To provide a relatively structurally stable form of dried lump lignite, two North Dakota lignites from Mercer County were dried by the Fleissner process in an atmosphere of saturated steam at 200, 300, and 370 p.s.i.a. pressure, corresponding to steam temperatures of 382°, 417°, and 437° F., respectively. Two series of experiments were made at each test pressure with the individual lignites. In one series, the autoclave was preheated to the processing temperature before charging the lignite; in the other the lignite was charged into the autoclave at room temperature. In each case, heat losses were determined by blank tests of steam consumption over a similar operating cycle with the empty autoclave. The degree of moisture removal and net steam consumption were calculated from material balances. The amount of water removed as a liquid from the two North Dakota lignites during the heating and steaming periods was compared with results calculated from previously published data on drying Austrian lignite and Australian brown coal. These lignites, covering a wide geographical area, had original moisture contents ranging from 35 to 49 percent. The Austrian lignite and Australian brown coal are considered to be of Miocene Age, and the Dakota lignites belong to the Paleocene.

The San Juan Coal Mine, located near Farmington, New Mexico, supplies the San Juan Generating Station with more than 6 million tons of coal annually. To replace dwindling surface mine production, San Juan installed a longwall in 2002. The roof rock in much of the underground reserve consists of interbedded coals, carbonaceous shales, and mudstones. Roof support consists of fully-grouted roof bolts, both tensioned and non-tensioned, supplemented by modified cable trusses. Short-encapsulation pull tests conducted by San Juan’s geotechnical engineering department showed that some of the immediate roof layers provided variable bolt anchorage. To ensure that the roof bolts were obtaining the necessary anchorage, additional tests were conducted in a variety of locations. The results have been used to determine the optimum support design for different areas of the mine. Another series of tests evaluated the performance of several bolt and hole diameter combinations. The experience at San Juan Mine shows that short-encapsulation pull tests can provide the information necessary to improve ground control in variable roof conditions. It also illustrates how a pro-active geotechnical engineering program can be an essential component of a state of the art underground coal mine.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. In October 1949 the College Park Branch of the Mining Division instituted a survey of the New England pegmatites. Many of the New England pegmatite deposits were superficially examined, and the Bumpus quarry in Albany, Oxford County, Maine (see fig. 1), was selected for a diamond-drill exploratory-development project to supply information for developing more economical mining methods and no increasing production of beryl and other scarce minerals associated with pegmatitic intrusives. The Bumpus quarry has been mined intermittently by three operators since it was opened in 1927. At the time of drilling, the vein or dike (see figs. 2 and 3) had been mined to a depth of 60 feet for a strike length of 280 feet. The dike averages 40 feet in thickness and dips 50 degrees southeast. The Bureau of Mines drilled seven diamond-drill holes between September 27 and November 27, 1950. These holes showed that the dike persists for at least 350 feet to the east and probably 200 foot to the west of the present excavation. The drilling also indicated that the dip, as exposed at the surface, continued unchanged at 500 to a depth of at least 50 foot below the pit. The dike was not delineated, although it fingered out as pegmatite interbanded with Granite, diorite, and gneiss in diamond-drill hole B-4, approximately 250 feet west of the pit. Further drilling will be necessary to find the extent of this pegmatite dike and to determine the safest and most economic mining system.

Possible consequences of continuing internal political unrest and the imposition of foreign sanctions raise concerns about the traditional reliability of the Republic of South Africa as a major world supplier of important minerals. A recent Bureau of Mines' technical report (Open File Report 76-86) examined the impacts of temporary peacetime disruption scenarios for six key materials and mitigating options. Because of South Africa's dominant producer position for these minerals (except for cobalt), expansion of primary production capacity outside of South Africa is not a short term mitigative option. However, prospects of a longer term disruption would likely spur investment in capacity expansion in alternative Market Economy Country supply sources. This report identifies the resources, production costs, and burdens that would be placed on alternative MEC producers of chromium, cobalt, gold, manganese, and platinum-group minerals if South Africa's production were subject to a long term; disruption. When long term supplies from South African deposits are discounted, more than a few years reserves were found only for cobalt and manganese. Even for these two minerals, higher sustained prices would be required to increase manganese production capacity and to support means of cobalt transportation not through South Africa.

The Bureau of Mines examined the possibility of a seasonal variation of respirable dust concentration in U.S. coal mines. The first step was to review company and MSHA-inspector dust samples that had been collected during the past several years in 14 selected mines for compliance purposes. Results indicated severe scatter in data; most standard deviations of the dust concentrations measured in winter and summer months were comparable in magnitude with the mean values of dust concentrations for the seasons. Therefore, a detailed statistical analysis was conducted. At the 90% confidence level, the company samples of three mines had winter means 0.15 to 0.54 mg/m3 higher than the summer means; six mines had negligible seasonal variations; and five mines had winter means that ranged from higher to lower than the summer means. Inspector data, however, were too sparse for analysis. In view of both the low frequency of occurrence of a seasonal effect and its wide scatter in several of the mines, the study was ended with the conclusion that seasonal varia-tion in respirable dust levels, in general, is an insignificant factor.

