INTRODUCTION Background Tokyo, the capital of Japan, is one of the largest cities of the world. As many as 33 million people live in Tokyo and three neighboring prefectures although the city occupies only 0.6% of the area of the country. The network of Metropolitan Expressways serves as a major artery for daily physical distribution in Tokyo. The Central Circular Route of the Metropolitan Expressway (MECCR) is located innermost among the three circular routes in Tokyo (Figure 1). Once completed, MECCR is expected to drastically mitigate traffic congestion in the central Tokyo area and provide drivers wider varieties of options in route selection. Alleviating congestion is estimated to reduce 400,000 tons of carbon dioxide emissions annually. The eastern and northern sections and part of the western section of MECCR have been completed with the total length reaching 33 km. The western section will be extended southward by approximately 4 km in the spring of 2010. An 11-km-long western section of MECCR that is currently being constructed is composed mostly of tunnels. A large number of power supply, gas supply, telephone, drinking water and sewerage pipes have been placed under the Yamatedori avenue along which MECCR is being constructed. The shield tunneling method has therefore been adopted for constructing tunnels along the route. The method involves the advancement of a shield tunnel boring machine (TBM) through the ground simultaneously assembling segmental rings within the shield. The method not only enables the building of highway tunnels more quickly and efficiently than other methods but also minimizes the effects of construction work on the surrounding area and the environment. Constructing the tunnel using the conventional cut-and-cover method might have required large amounts of time and cost because relocating the numerous objects buried under the Yamatedori avenue might have been necessary during tunnel construction. It was also considered desirable to place the tunnel at a depth of 30 m or more from surface to prevent tunnel construction from adversely affecting railways because the tunnel was expected to cross eleven railways and subways. This is one of the reasons for selecting shield tunneling as an effective method. The shield tunneling method was finally adopted for a length of 7 km in the 11-km western section of MECCR. The shield tunneling method was also employed in the Ohashi Tunnel located southernmost in the 11-km western section of MECCR. This paper describes the construction of the Ohashi Shield Tunnel.

Since the promulgation of the first Federal Asbestos Standard by the Occupational Safety and Health Administration in 1972, other federal agencies have modified the standard to better carry on their own unique missions. The instruments used to identify and measure asbestos, the sampling protocol, and the criteria used to define asbestos, have been modified to some degree. The Mine Safety and Health Administration regulates and controls asbestos dust in the mining and mineral commodity industries. However, crushed stone and processed ores contain mineral fragments that are frequently difficult to distinguish from asbestos. Mineral nomenclature, instruments for particle analysis, and sampling strategy must be accommodated to some degree to make asbestos control workable and meaningful. Precedent in other agencies has made consideration of these changes possible. Newly identified amphibole asbestos minerals have further complicated the agency?s regulatory charge. Changes in its Asbestos Standard are now being considered. Crushed taconite ore in the Eastern Mesabi highlights many of these issues. ©2008 Published by Elsevier Inc. The Langmuir model has been widely used for the coal-methane sorption process through an isothermal test. However, even though the temperature-dependent Langmuir model was recognized theoretically and experimentally, the quantitative relationships between the Langmuir constants a and b and temperature have not been clarified and confirmed by laboratory test data. This paper collects 158 methane-coal sorption data under different temperatures that apply the Langmuir model to the relationships between the Langmuir constants a and b and temperature. Even though the Langmuir model cannot be used to show the physical state of methane adsorption on coal, it is widely used because of its simplicity and the reasonable explanation of its parameters a and b. The results from these published isothermal tests indicate that (1) there is no consistent relationship between Langmuir constant a and temperature, (2) the Langmuir model is a temperature-dependent model whose temperature-dependent feature is mainly shown by the relationship between the Langmuir constant b and temperature, and (3) the relationship between the Langmuir constant b and temperature can be described by both exponential and linear relationships with dried coal. This paper provides a database for the temperature-dependent Langmuir model that can be used for the reservoir simulation of coalbed methane reservoirs and for the coal seam degasification modeling of underground coal mines, considering the heating effects induced by geothermal and heat injection through factors such as hot water, hot steam and ultrasonics.

Pillars are used as the primary support structures for underground mining to maintain stability by supporting the over laying strata. In the case of horizontal seams, the pillars are typically subjected to axial loading due to the weight of the overburden and/or abutment stresses, while in the case of inclined seams they are subjected to oblique loading due to both the vertical and horizontal in-situ stress.

