This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. As part of the U.S. Bureau of Mines program to reduce the Nation's reliance on foreign supplies for critical metals, a procedure was devised to separate and recover critical metals from mixed and contaminated super alloy scrap. The process uses both pyrometallurgical and hydrometallurgical methods to treat the scrap. The mixed scrap is converted to a matte containing 4 to 7 pct S by adding S directly to the molten metal. This matte is then granulated and ground to a minus 35-mesh particle size and leached with an HCI-CI2 solution. This process takes essentially all the Ni, Co, Cr, Fe, AI, and Mo into solution in a 3-h leach, leaving W, Ta, Ti, and Nb (Cb) in the residue. The Mo is recovered from the chloride leach solution by solvent extraction, and the Cr and Fe are recovered together by precipitation. The Ni and Co can be recovered individually by an existing solvent extraction-electrowinning process. The W is recovered by a caustic leach of oxidized Cl2 leach residue.

The U.S. Bureau of Mines has developed an improved method for determining dissolved helium in water in the concentration range of 4.0 x 10-8 to 270 X 10-8 cm3 He (STP)/cm3 H2O. The method is a modification of a previously reported method that was developed for analrzing surface and subsurface waters in geochemical survey work. Water samples are collected in SOD-cm stainless steel cylinders, and the dissolved gases in a sample are extracted into an evacuated cylinder of equal volume. After addition of 30 psig of nitrogen containing less than 2 ppb helium to the extracted gases, the resulting mixture is analyzed for helium using a helium-tuned mass spectrometer. The helium content of the water sample is determined from an empirical calibration that is established by analyzing standard solutions of helium in water. The accuracy of the method is ±7 pct for helium-in-water concentrations above 10 x 10-8 cm3 He (STP)/cm3 H2O.

The Bureau of Mines investigated the concentration characteristics of high-clay sylvinite ores from potash companies operating in the Permian basin near Carlsbad, N. Mex. These ores, containing 14 to 19 percent K20 and 3 to 5 percent clay slimes, cannot be effectively processed by current commercial flotation methods because of their high clay content. A solution to this problem was shown to be the use of two-stage moderate scrubbing conditions for clay disaggregation and removal as opposed to strenuous attritioning. Bench-scale beneficiation techniques for recovering potash minerals by flotation from the scrubbed material resulted in acceptable product grades and recoveries. By using a coarse grind, emphasis was placed on production of premium granular and coarse products. Flotation results showed that concentrates of 59.6 to 60.4 percent K.0 values can be obtained. Continuous pilot plant beneficiation techniques for recovering potash minerals by flotation resulted in concentrates containing 58.8 to 59.8 percent K20 with recoveries of 69.7 to 81.4 percent of the K20.

ROCK BEHAVIOR has proved of national interest in a variety of fields. The behavior of rock consequent to a nuclear blast was used to detect such blasts, as criteria for the design of underground military defense installations that would resist nuclear blasts, and for judging the feasibility for peaceful uses of nuclear explosives. An obvious peaceful application of nuclear explosives would be for large-scale rock excavation, and plans were presented during the year to improve the present Panama Canal or create a new canal by this method. These plans were based largely on earlier crater tests that demonstrated rock behavior when subjected to a buried nuclear blast. A knowledge of rock behavior under impact was used to evaluate the materials of the moon by means of the geometric configurations visible in the close-up pictures of the moon surface taken by the U.S. rocket Ranger 7. The composition of the moon must be considered in devising methods for taking samples of the surface layers or in designing underground shelters as bases for future explorations of the moon.

Springing or chambering of deep drill holes is common practice in some quarries. It involves definite hazards from premature explosion during placing of the springing charges or the final charge due chiefly to heating of the bottom of the holes by the successive exploding of the springing charges or, in some instances, from burning of paper or other material following detonation of the explosives The danger is either unknown or disregarded in many instances by those who place the charges in the holes. Disregard of this hazard probably is, at least in part, responsible for the far too high fatality and injury rate due to charging explosives and premature slots in quarry work. Awareness of the danger' should result in elimination or at least of material decrease in injuries from this cause.

At the Eighth International Conference of the Directors of Safety in Mines Research, Sartorius and Thouzea5/ presented and discussed data obtained in explosives tests made under varying conditions of humidity. These tests showed that there was less probability of explosives failure when the humidity of the testing gallery atmosphere was high. As it is to be expected that the relative humidity of mine atmospheres where permissible explosives are used will not be identical with that of the test-gallery atmospheres, the influence of atmospheric moisture upon the incendivity of permissible explosives is of the utmost importance if decreasing humidity reduces the relative safety of an explosive. Because of this and because the question has recurred frequently in discussions of gallery testing at Bruceton, Pa., it was decided to investigate the effect of humidity and ambient temperature on the ignition of firedamp by explosives, applying the small-scale gallery methods developed at the Bureau of Mines and used earlier to study the fundamental causes of such ignitions.6 7 8/

