This article presents a novel design, called the Climax, High Capacity Processor (HCP), for pre-combustion cleaning of coal. This design is particularly suitable for the plant capacities of 400 ~ 660 TPH. The HCP is different from the conventional designs with an equivalent throughput in three major aspects: 1) the use of one large capacity HM cyclone to separate coarse and intermediate raw coal in a single circuit; 2) the elimination of the conventional secondary magnetics recovery system by use of the high efficiency Climax, magnetic separators; 3) the use of "single line" piping with a minimum requirement of ancillary devices. In comparison with conventional designs with similar capacity, the HCP plant costs much less in capital investment, operation and maintenance.

From 1990 to 1996, 16 states reported 92 injuries from falls of roof, rib or face in the more than 90 underground stone mines in the United States (Fig.1). Missouri, Pennsylvania and Kentucky accounted for 48% of the total number of injuries (Fig. 2). Of this total, 11 miners were killed. Of the 11 fatalities, 10, or 91%, were associated with unrecognized loose or failed rock within the roof beam. Additionally, unrecognized roof beam failures resulted in a majority of the falls of ground injuries occurring in underground US stone mines from1990 to 1996. This number is not large in magnitude. But a workforce of fewer than 2,000 miners makes for a high fatal-accident rate. The severity of the typical fall-of-ground injury is, in general, very high. About three-fifths of all roof, face and rib fall injuries were designated by the US Mine Safety and Health Administration (MSHA) as some kind of lost time accident. MSHA assigns each accident a severity value from one to six. A one represents a fatality, a two, a permanent disability and three, a lost time accident (Fig. 3).

The National Institute for Occupational Safety and Health (NIOSH) has continued study of the Personal Dust Monitor (PDM) developed by Rupprecht & Patashnick Co. Inc. through a CDC contract and currently being commercialized by Thermo Fisher Scientific. This report examines the effect of oversize particles, cyclone inversion, and cleaning procedures. Clean and exposed filters were examined using light microscopy and particulates counted before and after various instrument manipulations. The data presented show that the dry cleaning procedures do not cause significant (greater than limit of detection) sample contamination by respirable or oversize particulates and that the cyclone is resistant to particulate carry over during inversion.

Two-phase (water and air) flow in a self-aspirated WEMCO flotation machine has been investigated using computational fluid dynamics (CFD). The geometric model is a replica of a 300 m3 cell. A 72-degree sector containing two blades of the ten-blade rotor has been modeled and periodic boundary conditions are applied in the circumferential direction. Simulation of a sector of the machine allows acceptable resolution of the mean flow field using 4x106 grid points. The flow is modeled by Euler-Euler approach, and transport equations are solved using a commercial software ANSYS-CFX5 [1]. Unsteady simulations have been performed. In a self-aspirated machine, airflow rate is not known a prior; it is an output from the CFD simulation. Uniform mean bubble diameter of 0.7 mm has been specified as an input for the simulation. Air flow rate and power consumption have been monitored with time, and results indicate a stable operation. Air volume fraction contours and velocity field in different regions of the machine are presented and discussed.

Some countries are infinitely poorer than others in mineral resources-despite the perfect equality of their political leaders ambitions. Compare the mineral poverty of Kenya and Tanganyika with the riches of Katanga Province and Northern Rhodesia. Compare Paraguay with Chile, There never has been any equality in the distribution of nature's wealth. Minerals cannot play any role at all in economic development where they don't exist, and there are bound to be differential rates of economic development where there are basic differences in the wealth of mineral resources available. Africa is my principal area of interest and I know that there is an unfortunate but widespread misconception about Africa's "vast mineral resources, "its "untapped mineral wealth." Why is it untapped? Why is it undeveloped?

