Coal was discovered in South Africa in the mid 1830's. The earliest exploitation of modern times was probably in Natal where, in a letter dated 20 August 1842, a Captain Smith mentions that a wagonload of coal brought to Pietermaritzburg, was sold. Until the discovery of diamonds in 1867 and the Witwatersrand gold in 1886, coal mining satisfied a very small domestic demand. By 1889, at least four collieries were operating in the Middelburg-Witbank district, some 120 kilometres East of Johannesburg, and mining had star- ted at Vereeniging, about 50 kilometres to the South of Johannesburg. A map of South Africa is shown in Figure 1 and an enlargement of the main coal mining areas in Figure 2.

When Lewis and Clark first pushed their boats up the Missouri River, Meriwether Lewis reported the presence of coal in the western states by saying in 1802 that it "burnt tolerably well and afforded but little flame or smoke but produced a hot and lasting fire". Lewis would have been amazed and bewildered at the history of coal development in this region and the more recent political-socio-economic-environmental confrontations of today. Certainly without this coal the railroads would not have readily pushed into our western states, and the progress of this region would have suffered. The coal industry has passed from a period when "coal was king" to a period of depression in the industry, but its importance is being revived. A contributing and simultaneous environmental concern has emerged in the nation and in many states during the past ten years, partly caused by newly imposed standards for sulfur content of fuels. Much of the midwest and eastern coal cannot be used because of high sulfur content, shifting attention to the low sulfur coal deposits of the western states. In the western states, lands disturbed by strip mining or even underlain by strippable coal are small compared to the total acreage, and usually mining operations are on lands not under cultivation. There are some farm lands being disturbed by surface mining, but this is often over-emphasized. In states like New Mexico and Arizona the percentage is less. The value of the minerals underlying the surface certainly must be considered along with the value of the surface, and sometimes proper reclamation following mining can result in higher ultimate usage of the land.

Anthracite mine refuse, or culm dump material as it is sometimes called, is the waste material resulting from the sizing and cleaning of run-of-mine deep and strip-mined anthracite coal. It may also contain mine rock, carbonaceous shale, pyrite, and other debris from mining operations. This material is generally stored in piles or banks, some of which are over 100 years old. Many of the older banks contain a considerable amount of good coal, particularly in the finer size ranges, since these sizes did not have any particular economic value in the early days of anthracite mining. Today, the refuse material from a cleaning operation must be piled in an orderly fashion and in such a way as to minimize the tendency to ignite. There are well over 400 of these banks in the anthracite region containing over 1100 million tons of refuse located in the north-eastern part of Pennsylvania. Early mining at Manhattan demonstrated that blasthole assays alone were insufficient to control the disposition of material. A program was began using controlled blasting, intense sampling and panning of crushed samples, fire assay checks, and geologic inspections to sort material in the pits. Statistical data confirms that the method provides effective control at minimal cost. This cost is easily offset by additional tonnage found in areas considered to be waste.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. For mineral processing spirals, mathematical force equilibrium models are sought to extend the spiral performance envelop. In Part 1 of this report, a complete geometric description of the helical spiral and its trough or channel contour is provided. The secondary circulatory fluid motion in the transverse direction that develops when water flows down a tightly turning curvilinear path and its implications for gravity separation are discussed. Different forces that act on the particle during its passage through the spiral are enumerated and quantified for a better appreciation of their relative contributions and roles in the separation process. Three force equilibrium models from the hydrology literature on sed iment transport are employed to simulate a typical spiral. While the results are promising in that the models mimic the broad performance characteristics of the spiral, what is needed is a more general spiral model taking explicit cognizance of the missing components essential to the spiral description. These are such components as centrifugal force and the steep tangential slope of the channel deck. Results of this latter exercise are deferred to Part 2.