Conventional methods of drill hole site selection are reviewed briefly. Two approaches using geostatistics are then discussed, both of which have been shown to yield improved results. Finally, a branch and bound algorithm is described which will select the best locations for drilling from a user specified number of possible drill sites. Two options are discussed. First, the user can specify a maximum drilling investment or a maximum number of drill holes and the program will select the locations yielding the minimum estimation variance. This amounts to getting the most for a given investment. Alternatively, a maximum tolerable estimation variance can be specified and the program will select the number and location of the drill holes to obtain the desired information at a minimum cost. Another benefit of the approach is the quantification of the tradeoffs between investment and information obtained.

Asbestos fibers are highly fibrous silicate fibers that are distinguished by having a large aspect (length to diameter) ratio and are crystallized in an asbestiform habit that causes them to separate into very thin fibers or fibrils. These fibers are distinct from nonasbestiform cleavage fragments and may appear as thick, short fibers which break along cleavage planes without the high strength and flexibility of asbestiform fibers. Since cleavage fragments of respirable dimensions have generally proven nonpathogenic in animal studies, little data exists on assessing well-characterized preparations of cleavage fragments in in vitro models. Paper 1: Risk of gastrointestinal cancers from inhalation and ingestion of asbestos, John F. Gamble Selikoff suggested the hypothesis that asbestos exposure is causally associated with increased risk of gastrointestinal (GI) cancers in an early study of insulation workers. In this paper, John Gamble reports on his extensive review and reanalysis studies that address the relationship between asbestos exposure and GI cancers. The purpose of the review was to evaluate the association between asbestos exposure and risks of stomach, colorectal, colon, and rectal cancers separately. Gamble evaluated exposure?response (E?R) relationships using surrogate exposure methods ??because few individual studies of GI cancer have reported exposure? response analyses.?? The principal asbestos exposure surrogates are: (1) the rate ratio (RR) for lung cancer; and (2) the percent of mesothelioma among exposed workers. Analyzing SMRs for GI cancers from individual studies versus the risk of lung cancer and mesothelioma provides crude estimates of E?Rs for asbestos exposure and GI cancer. The East Bay Municipal Utility District is undertaking seismic upgrades of the Claremont Tunnel in the San Francisco Bay area. The tunnel carries treated water across the active Hayward Fault to supply a major metropolitan area. Studies indicate the tunnel could be severed by fault offset during a major seismic event. A design approach to achieve limited operation of the tunnel following fault displacement has been established and design details are currently being evaluated. This paper describes the project, the design approach, and summarizes significant construction constraints.

This paper evaluates the effect of longwall mining on a cluster of unconventional shale gas wells located in a district barrier pillar between a current longwall panel and the future panel north of the barrier pillar. A cluster of 19 unconventional shale gas wells have been drilled and 5 additional gas wells have been proposed in the barrier pillar. The closest gas well is 25.6 m (84 ft) to the current panel tailgate and 26.2 m (86 ft) to the tailgate of the future panel north of the barrier pillar. The rib-to-rib width of the barrier pillar is 57.9 m (190 ft). The distance between the two gas wells across the barrier pillar is 6.1 m (20 ft). The pillars in the current tailgate are on 22.9-m (75-ft) and 32.0-m (105-ft) centers, and the pillars in the tailgate of the panel north of the barrier will be on 22.9-m (75- ft) and 36.6-m (120-ft) centers. The two longwall panels adjacent to the barrier pillar are 475.5-m (1,560-ft) wide. The overburden depth at the shale gas well site is 321.6 m (1,055 ft). As development in underground coal mines progresses away from the critical components of the ventilation system, including the main fans and ventilation shafts, resistance within the system is markedly increased. This results in higher pressure and flow requirements from the main fan(s) to maintain adequate face ventilation. Upgrades to the primary ventilation system are often required. The use of booster fans underground is a potentially practical alternative to the addition of shafts and surface fans. This study presents simulations of the use of booster fans in two underground ventilation scenarios, one longwall and one room-and-pillar. The booster fan effects on the power requirements of the ventilation systems are evaluated.

Rio Algom Limited are currently undergoing a major expansion of their mining operations in the Elliot Lake area. To date this has involved the increase of output at the Quirke Mine from 4080 to 6350 tonnes per mill day (4500 to 7000 tons), the rehabilitation of the Panel Mine to produce at the rate of 2990 tonnes per mill day (3300 tons) by 1980, and the rehabilitation of the Stanleigh Mine to produce 4540 tonnes per mill day (5000 tons) by 1984. In addition, the planning for the rehabilitation of the Milliken Mine to produce 4990 tonnes per mill day (5500 tons) is now underway. This major expansion is taking place at a time of increasing awareness of occupational health matters and has involved very high capital expenditures and detailed planning related to the ventilation system to endeavour the provision of an acceptable environment. The paper discusses the ventilation systems, established and proposed, and relates them to historical and current data on mine air contaminants.

