A two-part study was conducted to understand the factors affecting respirable dust generation potential or dustiness of coal seams. In the first part, the data from three prior comprehensive laboratory studies was analyzed to establish quantitative relationships between respirable dust generation potential and coal characteristics. This analysis indicates that respirable dust generation rate is positively correlated with Hardgrove Grindability Index (HGI), fuel ratio (fixed carbodvolatile matter), Vitrinke Reflectance (VR), and Level of Organic Metamorphism (LOM). In the second part, specially-designed single breakage experiments were conducted to determine the primary dust generation potential of 17 coal samples obtained from four continuous miner sections, three longwall sections, and the Penn State Coal Data Bank. The single breakage study indicates that primary dust generation rate is positively correlated with fixed carbon content, fuel ratio (fixed carbon/volatile matter), VR, and LOM. Since VR and LOM are strongly influenced by the process of coalification, differences in respirable dust generation rates in different coal seams may be explained by the thermal metamorphism of sedimentary organic matter during subsurface burial.

Induction time is often referred to the time required to form a stable three-phase contact between a gas bubble and a flat or droplet surface in a liquid medium. It can be used to quantify the attachment process in aflotation system. Various techniques have been developed to measure this important parameter. Due to its importance in flotation systems and other processes, significant advances in refining the induction time measurement techniques have recently been made. This paper summarizes these recent advances and describes a novel method developed to monitor bubble attachment to a pendant bitumen drop or bitumen-coated flat surface. This visualization-based method offers a higher sensitivity and accuracy than the previously developed apparatuses in the induction time measurement. As an example, the induction time for oxygen bubble-bitumen attachment was measured at a fixed bubble size as a function of temperature in two different aqueous solutions. The results showed that higher process temperature is favorable for oxygen bubble-bitumen attachment and hence bitumen flotation. Addition of calcium to the aqueous solution slightly decreased induction time.

One of the rare consensual points among different resource-based economic analytical approaches refers to the strategic role of rent from mineral extraction, as a decisive tool to ensure that the temporary wealth generated in the present can turn into permanent income in the future. For this reason, evaluation, distribution and use of mining rent plays a central role in the sustainable development of mining cities. Brazilian legislation provides for this at the municipal level by means of participation in the financial results of mineral extraction accomplished in these municipalities, with the Financial Compensation for Mineral Exploration (CFEM). CFEM is a type of ad valorem royalty, which charges taxes of up to 3% of the net revenue of mineral production. However, legislation does not establish how these resources should be used. Therefore, there is wide variation in the use of CFEM income among Brazilian mining cities. A study from a sample of the 15 largest mining cities in eight Brazilian states made possible identification of two main patterns with regards to the use of CFEM which were labeled "sustained use" and " the pitfall of the single treasury." In that regard, this article discusses the pressuring factors that contribute to these patterns, as well as the institutional arrangements which may be more favorable to inducing more sustained use of CFEM.

INTRODUCTION Controlled ground freezing for mining and construction applications has been in use for over a century. Despite the great technological evolution which has occurred during this period, ground freezing is still used on projects today with much the same basic technology as that used originally over 100 years ago. Major developments have occurred in the separate fields of frozen soil mechanics, refrigeration, and heat transfer analysis. However, except for a few projects in Europe and Asia, these developments have not been combined to upgrade ground freezing techniques to their potential level. In view of this situation, it is believed desirable to examine the art of ground freezing in light of recent technical developments, together with highlights on some of the apparent advantages, disadvantages and economics of the various alternative approaches. The purpose of this paper is to attempt such an examination, with particular emphasis on the practical application of presently available technology. GENERAL ADVANTAGES AND DISADVANTAGES Ground freezing may be used in any soil or rock formation, regardless of structure, grain size or permeability; however, it is best suited to soft ground rather than rock conditions. Freezing may be used for any size, shape or depth of excavation and the same physical plant can be used from job to job despite wide variation in these factors.

To concede that I am the most surprised - not to mention the least likely - recipient of the Daniel C. Jackling Award is a true confession I must share with you. Quite honestly, I've asked myself, "Why me?" The Jackling Award has a well-deserved reputation of being a practitioner's, a doer's, a CEO's award - not kudos for a retired school teacher! While at least five of the previous recipients have taught in universities, to my knowledge I am the first to earn the award for "alleged" academic accomplishments. It is humbling enough to keep me livable for a long time. If you glance over the roster of Jackling Award lecture topics, you will spot another anomaly: The lectures last year and this deal with the subject of education - the only two in the 37-year history of the award. The two complement one another rather well, too, C. Allen Bom of Amax addressing critical needs of public education, while I am going to look at the post-high-school years. But I want to focus on more than engineering education. The training role of industry - the principal consumer of our product-also warrants examination. As I hope to establish, there is something unique about mining engineering - education and practice - that is both strength and weakness. We need to recognize that, if we are to cope with the weaknesses in order to capitalize on the strengths. We look at five premises that relate to the uniqueness of the mining engineer and his or her preparation for a professional career.

