What will this deal do to the company’s stock price? This question arises when a publicly traded mining company is presented with a new mine project, or business combination. The standard tool for addressing this question is to use discounted cash flow analysis, or net asset value(NAV), which is discounted cash flow net of liabilities. Cash flow-based analysis is invaluable for assessing project costs and other impacts on debt service capacity and internal rates of return. But cash flow analysis and NAV do not work very well for stock price analysis.

This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall's column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall's point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation. The Arrowhead Tunnels Project represents the final portion of a 70 km (44-mile) long water conveyance facility that will bring up to 28 m3/sec (1,000 ft 3/sec) of water into Southern California. The 13 km (8-mile) tunnelling project is well underway and consists of two, 5.8 m (19-ft) diameter TBM bores through extremely variable geological conditions. An extensive and essential pre-excavation drilling and grouting program was performed in all reaches of the Arrowhead Tunnels Project, located north of San Bernardino, CA. This program supported the advance of two hybrid hard rock TBMs though extremely challenging ground conditions under substantial ground cover and up to 27 bar (900 ft) of ground water pressure. The well known San Andreas Fault lies nearby and has greatly influenced the local geological conditions. This paper will describe the means, methods and materials used throughout the numerous phases of the pre-excavation grouting program. It will also describe many versatile, flexible and innovative drilling and grouting methods and equipment systems utilized to improve performance, save time and costs in constantly changing geological conditions. Considerable lessons learned have been learned while overcoming some extremely formidable ground conditions and safely advancing the tunnels.

The production and consumption of industrial minerals in the United States traditionally have played important roles in mining and in the supply of the bulk of basic raw materials to the economy. This diverse group of minerals extracted and consumed by a variety of industries accounts, on a weight and volume basis, for most mineral-based products consumed in our economy. Industrial minerals form the bulk of the basic raw-materials feedstock for most of the construction, agricultural, and inorganic-chemical-manufacturing sectors, and a good portion of the transportation, manufacturing, organic chemical, and service sectors of the U.S. economy. In this presentation, I discuss current estimates of the amount and value of industrial minerals mined compared with all mining in 1997. I then present a summary of 1997 production of industrial minerals by several end-use industries. This is followed by a historical perspective of the consumption of industrial minerals as a subset of all basic materials, with special emphasis on the aggregates industry. The presentation concludes with a look at the geographic distribution of industrial mineral operations in the United States and some thoughts about the future.

Introduction Continuous monitoring techniques have been used in the US and abroad for many years. A continuous miner has a monitor that measures methane and automatically gives a warning if the methane exceeds 1%. It deenergizes the continuous mining machine automatically at a maximum concentration of 2%. Main fans are also continually monitored to ensure operation. Alarms may also be given at a remote location should a fan slow or stop. The systems being developed can continuously monitor various gases and equipment throughout the mine and transmit pertinent data to a surface monitoring station. At this station, conditions throughout the mine can be monitored and, in some instances, controlled. These are known as Mine Wide Monitoring Systems (MWMS). History The use of environmental monitoring systems began in 1976 when a federal court approved the petition of modification to use belt air at the face. The first mine to receive a modification did install a system to supplement existing safeguards. Later, the Mine Safety and Health Administration (MSHA) and the US Bureau of Mines (USBM) conducted tests dealing with the use of belt air. Findings from these tests are being used to set guidelines as requirements of a petition. These requirements include: • Velocity of air has to be 0.25 to 1.5 m/sec (50 to 300 fpm); • Monitors will be installed at each belt drive and tailpiece and at intervals not to exceed 610 m (2000 ft); and • An alarm level of 10 ppm, above the ambient level is appropriate. The early uses of environmental monitoring could only be used outby the last open crosscut. That may be a reason for an initial slow growth of these systems. In June 1982, MSHA began evaluating systems that could be used in returns to ensure that monitoring systems being used in areas where permissible equipment is required does not of itself pose an explosion hazard. This is known as the Mine Wide Monitoring Systems Evaluations and Sensor Classification program. The evaluations and classifications granted are based on electric currents and voltages. Use of mine wide monitoring systems The environmental aspect of MWMS in today's coal industry deals with carbon monoxide (CO), methane (CH4), and air velocity. Just as all mines are different and encounter different problems, the MWMS are diverse and can be used to provide necessary data in all areas of coal mines. Mine operators in an ultragassy seam, for example, may be concerned with monitoring methane, while a mine that used diesel equipment may want to continuously monitor for diesel contaminants. In a mine with roof fall problems, airflow monitors may be helpful as an indication of whether the air is flowing in its normal course and at its normal volume. Today's MWMS can monitor any or all of these parameters. Most systems can be expanded as mining needs require. For example, a mine is now being monitored for methane and five years from now CO monitoring would help increase safety. It may be possible to use the same system by adding additional equipment. In the US, 30 environmental monitoring systems were installed from May 1985 through May 1986. In 1984 and 1985, there were 38 and 44 environmental monitoring systems in operation, respectively. Due to mine closings, 11 of these are no longer in use. However, the number of mines using environmental monitoring systems increased to 63. More than 150 Mt (165 million st) of material crashed down at the Bingham Canyon Mine (Rio Tinto/Kennecott Utah Copper) near Salt Lake City, UT on April 10, 2013. The mine, one of the largest openpit mines in the world, ceased operations and evacuated personnel prior to the slide when it was discovered that material was moving at a rate of 5 cm/d (2 in./day). The slide destroyed the mine?s visitor?s center, buried several pieces of large mining equipment and severely hampered production. The Kennecott Utah Copper Corp. immediately began to assess the damage and look for options to reestablish operations. The highly unstable ground ? emphasized by another minor slide in September 2013 ? makes any cleanup efforts extremely dangerous. With terrain too dangerous for human operators, Kennecott was forced to look for alternatives that would help the company work on the treacherous slopes of the landslide while also keeping personnel safe.

