"The Mine Haul Road Optimization Alliance is an Australian industry-academia collaboration which has been developed to support mine haul road operators by fully integrating mine road design research solutions with industry end-user service providers to design, assess, implement and monitor the various equipment, materials and road management strategies required to optimize the safety, environmental and economic performance of a haul road. Initially, a broad overview of the university-industry collaborative landscape is presented, following which the current situation in the Australian mining sector is reviewed both nationally, and on a country-wide basis, internationally. This insight places realization of a collaboration between Curtin University Western Australian School of Mines Mining Engineering and Metallurgical Engineering (WASM ME2) and the Haul Road Optimization Alliance (HROA) industry members into context of opportunity. Following an overview of the HROA collaborative structure, aims and objectives, it is shown how academia and industry can collaborate to deliver a more robust solution to mine haul road design, performance or management needs, especially where integrated solutions are needed. Critically in this approach, implementation and monitoring data provided by industry and service-providers alike forms the foundation on which to develop research knowledge and innovation that is more responsive to the end-user requirements, typically represented by ‘early goals’ and implementable solutions. The paper concludes with examples of how the alliance collaborations work in practice to deliver improved mine haul road designs and optimized operational performance, together with the mechanisms used to ensure industry needs are met through focused, end-user driven research and integrated solutions implementation."

Adverse ground behavior events, such as convergence and ground falls, pose critical risks to underground mine safety and productivity. Today, monitoring of such failures is primarily conducted using legacy techniques with low spatial and temporal resolution while exposing workers to hazardous environments. This study assesses the potential of novel simultaneous localization and mapping (SLAM)-based light detection and ranging (Lidar) data quality for rapid, digital, and eventually autonomous mine-wide underground geotechnical monitoring. We derive a comprehensive suite of quality metrics based on tests in two underground mines for two state-of-the-art mobile laser scanning (MLS) systems. Our results provide evidence that SLAM-based MLS provides data of the quality required to detect geotechnically relevant changes while being significantly more efficient for large mine layouts when compared to traditional static systems. Additionally, we show that SLAM-specific processing can achieve an order of magnitude better relative accuracy relevant for change detection than quality metrics derived from traditionally deployed tests would suggest while reducing SLAM drift error by up to 90%. In collaboration with an operating block cave mine, we confirm these capabilities in field tests on a mine-wide scale and, for the first time, demonstrate methods of rockfall detection using MLS data. While more work is required to investigate optimal collection, processing, and utilization of MLS data, we demonstrate its potential to become an effective and widely applicable data source for rapid, accurate, and comprehensive geotechnical inspections.

The seafloor in the US Pacific OCS and EEZ is enriched to varying degrees in critical and economically important minerals such as nickel, manganese, cobalt, copper, zinc, REY (rare earth elements plus yttrium), titanium, vanadium, antimony, gold, and silver. These mineral deposits take the form of polymetallic nodules on the seabed, cobalt rich ferromanganese crusts on seamounts and ridges swept clean of sediment accumulation, and seafloor massive sulfides formed by hydrothermal systems at geologic plate spreading centers and volcanic margins. Each of these mineral deposits form on or near the deep ocean seafloor where water depths are typically 4000 m to 5500 m and on the seamounts and volcanic arcs that rise from these depths. Commercial interest in deep sea mineral deposits and the potential for collecting or mining them began in earnest in the 1970s but has been heightened in the last 20 years as the international framework for developing these minerals in International Waters has matured that has coincided with forecasted rapid rising demand for minerals to supply energy and manufacturing needs for the green economy. Compilation reports published by academia, government, and private companies are reviewed to assemble data and assess the prospects for deep sea marine minerals in the US Pacific OCS and EEZ. Key compilations were made by the Circum-Pacific Council and USGS in the 1980s and 1990s. These, together with recent (2023) efforts by USGS to compile geochemical data from USGS affiliated marine research sampling cruises from the 1980s and 1990s, historical data maintained by NOAA National Centers for Environmental Information (NCEI), and recent publicly disclosed results from ISA contractors are used to inform the known occurrence and prospectivity for polymetallic nodules, cobalt-rich ferromanganese crusts, and seafloor massive sulfides in the US Pacific OCS and EEZ.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world’s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards decarbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain, or Germany are only forerunners of this development—their centuries of coal production have been finished. The concept of sustainable development (SD) is fundamentally based on a model of progress where ecological, economic, and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as how can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry’s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia, and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later.