The Wolf Creek Upper Narrows Tunnel (Upper Narrows Tunnel) is one of the first major highway tunnel in the United States implementing the use of spray-on membrane for purposes of constructing a double-shell drainage solution between an initial shotcrete lining and a final cast-in-place concrete lining (Figure 1). In the case of the Upper Narrows Tunnel the primary membrane is constructed with a spray-on product manufactured by Degussa, namely Masterseal® 340 FA (MS 340) that has been utilized previously in other tunnel projects. Shotcrete-like in application, but differing in physical properties, MS 340 is now outdated, and is succeeded by Masterseal® 345 (MS 345), a nearly identical product, with improvements in material properties. Tunnel project histories utilizing either MS 340 or MS 345 are discussed and summarized with regard to the respective motives for prompting spray-on membrane selection and the realized benefits resulting from spray-on membrane construction. With an emphasis on the Upper Narrows Tunnel, project summaries discuss details of the aspects of design for spray-on membrane construction methodology as opposed to conventional sheet membrane construction methodologies. It is anticipated that experience gained during the construction of the Upper Narrows Tunnel with respect to other tunnel projects that have utilized spray-on membrane will be of use for future tunnels employing spray-on membrane in drainage solutions.

Push backs used in the production planning of open pit mines play an integral role in generating annual cash flow. Although several algorithms for push back designs have been proposed, none have studied the optimum number of push backs. In this paper, different algorithms have been implemented for the push back design of a cross section of a copper deposit and the results discussed. Moreover, the optimum number of push backs has been determined using analytical and multiple attribute decision making (MADM) methods based on minimizing the risk associated with grade uncertainty, and minimizing stripping ratio, while maximizing net present value (NPV). According to the findings, the optimum number of push backs has been proposed to be between three and six, as lower quantities of push backs are more likely to achieve the calculated net present value, and have smoother stripping ratios for different pushbacks. This approach was examined in an operating mine and the optimum number of push backs determined to be four.

With the depletion of high-grade iron ore resources, the utilization of existing low-grade iron ores, fines and tailings with effective beneficiation is inevitable to meet the iron and steel industry’s required specifications and demand. JSW Steel Limited is operating a 17-mtpa beneficiation plant at its Vijayanagar site in Bellary in Karnataka, which produces nearly 50 to 54 percent concentrate as sinter-grade fines. The sinter base mix consists of iron ore fines that are smaller than 10 mm, with 41 percent smaller than 0.150 mm; washed ore that is generally smaller than 3 mm and bigger than 0.150 mm, with 3 to 9 percent smaller than 0.150 mm; beneficiation plant concentrate, with 97 percent smaller than 0.150 mm; limestone; dolomite; coke breeze; lime; sinter return fines; direct reduced iron (DRI) fines; and micropellets produced from steel plant waste. Using more washed ore in the sinter base mix affects the sinter quality. Ball formation in the mixing and nodulizing drum is an important step in sinter making and requires sufficient quantity of smaller than 0.150 mm fines. Optimization of fines in the sinter base was carried out by replacing the smaller than 10 mm iron ore fines with washed ore. Size analysis, study of the granulation index (G index) and optimization of moisture with respect to sinter bed permeability were carried out to optimize the proportion of smaller than 0.150 mm fines in the sinter base mix as adhering material. This study explores the optimization of fines in the sinter base mix for ball formation to achieve higher sinter quality and productivity with higher sinter bed permeability.

In the earliest days of mining coal the obvious method was by bord and pillar working. Longwall in Britain developed from this as an expedient to overcome bottlenecks arising from ? 1) increasing depth of seams causing roof control difficulties; and 2) ventilation problems. This system became almost universal particularly in the thicker seams, where faces of up to one mile in length were not uncommon. Coal getting in these faces was usually by pick and shovel, filled into small waggons of up to 15 cwts capacity. These waggons ran on rails laid alongside the coal face and were often taken away from the face to the main haulage roads by horses. The roof was supported by rigid props and the wastes were normally controlled by strip packing. This system of mining was very flexible and worked well down to sections of about 3'6"

Inn mining communities throughout the western United States, cows have always been part of the landscape as they graze on surrounding rangelands. Until recently, mining companies regarded these animals as something to be kept off their properties — especially any freshly reclaimed lands. During the last few years, though, this situation has begun to change. Today, cattle can be seen in a handful of mine settings, moving up and down the slopes of mine tailings and waste rock. These animals are being used by several companies to do some of the reclamation work once performed by large earth-moving equipment, mechanical spreaders, rippers and seed drillers. This is because cows can contour slopes more naturally and produce and spread soil nutrients in ways that tractors and ripping machines cannot.

