Decision making can be defined as the selection process of the best routes from the alternatives in order to achieve a goal, and mostly involves uncertainty. Additionally, mostly qualitative variables (weak rock, massive ore deposit, etc.) are in question. Mine planning engineers often use their intuition and experience indecision making. As fuzzy set theory has been used since 1970, these uncertainties are easily evaluated in the decision-making process. Real world study is decision making under vague constraints of different importance, involving uncertain data (qualitative variables), where compromises between antagonistic criteria are allowed. This paper presents a new approach in the selection of an underground mining method based on fuzzy set theory for the Ciftalan Lignite Site located close to Istanbul in Turkey. The physical parameters such as geology and the geotechnical properties of ore, hanging and foot wall, economic effects, environmental effects, are established with field and laboratory tests together with the determination of other qualitative variables. Meanwhile, some qualitative variables dealing with the matter was described according to the view of a number of experts. Then fuzzy set theory is applied to these parameters, considering the available underground methods in order to choose the proper method. At the end of the evaluations, the room and pillar method with filling was determined as the most suitable method for the test site. Excessive dust generation from unpaved mine haul roads is a problem common to most surface mining operations. While optimal road wearing course material selection parameters reduce the inherent dust generation potential, they do not totally eliminate fugitive dust. Many different classes of suppression or palliative treatments are available for mine haul roads and this paper initially ascertains basic selection guidelines, using a set of ideal dust palliative product, application and performance parameters based on mine road-user requirements. An evaluation and modelling methodology for truck generated fugitive dust emissions is developed as a basis for the comparative assessment of dust control strategies. For water-based spraying, a watering model was developed to estimate individual mine road watering frequencies for characteristic site parameter combinations during summer and winter operating conditions, for a required level of control or maximum dust defect. This forms the base-case scenario with which to compare the performance of other types of dust palliatives under the same conditions. Finally, a basic palliative economic evaluation model is introduced with the aim of identifying and costing the establishment, application and maintenance rejuvenation activities associated with the use of chemical palliatives. While palliative cost and performance is generally site specific, it is shown that under certain combinations of conditions, the use of dust palliatives has the potential to deliver cost savings when compared to water-based spraying.

A sampling campaign carried out on the lead flotation circuit at Lakan lead-zinc processing plant demonstrated that the Pb recovery was only about 68-69%. Characterization of the Pb flotation tailing showed that 61.4% of the Pb is in the –37 μm size fraction, which is difficult to recover by flotation. Batch flotation experiments were carried out on a plant sample of the lead flotation feed and high-intensity conditioning (HIC) was used to improve flotation recovery. The results showed that increasing the collector conditioning time from 1 to 3 minutes significantly increases the Pb recovery from 42.5% to 57.3%. Further increases in conditioning time to 5 to 7 minutes decreased the Pb recovery. With a collector conditioning time of more than 3 minutes, due to the surface cleaning effect, increasing collector and frother dosage improved the flotation selectivity and recovery, even at higher collector dosages. The Pb recovery increased from 69.1% to 79.8% with increasing impeller speed from 600 to 1250 r/min. HIC increases the flotation kinetics and greatly improves the flotation recovery and concentrate grade.

A retrospective study was conducted on the Rand Mutual Assurance (RMA) noise-induced hearing loss (NIHL) compensation claims from 1998 to 2008 to determine if the 2008 milestone agreed at the 2003 Mine Health and Safety Summit was achieved. The number and costs of NIHL compensation claims in different commodity sectors and workplaces were collated. A secondary analysis of the ages of employees compensated after 2008 was conducted. A complementary retrospective analysis of audiogram data investigated the percentage loss of hearing (PLH) shift in different homogeneously exposed groups and occupations at two gold mines. The compensation claims analysis indicated a significant decrease in NIHL claims from 1998 to 2008, but the milestone was not achieved. The reason may be either that claims have not been submitted timeously as required by Instruction 171 and that the current submissions are a result of pre-2003 noise exposure, or that employees who were baselined are still developing NIHL owing to ineffective hearing conservation programmes in place in the mining industry. On the basis of best practice for hearing conservation, recommendations are made for leading indicators in hearing conservation programmes and for reducing the risks of NIHL in order to achieve the 2013 milestone.

This paper briefly describes a computerised model of the South African electricity system which has been developed jointly by the Atomic Energy Board and the Electricity Supply Commission. The results of an analysis of this system have been subjected to a fairly extensive sensitivity analysis which reveals that up to the year 1990 between 680 and 700 million tons of coal will be required for electric power generation, together with between 7 000 and 10 000 tons of uranium. This result is fairly insensitive to data variations, but the prediction of a cumulative requirement up to the year 2000, of between 1 300 and 1 800 million tons of coal and 25 000 to 70 000 tons of uranium, proves to be very data-sensitive.

