts (3.4 m by 3.8 m) 17 m directly above them. The production drifts are interconnected with drawpoint crosscuts (4 m by 4.3 m) driven on 12 m centers. Drawpoint crosscuts receive substantial brow steel and concrete support prior to undercutting. The brow steel is a 15 cm by 46 cm wide flange beam with a 2.5 cm wear plate to box in the 'cave' side of the beam. The concrete is a minimum of 0.3 m thick and the batch design results in 27 500 kPa strength. The finished drawpoint opening is 3.7 m by 3.2 m with a choke area of 3.7 m by 2.4 m. (Figure la) Undercutting and bell formation is accomplished by blasting rings of 7.6 cm holes drilled from the undercut drifts. The rings have a burden of 2.0 m and six rings develop one complete bell.

Lead concentrates from Kuroko (black ore) mines, which contain Cu 4 ? 7%, Pb 55%, Zn 3 - 7%, As 0.5 - 0.9% are treated by hydrometallurgical process in order to smelt the product by electric furnace smelting together with other lead resouces from Kuroko. The hydrometallurgical pretreatment involves sulfuric acid leaching at first stage, ferric leaching at second stage. This paper describes the short history of lead recovery from Kuroko and the performance of laboratory test, pilot plant and commercial operation.

The economics of pellet plant operation, in terms of fuel and power consumption, flexibility in the selection of the cheapest fuel source, system availability, maintenance costs, and the simplicity of process design, contribute to the determination of building and profitably operating a pellet plant. Design innovations, sup- ported by actual field data, have been initiated into the GRATE-KILN System design to positively address these factors. This paper presents the recent state of the art design concepts which have helped the GRATE- KILN System assume worldwide acceptance status.

The Carson Hill mine in Calaveras County, California, was explored and developed by Grandview Resources Inc., as an open-pit heap-leached operation, with production commencing in the fall of 1986. Grandview entered the district in 1983 after a 40-year period of quiescense, the initial contact being by Barden Stevenot, V.F. Hollister, and J.J. Crowhurst. The last dividend declared by the Carson Hill Gold Mining Corp. was 3 1/2$ per share paid in January 1943. The mine was originally discovered in August 1848 by Jim Carson. Preceding the entry by Grandview in 1983, Cyprus Mines explored Carson Hill in 1975, and drill exposed a mineral inventory of 7.3 Mt (7,982,000 tons) averaging 1.4 g/t (0.040 oz per ton) gold. From that time until the Grandview entry, R.W. Thomssen and B.E. Stevenot continued investigations into the potential of the deposit. Grandview successfully investigated many of the metallurgical problems involved with heap leaching the ore. Metallurgical investigations were con- cluded under the direction of R.S. Shoemaker. By November 1984, J.A.C. Ross had prepared a prefeasibility report that included the earliest Grandview investigations. This report concluded that the deposit contained at least 6.8 Mt (7,440,000 tons) of ore that average 1.5 g/t (0.045 oz per ton) gold and that this ore could be mined with a 2: 1 stripping ratio. A final feasibility report was prepared by D.W. Pringle in September 1985. It showed a final ore reserve of 14.7 Mt (16,160,000 tons) of 1.7 g/t (0.049 oz per ton) gold. Attached is a description of the geology of the deposit from an internal report covering Cyprus activity in 1975 and a brief portion of USBM IC 6940 (1937). The number of underground work entities operating under reduced dust standards in U.S. coal mines has been increasing since the start of the decade of the 80s and is currently approaching 10,000. The concern for controlling the quartz levels in airborne respirable dust in coal mine has manifested itself in several improvements in equipment selection and operation, face ventilation practices, and dust control procedures. At the same time, fundamental studies have been initiated on determining the source-sink relationships of the airborne quartz dust. The P-7 method is the prescribed method for the determination of quartz in the respirable airborne dust samples from coal mines. Questions have been raised on the reliability of the P-7 infrared spectrometry method for quartz analysis in powders. No specific method has been defined for quartz determination in bulk samples from the mine. In a recent study on the relationship between quartz in the airborne dust and that in the materials being mined, both infrared (IR) and x-ray diffraction (XRD) methods were used on a suite of samples from several coal mines. These samples encompassed airborne respirable dust samples, airborne total dust samples, the oversize fraction from the respirable samplers, ROM samples, channel samples, and chip samples from the face, roof, and floor materials. In this paper, the sample preparation and analysis procedures for the samples are discussed. The data, analysis results, and comparisons of the P-7 and XRD results are presented. The quartz percent determined for the same sample by the two methods are different. In 85% of the samples analyzed, the quartz percents determined by the XRD method are higher than those obtained by the P-7 method. However, there is a strong linear relationship between the results from the two methods. Further, the XRD method indicates an average of 20 percent more quartz than that from the P-7 method. The reasons for the differences in the results and the need for additional studies are explored.

