INTRODUCTION Anticipated increase of nuclear fuel production in the future coincides with growing concern about the occupational health risk of miners from inhaled radon decay products. As a consequence it has been suggested to even lower presently permitted exposure levels (NIOSH, 1980) and implement more stringent control on measurement programmes. Compliance with these regulations requires large investments in new or modified ventilation systems as well as in increased expenditure for staff and instrumentation for health physics operational monitoring. Since both costs are directly related to the overall ore production costs, this can have far reaching implications with regards to the economic feasibility of certain mining operations and consequently reduce estimates of low-cost minable ore reserves. In addition there is increasing evidence that the radon problem is not limited to the nuclear fuel cycle only, but can also represent a significant hazard to non-uranium miners. A key component in the cost-effective implementation of legislative control measures is the monitoring system employed. The choice of system is decisive for the total costs of installation and maintenance, manpower requirements and accuracy of nuclide determination. In the following operational specifications are defined for monitors in mining and milling environments. Different types of available instrumentation are discussed with regard to their suitability for practical radiation protection in underground mines, open cut mines and mills. ATMOSPHERIC CHARACTERISTICS Underground mines Radon in the air of underground mining operations is exhaled from surrounding rock surfaces, crushed material and, to a lesser extent, from water seepage. Whilst in uranium mines radon releasing ore bodies are generally localized in distinct areas, radon sources in non-uranium mines can be very dispersed throughout the system of mine tunnels. The ventilation scheme used influences the absolute atmospheric level of radon as well as the equilibrium conditions between radon and its decay products (factor F). In uranium mines mechanical forced-air ventilation is normally the only way to achieve and maintain legally required nuclide levels. This causes the F-factor to be rather low, e.g. in French CFA-mines F is of the order of 0.2 (Francois, Pradel, Zettwoog, 1975). At the same time the fraction of unattached radon decay products (fp) can increase due to the high air velocities employed. However, it is possible to find non-uranium mines with either natural draught ventilation only or assisted on demand by forced air ventilation during special operations or climatic conditions. Thereby the F-factor is more dependent on seasonal changes of temperature differences between outdoors and mine atmosphere and work routines. As a result F can cover a wide range from 0.02 to 0.95 (Steinhäusler, 1976). The use of filters or electro-precipitators in mine ventilation systems can modify the atmospheric characteristics twofold as it generally decreases the content of radon decay products, but at the same time increases the content of the unattached fraction fp . Average concentration levels of radon decay products are mostly lower in mechanically ventilated non-uranium mines than in equally ventilated uranium mines and are below 0.3 Working Level (UNSCEAR, 1977). However, some working places in non-uranium mines, specially with only natural draught ventilation can occassionally approach maximum permissible levels as defined for uranium mines (Strong, Laidlaw, O&apos;Riordan, 1975; Snihs, 1976; Sciocchetti, Scacco, Clemente, 1981). Open pit- and surface mines Radionuclide levels of radon decay products in the atmosphere of these mines are mostly too low to represent a significant inhalation hazard for miners, ranging typically from 0.03 to 0.1 Working Level (Steinhäusler, 1976). However, personnel using airpurifying respirators or working in cabins ventilated with filtered air can be exposed to a radon atmosphere with low value for the F-factor (F [<] 0.1) and high fp-value up to 80 % (Leach and Lokan, 1979). Mills Atmospheric radon concentration in crushing, grinding, drying and packing sections depends on the radium 226 content of the ore, ore storage methods and ventilation system employed. Providing adequate ventilation ([>] 2 air changes per hour) and control of dust production radon and its decay products represent only a minor problem (Saconney, 1979). MONITORING OF OCCUPATIONAL EXPOSURE Objectives Operational monitoring of the working places provides information on: - confirmation of appropriate control of the routine mining methods employed - indication of abnormal conditions. INTRODUCTION This presentation is concerned with the administrative and technical capability of the Atomic Energy Control Board (AECB) to assure compliance with the individual exposure limit for radon daughters (currently 4 WLM per year). It is not concerned with the epidemiological bases for setting the exposure limit. Moreover, the intent is to show how sophisticated methodologies and advanced technologies, applied to radon daughter concentration measurements in uranium mines, convey the spirit of compliance by providing better estimates than do the historical methods. These better estimates mean that more accurate and more precise estimates of each worker&apos;s exposure are determined using these more modern methods and devices. The estimates so derived should provide more convincing evidence to an individual worker that his assigned exposure is a valid indicator of his true exposure. In addition, a perspective on the exposure estimate in relation to the exposure limit is given as further evidence that an exposure limit is not the dividing line between "safe" and "unsafe" exposures. A brief description is given of the compliance aspects of the Atomic Energy Control Regulations and of the limitations of purely statistical non-compliance procedures. Most of the emphasis of the paper will be placed on the uncertainties associated with conventional radon daughter exposure determination and the means being employed (and anticipated) to reduce these uncertainties. NON-COMPLIANCE Under current Atomic Energy Control Regulations (1978), the annual individual exposure limit for radon daughters is given without reference to the possible methods of sampling and calculation of radon daughter exposure and without any reference to possible uncertainties or their magnitudes. This is common in such statutes, the details of sampling, calculation, error analysis, and so on, being left for licence conditions or provided as a specific guideline to the licensee on the matter of compliance with the Regulation. Since the exposure limit is contained in the Regulations, compliance with it is absolute, as with any other law. In Canada, a state of non-compliance with the radon daughter exposure limit exists when an exposure (attributed to an employee) is reported by the licensee to exceed the limit. No uncertainty in the measurements or in the overall determination of exposure is reported nor is any requested. Removal of the worker and the loss of his services are the immediate and direct penalty suffered by the licensee for failure to maintain the exposure at, or below, the limit. A worker may be re-instated to employment for the balance of the reporting period only if the licensee can assure the AECB that further significant exposure to the worker will not ensue. In other jurisdictions, such as the United States, non-compliance is defined on a statistical basis. For example, NIOSH, the National Institute for Occupational Safety and Health presents procedures for calculating the 95% Lower Confidence Limit (LCL) in order to "compare the results of occupational environmental sampling to an occupational health standard and make a decision with a known chance of making an incorrect decision that a state of non-compliance exists" (Leidel and Busch, 1975). (In the nomenclature of this presentation, exposure limit would be used in place of "standard", in the NIOSH sense). Furthermore, it is emphasized in the NIOSH document that such numerical comparisons "are necessary only if the sample mean is greater than the standard". The NIOSH document points out, quite correctly, that the "statistical procedures presented below will not detect and do not allow for analysis of highly inaccurate results, i.e., systematic (non-random) errors or mistakes ... If a systematic error is known to exist in an instrument or analytical procedure then correct the sample mean of the data before analyzing for non-compliance". It is certainly not the purpose of this paper to criticize the sophisticated statistical approach to non-compliance as given in the NIOSH document or in similar approaches used in other jurisdictions. Rather, the purpose is to approach, with some introspection, the question of the determination of exposure by the employer for his employee and especially the employee&apos;s understanding of, and confidence in, the accuracy of the exposure determination and its relation to the exposure limit. Cyclones have become standard unit operations in mineral processing for both dewatering mineral slurries and for making separations at given particle sizes. Conventional cyclones are normally able to make moderately sharp cuts. However, the limited ability to control water flow out of the apex means that cyclones have difficulty handling fluctuations in feed. Underflow-regulated cyclones are cyclones with a rubber boot attached to the underflow. This boot acts as a non-return valve and restricts flow out of the apex of a cyclone. Normally, this type of restriction on a cyclone causes severe difficulties in cyclone operation. However, by adding a siphon arm to the overflow, water flow can be controlled. The siphon arm creates a vacuum that reduces or eliminates the air core, permitting better control of the ratio of water flow out of the overflow and underflow. A Linatex-developed underflow-regulated cyclone was compared to a conventional cyclone for its ability to dewater a sand slurry. The underflow-regulated cyclone produced slurries with solids contents as high as 80% in the underflow. Conventional cyclones produced lower solids content in the underflow under similar conditions.

