The microseismic method of detecting instability and high-stress zones in underground mines was first developed in this country by the US Bureau of Mines in the early 1940's (Obert and Duvall, 1957). Early laboratory experiments showed that when competent rocks are stressed in a testing machine, the rock noise rate (number of rock noises per unit time) increases with increasing applied stress. This increase is more pronounced as the ultimate strength of the rock is approached. Subsequent testing of rock noises in underground mines confirmed this laboratory experience and much effort has been directed in recent years to make use of this property to develop a practical method of predicting rock failure. Investigations conducted in the Coeur d'Alene district mines have pointed out a definite relationship between the stress buildup in a rock mass caused by mining activity and the emission of audible and subaudible seismic activity (microseisms). In 1968, a concentrated joint effort by USBM Denver Mining Research Center and American Smelting and Refining Co. at Asarco's Galena mine was undertaken to verify several theories regarding the generation of microseisms (Blake, 1971; Blake, Leighton, and Duvall, 1974; and Kovacs, 1973). Findings indicate that (1) rocks under stress emit detectable seismic energy; (2) the energy source can be located using a triangulation method involving travel time differences to various receiving stations; (3) the rate of release of seismic energy increases with increasing stress; and (4) this increase in noise generally precedes a major rock failure (rock burst).

INTRODUCTION This presentation will address changing trade patterns in lead and zinc from the mid 1980's to the early 1990's. Lead and zinc deposits are developed where they are found in many parts of the world. As many are not in major consuming areas, there is significant international trade in both lead and zinc concentrates and in refined metal. Forecasts of mine production have been analyzed, primary and secondary refining capacity and future consumption levels have been estimated, to arrive at the changes in trade patterns expected during the next half decade. This paper will first address concentrate and metal trade patterns for lead, then for zinc, and finally some remarks will be made on captive mine/smelter agreements, on regional trade agreements, and on barriers to trade. I would like to note that. there is only a small international trade in semi-fabricated products such as zinc die-cast alloy, zinc oxide, lead oxide or rolled lead and zinc. Most of the world's zinc and lead trade is in concentrates or refined metal. LEAD TRADE PATTERNS Lead Concentrates Six countries are exporters of lead concentrates. Three countries are in the Americas - Canada, Mexico and Peru, with two in Africa - Morocco and South Africa (including Namibia), and Australia. Due to the limited growth in lead consumption and consequent minimum investment in new production facilities expected, mine and metal production levels and future consumption levels are not forecast to change much between now and 1990. Accordingly, the tonnage of lead concentrates exported will remain essentially unchanged from these six countries. In total they have exports of 480,000 metric tonnes (metal content)* and by 1990 this figure is forecast to rise only slightly with the only increase taking place in Mexico. The concentrates are exported mainly to Western Europe & Japan. Apart from these six main lead concentrate exporting nations, a significant change is expected in the United States. The Upshur Complex of Island Creek Coal Corp. consists of approximatly 35.000 acres of both surface and deep mine researves located in Upshur County West Virginia. The principle seams on the researve are the Middle and Lower Kittanning. Other mining in the area during the late 1960's and early 1970's produced surface mines that exhibited severely acidic drainage characteristics both during the mining phase, and after reclamation was completed. The Buckhannon River, the principal drainage for the area, is a high quality, lightly buffered stream, that is periodically stocked with trout. Because past mining had caused post mining acidic discharges and the Buckhannon River was a valuable recreational resource, mining permits for the area were put on hold by regulatory authorities, until solutions to the acid mine drainage questions could be addressed. In 1978, the director of the West Virginia Department of Natural Resources appointed a Task Force consisting of Industry, Regulatory. and Academlc participants. This Task Force was charged with gathering information and evaluating field procedures used during mining to prevent acidic mine drainage. In 1979, the group published a document titled "Suggested Guidelines for Mining in Potentially Acid Producing Overburdens" which summarized material handling and mining procedures that could be employed to help prevent the occurrence of post mining acid mine drainage. In 1982, a Technical Advisory Committee was appointed consisting of well known researchers in the field of acid mine drainage prediction and prevention. The group was charged with the task of conducting research in the field of acid mine drainage prevention. Mining conducted at the Upshur Complex between 1979 and 1986 employed various acid mine drainage preventative techniques recommended in the suggested guidelines manual and techniques concurrently being researched by the Technical Advisory Committee. Costs for the various techniques were documented and the resulting post-mining water monitored. The results of these evaluations are used by Island Creek in the planning of future mining operations in potentially acid prodcuing environments

