All mining operations using trucks have a common need to properly match the number and size of hauling units (trucks. wagons. scrapers. etc.) to a loading unit (wheel loader. hydraulic shovel/excavator, cable shovel. push tractor. etc.) to provide the best possible fleet match. Optimizing fleet match minimizes the cost per unit of material moved by that fleet. As haul conditions change (haul length. grade. or rolling resistance), there may be need to adjust the number of trucks to maintain the optimum fleet match. Fleet Production and Cost is a tool which, among other things, can be used to optimize the truck-loader match.

In the USA many highway tunnels were built during the 1930s through 1960s. This indicates that these tunnels have exceeded their intended design service life. Based on the initial tunnel inventory conducted jointly by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), more than 526 highway tunnels have been identified in the USA. For understanding the condition of the tunnels and risks associated with deteriorating conditions, comprehensive condition assessments are necessary to mitigate risk and remediate works as required. Monitoring the condition and rate of deterioration of tunnels is vital for timely tunnel maintenance and rehabilitation to avoid sudden tunnel collapse. This session will explain the necessary steps for tunnel inspection and review some of the state of the practice information on tunnel inspection techniques.

Cyanide (CN) is used to recover gold from its ores in many locations worldwide. In spite of the established history of gold mining in Alaska, modern cyanidation methods have been used at only one location, the Ryan Lode Mine at Ester Dome, near Fairbanks. Ore was processed by heap leaching between 1987 and 1989, when permitting issues caused operations to be terminated. Those issues have since been resolved, and plans to reopen the mine are currently being discussed. Plans are also proceeding to develop several other ore deposits in the state, all of which include the use of cyanide for gold recovery [6]. Since tailings and effluent water produced from these mines will require treatment, it is important to develop detoxification methods suitable for the Arctic and sub-Arctic conditions found in Alaska. Several methods exist for removing cyanide from mining wastewater. However, most industrial users prefer chemical treatment systems, and typically use sodium hypochlorite, hydrogen peroxide, or sulfur dioxide/air/copper to oxidize free and complexed cyanides [9]. Biological treatment has been used successfully at two sites in the United States [30,32] and field tested at several others [20,27,28]. In addition, one mine uses "natural processes", which include natural oxidation, photodegradation, and degradation by naturally occurring bacteria [33].

