A shipboard research system capable of operating in waters of up to 2,000 m has been designed and implemented by the Hawaii Undersea Research Laboratory (HURL), University of Hawaii. It uses a remotely-operated ocean bottom survey camera system, ROV, bottom TV grab, the PISCES V submersible, and a submersible emergency recovery system aboard the 225-foot RN KA'IMIKAI-O- KANALOA. All systems are operated from the stern of the KA'IMIKAI with a mounted Caley telearm and articulated A-frame system. The system was designed for multi-purpose use of the telearm for launch and recovery of the PISCES V submersible on a lift recovery line (with or without diver assistance), or night-time operations with an electro-optical cable using either the HURL ocean floor sidescan, or photo and video system operated at 10 m above the ocean floor. The 1.14-inch diameter cable is also used to operate the RCV-150 garage/ROV system. The garage/ROV system has also been designed to act as a submersible rescue system with a submersible lift capability.

The Chilean part of the archipelago of Tierra del Fuego, situated south of latitude 62o S, is within that country?s Región de Magallanes y Antártica, and separated from the remainder of Chile by the Magellan Strait. In recent geological history several phases of Quaternary age glaciers originating in the Andean and Dawinian Cordilleras eroded assumed primary gold deposits and entrained their related alluvial deposits. Piedmont glaciation extended to the east and south over m0st of the land and beyond the present-day coastline into extensive areas exposed during the resulting lowered relative sea level. During interglacials particulate gold incorporated unevenly in the widespread drift, till and moraines was fluvially released and concentrated into streams and flood gravels. Coastal erosion enriched various beaches with gold. From 1868 onwards Tierra del Fuego hosted a major gold rush whereby early, labour intensive, beach mining eventually developed into inland dredging. But continued mining activity was interrupted and then terminated by several external factors. Most miners, always seeking ?greener pastures?, joined the rush to the new discoveries in the Klondike (1896) and Nome, Alaska (1899). In 1904 the international boundary, established in 1881, became the subject of a major dispute not settled until 1984, The Panama canal?s opening in 1914 turned Tierra del Fuego, previously on the Pacific-Atlantic shipping route, into a remote backwater. World War II brought opposing foreign naval forces to the actual islands where most gold had been taken from the beaches. It also crippled the dredging industry which lost its coal supply and never recovered. Nevertheless, some small scale mining continues to this day.

"Two types of metallic deposits have been found in the deep Arctic Ocean: Hydrothermal Fe, Cu, and Zn sulfide deposits form along Gakkel Ridge in the Eurasia Basin and associated ridges between Greenland and Europe; and iron and manganese oxide crusts (Fe-Mn crusts) and nodules, precipitated from seawater onto rock surfaces in the Amerasia Basin, contain many rare metals of economic interest. Fe-Mn crusts and nodules collected in the Amerasia Basin during 2008, 2009, and 2012 cruises on the USCGC icebreaker Healy are characterized by unique mineral and chemical compositions, very high Fe/Mn ratios, fast growth rates, and other unique characteristics compared to those formed elsewhere in the global ocean. These characteristics reflect temporal and spatial variations in geological, oceanographic, and climatic conditions in the Arctic Ocean and surrounding continents over the past ~15 Myr.RESULTS AND CONCLUSIONSDiscrimination diagrams show that the crusts and nodules found in the Amerasia Basin north of Alaska are hydrogenetic. However, the mineralogy is not typical for hydrogenetic Fe-Mn crusts and nodules, which usually include only amorphous Fe oxyhydroxide and ?-MnO2 (vernadite). The Arctic samples also include the Mn oxides birnessite and 10Å manganates (todorokite, buserite, asbolane), and the Fe minerals also include goethite, lepidocrocite, feroxyhyte, and ferrihydrite. This mineralogy reflects formation under lower oxygen conditions than typical for samples formed elsewhere.The Amerasia Basin crusts have a unique chemical composition compared with crusts from other areas of the global ocean. The key difference is the high Fe contents relative to Mn contents, which determines the types of trace metals hosted by the Fe-Mn oxide phases, and their concentrations. The high Fe/Mn ratios reflect the expansive continental shelves (>50% of the Arctic Ocean) and upper slopes that support redox cycling and release of Fe and other metals to bottom waters, and to the large fluvial input from North America and Siberia. Brine formation on the shelves and currents promote the distribution of the metals throughout the Amerasia Basin, including the deep basins."

