This paper, which describes the mining methods and practices at the Jarbidge mines of the Elkoro Mines Co., is one of a series of papers being issued by the United States Bureau of Mines on mining methods and costs in various districts throughout the United States. LOCATION AND HISTORY The Elkoro Mines Co.'s property is located at Jarbidge in the northeast corner of the State of Nevada (fig. 1). The camp is 9 miles south of the Idaho line; the nearest railroad point is 70 miles to the northeast at Rogerson, Idaho. A road leading to the south and connecting with Deeth, Nev., is passable during the summer months; the heavy snowfall which generally takes place early in the winter usually closes the road until the first of July.

The Bureau of Mines program of investigation and development of domestic mineral deposits had as its wartime objective the most effective immediate utilization of these resources in the interest of National security. Since the war, the results of individual projects are being prepared for publication as rapidly as practicable. Numerous chromite deposits were examined, among them those of the French Hill Mine in northern California. Situated 16 miles east of Crescent City, 76 miles from the nearest railroad shipping point at Grants Pass, Oreg., this deposit had a recorded yield of about l4,000 tons of metallurgical-grade chromite to the end of 1943. By the end of 1946, total production was more than 25,000 tons, averaging 43 percent Cr2O3, with a chrome:iron ratio of about 2.5:1.

THIS-report gives results of in investigation of the carbonizing properties of 18 coals, including 2 from Alaska, 12 from British Columbia, 3 from Washington, and 1 from Utah. Each coal was carbonized in the standard 13-inch Bureau of Mines-American Gas Association (BM-AGA) retort at 900° C. Plastic properties were determined by the Gieseler and Davis methods, and agglutinating and free-swelling properties were determined by standard methods. Expanding properties were measured in the Bureau of Mines sole-heated oven. From the results of the tests on these single coals, three coals from the Crowsnest area in British Columbia, representing Elk River Nos. 4, 9, and 10, were selected for blending with the Utah coal, which was from the Lower Sunnyside bed, Horse Canyon mine, Emery County. Lower Sunnyside also was blended with Wilkeson -Nos. 2 and 3 (Washington) coals, Pocahontas No. 3 from McDowell County, W. Va., and the Oklahoma low-volatile coal used in the blend carbonized at, the Provo, (Utah) coke plant at the time this investigation was started. Most of the blends contained 3 percent hard pitch, which is the proportion used at the Provo plant. The blends were also carbonized in 13-inch BM AGA retorts at 900° C. High-volatile B coal from the No. 3 bed, Evan-Jones mine, Lower Matanuska, Valley, Alaska, yielded poorly fused coke or char. M-bed coal from the Chickaloon mine, Upper Matanuska. Valley, Alaska, ranked as medium-volatile bituminous and coked strongly. It expanded 39.6 percent in the sole-heated oven at a. charge density of 55.5 pounds per cubic foot..

"INTRODUCTION In the course of the investigation of the occurrence of manganese deposits in the western United States, ore-dressing tests were made on three samples procured by Bureau of Mines engineers from two properties in southeastern Juah County, Utah, each of which is known by the name Black Jack. To avoid confusion, the tests will be described under the names of the owners Kendall-Duvall and the Empire Mines.None of the samples were amenable to ore dressing for the production of high-grade manganese sinter.Ores from the Kendall-Duvall deposit represent an interesting metallurgical phase of low-grade manganese occurrence, as the occurrence of manganese as silicate (braunite) automatically governs the extent to which they can be beneficiated by mechanical methods of treatment. As less than 50 percent of the total manganese was recoverable by complex methods of treatment in a 40- percent-manganese sinter, attempts were made to recover most of the manganese in a low-calcite, intermediate-grade product that might be acceptable for subsequent metallurgical treatment. By selective flotation of calcite and manganese, up to 68 percent recoveries were obtained in plus 20-percent manganese products..No encouragement can be given for successful ore-dressing of Empire ores as represented by samples received for testing, as no products were obtained that would meet minimum marketing specifications. Empire ore contained only 1 percent lime and might be high enough in grade (19 percent manganese) for direct hydrometallurgical treatment."

This Bureau of Mines report describes a series of rapid wet chemical methods for the analysis of blast furnace slags. A "complete" analysis for total iron, manganese, silica, lime (calcium oxide), magnesia (magnesium oxide), sulfur, and mixed oxides (R203) can be routinely performed in less than 3 hours. These methods were employed as the analytical control procedures for the Bureau's experimental blast furnace operations and have been satisfactorily applied to the analysis of other slags and calcareous materials.