Mountaintop removal (MTR) mining started in West Virginia nearly 30 years ago. This surface mining method can extract multiple coal seams as thin as a few inches in whole and minimum rock dilution in very steep mountainous terrain. MTR is highly efficient, even if coal seams are in close proximity and small in a real extent. Consequently, MTR has been widely used in the Central Appalachian coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impact on the surrounding area. During the past two years, however, the debate over MTR mining has grown quickly and has become very intense. This article describes chronologically issues raised by various parties, legal actions, impacts on mining permit applications and research projects developed to address the issues.

Since the early days of risk management, developments in technology and guidelines (ITA, ITIG, OGG, UCA) have advanced risk management and probable cost estimating, which are now widely recognized. WSDOT’s CEVP risk-based cost validation process is now established after 20 years. This paper traces these developments, summarizes advanced techniques, and presents examples of US and international projects with results. A particular case of using advanced risk evaluation to allow enhanced-capability TBMs to be considered in a competitive bid process is presented. Further advances, including the use of digital twin risk-based representation of complex projects, are described.

In fluctuating airflow, continuous air velocity recording is the most reliable method of air velocity measurement. It allows for fast recognition of changes and the calculation of long-term averages. Also, it enables the mine operator to identify when the airflow has decreased to a point requiring action. Using ultrasonic anemometers provides an accurate option for continuous air velocity monitoring. This paper provides information about the effect of common obstructions in underground mining on air velocity readings. Stationary and moving obstructions are used to represent workers and equipment that would cause discrepancies in measured airflow. Also, it is important to know how large of a sample size is required to ensure reasonable accuracy of results. Statistical analysis is used to evaluate the required sample size. The sampling procedure is further studied by comparing two different sample rates. The results show that obstructions provide noticeable differences in air velocity measurements. Also, movement of obstructions can be recognized from changes in results. Surprisingly small sample sizes provide reliable air velocity information. Standard sample rates are found to be suitable for the underground environment.

"In Pennsylvania’s rich mining history, various forms of room-and-pillar mining have been in use for over 150 years. Longwall mining, introduced in the late 1960s, occupies only the last 60 of those 150 years and now represents the dominant method of extracting coal in the Pittsburgh coalbed. The introduction of longwall mining allowed larger quantities of coal to be extracted in safer and more efficient manners than room-and-pillar mining. However, the associated formation of subsidence basins have elevated both the number and intensity of watersource and surface structure impacts. When these first longwall panels were mined the factors responsible for these impacts were poorly understood and regulations were focused only on surface structures. Today, with over 600 panels mined under a wide range of conditions, these factors are known and regulations have developed to help mitigate water supply and surface structure impacts.The cause and severity of surface effects are thought to be dependent on multiple factors, including the location within the subsidence basin, overburden, panel width, and orientation of the panel. The changing characteristics of over 600 longwall panels mined in the last 60 years are analyzed to determine factors important in subsidence related surface impacts. This study compares the location of the surface impacts with the longwall panel size, overburden, and maximum predicted vertical subsidence. The data shows that changing these characteristics are impacting surface features in a significant manner as measured by the number of company liable reported effects.INTRODUCTIONLongwall mining has occurred in Pennsylvania for over 60 years, and at the current mining rates, longwall mining is expected to continue in the Pennsylvania Pittsburgh Coalbed until the reserves are exhausted. Figure 1 shows all mining that has occurred in the Pittsburgh Coalbed, as well as the area that is left to mine. It is predicted that there are 40 years left of longwall mining on the Pittsburgh Coalbed, under the assumption that 50% of the total 280,000 acres will be mined at the current rate of 3500 acres/year."