Subsea mineral deposit exploration aboard the R/V Onnuri was performed along the northern Central Indian Ridge (CIR) between 8°S and 17°S in December 2009 ~ January 2010 (09IR Leg01 and 09IR Leg02) and December 2010~ January 2011 (10IR Leg01, 10IR Leg02, and 10IR Leg03). Final goal of the expedition for the first Korean research cruise on mid ocean ridge system is to define seafloor massive sulfide ore bodies through searching the active hydrothermal vents nearby spreading centers as well as to elucidate the nature of spreading segments of the northern CIR area where no systematic survey have been operated before by mapping and sampling of volcanic rocks. The preliminary result of topographical interpretations of bathymetry clearly display ocean core complex between 10°S and 11°S. The ocean core complex is featured by topographic-high area with corrugated surface. Lineaments of corrugations of the ocean core complex are clearly perpendicular to abyssal hill direction which is triggered by symmetric-normal faults. Ocean core complex are favor for hydrothermal fluid path because of the long-lived faults. In further exploration, more detailed examination, including systematic CTD casting and tows, need to narrow down actual venting site around ocean core complex. Magnetic field survey is able to estimate the location of hydrothermal vents with the properties that high temperature of hydrothermal fluids over Curie-point can cause thermal demagnetization. In magnetization intensity map, most of low magnetization zones are located at the nodal point over the ridge axis and the ocean core complex.

Ferromanganese crusts have traditionally been considered a potential ore for Co, whereas ferromanganese nodules have typically been considered a potential ore for Ni and Cu. However, both nodules and crusts sequester high concentrations of many metals (Table 1) from sediment pore waters and seawater, many of which are essential for high-tech applications. The resource potential of these rare and valuable metals is poorly known and they are the subject of considerable current research. The need for adequate and dependable supplies of these metals is essential for the development of new technologies. The rare-earth elements have recently received much attention in the scientific and popular press because of their use in so many high-tech applications and because more than 95% of the production comes from China (e.g., Service 2010); consequently, there is concern about the possibility of a significant decrease or even curtailment in exports from China. The lack of a primary source and the inadequate supply of Te have prohibited the development of a Cd-Te photovoltaic solar-cell industry (Hein et al. 2010). Inadequate supplies of many of the elements listed in Table 1 are limiting the development of key high-tech industries, forcing the use of alternative metals that [ ] may result in less efficiency or less favorable properties for a product. The rare-earth elements, Te, and other elements listed in Table 1 occur in high abundances in marine hydrogenetic and diagenetic ferromanganese deposits. Here, we look at the mechanisms by which these rare and valuable metals are incorporated into different genetic types of marine ferromanganese deposits.

Ore bed parameters of crusts are understandable as their thickness and content of main economic components ? manganese, cobalt and nickel. All known results of research activity on ferromanganese manganese crusts point to that crust are characterized by notable variability of thicknesses and composition. It is possible to separate few levels of variability. The most evident is the first level of parameters variability, which is manifested in various regions of the Ocean, and connected first of all, with an age of submarine mountains, a host objects for a crusts. It was proved by many authors, that most powerful crusts are connected with submarine mountains of Cretaceous age. [1]. Crust thickness at the Magellan Seamounts reaches, for example 12-15 cm, sometimes exceeds 20-22 cm. Thicknesses of Hawaii Archipelago or Tuamotu crusts in 3-4 times less. Biostratigraphy studies of crustal sections at the Magellan Seamounts already show, that its main part started to form in the Late Paleocene. Four layers with well expressed features in structure and composition of a layer are separated in the section. From foot to top: Late Paleocene ? Early Eocene layer I-1, Middle-Late-Eocene layer I-2, Miocene layer II and Pliocene ? Quaternary layer III. Relics of more ancient Campanian ? Maastrichtian ore layer [2, 4] were discovered. It is evident for example, that Oligocene mountains could not be a host for two lower layers in the crust section.