Since 1988, there have been thirteen documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through near surface strata into structures or other enclosed spaces as a result of nearby trench blasting or surface mine blasting. From these incidents, there are thirty suspected or medically verified CO poisonings and one fatality associated with these incidents. To better understand the variables contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out a small-scale field study to identify key factors that may contribute to the migration of CO through the ground. NIOSH conducted single-hole heavily confined experimental test shots to measure the radial pressure pulse as it propagated through surrounding monitoring holes to determine if a relationship existed between the pressure pulse and resulting CO measurements afterwards. NIOSH also monitored blasts at an airport construction site. Following the detonations, the concentrations of CO, nitric oxide (NO), and nitrogen dioxide (NO2) were monitored for several days in the surrounding satellite holes. The peak CO measurements relative to distances from the shots were compared. Pressure histories and peak particle velocities (PPV) were measured at monitoring boreholes. It was found that the differential pressures recorded within the boreholes give some indication as to the likelihood of CO appearing, whereas the PPV measurements do not seem to be as good an indicator for potential CO migration. In this limited study, changes in barometric pressure had very little influence on removing the trapped detonation products, whereas applying a vacuum to the monitoring holes was effective in reducing the entrapped CO concentration.

"INTRODUCTION The Bureau of Mines work reported by the Metallurgical Division 4/ in 1934 shows the possibility of producing artificial manganese ore by pre- ferential oxidation of manganese from spiegeleisen produced from manganiferous iron ores of the Cuyuna range, Minnesota. A three-step process is described as being capable of producing a ferrograde ore from this type of low-grade, domestic, strategic material. However, the melting temperature in the last step of the process that forms the manganese product is high, and the phosphorus content is not easily controlled. Also, the tenor of the manganese in the product is not comparable with other methods that use less process energy.Lofquist 5/ patented an improvement of the above three-step smelting method, in which sulfide was added to lower the melting point of the product.More recently, reputedly successful attempts have been made to reduce iron preferentially from manganiferous iron ores, simultaneously removing the phosphorus with the iron, by means of an unusually high temperature blast and excess coke.Anson G. Betts 6/ patented a process for the matte-smelting of manganese ores, in which the ore was mixed with pyrite and enough carbon or coke to serve as thermal energy and reducing, agent in a manner similar to the standard blast-furnace process. This process was intended to give pig iron, a manganese-iron matte, and a waste slag. Wood, Barrett, and Porath 7/ presented data on the treatment of low-grade, domestic, manganiferous iron ores and low-grade, domestic manganese ores by this Betts mattes pelting process."

This report describes the mining and milling practices used by the Eastern Magnesia Talc Co. at its Johnson, Vt., operation. The report also contains a description of the local geology and all available information on cost and performance data. Since 1925 the mine has produced continuously at an average annual rate of 54,000 tons, and the ratio of ore hoisted to finished product is roughly 2 to 1. Ore is stoped by a combination of shrinkage and sublevel methods. In any 24-hour period the mill produces an average total of 14 grades of finished talc product, 9 by dry grinding and air classification and 5 by wet grinding and flotation methods. The mine operates one shift per day, 5 days per week and the mill operates on a 3-shift, 5-1/2-day-per-week basis. Operating costs for 1958, on a percentage basis, were mining, 22.34; milling, 54.77; ore haulage, 2.89; and all other, 20.00 percent.

THE expansion of the world economy which has been in process since 1958 continued in 1963 and both production and consumption of minerals rose. Gross national product (GNP) rose sharply in the United Kingdom and Japan, continued to expand in the United States and Canada, and maintained a high though slightly declining rate of growth in the European Economic Community (EEC) despite the appearance of excess capacity in certain lines and inflationary pressures in Italy and France. The steel and motor vehicle industries both increased output in North America, Western Europe, and Japan. The less developed areas benefited substantially from an improvement in their terms of trade, and their export earnings increased some 8 percent in 1963; although estimates of GNP for the majority of them are 110t yet available, it is probable that this increase was partly reflected in a substantial rise of GNP.2 In the United States the expansion was steady and extended through all sectors of the economy producing no distortions likely to disturb its continuing growth; at yearend with unemployment still at about 5.5 percent of the labor force and operating rates of industry estimated at about 87 percent of capacity, there was a substantial margin for further expansion. Though the balance of payments was still in heavy deficit for the year, in the last half it was moving rapidly toward equalibrium as net exports rose and capital outflows declined; prices were relatively stable, inventories increased only slightly and the activity of mineral-consuming industries remained high, steel output rising by 11 percent to highest level since 1957 and the auto industry output equalling the 1955 record.3