"INTRODUCTION “Explosion protection” refers to techniques used to minimize the potential for electrical and electronic equipment to create an ignition while operating in a hazardous location (HAZLOC). In particular, U.S. coal mines are required to use equipment in certain areas of the mine that has been approved by the Mine Safety and Health Administration (MSHA) for use in a methane and coal dust environment to limit the risk of the equipment creating an ignition-capable spark or a thermal energy ignition. In general, MSHA’s regulations for explosion protection recognize two techniques: the use of explosion-proof enclosures (XP boxes) and 2-fault intrinsic safety for electrical and electronic equipment. For 2-fault intrinsically safe (IS) equipment, the U.S. mining industry requirements are unique in that the equipment is certified by MSHA. The criteria MSHA uses to evaluate equipment for intrinsic safety, as required by Title 30 of the Code of Federal Regulations (30 CFR) [30 CFR, Sections18.20(b), 18.68(a)(1), 19.1(b), 20.1(c)(2), 22.6, 23.6, and 27.20(a)], is published in a document referred to as ACRI2001 (1). Outside of U.S. underground mining, many industries and countries accept equipment that is designed to a consensus-based international standard (ANSI/ISA 60079-11 is the U.S. version). The purpose of this study is to provide an overall assessment of the ANSI/ISA 60079-11 standard on 2-fault intrinsic safety and the MSHA ACRI2001 acceptance criteria, and determine if the ANSI/ISA document can be an alternative to ACRI2001 while maintaining an equivalent or better level of safety for miners. There are many drivers for this study. First, immediately after the 2006 MINER Act (2) was passed, there was a perception in the industry that the unique MSHA requirements were contributing to delays or restricting the availability of equipment to meet the requirements of the Act. Additionally, the MINER Act required that mine operators submit an accident response plan for MSHA approval, to be reviewed every six months. MSHA is required to determine if these plans reflect the most recent credible scientific research and make use of currently commercially available technology. There is a concern, as expressed in a recent National Academy of Science (NAS) study (3), that the unique requirements for U.S. mining may be limiting the technologies available to coal miners and technology options for mine operators. Accordingly, the study recommended that the National Institute for Occupational Safety and Health (NIOSH) and MSHA re-examine their technology approval and certification processes to ensure they are not deterring innovation, and explore opportunities to cooperate with other international approval organizations to harmonize U.S. and international standards without compromising safety. Lastly, the National Technology Transfer Act (NTTA) and the accompanying Office of Management and Budget’s OMB-119 circular mandate the use of consensus-based standards by federal agencies. However, for U.S. mining operations, MSHA cannot accept such standards unless a determination is made that such standards provide an equivalent level of protection for the miner, per the requirements of the 1977 Mine Act, the 2006 MINER Act, and 30 CFR Part 18 regulations."

When the price of gold cracked the US$9.60/g(US$300/oz) mark last year, the gold-mining industry began to crank up again. This followed several years of gold prices that had languished in the mid-200s. Existing mines increased production and mines that had lain dormant for many years were getting second looks. The United States still produces a large amount of gold. But not much of the new production is coming from that country. Instead, strict environmental regulations still have companies wary of trying to invest the millions needed to start a new mine or expand existing ones. And after years of studies and negotiations between legislators, environmental interests and the mining industry, the United States still has not crafted a new mining law.

Flooded-bed scrubbers on continuous miners have been shown to be an effective respirable dust control technology, traditionally used during the extraction of extended cuts of up to 12.2 m (40 ft). To effectively use scrubbers in faces that employ exhaust ventilation, the return ventilation curtain or tubing should be located outby the scrubber discharge on the continuous miner, which results in a setback distance from the face of approximately 12.2 m (40 ft). The goal of this research was to compare respirable dust levels generated in 6.1 m (20 ft) cuts when using extended curtain setbacks with a scrubber operating to dust levels in 6.1 m (20 ft) cuts when using traditional exhaust face ventilation without a scrubber operating. Dust surveys were completed at three mines with area and personal sampling conducted to quantify respirable dust concentrations on a cut-by-cut basis. Sampling results did not show a statistically significant difference in respirable dust at the continuous miner or shuttle car locations with and without the scrubber operating. However, with the scrubber operating, respirable dust concentrations in the return airstream downwind of the miner showed reductions of 91%, 86%, and 40% at Mines A, B, and C, respectively. The reductions at Mines A and B were statistically significant. Likewise, reductions in respirable quartz dust levels in the miner return were observed at all three mines, with statistically significant reductions of over 80% observed at Mines A and B. Consequently, operation of the flooded-bed scrubber did not impact respirable dust levels in the face area but did significantly reduce respirable and quartz dust levels downwind of the continuous miner. These results were obtained with the mines operating at or above the minimum operating levels specified in their ventilation plans.