Since the passage of the Federal Coal Mine Health and Safety Act of 1969, the need for improved duet control methods has become imperative. It has been proposed that one promising dust control technique would be the application of water through the cutter drum. In November of 1972, the Jeffrey Mining Machinery Co., who had been pursuing the development of wet drum miners since 1969, completed the manufacture of a 120M HELIMINER which had sprays in front of the cutting bits on a fixed width drum. On June 27, 1973 Jeffrey and the Bureau of Mines signed the contract numbered B0232060 for the purpose of evaluating "the effectiveness of respirable dust control on a Jeffrey 120M HELIMINER by use of water piped through the head." This evaluation, as described by the contract, was to be accomplished by the collection and analysis of dust samples at various locations of an operating mine production section.

The success of any project in which gas is injected into oil-producing sands to increase the current rate or the economic ultimate production of oil or in which surplus gas from oil-producing operations is stored temporarily in reservoir sands that have been wholly or partly depleted of their producible oil depends mainly upon an understanding of the underground movements of oil, water, and injected gas and the ability to control their speed and direction of migration through the reservoir sends. Many operators believe that injected gas always travels up the structure and drives oil to wells structurally higher than the injection wells, because the specific gravity of the injected gas is less than that of the fluid substances in the formation. Consequently, many injection wells are located on the flanks of oil-bearing structures with the idea of utilizing the energy of the injected gas to drive the oil to producing wells higher on the structure. It is true, under certain conditions of pressure and fluid depletion of the reservoir sands that injected gas will move in an up-structure direction, but the theory that injected gas always moves up the structure is based on an erroneous conception of the laws that pertain to the expansion of gases. By definition, "a gas is distinguished by its property of infinite expansion and is limited in volume only by the walls of the vessel which contains it." The expansion of gas that is injected into reservoir sands also is limited by "walls" that surround the space influenced by the injected gas. The walls of the majority of undrilled or virgin oil-bearing reservoirs in California are the impervious shales overlying and underlying the productive strata and the "dams" or effective barriers of edge water around the rims of the reservoirs. When gas is injected into the sands of a producing reservoir, regardless of the location of the injection well on the structure or the degree of depletion of oil from the sands, one of the walls which confine the gas in the structure about the injection well is fluid. This wall will be edge water in a nearly depleted reservoir, where the drainage cones or regions of reduced pressure about injection and producing wells intersect; and, where there is no interference of drainage cones and the injection well is structurally above the edge water, the wall will be oil. In some producing reservoirs bottom water may be the lower wall of the space that confines the gas about injection wells, but the effect of bottom water on limiting the expansion of gas is the same as if the water was not present and impervious formation separated the producing from the underlying nonproducing strata. Therefore, since compressed gas always seeks regions of reduced pressure and its final volume is limited only by formation and fluid barriers and since the force exerted by the gas under pressure is equal in all directions, the course of migration of injected gas in reservoir sands in California and the effect of the gas pressure on fluid movement does not depend necessarily upon the up-structure location of low-pressure regions.

Since 198 1, Federal mining law has required every miner working in underground coal mines to have a self-contained, self-rescuer (SCSR) available for use in emergencies. Some miners that have escaped from fires using SCSR's have reported that they had to remove their mouthpiece to talk during escape, thus compromising the protection afforded by the SCSR. If miners are in thick smoke during an escape, they may have trouble if they become separated from their group. The visibility can be so poor that separation can occur at very short distances. To address this problem, two-way, FM radios were built into the SCSR to improve the ability to communicate should the miners be separated over relatively short distances. The SCSR prototypes built and used in testing included both two-way radios and improved mouthpieces. Comparison studies were conducted using combinations of the new and old mouthpieces, and trials using the radio or not using the radio. Subjective judgments indicate that communication ability was significantly improved using the prototype devices. Communication problems have been encountered with teams using standard voice- powered communications systems. Mine rescue teams perform rescue and recovery work under extremely hazardous conditions, life lines are a standard part of mine rescue team equipment. Leaky feeder and quasi-leaky feeder life line communications systems provide significant improvements over standard systems. These improved systems allow all members of the team to communicate with each other and their base of operations. These innovations will significantly enhance the safety of mine rescue operations.

This publication lists and describes devices approved jointly by the Secretary of Interior and the Secretary of Health, Education, and Welfare, under the provisions of [§]70.300-1, Part 70, Subchapter 0 of Chapter I, Title 30, Code of Federal Regulations (35 F.R. 5548, April 3, 1970), for use as respiratory protection against respirable pneumoconiosis-producing dusts. Included are type C supplied-air respirators approved under Bureau of Mines Schedule 19R and dust, fume, and mist respirators approved under Bureau of Mines Schedule 21B.

