The objective s of this paper are: (a ) to examine and discuss the burdens we place on our extractive industry; (b) to compare the levels of taxation in Canada with those in other countries; and ( c) to suggest certain broad parameters within which our taxation policies may be made more rational and stable. Among the burdens identified are taxation, the ownership and use of our resources, environmental issues and the rather emotional issue of so-called 'super profits'. Finally, the paper will address certain broad but key areas of policy which need attention and agreement if our tax system is to be made more rational. Such areas include: whether and if so why the extractive industry should be given incentives;. what circumstances, if any, justify a 'higher' than normal' level of taxation, and, ?if the concept of economic rents is a justifiable one, how might a basis for them be established which recognizes the fluctuating value of much of the industry's output. Note: The paper was written before the 1977 Federal and Provincial budgets were presented. Consequently, the paper does not reflect any changes proposed in these budgets.

"The adaptation to platinum-group minerals (PGMs) of a protocol developed to predict gold recovery by gravity is presented. The protocol is based on three different data sets: ore characterization of gravity-recoverable minerals, description of their behaviour in cyclones and ball mills, and performance of recovery units. Examples of these are given. It is shown that the gravity-recoverable PGM (GRPGM) content can be very high. A case study at the Clarabelle mill is presented. Sperrylite is the dominant platinum mineral, and its partition curve is very similar to that of gold, despite its lower density. Its grinding kinetics is significantly higher than for gold. As a result, sperrylite accumulates in finer sizes than native gold, but can still be recovered by gravity or flash flotation. Recovery projections based on gravity recoverable data are presented.BACKGROUNDReliable modeling of gold recovery by gravity or flash flotation from a grinding circuit is based on the ability to describe the properties of gold-bearing particles in the ore, their behaviour in grinding and classification units and the performance of the equipment used for recovery, be it gravity or flotation. "Red Dog is one of the largest zinc mines in the world both in terms of reserves and annual production. In 2013, Red Dog produced 551,300 mt of contained zinc and 96,700 mt of contained lead. The mine, which is located in Northwest Alaska, is a partnership between Teck Alaska Incorporated, the operator of the mine and NANA Regional Corporation Inc, the local land owner. The Aqqaluk deposit, which is the current source of ore, has an average grade of 15.8% Zn, 4.1% Pb and 73 g/t Ag with the main minerals being sphalerite, galena, pyrite, barite and quartz. Surveys of the zinc flotation circuit at Red Dog identified that a substantial amount of fully liberated, sub 20 micron sphalerite particles were being lost to final tailings. As a means of improving fine sphalerite recovery, a four month plant trial of magnetic conditioning was conducted in the zinc retreat circuit. Magnetic conditioning technology has already been commissioned in several concentrators around the world to agglomerate fine paramagnetic minerals, increasing their probability of bubble collision and recovery in a flotation cell. The results of the four month plant trial at Red Dog showed that at a high level of confidence, a 1% increase in zinc recovery or zinc recovery and zinc concentrate grade combined was achieved with magnetic conditioning. The resulting economic benefit, which is also at a high level of confidence, is significant to Red Dog and therefore, magnetic conditioning has been permanently incorporated into the Red Dog zinc flotation circuit.IntroductionRed Dog is the largest zinc mine in North America and represents approximately 29% of North American zinc concentrate production. The mine is located in northwest Alaska, approximately 100 miles north of the Arctic Circle and 50 miles inland from the Chukchi Sea. The remote location makes the mine accessible only by air or seasonally by ocean-going barges. The Santa Rita mine is located in north eastern part of Bahia in Brazil and is owned and operated by Mirabela Mineração do Brasil Ltda. Typical SABC circuit was designed as the preferred option for the 4.0 mtpa (500tph) to produce a P80 of 125um for flotation. Although the SAG was originally designed to operate with conventional radial pulp lifters, later it was fitted with Outotec?s Turbo Pulp Lifters ? TPL (Latchireddi, 2005). The milling circuit commenced commissioning on the 24th of October 2009 and the milling circuit achieved the nameplate capacity within days. with small and relatively simple measures to rectify. Since commissioning, the SAG mill has been working in fully autogenous grinding (FAG) mode with no balls (in contrast to the estimated 10% ball charge) and has been consistently treated up to 650tph. This paper examines the comminution design process, the operating philosophies, start-up experiences, post commissioning optimization and future development works. An evaluation of mill performance relative to the design criteria for the project life to date is also included.