Requirements for full extraction in underground coal mining call for inexpensive, safe, techniques to be competitive with conventional methods. Longwall and shortwall systems are to some extent employed for this purpose. Another method would be rib pillar extraction (and pillar extraction). These methods are compared with each other with respect to procedure, equipment, safety, roof control, investment, output, performance, costs The advantages of r.p.e. show this method very attractive. Number and cost of equipment are lowest. Safety and roof control becomes improved by a mobile roof support recently developed in Austria. Its successful use in the R.S.A. is being explained.

Conventional Smelting Practice Conventional copper smelting practice varies from smelter to smel¬ter, but generally consists of some or all of the following unit processes: roasting, smelting, converting, and fire refining. Roasting. Copper sulfide concentrates can be smelted directly or after an initial roasting step. Roasting is used in some smelters because roasting prior to smelting increases smelting capacity, less energy is required to melt hot roaster calcines than wet sulfide concen¬trates, roaster off gases are high in Sot concentration, 5-15% SO2, and some volatile impurities are removed from the concentrate prior to smelting. However, many smelters do not use roasters, because the problems associated with handling hot dry calcines outweigh the advantages mentioned. Concentrate roasting is performed in multiple hearth or fluid bed roasters. If the moisture is low, roasting can be performed autogenously, usually at 500-600°C. High roasting temperatures are avoided because excess oxidation of the iron compounds may lead to magnetite formation. Magnetite is detrimental to reverb operation because mag¬netite can combine with refractory minerals to form a highly viscous slag. This slag prohibits efficient matte-slag separation and leads to excessive copper losses. Also, magnetite can settle through the matte layer, deposit on the furnace bottom, and consequently reduce furnace capacity. Roasting is carried out only on sulfide concentrates prior to smelt¬ing in reverb or electric furnaces. For smelting processes, such as the flash and continuous that rely on the exothermic heat of oxidation of the sulfur minerals, roasting is not practiced. Reverberatory Smelting. The predominate copper smelting fur¬nace for the past 50 years has been the reverb. These furnaces are typically 100-120 ft long, 30-35 ft wide, and 12-15 ft high. A typical furnace layout is shown in Fig. 2. Refractory brick linings cover all internal surfaces of the furnace. Originally the flame was directed to reverberate or reflect off the furnace ceiling and melt the feed material. Current practice is to direct the flame down the furnace length to melt the concentrate. A method of charging the concentrates or calcines, generally along the side walls to minimize refractory erosion, is incorporated in the furnace design. The copper concentrates, calcines, and fluxes charged into the reverb undergo a series of complicated reactions as the temperature of the mixture increases. The reaction of the iron and copper sulfides with the oxygen in the furnace produces a molten Cu25-FeS mixture called matte. Copper smelting metallurgy is based on the fact that sulfur has a greater affinity for copper than for iron and most other common metals. Therefore, in a system containing copper, the copper will preferentially remain as a sulfide compound until all of the other metals have been oxidized. The oxidized metals combine with silica to form a silicate slag that floats on the matte and is removed from the system. Reverberatory furnace smelting chemistry can be approximated by the following chemical equations: FeS2 + O2 - FeS+ SO2 (1) The formation of FeS ensures that any copper present other than as sulfides will be reduced by the relationship: CuO2 + 2FeS + O2 - CuS + 2FeO+SO2 (2) or 2Cu +FeS - Cu2S + Fe (3) As the molten charge travels down the furnace, continued oxida¬tion of the iron minerals and sulfurization of the copper minerals occurs. When all of the copper has been converted to sulfides, the iron sulfides can then be further oxidized as: FeS + (3)2 O2 FeO + SiO2 (4) The FeO reacts with the silica added as flux in the furnace charge. A simplified equation is: FeO + SiO2 -FeO SiO2 (5) The iron silicate slag formed is skimmed from the surface at the end opposite the burners. The copper content of reverb slag is usually less than 0.6% Cu and is discarded. Matte is removed along the side wall and is taken to the converter for oxidation of the remaining sulfur and iron. The main objectives in reverberatory smelting are to produce a molten Cu2S-FeS matte containing 30-60% Cu and a throwaway slag. Production of matte permits complete conversion of all copper minerals into copper sulfides, which can migrate because of specific gravity differences, through the lighter slag layer. Also, the molten matte droplets collect the noble metals, gold and silver, as the matte settles in the furnace. The large settling area of the furnace provides enough separation time to produce a low grade slag, which can be discarded without further processing. High heat losses are associated with reverberatory smelting be¬cause of the large volume of gases sweeping through the furnace. Therefore, an outside source of heat is required to keep the smelting reaction going. Natural gas, fuel oil, or pulverized coal are used as this heat source.

Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch&apos;s proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky&apos;s regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch&apos;s legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch&apos;s surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky&apos;s lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state&apos;s surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state&apos;s regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

Mud is one of the oldest building materials used by man, but it is not only of historic interest. Even today in many parts of the world, particularly lightly forested areas, it is the chief building material. Many authorities believe that at least 30% and perhaps 50% of the world&apos;s present population lives in earthen dwellings (Dethier, 1985, Coffman et al., 1990). Not all of these people are members of primitive societies or live in third world countries. European, African, Asian, and both North and South American countries contain a large number of such structures. In the United States, the American West, and particularly the Southwest, is known for this type of construction. Some of the earliest remains of adobe structures are those discovered in the ruins of Neolithic farming villages in Mesopo¬tamia dating as far back as 7000 BC (Steen, 1972). The word adobe has its roots in Egyptian hieroglyphs denoting brick and evolved to its present form through Arabic and Spanish (Lumpkins, 1977). The Spanish conquest of the New World spread the use of wooden molds to produce a standard adobe brick. Today, the word adobe is used to describe various earth building materials and techniques, usually referring to sun-dried adobe brick now used in the United States, but is also applied to puddled adobe structures, mud-plastered logs or branches (Jacal or waddle-and-daub), pressed-earth blocks, and rammed-earth walls or pisé (Smith and Austin, 1989, Ferm, 1985). Modern mud construction is used in many countries in various parts of the world. In the United States, the states from Texas to California are perhaps best known for this type of construction. Of these states, New Mexico has the dominant reputation for adobe use. Indeed, in New Mexico the Santa Fe style (Fig. 1) has made adobe not only acceptable, but preferred. RAW MATERIALS Adobe soil used by present day adobe producers, and probably past adobe producers as well, is principally sandy loam (50% clay and silt), although clayey silts are used in some areas (Coffman et al., 1990). In New Mexico, the best adobe soils are those developed on stream deposits, particularly Holocene (Recent) terrace deposits and older, loosely compacted geologic formations, such as the Santa Fe Group (Tertiary) located in the Rio Grande Valley. Some modern adobe producers use a mixture of materials from the screened fines of aggregate operations and mud from irrigation ditches in the river valleys combined with varying amounts of sand to produce the proper blend. Mineralogy Bulk Mineralogy: X-ray diffraction analyses of whole rock samples from many parts of the world where adobe is the dominant construction material show the major constituents of adobe are quartz and feldspar, with lesser amounts (in order of abundance) of calcite, clay minerals, and gypsum (Coffman et al., 1990). Adobes from and climates contain considerable calcite; in some cases calcite is second only to quartz in volume. Quartz, feldspar, most of the clay minerals, and some calcite commonly are derived from the mechanical/chemical breakdown of older rocks units. Some of the clay minerals, much of the calcite and perhaps all of the gypsum are precipitated from evaporating water. Clay Mineralogy: Clay-size minerals consist dominantly of clay minerals, but nearly clay-size fractions contain minor amounts of quartz and calcite, and occasionally other nonclay minerals. In earth construction materials from New Mexico, clay-size particles are the most compositionally variable in commercial adobe soils. However, the clay mineral groups in this size fraction consist of about equal parts of expandable clay minerals (smectite and mixed¬layer illite/smectite or I/S) and non-expandable clay minerals (ka¬olinite, illite, and chlorite), with minor quartz, calcite, and feldspar (Smith and Austin, 1989, Austin, 1990). In the and American Southwest, smectite is commonly calcium-rich and the I/S is dis¬organized and randomly interstratified. In a study of 42 New Mex¬ican commercial adobe soils, only two contained chlorite, and vermiculite, sepiolite, and palygorskite were not found. Soils in temperate climates, as are found in the midwestern and northeastern United States, contain an abundance of illite (Potter et al., 1975). The clay minerals in earthen structures of that region and in Europe commonly contain illite with less amounts of kaolinite, smectite, I/S, chlorite, and vermiculite. In contrast, the clay-size fractions of soils of humid tropical areas are typically acid, with kaolinite as the dominant clay mineral and lesser amounts of I/S, illite, smectite, and others (Chamley, 1989).

INTRODUCTION Standards limiting the annual exposure of United States uranium miners to radon daughters were established in 1967 at 12 Working-Level-Months (WLM). The standard was reduced by a factor of three, to 4 WLM, in 1971. Currently, the standard is again being examined to determine if it should be changed. Since 1967, Union Carbide has calculated individual monthly exposures in company and contract-operated mines located on the Colorado Plateau. Although it has been possible, by extensive ventilation control measures and accurate routine sampling, to meet the current exposure standard, there are many miners whose exposures closely approach the 4 WLM standard for any given year. However, it was noted that for miners who work for any extended period of years the [average] exposure was much less than the standard. The primary purpose of this paper is to show that, in effect, any annual exposure standard to radon daughters results in a long-term exposure considerably below that standard. Further, most miners, due to their job assignments and/or employment habits, only receive a small fraction of the standard. HISTORY OF EXPOSURE STANDARDS Prior to 1967, radiation protection in uranium mines was fundamentally based on a radon daughter concentration guide. In 1960, the American Standards Association published mine and mill radiation protection standards (ASA-1960). The Colorado Department of Mines, in 1961, adoped a standard which followed the ASA Standard and provided that if concentrations exceeded 10 Working Levels (WL), the area was to be shut down until corrective action was taken; if between 3 and 10 WL, corrective action was to be initiated; between 1 and 3, additional samples were to be taken and individual exposures evaluated; and if below 1 WL, conditions were considered to be controlled. In 1967, the U.S. Department of Labor issued the first exposure standard which called originally for limiting annual exposures to 3.6 WLM but which was later changed to 12 WLM. The complicated regulatory developments leading to this standard have been described elsewhere (Beverly-1969, Rock & Walker-1970). Effective July 1, 1971, this exposure standard was lowered to 4 WLM per year, which is the current standard. Over the past year, there has been speculation about the potential risk to uranium miners working at the present standard. A recent NIOSH Study Group Report (NIOSH-1980) concluded: "There is also strong evidence that a substantial risk extends to and below 120 WLM of exposure." The 120 WLM corresponds to a miner working in uranium mines for 30 years, a rare occurrence, at an exposure rate of 4 WLM per year, an even rarer occurrence. On the other hand, the General Accounting Office, in a recent Report to the Congress (GAO-1981), was very critical of reports by NIOSH on general low-level radiation risks. The GAO recognized that”...important questions remain unanswered about the cancer risks of low-level ionizing radiation exposure;" and recommended that Congress enact legislation giving statutory authority to an interagency committee to coordinate Federal research on health effects of ionizing radiation exposure. The International Commission on Radiation Protection at its March, 1980 meeting recommended limiting the inhalation of radon daughters to 0.02 J per year, equivalent to 0.4 WL, which on an annual basis would be 4.8 WLM and noted it is common to reduce this figure by 20% for allowance in the case of uranium miners for external and/or dust exposure(Sowby-1980). This is essentially equal to the present standard of 4 WLM. As earlier uranium miner exposure studies are reevaluated, and as new studies are conducted, it is important that the relationship between regulatory standards and the resulting actual exposures be recognized. UNION CARBIDE URANIUM MINING EXPERIENCE Union Carbide started mining Colorado Plateau uranium-vanadium ores in the late 1920s for the contained vanadium values. In the early 1950s, the Atomic Energy Commission contracted Union Carbide to produce uranium at mills located in Uravan and Rifle, Colorado. The company now has over fifty years of mining experience in the area. Some mines are operated as company mines and others are operated by private mining companies under a contractual arrangement. Ventilation, sampling, and exposure calculations are carried out the same in contract mines as in company-operated mines. Data presented in this report do not differentiate between company or contract employees and include all employees who worked underground any portion of a year in Union Carbide mines from 1967 through 1980. At the peak of uranium mining activities in 1970, there were 577 miners employed at year end (285 company employees and 292 contract) and 52 mines in operation (8 company-operated and 44 contract mines). Contract mines varied from two-man operations up to 15 employees. Company mines were generally the larger operations and employed from 20 to 100 miners.

