In 1978, Congress enacted Public Law 95-604, the "Uranium Mill Tailings Radiation Control Act of 1978." The Act authorizes the Department of Energy to stabilize and control the tailings from designated inactive uranium mill tailings sites in a safe and environmentally acceptable manner. DOE has established the Uranium Mill Tailings Remedial Actions (UMTRA) Project Office to implement, in cooperation with the affected States, Indian tribes and owners of the sites, remedial actions at the sites. The UMTRA Project Office has initiated efforts to perform remedial actions in accordance with EPA cleanup standards.

Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in these two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number.-of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section I of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the antitrust laws is entitled to recover treble damages plus costs.

The wide scale acceptance of the heavy media separation is due to its simplicity and efficiency. The two most important variables of the process are specific gravity and consistency of the medium. The latter is a function of the settling rate of the media solids. The almost always present clay in the feed and conse¬quently in the medium acts as a stabilizing agent, and its optimum concentration varied between 3-4%.(1,2) Since polymers essentially perform the same function in oil well drilling muds - i.e. to suspend cuttings during drilling - as the fine clay in heavy media separation, this led to the investigation of whether polymers could be used in heavy media separation as supporting agents. During the first phase of the work, it was found that by the controlled addition of polymers, the stability of the heavy media increased without unduly increasing viscosity of the suspensions, thus yielding conditions for more effective and efficient separation. The results of the experiments were reported in a paper at the AIME Centennial Annual Meeting, March 1971.(3) This paper presents the results of the experiment carried out during the second phase of the work.

Hydrogeological impacts of active longwall mining were studied at two sites in Illinois. At the site with the more transmissive sandstone aquifer, aquifer permeabilities increased an order of magnitude due to subsidence. Piezometric levels declined with subsidence due to increased porosity, and ahead of mining due to a transmitted drawdown. Levels recovered rapidly at first and fully over two years. At the site with the less transmissive aquifer, impacts were similar except that recovery has been limited. Local aquifer enhancement through increased yield can occur, but only where the aquifer is transmissive enough for recovery.

INTRODUCTION In uranium miners, a causal relationship between exposure of the lung to high levels of alpha radiation and the consequential induction of bronchial carcinoma is now well-established (Wagoner, et al., 1965). Quantitation of this cause-effect association presents considerable difficulty, however, as the result of various confounding factors such as the contributing effects of smoking and/or arsenic exposure (Archer, Gillam, and Wagoner, 1976), normal metabolic variability and, perhaps most important of all, the absence of accurate radon/radon daughter exposure data. Estimates of cumulative lung exposures suffer from inaccuracy due to critical factors such as 1) unknown ventilation rates; 2) difficulties in obtaining representative mine air samples; 3) the variable character and magnitudes of the exposure sources; and 4) specific differences in metabolism and job histories that exist among miners. It was with considerable enthusiasm, therefore, that investigators readily embraced the idea of using skeletal burdens of the relatively longlived descendants of radon and its short-lived daughters, i.e., 210 Pb and 210Po (Archer, et al., 1968), to provide a measure of cumulative past exposure wherein the body acts as an integrating dosimeter. Early studies considered excretion rates of 210Pb and 210Po in urine, blood and hair (Sultzer and Hursh, 1954; Black, et al., 1968; Jaworowski, 1965; Bell and Gilliland, 1964) as well as their concentrations in bone samples, if and when they became available (Blanchard, Archer, and Saccomanno, 1969). These methods were ultimately complemented by in vivo, whole-body counting techniques using low background, NaI-Csl(T1) detectors (Eisenbud, et al., 1969). By this latter method, it would be possible to measure the skeletal burden of 210Pb directly, thereby avoiding the many difficulties associated with the relation between nuclide excretion rates and body burden. The rationale was simple; by knowing the skeletal burden of 210Pb it should be possible, by the judicious use of an applicable metabolic model, to estimate the cumulative lung exposure to alpha-emitting radon daughters (Fig. 1). Various models that were consequently constructed, however (Fisher, 1969), all suffered from the same limitation, i.e., the assumption that the source of 210 Pb in the skeleton and the source of lung exposure to the short-lived radon daughters were simply related and, if not, were at [ ] least not too variable (Raabe, 1970). By now, the difficulty with this assumption has been recognized and more sophisticated modeling techniques have been attempted which presumably present a more realistic picture of exposure conditions (Holtzman and Rundo, 1981). There is, nevertheless, the pessimistic view that due to the variety and variability (in time as well as in character) of sources that may exist for the origin of 210Pb in bone, it may [never] be possible to estimate past lung exposures accurately by an indirect, predictive model. For example, the origin of 210 Pb in the skeleton may include such sources as: 1) the decay of short-lived 222Rn daughters, inhaled and ingested; 2) the decay of 222Rn dissolved in body fluids and tissues; 3) directly from 210 Pb present in air, inhaled and ingested; and 4) 210Pb from non-occupational sources, e.g., food, water, smoking and endogenous 226Ra. The contribution of each of these sources may vary depending upon specific site conditions such as ventilation and mining operation. This paper reviews the procedure used to quantify the conveyor frictional resistance on a 3.9 km (2.4 mile) long overland conveyor belt. Field torque measurements of the three drives were used to help fine tune a computer simulation of the conveyor. This enabled the prediction of the effect on various conveyor components that cold temperatures will have on increasing the throughput tonnage.