In some parts of the world explosions in mines are more commonplace events. Even in the more developed nations explosions have occurred in recent times. In some cases these mines have significantly lowered their lost time injury frequency rates and as such considered themselves to be ?safe? operations. The consequence of these explosions has been devastating. It is not just the loss of those underground, but also to the families that have lost people in them and the broader community that has lost friends, income, business opportunities, and in many cases support and sponsorships. It begs so many questions, ?What went wrong??; ?Why were the circumstances not foreseen??; ?What could have been done to prevent it??; ?How is it that no one stopped it, reported it, fixed it etc.??. Being held accountable for negligence, should not be overlooked, however this may not aid the processes required to find all the answers. If the nature of explosions is understood, the circumstances and tools to prevent them are readily available then the occurrence and reoccurrence are due to weaknesses or inadequacies of the systems of work or in the implementation of them. This paper restates the fundamentals of gas explosions, examines the options to control the underground environment through ventilation, gas management and monitoring, education and training. Case studies have been used to examine systematic failures in ventilation management. In some of these cases it is not so much, the system that had been developed, but the interpretation and implementation of the system that resulted in the failure and subsequent loss.

Building Information Modeling is a prevailing methodology in the building industry and half (by length) of the world's shield tunnels are in Japan. Accordingly, for shield tunnels from 2005 to 2007, we developed a product model called IFC-ShieldTunnel, which is based on Industry Foundation Classes (IFC), in order to meet the future demand for such a product model. IFC-ShieldTunnel was developed by adding new elements that are specific to shield tunnels and that are not included in the original IFC. The added elements include shafts, segments (A, B, and K types), waterproofing elements, segment joint elements, and ring joint elements. Furthermore, soil layers and void elements were created. Recently, we updated the product model by re-organizing the entities and correcting errors. We deployed the updated IFCShieldTunnel model in the construction of an actual shield tunnel in Tokyo for about a year from August 2010 in order to check its feasibility. In the verification process, first, segments were modeled using Autodesk Revit Structure 2011 and property data were assigned to each segment element. Next, a mapping between the original attributes of the entities of IFC and properties of IFC-ShieldTunnel segments was developed. Using this mapping and IFC?s IfcBuildingElementProxy function, we were able to convert the IFC data from Revit Structure 2011 to IFC-ShieldTunnel automatically. Segment data were also converted from Revit Structure to Google SketchUp by IFC-ShieldTunnel. Furthermore, the construction scheduling and cost data were converted from Revit Structure to EXCEL for 4D and 5D analyses of construction. We interviewed engineers who used IFC-ShieldTunnel and received positive comments about the utilization of the product model. Overall, our test demonstrated the feasibility of IFC-ShieldTunnel. In future work, we plan to apply IFC-ShieldTunnel to more projects and test its practicality.

Open pit mine management must ensure that sufficient trucks are available and are being used effectively for production, and that operating costs are under continued control and review for improvements. This paper describes methods for estimating truck fleet requirements which have been used effectively at large- and medium-sized open pit mining operations. Applied to commonly available data, multiple regression analyses can indicate when mine plans should be revised toward optimizing the number of trucks required. Prediction of major cost items for budgetary purposes is addressed, along with an example of how readily available production data can be used to reduce costs systematically.

"Aging effect on the wear resistance of alumina particulate-reinforced 6061 aluminum matrix composites with a block-on-ring wear tester has been investigated. Specimens with various Al2O3 volume fractions of 0%, 10% and 20% were employed in this work. Experimental results indicated that over-aged monolithic 6061 Al had the best wear resistance, as compared with under-aged and peak-aged conditions. For the composite containing 10% Al2O3, over-aging and peak-aging resulted in similar wear resistance, which was higher than that for underaging conditions. For the composite containing a high volume fraction (20%) of Al2O3, the wear resistance reduced with the increase in aging time. Although longer aging time was favourable to the wear resistance of monolithic 6061 Al, it was detrimental to that for the Al2O3/6061 Al composite with high volume fraction of particles. IntroductionMetal-matrix composites (MMCs) have received attention in many engineering applications because of the demands for high specific strength (strength-to-weight ratio) and specific stiffness, good high temperature capabilities and wear resistance. The manufacturing processes of fiber-, whisker-, and particulate-reinforced MMCs have been well developed (Hosking et al., 1982). Because of the reduction in fabrication cost, the applications of MMCs have been widely extended to light weight-bearing sleeves, calipers, automobile parts (brake rotors, drive shafts, connecting rods, piston rings, and cylinder liners), sporting goods, aerospace components, tanks (wheels, speed brakes, and track shoes) and other industrial applications. Among the three types of metal matrix composites, particulate-reinforced MMCs are promising because of their homogeneous and isotropic material properties and low cost. Additionally, they can be formed using conventional metal processing techniques."