With the advent of faster micro-processors, the use of numerical methods to simulate complex fluid dynamic phenomena in three dimensions for use in design has become prevalent in the automotive, and turbo-machinery industries. The Computational Fluid Dynamics (CFD) method divides the region of interest into small control volumes which form the mesh representing the physical characteristics of the problem, and uses the finite volume method to intergrate the equations for the conservation of mass, momentum, energy and species over each control volume. Recent developments in CFD software expedite mesh generation, and enable the use of unstructured grids, comprised of tetrahedral volumes in three dimensions and triangular areas in two. CFD more accurately represents complex geometries and allows for relative movement of meshes enabling simulation of multiple moving bodies. &apos;ibis paper presents two examples of how CFD simulation can be used to assess mine and tunnel ventilation problems formerly addressed by application of analytical solutions which were developed assuming ideal incompressible conditions. CFD simulation is used to evaluate the impact of varying the airflow in a descentionally ventilated airway on the layering along the roof of smoke and hot gases resulting from a vehicle fire. Control of the smoke layer is required to enable safe egress from the vehicle, particularly if the vehicle is for personnel transport, and to ensure control of the fire contaminants throughout the ventilation system. The airflow required to prevent layering against the ventilation direction, calculated from the Bakke and Leach relations (Bakke and Leach, 1962), is compared with the CFD simulation results. An evaluation of the pressures, generated as a vehicle enters a tunnel portal, using CFD simulation, is also presented for unflared and flared portal configurations. These simulation results are compared with predictions derived using an analytical method which assumes one-dimensional and incompressible flow. Results of the CFD simulation are presented in an animated video format. SIMULATION OF BACKLAYERING In designing a ventilation system for a transit tunnel, the ability of the ventilating air to control and prevent backlayering of smoke and hot gases resulting from a vehicle fire is of prime concern. The buoyant nature of hot smoke causes it to rise relative to the colder, fresh air provided by the ventilation system. If the vehicle fire occurs in a descentionally ventilated tunnel, the smoke may tend to move upgrade in a layer above the incoming ventilation airflow. The layer may become thick enough to engulf a substatntial part of the tunnel cross-section upgrade of the incident that comprises the evacuation route. This effect is termed "backlayering&apos; and it is similar to the development of methane layers in mines for which most studies related to backlayering have been done. Prediction Techniques Analytical A number of studies have been conducted (Bakke and Leach, 1962) to define the characteristics of this phenomena and as a result have produced relations which are used both in the mine and transit ventilation fields to define the air velocities required to control layering. In the transit industry the air velocity required to prevent the backlayering phenomena from occuring during a vehicle fire is called the "critical velocity" (Associated Engineers, 1975) and is dependent upon a number of factors: tunnel height, cross-sectional area and grade; ambient air temperature and density; and the heat release rate of the fire. Common practice in transit ventilation design is to provide an airflow which meets or exceeds the critical velocity. In order to determine whether or not the critical velocity can be achieved with a particular ventilation system, a one-dimensional simulation of the tunnel network is typically performed using programs such as the Subway Environment Simulation program (SES) originally developed in the late 1970&apos;s (Associated Engineers, 1980). The results obtained from SES are compared to the critical velocity to determine the adequacy of the ventilation system. Computational Fluid Dynamics For the backlayering simulations, a commercial CFD code which has been used successfully in a wide variety of engineering applications, was used. It provides numerous options for modeling laminar and turbulent flows, multiple turbulence models, definition of multiple species and chemical reactions between them, a variety of boundary conditions (including constant pressure and constant velocity inlets) and the ability to apply user-defined FORTRAN subroutines. It includes the ability to model conductive, convective, and radiative heat transfer. FLUENT also permits the use of "body-fitted coordinates" to match the computational mesh or grid to complex real-world geometries. Computational Fluid Dynamics Model The model developed to simulate the backlayering phenomena is comprised of an airway of rectangular cross-section, 4 meters wide, 4.5 meters high, and 200 meters long. Phosphate produced fertilizers provide the phosphorous nutrients required by plant life to sustain significant growth, thus improving the production of food for the world&apos;s population. Phosphorous replenishment of soil currently can be obtained efficiently by no other means than by direct application of phosphate fertilizer to the soil. Phosphate products are also utilized in animal feeds, detergent, and various industrial processes. Thirty-three countries are presently mining phosphate rock for the production of fertilizers, and its process byproducts. The major phosphate rock producers are the United States, the former Soviet Union, Morocco, and China [(Table 1)]. Phosphate rock is generally defined as a rock material that contains phosphate minerals which are sufficient for commercial usage. Phosphate minerals are found in sedimentary igneous and metamorphic rocks. Economic resources of phosphates are primarily developed from sedimentary rock sources. The apatite mineral family comprises the majority of phosphate constituents from both sedimentary and igneous rocks. Igneous phosphate rocks are generally composed of fluroapatite whereas sedimentary rocks are generally composed of carbonate fluroapatite, or chlorapatite. Phosphate rock is mined by a multitude of processes, including surface and underground mining. The mined rock requires mechanical and chemical processing to liberate the phosphate for utilization as fertilizer. Approximately 85% of the world&apos;s phosphate production uses sulfuric acid, with the remaining processes utilizing nitric and phosphoric acids. Ammonia is also introduced in the manufacture of liquid fertilizer, ammonium phosphate and ammonium polyphosphate. GEOLOGY Mineralogy and Chemical Properties Phosphate most commonly is derived from the mineral apatite, which is chemically described as CA5(F,Cl,OH)(PO4)3. Apatite is also broken up into the composite apatite minerals which are fluroapatite Ca5F(PO4)3, chlorapatite Ca5Cl (PO4)3 and hydroxyl-apatite Ca5(OH)(PO4)3. Carbonate CO3 can substitute for PO, forming carbonate apatite, called francolite. The guano phosphate (bird excrement) mineralogy commonly occurs as brushite CaHP04.2H20, monetite CaHPO4, whitlockite Ca3(PO4), and dahlite Ca10(PO4)6(OH)2. Apatite minerals form from igneous sources where they are developed deep in the earth&apos;s crust; and the cooling processes are slow, producing long, hexagonal prismatic to tabular crystals. The termination of the crystal can be basal plans or pyramids. In some instances, the crystals are bipyramids. Faster cooling, or sedimentary derived apatites are more commonly cryptocrystalline. Collophane is a name given to cryptocrystalline apatite found in phosphate rock in fossil form. Apatite minerals are relatively soft and are used to describe the 5 hardness on the Mohs scale. Cleavage is poor and develops along the C(0001). The color of apatite minerals varies from colorless, to violet, and blue, but are predominantly green or brown; luster is vitreous to subresinous. Collophane&apos;s physical appearance is often opaline, dense, with colloform structure and sometimes concretionary, nodular or pulverulent. Phosphate Bearing Materials Origins Phosphate deposits of igneous and metamorphic origins have been well defined. Sedimentary origins have been defined, but with a greater degree of uncertainty. Research in the 1980s proved out some of these processes through studies of real time deposition in Chile, Peru, and Australia. Igneous intrusive alkali rock and associated contact metamorphic rocks, provide approximately 20% of the world&apos;s phosphate. Fluorine containing apatite minerals are the most common materials containing phosphorous. Fluorapatite occurs in most igneous rocks. Fluorapatite and fluorine hydroxylapatite, together with carbonate varieties of these, are important members of the group. Where an essentially pure chlorapatite, carbonate apatite, and hydroxylapatite are rare and restricted in occurrence, the fluorine containing types occur in most all igneous rocks as early formed accessory mineral, usually in microscopic crystals, and may occur as extremely large bodies as magmatic segregations from alkalic igneous rocks. Apatite is also found crystallized in pegmatitic faces of both acidic and basic types of igneous rocks. More specifically, apatite is associated with magnetite deposits, in hydrothermal veins, especially those formed at relatively high temperatures, and in veins of the Alpine type. Apatite is common in both regionally and contact metamorphosed rocks, especially in the crystalline limestones where it is associated with sphene, zircon, pyroxine amphibole, spinel vesuvianite, phlogopite, talc, chloride schists, and as a contact metamorphic mineral.