The Waste Isolation Pilot Plant (WIPP) is a U.S. Department of Energy research and development facility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste. The waste storage horizon is 655 m (2150 ft) below surface in bedded salt. To date the WIPP project has not emplaced any waste. There are three intake shafts used to supply air to the underground. All air is exhausted though a single return shaft. The total design airflow during normal operations is 200 m3/s (424,000 cfm). The ventilation system is designed to provide separate air splits to construction, experimental, and storage activities. Separation is achieved by isolating the storage circuit from the construction or experimental circuits with bulkheads. Any air leakage must be towards the storage area of the facility. Field studies have shown that the pressure differential necessary to maintain the correct leakage direction is susceptible to the effects of natural ventilation; therefore, extensive studies and analyses have been conducted to quantity the natural ventilation effects on the WIPP underground airflow system. A component of this work is a monitoring system designed to measure the air properties necessary for calculation of the natural ventilation pressure (NVP). This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure at strategic locations on surface and underground. The psychrometric parameters of the air are measured every fifteen minutes. From these data, trends can be determined showing the impact of NVP on the ventilation system during diurnal variations in surface climate. Both summer and winter conditions have been studied. To the author's knowledge this is the first reported instance of automatic and continuous production of time and temperature variant NVPs. This paper describes the results of the initial monitoring study. INTRODUCTION The ventilation system at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico, is designed to perform two distinct functions. First, it supports normal mine ventilation requirements complying with all state and federal mine regulations. Second, the system is designed to prevent an uncontrolled release of radioactive contaminants from the storage and transportation areas of the facility. Although a nuclear radiation release in the facility is considered unlikely, many special features are implemented in the ventilation system to prevent the possible spread of contamination. The facility is constructed with the waste transportation and storage areas separated from the mining and non-radioactive experimental areas. The ventilation system is designed such that air leakage is from the mining and experimental areas to the storage areas. Furthermore, radiation detectors are located throughout the storage and waste transportation areas underground and an exhaust filtration building is installed on surface to prevent the possible release of radiation to the environment. For over two years the underground ventilation system has been rigorously tested and balanced. It was during this period that the adverse effects of NVP were noticed and subsequently quantified. From extensive field studies and computer models, several mitigating features were designed and constructed and special operational procedures were implemented to control the impacts of NVP. To quantify more accurately the NVP at the WIPP, a continuous monitoring system was installed. This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure every fifteen minutes at strategic locations on surface and underground. From this psychrometric data, the NVP is calculated. Fan operating pressures and flows and strategic differential pressures are recorded from the site Continuous Monitoring System (CMS). The monitoring system provides a means of evaluating how the ventilation system behaves in regard to climatic conditions and to judge the efficacy of the mitigating features and operational procedures. To the author's knowledge, continuous calculation of NVP as a function of time and surface temperature has not been previously reported. Overview of the Waste Isolation Pilot Plant The U.S. Department of Energy determined that the plastic nature of bedded salt may provide the best solution to isolate transuranic (TRU) waste from the biosphere. Initial evaluations at the WIPP site began in 1974. In 1979, the United States Congress enacted Public Law 96-164 for the construction and development of the WIPP project. The mission of the WIPP is to demonstrate the safe, long-term disposal of TRU waste generated by the national defense programs of the United States. TRU waste is classified as a low to medium level waste. The waste is stored in drums and does not produce significant heat (not greater than 1 W per drum). The WIPP site is located approximately 47 km (29 miles) east of Carlsbad, New Mexico in the Chihuahuan Desert. The repository is located in the 630 m (2000 ft) thick Salado Formation. This Permian Basin salt deposit is about 225 million years old and appears to have been minimally disturbed by earthquake, faulting, and ground water activity since it was deposited. Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.

Most mines using backfill routinely carry out quality control (QC) testing of backfill mixes with unconfined compression test cylinders. This is true for paste operations, hydraulic fill operations, and cemented rockfill operations worldwide. However, a large number of mines simply do not prepare and test the backfill samples in a consistent manner and fail to properly analyze or interpret the test results. Conventional concrete test criteria are not applicable given the differences in the mix constituents and the fact that a large number of the backfill QC test cylinders typically fail to achieve the target strength. Standard industry practices are needed to improve the analysis and interpretation of QC test results and to provide a better means of determining if the backfill is achieving its intended target strength. This paper will attempt to lay the groundwork for standard industry practices and will address several key questions raised by operators, such as how laboratory test data compares to in-stope performance, and how many QC tests should fail before a red flag should be raised. INTRODUCTION Although paste backfill is widely used throughout the mining industry, cemented rockfill (CRF) remains as the backfill of choice in places like Nevada where very poor ground conditions mandate the use of underhand mining. The safety and stability of undercut entries beneath backfill is a function of the quality of the cemented fill, which is typically assured through routine quality control testing. In the absence of a backfill quality standard, most mines rely on concrete standards to design and interpret their backfill quality control programs. In the USA, these standards are developed and published by organizations such as the American Society of Testing and Materials (ASTM) and the American Concrete Institute (ACI). However, the application of these standards to cemented backfills can be very difficult owing to the high degree of variability in backfill mixes and the resulting variability in test results. To illustrate, the concrete industry standards denote that an acceptable (passing) test result occurs when the average strength of the duplicate test cylinders exceeds the target strength and no single test result deviates from the target strength by more than 10% (ACI 214R). Remedial measures must be taken if three consecutive tests fail. With mine backfills, it is safe to say that these criteria are rarely achievable. A further, more dramatic example is the accepted coefficient of variation for concrete QC cylinders. According to ACI 214R, the coefficient of variation (CV) should range from below 3% (excellent rating) to above 6% (poor rating). However, if this analysis method is applied to several backfill QC databases from operating mines, coefficients of variation are calculated on the order of 50%. Clearly, there is a need to develop better industry practices for assessing the quality of mine backfill and to assist mine operators with the interpretation of test results and the development of action plans in the event of undesired outcomes.