Compagnie Minière Espérance mines a primary gold orebody in an openpit. The ore is processed through crushing, primary gravity concentration, grinding and secondary gravity separation, generating tailings with remaining fine gold. Analysis of the material in the pond has indicated a residual gold grade sufficient to justify a chemical treatment process to recover the gold. However, direct cyanidation would require a prohibitively large installation for the site, which is located in a remote rainforest environment. It was decided to test the feasibility of preconcentration using flotation. As lab tests proved up the technical feasibility of the flotation process, an on-site pilot operation was carried out to assess the continuous circuit performances, define the best configuration and obtain enough data for industrial circuit sizing. Data collected during the pilot campaign was used for calibrating a process simulator built with the USIM? PAC software. The simulator validated the feasibility of upgrading the existing plant, including the reprocessing of tailings to obtain an acceptable fine gold recovery from a small amount of concentrate.

The various ion exchange reactions occurring during the restoration of formations contaminated with ammonia during in situ uranium leaching are reviewed. Data are presented on the restoration of a previously leached laboratory packed column using line saturated brine. Although this restoration fluid selectively and effectively removed the ammonia, 24.5 pore volumes are required to reduce the ammonia concentration from 500 to 3 ppm. The presence of NaCl in the restoration fluid is beneficial in + improving the selectivity of the system for NH removal and reducing ca++ ion consumption.

In 1981, North American Degerstrom Contracting began gold mining on the Little Rocky Mountain Range, near Zortman, MT. In the past four years, the price of gold has fluctuated from a high of $16/g ($500 per oz) to a low of $9.60/g ($300 per oz). With that kind of a moving target, profitability presents a management challenge. Based in Spokane, WA, Degerstrom employs 85 people at the mine. It is one of the largest heap leach operations in the nation. Last year, 8 Mt (9 million st) of low-grade ore was moved to the leach pads in a two-shift, five-day operation. The current pit being worked produces 218 kt/m (240,000 stpm) of leaching ore. Ore fragmentation critical The gold bearing ore has no defined patterns or seams. It is an igneous intrusion resulting from volcanic activity. It occurs spontaneously throughout the range. To recover the gold, areas are staked out and core samples are taken and analyzed. These data determine if the ore is rich enough to mine. Once mining begins, an average of 150 holes are drilled and blasted on a two-day rotation. Five Ingersoll-Rand T4s drill on a 4- x 4.5-m (14- x 15-ft) spacing to a 7.6-m (25-ft) depth. "When we first came to this site, we drilled on a 3.6- x 3.6-m (12- x 12-ft) pattern," said Paul Baker, superintendent for N.A. Degerstrom Contracting. "We did some experimenting using a high density emulsion in the bottom of the hole and filling the rest with regular Anfo." The high density emulsion saved the company on overall drilling and blasting costs since the holes could be spaced on a wider pattern and still achieve the high degree of fragmentation needed for leaching. Blasting is important because the gold lays in the natural strata of the rock. Also, the ore is not crushed before it goes to the leach pads. So complete fragmentation is critical. Terrain dictates loading/hauling system The shot ore is worked in 6 m (20 ft) benches by two Caterpillar 245 front shovels equipped with 3 m3 (4 cu yd) buckets, a 992C wheel loader with a 12.6-m3 (16.5-cu yd) bucket, and a 988E high lift fed by a D9H. A Caterpillar D10 tractor trap dozes to the loader. According to Baker, the 6 m (20 ft) bench is an efficient lift for the front shovel and the wheel loader. In tight quarters or in a pocket of ore, Degerstrom uses the 245s. For high production areas, the wheel loader is used. The hauling fleet includes 28 Cat 773 off highway trucks. The 45 t (50 st) trucks are seven pass loaded by the 245s with a 25-second cycle time per bucket load. The 992C loads the trucks in two passes in less than 30 seconds. The cycle time is four to five minutes for a 1.2-km (4000-ft) haul on grades that average 10%. Grades, in some places, exceed 16%. "We use the 773s because they have a low weight-to-horsepower ratio - that's what you need in steep country," Baker said. The trucks haul the shot ore to the leach pad. Currently, Degerstrom is working a pad that has a capacity for 5 Mt (5.5 million st) of ore. Building the leach pads The base of the pads resemble a large drainage basin. They take about one month to construct. A 0.3-m (1-ft) layer of impervious bentonite clay is hauled in and leveled by a Cat D9H tractor. A 30-mm (1.2-in.) PVC liner is then laid in place on top of the clay base. It, in turn, is covered with tailings from an old on-site mill. Degerstrom uses the tailings to protect the liner from tears when the ore is dumped. The ore is leveled and built up in 9 m (30 ft) lifts by the D9H. The tractor rips the top layer. Then, a network of plastic irrigation pipe is put in place to distribute a cyanide solution over the surface. The leaching solution percolates through the ore and dissolves the gold. The solution drains from the pads and is pumped to a 22.7-ML (6-million gal) pregnant solution holding pond. The liquid then goes through two separate filtration units. One unit removes entrained solids and the other side adds a zinc dust to precipitate the gold. This is collected on filters. The affluent then returns to a solution holding pond for redistribution through the pipeline network. Typically, 80% of the pad's potential recovery takes place in the first 30 days of leaching. The process stops when the ambient temperature falls below the cyanide's freezing level. And each pad has a leach cycle of four to five years before recovery values decline to a point where further leaching becomes uneconomical. At Zortman, it takes 9 t (10 st) of ore to produce 31 g (1 oz) of gold. It is therefore critical to keep total production costs down and efficiency high.

