For the last four years, the Kilborn Group of Companies has been involved in several major projects in the Confederation of Independent States (CIS). These include the Kumtor project, the Kubaka gold project, the Kazgold project, the Aginskoe project and the Jerooy project. These projects are all in various stages of detailed engineering and construction. Western mining companies are pursuing mining opportunities throughout the world in search of ore bodies for development. The quest for profitable mining ventures has led mining companies to South America and Asia and, more recently, to the former Soviet Union. When considering the CIS, several factors should be considered. The most notable are geography, mining culture and previous mining production.

The definition of high sulfur coal varies from plant to plant and is subject to changes over time as the environmental regulations change. In plants constructed after September 1978 hardly any domestic coal can currently be burned without the use of Flue Gas Desulfurization (FGD) because a 70 percent reduction in potential S02 emission is mandatory even when the potential emission is less than 0.6 lbs. S02/106 Btu heat input. On the other hand older power plants may in many cases be legally emitting up to 6 lbs. S02/106 Btu or more under some State Implementation Plans (SIP). The Clean Air Act requires, however, that in the long run all stationary sources of S02 pollution must abide by the ceiling of 1.2 lbs S02/10 Btu heat input.. Coals with a potential to exceed this limit must, therefore, be considered as high sulfur coals. Such a definition would be unrealistic because many SIP's aim at an emission level of 1.8 to 2.0 lbs. SO2/106 Btu for existing plants and a stricter limit does not appear to be enforceable in the next 5 to 10 years. As a result, coals with an emission potential of greater than 2.0 lbs of S02 per 10 Btu heat input are considered high sulfur coals for the purpose of this investigation. Based on this definition and the 1984 actual consumption of coals by U.S. electric utilities (table 1) only 7 out of the 24 coal producing states could be categorized as low sulfur states. The actual S02 pollution, however, depends on total tonnage of a type of coal as well as the sulfur content of the coal. Table 1 also indicates that only 6 states--Kentucky, Illinois, West Virginia, Ohio, Pennsylvania and Indiana-account for nearly 77 percent of S02 pollution potential in the United States. These 6 states have therefore been chosen for this investigation.

Underground testing was carried out by Ingersoll-Rand, Inc., under contract to the Bureau of Mines to determine the effectiveness of a machine-mounted scrubber system for ventilating the face during an extended advance. A continuous miner equipped with an integral flooded-bed dust scrubber system was instrumented with methanometers and Real-time Aerosol Monitor (RAM) dust monitors. Methane and respirable dust data were collected at brattice setbacks of 7.5 m (current operating distance), 10.5 m, and 15 m (blowing ventilation) during production shifts. Results showed that a suitable machine-mounted scrubber system can adequately ventilate the face at brattice setbacks up to 15 m. No deterioration in ventilation performance was observed as brattice setbacks were increased from 7.5 m to 15 m. The scrubber system effectively controlled face methane levels at large setbacks, though respirable dust levels increased as much as 33 pct at the operator's cab at setbacks greater than 7.5 m.

United States Antimony Corporation, at its Yankee Fork property in central Idaho, is currently using a combination of flotation, gravity-amalgamation, and concentrate cyanide leaching, silver sulfide precipitation, and activated charcoal loading to recover both silver and gold. Tine processes of flotation, milling, gravity concentration, amalgamation, concentrate leaching, sulfide precipitation and gold recovery via charcoal are discussed. The flow sheet illustrates the use of cyanidation as an alternative to shipment to a smelter.

In this paper, several commonly used computer truck-dispatching criteria are evaluated. A computer-oriented truck-dispatching and production simulator was developed to provide data for comprehensive cross comparison among the dispatching criteria. The definitions, primary considerations, characteristics and performances of these dispatching criteria were investigated. From the simulation results, it was concluded that, in general, no one criterion can dominate all others. However, several dispatching criteria that have good potential to increase performance can be identified. All basic dispatching criteria, including minimizing truck waiting time, waiting shovel with minimum waiting time, minimizing truck saturation, maximizing truck momentary productivity or optimization of truck routes, provide local optimal solutions. To obtain a direct global optimization solution for this complex stochastic process does not appear to be likely Therefore, the search for an optimal dispatching criterion that will fit all conditions may not be realistic. It may be necessary to search for a hybrid combination of the several truck dispatching criteria that have good potential for a given situation. An approach to selecting such a hybrid dispatching criterion is presented.

