"PURPOSE OF REPORTFatalities from falls of roof and coal are responsible for the death of more than 1,000 miners annually in the bituminous coal mines of the United States or practically one—half of the total fatalities in and about these mines. The men are killed by falls singly or in small groups and little or no publicity is given these accidents as they lack the spectacular features of gas and dust explosions. As a result, the public and even the miners have the impression that accidents from falls of roof and coal are just one of the unavoidable hazards of the coal—mining industry. This belief is not true. Accidents caused by falls can be avoided largely by the application of sound engineering principles, by education, and by proper leadership in the industry, just as gas and dust explosions and accidents caused by explosives have been reduced in recent years.The necessity for studying falls of roof and coal becomes apparent by referring to the following data from a table by Adams and Chenoweth:3"

The W. E. Dunkle mine, sometimes called the Costello Creek coal mine, is 8 miles N. 20° W. of Colorado Station on the Alaska Railroad. The presence of coal in this area has been known since the district was extensively prospected for gold between 1911 and 1915. At that time, coal from this deposit was used by miners for blacksmithing. The increased demand for coal resulting from government defense projects in Alaska led to exploitation of this deposit in 1941. The inability of Alaska coal mines to supply the quantity of coal required by public and private consumers and by the armed forces in Alaska was responsible for establishment by the Army of the Coal Procurement Section of its Alaska Department. It proposed to investigate the deposits and to expedite production from the Alaskan coal fields. The Bureau of Mines closely cooperated in this program. The quality of the Dunkle coal and the favorable location of the deposit caused it to be one of the properties chosen for investigation under a joint Army-Bureau of Mines-Geological Survey program.

This bulletin traces the development of high-pressure, coal and tar hydrogenation technology, based on an intensive review of the pertinent literature. The bulletin was written as a part of the Bureau of Mines research program on synthetic liquid fuels. It covers the history and economics of the process; the chemical aspect of hydrogenation of coal, tar, and middle oil; the engineering aspect of converting coal and tar to liquid fuels, principally gasoline; and the equipment for the process. The literature covered includes documents of the United States and British Governments, journals, and other publications. Bureau results in the hydrogenation field are also incorporated.

This report is one of a series based upon investigations made and being made within the Missouri River Basin in Montana by engineers of the Bureau of Mines , Albany Branch , Mining Division . These investigations are being made primarily to provide preliminary information to the Department of Interior agencies and to others concerned with planning the proposed Federal power developments within the Missouri River Basin. This report has been designed to permit public distribution of the factual data obtained . Virtually all known metallic -mineral occurrences and some nonmetallic mineral deposits within Fergus County were investigated in 1948. The investigations cannot be considered complete , however , because some long inactive mines or prospects may have been missed . Most of the old mine and prospect openings now are caved ; many are completely inaccessible . Many of the claims located years ago have been abandoned ; others have been relocated under different names and ownerships . Because of such conditions , much of the information regarding their development and operation necessarily has been obtained from available Federal and State publications , supplemented by information provided by owners and local residents .

This report, the fourth in an annual series, outlines recent trends and developments in the minerals industry. Discussed are new methods, equipment, techniques, and systems used to more effectively extract and process mineral products. Environmental considerations, health and safety standards, price controls, inflation, material shortages, and more dependence on foreign imports were problems faced by the minerals industry. Although productivity increased for most mineral commodities, the annual rate of increase has slowed in recent years, indicating a maturing technological situation. Growing concern for energy resulted in increased interest and research in alternative fuel sources. The primary concerns of metallurgists were pollution control and improved efficiency and performance of metallurgical processes, especially for reduction of energy consumption.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

MANY of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed in operating and anesthetizing areas. When ether was first introduced, candles,5 gaslights, and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions-many of them fatal to patients-have been attributed, with good reason, to sparks from static electricity.

The primary objective of this study is to "evaluate the influences of different equipment systems on prime farmland subsoil compaction due to surface mining in the Midwest." The study is centered on four mine sites each utilizing a different combination of equipment for soil removal and replacement. Subsoil compaction is the primary focus of this research effort. Primarily owing to physical location, it is difficult to alleviate the increased compaction directly below the topsoil in reclaimed soils. Different equipment combinations cause varied effects when soils are replaced during surface mining activities. By collecting field data within a statistical framework, the effects of different equipment combinations on subsoil compaction can be evaluated and conclusions drawn. This research effort evaluates a comparison of natural and replaced soils by moist bulk density data. This comparison centers on changes in bulk density and texture to a depth of 48 inches. For each study site a complete case study is provided for use in data correlation and interpretation. Basis for this research effort centers on four (4) major experiment designs: o Comparison of soil bulk density values for three distinct equipment systems evaluated on the same general soil types (i.e. scrapers, bucket-wheel excavators and end-dump haulback); o Evaluation of the effects of soil replacement in repeated lifts using scrapers; o Presentation of bulk density values representing soil compaction for four (4) equipment systems (i.e. bucket-wheel excavators, draglines, scrapers and end-dump haul back) on four separate mine sites in the midwest; o A prediction analysis model is developed for subsoil bulk density following reclamation based on equipment characteristics and a statistical evaluation of texture. The soil data base of information includes data from the 1982 Bureau of Mines study entitled, "Impact of Surface Mining on Soil Compaction in the Midwest" as well as data from this research project. The final report is synthesized through an analysis of field data, statistical analysis and literature review. The final report focuses on the interpretation of results for practical application by government and industry.