The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. "INTRODUCTION The fuel requirements for industrial and domestic consumers in New England, in normal times, are supplied almost entirely by fuel oil, anthracite, and bituminous coal. A shortage of these fuels occurred during the war. This shortage was caused by (1) The diversion of oil to military uses; (2) the use of railroad and boat facilities that ordinarily would transport coal for the transportation of war materiel; (3) the inability of coal mines to apply the increased demand for coal which resulted from the conversion from oil to coal by domestic and industrial consumers; and (4) the increased demand of war industries for coal. Because of this critical fuel situation, an investiga¬tion was made of possible sources of fuel nearer to points of consumption in New England. Meta-anthracite, which is a satisfactory fuel for some purposes, had been mined in Massachusetts and Rhode Island many years ago. However, the introduction of freer-burning anthracite and bituminous coal into New England markets resulted in the abandonment of these mines.The coal mined in the vicinity of Portsmouth on Aquidneck Island, Newport County, R. I., had been used successfully for smelting copper ore and for fuel. It is reported that this coal is less graphitic than the material mined at Cranston near Providence, R. I. The coal is meta-anthracite and does not burn freely. However, improved equipment for burning coal has been developed, and if minable reserves of meta-anthracite should be found, methods of burning it probably could be devised.The purpose of this investigation was to determine sources of additional fuel. Since meta-anthracite mined at Portsmouth had been used with some success, an investigation was undertaken to determine the characteristics and continuity of the beds in this area."

"This paper gives an account of the production of ductile-grade titanium powder in 100-pound batches by reduction of purified titanic chloride with magnesium, followed by grinding, leaching, and magnetic separation of the reaction product. Apparatus, technique, and methods of controlling product quality are described, and some data on operating costs are given.Although man has been aware of the existence of the element titanium for over 150 years, only recently has the metal itself been available in a form pure enough, particularly with reference to absorbed gases, to allow an estimate of its physical properties. In comparison with mild steel, the tensile strength of titanium is about the same, the resistance to atmospheric corrosion greater, and the specific gravity much less.These properties suggest the usefulness of titanium as a structural material for applications requiring resistance to atmospheric attack and a good strength-weight ratio. Although known reserves of titanium, high-grade enough to be useful at present are not sufficiently extensive to predicate that titanium might supplant iron, aluminum, and magnesium for structural purposes, the reserves are large enough to make its use as a structural material quite feasible in certain fields in which its unique properties are required.As a result of these considerations, the Bureau of Mines station at Tucson initiated an, investigation into the technology of titanium in 1938. First, a critical survey and small-scale trial of virtually all suggested methods7/ for producing the metal was made. The method devised by Kroll8/ seemed best adapted as a source of metallic titanium for, although the purity of the product was not as high as that of products from some other processes, it seemed that modifications in technique necessary for larger-scale production could be made more easily.Essentially, in applying the Kroll process, titanium tetrachloride was reduced to metallic titanium by adding the chloride slowly to molten magnesium contained in a molybdenum-lined iron reaction chamber filled with a protective atmosphere of argon. After reduction to the state of completion desired, the reduction mass and chamber were allowed to cool. Then the chamber was opened, and the reaction mass, consisting of titanium, magnesium chloride, and some unused magnesium, was removed by suitable means. Most of the magnesium chloride and metallic magnesium were removed by leaching in dilute hydrochloric acid. The leached sponge was then ground wet in a ball mill, releached in strong acid, and dried Removal of free iron by magnetic separation completed the production process.Development of the Kroll process by the Bureau was undertaken first at the station at Salt Lake City, in 1942 and the amount formed per run was increased in several steps from a few grams to pounds.9/ In addition to increasing the size of batch over that used by Kroll, the technique was simplified somewhat by the use of unlined reaction vessels."

"IntroductionThe evaporation losses of gasoline in the refinery, can be reduced by proper methods of refinery construction and operation. When gasoline evaporates slowly, as when stored in tanks that are not vapor tight, the most volatile part evaporates first, so that the remaining liquid in not only less in volume, but is also lower in quality. In some,evaporation changes the characteristics of the product so much that it must be reblended to meet trade specifications.Refiners are, therefore, greatly interested in the various appliances and methods used to reduce these losses. In the past this interest has been directed largely to storage tanks, probably because evaporation from tanks is more readily observed than losses during other refinery operations. As tests by the Bureau of Mines on evaporation of gasoline from small storage tanks had indicated that the losses during the various stages of refining might be equal to or greater than those of standing storage, a survey was during the spring and early summer months of 1924 in a large number of refineries in the Mid-Continent field. In order to enable the refiner to select the results of those tests that conform most nearly to the conditions that he has to meet, tests were conducted at various stages of refining, as follows: (1) Randown tanks, (2) (agitators), (3) filling tank cars, (4) storage of refined products, and (3) miscellaneous handling. The results are presented in this paper."