The restoration of surface mining landscapes requires the (re)creation of ecosystems. In Lusatia (eastern Germany), large-scale open-cast lignite mining operations generated spoil dumps widely consisting of acidified, phytotoxic substrates. Amelioration and rehabilitation measures have been developed and applied to these substrates since the 1950s. However, it is still not clear whether these approaches are sustainable. This paper reports on collaborative research work into the ecological potential of forest ecosystem development on typical minesites in the Lusatian lignite district. At first sight, pine stands on minesites along a chronosequence comprising about 35 years did not show differences when compared with stands on non-mined sites of the general region. Furthermore, with some modification, conceptual models for flora and fauna succession in forest stands on non-mined sites seem to be applicable, at least for the early stages of forest ecosystem development. For example, soil organism abundance and activity at minesites had already reached levels typical of non-mined sites after about 20-30 years. In contrast, mine soils are very different from non-mined soils of the test region. Chemically, mine soil development is dominated by processes originating from pyrite oxidation. Geogenic, i.e. lignitic, soil organic carbon was shown to substitute for some functions of pedogenic soil organic matter. Rooting was hampered but not completely impeded in strongly acidified soil compartments. Roots and mycorrhizae are apparently able to make use of the characteristic heterogeneity of young mine soils. Considering these recent results and the knowledge accumulated during more than 30 years of research on minesite rehabilitation internationally, it can be stated that minesite restoration might be used as an ideal case study for forest ecosystem development starting at "point zero" on "terra nova".

Since the term "abandoned hazardous sites" was first coined in the 1978 environmental report of the Council of Environmental Specialists, a number of different types of technology has been developed in the Federal Republic of Germany for the remediation of contaminated soils /l/. At former sites of the mining industry, such as metallurgical and coking plants whose soil has been contaminated by organic and inorganic pollutants over decades of industrial activity, there is an exceeding necessity for soil remediation. Also, many former locations of metal processing works, battery factories or scrap yards have been contaminated in particular by heavy metals. Wet mechanical soil decontamination has proven successful over the past 10-15 years in the purification of these soils The process goal is the enrichment of the pollutants in certain plant products and the separation of a pollutant concentrate from the decontaminated soil. Table 1 lists the steps of the highly advanced wet mechanical soil decontamination process to achieve this process goal. Table 1 lists both the name of each process step and its goal in terms of a direct separation of the pollutant or the preparation of the soil for subsequent separation steps. For the separation of heavy metals, density sorting and separation techniques utilising flotation were specifically used. The use of chemical auxiliaries such as acids and lye is limited to special cases because these in themselves produce additional environmental impact and the economical effficiency of these techniques compared to conventional methods is lowered by supplementary process steps for water purification. The subject of this presentation is to consider how soil decontamination processes can be effectively improved through a description of the material properties of soils contaminated by heavy metals, and through carrying out basic investigations about the adsorption of heavy metals. Soils of different origins, especially those from former mining and metallurgical sites, were used for the experiments.