Through advanced technology and innovative thinking, the mining industry has become one of the world’s leading industries in environmental protection. But it only takes one Summitville, Omai or, most recently, the Aurul gold tailings retreatment operation in Romania to provide ammunition to the industry’s critics in their attempts to sway public opinion against mining. So for the mining industry to continue operating with the public’s support, it must continue to improve its tailings waste-disposal processes and the dams that hold this waste. In January, about 120 specialists in the mine waste management field gathered together to discuss the available technologies and materials for controlling mine waste and mill tailings disposal. “Tailings and Mine Waste’00” was held at Colorado State University in Fort Collins, CO. This meeting, begun in 1978, is a continuing symposium. It provides a forum for environmental professionals to discuss the state-of-the-art in mill tailings and mine-waste disposal methods.

To establish meaningful remediation goals and monitoring programs in areas disturbed by mining and associated industries, it is desirable to determine the natural concentrations of metals that existed in these areas prior to being disturbed. In mineralized areas, multiple natural populations of metals and associated components may be present. This paper describes a method for characterizing the natural background chemistry by means of probability distribution dia¬grams. The method can be applied to water, soil and other natural materials. In a study of a complicated hydrogeologic system at the Kennecott Utah Copper North and South Operational Areas near Salt Lake City, UT, probability distribution diagrams were used to differentiate between natural background waters and waters impacted by human activities. The probability distribution diagrams allowed a component-by-¬component interpretation of the chemistry of ground¬water and surface water over a large geographic area. Natural chemical background populations and anthro¬pogenic effects were identified Although the method is illustrated for mining-related sites, the same approach can also be used for other natural and anthropogeni¬cally impacted sites.

The Bureau of Mines' Denver Research Center initiated a subsidence research program in 1978. The short ten goals of the program were to determine practical methods and equipment for measuring subsidence and demonstrate these methods by monitoring subsidence at several mines having mining, geologic and topographic variables typical of those encountered in the western United States. Data from the monitoring program would be supplied to cooperating mining companies and used by the Bureau to accomplish the long term objective of developing and validating subsidence prediction techniques applicable to mines in the West. Subsidence monitoring is being conducted at five mines in Colorado and Utah with substantially different mine plans, mining methods, depths of cover, and topography. The monitoring procedures used at each site are similar and include designing the monitoring network layout, installing the subsidence monuments, initial and periodic surveying of the monuments, and processing the survey data. The network layout, surveying methods, and types of monuments vary according to the conditions at the individual sites and the type of data being collected.

The National Institute for Occupational Safety and Health’s(NIOSH) Pittsburgh Research Laboratory (PRL), RAG Pennsylvania and Strata Control Technologies of Australia have collaborated to conduct an extensive study of roof bolt strata interaction at the Emerald mine in Southwestern Pennsylvania. The primary goal of the project was to obtain detailed data on the interaction between the mine roof and the support elements for use in modeling studies. The study site was a longwall tailgate subjected to high horizontal stress. Three arrays of instruments were installed at the site, one in the tail-gate entry and two in an adjacent crosscut. Pumpable concrete cribs were present in the tailgate array, and cable bolts were installed in one of the crosscut arrays. The instruments included mechanical and sonic extensometers for measuring roof movement, instrumented roof bolts, and three-dimensional roof stress cells. The study was ultimately successful in determining the magnitude of the horizontal stress concentration, the height of roof failure and the roof failure sequence, and the loading history of the primary roof supports.