A very extensive spatial and temporal database on benthic infauna and associated sediment metals has been collected for Island Copper Mine on Vancouver Island, B.C. Canada from 1969 (pre-discharge) to 1998 (3 years post-discharge). The tailings deposited as organically impoverished, copper-rich, clays, silts and sands distributed according to particle size, bottom turbidity currents and strong, vertically mixed tidal currents. In addition, a large deposition of coarser waste rock along the north shore of Rupert Inlet contributed substantial material in the shallower, near-field area.

"Seafloor mining provides significant potential economic benefits for many Pacific nations that may be “land poor” but “coastline rich,” meaning they have the potential to utilize and profit from the mineral wealth within their Exclusive Economic Zones that extend 200 nautical miles (360 km) out from their coastlines. Within international waters, mineral wealth is the “Common Heritage of Mankind” with additional benefits for sponsoring states and their people.The Solwara 1 Project build continues with significant progress over the last twelve months. The Seafloor Production Tools (SPTs), Subsea Slurry Lift Pump, riser pipe, launch and recovery systems and winches are now complete with delivery to test facilities and the vessel ongoing. Recent focus has been on submerged trials for the SPTs, but the vessel build continues to progress to schedule. Nautilus appreciates the great support thus far from our all our stakeholders.Our focus is to develop the world's first commercial high grade seafloor copper-gold project in an environmentally and socially responsible manner and to launch the deepwater seafloor resource production industry.Nautilus’s marine research continues, including a 3.5-month series of exploration cruises for Seafloor Massive Sulphides in the Bismarck Sea, as well as fabrication of purpose designed exploration equipment."

"A deposit of phosphate nodules is on the Chatham Rise approximately 450 kilometres to the east of Christchurch in the South Island of New Zealand. The deposit contains sufficient rock phosphate to supply New Zealand’s phosphate fertilizer needs for at least 20 years. It was first investigated commercially 50 years ago by Global Marine, followed by JBL Minerals in the early 1970’s. NZ and German government research and industry groups then took it up again, with major field programs in 1978 and in the early 1980s.Due to difficult global and local economic conditions the project ground to a halt in 2004.The project was resurrected in 2007 when Chatham Rock Phosphate applied for a prospecting licence. This was granted in 2010 and a successful subsequent mining permit approval followed in 2013. The initial application for the separately required environmental permit was declined in February 2015.A lot has changed then and the significance of this will be the subject of the presentation. Chatham Rock Phosphate is confident that an environmental permit will be successfully granted next time."

