INTRODUCTION Volatile markets and pricing, increasing imports, constraining but effective laws related to the environment, health and safety and price controls lead to concerns which generated pious laws stating non-fuel policy and authorizing studies but resulting in ineffective implementation. Several commissions, reports by the Secretary of Interior and even the President have led to many recommendations but little or no action. No single comprehensive policy could solve problems which are diverse, commodity specific and not categorizable (Landsberg 1982, 1983). Thirteen laws administered by 27 agencies regulate or affect minerals and materials. Political instability created by communist regimes in Southern and Central Africa jeopardized sources of critical imported materials. This situation led to a Resource War mentality. It was feared that the U.S.S.R. was seeking to control this area and exclude the United States from resources (Vogely, 1980). The success of the Organization of Petroleum Exporting Countries with a petroleum cartel led to fears of an Organization of Minerals Exporting Countries which might create more cartels and/or make the existing ones more effective. Economic needs of developing countries required export to maintain employment and balance of payments have led to world surpluses, weak markets, low prices, and large loans from the World Bank which have under- mined U.S. industry (Landsberg, 1982a). Un- cooperative environmental laws, obsolete facilities and non-competitive costs have led to shipping U .S. ores to other countries for processing into ingot and bars which are imported back to the United States. Yet massive internal turmoil has interrupted supplies, and led to un- certain availability and higher prices. This situation could happen again. Included in this category of critical materials with uncertain sources are metals required in the manufacture of military aircraft, which has led to concern regarding the defense industry base (Morgan 1983). Remedies have been proposed which include: updated stock piles, material substitution, international cooperation and coordination, foreign policy aimed at resolving racial and national stresses in South and Central Africa, relaxing U.S. environmental and public land regulations and action under the Defense Production Act (Goth 1982). The President's report (1983) to Congress has stated a national materials policy which recognizes: that materials play a critical role in our economy, defense, and standard of living; that public lands contain a vast untapped mineral wealth; that the role of government is to identify mineral issues and act on them; and that there is a need for long term high potential pay off research (Bureau of Mines 1983). There is a serious question as to whether or not a comprehensive national mining, minerals, and materials policy is feasible let alone necessary. One solution is to abandon the attempt at comprehensiveness and to target specific is- sues with realistic policies (Comptroller General 1979). In the following sections, the major studies of the 1970s will be reviewed, major issues yet to be faced will be identified, the principles involved in these resolutions will be reviewed,

Radon is an established lung carcinogen and remains the most important environmental radiation exposure. It was estimated that inhalation of radon and its short-lived decay products accounts on average for about one half of the effective dose equivalent from all natural sources of radiation. Radon contained in household water can transferred into room air as a result of agitation or heating. An indoor air concentration of 400 Bq/m3 is obtained if the radon concentration in household water is 4 kBq/L. A typical concentration of radon in ground water is about 1000 times lower than this concentration but sometime elevated concentrations of some kBq/L in ground water are reported. In this work a Liquid Scintillation counting system is used to obtain fast and accurate measurements of radon (222Rn) in water samples from Argolida, Greece.

INTRODUCTION At the time the 4th edition of this book was published in 1979, the coal industry had experienced a sharp upturn in prices for its product. From 1950 throgh 1969, steam coal prices had held almost flat at about $5 US per st (about $5.50/t). Thus, when considering the effects of inflation, the price of coal had actually been declining for two decades. The passage of the Coal Mine Health and Safety Act in 1969 and its cost effects started an upward trend in coal prices which was rapidly accelerated by the effects of the Mid-East oil embargo in 1972. Prices of steam coal on the spot market eventually climbed to over $30 US per st ($33/t) and higher in some cases. Metallurgical coal prices skyrocketed in a similar manner and the industry at long last appeared assured of an adequate return on investment. Many companies did expend large sums of money to upgrade and expand their mining and preparation facilities. Unfortunately the bubble eventually burst, in great measure due to the downturn in the US domestic steel industry and the resultant decline in metallurgical coal demand, loss of export markets to other nations and even imports of large amounts of foreign coal to the United States, and more stringent environmental regulations which made many high sulfur coal measures uneconomical to mine. Compounding the problem was the rapid world decline in oil prices in the mid-1980s which encouraged many consumers to utilize oil rather than coal. During the 1980s, metallurgical coal dropped over 20% in price, which, when considering inflation, actually amounted to about a 40% decrease in value. Export coal decreased a similar amount in price. Steam coal prices held nearly constant, thus also losing considerable value when inflation is considered. All of these factors make it even more imperative than ever that the industry do everything in its power to make wise economic decisions and to examine carefully all existing operations and planned future expenditures to be certain that their full cost implications are understood and that they can be justified on the basis of an adequate return on investment. It cannot be assumed that the price of coal will increase. To the contrary, as indicated previously, when considering inflation, coal decreased in value in the 1980s, just as it also did in the 1950s and 1960s. The price surges in the 1970s merely were a catchup game, and in truth the true market value of coal is in reality even lower than it was in 1950. INTRODUCTION For overland conveyors of several kilometres length and as well as wide for conveyors designed for high mass flows, the cost for the conveyor belting share is 40% to 50% of the invested cost 173. The German Standard DIN 22101 is used for calculation and dimensioning of - conveyor belts and belt conveyor components. Developments in rubber technology and conveyor belt design required a revision of the standard released in 1982 121, which was published in August 2001 131. New research results and publications 16-9, 13-15] led to a better understanding of the material behaviour and their influences on conveyor belts. Test and calculation methods have been established to determine the most important parameters which are related to the performance of a conveyor belt line. These parameters are • The running resistance of the idlers • The indentation resistance of the belt • The dynamic splice efficiency • The distribution of belt load in the splices, transition zones and on pulleys. As a result, new rubber compounds with low indentation losses allow the use of reduced friction coefficients and thus lead to reduced power consumption, smaller drives and lower belt tensions. The deeper understanding of the flux of forces within belt splices led to both optimised splice design and optimised rubber compounds which significantly improve the dynamic splice efficiency. Therefore, in accordance with the standard, the benefits of these technologies and the better understanding of material behaviour allow a reduction of belt strength still maintaining sufficient safety factors. Thus engineers are enabled to calculate belt tensions more exactly and users are encouraged to pay more attention to starting and braking techniques. DETERMINATION OF DRIVE FORCE According to the DIN standards the resistance to motion generally has to be determined for each different section of the belt conveyor including upper and lower run separately. The necessary drive power P is calculated as [ ] with v as the conveying speed. The total of all resistances to motion of carry and return run can be determined as [ ] FHo and FHu are the primary resistances consisting of the running resistances of the idlers, the indentation resistance of the belt, the fulling of the conveyed material and the flexure of the belt. While indentation resistance and idler resistance are measurable, they have been deter- mined to be responsible for up to 70% of the primary resistances covered by FH. Further FN is the secondary resistance that covers, for example, the resistance of feeding points and scrapers. Fa are the total slope resistances and Fs is the total of all special resistances, resulting, for example, from belt steering devices. These three resistances should be neglected in the following discussion. For conveyors where a determination of the substantial parts of the resistances to motion is not possible, according to the new DIN standard [31 a determination of the drive power is acceptable by using the fictitious friction factor) [ ] In this formula the index i identifies the individual section of the conveyor, 1 is the length of the section and MR, MG and ML are the related masses of the idlers, the belt and the load in kg/m. Non-renewable mineral raw materials are grouped into three categories to investigate ways leading to sustainable use of natural resources: 1.) metallic resources, 2.) non-metallic resources with the exception of the fertilizer minerals, and 3) the fertilizer minerals for the nutrients nitrogen (N), potassium (K), and phosphorous (P). With the exception of minerals in Group 3 which are essential for plant growth, mankind does not need raw materials as such, only the intrinsic property of a material that fulfils a useful function. This is especially true for non-metallic materials. Metallic resources have the best chance to become renewable if one makes optimal use of the resources of the man-made technosphere. For the fertilizer elements K and N there does not exist a problem, because sea water or air respectively provide an inexhaustible source for them. This does not apply to P however. So P is serving as one of our apposite case studies for solving sustainability challenges. For all the challenges along the road from a non-sustainable to a sustainable resource economy technology can be envisioned to come to the rescue provided conditions that are considered to be essential for sustainable use for all natural resources-- affordable renewable energy and human ingenuity to find new solutions for functions, to optimize processes and to minimize losses-- are satisfied.

Introduction In view of the continuing depletion of natural resources, requirements for energy conservation, plant optimization and hazardous waste management, and environmental consciousness, recycling and secondary recovery of materials are being developed with increasing interest Many secondary recovery processes are being developed that apply mineral processing technology. Gravity separation, magnetic separation and flotation have all emerged as explicit methods for recovering residual values from various process streams and hazardous constituents from waste streams. Recently, a technique for concentrating metallics has been successfully reintroduced. The concept of the alternating magnetic field eddy-current separator was developed over a century ago using rudimentary electromagnets (Patent 400317 issued to Thomas Edison on March 26, 1889). Widespread acceptance was, however, hindered by high costs, marginal results and poor economic incentives for secondary recovery. With the recent increased interest in secondary recovery and the development of high-energy rare earth permanent magnets, the eddy-current separator has now gained prominent acceptance. The separation forces imparted by an eddy current separator are the function of the magnetic field intensity and the alternating frequency of the magnetic field. The evolution of permanent magnets has provided a cost effective alternative for the generation of high-intensity magnetic fields. High-energy rare earth permanent magnets have substantially reduced the capital and operating costs over the electromagnetic circuits employed in antecedent eddy-current separators. Specifically, in recent years, the strength of permanent magnets has increased several fold with neodymium-boron-iron rare earth magnets now providing an energy product of 35 million gauss-oersted. Figure 1 shows the evolution in the strength of permanent magnets. The development of these rare earth magnets has led to the design of circuits possessing a magnetic force an order of magnitude greater than that of conventional permanent magnetic circuits. The eddy-current separator has been successfully applied in several metal sorting and recovery operations. Most common is the sorting of metal from shredded automobile scrap and municipal waste. With the advent of high-frequency, high-intensity magnetic fields, the separator has advanced to the point where it has direct application in the beneficiation of fine sized metals. Relatively fine sized (-1/4 in.) metal bearing slags and spent foundry casting sands as well as precious metal hearing electronic scrap demonstrate excellent metallurgical response to the eddy-current separator, and applications have progressed to finer materials and more selective separations. Theory Electrical currents are induced in all conductors when exposed to an alternating magnetic field. The induced current generates a magnetic field in the conductor that opposes that of the alternating magnetic field. Figure 2, is a schematic illustration of generated eddy currents. In this particular example, the alternating magnetic field is produced by a series of permanent magnets mounted on the circumference of a rotor. The permanent magnets have alternating polarity. As the rotor revolves, an alternating magnetic field is produced, and the rate of revolution determines the frequency of the alternating magnetic field. When a conductor, such as a metallic disc in the illustration, is placed in the alternating magnetic field, a closed loop current flow occurs. The current loop in the conductor produces a magnetic field that is a mirror image of the alternating magnetic field. At any point in time, the induced magnetic field in the conductor directly opposes the alternating magnetic field. This opposition of magnetic fields produces an instantaneous repulsion in the conductor. The conductor is consequently repelled from the rotor. The alternating magnetic field has no effect on nonmetallic materials as they pass through the magnetic field and discharge the rotor in a natural trajectory. [ ]