In the past, health concerns in coal mines have primarily centered on those elements which have been essentially inherent to the mining environment. These would include respirable coal mine dust, respirable crystalline silica, excessive noise levels, and diesel exhaust particulates. Commercially-available chemical products are prevalent on mine property. These potentially toxic materials are chemical formulations that can degrease, clean, and lubricate metal parts, separate coal from rock in float/sink operations, and aid in roof consolidation, among other uses. As the general public has become more aware of the hazards of chemical exposures, miners have likewise become more concerned about working with an ever-expanding variety of chemical products on the job. Often, product or chemical specific hazard communication training is inadequate or ineffective, and miners do not know exactly what the ingredients are in the products they handle, or the health hazards involved with their use or misuse. Currently, the Mine Safety and Health Administration (MSHA), by law, enforces 1972 Threshold Limit Values (TLV). MSHA is making preparations to adopt new personal exposure limits for enforcement. The values given throughout the article are 1994 TLV's and are not enforcement standards, but are used for discussion purposes. They reflect the current scientific thinking regarding personal exposure to these chemical agents. An overview of these products is presented, and the potential health hazards associated with their use are discussed. Controls needed to prevent overexposures, such as proper handling procedures and personal protective equipment, are covered. Methods used to collect and identify contaminants are presented.

It has been accepted almost as dogma that sampling contributes most of the error to fluctuations in gold fire assays. Differences in assay results on pulp material from the same sample interval are frequently regarded as evidence of the presence of the so called "nugget effect" or relatively coarse gold particles. It is true that if coarse gold particles are present they contribute to substantial sampling fluctuations, but while the process of sampling is probably the major source, the analytical process cannot -be completely ignored as a possible contributor to erratic assay results. In order to maintain a stable assay process, the analytic part of the system must be kept in control as well as the sampling and preparation part. One way of monitoring the performance of the analytic system is to systematically assay standard material whose sampling characteristics are carefully controlled. Gold assay standards are not prepared nor can they be prepared to account for both sampling and analytical errors. It is not possible to send coarse material to a lab for preparation (which includes both the processes of comminution and splitting) followed by fire assay, to make inferences only about the fire assay process. Because most gold ores are very heterogeneous, sampling errors would in most cases completely mask the contribution of the analytical errors. Assay standard material is prepared only to assess the accuracy and variability in the fire assay process.

Less than 100 years ago the first major federal regulatory agency, the Interstate Commerce Commission was established (in 1887), and since that time literally hundreds of other federal agencies have been created. The regulations set by these agencies tremendously affect the individual citizens of this country as well as U.S. institutions. A few examples of the myriad agencies established include the Food and Drug Administration. (1907), the Bureau of Mines (1910), the Federal Reserve System (1913), the Federal Trade Commission (1914), the Tennessee Valley Authority (1933), the Securities and Exchange Commission (1934), the National Labor Relations Board (1935), the Small Business Administration (1953), the Federal Maritime Commission (1961), the Equal Employment Opportunity Commission (1965), the Farm Credit Administration (1971), etc., etc. Eight years ago, on December 2, 1970, still another federal agency was established by the reorganization plan of President Nixon -- the Environmental Protection Agency (EPA). The Administrator of EPA was given authority to regulate certain activities affecting the environ-ment, which were formerly within the jurisdiction of the Department of Interior, the Department of Health, Education and Welfare, the Federal Radiation Council, the Atomic Energy Commission, the Department of Agriculture, etc. Within weeks after the formation of this Agency, Congress began to enact legislation which would be administered by EPA. Over the last eight years a considerable number of such laws have been passed, a few of which include: the Clean Air Act (1970), the Noise Control Act (1972), the Federal Water Pollution Control Act (1972), the Marine Protection, Research, and Sanctuaries Act (1972), the Federal Insecticide, Fungicide and Rodenticide Act (1973), the Safe Drinking Water Act (1974), the Toxic Substances Control Act (1976), the Resource Conservation and Recovery Act (1976), the Clean Air Act Amendments of 1977, etc. It may be helpful to review, in a summary fashion, the major provisions in some of these statutes, and accompanying regulations, as they relate to water quality control in the mining industry. The Safe Drinking Water Act and the Federal Water Pollution Control Act contain provisions to be examined, as well as the Resource Conservation and Recovery Act and the Toxic Substances Control Act. One other law, the Surface Mining Control and Reclamation Act (1977), is not administered by EPA although it does contain many provisions related to environmental control, and it will also be dis-cussed because of its importance to the mining community.