INTRODUCTION The radon problem concerns the radiation exposure from inhaled short-lived radon daughters and the associated risk for the induction or promotion of lung cancer. In several groups of miners which were exposed in the past to relative high radon levels during their underground work, an excess lung cancer frequency has been observed. On the basis of these findings it has to be stated that the inhalation of radon daughters is the most important radiation hazard in mining. Involved in this radon problem in mines are the difficulties to measure the individual radon daughter exposure of miners and to estimate the dose to critical cells and target tissues in the lung from inhaled radon daughters. And finally the reduction of radon levels in mines confronts us with special technical problems which are difficult to solve. Thus the setting of annual limits for the radon daughter exposure of miners alone is not sufficient to guarantee an appropriate standard of radiation safety. Of same importance are the improvement of air monitoring and the optimization of technical protection measures in mines. This has to be kept in mind for the following considerations on exposure limits. The ICRP has recommended in 1959 for the first time a maximum permissible concentration (MPC) for the occupational exposure to radon and its short-lived daughters (ICRP, 1959). This MPC in air was derived from a maximum permissible dose equivalent of 0.15 Sv (15 rem) per year to the epithelium of the large bronchi which was regarded as the "critical tissue". This old MPC-value was derived using a simplified lung model which paid main attention to the dose contribution from the inhalation of unattached 218Po(RaA) atoms. Since this time more realistic dosimetric models for radon daughters have been developed; some of these models will be presented in special papers on this conference. Furthermore in the last 10 - 20 years substantial epidemiological information on the lung cancer risk among several groups of Rn-exposed miners has become available. Taking into account these epidemiological and new dosimetric findings the ICRP has adopted in March this year new recommendations on occupational limits for inhalation of 222Rn, 22ORn and theirshort-lived daughters. This report will be published this year as ICRP Publication 32 (ICRP 1981). The recommended limits for radon daughters were derived from the basic dose and risk limits as they were proposed by ICRP in its new basic recommendations (ICRP Publ. 26, 1977). In the following this basic system of dose limitation is shortly outlined before the special recommendations for radon daughters are described. [BASIC CONCEPTS AND LIMITS] The new basic recommendation of ICRP (Publ. 26, 1977) proceed from the assumption that in the dose range which is relevant for radiation protection, the risk RT of so-called stochastic radiation effects (carcinogenic and genetic effects) in a target tissue T increases proportionally with the mean dose equivalent HT in this tissue: RT = aT HT. If several target tissues are irradiated the total individual (stochastic) risk is given by the sum of risks in these tissues: [R = ?TRT = ? T aT HT]. Thus this concept of individual health detriment takes into account the risk contribution from each relevant tissue. It replaces the old concept of the critical tissue, which neglected the exposure of other tissues. Applying this new concept a dose quantity can be defined which is proportional to the total individual radiation risk from stochastic effects. This so-called "effective dose equivalent (HE)" is given by the sum of the weighted dose equivalents in the relevant tissues: [HE = E wT HT with E wT = 1 T &apos;1] The weighting factor wT of each tissues follows to wT = aT/awB, where awB is the total stochastic risk coefficient for a uniform irradiation of the whole body. For the lung as a single organ comprising several target tissues, the ICRP recommends a total weighting factor w = 0.12 (ICRP 1977/79). This concept of risk or detriment, respectively, has important consequences. To meet the objectives of radiation protection the new ICRP-system of dose limitation is based on the following three principles: 1) The justification of practices involving radiation exposures; no pratice shall be adopted unless it produces a net benefit. 2) The ALARA-principle that all exposures shall be kept as low as reasonably achievable; this requires the optimization of the level of protection. 3) The limitation of individual exposure (annual dose limits). It is important to note that the dose limits for individuals are only one part of this system of dose limitation. Furthermore, these limits cannot be regarded as a boundary between safe and unsafe. They have to be interpreted as the lower boundary of an unacceptable exposure region. This means that in addition to the observance of these basic dose limits it is demanded to optimize the level of protection. INTRODUCTION Use of air-cooling or refrigeration equipment in underground mines is needed when conventional ventila¬tion techniques do not maintain acceptable environ¬mental temperatures in working areas. Because refrig¬eration can be very expensive, it should be implemented only after all possible and practical steps have been taken to eliminate or reduce heat sources in the mine. As an example, to prevent the main ventilation fans from contributing heat to mine air, they should be located in the air return and not in the air intake. It is particularly important to prevent any direct contact between hot water and ventilation air, especially in mines which encounter large flows of hot fissure water. Any water hotter than the prevailing wet-bulb temperature of the ambient air must be removed by pipes located as close as possible to the water source. This hot water must not be allowed free contact with the incoming ventilation air at any time during the water&apos;s passage out of the mine. Although insulation of the pipes carrying the hot water is seldom necessary, direct contact between the air and the water must be prevented so the warm water cannot evaporate. REVIEW OF COOLING PRACTICES Spot Coolers vs. Centralized Refrigeration To eliminate a few specific hot places in an otherwise cool mine, it is possible to use devices known as "spot coolers." A typical spot cooler that uses chilled water is shown in Fig. 1. These devices consist of self-contained refrigeration units that are often mounted on rail cars for haulage to hot spots. The cooling capacities of such spot coolers usually are limited to about 100 kW or 30 "refrigeration tons." A refrigeration ton represents a cooling rate that produces 1.0 st of ice in 24 hr; that is a cooling rate of 3.517 kW (200 Btu per min). Typically, the electric-power consumption to drive the compressor motor of the refrigeration plant in mines is 1.0 kW per refrigeration ton, corresponding to a coefficient of per¬formance of about 3.5. The principal difference between spot coolers and centralized refrigeration plants is the method of re¬jecting heat from the refrigeration system. Centralized refrigeration plants always discharge heat into the reject or return airflow of the mine; often that is the primary influence in selecting the location for the underground refrigeration plant. Heat from spot coolers usually is rejected into drain water or into air that is not flowing to the location requiring the cooling. As a result, spot coolers remove heat from troublesome hot spots in the mine, injecting that heat-plus the electrical energy used by the cooling unit itself-into other working areas where the ambient conditions are cooler. In effect, this is "robbing Peter to pay Paul." In deep, extensive mines, spot coolers usually pro¬vide only temporary and, over the long term, expensive solutions to localized cooling problems. Centralized re¬frigeration plants are preferred for such mines, with cooling distributed throughout the mine as required. Fig. 2 illustrates a typical underground centralized re¬frigeration plant. Centralized plants lend themselves to improved maintenance at reduced costs while offering the economy of size. Refrigeration plants of larger unit sizes have considerably lower initial costs than smaller unit sizes. The remainder of this chapter is devoted to large refrigeration plants, with no further consideration of spot coolers. Cost of Refrigeration Total Cost: The total cost of refrigeration amounts to about $200/kW of cooling per year (1981 US $). This total cost breaks down into approximately three equal parts: 1) Financial charges, which include the interest and amortization on the capital cost of the initial installation, and the cost of necessary underground excavations. 2) Operating and maintenance costs which include the cost of the electric power to drive the refrigeration plant&apos;s compressors. 3) Distribution costs which include costs for pump¬ing, insulated piping, and air-to-water heat exchangers. The local cost of electric power, the number of operating months per year, and the method of refrigera¬tion distribution all contribute to the actual costs in¬curred in a given application. However, the variations usually are limited to no more than ±30% of the $200/ kW per year total cost figure. Cost Per Ton: Refrigeration cost per ton of mineral production can be calculated if the annual production tonnage from the refrigerated section of the mine is known. In most cases, this cost will be less than $1 .00/t. However, in deep mines with high rock temperatures, such as those found in South Africa, the total cost of refrigeration can increase to several dollars per ton of broken rock. Distribution In deep extensive mines, distributing refrigeration often accounts for about half the total cooling costs. As a result, careful consideration and planning must be