Peng The highlights of this paper are: The shield supports with lemniscate links will exert a tangential force on the roof strata, causing unnecessary and harmful roof movements, thus damaging the roof structure. The principal source of the tangential force is the horizontal movement of the point O, the pivotal joint between the canopy and the caving shield. When the support height is changed during setting, the point O will move along a curve upward and rearward toward the gob. As a result, it produces a vertical movement, causing the roof to move up a distance of t d, and a horizontal movement toward the gob, creating vertical fractures in the roof. The major purpose for employing the lemniscate- link system is to protect the hydraulic legs against the action of the bending moments induced by the tangential force that causes deformation or destruction of the legs. Based on these two points, the author suggested that, in order to eliminate the harmful effects of the lemniscate-link system and strengthen its advantageous features, a shield support with a new design of that mechanism has been developed. With the new design, the conventional rigid lemniscate links are replaced by hydraulic rams. When the pressure inside the rams reaches a certain level, the ram will yield.

Closed-circuit grinding processes are considered in the context of a reactor-separator circuit that involves multifraction streams and products. Because grinding circuits are low-efficiency, capital-intensive operations, modeling to maximize their economic return is appropriate. An attempt to develop and test such a model is presented in this work. The model relies on process simulation for both the mill and the separator, in conjunction with constraints imposed by product specifications. The grinding process was simulated using breakage functions, which provided complete data on the feed and product of the mill. A cyclone bank used as the separator was also simulated using known models. The overall process model provided a complete simulation of the multistream grinding and separation process. The process model was then incorporated into an economic model that predicts grinding cost, subject to process constraints, for a given set of operating variables. The model facilitates economic optimization of the grinding process as it relates to process variables and process hardware.

Techniques are being developed for measuring the mass concentration of respirable diesel exhaust particles found in underground coal mines. Studies have been conducted over the past five years to investigate size selective sampling techniques to measure the respirable mass concentrations of diesel exhaust and mine dust aerosol particles in underground coal mines. Results from these studies have been used to develop design and performance criteria for a personal diesel exhaust aerosol sampler. Three personal diesel exhaust aerosol samplers have subsequently been designed and evaluated in both laboratory and field settings. These samplers use size selective classifiers for the determination of the respirable mass concentrations of mineral dust and diesel exhaust particles. Their designs are based on the premise that diesel exhaust particles are predominantly less than 0.8µm while mineral dust is greater than 0.8 µm. One design, selected for field evaluation, consists of a 10 mm nylon respirable dust cyclone followed by a 0.8 µm cutpoint impactor and afterfilter. The cyclone removes the large nonrespirable particles while the inertial impactor stage, collects the mineral dust on an impaction plate and allows the diesel particles to penetrate to an afterfilter. The two sample fractions of the respirable particles (<0.8 µm and >0.8 µm) are gravimetrically analyzed to determine the concentrations of the diesel and mineral dust portions in the respirable coal mine aerosol.

This study describes the positioning strategies used by operators of radio controlled underground mining machines. The observations have implications for task design to insure adequate visibility and task performance. Radio controlled continuous coal mining machines have allowed many mines to increase safety and production by placing human operators away from the hazards of an unsupported mine roof. The operator is no longer confined to an operators component and visibility can be enhanced with proper positioning. Also, the operator is no longer subjected to the shocks and vibrations of the mining machine. The operator&apos;s ability to move freely about the worksite requires a careful analysis of several competing safety and production considerations. Thirty-five operators of remotely controlled continuous mining machines were observed using work sampling followed by interviews to determine where the operator was positioned and what he or she was watching. These observations were separated according to the task being performed by the continuous mining machine and summarized as position density plots. The specific task of tramming in reverse through a crosscut is analyzed along with more general summaries of the time miners spend outside of the policy-defined operating positions while performing other production tasks. The operators were: observed to frequently vary from company standard operating procedures (SOP). Many of the variations from company SOPS were based on task demands. Interview responses indicated that portions of the mining task place visibility demands on the operators that are difficult to accommodate within existing procedures. An improved task design process would include these visibility requirements. Also, the operator&apos;s vision can be augmented thorough video cameras in future teleoperated mining systems, and the operator can be increasingly isolated from environmental hazards.