Coal is still a part of energy generation worldwide and has a significant role in the sustainable development of countries. The amount of shallow coal deposits is getting scarce, making efficient underground mining operations crucial for both local and global economies. In underground mining operations, longwall mining is a commonly utilized method to extract deep coal deposits. One of the leading engineering goals in longwall mining is increasing the efficiency of the system by investigating the effects of operational factors on equipment. This paper investigates the shearer performance for a longwall top coal caving operation by discrete event simulation that includes modeling the double-drum shearer, belt conveyors, stage loader, and armored face conveyors (AFC) to evaluate system performance by considering the amount of daily coal production of the shearer. As a result, the most influential factor on mine production is determined and a data-based framework is developed. This study suggests a framework for data collection, data analysis, and the interpretation of the operational data to evaluate the primary production unit’s performance. The models developed for the face coal extraction operations in a longwall top coal caving (LTCC) mine have a bi-directional cutting system and can be implemented in other operations readily.

"Due to new technological developments, automatic sensor based sorting has made progress within industrial minerals, precious metals, diamond, and coal mining in recent years (Lessard et. al. 2016). In order to re-introduce the technology to other mining sectors, this research discusses its application to iron, manganese, and zinc ores through test works performed by the authors. These test works were performed using Dual Energy X-ray Transmission (DE-XRT) sensor technology. In each case, pre-concentrations of the ore were created demonstrating the possibility to reduce waste material, energy costs, and water consumption while improving product quality of the ores. INTRODUCTION Sorting of mining ores is as old as mining itself (Salter, 1991). Sensor based sorting applications in coal mining began as early as the late 19th century (Louis 1928). New sensor technologies were developed and implemented sequentially for uranium, nickel, coal, and gold mining (Refining, 1949, Rose et al, 1950, Bloomfield et al, 1966, Clayton et al, 1987, Robben and Mosser, 2014). While these sensor technologies were developed decades ago, computational capacity to keep pace with the vast amount of information required utilizing the sensor technology did not arrive until recently (Lessard et. al., 2016). The sensor based sorting (SBS) process was effectively described by Salter and Wyatt in Minerals Engineering in 1991, and Wotruba and Harbeck in 2010 in the Ullmann’s Encyclopedia of Industrial Chemistry under Sensor Based Sorting. Both descriptions include the following key steps: 1. Presentation of the material or particles. 2. Examination or detection of the material or particles. 3. Processing or analysis of the data generated. 4. Physical separation of the material or particles by external means. Effective presentation of the material or particles is achieved when the sensor is capable of identifying each particle individually. This step requires that each fragment of the material be isolated, and it often involves acceleration of the material fragments by chute or mechanical means, as well as the spreading of particles by vibratory feeders (Salter and Wyatt, 1991, and Wotruba and Harbeck, 2010). The isolated particles typically are conveyed into an area wherein they are subjected to electromagnetic irradiation (except in cases of some radioactive ores), either in the form of x-ray, visible light, infrared, or other energies. A wide range of applications for sensor based sorting exists in the literature. The majority of applications fall into one of two camps, (1) pre-concentration of mineral ores, or (2) characterization of the material during processing (Buxton and Benndorf 2013). While there is much to be gained from in-line material characterization and the resulting control both of quality and processing, this article focuses primarily on the camp of pre-concentration of mineral ores."