The Constitution of the Republic of South Africa advocates the importance of sustainable economic development and justifiable environmental consciousness by business. The government needs to ensure that every citizen of the Republic has access to an environment that is protected, pollution free, and sustainable by enacting certain regulations. However, there are more than 5 700 derelict and unrehabilitated mines of all types in South Africa. Former asbestos operations were among the first to be targeted for clean-up under the programme instituted by the Department of Mineral Resources (DMR), owing to the proven direct impact of asbestos pollution on health. This paper seeks to investigate the challenges faced by the coal sector as far as mine rehabilitation and closure is concerned. For the purpose of this paper rehabilitation is defined as per the Chamber of Mines Rehabilitation Guidelines publication, which defines rehabilitation as putting the land impacted by mining activities back to a sustainable and usable condition. Some of the current rehabilitation challenges are technical skills (know-how), leadership focus, poor planning, cost saving initiatives, and the government's lack of capacity to enforcement rehabilitation requirements. It is imperative that mining companies identify rehabilitation as a critical strategic pillar that directly influences license to operate. The case study evidence indicates that relevant policies, appointment of accountable people, sufficient leadership support, and the correct choice of rehabilitation equipment can assist to improve the rehabilitation and land management challenge.

"A number of conventional and advanced analytical techniques (proximate and ultimate analysis, low-temperature oxygen-plasma ashing, X-ray diffraction, X-ray fluorescence spectrometry, coal petrography, and lightelement electron microprobe analysis) have been integrated and crosschecked to provide detailed characterization of coals from the Highveld coalfield in South Africa, as a basis for better understanding of the mineralogical and chemical properties of the individual coal sources that are blended as feedstocks for combustion and carbon conversion processes. The techniques included methods to quantify the abundance and composition of the mineral matter (minerals and non-mineral inorganic elements), and also the abundance and chemical composition of the individual macerals in the individual coals concerned.Kaolinite is the most abundant of the minerals in the coals studied, with lesser but still significant proportions of quartz, mica and/or illite, dolomite, calcite, and pyrite. Small but variable proportions of anatase, goyazite, and siderite are present in some coal samples. Electron microprobe analysis, based on a special configuration for light-element study, shows that the vitrinite contains less carbon and more oxygen, and has significantly higher concentrations of nitrogen and organic sulphur, than the inertinite macerals in the same samples. Minor proportions of organically-associated inorganic elements, including titanium, were also identified in some of the maceral components.A comprehensive knowledge of the minerals and non-mineral inorganic elements in the coals used for feedstock preparation, obtained by integration of data from these advanced analytical techniques with more conventional analyses, may be of benefit in understanding the processes that take place during coal utilization, and also in avoiding or ameliorating some of the operational and environmental problems that may occur in different sectors of the coal utilization industry."

The paper will attempt to identify the threats, however obscure, that could confront the South African platinum industry. South Africa has the largest reserves of platinum group metals in the world, and is the largest producer of those metals. This situation is no different from that which existed in the gold sector fifty years ago. Since then South Africa?s share of world gold production has dwindled, and the gold mining industry has lost its dominance. Unlike gold, platinum has widespread use as an industrial commodity. Its investment value is a minor portion of its total value. It is therefore subject to different market forces. The sheer magnitude of the industry in South Africa obscures the fact that it is a wasting industry, and that South Africa exports almost all its production as a refined metal in the form of autocatalyst. Since Hotelling published his seminal work The economics of non-renewable resource in 1931,the science of mineral economics has developed exponentially. The paper will present a background of mineral economic theory and compare to this the development of the South African platinum industry. Of particular concern to a mineral exporting country is the question of mineral rent?its definition and employment. This will be the mail theme of the paper.

"The ventilation of underground coal mines plays an important role in minimizing the risk of methane and coal dust explosions. The ability of ventilation, with the use of line brattices (LBs), to remove methane and coal dust in empty headings is dependent on the amount of air leaving the LB and entering the heading. The quantity of this air depends on the associated system variables, namely heading dimensions, settings of the LB, and velocity of air in the last through road (LTR). However, the exact effect of these system variables on the flow rate at the exit of the LB in an empty heading is not known. The installation of LBs in South African coal mines is generally carried out based on experience. This can result in overor under-ventilation and may increase the cost of providing ventilation or cause accidents, respectively. In this paper, using computational fluid dynamics (CFD), the air flow rate at the exit of the LB in an empty heading was estimated using full-scale three-dimensional models. The CFD model used was validated using experimental results Firstly, the settings of these three system variables were varied, the flow rates at the exit of the LB were measured, and finally the results were used to calculate the effect of each system variable. The outcome is a mathematical formula that can be used to estimate air flow rate at the exit of the LB in empty headings for any practical scenario.This paper will help the coal mining sector in South Africa by providing estimation models based on scientific reasoning for the installation of LBs, and will also serve academia as part of the curriculum towards educating future mining engineers."