INTRODUCTION Over the past several years, Ford, Bacon & Davis Utah Inc. (FB&DU) has been involved in research, development, and engineering activities concerning uranium mill tailings; specifically of interest in this paper are efforts in radon gas exhalation and surface flux attenuation measurements, environmental influences on radon fluxes, and basic research into radon gas behavior. Our projects have included measurements of effectiveness of specific cover material in attenuating radon surface fluxes from mill tailings, characterization of the parameters in cover materials and tailings that influence radon exhalation, long-term tailings stabilization planning, determination of the effects of moisture on radon emanation and diffusion from ores, and determinations of baseline radon fluxes. Our efforts have been sponsored by U.S. Department of Energy, the U.S. Nuclear Regulatory Commission, Tennessee Valley Authority, the commercial uranium industry, and we are presently engaged in efforts for the U.S. Bureau of Mines. Much of the material presented in this paper is taken from our published reports on radon flux attenuation and tailings stabilization (Macbeth et al., 1978; Nielson et al., 1980; Rogers et_ al., 1980; Thamer et al al., 1980). CHARACTERIZATION OF RADON GAS EXHALATION One dimensional diffusion theory based on Fick&apos;s laws is the basis for the modeling of radon gas migration through large quantities of porous tailings and cover materials applied over the large areas of tailings piles. One of the major current efforts by the Florida phosphate industry to reduce deep aquifer water consumption is to use 100% recycle water for flotation. This measure alone could save billions of gallons of deep well water annually. However, this also results in higher suspended solids (slimes) in flotation water, causing poor process performance particularly for amine flotation. Polymers could play a major role in allowing the industry to use high-turbidity recycle water for amine flotation without compromising its impact on the Florida economy. The enhancement of rougher flotation by polymers may also have potential. Most importantly, dramatic efficiency improvement may be realized by floating silica first. Adding polymer to flotation feed and/or water is perhaps the most economically viable way of reversing the Crago "double float" process, in order to reduce operating costs and increase phosphate recovery. This paper presents both laboratory and pilot flotation data showing the effect of different polymers on collector dosage and flotation recovery. There appeared to be an optimal range of polymer concentration beyond which the benefits do not offset the drop in phosphate recovery. The effect of poly mer is slime-level dependent. Pilot testing data show that the "Reverse Crago" process (floating silica first followed by phosphate flotation) can outperform the Crago process.

The last 10 years have seen a dramatic increase in the requirements for product coal quality control. This has led to electric utility sulfur scrubbing, metallurgical blast furnace optimization and coal producer blend and yield optimization. To achieve this improved level of control, coal producers are designing facilities that emphasize new technology. New facilities will be designed and existing facilities will be retrofitted with state-of-the-art technology to meet quality control standards that are dictated by the market. The first step in designing for process control requires the identification of those parameters to be controlled and the upsets that can cause variances in the final shipped product quality. The most common parameters that require control are the surface moisture (%), ash (%), pyritic sulfur (%) and gross calorific value (Btu). Total moisture is that moisture that exists on the surface of the particle and is inherent in the particle itself. For the purposes of control, the total moisture is monitored, while surface moisture is controlled. Ash is the inorganic residue remaining after all other constituents are burned away at 75O°C( 1382°F)(ASTM, 1992). Sulfur is the amount of total sulfur that exists either as pyrite (FeS2), inorganic sulfate (FeS04), or organic sulfates (C4H4S) (Leonard, 1979). Currently, pyrite is controlled and total sulfur is monitored. The gross calorific value is the amount of heat produced when a unit quantity of coal is ignited under specified conditions. In this case, a l-g (0.03-oz.) sample of coal is ignited in an isoperibol waterbath and the temperature rise of the water bath is observed. The moisture and ash-free (MAF) Btu is relatively constant for a given seam, resulting in the whole calorific value being a function of the moisture and ash levels (Leonard, 1979).

The utilization of high-sulfur Illinois coal by utility plants has been decreasing since the enactment of the 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal more attractive by offering the choice of taking the coal combustion and flue-gas desu furization products from the utility plants and placing them in the abandoned sections of their mines To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of product disposed of can be minimized In this paper, several such systems are presented The favorable operating conditions of each system are determined in terms of distance and tonnage ranges. For a 90 kt/year (100 thousand stpy) operation, it is found that, up to a distance of 150 km (93 miles), transporting products by truck would be less expensive than using rail cars and intermodal containers. Also, a case study is given in which a cost analysis is conducted for an underground coal mine receiving products from two Illinois utility plants. At 90 kt/year (100 thousand stpy) and a distance of 40 km (25 miles) between the power plant and the mine, it is found that truck transportation and under ground placement would cost $0.090/tkm ($0.131/st-mile) and $2.98/t ($2.70/ st), respectively.