It is crucial to reestablish a domestic rare earths minerals production industry to help secure the Nation's clean energy future, reduce the U.S. vulnerability to material shortages related to national defense, and to maintain our global technical and economic competitiveness. Given that the Chinese dominance of the rare earths market has adversely impacted supply stability and endangers the United States and its allies' assured access to key materials, rare earths should qualify as materials either strategic or critical to national security. Further, the U.S. government should facilitate the reintroduction of a globally competitive rare earth industry in the U.S. Realization of this objective requires: ? Developing domestic processing capability so that the U.S. is not primarily dependent on China as a source of rare earth ore, and almost exclusively dependent of China for processing of the ores. ? Providing a mechanism where access to Federal lands for rare earth exploration and extraction is possible, and ? Training engineers to design and operate rare earth ore processing facilities

The world's biomass with its species-specific ability to concentrate metallic elements must provide one of the dominant concentration and transport systems for such elements. Given that about thirty elements are now considered bio-essential, for all these biomass may control their environmental behavior. Life appears to be present in almost all places where liquid water is present at temperatures near 100°C or below. In the surface environment a very large array of simple minerals are produced in living cells and such processes can lead to economic concentrations. Because of the specific nature of bioconcentration of elements, in all environments where biomaterials accumulate, interesting metal concentrations may occur or the molecular fragments from bio-degradation may allow specific metal transport and concentration. The scale of biological-inorganic interactions on our planetary surface is still inadequately appreciated.

Since the petroleum crisis in 1973, charcoal1 is being considered one of the most important fuel for the Brazilian consumers, mainly for pellet's producers. In replacing fuel by charcoal mixed up with ore, obviously one of the first thing to be investigated is its influence in the product's quality. Special attention has been given to the metallurgical characteristics. This paper infocus the effect of increasing dosings of charcoal to the pellet's porosity and how other physical and metallurgical characteristics will be affected accordingly. This work was carried out using two different finesses of charcoal and dosing varied from 0.5 to 2.0%.

Safety departments have traditionally been held responsible for the safety performance of their division or company. This approach leads to a lack of ownership of safety issues by the larger organization. An alternative paradigm is significantly more effective: the members of the work force (managers as well as workers) are fully responsible and accountable for safe production. The safety department is not extinct, however. Its role has changed, to focus on training, litigation, and external relationships such as community relations. This approach was implemented at BHP Copper's Superior mine and mill in Arizona. By obtaining the genuine commitment of the work force to accident-free production, the mill's MSHA incident rate immediately dropped from 7.4 to zero. The mill also ran one year with no MSHA citations. When this philosophy was implemented at the divisional level, the division's incident rate decreased from 9.5 to 1.1,an 88-percent reduction in six months.

The conversion of maf coal to pyridine solubles and gas was investigated in a microautoclave batch reactor for two Kentucky washed coal samples (Ky. #9 and Ky. #11). Solvent hydrogen donor strength was controlled by the tetralin content of a mixed 1-methyl naphthalene-tetralin solvent. Primary liquefaction conversions greater than 90% in 10 minutes of reaction time at 427°C were achieved in liquefaction solvents with moderate hydrogen-donor strength (circa 40% tetralin). A modified irreversible first order rate expression, containing a parameter (a) to account for the intrinsic reactives of the maf coal, described the experimental kinetic data rather well. The integrated form of this rate expression is -k1e x = a (a- ß)e (eq. 1) Parameter ß in equation (I) is the pyridine solubility of the starting maf feed coal, x is the primary liquefaction fractional number of conversion, k1 is the specific reaction velocity constant and ? is reaction time. Primary liquefaction rate was found to be quite temperature sensitive and independent of coal when a liquefaction solvent containing 40% or more tetralin was employed. Primary liquefaction rate appears to depend on liquefaction solvent hydrogen donor strength for solvents containing = 40 wt.% tetralin. The intrinsic reactives in the maf feed coal or a appear to depend mainly on the inertinite group maceral content of the coal for the two coals studied in liquefaction solvents containing 3 40wt.% tetralin. In contrast, a appears to decrease in liquefaction solvents of low donor strength., i.e; solvents with less than 40wt.% tetralin.