In fact, there is little doubt that a well-organized program of accident prevention Will bring about a 'material production cost reduction due to increased efficiency, lower labor turnover, fewer delays due to accidents, better satisfied workmen, and a direct saving in compensation costs as well as many other items of expense.The more closely a. person is connected with the work of accident prevention, the more he becomes a believer in the value of amity in human relationships and the more he is able to exercise a spirit of toleration, fairness, justness, and helpfulness toward the problems of others, whatever those problems may be. Human nature responds to just these expressions of good willAnother great and invaluable effect of working for safety, is the fact that it is building up in the mind an appreciation of that which is constructive and, conversely, in opposition to that which is destructive In other words; the person who is sincerely striving to prevent accidents because they are destructive, costly, tad injurious, is subconsciously training his mind to look on any proposition from a constructive point of view. Working for accident prevention and safety is about the finest social training any person can have. It does not make a Person a financial Wizard or an executive genius, but it does make for the highest type of citizenship.While humanitarian reasons alone should be sufficient to maze accident prevention work an important factor in every mining organization, there are other reasons as well, since it has been proved conclusively that there can be no efficiency and economy without safety, as somebody pays when safety is lacking. Every safety device pays dividends; every safety application evaded is an assessment and a loss. Dangerous conditions are the most expensive and extravagant conditions in or about a coal mine. The economic gains are of considerable interest to all coal mining companies and this is brought about as before stated--through decreased compensation rates, the reduction of labor turnover, etc."

"The oxidation of NADPH by vanadate(V) in the presence of glutathione reductase showed typical enzymatic kinetics. The oxidation was inhibited by N-ethylmaleimide, a glutathione reductase inhibitor. Superoxide dismutase had no significant effect on the oxidation, indicating non-involvment of the superoxide radical. The vanadate(V) reduction was found to be a one-electron transfer process. These results suggest a new pathway for vanadate(V) metabolism and a new function of glutathione reductase. Compounds of vanadium(V), such as NaV03 , exert potent toxic effects on a wide variety of biological systems (1-3). Despite intense current activity, however, the biochemical mechanism of vanadate(V) toxicity is still not well understood (1- 14). It is believed that one of the important pathways involves the oxidation (by vanadate(V)) of NAD(P)H (15, 16), but, to our knowledge, there has been no report of the identification of any vanadate(V) reductase. With a view to finding if there exists any vanadate(V) reductase, we have investigated the oxidation of NADPH by vanadate(V) in the presence of glutathione reductase. Glutathione reductase (GSSG-R)2 was selected because our previous studies have shown (17) that GSSG-R can act as a reductase for chromate(VI), which is isoelectronic with vanadate(V). We find that GSSG-R does indeed function as a NADPH-dependent vanadate(V) reductase, thus pointing to a new pathway for the metabolism of vanadate(V), as well as to this property for GSSG-R. MATERIALS AND METHODSSodium metavanadate (NaV03 ), henceforth vanadate, was purchased from Aldrich and its solution was always freshly prepared. The GSSG·R used was from bovine intestinal mucosa and was purchased from Sigma. The oxidation of NADPH was followed photometrically as the decrease in absorbance at 340 nm. The spin trap, 5,5-dimethyl- pyrroline-N-oxide (DMPO), was purchased from Aldrich and used without further purification, since very weak or no spin adduct signal was obtained from the purchased sample when used alone.ESR spectra were obtained at X-band (9.7 GHz) using a Bruker ER200 ESR spectrometer. The magnetic field was calibrated with a self-tracking NMR gaussmeter (Bruker, Model ER035A) and the microwave frequency was measured with a digital frequency counter (Hewlett-Packard, Model 5340A). An ASPECT 2000 computer was used for data storage and analysis. The concentrations given in the figure legends are the final concentrations. All experiments were carried out in the phosphate buffer solution (pH 7.2) and at room temperature."

The Strawberry tungsten mine is in the Jackass Mining District, in an isolated portion of eastern Madera County, near the southeast corner of the Yosemite National Park. The deposit was discovered in 1941, and production started in 1943 when the mill was completed. With the exception of 1946 and 1947, production has been continuous. The area in the vicinity of the mine is granite containing islands of sedimentary beds highly altered by metamorphism that resulted from the intrusion of acid igneous rock. Schoelite occurs in almost vertical lenses of tactite between the limestone and the granite.

Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

Yields of ammonium sulfate obtained in the carbonization of coal frequently vary from plant to plant, because ammonia is an unstable compound at high temperatures and therefore sensitive, to changes in carbonizing conditions. Differences in byproduct yields of ammonium sulfate obtained at different plants generally are accounted for by variations in plant procedure, either in preparing the coal or in its carbonization. However, technicians of one large corporation,- which frequently obtained higher yields of ammonium sulfate in its Alabama plants than ever were attained in its Ohio plants, "could not reconcile the differences in yields with their plant operations. These investigators suspected that the Alabama, coal used in their southern plant yielded more ammonia because its composition differed inherently from that of the Pennsylvania and West Virginia coals fused in their Ohio plants, although this concept could not be proved readily in their large-scale operations. Their view is supported by experimental data obtained A Beau of Mines-American Gas Association (BM-AGA) carbonization tests) -21 of a large number of coals including those carbonized commercially in Alabama and Ohio.