Seismic exploration techniques offer the engineer and geologist a way of obtaining detailed information on the physical parameters and geometry of the rocks where extensive underground excavation or tunneling is proposed. Use of the seismic method can provide a greater amount of detailed information at relatively less cost than can be obtained by any other known subsurface exploration method. Boreholes are still required for calibration of the seismic data but at a much wider geographic spacing than otherwise would be needed for subsurface mapping. The seismic data can define with precision the actual location of zones of flexure or fracture of the rocks and reveal the configuration of the surface of the rock layers. ENGINEERING PROBLEMS One of the major requirements in the planning of subsurface installations is that of locating tunnels and other underground openings in favorable rock units. Such rock units should exhibit uniformity of composition, both vertically and horizontally, to minimize variation in excavation techniques. The depth and thickness of the unit must be known: a 30-foot diameter tunnel cannot be contained in a 25-foot thick limestone. The rock unit needs to be as free as possible from structural defects and should be suited to efficient excavation procedures. If liquid conduits are planned, the slope of the rock unit needs to be known so that maximum advantage can be taken of gravity flow with the tunnels wholly contained within the unit.

Murer Company, Andermatt, Switzerland, can claim to have done pioneer work in the construction of inclined shafts. This happened in 1968/69, when we decided to bore with a Wirth tunnel borer an inclined shaft, 1100 m in length, 3.0 m in diameter, and with a grade of 65%, in the 2400 kilo pascall per sq. cm granite of the Montblanc Massive. The whole excavation was accomplished in ten months which, at least for European conditions, can be claimed as a record. It was, at least to our knowledge, the first inclined shaft to be bored full-face (Fig. 1). Encouraged by the experiences and performances attained at Châtelard, we approached other projects of the same kind. We were awarded, together with Hochtief Ltd., Essen, a contract from Schluchseewerke, Freiburg, Germany, in December 1969, for the construction of a penstock for the Hornbergstufe at Wehr, Germany, with a diameter of 6.3 m. This inclined shaft with a grade of 55% is located in Schwarzwalder granite with a compressive strength of up to 2000 kilo pascall per sq. cm, about 31,000 psi. As no exact geological data were available about the rock to be worked, and a fault zone from 80 to 150 m long had to be faced, as well as a few individual fissures of varying thickness, it was decided to use the multi-stage method. The 3-m diam tunnelling machine which had driven the oblique shaft at Châtelard had now finished work, and an immediate beginning was made with driving the pilot staft. This was very welcome to the contractor, since exact information about the type of rock present and the inflows of water was required immediately and before the final borehole diameter was fixed, for the purpose of dimensioning the supports to be subsequently installed.

During the last 30 years, at least ten authors have dealt with startup ("ramp-up&apos;) times for minerals beneficiation, hydrometallurgical, and/or pyrometallurgical plants. Most have attempted to identity the reasons for delays and some have suggested attributes common to successful startups, as well as those shared by unsuccessful ones. The most recent has advanced a project characterization matrix as a predictive tool for qualified users. This paper will summarize past work, will review cause and effect, will outline an approach for refining our ability to avoid costly delays, and will seek guidance from professionals most likely to use such a tool. INTRODUCTION During the last few decades, many billions of dollars have been lost by investors in mineral industry projects that did not perform as well as their developers had hoped. The most common form of failure has been the inability to generate a profit quickly, and delayed achievement of planned production rate has been the chief cause. Minerals processing projects are by no means the only kind of plant to suffer from startup delays, as some authors cited in this paper considered inorganic chemical plants and other types of facilities. Furthermore, mines are not without fault and there have been many that were closed after years of disappointing performance. However, our interests as a group are most sharply focused on mineral processing and our database for such projects is relatively extensive. It is sufficient to say that the conclusions made or repeated in the following text can be readily extended to most types of projects.

The effects of artificial weathering on the mechanical properties of the Loyalhanna sandstone have been investigated. Weathering was simulated in the laboratory by subjecting cylin- drical specimens of rock to alternate cycles of wetting and drying (in distilled water at 2O0C 2 5OC and in an electric oven at 105OC t 1°C, respectively). The total number of cycles was 100 and the geomechanical characteristics of the altered material were determined through uniaxial compressive and indirect tensile ("Brazilian") tests, with the determination of axial and trans- verse strains and monitoring of acoustic emission activity (rate and total event count). Moisture content and weight loss data were collected after each cycle and the mechanical parameters (unconfined strength, indirect tensile strength, young&apos;s modulus, Poisson&apos;s ratio, permanent set and AE/MS activity) were determined for unweathered specimens and after 10, 20, 50 and 100 cycles of wetting and drying. Hypotheses for the effect of weathering on the geomechanical properties of the Loyalhanna sandstone are proposed as reinforced by petrographic analyses carried out for the different stages of artificial weathering. A methodology for assessing the degree of physical weathering of rocks is proposed based on the number of wetting and drying cycles.