Uranium has been mined in Namibia since the 1970s. The worldwide increasing need for energy in the early 2000s has led to the development and opening of a second uranium mine in 2007 and has triggered an increased interest in uranium exploration, often referred to as “the Namibian Uranium Rush.” In all, four mining licenses have been granted by the Namibian Government, which currently has two mines in operation, a third undertaking trial mining and the fourth in project finance negotiations. In addition, highly intensive prospecting activities at additional deposits are at an advanced stage. The finalization of the strategic environmental impact assessment (SEA) on uranium mining in 2010, the first of its kind and scale in the world, has enabled the Namibian government to assess this uranium rush and its tremendous legal, socioeconomic and environmental impacts and to prepare for the different future scenarios conceivable when this article was written in 2011, including both a skyrocketing and a complete breakdown of demand scenario. The Fukushima disaster and plans of the Namibian government to significantly increase royalties and company taxes in 2011 have threatened the market situation, forcing investors to reevaluate Namibian uranium mining projects. However, with the tax and royalty increase initiative since withdrawn, most projects are back on track at this point in time.

Extension of ore pass length has become increasingly critical for optimising energy-efficient underground mining operations. Long and ultra-long ore passes, spanning from 300 to 700 m, can significantly improve the functionality and viability of underground mass mining operations though suboptimal performance has an extremely adverse impact on production. The public domain lacks substantial information regarding the primary engineering, geological, and geotechnical risks and challenges associated with the design, implementation, operation, and maintenance of such long ore passes. Therefore, the aggregation of past experiences and the insights of experts assume paramount significance. An innovative methodology is introduced to address this evident data deficiency and to establish comprehensive guidelines for the resilient design of such lengthy ore passes — combining gap analysis with expert elicitation techniques. This equips design engineers with the necessary tools to formulate and adapt strategies for assessing the numerous challenges and uncertainties that invariably accompany their projects. Expert elicitation techniques are summarised, and a gap analysis is conducted with subject matter experts, from various countries, collating their extensive ore pass design experience, to create a comprehensive list of effective parameters and key risks that must be considered. Quantitative analysis of the survey results enabled the identification and ranking of the numerous factors affecting the design, operation, and maintenance of long and ultra-long ore passes and highlights the complex technical challenges (substantial damage from rock particle impact, increased dynamic mining stresses leading to failure, air-blasts and back blasts, dust, preferential flow, turbulent and dynamic material flow) that are uncommon in shorter ore passes. Additionally, increasing length heightens the probability of intersecting weak rock or discontinuities, leading to a higher risk of structural failure and instabilities. Faulting, folding, and large-scale structures are also critical geological factors to be considered in the design of such structures. The key geotechnical factor is also the rock type surrounding the pass. Experts highlighted the lack of clear guidelines for decision-making, resilient design, and construction so this work suggests future investigations to determine the complex interaction between the effective parameters, using approaches like the rock engineering system, discovery of cascading hazards, and optimal controls.

This paper presents the results of a hypothetical case study that evaluates the potential transition of a large copper mining and extraction operation to 90% renewable energy. The case study considers three phases to accomplish such a transition; phase I considers installation of renewable power generation at the site to meet a portion of the current electric power needs, phase II considers conversion of diesel combustion mining equipment to electric equipment, and phase III considers implementation of renewable energy generation coupled with energy storage systems to provide approximately 90% of the total mine site energy requirements. The paper evaluates the results in the context of a range of purchased electric power unit costs ($0.065, $0.100, and $0.135/kWh) as well as various carbon tax scenarios ($0, $5.00, and $37.30/t CO2). While the case study is hypothetical and considers a range of assumptions, it clearly identifies a pathway to potentially economically viable transitions to a renewable energy platform for mining companies. This represents an approach that mining companies can use to help to meet emissions targets, as well as social responsibility and reporting requirements.