Since Reserve Mining Co. began commercial operations at Silver Bay, MN, some 25 years ago, major improvements in taconite processing technology have become available. In addition, significant new government standards have been imposed on industrial operations. By implementing a $370-million modernization program, Reserve was able to accomplish two major company objectives: the quality of concentrates produced from the Peter Mitchell mine has improved, and the operation meets both present and foreseeable environmental standards. Process modifications at Reserve were designed to: •Reduce the pellet silica content from 9% to 5%; •Increase the pellet iron content from 62.5% to 65.8%; •Implement a tailings disposal system utilizing "best available technology" water quality controls; and •Reduce air emissions by installing "best available technology" air emission controls. By adding dry cobbing, fine screening, and flotation to the concentrating process, pellet silica content has been reduced; the process reclaims and reuses all process waters; all tailings are stored in a zero discharge tailings basin; and all air emission standards are being met. Initial Beneficiation at Silver Bay Reserve's Peter Mitchell mine at Babbitt, MN, is on the eastern end of the Biwabik iron formation. The open-pit mine is approximately 16 km long, 0.8 km wide, and presently has a maximum depth of about 50 m. Principal constituents of the ore body are magnetite, quartz, and iron-magnesium silicates. The company's large commercial plant began operating at Silver Bay, 75 rail km from the mine, in 1955. Facilities have historically had the capacity to process 31.5 Mt/a of taconite, containing an average 24% magnetic iron, into 11 Mt/a of iron ore pellets. Reserve's initial beneficiation process-which existed up to early 1979-consisted of two crushing stages at the Babbitt mine site, two additional crushing and screening stages at Silver Bay, grinding in a conventional rod-ball¬regrind mill circuit, size classification with cyclones, and concentration with magnetic and hydraulic separators. Concentrate produced by that circuit assayed 65% iron and 8.5% silica, with a screen analysis of 94% -44 µm, and a surface area of 9300 cm2/cm3. Pellets produced from this concentrate assayed 62.5% iron and 9% silica (dry basis). Construction began in 1977 to modify Reserve's operation. Process modifications were designed from pilot scale operations that had been operated and researched by Reserve for more than 10 years. There were two design restraints imposed on the process: economic constraints that Reserve continue to use much of the existing processes and structures in the new operation; and a substantial number of government-imposed permit constraints. In effect, the tailings process was designed first and then a concentrating process was developed that would "fit" the tailings disposal system. Operation of the modified process began in June 1980. Crushing Remains Unchanged No changes in process flow were made at either the Babbitt mine and crushing plant or at the Silver Bay fine crusher. Gyratory crushers reduce run-of-mine taconite to -90 mm-diam at the mine. Taconite is then transported to Silver Bay by intra-plant railroad. There are 10 fine crushing lines. Each consists of a double deck screen, followed by a heavy duty short head crusher, a second double deck screen, and second short head crusher. All screen undersize material bypasses the crushing lines, resulting in an open circuit crushing process. Fine crusher product is approximately 98% - 20 mm, 80% -12 mm, and 50% -10 mm in diameter. Each fine crusher line processes about 400 t/h of crude taconite. Cobbing Provides Aggregate for Tailings Dams The first major process change was the addition of dry cobbing, a dry magnetic separation step between the fine crusher and concentrator. Dry cobbing serves two major purposes in the new process. Its principal function is to provide large volumes of dry coarse aggregate for use in construction of tailings dams. This process rejects about 20% of the fine crusher product as tailings with a size analysis of 98% -20 mm and 50% - 10 mm. These tailings are free draining and have high frictional shear strengths-two key requirements for dam building aggregates. Fine crusher product is conveyed to a new dry cobbing building. Here crushed ore is discharged into one of two 30-minute capacity surge bins. Crushed ore is withdrawn by 12 constant speed conveyor belts; each discharges 500 t of crushed taconite into a dry cobbing machine. Each machine consists of a 3-m-long riffle splitter and two vari-

Several industrial-scale HydroFloat separators have recently been installed at Mosaic?s South Fort Meade beneficiation plant for the purpose of improving phosphate recovery and throughput capacity. This technology was implemented after numerous laboratory, bench-scale and on-site, pilot-scale test campaigns. The results from this detailed test work provided sufficient justification for the complete retrofit of the existing coarse and ultra-coarse flotation cells. Data indicate that the metallurgical results obtained with the full-scale separators are consistent with that obtained during both the bench- and pilot-scale evaluations. The benefits, theory of operation and commissioning of the equipment are also discussed.