Introduction Basis For System San Juan Coal Company (SJCC) is a subsidiary of BHP Billiton. Until recently, BHP Billiton operated three surface mines in northwestern New Mexico: Navajo, San Juan, and La Plata. The San Juan and La Plata Mines supplied the San Juan Generating Station operated by Public Service of New Mexico. Stripping ratios at those operations were increasing, and by 2000 a feasibility study was underway to develop SJCC’s vast underground reserves as a replacement. Early in the evaluation and planning phase for the San Juan Underground Mine, it was determined that the target seams (Fruitland #8 and #9) had a high propensity for spontaneous combustion. Spontaneous combustion was identified as a risk, both to personnel and equipment, and to the ability of SJCC to reliably fulfill its obligation to the power plant. In the last 20 years, several western US coal mines suffered underground spontaneous combustion events and/or mine fires. Included in this group were Colorado Westmoreland’s Orchard Valley Mine (1987), RAG’s Willow Creek Mine (1998 and 2000), Oxbow’s Sanborn Creek Mine (1999), the West Elk Mine of Arch Coal (2000), Arch’s Skyline Mine (2002), Western Fuels’ Deserado Mine (1996), and the West Ridge Mine of Andalex Resources (2003). The cause for the majority of these fires was spontaneous combustion. Fighting the fires required injection of an inert gas or foam. Nitrogen and carbon dioxide were the predominant choices of inert gas. In all cases, the gasses had to be trucked in from considerable distances. Before the inert gas could be used, injection holes had to be drilled into or near the suspected fire locations. This drilling and trucking caused costly delays in the timing of the fire fighting effort, and was not as precise as desirable. Emergency purchasing of gas and pumping services was extremely expensive, running as high as $70,000 per day at one mine. As a result of the experience of other western US coal operators, and the risk inherent with spontaneous combustion at SJCC, it was decided to pursue installation of a nitrogen delivery facility on-site at SJCC. This decision was later expanded to include a continuous supply of nitrogen.

A case study is provided that highlights the successful use of high efficiency electrical submersible pumps (ESPs) adapted from the oil and gas industry for a large scale, open pit mine dewatering operation. In this case, the mine is Goldcorp?s Peñasquito Mine, Peñasco and Chile Colorado open pit development areas in Zacatecas, Mexico. At the time of publication (July 2012), there were 18 vertical bedrock dewatering wells producing an average flow rate of 350 liters per second (lps) from the Peñasco and Chile Colorado development areas. Average pumping rate per well was 18 lps, with a maximum of 44 lps. The depth of wells varies from 330 m to 500m, and includes both in-pit and perimeter (ex-pit) pumping centers. A network of 50 piezometers was used to monitor the response of groundwater levels to pumping. Since dewatering operations were initiated in 2007, groundwater elevations decreased overall, from approximately 1950 m above sea level (masl) to around 1625 masl, for a total of 340 m of drawdown. The pit floor elevation was approximately 1655 masl. All of the producing wells were constructed with 16-inch boreholes, completed with 10-inch diameter blank casing and louvered screen sections and equipped with ESPs. The application of ESPs has proven to be highly effective in the case of Peñasquito?s dewatering operations. Noted advantages include the following: ? Small diameter pump allows use of smaller diameter boreholes (16 inches) and casing / screens (10 inches) reducing well drilling and construction costs ? Greater application range for flow rate and total dynamic head ? Variable speed drive systems for greater energy efficiency and flow rate optimization ? Integration of downhole instrumentation into the motor and pump assembly The advantages and benefits of using high efficiency ESPs revolutionized the dewatering program at Peñasquito open pit mine as evidenced by the number of deep vertical well installations and high dewatering flow rates and total dynamic head requirements.

The City of Akron will construct the Northside Interceptor Tunnel project, a U.S. EPA/ DOJ CSO Long Term Control Plan Project. The system will provide at least 10.3 million gallons of storage in a 16.5-foot finished ID and 6,660-foot-long rock tunnel. The system will reduce both overflow volume and number of overflow structures on the Cuyahoga River. The project includes deep drop shafts and more than 3,000 linear feet of 48 to 96-inch I.D. sewers installed by trenchless construction methods. This paper will discuss the project background, ground conditions, and other challenges overcome during the design phases.