Wires leading to or from underground facilities can develop hazardous voltages because of lightning exposure. The locations of many mine portals are particularly susceptible to lightning effects. The application of protective devices to limit this potential danger is necessary.

Research was done by the Bureau of Mines to determine the effect of a low-molecular-weight polymer on wet grinding of quartz, dolomite, and a copper ore. A 5-in ball mill equipped with a torque sensor for precise measurement of input energy was used for batch grinding tests. Grinding parameters were determined from size distribution data on the feed material and ground product. Zeta potential measurements were made to determine the effect of the polymer on the surface properties of the three materials, and a viscometer was used to measure the effect of the polymer on slurry viscosity. The addition of the polymer caused a sharp increase in the negative value of the zeta potential for all three materials, indicating that pronounced adsorption was taking place. At a constant slurry percent solids, addition of the polymer caused a similar reduction in slurry viscosity for each material. For quartz, dolomite, and the copper ore, grinding efficiency, as measured by kilogram of product per kilowatt hour passing a given screen size, was not affected by the addition of the polymer. However, the lowering in slurry viscosity caused by addi-tion of the polymer permits grinding at a higher slurry percent solids.

The mechanical properties of low-hafnium, arc-melted, Kroll-process zirconium are presented. The effect of temperature on the ultimate strength, yield strength, proportional limit, elongation, hardness, Young's modulus, electrical resistivity, and impact strength are shown, The effects of cold work and annealing on the tensile properties, bend radius, and formability, as determined by cupping tests, are also given, Tensile properties are compared, in part, to those obtained on earlier graphite-melted zirconium and on crystal-bar zirconium. INTRODUCTION The commercial production of high-purity, low-hafnium bearing zirconium has been achieved, and this metal is becoming available for industrial use. However, there is little published information regarding the physical and mechanical properties of this product; and, since there have been many improvements in the production and arc-melting techniques of zirconium in the past 3 years, it was considered advisable to present the properties of the vastly improved zirconium representative of current production.

The U.S. Bureau of Mines is investigating longwall panel and gate road layouts to increase coal recovery and reduce multiple-seam interactive problems. This report presents design practices for longwall mining multiple seams to provide mine planners and operators with practical guidelines for designing productive longwall mines. Key aspects of mine design that control longwall interactions are examined, including sequencing of seams, design of gate road pillars, and orientation of gate roads and longwall panels. Theories that describe stress transfer between multiple scams and the mechanics of interaction are addressed in relation to geology. Common longwall designs were further investigated using a boundary element model, MULSIM/NL. The model provided insight into relative stress transfer and distribution that occurs between longwall operations in multiple seams. Findings from the model show that (1) a longwall panel should be mined from the gob to the solid coal of an overlying mine, because the stress concentrations are lower; the approach angle should be kept under 30°; and (2) when mining in descending order, superpositioning gate roads usually produces the worst stress condition. To prevent this, the overlying isolated gate roads should be positioned from the centerline toward the headgate side of the underlying panel.

Coal-mine explosions in the United States during the past 10 years ranked third among the causes of coal-mine fatalities and constituted 16.1 percent of the total fatalities. In Indiana, however, during this same period the percentage of fatalities from this cause was much higher than the average percentage for the entire country. It is only through knowledge of the factors that have led to these past explosions that intelligent steps may be taken to prevent similar occurrences in the future. Although information concerning many of the earlier explosions is lacking, an attempt has been made to tabulate the information available in the hope that it may be of assistance in calling attention to some of the principal causes of explosions in Indiana.

In about 1930, Degussa applied for a patent on a process for the of oxides, carbides, sulfides, and other nonmetallic impurities by filtration in the molter state. The filtering media listed were wire screen, coke, and ceramic materials, and quartz. It was also suggested that filtration might be combined with chemical reaction between the metal and the filter medium or that might be added to the system. No patent was granted on the general scheme, but several years later a patent was granted on a continuous process purification of crude light metals, especially or alkali earth and their alloys. The melt was stirred at 1 temperature at which the impurities (such as oxides and salts) remained solid and the metal was drawn through a filter tube. The impurities collected under the filter and were removed by a screw conveyor. Crude sodium was purified by this process in Degussa's Knapsack plant. During the last war, when the refining of scrap became a very urgent Problem in Germany, experimental investigations were extended to separation of other metals and metallic compounds by filtration. Preliminary experiments seemed to confirm the opinion of Dr. L. Weiss that the principles of wet chemical filtration might be applied to a great extent in the purification of metal and alloys.