The steepness of the slopes of an open pit mine has a substantial influence on the financial return of the mine. The paper proposes a novel design methodology where overall steeper pitwalls are employed without compromising the safety of the mine. In current design practice pitwall profiles are often planar in crosssection and the profile in between ramps especially tend to be planar and defined by a constant inter-ramp angle. Sometimes rock layers exhibiting different strengths require the inclination of the profile to vary with depth, but the inclination across each layer is usually constant. Here instead, a new geotechnical software, OptimalSlope, is employed to determine optimal pitwall profiles of depth varying inclination. OptimalSlope seeks the solution of a mathematical optimization problem where the overall steepness of the pitwall, from crest to toe, is maximized for an assigned lithology, geotechnical properties and Factor of Safety (FoS). Bench geometries (bench height, face inclination, minimum berm width) are imposed in the optimization as constraints which bind the maximum local inclination of the sought optimal profile together with any other constraints such as geological discontinuities that may influence slope failure. The obtained optimal profiles are always steeper than their planar counterparts (i.e. the planar profiles exhibiting the same FoS) up to 8 degrees depending on rock type and severity of constraints on local inclinations. The design of a copper mine is first carried out employing planar pitwalls, secondly adopting the optimal pitwall profiles determined by OptimalSlope. The adoption of optimal slope profiles leads to a 34% higher net present value and reductions of carbon footprint and energy consumption of 0.17 Mt CO2 eq and 82.5 million MJ respectively due to a 15% reduction of rockwaste volume.

"Can we use data to make communication effective? How does one successfully tackle the challenge of solving cultural differences and harmonizing the needs of diverse stakeholders while developing and maintaining a strong and reliable corporate image? Is it possible to achieve better engagement and minimizing risks with data? This paper aims to explore human rights and business procedures, the promotion of shared prosperity in a sustainable manner and the use of metrics to guide decision-making process. Among the topics examined are: • the significance of stakeholder engagement in community development projects; • the use of grievance mechanisms to give a voice to First Nations and communities / populations in vulnerable positions (including children and elders); • the benefits of configuring and implementing a feedback system in partnership with the communities. This research is a preliminary initiative and has limitations on the extent of the material used. The author acknowledges there is a vast amount of work and publications available on this subject, as well, as a variety of examples that have not been included. The intention is to keep developing this research to assess and expand how data can be used to minimize risks and improve engagement, in addition to inspire others to continue advancing this topic. Natural resources consumption is a reality that will not disappear in a foreseeable future. Several developments and operations are located in remote areas where communities in vulnerable situation and Indigenous Peoples live. Feedback systems are being ratified as a tool to help tackling the challenges of harmonizing cultural differences and fulfilling the needs of diverse stakeholders. Integrating social, environmental, and economic values plays an imperative purpose in preserving a productive and trustworthy relationship with stakeholders. Positioning social standards next to environmental and economic principles shows inclusiveness and firm intention of integration. We add value to a positive image of our industry by embracing responsibility for corporate actions and promoting their beneficial impact on the environment. The social context within communities, groups and organizations is dynamic and presents new challenges as connections evolve. There are wildly diverse expectations which one may need to address during exploration, construction and operating phases. Disagreements are an inevitable consequence of interactions due to the different needs and requirements of the parts involved. Nevertheless, balancing differences and solving conflicts can offer remarkable opportunities for improvement."

This formal literature review identifies strengths and shortcomings of current literature related to mine rescue, self-rescue, and self-escape technology. Key concepts and factors that influence the decision making behind mine rescue and self-escape were identified. Historically, underground mining has been one of the most dangerous occupations due to the harsh nature of working environments. During the latter half of the twentieth century, and into the twenty-first century, mining fatalities have declined, yet large-scale mine emergencies persist. The emergence of new technologies, in combination with evidencebased mine emergency research, is resulting in new training methods, monitoring systems, and self-escape approaches being tried in operating mines. This review identifies areas in which substantial research is being conducted, such as the use of virtual reality and game-based training and areas that warrant further development such as the measurement and information gathering capabilities of unmanned ground and aerial vehicles, as well as emergency management and incident command systems. This paper summarizes the current underground mine rescue and self-escape landscape in the USA, including the breadth and depth of mine rescue and self-escape training and practices as evident in the literature.