INTRODUCTION Mineral ore comminution is generally a feed preparation step for subsequent processing stages. Grinding, the fine product phase of comminution, requires a large capital investment and frequently is the area of maximum usage of power and wear resistant materials. Grinding is most frequently done in rotating drums utilizing loose grinding media, lifted by the rotation of the drum, to break the ores in various combinations of impact, attrition and abrasion to produce the specified product. Grinding media can be the ore itself (autogenous grinding - primary and secondary), natural or manufactured nonmetallic media (pebble milling) or manufactured metallic media - steel rods, steel or iron balls, or a combination of autogenous media and steel balls (SAG milling). This chapter covers rod and ball mills utilizing manufactured metallic grinding media. MILL DESIGN The interior surface of rod and ball mills exposed to pulp and/or grinding media are protected from wear and corrosion by rubber, metallic or a combination of rubber and metallic wear resistant materials. Rod and ball mills essentially draw constant power, thus are well suited for use of synchronous motors with power factor correction capabilities as drive motors. A net of approximately 120 to 130 percent of running torque is required to cascade the charge in these mills. The pull-in torque is about 130 to 140 percent with the pullout torque to keep the motor in-step (in-phase) generally in excess of 150 percent. When rod and ball mill are started across-the-line the starting and pull-in torques result in inrush currents exceeding 600 percent which possibly result in high voltage drops. To deliver 130 percent starting torque to the mill the motor design must take into account the maximum anticipated voltage drop. Motor torque decreases as the decimal fraction of the voltage available squared. E.g., a motor rated 160% starting torque with a 10% system voltage drop will deliver 160% x or 129.6% torque to its output shaft When it is not possible or practical to start a fully loaded synchronous motor across-the-line it is possible to utilize the motor&apos;s pull- out torque to start the mill. By using a clutch, normally an air clutch. between the motor and the mill, the motor is brought up to synchronous speed before the clutch is energized. If the motor has an adequate amount (175 or greater) of pull-out torque the pull-out torque starts the mill without major disruptions on the electrical system. Since the energy release at initial cascade of the mill charge is an inverse function of acceleration time, a minimum acceleration time of 6 to 10 seconds or more is recommended to prevent damage to the mill or the mill foundation. Economics at the time of plant design and mill purchase determine the drive to be used. The simpliest drive is the low speed synchronous motor with speeds in the range of 150 to 250 RPM connected to the mill pinionshaft by either an air clutch or flexible coupling. Using a speed reducer between the motor and pinionshaft permits using motors having speeds in the range of 600 to 1000 RPM. In this speed range, if power factor correction is not required induction motors can be used; squirrel cage where there is no restriction on inrush current; slip ring where a slow start and low inrush current is required. Air clutches can also be used to ease starting problems with squirrel cage motors. In some areas of the world induction motors and starters are less expensive than synchronous motors at a sacrifice of motor efficiency and power factor correction. Dual drives, that is two pinions driving one gear mounted on the mill, become economical for ball mills drawing more than 3500 to 4000 horsepower (2600 to 3000 kilowatts). Further developments of the low frequency, low speed synchronous motors with the rotor mounted on the mill shell or an extension of one of the mill trunnions could improve the cost picture for these "gearless drives", making them practical for large ball mills. The percent of critical speed, which is the speed at which the centrifugal force is sufficiently large to cause a small particle to ad- here to the shell liners for the full revolution of the mill is given in mill specifications. INTRODUCTION A safe heat stress control strategy for an underground mine has three elements: Application of an environmental measure which reflects physiological strain with sufficient accuracy for the range of conditions encountered underground. Acceptance of a functional relationship between the environ- mental measure and human performance which is used to optimise the environmental conditions achievable with either ventilation or ventilation and refrigeration. A management control strategy based on the environmental measure which is designed to ensure that work in environments where excessive physiological strain may occur is prevented and corrective action is initiated. The environmental measure that reflects physiological strain is the link between the three elements and, since the turn of the century, the discussion of the merits of various indices has been prolific. One problem in selecting a suitable measure or index is the ease with which it can be physically obtained relative to accurately reflecting the physiological strain. For example, wet bulb temperature is simple to measure and, for a particular mining sys- tem, it may adequately represent physiological strain, however, it would not necessarily provide the same relatively safe measure in a different mining system. The acceptance of a measure which can be universally applied has been confounded by both development and predisposition. That is not to say that there is only one "correct" measure and all others are unsuitable. It is self evident that if the application of a particular index has resulted in adequate control, then that mea- sure is correct for that situation. However, an understanding of the limitations is necessary to ensure that adequate control is maintained as mining conditions change. Almost 100 years after the question of heat stress in mines started to be dealt with in a collective manner, an analysis of the available information is leading towards a general strategy to control this problem. In the paper, the developments in heat stress assessment are briefly examined and followed since the earliest published observations on the effect of heat in mines (Haldane, 1905), efforts to determine a relationship between an environmental measure and human performance are reviewed and summarised and the benefits of control strategies such as acclimatisation and shortened shifts are discussed as they relate to Mount Isa Mines. The results of testing the prototype air cooling power instrument are discussed and a heat stress control strategy outlined. HEAT STRESS AND AIR COOLING POWER The operation of the human engine is analogous to other engines where the conversion of chemical energy from the oxidation of fuel to useful mechanical energy is not 100% efficient. In a diesel engine it is about 33% and in a human engine less than 20% resulting in at least five times as much heat produced by the meta- bolic process as useful work done. Metabolic energy production is related to the rate at which oxygen is consumed and is about 340 W for each litre of oxygen per minute. Using measured oxygen consumption and an average body surface area