I. INTRODUCTION Modern hydrometallurgy has its roots in such notable successes as heap leaching for recovery of copper, cyanidation of gold ores, the Bayer process, the Oxland process for tungsten, electrorefining of copper, roast/ leach/electrowin process for zinc, and production of yellowcake from lowgrade uranium ores. Metallurgical testing techniques, sampling and analytical procedures, operating and maintenance practices, and improved methods and materials of construction which were pioneered in these processes have promoted the extension of hydrometallurgy into other applications. Periodically, new tools such as solvent extraction, resin ion exchange, and flocculants have opened new avenues to hydrometallurgists. Conversely, pursuit of more complex mineralization, the rising costs of energy and environmental quality preservation, and declining ore grades continue to create new challenges. For much of this century, it can be fairly said that practically any hydrometallurgical development moved the frontier of technology. The 1970's and 1980fs, however, have seen a significant maturing of hydrometallurgy's role in process metallurgy. Simplistically, this maturing seems to derive from a growing awareness of the strengths and weaknesses of hydrometallurgy and a determined effort to capitalize on the strengths. For example, many of us were among those revolutionaries of the 1960's and 1970's who taught that "chemical smelting" was the answer to the treatment of all sulfides. We now recognize, however, that only in very special cases can hydrometallurgy offer economic advantage over the generally less energy-intensive pyrometallurgical systems. The maturing of hydrometallurgy does not, however, signal stagnation. Important innovations are being studied and developed in most extractive areas, and a number are approaching or have achieved commercialization. From our company's perspective, that of an organization dealing with the development of the most economic solutions to metallurgical problems, innovation must be defined as the commercially successful reduction of an idea to practice. There appears to be no shortage of ideas, nor has there ever been a shortage. Many ideas now being implemented were conceived decades ago, but reduction to practice was foiled by the lack of such technology as responsive process control and economical materials of construction capable of withstanding highly corrosive or erosive environments. Commercialization of a new process is a particularly challenging undertaking. Even if technical risks are reduced to a minimum through careful and thoughtful process development, there are inevitable uncertainties in feed characteristics, variable costs, and product prices. Commercialization takes courage, both on the part of innovators who may be staking their careers or reputations and of investors who may face financial disaster in the event of project failure. This paper discusses innovative programs and recently commercialized processes which either have been discussed in the literature or disclosed to Hazen Research staff in private nonconfidential conversations with contacts in industry. Regarding this latter category of information, relative ease of communication has resulted in many of our observations being of North American origin.

INTRODUCTION Coal gold agglomeration (CGA) is a new concept in gold processing. It involves the recovery of oleophilic (oil-loving) gold grains by causing them to adhere selectively to the surfaces of coal oil agglomerates. Under optimum conditions very high recoveries of gold. can be achieved. The agglomerates are recycled to build up gold loading to typically 1000 - 5000 g/tonne. Bullion can be produced by burning the loaded agglomerates with subsequent recovery of gold from the highly loaded ash either by dissolution/electrowinning or smelting. A wide-ranging programme of laboratory testwork has been performed to investigate the response of different ore types to the process. This has shown CGA to be most applicable to ores in which the gold is liberated or easily liberatable, relatively coarse (ca 500 µm) and fine (<5 µm) gold grains being recoverable with equal ease. The best opportunities for CGA seem to be: • placers containing fine gold not recoverable by gravity concentration • low grade gravity concentrates to avoid multiple magnetic/gravity separation stages and amalgamation • free milling ores where the gold can be liberated at a reasonable ore particle size eg >d80 50 µm • tailings past or present from gravity concentration plants. CGA testwork ranging in scale from laboratory to pilot plant on tailings produced by gravity concentration in the 19th century Australian gold rush has already been reported (Bonney, C F, 1988; House, C I, Townsend, I C and Veal, C J, 1988). An economic appraisal for a Canadian free milling gold ore has also been published (Buckley, S A, House, C I and Townsend, I G, 1989). This paper describes results of a detailed laboratory programme to assess CGA as a means of recovering gold from a beach sand deposit in New Zealand. The area from which the samples were taken consists of quarternary interglacial marine, lagoonal, fluvial and eolian deposits. The heavy minerals present are predominantly ilmenite and garnet and small concentrations of gold. In certain locations the sands and gravels are consolidated by a limonitic cement. In the 19th Century some parts of the deposit were mined and the ore processed using stamp milling and gravity concentration. Gold recoveries were low, probably below 50%, due primarily to the fine size of the gold grains, the flaky nature of the gold and also imperfect liberation by the stamp mills. Our laboratory testwork was divided into three parts: i) Preliminary studies on an initial sample to assess the feasibility of treating the ore by CGA ii) Extended studies on further samples from various locations in the deposit to confirm predictions from (i) iii) Conventional gold recovery techniques. EXPERIMENTAL PROCEDURES All CGA tests were performed by agitating a slurry of ore in water in a 0.6 dm3 pyrex beaker fitted with four vertical baffles. When required, potassium amyl xanthate collector was added and the slurry conditioned for 5 min. Coal (ex BP Coal Australia&apos;s Tahmoor Colliery) previously ground to a d80 50 µm was added followed by a commercial grade of gas oil (density 840 kg/m3). The agglomeration time was 30 min. The agglomerates were separated from the tailings by screening, both were then dried and analysed for gold by fire assay. This test procedure provides a reasonably accurate estimate of gold recoveries that might be expected from our 1 tph pilot plant. INTRODUCTION A shuttle car is a self-propelled rubber-tired haul¬age vehicle designed specifically for underground min¬ing, primarily in coal mines (see Figs. 1 and 2). The drive mechanism is located on the sides of the vehicle, and the load is carried in the center. A chain-and-flight conveyor distributes the load when the car is being loaded by a loading machine or continuous