The Westerly Storage Tunnel is a 25-foot diameter segmentally lined storage tunnel that is a major component of the Northeast Ohio Regional Sewer District's Project Clean Lake that is designed to capture 39 million gallons of untreated CSO overflows from entering Lake Erie. During the final stages of the project completion, a large-scale rock fallout incident occurred during the final lining installation operations at the down-stream end of the tunnel that extended beyond the designed primary support system. This paper outlines the level of coordination and collaboration between the Owner, Designer and Contractor to remediate the situation safely, quickly and effectively.

Modern coal cleaning technologies have allowed coal preparation facilities to become quite efficient at removing sulfur compounds, waste rock and low grade coals from run of mine coal. Up to 50% of the raw mined coal stream may end up as refuse, particularly when the coal originates from longwall mining operations, or is high in partings, rock and impurities. The refuse materials vary from coarse materials removed by physical screening to very fine materials removed by floatation and density separation processes. Coal refuse piles are also known by a variety of other names including "waste dumps", "gob piles" and "slate dumps". The potential hazards of improperly reclaimed refuse include contamination of surface and groundwaters by acidic leachates and runoff, erosion and sedimentation into nearby watersheds, spontaneous combustion, disturbance of topsoil borrow areas, and damage from landslides should large slope failures occur. Many of these problems have been particularly acute for abandoned refuse piles, and modern regulations attempt to minimize the environmental impact of coal refuse disposal operations.

For more than a decade the tunneling industry has explored the potential and benefits of macro synthetic fiber (MSF) reinforced concrete solutions for precast tunnel segments. Parallel to industry investigations, academic research is being undertaken to better understand this material when subjected to the typical loads expected during mechanized tunneling. This paper investigates the performance of MSF reinforced precast concrete tunnel segments by means of an experimental program comprising testing of full-scale tunnel segments. The presentation of the satisfactory results of the experimental testing regime will be complemented by a brief case history from a successfully executed project—an America’s First.

The Gosowong epithermal quartz-adularia vein, in the Halmahera magmatic arc, is a new discovery in an area of primary tropical rain forest with no history of gold mining or mineralization. The newly recognized mineral district also contains a number of other epithermal vein systems, two centres of porphyry Cu-Au mineralization, and a number of argillic and advanced argillic alteration zones that may be related to underlying mineralization. Gosowong was discovered and tested through the application of basic exploration techniques including drainage sampling, soil sampling, trenching, magnetics, IP, and diamond drilling. Lapse time from the initial reconnaissance discovery of a stream sediment anomaly to the release of inferred resource estimates of approximately 1.0m ounces was just over 3 years.

"PROJECT OVERVIEW Crossrail, Europe’s largest construction project, will increase London’s transportation capacity by 10% when it opens in 2018. The Crossrail scheme is a combination of surface and underground railway that stretches 118km east-west through central London from Reading, Berkshire and Heathrow airport in the west to Shenfield, Essex and Abbey Wood in the London Boroughs of Greenwich and Bexley in the east. Crossrail will serve 40 stations, ten of which are new, and bring 1.5 million people within 45 minutes commuting distance of London’s key central business districts. 21km of the Crossrail route comprises twin-tunnels beneath the heart of central London. It is the central section of the route, and the challenges that had to be overcome to construct its tunnels under the historic capital that forms the subject of this paper. The route of the Crossrail tunnels can be seen in Figure 1. These tunnels weave their way through the city’s underground landscape, linking eight new underground stations which connect to the existing London Underground network, providing interchanges with nine existing lines as well as the National Rail and Docklands Light Railway networks.Crossrail began construction of enabling works in May 2009 and launched the first of eight tunnel boring machines (TBMs) in May 2012. 42km of major tunneling work was completed in May 2015, and included 11km of sprayed concrete lined tunnels at the five mined stations (Bond Street, Tottenham Court Road, Farringdon, Liverpool Street and Whitechapel) in addition to the bored tunnel sections. The remaining three sub-surface stations at Paddington, Canary Wharf and Woolwich were constructed as large open boxes prior to the TBMs passing through. Crossrail, Ltd. is a special purpose company formed by the project’s joint sponsors, Transport for London and the Department for Transport, to manage design, construction and commissioning of the project. In 2009, Crossrail engaged Bechtel Ltd. as its delivery partner and a joint venture, Transcend (comprised of CH2M, AECOM and the Nichols Group), as its programme partner. The project is being managed by an integrated programme management team which is staffed by Crossrail and its partners. The railway, when opened, will be operated by Rail for London. With tunneling completed in accordance with the project’s master control schedule, the new railway is scheduled to commence dynamic testing in late 2017, with a phased opening of the tunneled sections and stations through Central London in 2018."