A geostatistical approach is proposed for the design of infill drilling programs. The method consists of the following four major steps: developing geological favorability models, delineating mineralization and ore envelopes, classifying resource potentials, and designing infill drilling patterns. Geological modeling develops the permissible geological zones in which infill drilling is designed. Modeling mineralization and ore envelopes establishes criteria on the potential blocks to be drilled. The blocks that are included within the ore envelopes are considered in the infill drilling. The following four types of resource potentials are used in this analysis: measured, indicated, possible and barren. Blocks in the indicated category are the top targets to be confirmed in infill drilling. Blocks of possible resources may be considered exploration targets. The algorithms involved in the analysis include indicator favorability analysis, indicator kriging and ordinary kriging. A case study on a gold deposit of the Carlin type is presented to demonstrate the methodology. The deposit was originally delineated by a sparse drilling program with about 230ft of average spacing. The infill drilling design, based on the new method, suggests a significant reduction on the number of holes from a regular-grid infill drilling pattern.

Recent allegations about tampering of coal mine dust samples have led to suggestions that the coal industry needs a respirable dust compliance sampling method that is less subject to tampering. The sampler designs under consideration include fixed location monitors that could be mounted on a mining machine or located at a stationary location in the mine, and samplers that are worn, like the existing samplers. Fixed-point samplers have a design advantage, since samplers worn on the body will have size and weight limitations. On the other hand, in some cases there are respirable dust concentration gradients, which will dictate careful placement of a fixed-point sampler inlet to determine the exposure of workers. This study examined dust concentration-gradient data obtained by the Bureau of Mines and others over the last decade. As an example of spatial gradients at continuous miners, a fixed-point monitor located in front of the operators cab shows a higher dust concentration than a sampler located on the operator and reduced exposure when the sampling location is behind the operator cab. It may be necessary to use a sampling tube with a machine mounted monitor, to sample in the operators breathing zone in the cab to provide a more representative sample of the miners exposure. For face workers on longwalls or on continuous miner sections using remote control, the study shows significant dust level gradients and gradient variations between typical operator positions and mining machine locations. In addition, if fixed-point monitoring is used to monitor an area, vs the exposure of specific workers, dust control technologies currently employed to ensure reduced dust exposure such as the diversion of dust laden air away from the workers, or through the use of remote control of mining machinery may not indicate the same dust reduction obtained with current sampling techniques.