The complex organic chemicals in coal differ from those in petroleum mainly by the ratio of carbon atoms to hydrogen atoms; this ratio is about 2 for coal and 1 for petroleum. By changing the ratio, coal can be converted into compounds similar to those found in petroleum. In. very simplified form, omitting here the special conditions required, the paths by which this can be done are: [ ] Part or all of the coal is first gasified by reaction with steam and oxygen, either in a gasifier or while the coal is still in place underground. The resulting gas is mainly hydrogen and carbon monoxide, with impurities that .must be removed before further processing by one of the following routes.

The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,¢ a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

"INTRODUCTION For many generations the Indian tribes of the southwestern deserts knew of the thermal springs of the Coso District in southwestern Inyo County, Calif. Belief in the reputedly healing qualities of the waters and muds of the area was widespread. F. J. Sanders discovered mercury in the siliceous sinter around the hot springs while he was exploiting the district as a health resort. In searching for new domestic sources of supply of strategic minerals, authorized under the Strategic Materials Act, 3/,the Geological Survey 4/ first examined the deposits, which were drilled and sampled by the Bureau of Mines in the spring of 1941.The deposits investigated comprised three units known, respectively, as The Devils Kitchen, Nicol, and Wheeler. Most of the work was done at the first two.Of particular interest in the Bureau's work on the project was the adaptation and use of the bucket drill as a tool for sampling shallow, soft ore deposit."

During the fall of 1943 and spring of 1944, the Bureau of Mines investigated nine secondary limonite iron-ore deposits in the Williamsville district of Wayne, Butler, and Ripley counties, Mo., by rotary-bucket and power-auger drilling test pitting, and trenching. Studies on beneficiating the ores were made at Bureau laboratories. Iron ore has been mined in Missouri since 1825, and iron mining reached its greatest development between 1870 and 1890. During this period, production averaged about 250,000 tons annually.

Polychlorinated Biphenyls (PCBs) have been widely used as fire resistant dielectri coolants in electrical equipment used in mining applications, including transformers capacitors, electric motors, and electromagnets. In addition, PCBs have been used in hydraulic fluids and heat transfer fluids, and are present in many oil filled transformers. The Environmental Protection Agency recently banned the manufacture of PCBs and equipment using PCBs, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggest ways to decrease the risks resulting from continued use of PCB equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.

A program of investigation of strategic and critical minerals began in 1940 to examine and develop tungsten occurrences in the western United States and Alaska. During the years in which the nation was at war, this work was given special impetus to stimulate domestic production. This report is a compilation of results of the tungsten investigations in Alaska supplemented by certain data made available by the Territorial Department of Mines and is designed to include in its scope descriptions of all known tungsten occurrences in the Territory. Two areas in Alaska warranted special investigation - one at Gilmore Dome, 16 miles northeast of Fairbanks, and the other in the Hyder District, at the head of Portland Canal. Three tungsten properties - the Stepovich, Colbert, and Yellow Pup - are at Gilmore Dome. The Stepovich property, referred to sometimes as the Cleary Hill tungsten deposit, was worked by the Cleary Hill Mines Co. from April 1942 until May 1944 and was first examined by Robert S. Sanford and Norman Ebbley, Jr., engineers of the Bureau of Mines, in September 1942. The Cleary Hill Mines Co. by that time had explored an 800-foot strike length of the ore zone with 10 bulldozer trenches and was sinking an inclined shaft on ore in the central portion of the explored zone. In January 1943, the senior author, in company with Ebbley and Harry C. Doheny, supervising engineer of R.F.C., examined the property. Preliminary work by the Bureau of Mines began in May 1945, but actual exploration did not commence until late in June and continued until the end of October 1943. The deposit was examined by John B. Mortie, Jr., and William C. Overstreet, of the Federal Geological Survey, in 1942, and this study was continued in 1943 by Frank Byors, who also assisted the Bureau’s engineers on geologic problems. A magnetometer survey of this area was undertaken in 1942 by Henry Joosting and Eskil Anderson, engineers of the Territorial Department of Mines, and was completed with Bureau of Mines assistance in 1943. During 1943 the Bureau completed exploratory projects on the Cleary Hill mine and adjacent Colbert prospect. The field work on the Colbert property was begun early in July 1945 and continued intermittently until the end of October 1943, when it was recessed because of subzero weather. During September 1944, the Bureau of Mines established (by means of a few surface trenches) continuity between the Colbert mineralized zone, high on the dome, and the Yellow Pup vein, the lowest known tungsten mineralization in the area. It is generally recognized that any extensive program to develop the area as a whole logically would be carried out from the lower horizon.