Anyone with geothermal experience can readily attest that geothermal operations are a natural extension of oil and gas operations. A geothermal company and an oil company need the same type of people to do the same kind of work. In the geothermal industry, geologists and geophysicists define prospects through surface geology, analysis of surface seeps, magnetics, gravity, and resistivity surveys - techniques similar to those used in the petroleum industry. In addition, shallow (250-ft) temperature gradient holes often are used in geothermal operations. Landmen take geothermal leases that are patterned after oil and gas leases. Exploratory drilling is done with the same drilling contractors and same drilling rigs, with minor modification. Drilling foremen and drilling engineers share the same objective of making the most hole, in the shortest time, at the least cost, with a proper completion. Petroleum engineers test the wells, design the completions, determine the reserves, make economic calculations, work with the tax assessor, and manage the reservoirs. Production engineers build roads, locations and pipelines, install gas/liquid separators and meters, and operate production and injection facilities. A contract to sell steam to a public utility is required. Various governmental regulations, permits, environmental concerns, and public affairs pose similar problems in both industries. Also required of both are top management people who are acquainted with geologic risk, prepared to accept million dollar dry holes, willing to bid competitively at lease sales, and able to invest large sums based on a technology not yet fully proven. Successful geothermal development requires in-depth financial ability similar to that required for petroleum development. A high capital investment is required early for leases, geological and geophysical work, and exploratory and confirmation drilling. After

The measurement of acoustic impedance at frequencies up to 6,400 Hz has been proposed as a diagnostic tool to yield more detailed information about lung condition. A three generation branching system of plastic Y-tubes has been constructed. The impedance of the branched system is measured by an impedance tube using the two-microphone technique. The impedance spectrum is used to calculate the reflection coefficient spectrum, which is converted to an impulse response by an inverse FFT. The area function is extracted from the impulse response by the Ware-Aki algorithm. Measurements of acoustic impedance of the branched system were made for several different end conditions of the eight terminal outlets. The outlets were either blocked with modeling clay, plastic packing material, or aluminum blocks or were unblocked. Six measurements were made of each configuration. In general, the more outlets blocked, the larger the shift to the right of the impedance magnitude peaks for frequencies above 3000 Hz. The impedance magnitude peaks for the plastic packing material were shifted in frequency to the right relative to the peaks of the other system terminations. The impedance magnitude peaks for the clay and aluminum system terminations were significantly different in magnitude but not shifted in frequency. The area functions at the end of the branched system were significantly different (a > 99%) for most of the end conditions. Area functions for the modeled branched lung systems between the end of the impedance tube and the termination outlets of the branched system were similar but distinctively different for the various end conditions. These results indicate that the two-microphone technique can sense small changes in the terminating end conditions of a rigid system of branched tubes and thus may sense impedance changes due to lung disease in the conducting airways. Ask someone what they can tell you about the Royal Canadian Mint and most likely the first thing that they will mention, is coinage. The Royal Canadian Mint manufactures Canada&apos;s one-cent coins, nickels, dimes and quarters - over 1 billion per year. Most of these coins use copper and nickel as base material, and all of this metal is mined, refined and processed in Canada prior to being shipped to the mint for coin production. In 1985 alone, 1270 metric tons of Canadian nickel and 2160 metric tons of Canadian copper were absorbed in circulating coinage. July 1987 will have marked the introduction of Canada&apos;s new one dollar coin, an important new addition to Canada&apos;s monetary system. The first phase of this program will consume about 2,235 metric tons of Canadian nickel in the initial production run. Annual requirements in subsequent years are estimated at 225 metric tons. The Royal Canadian Mint is also a major producer of circulating coinage for foreign countries. Since the state-of-the-art Winnipeg plant swung into full production in 1976 the Mint has struck more than 5.2 billion coins for some 35 nations around the world. 1985 sales have increased almost 6 fold over 1984. 1987 already shows commitments for a further significant increase in volume in this business. The use of Canadian metals in export to foreign nations as coinage adds still more to the Royal Canadian Mint&apos;s key role as a major market maker for Canada&apos;s mining industry. The success of the Mint in this realm can be directly traced to it&apos;s 75 years as one of the world&apos;s most important refiners of gold.