This paper presents a 20-year global account of tunneling in gassy ground demonstrating high probability of schedule delays, cost overruns, worker injuries and fatalities. Causes of these failures are systemic. Gas is seldom characterized in terms relevant to design of effective ventilation systems. Control measures deployed in tunnels are often based on outdated industrial safety codes. A change in approach is needed. This paper describes how to perform a desk study to determine if field investigation for gas is warranted, and lists the content of an effective characterization of gas in a geotechnical report.

Ground control research for underground coal mining has progressed significantly over the past several decades. With this progression, and the ability to analyze and model underground conditions, underground working conditions have significantly improved. In order to progress further, the behavior of roof support must be known and be adequately modeled, such that models can be used for support design under different geological and mining conditions. This paper discusses the results from a research project funded by the U.S. National Institute for Occupational Safety and Health (NIOSH) and undertaken by Southern Illinois University Carbondale and Peabody Energy. The research involved installation of active and passive instrumented bolts in mines, recording relevant in situ data and then attempting to model the behavior of the bolts as mining progressed. Such calibrated models could aid in design of roof supports under different geological and mining layouts and thus, hopefully, further improve rock related safety.

The closure of TSF represents a critical milestone in the life cycle of mining operations, requiring the integration of technical, environmental, and social dimensions to ensure long-term safety and sustainability. The GISTM introduces the concept of “safe closure” as a demonstrable technical condition in which there are no ongoing material risks to people or the environment. This status must be validated by an independent technical reviewer and formally approved by the Accountable Executive. This article presents a risk-based methodology to support the achievement of safe closure, aligned with the principles and requirements of the GISTM. The proposed approach emphasizes the need to identify, assess, and manage closure and post-closure risks progressively throughout all phases of the TSF life cycle: from site selection and design, through construction and operation, to closure implementation and long-term monitoring. The methodology integrates key elements of effective risk management, including comprehensive knowledge bases, consideration of climate change, credible failure modes, continuous monitoring, stakeholder engagement, and governance. The ALARP principle is applied to demonstrate that residual risks have been reduced to tolerable levels. By incorporating closure planning from the earliest stages and adopting a risk-based view throughout the entire life cycle, this methodology aims to support mining organizations in achieving a verifiable and responsible closure of tailings facilities, in line with international best practices such as those of ANCOLD and ICOLD. The proposed framework offers a practical contribution to strengthening the credibility, effectiveness, and sustainability of tailings closure processes.

Viewed abstractly, a mill may be defined as a mineral processing facility located somewhere between the mine and the tailings storage area, Just how mining operations and the demands of tailings storage affect mill design is, the subject of this paper. At the outset, it will be readily acknowledged that no two installations can, or ever will be the same. At one extreme is the bucket line dredge where the distance between the ?mine? and the tailings area is measured in terms of tens of feet. At the other extreme, the large open pit copper mines are frequently spread across twenty, miles or so of countryside with the ore moving to the mill, as exemplified by the operations at Bingham Canyon, Ray, or Ruth - the "upstream" counterparts of Garfield, Hayden and McGill. In each of these cases, mill location was largely determined by requirements for tailings storage and/or water supply.