As resources are depleted in coal mines, isolated support pillars are often mined. Cemented paste backfill has been used to provide support during the mining of these pillars due to its safe and green mining characteristics. However, traditional cemented paste backfill mining has some shortcomings, such as poor adaptability to geological structure, leakage of paste during filling, imperfect roof-contact in partially backfilled areas, and insufficient roof strata support before the backfill reaches its design strength. This paper presents the results of a case study where L-shaped interval cemented paste backfill technology has been safely used to mine an isolated coal panel beneath existing surface structures. This backfilling method has the advantages of preventing paste leakage, improving the backfilled ratio, reducing surface subsidence, and strongly adapting to geological structure. During this field application, the setting pressure of the backfill shield reached 20 MPa, the compressive strength of the backfilling body reached 2.0 MPa, and the backfilled ratio reached 93.7%. Observational ground monitoring showed that roof-to-floor convergence in adjacent roadways ranged from 132 to 167 mm. No obvious fractures or separations in the overlying strata were observed by a borescope. The maximum surface subsidence was 342 mm, the subsidence factor was 0.136, and the damage to surface buildings was within Grade I (slight damage). This case study clearly demonstrates that the L-shaped interval cemented paste backfill method can be safely used to mine the isolated coal panel beneath surface buildings.

The Lower Cretaceous McMurray Formation in northern Alberta contains bituminous sands interbedded with other sediments which form the reject encountered during mining operations. Grade prediction is based on a combination of geological interpretation, computer modelling and past mining experience. In addition to estimates for ore, an accurate estimate of "waste" or "reject," are required for Mine Planning. This study investigates the ability of point-kriging using geostatistics, to augment the existing data base of drill-holes in a study area on Syncrude's leases. This approach enables the assessment of potential "worst" case - "best" case scenarios within the context of Mine Planning.

In 1986 the U. S. Bureau of Mines (USBM) embarked on a major research effort to develop technology that can substantially reduce worker exposure to face hazards simply by relocating the equipment operators to an area of relative safety. This reduced exposure mining system (REMS) research effort enhances the USBM ongoing health and safety research efforts to reduce and control dust and noise and to reduce accidents through training and better mining practices. This paper reports progress of the research that is developing and will demonstrate the technologies required for the computer-assisted tele-remote operation of continuous mining machines, haulage systems, and roof bolting machines.

This risk management approach is based on probabilistic risk assessment and established decision analysis techniques, and appropriately considers the relationships among various mine development decisions, tradeoffs among consequences, the uncertainty in predicting consequences, and the benefits of flexibility to respond to changed conditions.