The demand for continuous improvement in the industrial world is an ongoing process. Some sectors, where the competitive forces are well established, have led the development of new and reliable technological innovations. Although the metallurgical industry can rightfully be proud of its process improvements, there is still work to be done in materials and in material handling. In some cases, the improvements will be as simple as adopting technologies that have been perfected in other processing or manufacturing industries. This paper discusses the next design generation for copper tankhouses which will yield: ?Improved copper quality ?Improved equipment availability ?Lower life cycle costs ?Safer operations. These benefits will be realized through new developments and design improvements in: ?Permanent cathodes ?Cathode washing ?Cathode stripping machines ?Anode preparation machines ?Improved lead anode design ?Recycling of lead anodes and refurbishment of cathodes. The demand for base metals, and in particular copper, has led to more research into improving efficiencies in electrowinning and refinery plants around the world. One of the areas previously taken as a matter of course was the production of lead anodes and stainless steel cathodes. In South America alone there are over 600 000 cathodes and anodes in circulation?a very significant figure.

The mining industry in South Africa faces real challenges with regard to the reduction of safety-related incidents. The purpose of this paper is to highlight the need for alternative interventions in addition to other safety improvement strategies already employed on mines. It furthermore supports an existing paradigm: incident investigations. An investigation into fatalities in the South African mining industry shows that although great progress has been achieved through the reduction in fatalities in all sectors of the industry over the last few years, more can and should be done to achieve status of ?zero harm?. Fatalities and lost time injuries on mines result not only in large financial losses, but also in disruptions of mining operations in general through Section 54 stoppages to resolve the situation. The approach of the paper is therefore not to try and prove whether there is high fatality rate and/or lost time injuries, but in what way incident reconstruction simulations (IRS) can have an impact in the future prevention of such incidents. The challenge therefore lies in the utilization of pro-active systems that would show employees the possible outcomes of being exposed to certain hazards. In real life, these incidents cannot be re-enacted and in most cases we can only learn through the previous mistakes of others. A virtual reality (VR) education and training system will enable employees to be ?exposed? to different hazards in a safe environment, and simulation, in a ?forgiving? environment, of the possible consequences of unsafe acts. According to the Occupational Safety and Health Act (OSHA), unsafe acts and unsafe conditions are indirect causes of safety-related incidents, but there are also direct causes; for example, unplanned release of energy and/or hazardous material, and basic causes, for example, management safety policies, personal factors, and environmental factors. The administrative workload associated with any incident investigation places a large burden on the investigation team, and in most cases other employees are informed through vague administrative processes what the ?real cause? for the incident/accident was. New preventative strategies are often put in place without showing the employees what the real causes of the incident/accident were. This can be mitigated through the use of interactive VR simulations/animations of the hazards that they are exposed to and how to deal with them. If VR interventions are not used as proposed by this paper, the real causes and consequences of almost all fatalities and lost time injuries may never be fully understood. This paper also emphasizes what potential impact IRS could have on the prevention of future mine incidents as part and parcel of a pro-active risk prevention strategy. The intention is therefore not to replace any other risk prevention strategies, but to visually enhance the reality of the incident. INTRODUCTION This paper was originally presented at the Platinum Adding Value Conference, held at Sun City from the 4th to 6th October 2004. Narrow reef mining may not be applicable to the base metal operations in Zambia, however, it is considered that the methodology used is equally appropriate to the development of technology and mining methods in mining environments other than narrow reef mining. The purpose of this paper is to explore the integration of technology and stoping systems. For the last hundred years the South African narrow reef mining industry has battled to control working costs in a labour intensive industry. It is only through the application of appropriate technology that change will occur. Stoping systems, because it is the stoping method and methodology that is at the heart of the mining system. Introduce a different technology that results in a more efficient stoping system and the mining system will look after itself. The technology applied to stoping in narrow reef mining, over the last 100 years, can be categorised as follows: ? The introduction of pneumatic rockdrills early this century. The cumbersome rig mounted units being replaced by smaller, lighter, hand held units that were then made easier to use with the addition of an air leg. (The so called Swedish method of mining.) As late as the early 1970s some drilling was still being carried out without the assistance of an air leg. ? Scraper winches to replace gravity and shovels to move rock both in the face and the gullies were first introduced in the late 1920s. ? Hydraulic props installed close to the face and capable of applying force against the hangingwall as well as yielding in a controlled manner under dynamic load arrived in the 1960s. In many instances these have now been replaced by yielding elongates fitted with water hydraulic tensioning devices. ? Some people argue that the introduction of tungsten carbide inserts, to improve drilling, was equally important.