"The immediate ring closure method, in which the entire periphery of the excavation area is closed immediately with an initial support within a short distance from the excavation face, has been increasingly used in Japan, especially, as one of the most effective countermeasures against difficult ground conditions in conventional tunneling. For reasonable design of this method, the performance requirements for the initial support should be clearly stated. The analysis of construction data of 30 road tunnels and the three-dimensional numerical modeling based on real data suggest that the immediate ring closure stabilizes the tunnel structure and the ground around it because of the inner pressure effect of the initial support, especially, for low ground competence factor and small internal friction angle. Finally, the bending compressive strength and the cross-sectional geometry of the initial support have to be considered in the tunnel design while considering the earth pressure and ground properties. INTRODUCTION Conventional tunneling methods often deal with difficult ground conditions such as soft ground or squeezing ground conditions. The immediate ring closure method, in which the entire periphery of the excavation area is immediately supported within a short distance from the excavation face (Figure 1), has been increasingly used in Japan as one of the most effective countermeasures against difficult ground conditions in conventional tunneling (e.g. Takahashi et al., 2011; Nakaoka et al., 2013). The proposed Flambeau Mining Project is based on a high grade copper deposit located approximately one mile southwest of Ladysmith, Wisconsin. The project involves only the mining, crushing, and shipping of ore to facilities outside of Wisconsin for processing. The Wisconsin environmental regulations include provisions for identifying wetlands, the requirements for minimizing the disturbance of wetlands, and the need to establish new wet-lands to replace any wetlands which have to be disturbed.

OSIRIS is a continuous monitoring system for respirable dust which has been specifically designed for mining and related industries. By using the latest microprocessor technology, OSIRIS provides a sophisticated dust measuring system which is a cost effective alternative to regular gravimetric sampling. The system is certified intrinsically safe for use underground. Up to eight underground OSIRIS sensors can be controlled and monitored by a single IBM PC computer located at the mine surface. This computer provides continuous and instantaneous information about the dust concentrations at the sites being monitored. Information is available in tabular and graphical form. The paper gives details of proving trials of the OSIRIS system in some UK coal mines. During these trials, adjacent OSIRIS sensors placed on the same underground roadway cross-section gave virtually identical results. Throughout a good correlation was obtained with conventional gravimetric dust samples. The OSIRIS equipment proved both reliable and easy to operate. The expanded role which coal has been assigned in the energy future of the United States has raised numerous policy questions. The very complexity of these questions makes them suitable to analysis by econometric models. However, as the Wall Street Journal indicated in its recent article, business' success with such models have been mixed. I have been asked to present my views as to how coal producers can use such models and in what ways the industry is likely to be impacted by such models. I do not presume to speak for the whole coal industry, but only to share with you the personal observations of one who has worked "both sides of the street", having been employed' both by government and a consulting firm prior to joining the coal industry. In my opinion, the use of econometric models to analyze the coal industry will impact the coal producers in two main ways. First, their use by government will have a profound impact on future government policies related to the mining, transportation and utilization of coal. Second, such models, when properly calibrated and refined, may become useful tools for the coal producers in doing market research and long-range planning. While the former has already begun to impact on the operating environment or the coal industry, the latter is still in the embryo stage.

This paper deals with some aspects of concrete construction in remote locations and/or cold climates. The writer's experience covers 25 years in construction in western and Central Canada. I will bring forth some pertinent observations and cost facts learned from this experience. Let us start by saying that there is nothing more important than preplanning the entire project. By this I mean the production of the engineering design, working drawings, soliciting of prices and ordering of all equipment and contractors work, the delivery of all equipment and all onsite work. All of this should be placed on a master schedule, preferably a C.P.M. We have been using C.P M. Scheduling for all of our work for 5 years and have found it in-valuable. This preliminary schedule will show initial items of work and target dates. After main equipment orders are placed and deliveries confirmed, the construction schedule can be revised to include manpower and construction equipment requirements. From this information the size of camp is determined. This, of course, must be ordered several months ahead. The manpower schedule can be broken into trades to tell us the number of men of each trade required at any time. This is important in helping to determine where the men must come from and whether or not any incentive is needed to get them. The schedule will also point out if it is impossible to get the project closed in before winter becomes too severe unless overtime is worked or the project is started in early spring. In most parts of Canada cold weather starts in October and lasts through April. A common term of reference has been to wait for the frost to come out of the ground before starting work in the spring. The Upper Hidden Basin Diversion (UHBD) tunnel was driven approximately 1.2 miles by the drill-and-blast method primarily through massive granite bedrock geology for the Kodiak Electric Association, Inc. (KEA) in Kodiak, Alaska. The tunnel was driven from both portals with a constant 11-ft straight-leg horseshoe cross-section. The design and construction of the tunnel was driven by logistics and weather conditions due to its remote location and the rugged terrain of the project setting. This paper will discuss the successful completion of a challenging project over a ve-year period from preliminary planning through the design and construction phases.