Discussion by N. Standish and P.N. Standish Leonard and Newman (1989) describe concepts and plans of their forthcoming project designed to increase the bulk density of broken coal at various stages of its production and handling. This is an excellent idea and something that will certainly be useful to the coal mining industry worldwide. The authors seek to achieve bulk density increase by "reducing oreliminating, through chemical additives and engineering design, particle voidage and enhance particle consolidation trickling between the point of breakage (at the face) and loading (in the shuttle car) to increase coal bulk density and productivity." In the paper, they present some supporting results of bulk density versus moisture, with or without oil addition, from the steel industry research. Unfortunately, the paper contains many misconceptions and half-truths that detract from an otherwise excellent objective of the project of increasing bulk density by reducing particle voidage-"the bottom line evaluator." Correct. Theory Definitions Coal bulk density is the ratio of the mass of a collection of discrete particles to the volume that it occupies (ASA, 1980). There can be no possible argument about this definition. Mass and volume are readily measured both in laboratory and large scale installations. So, to obtain the bulk density, one simply divides the measured mass by the measured volume. It is here that we come unstuck as everybody who has ever had to reconcile book values with the measured stock tonnages knows. Where does the problem originate? Almost invariably in a too casual a reading of the above definition and the words "a collection of discrete particles." The word collection means "a number of objects collected or gathered together, viewed as a whole" (The Oxford English Dictionary, 1989). INTRODUCTION The net smelter return (NSR) calculations made on various smelter-refiner alternatives, is usually done by taking the gross metal value less metal deductions, smelter-refiner charges and transportation-insurance costs. An important further step in the calculations is the financial charges imputed by refining time, transportation delays, to the time gold is returned (if tolled) or paid for if bought by the refiner. Metal that is priced in advance of payment also requires a forward premium that the mine may or may not be getting. This is a hidden cost that is often omitted from the calculations. Segmentation of each of the above costs are vital to see where improvements can be made through negotiations, better choice of metal pricing or transportation alternatives. BASIC NSR CALCULATIONS SMELTER-REFINER CHARGES Payable Metals - Treatment Refining Charges: Since these can vary from one smelter to another, the effect of a $25 per ounce price increase/decrease should be calculated and kept in mind. This effect is compared to differences in refining/treatment charge and a total smelter/refiner cost on a cost per ounce of dore, gold, or a dry ton of concentrate. Transportation - Insurance: Research has to be done on transportation alternatives perhaps with some assistance from the smelters, railroads or trucking companies. For dore, the U.S. postal service is viable and inexpensive. For railroads, deal with the regional office ie., B&N El Paso, if production warrants regular bulk shipments. Spot rates tend to be higher. A small mine producing concentrates usually goes to the nearest smelter due to extremely high transportation costs. Here is where a refiner can help. Insurance-Quotes for rates on dore/ concentrates are easily obtainable, but the mine has to shop for the best rates. Your insurance broker is the best source of this information. Differences between Mine and Smelter/Refiners Metal losses can be caused by the following: - Concentrate dry weight differences caused by moisture determination or faulty scales (often at the mine). - Sample bias by poor preparation practices on either side ie., grinding of the sample removing gold; or a poorly mixed concentrate. Dore bullion has no such difficulties.

Extraction of coal at Harworth Colliery is undertaken in the Deep Soft seam at roughly 1000m depth where the strata temperature is 42 "C. Production employs the longwall retreating method using high powered mechanised methods to extract coal at a rate of approximately 40,000 tonnes per week from a single face. This paper describes the climatic conditions encountered on a typical district , 6's district, where the initial ventilation set-up was as a typical U-type district which was antitropally ventilated. Under this initial set-up climatic conditions in the intake typically exceeded 30 "C effective whilst in the face area and in the return airway effective temperatures in excess of 32 "C and 33 "C were common . The paper then proceeds to describe the methods employed to attempt to improve the climatic conditions on the district, especially with regard to the coal face and return airways and describes in detail the effects of reversing the district airflow direction, employing homotropal ventilation, on the climatic conditions. The results of this reversal have been dramatic and have resulted in a substantial improvement in the climatic conditions experienced , however problems have been encountered with the control of methane gas since the changeover. The final part of the paper describes the results of computer simulations to analyse the effect of various ventilation designs on the predicted climate for future production districts in order to de- fine a district layout which will produce acceptable climatic conditions in the working zone without the need to use refrigeration techniques and which will improve methane gas control .

The large jointed chalk reservoir situated at 3 km depth in the North sea's Ekofisk field is undergoing major compaction after nearly 15 year of oil and gas production. Approximately 150 km 3 of the overlying sediments, mostly shales, are involved in the subsidence. A maximum central subsidence of nearly 3 meters, and a maximum present rate of 45 cm per year has set in motion numerous studies of the phenomenon. Non-linear finite element (FEM) and non- linear distict element (DEM) analyses of the compaction and large scale subsidence were performed. Consistent differences between the continuum and discontinuum analyses were noted. In the latter, slip on hypothetical bedding planes and sub- vertical or vertical faults was allowed, which possibly gives a more realistic simulation of the real processes of subsidence in such a large body of rock. Laboratory studies of the reservoir joints included roughness measurement, JRC and JCS characterization, direct shear tests while saturated in heated Ekofisk oil, and coupled closure-shear-flow tests with heated oil followed by heated sea water. Discontinuum modelling using Cundall's UDEC was performed on representative jointed assemblies (two sets of steeply dipping conjugate joints) to investigate the effect of a major reduction of pore pressure within the deformable matrix and along each joint. It was found that the large shrinkage deformation of the matrix allowed joint shearing to occur despite the constraint of uniaxial strain. Relative mass bulking due to small but widely distributed joint shear possibly explains the observed maintenance of excellent productivity despite large vertical strains in the reservoir.