To reduce the respirable dust generated by auger-type continuous coal mining machines. The Approach: Use water sprays close to the cutting bits on the auger so that coal fragments are thoroughly wetted as they are formed to prevent dust dispersal into the ventilating air. How It Works: The "wet auger" system of dust control uses water sprays distributed on both shafts of auger type continuous miners. This approach has been tested underground by personnel of the Bureau's Twin Cities (Minn.) Mining Research Center on a Wilcox Mark 20 continuous miner, in a cost sharing contract with Buchanan & Sons Coal Company, Inc. Personnel of the Interior Department's Mining Enforcement and Safety Administration collected dust samples and analyzed the data. A test machine was fitted with six sprays on each auger (see Fig. 1). Water flow rates from 8 to 12 gpm at pressures from 90 to 120 psi, or about 8 gallons per ton of coal mined, were required. At these rates of water usage, mining personnel experienced no problems with work-

"INTRODUCTION The South Hecla mine, one of the principal mines of the Alta United Mines Co., is situated at Alta in thee Little Cottonwood mining district, about 30 miles southeasterly from Salt Lake City, Utah. The mine has produced copper, lead, zinc, gold, and silver, and is reported to have been one 'of the principal sources of this country's bismuth from 1912 to 1925. The tungsten mineral, scheelite, has been found but has not been recovered. The extreme need for these minerals during World War II prompted an examination of the property by the Bureau of Mines and resulted in an unpublished report entitled ""The South Hecla Mine, Salt Lake County, Utah"" (fig. 1).A Bureau of Mines project 3301 was initiated, and operations were started early in 1943. The primary purpose of the project was to increase substantially the reserves of bismuth and tungsten ores. The critical situation in regard to lead, copper, and zinc developed during the early stages of the operation, and the work was expanded to include the development of ores 'of these metals.An investigation of 'the Albion, Rustler, and Greeley workings adjoining the South Hecla mine was made, and this work is also described (fig. 2); ACKNOWLEDGEMENTSIn Its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. 1. The major sources of heavy metal ions in wastewaters of the Coeur d'Alene Mining District are effluents from metallurgical processing plants. Effluents from mine operations provide a secondary source for heavy metal ions. Based on data analyzed by the Federal Water Quality Administration, mercury and arsenic are escaping from some mill waste ponds, but they are in the suspended phase. 2. Metallurgical process effluents are combined with mine waste effluents in tailings ponds, consequently, the quality of the tailings pond decant water is highly degraded. The major effect of combining metallurgical process effluents with mill wastes is a drastic change of pH in the tailings pond. This chance may be an increase or a decrease depending on the metallurgical process. The effluent from an electrolytic antimony plant drastically increases the pH in the tailings pond permitting the removal in solution of antimony via the pond decant system. The addition of low pH effluents to the tailings ponds results in a net decrease in pH which makes lead, zinc, cadmium, and copper more soluble, thereby permitting their removal from the pond via the decant system.

This report describes the feasibility test of an electromagnetic method for locating boreholes, with or without casing, that have been drilled in conjunction with mining operations but whose location with respect to the tunnel is not precisely known. The first tests were conducted with the cooperation of the Kerr-McGee Corporation, Church Rock Mining Operations, New Mexico, in September 1977. These tests demonstrated that accuracies of better than ±5% of range and ±1° of bearing can be achieved with a simple system and setups. Subsequent tests, in January 1978, on a horizontally drilled pipe line river crossing application, by Titan Contractors of Sacramento, California, demonstrated that accuracies of better than one-half percent of range and a few tenths of one degree of bearing can be achieved by using refined techniques. The demonstration tests were done at ranges on the order of 100 to 200 feet but the method is capable of working at much greater distances.

Studies were conducted by the Bureau of Mines to develop a process for preparing thorium-magnesium master alloys or pure thorium metal by magnesium reduction of thorium tetrachloride in a semicontinuous reactor. Thorium tetrachloride was prepared in a fluidized-bed reactor by chlorination of thorium oxide or thorium oxalate. Conditions were established for producing a suitable thorium oxide feed for a fluidized-bed reactor. Thorium tetra-chloride was purified by vacuum sublimation and subsequently reduced by magnesium in a semicontinuous reactor to form thorium-magnesium alloys. Relatively pure thorium was produced by removing magnesium from the alloys by vacuum sublimation. Close to 100 percent of the thorium fed into the reactor was recovered either as metal (~93 percent) or as thorium oxide (~7 percent). The oxide can be recycled directly into the process.