The underground mining evolution for block cave mines in Chile and worldwide has made important strides in the last decades. Nonetheless, reserves determination in the initial stages of these types of projects—mainly for long-term planning—is not studied in as much detail as it should be, especially regarding the impact on the final value of the enterprise. Today, the first estimation of the size of a block cave mine, typically expressed in tons, tends to determine very large footprints and ore bodies. The resulting large-scale mine is obtained by applying the marginal cut-off grade (COG) to determine reserves. Yet, in many cases, it is possible to obtain an equal or higher benefit, extracting fewer reserves in less time, with a smaller active area, which significantly reduces the project’s uncertainty. To explore scenarios obtained by applying a higher marginal COG in the initial phases of the project, the Hill of Value methodology is used to estimate the net present value (NPV) in relation to the production rate and the COG. However, the application of this methodology considers certain simplifications that generate results which are not completely satisfactory in specific cases. This paper suggests an improvement of this method to obtain more reliable results regarding determination of a COG profile that will optimize the NPVof a block-cave project. The methodology was developed and applied in a massive polymetallic deposit with zinc, lead, and silver mineralization, corresponding to a real block caving project. The methodology provides NPV results that differ by approximately 15% in comparison to the real mine plan, while also being considerably simpler and faster to calculate. In summary, the proposed methodology provides a reasonable and fast procedure to estimate higher than marginal COG that increases the NPV of block cave mine projects.

Utilities are using every technological tool at their disposal to find optimum solutions to challenges in every aspect of operations. In fuel planning and procurement, these tools include models that predict which dispatch line-up will comply with environmental regulations at minimum cost. UK Seabed Resources (UKSR) signed a manganese nodule exploration contract with the International Seabed Authority on 8 February 2013 for a 58,000 km2 tract on the eastern edge of the Clarion Clipperton Zone (CCZ). UKSR is a private company based in the United Kingdom and established primarily to develop the commercial potential of the CCZ deposits. This is the first of many anticipated regulatory, market and technical milestones that are requisite for (1) environmentally responsible commercial scale production of nodule derived metals and (2) generation of revenue through their sale in the global commodities market. This presentation will describe the progress made to date in this effort and an industry-based perspective on the tasks and challenges that may lie ahead.

The second underground coal gasification experiment conducted by ERDA's Laramie Energy Research Center at a site near Hanna, Wyoming, was completed on July 30, 1976. During the experiment production reached 0.32 Mm 3/d (12 Mft3/d) of 6.9 MJ/m3 gas (175 Btu/ft 3 ). Approximately 6100 tonne (6700 ton) of coal were gasified during the experiment. Energy return ratios of 4.5 to 5.3, cold gas - thermal efficiencies of 76 to 89 percent, and overall process efficiencies of 65 to 74 percent were achieved during the second Hanna experiment. This paper describes the experiment and the results obtained with emphasis given to the determination of the energy recovered relative to energy consumed in conducting the test. Data from this determination are compared with previously published data from the first test conducted at Hanna during 1973-1974.

The Nevada Test Site is located approximately 65 miles northwest of Las Vegas, NY. The site was primarily used by the Department of Energy for the field testing of nuclear weapons and contaminated by several million cubic feet of low-level radioactive wastes, heavy metals, volatile and non-volatile organics, and explosive materials. Leaching and transportation of these contaminants are creating severe environmental problems. The purpose of this study is to examine pozzolan, a natural alumina-silicate mineral, as a possible replacement of the existing impermeable barriers (clays). In the first phase of this study, radionuclide sorption characteristics of pozzolan were investigated. This paper will present the results of the sorption tests for the target radionuclides.