Introduction In difficult times such as these, there is a strong reaction to the current way of doing things. Typical reactions that we have all heard are "There has to be a better way," "We're pricing ourselves out of business," "We have to improve our productivity," and "We have to have more cooperation," between union and management and employees and management. All of these comments have at their roots one common factor - getting the maximum amount for your dollar. The other factor inherent in these statements is productivity. I have not yet met a person in our industry who has not expressed the opinion that we should, and that we can, improve our productivity. Reducing Labor Costs In light of these factors I suspect we have all spent a fair amount of time examining our labor costs. For some of us, labor costs are a high proportion of our total cost of doing business. To alleviate the impact of these costs, we have generally done four things. We have reduced our number of employees, shut down operations for appropriate periods, sought concessions from union employees, and placed freezes on wages, salaries, and other benefits on nonunion employees. These approaches have been made to improve current shortfalls in our cash positions - to tide us over, as it were - or to provide us with a chance for survival. These are short-term measures that help to bring immediate relief, but can pose significant problems (or challenges), for the longer term. For instance, what do we do when times improve? How much do things have to improve before we do anything? By seeking concessions from unions in bad times, what do we do when unions come to us in good times? It is a rather sad and critical fact that we have grown too fat during the good times and too thin during the bad. In the first case, we have failed to optimize our earnings. In the second, we have cut ourselves too far. Consequently, when good or better times have arrived, we have had to bulk up our requirements to meet production commitments. In mining, for example, when times become tough, we tend to reduce our development plans so that when times improve we have to really "sock it to 'em," so that we can maintain productive capacities. We should plan ahead a little more to reduce the amplitude of our cyclical wavelength, so that in good times profits are optimized and in bad time we are better able to take the strain. Of course, forecasting cycles is not a refined art, but if we properly control our work force levels and costs at all times, and therefore optimize our productivity, we would be more able to withstand the problems we face today. Unfortunately, it appears that it takes bad times to bring us to a realistic appraisal of our way of managing our businesses. Labor Practices Not all of the problems now faced are due to low metal prices. Inflation has played a major role in bringing costs to a frightening level. Trade unions alone can not be blamed for high inflation levels over the past several years, popular though that notion is. Contract negotiations, after all, require two parties. Indeed, our current levels of labor cost are due to two factors: • We have felt obliged to keep our employees whole, relative to the cost of living. • We have felt obliged to maintain our competitive position relative to our peers, in order to maintain our ability to attract and retain a skilled, efficient work force. In the first case, our felt obligation has been applied without due recognition of the factor of performance, either in individuals or groups. Average, even mediocre performers, have been amply rewarded for their average work and mediocrity, while the good performers, no doubt receiving more for their good work and effort, have not perhaps appreciated the slight premium for their effectiveness. The rather predictable result of this practice has been that the average and mediocre stay that way (why change?), while some (certainly not all) of the good performers have said "It's not worth it," and slipped into the warm, cosy pool of the average and mediocre. In the second case, that of maintaining competitiveness with other companies' employees, we have compounded an already serious problem of lack of skilled tradesmen by paying higher and higher prices for the existing pool to maintain comparability without improving the flow of more skilled people through sound and sufficient training programs. We have the rather dubious pleasure of paying more and more for the same problems. Compensation is either mutually agreed, as with unions, or it is unilaterally applied, as with nonunion employees. Generally, there is more flexibility available to the employer when dealing with nonunionized groups than there is with unionized groups. (XP) enclosures to enclose electrical ignition sources to prevent propagation of an internal methane-air explosion to a surrounding explosive atmosphere. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a lithium-ion battery thermal runaway test within a modified MSHA-approved XP enclosure to assess thermal runaway containment. Thermal runaway produced jet flames emanating from the cover joint at several locations and distorted the cover joint and bottom plate of the enclosure beyond allowable limits. The test demonstrates that XP enclosures may not provide adequate explosion protection against lithium-ion battery thermal runaway. This paper suggests some approaches to mitigate the hazard.

The test work was done in two parts. In Part I, five 6 x 16 mesh activated coconut shell carbon samples made by four different manufacturers were evaluated as to their gold loading rate and total gold loading. The five carbon samples tested are not identified by manufacturer and are simply designated as Types A through E. Then from the carbons tested, a suitable highly active carbon was selected for subsequent studies on impurity effects upon loading, Part II. Test Procedures The procedures and tests descriptions are given for the ultimate gold carbon loading tests and the dynamic gold carbon loading tests.

Kaolin of the Georgia-south Carolina "Clay Belt" are used in a wide variety of filler and extender applications. Sane applications specifically require the performance enhancement delivered by incorporating kaolin into the product formulations. Other applications are less specific in requirements for an inert mineral filler. In order to be a feasible candidate for filling and extending, a mineral or mineral product must be generally inert (except where specific interaction with the filled medium is desired), inexpensive, easily handled and transported in a variety of forms, accessible to a broad segment of the desired market, and must exist in sufficiently large ore reserves as to assure production for many years. Of course, more precise requirements are necessary in specific applications of a prospective filler material.