The paper describes the unique operating features of the Lebanon Concentrator Plant wherein both magnetic concentration and froth flotation are used. Chalcopyrite is selectively floated by the use of dual collectors, Aerofloats and secondary butyl xanthate. Both potassium ethyl xanthate and sodium isopropyl xanthate (dual collectors) are dissolved and emulsified with pine oil for the flotation of the pyrite. Sketches describing the plant operations are presented and plant operating metallurgical results obtained are also given. The optimum production of minerals by the froth flotation process is normally achieved [ ] smooth operating conditions, The process, because of its many variables, becomes an art as well as a science. Therefore, any phase of the operation which will aid the operator in his control of the numerous variables will help produce a smoother operating plant, One of the most important variables which the operator deals with is the addition of reagents, These are usually costly items and should be used discretely with minimum amount of waste, The danger is that ,this emphasis may reduce the reagent amount to a point below that required, or, on the other hand an excessive amount is added, Both conditions usually yield poor results. The drea of the metallurgist is to provide the operator with the tools enabling him to produce a good mineralized froth at all times. Normally the operator has no control concerning the type of reagents which he must use. This has usually been worked out for him in the laboratory and by plant-scale tests. He does have limited authority to control the amounts of the reagents at his disposal. This, I believe, is as it should be. However, the operator should be provided with the best combination of reagents for his particular job. The providing of this combination of reagents for his particular job, The providing of this combination is often difficult, yet it is very important in order to yield good results, With this in mind, the dual collector idea was introduced for the selective flotation of chalcopyrite, and also later for the flotation of pyrite at the Concentrator Plant of the Bethlehem Cornwall Corporation in Lebanon, Pennsylvania, Supplying several types of collectors has given the operator an additional effective tool, even though great variations are encountered in ore tonnage treated and in ore composition, This paper deals with the use of the dual collectors and with the addition of the reagents in the form of a pine oil emulsion, or more accurately, a pine oil suspension. It is hoped that other operators may find the ideas helpful. There does not seem, to me, to be definite scientific fact which would substantiate the necessity for the use of dual collectors. However, in actual operations, the metallurgical results at Lebanon became more uniform with the use of dual collectors, I look upon it as an "insurance policy" which greatly aids the operator during those periods when he is having trouble, One theory has been advanced, i.e. one collector has a greater tendency to float the coarser minerals, whereas the other one may float the finer ones. Consequently, a combination of the two collectors will result in optimum recoveries, There has been some evidence that this is true, but it is not conclusive, on the other hand, the use of a xanthate-pine oil suspension (or emulsion) should speed up the surface reaction of the collector with the sulfide minerals, result¬ing in more uniform flotation, This has definitely happened in our particular case. A more interesting unexplainable observation has also occurred; i.e., the xanthate solution does not appear to lose its strength as rapidly when it is in the form of an emulsion (or suspension), This was first observed when a 50 gallon drum of a 20% ethyl xanthate solution was taken to Wilmington, Delaware, for a laboratory test, using a homogenizer to produce the xanthate-pine oil emulsion. Upon arrival, the drum of xanthate had developed a considerable internal pressure, The relief of this pressure was accompanied by a strong odor, When the emulsion was returned to Lebanon for the plant test orders were issued to release the pressure prior to emptying the emulsion. Nopressure had developed within the drum and there was no unusual odor present, Since this time it has been observed that xanthate pine oil suspensions have greatly decreased the possible decomposition of the xanthate solutions. In fact, suspensions have been exposed for more than a month without apparently effecting their reactions in the flotation plant. On the other hand, we found that the regularly mixed concentrated xanthate solutions, after standing for several days, did not give the same results as the freshly made ones. This effect was greatly reduced by the use of xanthate pine oil suspension (or emulsion)