I have spent my entire life in the mining industry pursuing what I believed was an honorable profession that provided products that were critical for our social and economic well being. Now I am told that all of my efforts been for nothing and that I have been doing something morally wrong - mining. This view of the future is not one that the mining industry has to allow to unfold. A determining factor in how things will turn out is continued improvement of the industry's environmental performance. To some extent, the current state of affairs in the United States is a result of the common perception that greedy corporations (usually foreign) are somehow ripping off US citizens of their native birthright or natural treasures in the name of corporate profits. Implicit in this view is the belief that corporations will take shortcuts or violate the environment in the name of profits. I have 26 years of experience in working in the copper, uranium and gold industries. Profits during those years were meager and difficult to find (Fig. 1). In fact, when I began working fresh out of college, I chose copper, which was then selling at around $1/lb. By the time I left copper mining, it was selling for 45 cents/lb. I then moved to uranium, which was selling for $52/lb. By the time I left it was $16/lb. I finally picked gold, which was then at ($650/oz). There is a whole generation of engineers, geologists and professionals who have spent two decades downsizing, closing mines, improving costs and getting smarter about how the mining industry does what it does. The environment, health and safety are areas where there have been great improvement. There are five characteristics of corporate governance that are critical for a company to develop and an industry to embrace if environmental, health and safety excellence is to reach new heights in the labor pool.