In its, effort to combat waterlogging and coil salinity, the later and Soils Investigation Division of WAPDA (West Pakistan's Water and Power Development Authority) has carried out an extensive program of test drilling and water sampling, since 1954. Data collected during the past ten years have permitted the delineation of fresh and saline ground-water-zones in the Punjab Plain. Fresh ground water containing generally, less than 500 ppm (parts per million) of total dissolved solids is found in wide belts paralleling the major rivers and in other areas of fresh-water recharge. Locally, fresh ground water extends to depths of 1,500 feet and more. Saline ground water occurs downgradient from sources of recharge, particularly in the lower central parts of the interfluvial areas and, presumably, underlies most of the Punjab Plain. The ground waters of the Punjab are characterized by their evolution from calcium, magnesium bicarbonate waters, near sources of recharge, to waters containing a dominant proportion of sodium. The highly mineralized waters of the Punjab are generally of the sodium chloride type, whereas in Dera Ismail Khan District sodium sulfate waters predominate. The pattern of distribution of saline ground-water zones and the observed gradual increase in mineral content, downgradient from sources of recharge, can be explained best by a hypothesis stressing the processes of evaporation from the water table and solution of minerals within the alluvial aquifer.

It is generally accepted, that oxygen is a necessary reagent for the flotation of galena with xanthate. Recent measurements have shown (1) that under plant conditions oxygen may be in a short supply to the extent that it limits the rate of flotation. Thus, it becomes important to define the exact role of oxygen and establish a model for the rational design and control of flotation separations, involving oxygen as a reagent. All theories or, the flotation of galena assign oxygen the role of an oxidant. However, they disagree on a number of questions: 1) Is the galena or the xanthate being oxidized? 2) Is a lead dixanthate or dixanthogen the actual collector? 3) Is the oxidation process in which oxygen participates of a chemical or an electrochemical nature? The last question arises from the observation (2) that an anodic bias as well as oxygen will make a galena surface hydrophobic in the presence of xanthate. Theories which are based an the premise that the influence of oxygen is of an electrochemical nature offer elegant models of galena flotation. However, full advantage has not been taken of available electrochemical techniques to discriminate between theories and this is the area towards which this research has been directed (3).

NFPA 502, Standard for Road Tunnels, Bridges and Other Limited Access Highways establishes minimum fire protection and fire life safety requirements for road tunnels, bridges and other roadways where access by emergency responders is physically limited. The 2008 edition of NFPA 502 represents the Technical Committee?s consensus of current best practice for fire protection and life safety requirements for road tunnels, bridges and similarly limited access highways. Research of national and international test programs, design guidelines and regulating standards was per-formed and considered in an effort to establish a singular, comprehensive document representing a recognized base threshold of fire safety in these type facilities. This paper provides an overview of the more significant revisions including the application of fixed fire suppression systems, guidance on tenable environment, protection of structure and dangerous goods transport.