The Code for Environmental Management of Marine Mining (the Code) was adopted in 2001 by the International Marine Minerals Society (IMMS) following extensive and wide-ranging consultation, and updated in 2002. The Code provides a framework and benchmarks for development and implementation of an environmental program for a marine exploration or extraction site by marine mining companies, and for stakeholders in governments, NGOs and communities in evaluating actual and proposed applications of environmental programs at marine mining sites. The Code provides for its review by IMMS after five years, with a focus toward possible modifications based on experience with its implementation and in light of developments in the field of marine mining and associated environmental practices, in consultation with the marine mining industry and with other stakeholders at marine mining operations. As the review of the Code is now due, to begin the process, this paper will present an analysis of the Code and initial suggestions for its modification. Health risk underlies all of today's environmental regulations. Mine Manager's are no strangers to risk, but risk in the context of mine management is not the same as risk in the context of environmental regulation. One of the risks facing the mine manager is whether the mining operations meet environmental compliance standards. These standards are defined in terms of the frequency of occurrence of adverse health effects in an exposed population (i.e., health risk). Demonstration of compliance necessarily involves mathematical modelling and selection of values for input variables. What is not immediately apparent is that the method of estimating the human health risk has a significant influence on remedy selection and the amount of money spent at suspected contaminated sites. Using a hypothetical, mining-related example, this paper illustrates the disassociation between the current deterministic approach to health risk assessment and cost-effective decision making. This paper also illustrates how the probabilistic approach to health risk assessment provides a more realistic characterization of health risk and enables mine managers to identify cost-effective remedial strategies for the site.

This study deals with carrier flotation of cerium dioxide, a surrogate of plutonium oxide, which is the major contaminant at the Nevada Test Site (NTS). The objective of this study was to determine the feasibility of using carrier flotation for remediation of the site. In this study, a - 200-mesh fraction of pure cerium dioxide was used. Oleic acid was used as the collector, while calcium carbonate was used as the carrier. Mechanical-cell tests were conducted to float the surrogate from a mixture containing uncontaminated NTS soil, both in the absence and presence of the carrier. It was found that the addition of the carrier drastically enhanced the flotation recovery of cerium dioxide. The flotation recovery of the surrogate increased from 34% to 65% by adding only 0.5% calcium carbonate (-150 mesh). The recovery further increased to 95% by adding 10% calcium carbonate. The flotation method utilizing a carrier of calcium carbonate seems to have a high potential for the remediation of the soil contaminated with radionuclides at the NTS.

"A packaged cooling system is being developed for refuge alternatives (RAs) that will meet U.S. Mine Safety and Health Administration (MSHA) qualification guidelines for deployment in coal mines. This system will allow full occupancy ratings of deployed refuge alternatives to be maintained by keeping the apparent temperature inside the RA from exceeding 35° C (95° F).Research investigations sponsored by the National Institute for Occupational Safety and Health (NIOSH) have shown that heat buildup caused by occupants in mobile RAs will result in apparent temperatures that exceed the 35° C (95°F) limit established in 30 CFR 7.504.Figure 1 shows the temperature rise in an inflatable RA having an occupancy rating of 23 people at an 27° C (81°F) mine air temperature. This plot shows the need for either heat mitigation or occupancy derating in warmer mines.The Refuge Alternative Environmental Control System (RAECS) will be designed to provide enough heat mitigation to eliminate occupancy derating due to heat buildup over the 96-hour refuge period.This article describes testing of a prototype cooling system that uses proven vapor compression technology powered by batteries to keep the RA interior below the 35° C (95° F) limit for a minimum of 96 hours. Testing of this prototype cooling system was conducted in December of 2015 and January of 2016 at the NIOSH test mine in Bruceton, PA. December testing was conducted at the prevailing mine ambient temperature — approximately 15.5° C (60° F). The January testing was done with the mine ambient temperature in the immediate vicinity of the RA artificially elevated to 29° C (85° F). Realistic heat gain from RA occupants was provided by human simulators developed by NIOSH. These simulators add sensible heat corresponding to human metabolic processes and latent heat generated by respiration and perspiration. Heat generated by CO2 scrubbers was also added. Results of cooling system performance using these simulated loads at the two ambient conditions are described. A comparison of the apparent temperature in the RA using two different control techniques is also presented. This work documents the ability of the cooling system to meet the established apparent temperature limit at the full occupancy rating of a six person RA. A new cooling system intended for use with existing RA deployments and having greater cooling capacity is currently in development and will be described.Expendable desiccant modules were also used to provide supplemental water vapor removal and their role in mitigating cooling load is addressed."