INTRODUCTION The potential health impact from uranium milling operations is mainly associated with long-term releases of radioactive contaminants from the mill tailings.(1,2) The major mechanisms for mitigating these potential releases focus on increasing the tailings containment with the addition of migration barriers such as thick earthen covers and clay liners. Some limited investigation has also focused on reducing the radionuclide source terms. This alternative approach has some desirable features, but stringent cost requirements are placed upon source removal methods in order for them to be economically favorable. A cost effectiveness evaluation is presented herein, in which costs for containment methods are used to establish maximum cost guidelines for the source removal methods. The 230U decay chain, shown in Figure 1 contains the radioisotopes of major concern, 230Th, 226Ra, 222Rn and its short-lived alpha-emitting daughters, When the uranium is removed in the milling process, these isotopes, which are normally not removed remain in the tailings solids. The general pathways to the environment from uranium mill tailings are depicted in Figure 2. The dominant pathways are radon to the atmosphere and radium and thorium to a groundwater aquifer. The magnitude of the contaminants released into these pathways can be characterized by the following parameters: 1. The 230Th and 226Ra content. 2. The emanating power for radon. The fraction of radon generated that is free to migrate. 3. The leach rates. Source reduction methods seek to reduce the magnitude of any or all of these parameters. In general the dose rates are proportional to the source terms. For radon production the source term is proportional to the product of the radium concentration, R, and the emanating power, E, so that the risk is reduced by the same factor that reduces RE. For example, if the radium content is reduced by 95 percent, but E is increased by a factor of two, then the dose rates are reduced by an order of magnitude. INTRODUCTION Traditionally mineral processing equipment has been procured based on (equipment) specifications prepared by the engineers. As newer materials of construction are being used for equipment manufacture and plant control systems become more sophisticated, the need for thorough and detailed specifications is greater than ever. For example, it is not uncommon to find plants looking at grinding circuits consisting of semiautogenous mills with variable speed, gearless, drives of large horsepower. Technical specifications for the mill, wrap- around motor and control system must, therefore, be carefully prepared to ensure that the respective equipment supplied by vendors meets overall grinding needs. Various engineering and design companies have expended considerable time and effort in developing the specification format. Equipment manufacturers have also given significant effort to developing data sheets aimed at collecting information regarding not only the duty of the equipment, but also the conditions under which it will be operated. As engineers moved from one company to another, the specification format became cross-fertilized and further developed. As a result, specifications on file with various engineers have improved considerably over a period of time. Equipment specifications from earlier projects are commonly used as a basis for tailoring new ones. To keep equipment specifications short, general technical considerations are often compiled as separate specifications. For example, general considerations applicable to the design, manufacture and supply of the mechanical equipment are consolidated under "Standard Requirements for Mechanical Equipment” and included along with that specified for purchase. As the economic feasibility of the project has been established during earlier studies, purchase-related activities can be initiated following completion of the specifications. Procurement itself is a major activity, however, in this chapter only those activities directly related to the purchase of equipment will be discussed. A coal-fired fluidized bed steam generator rated at 12.6 kg/s has demonstrated the industrial and institutional application of fluidized bed combustion by burning high sulfur coal in an environmentally acceptable manner within a populated area. Designed to provide steam for heating and cooling, the unit was placed into service at Georgetown University in Washington, DC, and has already logged 5275 hours.* The unit has consistently operated well within Washington's strict regulations governing emissions of sulfur dioxide (SO2), nitrogen oxides (NOx), and particulates. The Georgetown program, cofunded by the university and the US Department of Energy, has shown that fluidized bed combustion is a promising way to realize the full potential of coal, the nation's most abundant energy resource. In a fluidized bed steam generator, a layer of granular limestone is placed on top of a grid designed to prevent particles from falling through. Air is passed upward through the bed with sufficient force to lift and float the particles. At this point the bed material resembles a boiling liquid. Crushed coal is then introduced into the bed and ignited. When high sulfur coal is burned, limestone absorbs the SO2 produced. The operating temperature of a fluidized bed steam generator is relatively low (approximately 871°C). As a result, NO, formation is minimal. Another potential problem encountered in burning coal is fly ash, a form of particulate. A feature of the fluidized bed design, developed by Foster Wheeler Energy Corp., is a fly ash reinjection system. Fly ash is reintroduced into the bed where it is burned again, thereby enhancing fuel efficiency. Nearly all remaining fly ash is captured by a baghouse dust collector. At Georgetown, the fluidized bed steam generator and all auxiliary equipment are enclosed in a structure aesthetically compatible with the surrounding university complex. The steam generator has two separate beds that can be fired independently, and operation to date has been with one and two beds in service, based on steam load demand. During several operating periods, when the fluidized bed unit was the only boiler in service, it supplied all the steam required by the 18.5 hm2 of buildings on campus. Initially fired with low sulfur coal, the unit was quickly switched over to higher sulfur fuel which will be used most of the time.

Underground coal mining can cause seismic events. There is currently no way to predict such phenomena reliably, in particular stronger events. That is why, according to the current state of the art, empirical methods are employed in this field. Some assessment criteria, which relate to the geological and mining situation and either stimulate or rather help to avoid seismic events, are presented in this paper. These criteria are examined for a practical mining situation in Germany, with a view to estimate possible seismic events.

Methane ignitions continue to be a major concern to the longwall mining industry. In spite of numerous advances in technology over the past decade, there has not been a measurable reduction in the number of longwall face ignitions. These ignitions will continue to be a problem as deeper and gassier seams are mined, as production rates are increased through numerous improvements in longwall mining equipment, and as the output of the workforce increases due to improved management-labor relations. It is necessary to know methane liberations, emissions, and flow patterns in order to effectively deal with it and to design control technology to reduce the occurrence of longwall face ignitions. A cooperative research project between the Bureau of Mines and the Canada Centre for Mineral and Energy Technology (CANMET) has been established to address longwall methane problems. The initial direction of this work was to look at methane flow patterns during the entire longwall mining process, and more specifically to examine and compare methane levels and flow patterns for advance and retreat methods of longwall mining. Both advance and retreat longwall mining is practiced in the Sydney coal fields in Nova Scotia. In 1986, a study was performed on advancing longwall panels at the Lingan Colliery, and a similar study was recently completed at the Phalen Colliery on a retreating panel. Methane monitors were placed at various locations along the face, intake, return, and bleeder airways. Handheld methane monitors were also used upstream and downstream of the shearer mining machine. This setup allowed a determination of methane sources on the longwall panels, including: liberation from cutting with the shearer mining machine, emissions from the coal seam along the face, emissions from the gob area, and methane already in the intake air. The results from both studies are reported and the differences between the two longwall mining methods compared.