miner and also discharges the load onto a conveyor belt or into a mine car. As the name implies, the shuttle car shuttles back and forth between the working face and the un¬loading point and is not required to turn around. Shuttle cars have served as primary haulage in this country since 1940 and still perform this function in most coal mines today. TYPES OF SHUTTLE CARS Shuttle cars may be battery-powered, diesel-powered, or cable-reel electric powered. Battery-powered cars were used between 1940 and 1950, but are almost out of existence today because of their limited power. Diesel cars have been used in coal mines, but are used mostly in noncoal mines where rules and regulations are not as stringent. Also, objections by organized labor have limited the use of diesel-powered shuttle cars in coal mines. Today, the largest number of shuttle cars are cable-reel cars. Electric power is fed through a cable stored on a cable reel that may have a capacity from 152 to 244 m (500 to 800 ft), depending upon the size of the cable and the cable reel (see Table 1). This, of course, limits the travel of a shuttle car. However, time studies have shown that for the most efficient haulage cycle, the length of haulage should not exceed 91 m (300 ft). As haulage distance increases, the waiting time for the loader or miner becomes longer, and haul¬age efficiency suffers. Cable-reel cars are manufactured in standard hand and opposite standard hand models. A standard car has the operator&apos;s control on the left front side and the opposite standard car has the opera¬tor&apos;s controls on the right front. Generally a loader or miner operates with two shuttle cars, one of each type. This allows the trailing cable to lie on either side of the entry and prevents the cables from fouling each other. Shuttle cars are designed to operate with either dc or ac power. Cars using dc power are designed for 250-v supply and ac cars are designed for either 440, 550, or 950 v, three-phase voltage. Most coal mines that are relatively level can use dc cars where dynamic brak¬ing is not required. For mines having steep grades (in excess of 15%) ac cars are used because ac traction motors have inherent dynamic braking and are safer when tramming downgrade. A recent innovation in shuttle car design in the last five years has been the introduction of an ac/dc car. This design utilizes ac input power through the cable, and the power is rectified on the car to 250-v do for traction motors. The pump motor and conveyor motor are powered by ac voltage. The main advantage of this design is efficiency-a much smaller cable may be used and the smooth operating characteristics of the dc traction motor is obtained. This prevents shock loading on the traction drive train, which is an undesirable feature of ac traction motors. SHUTTLE CAR FEATURES Elevating Discharge Today, all shuttle cars are equipped with an elevating front conveyor that allows the shuttle car to discharge into a mine car or belt feeder without the use of ramps. Hydraulic Power System Today, all shuttle cars are equipped with an hy¬draulic power system. An hydraulic pump is driven by an electric motor which provides hydraulic power for steering, elevating the front conveyor, and powering the

INTRODUCTION The continuous mining machines which were introduced in the 1950&apos;s now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners which were designed for increased productivity have also increased the concentration of respirable dust in mines. Inhalation of this respirable dust by miners causes the Coal Worker&apos;s Pneumoconiosis (CWP). Concern for CWP increased in the United States following a 1963-65 survey that showed definite x-ray evidence of CWP in 9.8 percent of working miners and in 18.2 percent of nonworking miners in the Appalachian bituminous coal region (Breslin and Niewiadomski, 1982). One of the major objectives of the Federal Coal Mine Health and Safety Act of 1969 was the prevention of CUP. This law initially limited the daily average exposure of coal miners to 3 mg/m3 of respirable dust. However, following the results of a probabilistic model developed by Jacobsen, et. al. in 1971, the limit was reduced to a mass concentration of 2 mg/m3 unless quartz content exceeds 5 percent, a rare occurrence in mines. Based on x-ray categorization prior to death it is believed that the mass concentration in the respirable fraction is a parameter of primary interest for hygenic evaluation of dust exposure. Elorgan, Burgess and Jacobson (1973) suggested that the quantity of inhaled dust, although influential is not the only aspect of exposure which is significant in producing CWP. Miners working in higher rank coal (anthracite) mines are more susceptible to CWP (Morgan, Burgess and Jacobson, 1973). This also confirms the findings of the British (Bennett, Dick and Kaplan, 1979 and Hurley, et. al., 1979) and Germany (Reisner and Rubock, 1977). Based on the cy to toxicological evidence Reisner and Rubock (1979) suggested that when coal properties are similar, increasing quartz and mineral content increases toxicity. David, Ottery and Le ?oux (1975) examined that as the severity of the CWP increased the retention of the coal dust content in the pulmonary region remained the same, while that of quartz content increased significantly . Leiteritz, Baur and Bruckman (1971) studied the various components of coal dust and showed that coal particles comprised a smaller fraction of the mass of fine dust than did particles , of quartz and minerals. It is ironic that quartz and mineral matter both comprise smaller fractions of the higher rank coal dust (Dodgson, et. al., 1971 and Dwiggins, 1981). INTRODUCTION Uranium mine inspection in Canada forms one element of the enforcement of the Atomic Energy Control Act; it is under this Act that all Canadian uranium mines and mills are licensed to operate. Inspection duties are carried out by a small core staff of federal government inspectors (working for the Atomic Energy Control Board (AECB)) largely supplemented by provincial mine inspectors working on behalf of the AECB. Unlike most resource extraction in Canada, uranium mining is under federal jurisdiction and consequently it was the AECB who decided in 1975 that changes in the Canadian uranium mining industry, particularly its expansion and the expanding role of the mine inspector in the limiting of exposures, warranted the offering of a special radiation protection training course. The Uranium Mine Inspector Training Course (UMITC) was first conducted in 1976 at the Elliot Lake Centre in Elliot Lake, Ontario. Subscription for the course was not limited to mine inspectors to enable union stewards, management personnel and provincial/federal labour inspectors to attend. This paper will present an outline of the course content, the format of its presentation and non-curriculum aspects of running a course of this type in uranium-producing community. The core lecturers for UMITC are drawn from the Radiation Protection and Uranium Mine Divisions of the AECB. In addition, guest lecturers are invited from universities and medical research centres together with industry professionals and government researchers. In all some twenty-four plus presentations are made over the first five days of lectures. The program topic areas, hazards, controls, measurements, record-keeping and health effects are preceded by an intensive half-day