Texas is a major producer of industrial mineral resources required by the state’s ever-growing population that now exceeds 28 million. Texas typically ranks in the top three states for the value of non-fuel mineral production with a total value of $5.2 billion in 2017, accounting for 6.9% of the total US mineral value. Almost 90% of current Texas industrial mineral value comes from the production of cement, crushed stone, industrial sand, and construction sand and gravel. Construction material consumption is focused in the 25 metropolitan areas of the state with populations of > 100,000 residents. Industrial mineral consumption is dominated by the four most populous regions of the state—Houston, Dallas-Fort Worth, San Antonio-New Braunfels, and Austin-Round Rock—with an aggregate population of more than 18 million. More than 11,000 employees work in Texas mining and processing operations. Texas produces more crushed stone than any other state from more than 200 quarries; a similar number of operations produce sand and gravel. Specialty industrial sand production for use as proppants in hydraulic fracturing for enhanced petroleum production serves as an excellent example of how developments in one industry sector can markedly affect another industry; the production of industrial sand in Texas has markedly increased over the past decade, reaching $1.3 billion in 2014. With Texas’ population projected to reach 50 million by 2050, continuing in-state development and production of industrial minerals will be required to supply its residential, commercial, and industrial users. Favorable geology and economic factors provide opportunities for identification and development of new industrial mineral production sites.

Room-and-pillar mining is a mining method used in the United States to extract coal from underground, and pillar recovery is widely practiced for maximizing coal recovery and mining economics. Under certain conditions, room-and-pillar mining can create high stresses in coal pillars resulting in a coal outburst. These outbursts represent one of the more severe safety hazards in underground coal mines, potentially causing injuries and fatalities. Over the past ten years, coal outbursts have resulted in three fatalities in U.S. room-and-pillar mines. Though coal outbursts generally occur under deep cover, they are more likely to occur during pillar recovery and under multiple-seam mining conditions. Coal outbursts are generally associated with strong roof and floor and heavy loading of coal pillars, but it is difficult to predict whether, where, and when they will occur. In this respect, risk management provides a proactive tool to prevent coal outbursts in room-and-pillar mining by identifying mining areas with high risk of outburst and mitigating the risk accordingly.

The management of mine tailings poses a complex range of potential risks, including physical risks, such as the risk of catastrophic failure of a tailings facility and chemical risks such as the risk of long-term leaching of contaminants into the downstream environment. If these risks materialize, they can lead to a wide range of impacts on people and the environment, including human fatalities and severe impacts on downstream ecosystems, and the costs of recovery borne by industry, communities, governments, and society as a whole can be immense. Tailings facility failures in Canada (2014), Brazil (2015 and 2019), South Africa (2022), and in other locations around the world underscore how high the stakes are when mines produce and manage tailings (WISE Uranium Project 2019). Understandably, many people do not trust the mining industry to manage tailings responsibly. As an industry, it is our responsibility to manage tailings in a manner that is responsible and strives to minimize harm associated with tailings management, including effectively managing both the physical and chemical risks associated with tailings. Standards have an important role to play in responsible tailings management by setting expectations for standards of care and providing a means to measure and report on performance. In jurisdictions with strong legal requirements for tailings management, standards play a complementary role, pushing performance improvements in areas that may be difficult or impossible to address in legal requirements. In jurisdictions where legal requirements are lagging, standards may represent the de facto leading practice and may be the primary tool to help ensure responsible tailings management. Implementation of standards can help companies demonstrate that tailings are being responsibly managed and help build trust and credibility. Most importantly though, standards are important tools to help ensure that the risks associated with tailings are reduced, and that remaining risks are effectively managed. However, we must recognize that conformance with standards can have a down-side – the proverbial two-edged sword. Having standards is vital but there is a risk that implementing standards becomes a “box checking” exercise, with ongoing conformance leading to complacency. We must not allow ourselves to fall into the trap of believing that, just because we are complying with applicable standards and laws, we are therefore doing our best, and that “it can’t happen to us.” In addition, if conformance becomes the goal and the standard does not have mechanisms to drive continual improvement, then once the standard is met, there may be no incentive to improve. The point of complying with standards is not to pass the test. The point is to manage tailings responsibly, prevent catastrophic failures, and minimize harm. The point is to do better, because we must do better. To do that, we need to strive not for conformance, but for excellence in tailings management, driven by continual improvement and a quest to do better.