Scientists show that polymetallic nodules and massive sulfides from deep sea mining contain valuable metals. These metals have the potential to overcome future shortages of supply. Hence, companies, government agencies and industrial associations increasingly evaluate deep sea mining as a promising supplement of land mining. Technologies to extract, exploit, transport and smelt polymetallic nodules and massive sulfides industrially are still in conceptual stage and not sufficiently advanced for operation. According to the International Seabed Authority, large scale exploitation would require a successful pilot mining test in order to demonstrate e.g. the technological feasibility but also the conservation of environmental systems services. At the same time, NGO´s and a some scientists point out that large scale extraction of polymetallic nodules and massive sulfides could disturb the habitat of benthic organisms, with unknown long-term effects. Aside from the direct impacts of mining, indirect consequences about leakage are likely. In the oral presentation I will show how companies, government agencies, scientists and association/interest groups perceive and assess economical/technological, social and environmental risks and opportunities of deep sea mining. In order to analyze the perspectives of each stakeholder group on deep sea mining, we conducted 15 interviews with four stakeholder groups and a large scale survey (n = 500, return rate = 13 %) in Germany. We used the concept of sustainability with its economical/technological, ecological and social dimensions for the interpretation of the results. Ancient volcanogenic Cu-Zn-Pb-Ag-Au massive sulfide ores commonly have associated with them along strike and in the immediate hanging wall a distinctive sediment that is thin, usually cherty and metal enriched, and generally referred to as an "exhalite horizon" or "tuffaceous exhalite". Typical examplks include the 13 Ma tetsusekiei of the Kuroko deposits of Japan (Kalogeropoulos and Scott, 1983, Econ. Geol.) and the 2700 Ma contact tuffs of Noranda, Canada (Kalogeropoulos and Scott, 1989, Can. J. Earth Sci.) and Key Tuffite of Mattagami, Canada (Liaghat and McLean, 1992, Explor. Min. Geol.). Attempts to use trace element distributions as lithogeochemical guides to ore have been largely unsuccessful. Exhalites have been considered to be the products of seafloor hydrothermal activity that is peripheral to the main ore-producing vents. However, large actively-forming polyrnetallic sulfide deposits at the Explorer mid-ocean basalt spreading ridge (1 850 m depth) in the NE Pacific and the eastern Manus back-arc dacitic spreading center (1650 m depth) in the western Pacific have demonstrated that the exhalite horizons are more likely produced by fallout of particulates from the main hydrothermal plume. In a typical hydrothermal plume, grains of >27 µm represent up to 97% of the mass (although only 2% of the population) of the particulates and are calculated by Stokes equations to fall from the plume to the seafloor within a few krn of their source. The particles are primarily composed of anhydrite, barite, amorphous silica, iron oxyhydroxides and metal sulfides and oxides. Plumes are subject to bottom currents which push them in preferred directions, just like smoke plumes in the atmosphere are subject to the vagaries of wind direction. The rapid advancement of green technologies in recent years is closely tied to an ever- increasing demand for raw materials. Innovative forms of zero-emission transportation and sustainable power generation will require a variety of traditional metals such as Ni and Co, but also many non-traditional metals (e.g., REY). Many of these elements are known to be highly enriched in deep-sea ferromanganese (Fe-Mn) nodules and crusts. However, unlocking these metals from their deposits through metal processing is – aside from deposit exploration and production – expected to be a critical component that will affect the overall economics of the marine mining value chain. Hence, research and development of tailored metal processing solutions which can target specific metals of interest in Fe-Mn nodules and crusts, is required. Dynamic mineral recrystallization (DMR) of Fe-Mn oxide phases is a geochemical process that may have notable potential for hydrometallurgical applications. We have recently demonstrated that Ni can effectively be cycled between deep-sea Fe-Mn nodules and crusts and solutions through dynamic mineral recrystallization. DMR occurs in nature as abiotic background process during biogeochemical Mn cycling when dissolved Mn(II) is in direct contact with Mn oxides. Trace metals which are incorporated in the Mn host phases, are cycled between solid phase and solution via coupled dissolution (trace metal release) – reprecipitation (trace metal incorporation) mechanisms.

The Company Bauer Maschinen is very well known in the field of specialist foundation equipment. In the diaphragm wall market, we have experiences both in manufacturing and executing projects all over the world since 1984. We have a population of more than 300 units working all over the world in all climate and soil conditions. Especially for hard soil and rock conditions, we have developed several cutting tools and systems to optimize the performance, e. g. the “flipper tooth” Besides the execution of land based foundation projects, we have performed our firs offshore project with the trench cutter in 1994. Our task was to take samples out of the alluvial soil off the coast of Namibia in a water depth of max. 200 m. We converted a drill vessel and launched the cutter thru the moon pool. The samples had a cross section of 3,40 m² and a max. depth of 5 m. They were used to estimate the content of diamonds. The first time, we reached the seabed of the deep sea was together with our seafloor exploration rig MeBo, where we can take cores up to a length of 160 m in a maximum water depth of 4000 m. With our customer MARUM, we have done several expeditions since 2005. The last expedition took place in the Black Sea to explore gas hydrates.