Maptek, an international development software company, released version 3.2 of its Vulcan three-dimensional mining and geological software package. This latest release is expected to give clients better graphics performance and improved overall solutions. In addition, the company also released the NT version of Vulcan for Unix and personal computers. More than 800 code changes have gone into the 3.2 release, the Lakewood, CO-based company said. Many of these changes were in response to requests from Maptek's customers. Others have been motivated internally by the company to achieve better performance in its Envisage graphics interface. The introduction of hot keys and user-defined menus makes Envisage a more flexible interface and a more productive working environment. A new animation option provides new ways to enhance the organization and display of data. The animated data can include point, string, grid, triangulation and photographic-draped data. The shaft-mapping facility is also included in version 3.2. It enables the cylindrical view of the shaft to be unwrapped and displayed on the screen while the data remains in its true world coordinates. Major upgrades to Vulcan include underground blast design and geotechnical modules. The new blast design module allows the user to develop a ring design in any plane defined by the stope layout. Radial and offset holes can be developed. User-friendly editing tools make adjustments to the initial design a simple task. The user defines the plotting and reporting of rings and plot style templates allow flexibility in reporting. New features in the geotechnical toolbox include options to create daylight windows and pitch lines on the stereo nets. Geotechnical databases can be directly updated from the interpretation of the stereo net. Direct annotation of the symbols on the net is now possible and the stereo net display can be customized. Improvements to the documentation and links within the text have made the on-line help easier to navigate. Maptek also released the NT version of Vulcan soft- ware. The comprehensive design of the software pack- age for Unix and personal computers provides a three-dimensional geological modeling and mine planning system within a natural graphics environment. Users who require the power to manipulate extra- large and complex data sets will still be served by the Unix platform. Users who handle small-to-large datasets can now choose between Unix and personal computer platforms. The NT version will appeal primarily to companies that already have a personal computer network. Response to industry feedback was the basis for developing the NT version. "We want to ensure that our clients receive the optimal product for their needs," said Nicolas Simon, vice president of Maptek in North America. Some advantages of the NT version include: ? Most mining professionals are familiar with the personal computer platform. ? All of the familiar personal computer tools are now available to Vulcan users. ? Resource modeling tools that previously required the powerful Unix workstations have been brought into the personal computer environment. This will help mining companies save money. Although the Sagasca deposit has been known for 76 years, the property was never put into successful operation because of various adverse factors including low market price for copper, legal entanglements, unsuccessful financial arrangements, and an inadequate metallurgical process. Late in 1963, Continental Copper & Steel Industries, Inc., obtained legal control of this property. Since that time there has been a concentrated effort to complete the necessary mine appraisal, process development, and engineering design, and to solve the legal and financial problems to bring this property into production.

Barrick Goldstrike Mines, Inc. Betze-Post open pit operations, located in northeastern Nevada, have experienced slope instability attributed to the presence of generally weak rock mass conditions, local adverse structural geology and perched groundwater. Ground movements are monitored with acombination of optical survey, extensometers, inclinometers, and time domain reflectometry (TDR).The slope monitoring system at Goldstrike includes two robotics theodolites, which provide real-time coverage for all highwall areas. Survey instruments are housed in specially designed climate controlled shelters in locations where all slopes can be observed. A “remote” computer housed with each theodolite collects data. The “base” computer, located in the mine offices, is used to access data from the remote computers via radio modem.

To plan a safe and efficient coal mining operation, the design engineer should use all the available information regarding the property to be exploited. The reliability of the mining operation must be as high as possible so that the plants relying on the coal can operate at the maximum design capacity. A good design should incorporate all of the known geological characteristics of the deposit, the structural and physical properties of the coal, as well as the rock which will form the roof and floor of the mine openings. A systematic method is proposed as a guide to insure a mine design that will be safe, efficient and will minimize surface disturbances resulting from mining operations. It is anticipated that the method proposed will result in maximum extraction at perhaps minimum cost to the operator. In general, to develop a mining area, several factors are systematically reviewed: (1) determination of the economic minability of the deposit, (2) the computation of the coal reserves, (3) the marketability of the coal, and (4) the life of the property. In general, boreholes are drilled in a predetermined pattern and geophysical or geological methods are used to log the boreholes. The information so obtained is primarily used to determine the quality and the extent of the deposit and to determine to some extent such geological features as faults, barren areas, washouts, and channels.