Networks of monitoring wells were established prior to mining at four longwall mine sites in the Appalachians to monitor the effect of mining on water levels, water quality and well yield. Two of the sites were located in stream valleys and the other two sites were located on hilltops. The depth to the mined seam ranged from 500-850 feet with the deeper cover being associated with the hilltop sites. Maximum declines in groundwater levels during and after mining were an order of magnitude less in the stream valley aquifers than in the hilltop aquifers. However, water levels in hilltop wells located outside the area immediately above the panel were unaffected. Water quality changes in wells as a result of longwall mining were negligible at all four sites. Increases in aquifer transmissivity and well yield were much more pronounced in the stream valley aquifers than in the hilltop aquifers. The significantly larger recharge area for the stream valley aquifers than that for the hilltop aquifers may partially account for the differing responses of these two classes of aquifers to longwall mining. These observations appear to be consistent with the stress-relief fracture model for Appalachian Plateau groundwater hydrology proposed by Wyrick and Borchers in 1981.

INTRODUCTION Underground siting of nuclear power stations is drawing increasing attention in various parts of the world. Scandinavian countries took the early lead in this field because of their experience in the design and construction of underground hydroelectric stations and industrial plants, and because they have near-surface rock formations which are ideally suited for hosting large underground caverns. The world's first underground nuclear facilities were built in Norway (Halden) and Sweden (Agesta) and were commissioned in 1959 and 1963 respectively. Figure 1 summarizes the main features of these and two other small-scale European facilities. (1-4) American utilities and regulators are also for a variety of reasons assessing the benefits and penalties of underground siting. A recent study by Sandia Laboratories (contracted by the Nuclear Regulatory Commission (NRC) focussed on identifying potential safety benefits of underground siting. (5) Although the study concluded that underground plants would have improved containment for some accidents, as well as better external protection, NRC, in assessing the overall benefits and penalties, decided not to impose mandatory underground siting for nuclear stations. The Nuclear Waste Policy Act of 1982 (NWPA) assigns the U.S. Department of Energy (DOE) the responsibi1it.y of locating, constructing. operating, closing and decommissioning a nuclear waste repository. Prior to submittal of a licensee application to the U. S. Nuclear Regulatory Commission, the DOE is required by 10 CFR part 60 to conduct a program of site characterization for the site to be described in such application. Site characterization includes an exploration and research program in the field and laboratory to determine the geologic conditions and ranges of those parameters which are necessary for determining the suitabi1it.y of the site as a geologic repository. The information thus collected should be able to establish with reasonable assurance that the public and environment will be adequately protected from the hazards associated with a repository at the site. This paper demonstrates by example a geostatistical approach which, on the basis of the existing limited data base, can be used to evaluate (1) whether existing information on a certain parameter is adequate to be considered representative. (2) if additional information is required, where should the additional sampling or testing be performed, and (3) whether the new1.y acquired data along with the existing information constitute representative data.