session on radiation fundamentals. TOPICS Hazards [Dust] A review of the dynamics of airborne particles including the effects of particle size, gravity and wake-turbulence on the behaviour of dust clouds. Associated topics are migrational aspects of dust particles and specific dust-generating mine operations. [Radiation] Canadian uranium mines are increasingly diverse in nature ranging from large scale low-grade underground operations in Elliot Lake to smaller high-grade open pits in Saskatchewan. Papers are presented on assessments of internal and external exposure, the metabolic pathways of ingested or inhaled radiation and the specifics of mine and mill hazards. Radiation hazards are further broken down into gamma surveys of uranium mines, radon daughter concentrations and problem areas. Controls The relationship between mining methods and the operating environment is critically important to ensuring safe working conditions. This refers to both the selection of machinery/devices, etc., and to engineering controls which are instituted to remedy problems created by new technology. UMITC examines a number of possible mining techniques, their criteria for selection and impact on the working environment. Control measures, ventilation practices and design, the need for continuous water misting and special open-pit precautions are presented. These lectures frequently conclude with suggestions for better operating guidelines for mine ventilation systems and the need for greater co-operation between the ventilation department and the underground crews. Measurements Uranium mining regulations stress the need for a high standard of exposure monitoring, statistical planning and record-keeping. [Statistics] Although many course participants are well versed in statistics, certain fundamentals are repeated and include, the concepts of mean, variance, standard deviation and standard deviation of the mean. Confidence levels, decision-making based on sample statistics and statistical records are also discussed. [Dust Measurement] Dust measurement is particularly critical in the mines where the high silica content of the ore body, such as those at Elliot Lake, results in the continuous generation of dust. Reconciliation of long-term, block-model reserves and mine production frequently shows significant discrepancies. This reconciliation can be done comparing the long-term, block-model reserves against a grade control model (a model based on blast holes or production data). In this article, this is called an Fl factor for tonnages, grade and ounces. This reconciliation should also be done by comparing the grade control model to the mill feed (or loaded to heaps) tonnages, grades and ounces (F2 factor). The long-term model usually contains blocks with dimensions larger than the size of the selective mining unit (SMU) of the operation. The smoothing effect of an estimator, such as kriging, will generally result in a grade-tonnage curve that does not match the grade-tonnage curve of the SMUs to be recovered. This problem is partly to blame for the reconciliation discrepancies found. In addition, in-pit perfect selection is impossible. Therefore, the grade-tonnage predictions based on blastholes also need to be assessed - considering unplanned dilution and the errors of estimation of the grade control model. This article focuses on using conditional simulations to assess the uncertainty of the predicted grade-tonnage curve in terms of minable reserves and in the framework of long-term mine planning. Quantifying the uncertainty in no uncertain terms is done in conjunction with a popular pit optimizer. It yields several possible minable reserves and several possible minable tonnages and grades, per pit shell or scheduled phase. This is a step further from the usual sensitivity analyses that are performed for deposit evaluation or development planning. Specifically, this approach takes into account the volume-variance relationship, the selectivity of the mining operation and the planned and unplanned dilution. It also carries the local uncertainty implicit in grade estimation into the mine design and mine planning phases. The estimation of recoverable reserves revolves around estimating the block distribution of metal grades from the drill hole information available, typically composites of a fixed length. Ideally, this estimation should accurately predict the ore sent to the processing facilities of an operation. Here are some definitions used in this article: ? Recoverable reserves are those where an attempt has been made to estimate the actual distribution of grades (usually by a block model) that would be found in the ground at the time of mining, relative to the mine equipment size and other operational characteristics of the mine SMU. In particular, it incorporates the effect of internal dilution for each block how the grade distribution changes in variability when comparing a composite grade distribution to the "mining unit" grade distribution. In geostatistical jargon, this is known as "change of support effect," or volume-variance effect. ? Minable reserves are those recoverable reserves defined by a mine plan. In an open-pit scenario, they would incorporate pit optimization in addition to the sequencing and scheduling of production through mine life. ? All other block model estimates from drill hole data that do not explicitly attempt to estimate or measure the volume-variance effect are called in situ. It can be argued that these models may be inappropriate tools for predicting the grade-tonnage curve of the material to be sent for processing (minable reserves). The purpose of estimating recoverable reserves can be thought of as estimating the appropriate amount of dilution that should be incorporated into the model so that it adequately predicts (long-term and on average) the grade-tonnage curve of the ore sent to the processing facilities (mean grades and ton-

In a long term toxicology study SPF, F-344 rats were exposed 6 hours/day, 5 days/week for up to 24-months to a special test toner at 0, 1 (low), 4 (medium), and 16 (high) mg/m3, or Ti02 at 5 mg/m3, or Si02 at 1 mg/m3 by the inhalation route. The test toner was composed of about 90% random, high molecular weight acrylic copolymer and 10% high purity, medium color, furnace type, carbon black. It was enriched in fine particles such that the respirable aerosol concentrations (ACGIH) were to 0, 0.35, 1.4 and 5.6 mg/m3. There were no effects of exposure on survival, causes of death, body weight, food consumption or clinical chemistry and hematology parameters. There was no evidence for systemic or upper respiratory system toxicity as all of the changes were restricted to the lungs and associated lymph nodes. The lung tumor frequencies in the control (air and Ti02) and toner exposed groups were comparable. There were no changes at the low exposure level, which is the most relevant in regard to potential human exposures. The lung changes at the high exposure level consisted of decreased alveolar clearance, increased toner retention, increased lung weight, chronic inflammation, decreased pulmonary function and a moderate degree of focal fibrosis in all animals. The changes in the middle exposure level were smaller in magnitude than at the high level, and a very slight degree of fibrosis was found in 20% of the animals. In a follow-up investigation, female F-344 rats were exposed to one of