"INTRODUCTION The Shatin to Central Link (SCL) is a new rail line being constructed by the MTR Corporation for the Government of Hong Kong to cater for the growing passenger demand between the North-East New Territories and the urban areas of the city. Contract 1103, which will provide the 4 km of running tunnels between the new Hin Keng and Diamond Hill Stations, was tendered in a design-build framework and awarded to Vinci Construction Grands Projets (VCGP) in October 2012, with Arup as Vinci’s lead designer. One of the most challenging pieces of work on the contract involved the construction of 133m of SEM mined tunnel on the northern end of the project. The Northern Mined Section (NMS) is an undrained, twin-track, single bore profile, broken out through the southern pipe pile wall of the Hin Keng Station cut-and-cover box, Figure 1. The tunnel has maximum excavated dimensions of 14.5m span x 12m height, with track spacing of 6.175m. The general excavation sequence consisted of 3 stages; a 6m high top heading (73.1m2), followed by bench (27.3m2), and invert (26.7m2). A risk-based approach to the design was taken given the large variation in rock level, cover, and an active stream course above tunnel crown. Ultimately, six different temporary support types were utilized in order to optimize the construction process through continually changing ground while maintaining a safe and stable excavation. Three main support types were developed during the initial design phase, along with a “contingency” case, which utilized a partial heading excavation sequence and enhanced face support. The purpose of the contingency support type was to have a robust, engineered design available for immediate implementation should unexpected ground behavior develop, leading to the breaching of instrumentation trigger levels. This support type was never implemented on site. Drill- and-blast tunneling commenced once 6m of rock cover was verified through forward probing. A robust instrumentation and monitoring scheme provided valuable data throughout excavation and the means to carry out a geotechnical back-analysis of the ground behavior and support performance."

This work describes a leaching process for the conversion of high-magnesium peridotite rock, which is a chromite ore overburden, into two valuable products: magnesium salts and micro silica. Under normal leaching conditions, residue remaining after leaching is of a gelatinous nature and thus hinders the filtration process. To address this issue, oxidative leaching with the addition of H2O2 was employed, and it significantly improved the filtration kinetics. Four different approaches for H2O2 addition were tried, and they all proved effective in controlling gelation. The optimum oxidative leaching condition was 70 °C, 2 h time, 2 M H2SO4, 0.5MH2O2 and 400 RPM; under these conditions, 92% magnesium leaching efficiency was achieved. After leaching, the leach liquor obtained was purified and dried into Mg(OH)2 and MgSO4 salts. The leach residue contained mainly silica particles, with size in the 10–30 μm range. This material thus represents an attractive candidate for the production of highperformance concrete for the construction industry. The oxidative leaching process described here enabled the complete conversion of peridotite into valuable products, magnesium salts and micro silica.

This paper details the extensive underpinning required to hold up the 39th street Bridge while demolishing its massive support piers and building a 30ft deep Cut/ Cover RR tunnel beneath it. The underpinning/SOE support required the construction of 16 large hand dug pits 36ft deep that were reinforced and concrete filled. In addition, an extensive steel support system was tied into the bridge super structure. All of the underpinning/tunnel construction was done while a 110ton crane sat directly atop the heavily trafficked – 66 ft. wide bridge. The tunnel excavation, concrete lining and final bridge pier support work will also be presented. All work was done within 5ft of active mainline tracks and that required tight grouting behind all lagging to eliminate any track settlement.

The U.S. Bureau of Mines recently conducted a limited-scope study on the use of lineament analysis and electromagnetic geophysics to better identify the surface expressions of faults at the Cimmaron Mine near Raton, NM, an operating longwall mine in the York Canyon mine complex. Two normal faults were encountered by the mine, one during gate road development and drilling and another only through drilling. The potential ground control problems and offsets associated with these faults will severely impact long-range development plans, so it is essential to know the lateral extent of these faults within the coal reserves. The surface topography at the site is fairly rugged, yet outcrop exposure is poor. There is no obvious visible geologic evidence to indicate that the faults identified at depth extend to the surface. Both the geophysical and remote sensing techniques provided information on the presence and extent of important geologic structures which could not be gained just from drilling and surface outcrops. The geophysical surveys also were invaluable in confirming the presence of subsurface geologic structures in the vicinity of the lineaments assumed to be associated with the faulting.