of 2.0 m2, the approximate metabolic energy production associated with different mining tasks is (Morrison et al. 1968):- • Rest, 50 W/m2 • Light work, 75 to 125 W/m2 (machine, LHD or drill jumbo operators) • Medium work, 125 to 175 W/m2 (airleg drilling, light construction work) • Hard work, 175 to 275 W/m2 (barring down, building bulkheads and timbering) • Very hard work, over 275 W/m2 (shovelling rock) Heat balance is achieved when the rate of producing heat (the metabolic heat production rate) is equal to the rate at which the body can reject heat mainly through radiation, convection and evaporation. Heat exchange between the lungs and the air in- haled and exhaled is normally less than 5% of the total and there- fore usually ignored. Any heat not rejected to the surroundings will cause an increase in body core temperature. Since heat stress is related to the balance between the body and the surrounding thermal environment, the main parameters required to be known when determining acceptable conditions are those associated with the heat production and transfer mechanisms. These can be summarised as follows: Metabolic heat production rates (M - W) Skin surface area (A3) (and effects of clothing) Dry bulb temperature (t[ ]) Radiant temperature (t[ ]) Air velocity (V) Air pressure (P) Air vapour pressure (e [ ]) The rate of heat transfer to or from the environment depends on the equilibrium skin temperature t, and the sweat rate S,. These in turn depend on the response of the body to the imposed heat stress and the effect of thermoregulation (Stewart, 1981). Thermoregulation The body contains temperature sensitive structures which send impulses to the brain at a rate depending on the temperature. Both hot and cold signals can be differentiated and the thermoregulatory response ahivated according to which signal pre- dominates. If "cold" signals are dominant, body heat loss is re-

Introduction In 1983-84 Kidd Creek Mines Ltd. in Timmins, Ontario, started up the second commercial zinc pressure leaching plant based on the Sherritt Gordon Mines Ltd. direct pressure leach process. The first plant using this process was that of Cominco Ltd. at Trail, B.C. (Parker, 1981; Martin and Jankola, 1985). The Kidd Creek plant was constructed to take advantage of the extra capacity that the existing purification, cell house, and casting sections had in comparison to the roasters and acid plant. In addition, pressure leaching offered flexibility in other areas such as treatment of low grade concentrates. The process design package and the detailed design of the autoclave system was carried out by Sherritt. The detailed design for the rest of the plant was done by Cambrian Engineering Ltd. under the direction of Kidd Creek. The construction and commissioning of the plant has been described earlier (Johnston, 1983). This paper describes, briefly, the application of the direct pressure leaching process for zinc concentrates and the integration of the pressure leaching plant into the main zinc plant at Timmins. It discusses some of the startup problems and changes made to the plant. The damage following a fire inside the autoclave is also described. The subsequent repair and recommissioning of the autoclave has enabled Kidd Creek to demonstrate the originally sought advantages of pressure leaching and to take advantage of their extra cell house and casting capacity to produce more zinc. Process principles The development of the direct pressure sulphuric acid leach of zinc sulphide concentrate at temperatures above the melting point of sulphur and at elevated oxygen pressure has been described in detail in a number of papers (Martin and Jankola, 1985; Johnston, 1983; Veltman and Bolton, 1980; Kawulka et al., 1975; Veltman et al., 1977). The most significant aspect of the process is that sulphidic sulphur is converted to elemental sulphur in reactions that can be simply described as follows. ZnS + H2SO4 + 1/2 O2 ZnSO4 + S° + H2O (1) FeS + H2SO4 + 1/2 O2 FeSO4 + S° + H2O (2) The rates of these reactions increase with temperature. However, at temperatures above the melting point of sulphur, 12°C, the presence of a surface active agent is necessary to prevent the occlusion of the sulphide particles by elemental sulphur and the consequent termination of the leach. The zinc that is dissolved according to reaction (1), after purification of the zinc sulphate solution, is recovered by electrowinning. The iron that is put into solution according to reaction (2) is further oxidized to the ferric state and subsequently, as the acidity decreases, precipitates as hematite or as complex basic sulphates. MINERALS AND METALLURGICAL PROCESSING Examples of this are shown below. 2FeSO4 + H2SO4 +1/2O2 - Fe2(SO4)3 + H2O (3) Fe2(SO4)3 + 6H2O - Fe2O3.3H2O + 3H2SO4 (4) 3Fe2(SO4)3 + 14H2O - 2(H3O)Fe3(SO4)2(OH)6 + 5H2SO4 (5) (hydronium jarosite) The conventional zinc process involves concentrate roasting to produce zinc oxide and sulphur dioxide. The zinc oxide is leached in spent electrolyte and the sulphur dioxide is converted to sulphuric acid. The pressure leaching process can, therefore, be used to replace conventional concentrate roasting, sulphuric acid manufacture, and atmospheric leaching with one unit operation. Integration of pressure leaching into the Kidd Creek flowsheet A block flowsheet of the Kidd Creek zinc plant, with the new pressure leach plant integrated, is shown in Fig. 1. The original plant, which was constructed in 1972, is based on standard electrolytic zinc plant technology. Concentrates are dead roasted to remove sulphur. Sulphur dioxide is treated to produce sulphuric acid. Calcine is leached in two stages using cell-house electrolyte. Iron is precipitated as jarosite and solutions are purified to remove copper, cobalt, nickel, and cadmium to provide feed for a partially mechanized cell house. Zinc is plated from solution, and the resulting cathode is melted, cast, and sold (Johnston, 1983). The integration of the pressure leaching plant into the main zinc plant is relatively simple. As shown in Fig. 1, a fraction of the zinc concentrate and spent electrolyte are fed to the pressure leach autoclave, while part of the calcine from the roaster is used as a neutralizing agent in the oxidation step along with. the jarosite leach solution. The main exit stream from the pressure leaching plant is the slurry discharged from the oxidation step, consisting of neutral zinc sulphate solution, unreacted calcine, and precipitated iron oxides. This slurry is transferred to the neutral leach step in the main zinc plant. The leach residue from the pressure leaching step, consisting of basic iron sulphate and elemental sulphur, is washed and impounded along with the jarosite residue produced in the main plant.

When John F. Kennedy made this statement, I am sure he was not thinking about the valuation of limestone reserves. However, it is certainly applicable. The objective of this paper is to demonstrate how the discomfort of thought (i.e., the analytical and methodical process performed by a reputable professional) builds the foundation for an opinion that provides assurance as to the value of a property. In its final form, a valuation is nothing more than an opinion. The credence of that opinion is directly proportional to the knowledge of the appraiser and the efforts and judgment extended in developing said opinion. Presented herein are the methodologies for formulating a defensible opinion. Before detailing the valuation process, an overview of the limestone industry is presented along with some historical parameters relating to the industry. Secondly, the most widely used valuation methodologies and a brief discussion of each are presented. Two case studies are then presented, which review actual valuation studies. The paper concludes with how the valuation process should be published in a report format that is defensible from a legal standpoint, bankable from a financial standpoint, and decipherable from a layman&apos;s standpoint.

This paper presents the ventilation design for an underground testing facility in a salt medium. The underground workings consist of two-12 ft. (3.66 m) diameter watertight shafts and approximately 6000 ft. (1830 m) plus of drifting. These facilities are designed for the purpose of providing access for an in-situ testing of a salt horizon in which a variety of hazardous and non-hazardous materials could be temporarily stored or permanently deposited. The ventilation system includes a design basis for gassy mine conditions and provides for the option of bulk air cooling and heating.