Big Creek Tunnel 2, constructed in 1912, is located in the Sierra Nevada Mountains of California, east of Fresno. It is horseshoe and circular shaped with a 3.6m (12ft) diameter and extends 6.6km (4.1mi). Historically, tunnel performance suffers from highly jointed rock and low cover. In 2003, leaks were observed surfacing through outcrops of highly jointed graniodiorite, and subsequently investigated by visual inspection, joint mapping, ground penetrating radar, and a water-tracing survey. Several grouting targets were identified as a result of these investigations. Cement grouting was used to fill void spaces, broken rock and open joints expected to exist behind the concrete and steel liners. Project work consisted of grout hole drilling through the existing concrete liners, and grout placement through squeeze packers supplied by standard grout hose and portable grout plants. Grout pressures were typically 20?30 psi. Grouting was completed in 16 days with a total of 1,550 sacks of Type II/III grout placed at the three likely leak source areas. No grout was observed exiting the tunnel and the leak was stopped.

The Anaconda Minerals Company operates a molybdenite and copper producing mine and mill facility near Tonopah, Nevada. Included with the milling facility is a ferric chloride leach plant for removal of copper mineralization from the molybdenite concentrates. Discussed are the engineering and construction schedules associated with the leach plant. The chemistry associated with the process along with a description of the process flow, equipment, and operating parameters are contained in the paper.

In the time period from the early 1980's to the present, longwall roof support technology has evolved tremendously. Chock supports and caliper shields were replaced by 2-leg or 4-leg lemniscate shields. The lemniscate linkage for which the support is named offers numerous advantages to the sup-port both as a fabricated structure and to its performance in the mining application. The hydraulic system, which is the dynamic element of the roof support, was essentially unchanged in early lemniscate shields with the exception of the complexity of additional hydraulic circuits to power a canopy tilt cylinder and canopy side-seals. The control of these fluid-powered functions was provided by direct manual control of valves energizing individual functions onboard the roof-support or the adjacent roof-support. This control valve-gear was comprised of multiple individual valves arranged in a "bank" or integrated into a single hydraulic distribution block with a single operating handle to select any independent function.

We studied mineralogical characteristics of the vermiculite samples from seven mines in China. We found three types of interstratified structures in the investigated samples: 1:1 regular interstratified structure, segregated interstratified structure, and random interstratified structure. The vermiculite samples from six mines are mainly composed of phlogopite?vermiculite interstratified minerals, and the samples from the other mine are composed of chlorite?vermiculite interstratified mineral. The samples with phlogopite?vermiculite structure have high contents of K2O, TiO2 and Na2O. The samples with chlorite?vermiculite structure have the highest contents of MgO and Al2O3. The cation exchange capacity of the samples is 17.3?99.0 mmol/100g.The exchangeable cations of phlogopite?vermiculite samples from Weili Mine mainly include Na+ and Ca2+, while those of phlogopite?vermiculite samples from Tongguan Mine mainly include Mg2+ and Ca2+. The thermal expansion ratio of the samples is between 9 and 32. The exfoliated vermiculite products from Weili Mine have the best mechanical strength.