"REVIEW OF ISA's DRAFT EXPLOITATION REGULATIONS – HAVE KEY STAKEHOLDERS' CONCERNS BEEN ADDRESSED ADEQUATELY?In early August 2017, the ISA published a revised draft of the exploitation regulations. My presentation will focus on the extent to which key State and Contractor issues raised in formal submissions in November 2016 have been addressed in the revised draft and any additional key issues in the revised draft which are likely to cause significant concern for Contractors.ABSTRACTFollowing the ISA's call for submissions in response to draft zero of the exploitation regulations in July 2016, 43 responses from stakeholders were received by the ISA in November 2016. My presentation will start by briefly looking at how the ISA has continued to engage with stakeholders following the publication of draft zero of the exploitation regulations, including at payment regime workshops in London (November 2016) and Singapore (April 2017) and at the environmental workshop held in Berlin in March 2017. It will also touch on the publication in February 2017 of what was in effect a very preliminary draft of the environmental regulations before moving on to consider in detail the extent to which key State and Contractor issues have been addressed in the ISA revised draft exploitation regulations which were published in August 2017. My review of the formal submissions will include, amongst other things, commentary on:(i) the level of Stakeholder response (State Parties to UNCLOS, Sponsoring States, Privately owned Contractors, State Owned Contractors and NGOs);(ii) the quality of the submissions (particularly by States and Contractors); (iii) the key concerns raised by State and Contractor stakeholders and how those issues have been addressed in the revised draft exploitation regulations; and(iv) how all stakeholders need to further engage with the ISA to ensure that the exploitation code adequately addresses the legitimate and reasonable concerns of each Stakeholder group (e.g. Contractors, Sponsoring States, Developing States and NGOs)."

Public Law 103-426 was signed into law in October 1994. Its provisions amended sections 8(k) and 20(a) of the Outer Continental Shelf Lands Act (OCSLA). The 8(k) amendment provides the Secretary of the U.S. Department of the Interior 001) with new discretionary authority to negotiate agreements for using Outer Continental Shelf (OCS) sand, gravel, and shell resources for certain projects of public benefit (e.g, beach, shoreline and coastal wetlands restoration that are under- taken by a Federal, State or local government agency). The new law also covers construction projects that are funded wholly or in part or authorized by the Federal Government. Under the law, the Secretary may assess a fee for use of the resource by taking into consideration the value of the resource and the public interest served. The law also requires that any Federal agency proposing to make use of OCS sand, gravel, or shell resources enter into a Memorandum of Agreement (MOA) with the DOI. An MOA would promote efficient coordination and resolution of inter- agency scheduling and issues. The law requires that Congress be notified before use is made of these OCS resources. The amendment to section 20(a) of the OCSLA clarifies that obligations concerning environmental studies extend to non- competitive lease situations and includes minerals other than oil and gas. The Minerals Management Service (MMS) is the DO1 agency responsible for interpreting and implementing the provisions of Public Law 103-426. The negotiated agreement approach is distinctly different from the competitive bidding requirements that have applied to all OCS minerals since the inception of the OCSLA. The MMS has opted to implement the new law in a nontraditional manner. Rather than issuinga body of new regulations to cover the negotiated agreement situation, or attempting to amend three sets of existing regulations, MMS is pursuing a less formal approach of providing guidelines. More weight is placed on the negotiation process itself and the legal agreement that consummates the process as the means for establishing ground rules, terms, and conditions under which qualifying projects may be conducted. This process must recognize and adhere to requirements of other laws, including the National Environmental Policy Act.