three toner concentrations; control, low (10 mg/m3) or high (40 mg/m3) for 13 weeks followed by five, 13 week observation intervals. At the low exposure level, slight clearance retardation and modest inflammatory changes were observed at the end of exposure. They returned to normal values within six months post-exposure. In contrast, at the high exposure level, increased lung weight, decreased alveolar clearance and a disproportionate increase in toner retention, as well as an inflammatory response, were noted, which persisted throughout the post-exposure interval. While no significant histopathological changes were noted at the end of exposure, a very slight degree of fibrosis was observed in all of the animals in the high exposure group, after 65 weeks of observation. All of the above alterations are ascribable to "lung overloading", a generic response to excessive amounts of any dust retained in the lungs for a prolonged time interval. Published accounts in the toxicology literature document that long-term inhalation of large quantities of even innocuous particles such as Ti02, carbon black, petroleum coke, toner, and other polymeric and insoluble materials has resulted in a spectrum of generically similar pulmonary changes. Scaling of the rat-data, using 1 mg dust/g of lung as a threshold for "lung overloading", normal ventilatory parameters and 300-500 day human retention halftimes project "lung overloading" upon long-term exposure to insoluble respirable dust above 0.2-0.33 mg/m3. Other types of information are consistent with an exposure limit in the range of 0.4-1.0 mg/m3 for respirable dust. The absence of definitive toxicology data in support of the current OSHA respirable nuisance dust limit, coupled with the lack of sound epidemiology data, indicate the need to reexamine the validity of the current nuisance dust health standard.

There are a great number of asbestos deposits in the USSR, and some are quite large. The main deposits of chrysotile asbestos are shown in Fig. 1. The Bazhenovo deposit, which is located in the Sverdlovsk region, is the largest and has been mined since 1889. Systematic studies of asbestos deposits were begun from the very be- ginning of Soviet government and are most often connected with the names K.E. Tarasov, P.M. Tatarinov, B.J. Merenkov, N.D. Sobolev, F.V. Syromjatnikov, V.N. Lodochnikov, V.P. Petrov, V.P. Eremeev, L.A. Sokolova, V.R. Artemov, and V.F. Dybkov. Investigations by these people and others helped the USSR be one of the most important producers of asbestos in the world. In this chapter, the main asbestos deposits of the USSR are explained in a general outline from the point of view of their genesis, common features, and differences that must be taken into account for forecasting, exploration, and the mining of asbestos. All chrysotile asbestos deposits of the USSR were formed from magnesium rock as a result of comparatively low grade temperature, hydrothermal alteration, and free crystallization of fibrous chrysotile in open cavities that served as catalysts. Chrysotile, a widely distributed rock-forming mineral, is not in general an important mineral for industry as it is a long fibrous and main vein variety. However, it must serve for geologists as an important prospecting criteria. And, the geologist should search for the mineral not only in places of possible chrysotile generation, but in places where asbestos may be crystallized in its long fibers. The Soviet geologists distinguish chrysotile asbestos deposits in two groups: (1) ultrabasic rocks and (2) sedimentary dolomite terranes, taking into account how the maternal rock was affected by hydrothermal solutions. The largest deposits are related to ultrabasite. In dolomite, the largest deposits are small and their asbestos contains almost no iron, which makes it a better filler for insulating plastics. There are a few types of asbestos deposits within the limits of the ultrabasic group, the largest being a Bazhenovo type to which the deposits of the Urals are attributed. This Bazhenovo asbestos is characterized by the most complete zonality of disposition for various kinds of asbestization. These types of deposits are, for the most part, the only ones presently working in the USSR. The Bazhenovo deposit is connected to the gabbro-peridotite intrusive belt that is about 180 km long and is broken into a number of fault blocks as shown in Fig. 2. Granitoid veins of intruded rocks are found along the deepest faults, and were sources of hydrothermal solutions that affected the maternal rock. The nearest granitoid vein, ultrabasite, is substituted by listwanite that consists of quartz, talc, carbonate, and some other essentially talcous rock. The next zone of hydrothermal alteration is composed of serpentine. The boundry between serpentinite and unaltered ultrabasite is as irregular, diffuse, and rough as the boundaries between all other zones. Nearer the vein of granitic rock, ultrabasite is entirely serpentinized into massif serpentinization that penetrates through cracks and fissures. There is an unaltered ultrabasite space between fissures, and the biggest block is preserved unaltered in the central part of the massif. The Soviet geologists call this ultrabasic sopka. Preservation of the unchanged blocks is of great importance for deposit formation as volume changes are impossible during the process of asbestization and serpentinization. It may be confidently said that asbestization in Bazhenovo type deposits is possible only when alteration of ultrabasite has not completely occurred. The underground mining evolution for block cave mines in Chile and worldwide has made important strides in the last decades. Nonetheless, reserves determination in the initial stages of these types of projects—mainly for long-term planning—is not studied in as much detail as it should be, especially regarding the impact on the final value of the enterprise. Today, the first estimation of the size of a block cave mine, typically expressed in tons, tends to determine very large footprints and ore bodies. The resulting large-scale mine is obtained by applying the marginal cut-off grade (COG) to determine reserves. Yet, in many cases, it is possible to obtain an equal or higher benefit, extracting fewer reserves in less time, with a smaller active area, which significantly reduces the project’s uncertainty. To explore scenarios obtained by applying a higher marginal COG in the initial phases of the project, the Hill of Value methodology is used to estimate the net present value (NPV) in relation to the production rate and the COG. However, the application of this methodology considers certain simplifications that generate results which are not completely satisfactory in specific cases. This paper suggests an improvement of this method to obtain more reliable results regarding determination of a COG profile that will optimize the NPVof a block-cave project. The methodology was developed and applied in a massive polymetallic deposit with zinc, lead, and silver mineralization, corresponding to a real block caving project. The methodology provides NPV results that differ by approximately 15% in comparison to the real mine plan, while also being considerably simpler and faster to calculate. In summary, the proposed methodology provides a reasonable and fast procedure to estimate higher than marginal COG that increases the NPV of block cave mine projects.