Dithiophosphate (DTP) is classically used as a co-collector in sulphide mineral flotation, where xanthate-DTP mixtures have been shown to synergistically improve mineral flotation performance. Notwithstanding the improved recoveries observed, ethyl DTP does not appear to behave as a conventional collector, since it has been shown that it does not adsorb onto certain sulphide mineral surfaces. Recent investigations have nevertheless indicated that when ethyl DTP does not adsorb onto the sulphide mineral surface, the presence of a non-ionic frother can activate a synergistic increase in pulp phase mineral recovery, and bubble-particle attachment probability. A regular solution approach was used to determine the interactions between thiol collectors and non-ionic frothers at the air-water interface. Attractive interactions were observed between longer alkyl chain DTPs and frothers, whereas the activity of xanthates at the air-water interface were too weak to determine if an interaction was occurring. This is the first time that such interactions have been shown for the DTP-frother system and represents an important contribution to our understanding of the role of DTP reagents in the flotation process. Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each project's feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.

I appreciate the honour that has been bestowed upon me by my election as President of this Institute. We are starting what I believe will be a challenging year. The first challenge facing the Institute is financial. From the accounts for you will note that the Institute operated at a loss for the first time since 1987. average membership subscription was increased by only 10 per cent, reflecting desire to keep costs down in the minerals industry. The Institute will therefore to rely on other income to meet its budget requirements and break even financially. source of these funds will be the activities of the Technical Programme Committees. disciplines-Mining, Extraction Metallurgy, and Metals Technology are planning programmes for the coming year. I urge al members to increase their support of colloquia schools. Increased membership would also bring in more funds. Please, therefore, encourage colleagues who are not yet members of the Institute to join it.

Biological sulfate reduction has become a successful treatment alternative for acid mine drainage and Mintek is developing biological processes for treatment of highsulfate mine waters. Treatment of these high-sulfate waters is achieved by sulfatereducing bacteria that reduce sulfate to produce sulfide as a product, in the form of H2S and HS− at neutral pH. This introduces the opportunity to apply treated effluents from biological treatment processes for the recovery of metals, such as copper, from metallurgical waste streams. This study models the kinetics of copper sulfide precipitation from a complex bioleach liquor. The results indicated a rapid rate of reaction and the formation of covellite, suggesting the potential to use biogenic sulfide to recover copper as a metal sulfide product.

"Face mapping is a simple but invaluable means of geological and geotechnical data acquisition whereby intact rock properties, rock mass properties, discontinuity properties, and structural orientation can be assessed. Although traditionally done via direct contact with the mapping face through techniques such as line mapping or window mapping, remote face mapping using various digital techniques has become increasingly popular in recent years. Sishen is a large open pit mining operation requiring a comprehensive geotechnical data-set to evaluate pit wall design and stability with the necessary level of confidence. Geotechnical borehole data, face mapping data, geotechnical laboratory testing data, and implicit structural models provide the main sources of this information. Although a large geotechnical borehole database has always been maintained at the mine, face mapping has in the past been restricted to sporadic and isolated stability assessments. In 2013 the mine acquired a terrestrial laser scanner with the resolution, photographic capabilities, and software required to carry out geotechnical face mapping. A face mapping procedure was set up based on accepted face mapping methods, the data requirements of the mine, and capabilities of the laser scanner system. Mapping data obtained from the scans was integrated into the Acquire geological data management system, a purpose-designed structured query language (SQL) database system used for storing the mine’s geotechnical data. Within the geotechnical design process, having face mapping data available has improved confidence in the properties of the rock mass and structural environment, allowing for better definition of geotechnical design sectors. Overall, the face mapping and geotechnical analysis features of the terrestrial laser scanner in use make it an invaluable geotechnical data capture tool, provided a system is in place to store mapping data in a manner that allows for meaningful rock mass and structural information to be produced. IntroductionFundamental to the geotechnical design process is the acquisition of a reliable and complete geotechnical data-set. Geotechnical data acquisition will typically commence during the early stages of a project and continue well into the operational life of the mine, with the data confidence progressively increasing as the amount of data captured increases. Sishen mine currently bases all open pit geotechnical designs and geotechnical risk assessment on geotechnical borehole data in conjunction with interpreted structural models. Boreholes are logged and the data is captured in an ongoing process. This process forms the initial step in the geotechnical design and risk assessment process whereby the raw data is used to classify the strength properties for each lithology, provide inputs for geotechnical block models, and ultimately provide the inputs for slope design analyses. To date, borehole data has provided the only largescale, organized data-set for input into geotechnical analyses at Sishen. Although borehole data is the best and most comprehensive form of geotechnical data, there are some shortfalls that can be addressed by other data collection methods.