HISTORY The history of mining in the Outokumpu Co. shows continuous development of small and medium-sized mines, coupled with a permanent improvement in min¬ing methods and mechanization. Tables 1 and 2 provide a brief outline of the major events over the years of operation. Some of the mines have had relatively short lives as in the case of Nivala, Korsnas, Kylmäkoski, the surface pits of the Kotalahti, Vuonos, and Hammaslahti mines, and some very small pits. The sequence in which the mines started opera¬tions is shown in Table 1 and production increases in Table 2. GEOLOGICAL FRAMEWORK Most of the ore deposits in Finland (see Fig. 1) are situated in middle Precambrian (1500 to 2300 m.y.) formations corresponding to the Baltic shield. The ores and country rocks are generally firm, with a minimum compressive strength of 60 MPa (8700 psi). The sulfide ores, of importance to the national econ¬omy, can be divided into copper-nickel deposits, asso¬ciated with basic and ultrabasic rocks (1900 m.y.), and the sulfide ores found in well-preserved Svecokarelidic crystalline schists (1800 to 2300 m.y.) which contain varying amounts of copper, zinc, cobalt, nickel, and lead. Over 90% of the sulfide ore mined to date in Fin¬land and existing in the known ore reserves belongs to deposits situated in the main sulfide ore belt. The main sulfide ore belt includes the Outokumpu copper-zinc, the Kotalahti nickel-copper, the Pyhäsalmi copper-zinc, and the Vihanti zinc ore zones. The Outokumpu ore district occurs in a mica schist area about 60 x 100 km, in association with belts of metamorphic Svecokarelidic quartzites, black schists, dolomites, skarn rocks, and serpentinites. The main ore minerals are chalcopyrite, pyrrhotite, pyrite, and sphalerite. In addition there are nickel and cobalt minerals such as cubanite and cobalt-pentlandite, which have been of economic importance. In this area, Outokumpu Oy exploits the deposits at Keretti and Vuonos. The latter was discovered as an extension of the Keretti ore field about 6 km to the northeast. The Kotalahti geological formation extends across nearly 400 km. The host rock of these mostly pipelike deposits is generally serpentinite, pyroxenite, or norite. The main ore minerals are pyrrhotite, pentlandite, and chalcopyrite. In this zone, the deposits of Kotalahti, Hitura, and Virtasalmi are at present under exploitation by Outokumpu Oy. The Vihanti geological formation is located in west¬ern Finland and is about 40 km wide and some 200 km long. The rock associations are crystalline schists including dolomites, mica schists, mica gneisses, gray¬wacke, and acidic or basic volcanic rocks, which change generally, in connection with the mineralization, into skarn and cordierite-anthophyllite rocks. The host rocks are dolomite, skarn, graywacke, and quartzitic rock and the principal minerals are sphalerite, chalcopyrite, galena, pyrite, and pyrrhotite. The accessory minerals are mainly cubanite, arsenopyrite, molybdenite, and native gold and silver. The two largest ore bodies being exploited at pres¬ent by Outokumpu Oy are the Vihanti mine, which pro¬duces zinc, lead, and copper, and Pyhäsalmi, which con¬tains copper and zinc. Introduction The McClure River Processing Plant is located at McClure in Dickenson County, VA. The plant was originally constructed in 1979 as a 600 st per hour facility. The plant is fed by coals from numerous mines in the area as well as a major longwall mine onsite. Coal is processed predominantly for the metallurgical coal market. The original plant was comprised of three separate processing circuits incorporating a heavy medium vessel for the coarse material (+10 mm). Intermediate sized material (10 x 0.6 mm) was beneficiated in heavy medium cyclones, with the remaining fines (0.6 mm x 0) passing to froth flotation for upgrading. The products from all three circuits were combined prior to thermal drying and then stored in silos or ground storage prior to shipment to the metallurgical coal markets. A middlings heavy medium cyclone circuit was also present to rewash the vessel and primary heavy medium cyclone rejects. The original circuit is as shown as Fig. 1 (Editor&apos;s note: All figures are reproduced at the end of this paper.) In reasonably close proximity to the McClure Plant is the much older, less efficient Moss 1 Plant, (Chance cone, table, water only cyclone, froth flotation, Fig. 2), which prior to the McClure Plant expansion was processing considerable tonnages of coal. At that time, the McClure River Plant was processing coal at the maximum possible feed rate, and the Moss 1 Plant was finding increasing difficulty in maintaining the stringent quality specifications on its major metallurgical coal accounts. Given the fact that many of the feeder coals to Moss 1 could be moved with minimal difficulty and cost to McClure, an exercise was conducted to evaluate the potential of expanding the McClure Plant. This would result in transferring coals from Moss 1, thereby increasing yield, reducing operating costs, and enabling customer specifications to be met more easily. After evaluating many possible ways of expanding the McClure Plant, we eventually settled on an approach based on the idea of Gallagher at German Creek in Australia (Gallagher, 1986). Our objective was to increase plant capacity by removing the coarser size fractions (0.60 x 0.15 mm) from froth flotation and at the same time eliminating the finer fractions (1.25 x 0.6 mm) from the heavy medium cyclone circuit, thereby allowing these circuits and therefore the plant as a whole to increase its capacity. These size fractions (0.60 x 0.15 mm from froth flotation and 1.25 x 0.6 mm from the heavy medium cyclone circuit) would be treated in a new spiral circuit. After desired evaluation of the various circuit capacities, including desliming screen, clean coal filter and thermal dryer capacities, etc., it was concluded that we should be able to maintain high levels of processing efficiency in the existing circuitry while at the same time expanding plant feed rate from a nominal 600 st per hour to 1000 st per hour, thereby achieving the objectives The circuit that was finally settled on is shown in Fig. 2. Several unique features were incorporated in this circuit in an attempt to maximize processing efficiency and reduce maintenance costs. First, the idea of a single-stage spiral circuit was abandoned in favor of a two-stage circuit incorporating rewashing the primary spiral middlings in a secondary spiral (Bethell, 88). The spirals selected were Mineral Deposits Model LD4 units. It was felt, after much previous testing, that spiral middlings rather than being a true middling gravity fraction were in fact a combination of true middlings with a preponderance of misplaced light coal and high-density rock. Consequently the insertion of this material directly into either clean coal or refuse streams (per normal practice) would only lead to loss of efficiency. The operating philosophy behind the design of the circuit was to produce the purest coal and rejects possible by adjusting the spiral splitters. Misplacement of refuse into the clean coal and vice versa would be minimized by taking a fairly large middlings cut. By reprocessing this material (10%-15% of primary spiral feed) in a secondary bank of spirals the misplaced material in the primary middlings would be reprocessed and its probability of reporting to the correct stream greatly enhanced. To minimize fines loading on the spirals, fine aperture sieve bends were to be included. A further novel feature of the circuitry is the desliming/ dewatering system. A philosophy of accepting inefficiency but forcing it to work in our favor was developed. The dewatering screens (Linatex Combis) were chosen not for their ultimate screening efficiency but for their ability to remove slimes (tolerating a fair quantity of oversize in the effluent) and their enhanced maintenance characteristics. Any oversize passing into the effluent, together with the fine coal centrifuge effluent, would pass to classifying cyclones, the objective of which was to reject to overflow (and hence froth flotation) as many fines as possible (-150 µm) without running the risk of losing coarse (1.25 x 0.15 mm) material to oversize. Hence, by a process of producing a "slime free" screen product coupled with a "coarse free" cyclone overflow, sizing efficiency could be maximized. Obviously, recirculating load had to be factored into the Combi Screen design capacity. The spiral circuit as shown in Fig. 2 was installed at McClure River in January 1988. The spiral circuit efficiency was very high immediately, and, after the normal debugging, plant capacity has been increased to the point at which we are currently processing of the order of 1100 st per hour. Test program The performance of the spiral circuit has been evaluated by two major samplings of the entire new circuit, coupled with routine bi-monthly tests on all other major components of the plant circuitry.

The Bond International Gold (BIG) Colosseum Gold Mine was discovered in 1865, but no recorded production occurred until the 1930&apos;s, with production approximately 19k9 (615 oz) of gold. The mine was closed in 1942 as a non-essential industry during World War II. The property was acquired by Dallhold Resources in mid 1986. Construction of a 1.1 million Mt carbon-in-pulp, cyanide mill started in November, 1986, and was completed in September, 1987. Minable reserves are estimated to be 9,560,831Mt (10,539,000St), with an average grade of 2.1 g/Mt (0.062 oz/st). This paper describes a general view of process flow and plant equipment, as well as a look at the maintenance and operational problems encountered in the fist six months of operation.