Introduction The mining industry has long been associated with a high incidence of low back disorders and pain (Klein et al. 1984, Leigh and Sheetz 1989, Brinckmann et al. 1998). It is believed that the higher incidence of these injuries among miners is the result of high exposures to postural demands, heavy manual work, and exposure to whole-body vibration (WBV). Recent work has indicated that miners involved with heavy lifting (especially in restricted spaces or on uneven ground) or who have been exposed to whole-body vibration in undamped seats experience noticeable changes in their spines that are consistent with degeneration of the intervetebral discs of the spine (Brinckmann et al. 1998). As will be described shortly, there is mounting evidence that disc degeneration plays a large role in the development of low back pain, particularly chronic back pain. Until fairly recently, medical doctors generally assumed that back pain was the result of muscle strain, ligament pain, or so-called “trigger points” (Bogduk, 1997). However, research supporting these mechanisms of pain has been very scant. When subjected to scientific scrutiny, none of these mechanisms has been shown to relate to back pain in a convincing manner. On the other hand, there are three mechanisms that have been shown to be highly associated with back pain in controlled scientific studies: sacroiliac pain (present in 13% of back pain sufferers) (Maigne et al. 1996), facet joint pain (present in 15 % of back pain sufferers) (Schwarzer et al 1994), and disc disruption and degeneration (present in 39% of chronic back pain sufferers) (Moneta et al. 1994). The latter mechanism, which bears the highest relationship to back pain that has been objectively demonstrated, will be the focus of this section. Scientists now believe they have a good idea how back pain may develop in cases involving disc disruption and degeneration (Bogduk 1997). As the spine experiences loading during lifting tasks or whole body vibration, the first structure to fail is called the vertebral endplate, which is a structure that attaches the disc of the spine to the vertebral body (Figure 1). The endplate typically experiences a fracture, which the body will attempt to heal by means of scar tissue. Unfortunately, this scar tissue impedes the flow of nutrition to the disc itself (discs are dependent on nutrition from the vertebral bones), and if the supply is reduced sufficiently, the disc will start to degenerate. As this degeneration process proceeds, fissures or tears in the fibers of the disc start to develop. If any of these tears is a grade 3 fissure (Figure 2), an inflammatory response occurs in the disc, which will lead to the well-known sensation of low back pain (Peng 2006).

Installation of a horizontal air blocking shelf around the inside perimeter of the surface mining drill deck shroud is proposed to improve dust capture. Without the use of this shelf, a strong coanda effect airflow pattern results in dust leakage to the environment, especially at the shroud-to-ground interface. Bailing air exits the drill hole and travels along the drill steel to the underside of the table, where it fans out across the bottom of the drill table and continues down the sides of the shroud. This dust-laden bailing air then strikes the ground and fans out under gaps between the shroud and the ground. The proposed shelf prevents dust-laden air from striking the ground by redirecting it toward the center of the enclosure, where it can be captured. Laboratory tests demonstrated that the shelf reduced dust levels outside of the shroud by 81% under operating conditions consisting of a 1.9:1 collector to bailing airflow ratio, and a 5.1-cm (2-in) gap between the shroud and ground. The shelf was 15.2-cm (6-in) wide and located at a height equal to 2/3 the distance measured from the bottom of the shroud to the bottom of the drill table. The air blocking shelf was also capable of overcoming the adverse impact of vertical leakage along the shroud seams as long as this leakage was confined to an area below the horizontal plane defined by the shelf location.