Introduction An examination of statistics for the world phosphate fertilizer industry since 1980 reveals that there is an increasing tendency for fertilizer-manufacturing activity to concentrate in the areas of phosphate-rock mining. The economic justification for this resource-oriented strategy is clear. The choice between shipping phosphate rock, a comparatively low-value product, and shipping a more valuable finished fertilizer product will always, as long as cost considerations control the decision, be resolved in favor of the latter. The historical existence of substantial phosphate fertilizer-manufacturing capacity, which is oriented toward fertilizer-consuming activities and dependent on imported phosphate rock, shows that narrow cost considerations have not always determined the industry&apos;s location. One is entitled to ask what conditions have changed to precipitate the observed relocations, and how permanent are these changes. These questions are the subject of this investigation. Recent trends in world phosphate trade Since 1980, the changing pattern of world trade in phosphate materials reflects an increased interest in manufacturing phosphate fertilizer in rock-producing areas. This is shown by the decline in the total tonnage of phosphate rock being traded worldwide compared to world consumption of phosphate fertilizers (Fig. 1). This relative decline has continued since 1984, which is a longer period of time than could be explained by temporary cyclical market factors. Other evidence corroborates this conclusion. The world&apos;s phosphate-rock production is relatively concentrated geographically. In 1992, the top ten producing countries accounted for 92% of world production. Figure 2 shows that the share of world fertilizer production in the top ten rock producers has increased. Yet, further evidence of the direction of trade changes can be had by looking at the pattern of the world&apos;s sulfur trade. The first step in the manufacture of any of the widely used phosphate fertilizer products is the acidulation of phosphate rock with sulfuric acid. In most instances, phosphate fertilizer producers have found it economical to produce their own sulfuric acid by burning elemental sulfur, and such operations account for over 60% of all sulfur consumption in the world. 1 Therefore, a concentration of phosphate fertilizer production in rock-producing countries should produce a similar concentration of sulfur imports in the same countries. Figure 3 suggests that there has been a tendency since 1989 for sulfur exports to go increasingly to the rockproducing countries. World phosphate-location strategy is not limited to the alternatives of shipping rock and shipping finished fertilizers. A third alternative consists of producing phosphoric acid, the principal phosphate fertilizer intermediate, at the rock deposit, and then exporting it to market-oriented ammonium phosphate plants. This arrangement offers the importing country the advantages of shipping a more concentrated product while retaining the economic multiplier benefits of a domestic high-analysis fertilizer industry. India, and several other countries, imports merchant-grade phosphoric acid to use as input for the domestic value-added fertilizer industries. For various reasons, the trade in phosphoric acid has never quite lived up to the promise suggested by the foregoing discussion. Figure 4 shows no growth in this trade in the last ten years, either in absolute terms or in relation to the world&apos;s consumption of phosphoric acid. Most of the decline in the trade in phosphorous in rock form has been replaced with trade in finished fertilizers. The trade in superphosphoric acid was a growth activity in the late 1970s with the growth in US exports to the USSR, and this trade survived the Carter-era embargoes of US-Soviet trade. However, no additional sizable markets for superphosphoric acid developed, and other suppliers sought out the Soviet market. The problem with superphosphoric acid is that the cost of its incremental concentration is as great as the savings from shipping the more concentrated product. The Soviet market was a special case. The political breakup of the Soviet Union disrupted the superphosphoric acid trade after 1991 and led to a shutdown of the US export capacity.