INTRODUCTION Mining is the Polish greatest industry employing about 350 thousand miners in more than a hundred underground mines. The mining regions are located mainly in the south of the country - see Fig. 1. [ ] The coal mining dominates, however, and the zinc-lead and copper-ore mines presently employ about 16000 miners. All these mines are rather deep and wet. Their drawing shafts are between a hundred to more then thousand meters deep. The cross-adit of working area of mines ranges from several kilometers to a few tens of kilometers. The numbers of mines per mine differ also considerably and depend on the territory and type of mines. The largest coal mines employ about ten thousand miners but the largest metal ore mines do not employ more than four thousand miners. In all the mines the electric motors or diesel engines are being used. The intensity of mine ventilation, characterized by the volume of fresh air injected in to the main ventilating shaft per miner and per unit of the power consumed by the engines is about 6 cubic meters per minute per man and per horsepower. The studies of the potential alpha energy of radon daughter products /RnDP/ could be divided into the three developmental stages: I-st - stage /1966-1970/ the stage of so called Pilot Survey. During this stage concentration of potential alpha energy of RnDP in the air was measured in selected typical mines in all mining regions of the country. II-nd - stage /1972-1974/ was the periodical control of concentration of potential alpha energy of RnDP in the air of zinc-lead and copper-ore mines which have been chosen and recognized during the first stage as being the most hazardous ones. Air-sampling system /ASS/ measurements were applied during this stage.

Introduction The disposal of mine tailings, development rock, and other unwanted refuse material underground in mines by using pneumatic conveying techniques has been undertaken in the coal industry for many years. Similar equipment has been utilized for backfilling hard rock mines and is currently being applied in a gold mine in South Africa where development rock is being stowed in the mined-out stopes to help reduce the incidence of rock outbursts. On a limited scale, pneumatic conveying has been applied for backfilling uranium mines and one particular mine in New Mexico, U.S.A., has used this technique for 8 years. Other uranium mines in this area are now considerinq the dry backfill technique to eliminate the problems associated with hydraulic fill. The need to backfill in uranium mines is primarily of importance to improve ventilation, stabilize the pillars and roof, and possibly to extract a larger percentage of the uranium ore. If this can be achieved by utilizing the tailings from the beneficiation plant and using rock from the development headings which in itself may be slightly radioactive, then a greater benefit can be derived. Backfill can be achieved with hydraulic fill methods by running slurry into the stopes and allowing the water to decant and return through the footwall development entries to sumps for pumping to the surface. However there are several disadvantages associated with this method in that water is percolating throough the mine workings; it is necessary to build bulk heads in flat lying deposits; it is difficult to fill right to the back; and the decanted water takes with it quantities of the finer sand particles which results in maintenance problems with the mine pumps. Pneumatic conveying can overcome these problems in that the voids can be completely filled with high degree of compaction, heavy bulk heads are not necessary, the development rock can be added to the pneumatic system for disposal underground so eliminating hoisting cost to the surface, and cement can be added to the wetted material. An airborne dust cloud is an ensemble of particles of varied size, density, shape and states of aggregation. An understanding and quantifying of the dispersion and deposition of the dust generated in mines is essential to the development of measures for reducing worker exposure to dust. In coal mining, the major portion of the dust is generated during the cutting of coal using a shearer or a continuous miner. The major phenomenon affecting ambient concentration is the deposition of dust. Particle deposition may take place due to the effect of gravitational, inertial, electrostatic, and thermal forces, and mechanisms such as Brownian and eddy diffusion and inertial impaction. The three major mechanisms of deposition in turbulent flow in mines are diffusion (Brownian and eddy), sedimentation and inertial impaction. The mechanisms determining particle deposition are size dependent. From a review of the literature, there appears to be a knowledge gap in the understanding of the deposition phenomena in mine airways. In order to obtain a better understanding of the deposition of dust for various particle sizes, and to develop a set of data for evaluating predictive mathematical models for dust-flow in mines, a series of dust flow experiments was performed under controlled conditions in mine airways. It appears that the deposition data generally follow the theoretical behavior of dust based on the combined effect of diffusional and gravitational deposition. In this paper, the findings of the study on the deposition of dust in mine airways and its dependence on size, velocity and concentration are discussed. A set of deposition equations that could be used to determine the approximate deposition at various points in a mine airway are presented.