The handleability monitor has been specifically designed to provide a simple, rapid and on-site assessment of the whole or part consignment of a coal blend in its ‘as-received’ condition. Evaluation has been carried out at a number of coal-handling plants, on both metallurgical and power station coals from a variety of sources world-wide. The results which are used to predict which coals could routinely pass through a handling plant at line capacity, without causing blockage or delay, have also been correlated with moisture, ash and size analyses of the coal to develop a predictive model of handleability.

For over 40 years, Mufulira underground copper mine has been recording incidents of rockburst. Laboratory tests and numerical analyses were carried out to understand the rockburst mechanism at the Mufulira mine. Rockburst did not occur in the chain pillars or at the mining face, but mainly in the mining drives along diminishing pillars or ahead of the mining face. RQD suggested that the rock mass in the rockburst areas was relatively intact. Laboratory tests confirmed that the rock at Mufulira mine is very strong and brittle. Elastic stress analyses for the rockburst sites by 3D displacement discontinuity method (DDM) indicated very high stress in the chain pillars and low-stress concentration at the sites of rockburst during the initial mining stages. However, there was no apparent positive correlation between the elastically calculated normal stress values and the occurrences of rockbursts. The 2D elastic FEM analysis was conducted under the concentrated stress by DDM and indicated that some stress increase with face advance for the rockburst in the vicinity of the mining face. However, stress severity indicated almost no increase, and the rockbursts cannot be explained as an instantaneous rock mass failure due to stress increase by mining. Therefore, a creep damage model was proposed to clarify the mechanism of the rockbursts. Cumulative rock damage was evaluated for the edge elements of each sidewall of the mining drives, based on the normal stresses by 3D DDM. The rockburst occurrences were well hindcasted. A method to estimate the volume of the rockburst source was proposed, and a likely result was obtained.

Production scheduling in underground mines is one of the most important and complex processes in maximising the economic value of an operation over the life of the mine. Due to increasing energy, transportation, processing and smelting costs and reducing water availability, the extraction of ore deposits through underground operations has become more expensive and challenging. A potential productive and efficient solution to mitigate these issues is to integrate pre-concentration systems into the existing mining system to increase ore grades through a preliminary process of rejecting some waste before sending the ore to the energy intensive mineral processing plant. Further benefit of such systems includes the utilisation of the waste and low-grade material in backfilling of open stopes to reduce the transportation costs and surface environmental impact such as reduction of CO2 emissions and waste transportation. The objective of this paper is to present a new mathematical model to optimise the production schedule of underground metalliferous mining operations in the presence of a pre-concentration system. The proposed model optimises the production schedule and sequencing of stopes within a sublevel stoping operation. The results of this study illustrate the potential economic benefits of using a pre-concentration system prior to a mineral processing operation as a result of increased net present value.

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. Permanent reclamation of tailing and acid forming mine wastes in the western United States has been largely a losing proposition. There have been few if any successes without actual burial of wastes with soil, overburden, waste rock or other material more amenable to reclamation. Rather than major breakthroughs, development of new techniques has been slow and steady. Revegetation of acid forming wastes with little or no soil cover is now probably feasible. Three key elements include the use of adapted plant species which are now becoming commercially available, lime and selective bactericide for controlling acid, and organic amendments such as manure or sewage sludge. Benefits of this type of reclamation often include reduced mobility of toxic metals and improvements in water quality. With a stringent regulatory regime for mine wastes impending under Strawman II, the importance of good, economical reclamation techniques will become critical to successful and profitable western mining operations.

INTRODUCTION Site characterization using oriented borehole core is the subject of this paper. Borehole core is a standard source of data for rock mechanics investigations. Oriented borehole core provides data whereby the geometric orientation of various geologic discontinuities (faults, joints, bedding, etc.) may be determined. The orientation and strength characteristics of discontinuities are important in many engineering investigations and in particular, in slope stability analyses. In heavily vegetated or soil covered situations, oriented borehole core may provide the only means of assessing the subsurface planes of weakness which characterize the site. The purpose of this paper is to briefly describe various methods or orienting core, core characteristics which may be logged and the methods of processing and using the data for site characterization.