The National Lead Company operates its MacI tyre Development at Tahawus, New York for the production of ilmenite and. magnetite. The heavy ore of titanium and iron is mined from the open pit mine at an average rate of 7,000 tons per day, and the development waste is removed at an average rate of 10,000 tons per day. The mine working benches are spaced, at 35-foot vertical intervals, and 6 ½ inch blast holes are drilled 39-feet deep with 18-foot burden and spacing by down-the-hole drills. Waste is loaded with a 6 yeard shovel and ore with 2 ½ yard shovels into 22-ton rear dump trucks. A good account of the history of MacIntyre drilling and. blasting was presented to this assembly two years ago, by F. R. Jones. (1) Most of the blasting since the start of the mine in 1941 was done with 90% gelatin dynamite until 1955, when relatively insensitive canned blasting agents were adopted.. In 1956, 9-inch blast holes drilled with down-the-hole drills. In 1956, also, the first experimental trials of prilled ammonium nitrate fertilizer and fuel oil (hereafter called fertilizer) was made following the lead of Cleveland-Cliffs operations in the Hibbing district. Since that trial did not, as some local skeptics predicted, make grass grown on the bluff, but resulted in a well-broken shot, further tests were conducted in dry holes. I Observations of those tests indicated that the fertilizer did its share of the work. If anything, it produced better fragmentation than the normal load di in neighboring wet holes.

The 17th Annual Mining Hall of Fame Induction banquet will begin with a reception at 6 p.m., followed by the dinner and program at 7 p.m. The five inductees are Georgius Agricola, David William Brunton, Herbert E. Goodman, David Ray Mitchell and Robert Peele. Georgius Agricola (1494-1555) wrote De ReMetallica, an original and valuable work that discussed everything known about mining during the first half of the 16th century. In 1873 Barton tines Corporation mining Garnets for Abrasives. From providing bulk Garnet Concentrate the technology has advanced to the sizing and classification of micron sized particles utilizing a Barton process. Processing of Garnet involves extensive quality control at all steps, first to insure product purity and secondly to insure the correct size range. Barton Mines produces about 30 different sizes of Garnet products to lead the world in the manufacture of technical abrasive Garnet. Coal mine ventilation systems are often subject to high leakage rates. As a result, changes in airflow resistance will strongly affect the efficiency with which air is delivered to the working place. One major source of airflow resistance is the line brattice used to direct air from the last open crosscut to the working face. Because it is a great distance from the fan, the resistance of the line brattice can result in more overall leakage than an equivalent resistance closer to the fan. Substituting auxiliary fans for brattice eliminates this source of resistance, with improvements in system efficiency and cost. Also, in some mines, the leakage that leads to spontaneous combustion can be reduced. The benefits obtained by several different brattice and fan substitutions have been studied by Mine Ventilation Services, Inc., under contract to the Bureau of Mines. Changes in main fan duty were compared with additional costs associated with auxiliary fans. Results indicate that in some circumstances, considerable leakage reductions and cost savings are possible.

The development and use of short-lived radioactive tracer methods for the on-stream determination of residence time distributions in large-scale ball mills is described. Tests are reported on a pilot-plant ball mill with 0.43 m diameter and 0.86 m length and on an industrial mill with 1.83 m diameter and 2.74 m length. Tests with different tracer feed sizes indicate that the residence time distributions on both mills are independent of charge particle size. Similar tests are planned for a-large ball mill of 4.57 m diameter and 9.30 m length. No safety problems were encountered in these tests and none are anticipated in tests of the larger mill.

The copper-silver-mercury orebody of Gortdrum Mines (Ireland) Limited is located 3 miles north of the town of Tipperary in the Republic of Ireland. A drilling programme from 1964 to 1966 delineated an ore¬body of 4.19 million tons of copper ore assaying 1.19% Cu and 0.75 ozs per ton Ag, which could be mined from an open pit. Testwork having shown that the ore was amenable to conventional flotation techniques, it was decided to build a concentrator of 500,000 tons ore per year capacity. Stripping of the open pit commenced in 1966 and in the autumn of 1967 the concentrator started up. The first shipments of concentrates were made to the smelter in Europe in late 1967. In the spring of the following year, word was received from the smelter that these early shipments contained between 1% and 2% Hg, and that the smelter could not accept further shipments of this quality.