"The development process of Metal Resources Technical and Economic Evaluation Expert System (MRTEEES) is introduced in the aspects of requirements analysis, design of the expert system, main functions of the expert system and features of the expert system. The system is based on C/B/S mixed mode and uses ASP.NET technology with .Net Framework being chosen as the development platform and metal resources database providing data support at the bottom layer. The system is an auxiliary management system for metal resources technical and economic evaluation and has the basic functions of auxiliary decision analysis, metal resources database management, data management and comprehensive query. Technical and economic evaluation model can be set up by users independently according to at which stage a project is, mainly including exploration stage, development stage and production stage, and according to the mining methods, for example underground mining, surface mining and in-situ leaching mining. Then, the technical and economic evaluation parameters can be generated. By inputting the value of each parameter in a simple and convenient way, the evaluation results can be directly calculated out and shown in the form of diagrams among others, and feasibility evaluation report can also be automatically generated, making the technical and economic evaluation process accurate and efficient. As the system can achieve the functions of scenario analysis, sensitivity analysis, shareholder’s returns analysis, horizontal comparison of different projects, it can improve the ability of project senior decision makers for rapid response to the rival and meet the demand of pricing negotiations. In this paper, we present a physiographic classification of gravel deposits, identify some field measures of aggregate quality, and describe sampling strategies for mapping aggregate quality in the Front Range Urban Corridor of Colorado. Gravel occurs in four types of deposits along the Front Range of Colorado: (1) piedmont alluvial fans, (2) high dissected terraces, (3) high (continuous) terraces, and (4) floodplains and low terraces. The four deposit types are the basis for definition of gravel-deposit models, which differ in geologic environment, deposit characteristics, deposit size, environmental impacts of mining, and post-mining use. Of the four types, floodplains and low-terrace deposits have been exploited most for gravel. High terraces also have been mined. Deposits of high dissected terraces and dissected alluvial fans have produced minor amounts of gravel, mostly for use as local fill. Studies to identify useful field measures of aggregate quality and to determine the appropriate scale for sampling were conducted on gravel deposits beneath the flood-plain and low terraces of the South Platte River north of Denver and the Cache la Poudre River between Ft. Collins and Greeley. Gravel deposits of the South Platte were selected for study because they represent the last major resource of gravel for aggregate in the Denver metropolitan area. The Cache la Poudre valley is the primary source of gravel aggregate for rapidly urbanizing areas around Ft. Collins and Greeley. Of all the field measures of gravel quality, the most important is particle size. Various parameters that measure particle size were investigated, but the easiest to determine, and the most useful to the aggregate industry, are measures of the proportion of coarse sizes. Particle size varies widely in gravels of the urban corridor. Gravel lithology, particularly the presence of deleterious particles such as reactive volcanic rocks and decomposed rocks, must be determined to assess aggregate quality. Studies of South Platte and Cache la Poudre gravels have not revealed large proportions of deleterious lithologies. Studies of particle shape revealed only small numbers of physically weak shapes in both the South Platte and Cache la Poudre gravels. Particle shape does not appear to vary from place to place in the gravels. Rounding, or the ab¬sence of angular corners, may play a role in the tendency of loose gravel to yield under load. South Platte and Cache la Poudre gravels are rounded, and rounding tends to increase upstream. Before the quality of gravel in a valley can be assessed, the stratigraphy of the gravel must be known because it affects sample design. If only a single gravel layer is to be studied, only the thickness of the gravel must be known before sampling. If, however, more than one layer of gravel-distinguished by particle size, sorting, or lithology-is present, sampling must take into account the thickness and distribution of each layer. For example, three gravel layers of different particle size underlie the floodplain and low terraces of the South Platte. The tributary Cache la Poudre, on the other hand, contains gravel layers that can be distinguished only locally and vary slightly in particle size. Sampling experiments were conducted on gravel bars in the South Platte River and in gravel pits on the floodplain and low terraces of the South Platte and Cache la Poudre Rivers. Experimental results indicate that, even where sample error is large, regional and stratigraphic variation may be measured if it is large relative to sample error. Using vertical trench samples weighing an average of 40-90 pounds, down-stream decrease in coarse particle size was mapped for Cache la Poudre gravel, and differences among superposed gravel beds were measured for South Platte gravel.

SPECIALTY CHEMICALS Specialty mining chemicals, like other specialty chemicals, share common business characteristics that transcend geographic boundaries. They are manufactured 1n a few selected areas, generally expensive relative to commodity chemicals, shipped and compete globally and usually require specialized knowledge for proper use. Specialty mining chemicals are relative newcomers to chemical markets. The vast majority of mining chemicals are derived from products that are less than two decades old. istorical records suggest that the gathering of geologic information in China began more than 2,000 years ago. Modern-day geological work in the nation started in the early part of this century but it progressed rather slowly. Before the founding of the People&apos;s Republic of China (PRC), there were only 800 people engaged in geological work and only 200 trained geologists among them. According to Minerals and Mining in China, many accomplishments were achieved within China&apos;s mining industry during the period of years between 1949, the founding of modern China, and 1997. These include: ? The number of types of minerals with verified reserves increased from 18 (pre-Liberation) to 162 (today). ? Mineral deposit localities grew from 5,123 (pre-Liberation) to nearly 200,000 (today). Of these 200,000 localities, more than three-quarters have verified mineral reserves. ? Minerals extraction and processing contribute to 31 % of the total industrial output value of China (today). ? Regional geological maps at a scale of 1:1,000,000 covering the entire country have been completed, while regional geological and hydrogeological maps at a scale of 1:200,000 covering two-thirds of the country have also been finished (today). ? Before 1949, China was regarded as an oil-poor country. Since the 1950s, China has developed an extensive petrochemical industry. It is largely government-owned except for a limited number of joint ventures. The central government maintains active control over China&apos;s most productive fields, including the Daqing field in the Songliao Basin of northeastern China and the Shengli and Liaohe fields in the Bohai Basin of northeastern China. ? The new report provides an overview of the current political and economic situation in China and discusses how this affects the minerals industry. According to its author, China possesses one of the world&apos;s largest mining industries, ranking among the leading producers of several metallic and nonmetallic resources. The Chinese mining industry is extraordinarily complex. It has evolved into an overwhelmingly large bureaucracy that was, until the 1980s, shrouded from and misunderstood by the international community. To date, more than 160 types of minerals have been discovered in China. But a significant portion of the minerals and energy base remains largely unidentified and evaluated.