Limestone-based technology for arsenic removal from water is an innovative and promising method. The technology offers the potential for low-cost disposal of a stable waste product after arsenic removal, either in an ordinary landfill or by encapsulation in concrete. Leaching research described in this paper shows that the limestone waste, after encapsulation in concrete, passes the Toxicity Characteristic Leaching Procedure (TCLP) test. Leaching was less than 0.05 mg/L, which is 1/100 of the U.S. EPA?s standard for disposal of arsenic in a landfill. Disposal of arsenic-enriched waste is critical for commercial viability of arsenic-removal technologies. Low-cost disposal gives the limestone-based method an advantage that could help communities meet the new maximum contaminant level of 10 parts per billion for arsenic in drinking water. The ability to recycle the waste material in concrete could add a significant economic benefit, further reducing overall costs.

For two consecutive years the author and his wife have been fortunate enough to have been invited by the Peoples Republic of China to work with Chinese geologists of the Geological Bureau of the Ministry of Metallurgical Industries (MMI). Our visits, each of which lasted 7-8 weeks, took us to northwestern Sichuan, central Anhui, and much of Hebei Province, as shown in the accompanying drawing. We were asked to evaluate, criticize, and offer suggestions on the exploration and mining techniques used by the Chinese. Our commission both years was centered on gold, although we were also to visit other operations when the opportunity arose. In 1986, the visit primarily concerned with disseminated "Carlin" type gold deposits; in 1987, with "Greenstone" type gold deposits. Gold has been targeted by the Chinese as a metal of importance to the nation. Several governmental agencies have received direction and budgets to seek and develop gold properties. Besides the Ministry of Metallurgical Industry, gold is being sought by the Ministry of Geology, the China Gold Corporation, and reportedly the Peoples Army. There is considerable competition among these agencies. It is not uncommon to find two or more agencies working in the same general area. However, communication between the groups is minimal. Last year, we toured a small mine at Bambishan. We could see a diamond drill across the valley. The rig belonged to another Ministry and my guides voiced their curiosity to know what their competitors were finding. Mining, too, is not the monolithic bureaucracy that most Westerners anticipate in China. There are various levels of mining. These differ not only in sophistication, but in ownership. First, for small deposits the state allows "Peoples Mines". These can be owned and worked by individuals. Stillwater Mining Co. (SMC) is engaged in developing, extracting, processing and refining palladium, platinum and associated metals (PGM)from the J-M Reef. This geological formation is located in Stillwater, Sweet Grass and Park counties in southern Montana. Associated byproduct metals include rhodium, gold, silver, nickel and copper. SMC’s current mining operations are near Nye, MT. The company is currently developing a second underground palladium and platinum mine, the East Boulder project, about 21 km (13 miles) west of the Nye operations. A 5,650-m (18,550-ft) tunnel is required to gain access to the ore-bearing horizon (J-M Reef).

The 4th bore of the Caldecott Tunnel is a 50-ft horseshoe shaped highway tunnel located in the hills east of Oakland, California. Tunnel excavation was mostly completed using one of the world?s largest commercially available roadheaders, a Wirth T3.20. The geologic profile included seven different geologic units, which displayed a range of different behavior with regard to excavation and initial support. Following a brief introduction to the excavation and support methods, this paper will discuss roadheader performance in the various geologic units encountered during excavation. Comments will also be made concerning the relationship between the roadheader method of excavation and observed ground convergence during excavation.

What prompted the merger of the two long-established American Mining Congress/National Coal Association (AMC/NCA) groups that combine the coal, hard-rock, industrial- and agricultural-minerals sectors of mining? Both associations have been facing similar stresses for several years - structural changes in their respective industries, the changing personality and role of government and well-financed and organized opposition groups. In 1993, the AMC board of directors undertook efforts at reorganizing the association. One board member, who serves on both boards, suggested it might be time to give serious consideration to merging the organizations. This is an idea that had been discussed more or less informally at least three times during my tenure at NCA. Negotiations toward a merger began after that and were consummated in February of this year.

In September 2003, a test was conducted to see if a115-mm- (4.5-in.-) diam Mocap Vari-Stem blasthole plug could improve the pattern of explosives using different top stemming material. The test took place at the J.S. Faulkroad and Sonsstone quarry in McCalisterville, PA. The test consisted of a production stone blast. Half of the holes were stemmed with standard crushed stone. Two-thirds of the remaining half were stemmed with Vari-Stem plugs and crushed stone. And the remaining one-third of the second 50 percent was stemmed with Vari-Stem plugs and only drill cuttings.