This Bureau of Mines publication presents short-range projections of domestic liquid hydrocarbon production through 1980. Appraisal of future crude oil production was made by evaluating the relationship between primary and enhanced oil recovery and the total crude oil producing trends in each of the oil-producing areas of the United States. Future natural gas liquid production was generally estimated by projecting historical production. Estimates of production were prepared for each of the oil producing areas and summarized for the Petroleum Administration for Defense (PAD) districts and total United States. From 1975 to 1980, crude oil production for the conterminous United States is expected to decline from 7.8 to 6.4 million barrels of oil per day (BOPD), and it is expected to increase from 8.0 to 8.2 million BOPD for the total United States. However, these estimates do not include additional production expected from the Elk Hills field in California and the Yates field in Texas. If included, 1980 production for the conterminous United States would be 6.7 million BOPD and 8.4 million BOPD for the total United States.

As part of the initial investigation and validation of a new boundary-element formulation for stress modeling in coal mines, the underground stresses and displacements at two multiple-seam coal mines with unique stress problems were modeled and predicted. The new program, LAMODEL, calculates stresses and displacements at the seam level and at requested locations in the overburden or at the surface. Both linear elastic and nonlinear seam materials can be used, and surface effects, multiple seams, and multiple mining steps can be simulated. In order to most efficiently use LAMODEL for accurate stress prediction, the program is first calibrated to the site-specific geomechanics based on previously observed stress conditions at the mine. For this calibration process, a previously mined area is "stress mapped" by quantifying the observed pillar and strata behavior using a numerical rating system. Then, the site-specific mechanical properties in the model are adjusted to provide the best correlation between the predicted stresses and the observed underground stress rating. Once calibrated, the model is then used to predict future stress problems ahead of mining. At the two case study mines, the calibrated models showed good correlation with the observed stresses and also accurately predicted upcoming high stress areas for preventive action by the mines.

The present status of the National Bureau of Standards program is that many magnetic tapes of analog data have been recorded in four major mines. Each mine uses different types of equipment. In addition, some surface measurements of noise have been made at two additional mines. Two types of recordings have been made: (1) broadband measurements for spectral plots and (2) narrowband measurements for amplitude probability density (APD) plots. Only data from one mine (Robena #4) has been processed and was, presented at this workshop. The short-term goals are: (1) finish processing data from the other mines, (2) establish or reduce measurement system uncertainties, (3) put Robella report into final form for distribution, and (4) hold a review to determine what has been done, to distribute and to interpret the preliminary data, and to determine what still needs to be done. Long-term goals are: (1) complete final reports on each of the mine trips, (2) establish techniques for predicting noise in mines already visited and establish uncertainty bounds for these predictions, and (3) establish techniques for predicting noise in mines that have not been visited (but that use similar equipment to those visited) and also establish uncertainty bounds for these predictions. Specific factors or formats to be presented include: (A) For underground broadband measurements: 1. 300 Hz to 100 kHz spectral plots 2. 300 Hz to 384 kHz spectral plots 3. 300 Hz to 192 kHz spectral plots 4. 300 Hz to 6kHz (subject to change to 3 or 12 kHz) spectral plots (B) For surface broadband measurements: 1. 300 Hz to 6 kHz (or 12 kHz) spectral plots 2. 300 Hz to 3 kHz spectral plots (C) For underground narrowband measurements : 1. This circular is part 2 of the third subject (entitled "Excavation") of a series summarizing; the technical problems involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes. This paper discusses the use of the power scraper, slackline cableway excavator, and hydraulic monitor, and part 3 will discuss the use of various types of dredges. Subsequent papers in the series will discuss the use of haulage equipment, the application of both excavating and haulage equipment to various types of deposits, and operating costs. THE POWER SCRAPER The power scraper is a younger member of the various forms of gravel excavators. It is a mechanized enlargement of the slip scraper and other scrapers which depend upon animals for power and has a greater range of operation from a single set-up than any other excavation unit except the slackline cableway excavator.

The Bureau of Mines devised a procedure for selectively extracting platinum-group metals (PGM) and gold from Stillwater Complex flotation concentrate. The Stillwater Complex is the only major U.S. PGM resource. Development of a suitable extraction technique will contribute to its exploitation. The concentrate was roasted at 1,050° C to convert host base-metal sulfides to oxides and the PGM from sulfide minerals to their elemental states. The roasted concentrate was preleached with dilute sulfuric acid to remove easily soluble gangue minerals. After pre-leaching, the concentrate was slurried with 6M HCI and leached at ambient temperature and pressure with a strong-oxidizing agent. Hydrogen peroxide, chlorine, sodium hypochlorite, nitric acid, and a persulfate salt were the oxidants investigated. The two-stage leaching scheme ex-tracted up to 97 pct of the platinum, 92 pct of the palladium, and 99 pct of the gold from the roasted concentrate. The base metals were not solubilized and reported to the residue. No attempt was made to devise a procedure to recover the copper and nickel because they comprise less than 5 pct of the value of the concentrate. Viable techniques for recovering the precious metals from the pregnant solution were sulfide precipitation, cementation with nickel, or adsorption on activated carbon.