The Union of South Africa has been interested in oil shale for a long time, and deposits of oil shales, torbanites, and similar rocks have been found in many parts of the country. (Fig. 1.) Samples differ markedly in oil yield and in the characteristics of the oil. The strata vary in thickness, and most of the deposits that have been found are in unfavorable locations because of remoteness from markets or absence of transportation facilities. This report deals mainly with the torbanite deposit near Ermelo, Transvaal, in the Union of South Africa, and the operations of the South African Torbanite Mining and Refining Co., Ltd. (hereafter referred to as Satmar), in mining the torbanite, retorting it, and refining the crude oil.

Real gross national product3 (GNP) grew at a seasonally adjusted annual rate of 4.2% in the fourth quarter compared with a revised 4.3% rate in the third quarter, according to the most recent estimates released by the U.S. Department of Commerce (table 1). Expanding inventories, Government purchases of goods and services, residential fixed investment, and a narrowing of the trade deficit fueled the growth. Significantly reduced consumer demand led to the heavy inventory growth. Almost half of the buildup in inventories consisted of automobiles because consumers reduced purchases when Detroit ceased most incentive programs in late summer. Reduced consumer demand also affected imports, however, and the narrowing of the trade deficit resumed after widening in the third quarter. Nonresi- [ ] dential fixed investment also declined after a strong gain in the third quarter. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 2.9%, the same as that of 1986. However, on a fourth-quarter-to-fourth-quarter basis, the real growth reached 3.8%, the highest growth since 19M, and exceeded the Reagan Administration's estimate of 3.4%. Rising merchandise exports accounted for about one-third of the growth in GNP for all of 1987 and are expected to continue to grow as domestic manufactures benefit from the lower value of the dollar vis-a-vis other major trading country currencies. Consumer demand became a less important factor of economic growth, but employment continued to grow (table 2), and civilian unemployment declined by 0.9 percentage points (December to December) as the industrial sector geared up to increase exports. Inflation, as measured by the fixed-weighted GNP price index, remained low at 3.4%.

In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. "FOREWORDVirtually all government agencies undertook many additional responsibilities during the period immediately preceding World War II; these responsibilities increased vastly in importance and scope after the actual declaration of war following the attack on Pearl Harbor. The Bureau of Mines was one of the agencies thus affected, and it was called upon to perform many duties foreign to its normal peacetime activities.The Health and Safety Division of the Bureau of Mines, at that time designated the Health and Safety Branch, was given several important and difficult duties and responsibilities of an unusual nature because of the war while of necessity-continuing its normal functions of assisting the mineral industries in the preservation of life and health and the protection of property, this being of especial importance in wartime because of the pre-eminent importance of having maximum output of essentially all types of mineral products. Some of these additional functions were given to the Health and Safety Division because the organization of the Division, with its field set-up dividing the Nation into districts with competent, experienced personnel in charge of its work, provided the nucleus of personnel and procedure through which rapid and smooth expanded functioning was feasible.In addition to the responsibilities directly attributable to definite war activities, such as the administration of the wartime Federal. Explosives Act and the Mineral Production Security Branch a new branch (then designated division) was formed to investigate coal-mine health and safety problems after the enactment of the Federal Coal-Mine Inspections and Investigations Act, which became a law on May 7, 1941, but which actually began to function actively after the declaration of war in December 1941.The purpose of this publication is to provide a brief historical record of the activities of the Health and Safety Division as a whole and of its individual branches during the war. The detailed record has been filed in the Archives Building, Washington, D. C."

In the last several years, the coal mining industry has made significant changes in the design of longwall mining systems to make them more productive. Some changes, such as increasing the length of the coal faces and increasing the capacity of the face conveyors, have resulted in problems with achieving sufficient motor torque to start and operate the longwall face conveyors. Other changes, such as increasing the size and/or decreasing the percent impedance of longwall power center transformers, have resulted in problems with the short-circuit currents on the transformer secondaries exceeding the interrupting ratings of the molded case circuit breakers used to protect the secondary circuits. A survey of 24 longwall mining systems in northern West Virginia was conducted to investigate both problems. The results of the survey are presented and analyzed. Several recommended solutions to the problems are presented to enable the coal mining industry to design safe and productive longwall mining systems.