The most common approach used in the mining industry for mineral resources modeling is to estimate the grades using ordinary kriging and report the recoverable resources based on this deterministic estimated model. Mineral resources calculated with kriging are a smooth representation of the actual distribution of grades and do not provide an assessment of uncertainty. Unlike kriging, simulation reproduces the variability of the grades in the mineral deposit and provides an assessment of uncertainty. Reporting mineral resources directly on high-resolution simulation results would assume perfect knowledge of the grade at the time of mining and selectivity at the scale of the data. There will always be uncertainty left at the time of mining, so assuming perfect knowledge of the grade in the future is incorrect. There are two concerns when geostatistical simulation is used for resources modeling: the information and the mining selectivity effects. A new framework for resource estimation is proposed with two separate modules to address those concerns. The information effect is accounted for by anticipating the additional production data that will be available at the time mining to guide the destination for the mined material. The mining selectivity effect is addressed by mimicking the grade control procedure to get mineable dig limits at a chosen selectivity, represented by a minimum mineable unit size. In addition to a prediction of recoverable resources that will be closer to the material mined in the future, the framework proposed provides an assessment of local and global uncertainty for risk management.

"While coal fueling China's economic growth it has already been causing severe pollution and amounts of CO2 emission. How to make deep reductions in carbon emission is not only a huge challenge for the greatest consumer of coal, but also a revolution for China’s coal industry. The paper explores how to shrink CO2 emissions during the lifetime of coal. The paper points out that increase of coal mine efficiency and productivity, green mining, utilization of coal mine methane and environment-friendly disposal of coal gangue can reduce CO2 during coal mining; coal preparation and coal by wire can decrease CO2 during coal preparation and transportation; improving combustion efficiency, CO2 capture and storage (CCS) and coal transformation can lessen CO2 during coal utilization. The paper also points out that Circular Economy Park is a practical way to develop a low carbon economy for coal industry. An econometric model for total coal industry and each sector are constructed to measure carbon emissions based on CO2 equivalent emissions, then with detailed calculations, based on potential greenhouse-gas emission's reduction, a most likely low carbon roadmap of China's coal industry is depicted with scenario analysis method.Introduction Global warming poses a profound threat to humanity and the natural world and is one of the most serious challenges humankind has ever faced. According to the 2007 Fourth Assessment Report by the Intergovernmental Panel on Climate Change (IPCC), global surface temperature increased 273.89 ± 273.33K during the 20th century (IPCC 2007). Increasing concentrations of greenhouse gases have caused most of the observed temperature increase since the middle of the 20th century (United States National Academy of Sciences 2008), and CO2 is the most important cause of global warming. In 2005, CO2 contributed 76% of global greenhouse gas emissions, CH4 contributed approximately 16%, N2O contributed approximately 6% and the combined F-gases contributed approximately 2% (IEA 2010). Among the many human activities that produce greenhouse gases, energy use is by far the largest source of emissions. Since 1870, CO2 emissions from fuel combustion have risen exponentially (IEA 2009). Of the three types of fossil fuels - coal, natural gas and petroleum - coal constituted only a quarter of the world total primary energy consumption in 2007. The situation is even more critical in China than in the rest of the world, as energy-intensive industrial production is growing rapidly, and large coal reserves exist in combination with limited reserves of other energy sources. The development and production of the coal industry provide stability in China's economic growth. There are more than 7000 coal enterprises in China; the coal enterprises are the main contributor to China's ""economic miracle""."