The Mission mine, located in southern Arizona near Tucson, is a recently developed open pit which produces 15,000 tons per day of copper ore. The mine lies on a wide and gently sloping bajada sweeping northeasterly from the Sierrita mountains. It derives its name from the nearby Mission San Xavier del Bac, built circa 1700. The ore body is everywhere covered by about 200 feet of alluvium, as are the adjacent Pima and Palo Verde mines. The geology of the Mission deposit is known principally through the study of diamond drill holes spaced 150 to 300 feet apart. The open pit is in an infant stage and has not yet revealed much of the deposit, although information obtained there by the operating staff, and from a few thousand feet of exploratory underground workings, has added significantly to the general fund of knowledge. Permission to publish was granted by the American Smelting and Refining Company. I am indebted to Kenyon Richard and J. H. Courtright for criticism of this paper and for their direction during the several years in which I studied the Mission deposit. Acknowledgment is given to consultant in petrography, Robert L. DuBois of the University of Arizona. For many years tin mining in Bolivia has been very important to the economy of the country. In recent years the tin content of the ore reserves has been steadily declining. An improvement in concentration efficiency is highly desirable in order to increase productivity from the present-low-grade mine ores and to allow retreatment of the many millions of tons of tailings from past operations, some of which equal the present ores in tin content. A number of investigators have been or at present are working on various phases or approaches to the problem. Gravity concentration is used in Bolivia today as it has been in the past to recover tin minerals from the mine ores. An objective of the work reported in this paper was to examine the possibility of treating present low-grade ores and sink-float tailings products, at a relatively coarse grind, in order to produce a higher grade feed material to the present gravity concentration plants. The possibility of using heavy liquids in cyclones to treat large tonnages with a minimum of outlay presented itself and is of particular interest since appropriate heavy liquids are available and with physical properties which lend themselves to simple recovery methods. Tests were carried out using a closed circuit laboratory cyclone assembly. It was desirable to determine the value of using the SG50 concept and Tromp curves for analyzing the cyclone concentration test results. The effects of entrained water on the behavior of ore particles in the cyclone were examined.

Regulations, such as the MINER Act of 2006, require the installation of redundant and secondary communication systems to assure that contact can be established with coal miners who may become trapped underground as a result of an event such as a fire, explosion or inundation. For half a century, the orientation towards underground communications has been that more complex systems better serve the coal miner. However, if a goal is to provide for an alternative means of establishing communication between the surface and trapped miners underground, then some of the technology employed should be simple, reliable and cost-effective. Coal mines spend hundreds of thousands of dollars on exploratory drillholes to characterize reserves, sometimes decades ahead of mine development. During the pre-mine planning phases, certain exploratory drillholes could be located and then outfitted with a simple communication link that would remain compatible with the continuing evolution of communication systems. Inexpensive links, whose locations would be accurately recorded, would be exposed by continuous miners during mine entry development, thereby allowing an underground phone to be connected to a surface station in the event of an emergency. A latent network of these communication links could be installed for less than $500 each, minimally affecting drilling and grouting operations, and could be designed to be compatible with many communication devices. This research examines methods and materials for incorporating an embedded communication link during pre-mine exploration drilling, addresses significant factors affecting its implementation, and presents a recommended design. Since mine plans are known to change, the objective is to minimize cost so that, if not used, the investment is minimal for a potential secondary means of communication between the surface and underground workings.

Roll crushers had been used in the past ahead of existing milling systems in order to obtain additional production from such mills in both the mining and the cement industries. Historically, a roll crusher as a preliminator to a ball mill has been used for a number of industrial mineral applications. Flowsheets, from Taggars(1) show systems for fluorspar, graphite, lead and zinc to name a few, which are shown in Figures 1 to 4. These units applied, (in some cases still in service), prior to 1950 and as early as the 1920's, were of two general types, rigid rolls and spring rolls. The rigid rolls were phased out in favor of the spring rolls. The spring force related to the linear inch width of the rolls, ranged from 500 to 50,000 lbs/linear inch(1) on units up to 90" diameter. With choke feeding, the rolls were spread against the spring force during crushing keeping the system under high pressure to obtain high effectiveness.

A study based on a statistically designed sets of experiments (central composite design) was conducted to determine the optimum conditions for leaching a subbituminous coal (7.0 % ash) from the middle Wyodak seam in mild sulfuric acid solutions. The statistical analysis was conducted with the ash content and ash removal as the dependent variables and with the coal loading, acid concentration, ferric ion concentration, and temperature as the independent variables. Treatment of the experimental data via a simple genetic algorithm (GA) revealed that acid concentration and temperature are the two most critical variables. Unlike the case with bituminous coal, the ferric ions addition shows no beneficial effect. The optimum "macro response" predicted by GA was verified experimentally; the ash content was reduced to 2.7%, which is close to the value predicted by GA. The ash content was further reduced to 1.7% in a two-stage leaching process devised by incorporating the optimization results with that of leaching kinetic studies.