A joint effort by the Pittsburgh Research Center (PRC) and the Mine Safety and Health Administration (MSHA)3was undertaken to determine how well self-contained self-rescuers (SCSR's), deployed in accordance with Federal regulations (30 CFR 75.1714), held up in the underground environment with regard to both physical damage and aging. This report presents findings regarding laboratory-tested SCSR's in the fifth phase of testing from mid-1993to early 1996. The SCSR's were tested on human subjects and on a breathing and metabolic simulator (BMS) at PRC. These results indicate that most of the apparatus, if they pass their inspection criteria, perform satisfactorily.

"FOREWORDAmong many problems created by World War II, the question of supplies and distribution of raw materials is of outstanding importance. One of the most critical of these raw materials is fuel, and of the fuels coal is of primary importance. The normal consumption of coal has increased greatly owing to the increased tempo of industry in general. It has been necessary to divert much of the fuel oil, gasoline, etc., ordinarily used for industrial and domestic purposes, to supply the enormous demands of mechanized warfare. Coal must be provided to replace this fuel. Furthermore, the enormous increase in the production of steel has increased the demand for coking coals to a critical point.The Solid Fuels Administration for War is encouraging the use of anthracite fines in the production of byproduct coke for blast furnaces for three reasons. First, the production of anthracite for domestic use; is hampered by the inability to find a market for the fines incidental to the production of domestic sizes. Second, the shortage of low-volatile coking coal is acute, and any action that will decrease the quantity of low-volatile coal required will relieve the situation. As will be seen in this report, there is some promise that use of anthracite fines in coke-oven mixes will lower the amounts of low-volatile coal required. Third, utilization of those anthracite fines will tend also to alleviate the general fuel shortage. It has been the privilege of the Bureau of Mines to cooperate with the Solid Fuels Administration in the technical problems involved."

A computer program for calculating the illumination on coal mine surfaces due to machine-mounted lights is described. Utilizing numerical models of mining machinery and measured data on luminaire output characteristics, the program computes the ft-candle levels incident on the mine entry surfaces for any desired machine/luminaire/ entry configuration. Shadowing effects of the machine are taken into account. Results are provided at 2 ft. intervals on the face, left and right walls, floor and roof. To provide a data base for these calculations, eleven 3-D machine models were prepared and the outputs of three luminaire types were measured. Calculations were done for thirty different configurations.

"Introduction;As in the case of TNT previously presented*, this report presents the results of an investigation to discover the safest and best way of utilizing picric acid for industrial blasting purposes. It describes the physical and chemical properties of this explosive, gives precautions to be observed in handling, packing, preparation of cartridges, and holes, presents the results of field tests in blasting stumps and bowlders, and compares the results with those obtained from dynamite.The investigations reported herein were undertaken and this paper has been prepared, solely to aid in the salvage of the surplus picric acid accumulated for war uses and released by the declaration of the armistice. No funds were available nor have any been appropriated with which to defray the expense of converting this picric acid into any other form or to prepare any explosive mixture from it. The sole problem was to find appropriate uses for this military picric acid in existing needs and to show that it can be efficiently used in carrying out essential civil projects.It is not intended by this publication to promote the use of picric acid as an industrial explosive further than is necessary for the proper utilization of this surplus. On the contrary, the authors believe that picric acid by itself is unlikely to come into general use as an industrial explosive, chiefly because of its cost but also as shown by the clouds of smoke it emits on explosion and the nature of the reactions it undergoes because we do not obtain from it its highest efficiency. As demonstrated in its previous use in Joveite, better results and higher efficiencies may be obtained by mixing picric acid in proper proportions with sodium nitrate or ammonium nitrate, to more completely oxidize the picric acid, and another nitrosubstitution compound, such as nitronaphthalenes, with which do desensitize and waterproof the composition formed. By such admixture not only may the energy resident in the picric acid, be more fully utilized but the cost of the resulting blasting explosive should be much less than that of picric acid."

This paper describes and evaluates a method that the Federal Bureau of Mines used to determine the ultimate composition of the organic material in 10 samples of oil shale from the Mahogany zone of the Green River formation in Colorado and Utah. Since interest has centered on the Mahogany zone, the richest section of the deposit, these 10 samples were chosen to provide a broad representation of this zone with the objective of obtaining generally valid ultimate composition values. The most probable organic composition for the Mahogany zone and the 95-percent confidence limits for each component average (in weight-percent of organic material) are: Carbon 80.5 ± .4 Hydrogen 10.3 ± .1 Nitrogen 2.4 ± .1 Sulfur 1.0 ± .1 Oxygen 5.8 ± .5 As only minor variations in composition were observed, the organic material of this particular bed is quite similar over a wide geographic area.