"The Scale-Distance formula is one of the primary means of determining the maximum amount of explosives that can be safely detonated at one time by a single delay. This paper describes a method of applying the Scale-Distance formula to the entire mining area using gridded surfaces. Using this technique, the operator can better determine the economic impact of nearby structures on the mine plan. INTRODUCTION As the surface mining of coal and stone encroaches near populated areas, precautions must be taken to minimize blast vibration damage to protected structures. The common method employed to minimize vibration damage is not to reduce the total amount of explosive in the hole (which would negatively affect fragmentation), but rather to introduce delays to reduce the amount of explosive detonated at any point in time. The Scale-Distance formula, an industry-accepted standard, may be used to calculate the maximum weight of explosive that can be detonated at one time without damaging the structure. This information may then be used to determine the number of delays required for each hole. Detonators make up a large part of the cost of blasting. At roughly $15 per detonator an additional detonator in the hole can be significant. It is normal to set off hundreds of holes at in one shot. An additional detonator in each hole can cost additional thousands of dollars per shot. The number of detonators is also a function of the depth of the holes and the hole spacing. Being able to accurately forecast the economic impact of blasting near structures improves a company’s ability to make informed decisions on how to approach property owners. Operators basically have three options when dealing with property owners: 1. Buy the property and blast without restriction 2. Negotiate with property owner for a waiver to allow unrestricted blasting 3. Comply with the legal blasting restrictions This paper proposes a method for the engineer to forecast for all points in the proposed mining area the impact of nearby structures upon the blast design. Being able to create a contour map and ultimately estimate the number of delays required for the entire forecasted mining area, the engineer can create accurate economic forecasts of the cost of blasting. The objective is to reduce the level of uncertainty in the forecast of the blast component portion of the forecast."

Low cost, greater operating flexibility, and relatively simple operation are just three of the reasons for using minicomputers in the mining industry. No less than a dozen US manufacturers have sold the new generation of minicomputers to mining operations in the US and the world. Many manufacturers produce several models of minicomputers, each with excellent calculating capabilities. Prices for these "mini-giants" range from about $10,000 for a basic system to over $300,000 for a very powerful, sophisticated system with numerous peripheral devices. While the acceptance of minicomputers by the mining sector has lagged behind their penetration into other businesses, mines with minicomputer capability-especially remote mine sites-have found applications in practically all areas of operations including standard payroll processing, mineral deposit modeling and planning, surveying/mapping, production reporting, and daily production scheduling. In fact, the only limit to the further application of minicomputers in mining is the user's imagination. There are some obstacles to the accelerated use of minicomputers in the mining sector: the limited amount of software available, limited information on site-specific uses, and limited interest in the mining market by manufacturers. The latter is especially significant in light of the fact that many manufacturers queried in a recent telephone survey did not compile statistics on locations of their units in mining. The general consensus is that mining sales represent less than 1% of the total market. Many manufacturers do believe that market dynamics will increase their future research and development for the mining industry. The minicomputer was introduced in 1968, when Digital Equipment Corp. of Maynard, MA, developed a small computing device-the PDP-8 minicomputer. It is important to note that since then, it has become increasingly difficult to precisely define a minicomputer (see box, page 1582). The mini has evolved to surpass the capabilities of many of the large computers (mainframes) of 1968, and some models rival the mainframes of today.

The North 27th St. ISS Extension tunnel will, under present plans, be the last constructed section of Milwaukee Metropolitan Sewerage District?s (MMSD?s) existing deep tunnel system. The 6.5 m (21 ft) finished diameter tunnel is approximately 3,260 m (10,590 ft) long and is located in NE Milwaukee County. When disputes over the pro-cesses to be used in owner-directed pre-excavation grouting in rock threatened the completion date stipulated between MMSD and the State of Wisconsin, the MMSD and J.F. Shea, the contractor, entered into a unique agreement. Shea accepted responsibility for all shaft and tunnel grouting and water control during the project in exchange for settlement of claims related to grout quantities and perceived delays. This significantly reduced risk for the MMSD and helped ensure the stipulated completion of the project.

Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Operating problems Contributing factors toward relatively low productivity and high costs were the conditions of the track haulage, conveyor, and ventilation systems. Productivity was affected greatly by downtime associated with the conveyor system, which lacked adequate access for making splices or other repairs. Effective risk management in major subsurface projects involves ways to mitigate adverse impacts to final design and construction approaches due to changed subsurface conditions. An Early Contractor Involvement (ECI) collaborated with Observational Method will be an effective contractual tool to address risk developed due to encountering differing site conditions. Observational Method (OM) can further be supported with artificial intelligence (AI) technologies with automated data-driven decision-making features in risk mitigation and implementation of proper design and construction approaches. This paper presents collaborative applications of ECI, OM, machine learning, and risk baselining in risk management and productivity enhancement in tunneling projects.