Ore blending for process optimization is becoming an increasing factor for managing cost and productivity. Economic mining and processing a very low value ore in an extremely competitive market results in constant cost-cummng initiatives. The inherent conflict between the lowest possible mining cost and the lowest possible milling cost is reviewed here in the context of blasting for autogenous mills. Iron ore blending focuses on a number of properties-liberation values, weight recovery and concentrate silica being the most important. Other chemical and metallurgical factors are also commonly controlled. Recent research has fueled an emerging interest in blending on physical ore properties as well. Fully autogenous mills rely on the large, competent fraction of crushed feed to act as grinding media. Previous test work indicated that Hibtac mills require specific amounts of 6- to 10-inch ore. High recirculating loads require a steady influx of large rock fragments. Blast designs, therefore, are presently characterized by wide patterns and low powder factors. Current efforts are aimed at improving mill throughput while reducing overall energy costs. Based on research and published case studies and the advent of optical measuring devices, Hibbing Taconite Company has embarked on a blast optimization program to identify optimum mill feed and to design blast fragmentation goals for each geological unit and each mining area. This paper outlines the preliminary findings of an ongoing, broad-based team effort which requires close cooperation of geologists, mine engineers, crushing and milling personnel. Three specific areas of investigation are reviewed: I) Historical relationships between powder factor and mill performance, 2) Blast fragmentation modeling using the Kuz-Ram model, and 3) Drill

INTRODUCTION An evaluation of the radiological health risks from uranium mining and milling requires the determination of several key parameters. As shown in Figure 1, the first step is the estimation of the radioactive source term. The radionuclides in the ore consist of the 238U decay series nuclides shown in Figure 2, the 235U series nuclides, and 40K. The 238U decay series isotopes dominate the source term, with the 235U series isotopes causing less concern and 40K remaining at background levels. [ ] Specifically, the risks from uranium mining and milling are mainly associated with 230Th, 226Ra, 222Rn, and its short-lived daughters. These radioisotopes are mainly alpha-particle emitters; hence, some dispersion mechanism is necessary to bring them into intimate contact with man so that they can be inhaled or ingested For water pathways, the leaching of the isotopes from [ ] the solid ore or tailings provides a measure of the amount of contaminant initially available to the environment. For the air pathway, dust-creation mechanisms such as blasting, crushing or general resuspension processes dominate for 226Ra and 230Th. However, 222Rn, being a chemically inert gas generated from the decay of 226Ra, can migrate through the ore, overburden and tailings over considerable distances. As shown in Figure 1, the next step in the pathway to man is environmental dilution and delay. For the water transport mechanism, the delay in the isotopes reaching an accessible water supply may be considerable (several thousand years or more), but for airborne nuclides the dispersion in the atmosphere is rapid and constitutes the main mitigating factor. Considerable ventilation is provided in underground mines to dilute and remove radon and its daughters in order to keep their concentrations low and thereby minimize their inhalation by miners. The rate of uptake by both the workers and the general public is often difficult to ascertain. It involves breathing rates, rates of water consumption and other poorly-defined parameters. The final steps are the risk estimators used to predict doses and cancer rates from the inhaled radon daughters and ingested or inhaled radium. Many