"The diversification of energy sources in the United States has seen some major shifts during the past decade resulting from:• A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques.• Incentive-driven policies leading to new development in alternative energy.• The emergence of alternative energy sources proliferated as a result of state and federal level incentives and falling capital costs.Coal was once recognized as the primary low-cost fuel source for the generation of electricity in the United States for most of the last century, providing upward of 50 percent of the total generation capacity during much of that period. However, within the past decade, lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and alternative sources have steadily grown to now account for approximately 10 percent of the overall mix.West Virginia and Kentucky have not experienced the full breadth of the fuel shift, and, as of 2016, still obtained approximately 80-90 percent of electric power generation from coal. However, as coal plants are retired, there has been a shift toward natural gas for new power plants constructed in the region. The economics of power generation (i.e., lowcost fuel source) has typically been the major factor in determining shifts from one fuel source or technology to another. However, governmental energy policies and incentives have more recently been used to promote the development of new alternative technologies such as wind and solar energy growth to diversify the energy mix. The implementation of these incentives has provided some needed traction and resulted in driving the cost of manufacturing and installation of these new wind and solar systems downward to be more cost competitive with conventional fossil-fueled power sources. Future shifts in the generation capacity by fuel type will also be inevitable and impossible to project accurately as policies change and innovative technologies evolve. Determining factors may include the expiration of current incentives, decreasing capital costs, future environmental regulations, evolution of energy storage systems, technical challenges associated with increasing intermittent sources of generation and the development of unforeseen technologies. West Virginia and Kentucky have been among the least solar friendly states, ranking 44th and 48th of the 50 states (Fig. 1 for WV). "INTRODUCTION In recent years, there has been increasing focus on environmental and social impacts of the extractive industries, climate change and resource scarcity. The concept of the circular economy aims to replaces the “take-make-dispose” economic model with one that eliminates waste of all kinds and is restorative by design. Such closed-loop systems implicitly aim to reduce the quantity of primary extracted materials entering the economy, thereby affecting supply and demand dynamics, hence mining industry economics. For the metals industry, the ability to engage in, or adapt to the circular economy can be heavily affected by industry structure and geographical factors. Eco-efficiency initiatives that reduce waste and environmental impact may help the mining and metals industry align with some of the goals of the circular economy. This paper focuses on base metals, and explores case studies in copper, lead and zinc. It analyzes primary and secondary metal production, and recycling. It examines company structures and how these affect engagement with the circular economy. CIRCULAR ECONOMY PRINCIPLES Ellen MacArthur Foundation (2012) describes the circular economy as “an industrial system that is restorative or regenerative by intention and design”, which “replaces the ‘end-of-life’ concept with restoration”, and “aims for the elimination of waste through the superior design of materials, products, systems, and, within this, business models”. The concept is systems focused. For materials such as metals, a series of loops are considered, including maintenance of devices, reuse, refurbishment and recycling. Potential methodologies to achieve circular economy outcomes include disassembly and reassembly of manufactured goods, leasing rather than buying major appliances, and converting to renewable energy sources. The circular economy is partially aligned with the principles of eco-efficiency, which relate to reducing the environmental impact per unit of a material produced. PRIMARY AND SECONDARY METAL PRODUCTION Base metals (copper, lead, zinc and nickel) are essential ingredients in modern economies and are key commodities produced by the global mining industry. Metal production can be categorized as primary or secondary. Primary metal comes from the processing, smelting and refining of metal content extracted from ores, while secondary production comes from metals recovered from recycled streams (e.g. recycled lead-acid batteries, copper wire scrap, etc.). Metals are stored in natural, anthropogenic in-use and anthropogenic waste stocks. An example of the stocks, flows and processes associated with global copper extraction and use is shown in Figure 1."

The aim of this study was the safety risk assessment of accidents that occur because of production dynamics in deep coal mining, one of the highly dangerous business class, with spatiotemporal GIS. In this study, accidents that occur at certain times during production in underground mining workplaces are discussed based on evaluations of spatial and temporal dimensions. Accordingly, various analyses have been handled using criminology science tactics and strategies such as 80–20, kernel density, space–time cube, and hot spot, which have been adapted to GIS tools. Implementations have been realized on 3D underground cartographic models covering accident data from deep coal mine workplaces in the Zonguldak-Kozlu basin in Turkey between 2019 and 2021, at an average elevation of – 400 m. Space–time cube, kernel density, and time series analyses suggest that the Annual Bonus Incentives, which are repeated every year and given before the new year, increase the psychosocial risks for employees. It has been determined that this situation can lead to problems such as poor concentration among miners and loss of focus in some shifts. Additionally, significant relationships were found between the number of accidents and monthly production progress rates as a temporal parameter. The results demonstrate that applying a reactive approach with spatiotemporal GIS to accidents in deep coal mines is becoming increasingly important.