The presence of organic materials in gold ores cyanidation. The presence of organic materials interferes with gold extraction by The carbon contained in the ore has been shown to adsorb gold cyanide complex from solution. Removal of the carbon content by roasting or chemical oxidation prior to cyanidation results in gold extractions of 85 to 95 pct. This paper by the Bureau of Mines, U.S. Department of the Interior, discusses how the mineralogy of the carbonaceous gold ores affects gold recovery by cyanidation. It also discusses the advantages and disadvantages of roasting and chemical treatment to render the ore amenable to cyanidation.

"The Chatham Rock Phosphorite project is situated 450 km east of New Zealand at approximately 350 to 450 m water depth. The deposit occurs as a thin layer of phosphatebearing glauconitic sand at the surface of the sea floor and has a thicknesses typically ranging from 0 to 1 m. The sand layer consists of mainly silt and sand-sized sediments, with phosphatised chalk nodules up to 15 cm in diameter. Phosphate nodules were first discovered on the Chatham Rise in the 1950s by a New Zealand Government survey. During the 1960s to 1980s several private and government sponsored cruises explored the Chatham Rise and surrounding seafloor area. A total of 1174 samples were collected over a 600 km2 area with the majority of the samples collected using a pneumatic -or large Van Veen-style grab-sampler.Since acquiring the licence in 2010, Chatham Rock Phosphate Limited has conducted six cruises in two programs in the Project area. A total of 261 samples were collected using a Van Veen grab, box core and grab samples.Sample quality and QA/QC measures varied considerably between the cruises and within each cruise. A critical part of the assessment of the data collected in the Project area was to determine what quality thresholds to use to allow or disallow data to enter into the estimation process. As part of the data verification process, the relative and absolute quality of the data was assessed in as much detail as practically possible. The best samples were those that were collected using the pneumatic grab, sampled the full sand horizon, had a small location survey error and had no other apparent data ambiguities. This paper describes the challenges for mineral resource estimation for an unconventional style of mineralisation using unconventional sampling techniques."

Surface properties of minerals could be modified selectively and very specifically by adsorption -desorption (dissolution) processes. This requires a monitoring and control of the outermost surface layer at a molecular and atomic level. The nature and structure of self-assembled submonolayers and monolayers at the interface of minerals were studied by infrared reflection spectroscopy. The external reflection spectra of the adsorbed monolayers on any type of minerals: transparent, opaque or non-transparent, recorded at different angles of incidence and for two polarizations are an excellent source of information about the nature and surface distribution of the adsorbed species. The developed method allows to obtain detailed information at a molecular level about the adsorbed surface species. By combination of the simulated and experimental data, the qualitative description of the adsorbed species as well as quantitative evaluation of orientation and the thickness of the adsorption layers were obtained. This fundamental knowledge allows to determine the mechanisms of surface phenomena which govern selective separations. Examples of different surfactant - mineral systems and industrial applications will be discussed.

This paper addresses two issues affecting the international ferrochromium market as they pertain to the changing pattern of U. S. chromium import dependency. These issues are 1) the long-term ferrochromium production cost differential between the United States and the Republic of South Africa and 2) the ability of Zimbabwe to expand ferrochromium production and exportation. This paper draws upon the data and analyses of a recent Bureau of Mines Minerals availability Program appraisal that evaluated the international availability of chromium in the form of chromite and ferrochromium from 10 market economy countries. South African ferrochromium producers are shown to have a long-term production cost advantage over U.S. producers of $0.03 to $0.04 per pound of contained chromium, in 1981 dollars. Zimbabwean ferrochromium production and exportation are expected to increase in the future. Major expansions of production capacity will be dependent upon alleviating potentially serious constraints in electric power, rail, and port facilities. In the long term, ferrochromium production costs in Zimbabwe are expected to increase faster than the rate of inflation, because as chromite mining from the podiform resources in Zimbabwe decreases, production from the Great Dyke resources will increase.