"Raman spectroscopy is used to quantify the extent of disorder in the carbonaceous matter associated with preg-robbing ores. Previous studies of Goldstrike ores showed that the height and width of the peaks for the “D” (disordered) and “G” (graphite) bands, the so-called “Raman ratio” had a strong correlation to the preg-robbing value (PRV) measured for various ore samples. A brief literature review on Raman spectroscopy as it applies to preg-robbing ores is presented. Further, recent studies, presented here, have shown no correlation between the Raman ratio and the PRV for a wide variety of ores. This suggests that the extent of organic carbon crystal disorder is not the main factor in determining preg-robbing characteristics.INTRODUCTION Valuable base metals, such as nickel, cobalt, molybdenum, vanadium and tungsten, are used in a wide range of important technological applications. The demand for many of these metals has increased significantly over the last few decades, driven especially by economic expansion in Asia generally and China in particular. This has led in turn to a large growth in the output of mines in order to satisfy this increasing demand, as shown by the data in Table 1 (USGS, 1994, 2014). These data reflect an even longer trend of growth of these metals, with nickel, for example, showing an average rate of 5.3% per year from 1980 until 2015 (International Nickel Study Group, 2017). This rapid and sustained rate of growth means that annual mine outputs for nickel, tungsten, molybdenum and vanadium have had to double roughly every 11 to 14 years, whilst cobalt mine output has had to double roughly every 7 years, over the period from 1994 until 2014. With the average working life of a nickel mine being between 17 and 22 years (Statista, 2017), this means that from the time a nickel mine opens until it closes, the industry needs to find the equivalent of another three or four mines of a similar output to satisfy this relentless growth in demand for the metal."

Teck Metals Ltd. operates an integrated zinc-lead complex at Trail, British Columbia, Canada. Since 1997, KIVCETTM flash smelting technology has been utilized for the treatment of zinc plant residues and lead concentrates. Trail Operations’ furnace uses four water-cooled jackets for bullion tapping. This paper provides an overview of KIVCET bullion tapping for the past 16 years, and discusses successes and challenges encountered with respect to operations, training and monitoring.

"The commissioning of the 4th concentrator (C4) at Freeport Indonesia in early 1998 increased total mill throughput from 130k to 230k tonnes per day. The C4 flowsheet consists of a single 38 ft diameter SAG mill, four 24 ft diameter ball mills followed by four banks of 4,500 ft3 WEMCO flotation cells.The design of the C4 rougher flotation circuit was based on the expectation that the copper and gold recoveries achieved with the 4500 ft3 flotation cells would be equivalent to or better than that achieved with the 3,000 ft3 flotation cells in the 3rd concentrator (C3) rougher circuit. This assumption was due to the fact that the C4 flotation feed size would be less than 15% +212 microns compared to the C3 rougher flotation feed size of less than 23% +212 microns. By mid 1998 it had become apparent that the C4 rougher flotation copper and gold recoveries were below those predicted.In order to determine the cause of the lower recoveries, stage by stage rougher flotation surveys were performed in all four concentrators. The results of the surveys showed that the C4 rougher flotation circuit had a lower recovery of +200 micron material than that achieved in the C 1, C2 and C3 concentrators. Through mineralogical analysis, it was determined that a majority of the copper contained in the +200 micron fractions was liberated and recoverable. This paper describes the steps taken to increase coarse particle recovery, overall plant recovery and the results achieved."

"A novel hydrometallurgical process for copper recovery from waste printed circuit boards has been proposed, which consists of selective leaching of copper metal as Cu(I) by Cu(II) in ammoniacal alkaline solution, purification, and electrowinning. The distinct feature of this process is much lower power consumption during the electrowinning than that during the conventional one from acidic copper sulfate media, because the deposition of copper metal from Cu(I) at the cathode and the oxidation of Cu(I) to Cu(II) at the anode take place in the present method. In the laboratory-scale tests using waste printed circuit boards, high purity copper which contains 1.1ppm of impurities was obtained in a chloride system. INTRODUCTIONThe recovery of various metals from waste materials is an important issue in order to conserve the environment and metal resources. Copper is used for cables, electric appliances, etc., and is currently a very important material for industries and will continue to be in the future. Among the wastes that contain copper, one of the most complex recycling materials is electronic scrap like printed circuit boards (PCB), which generally contain 10-30% copper as well as plastics, fibreglass and other metals. There are two ways to recover copper, either pyrometallurgical or hydrometallurgical. Hydrometallurgical treatments generally have more flexibilities in the process scale and control. The separation processes tend to become complicated because of the poor selectivity during the leaching in the sulphuric and hydrochloric acid media. On the other hand, the use of ammonia as a complexing agent, gave a higher selectivity for copper leaching (Nigo, Majima, Hirato, Awakura, & Iwai, 1993; Majima, Nigo, Hirato, Awakura, & Iwai, 1993; Zhou, Shinme, & Anezaki, 1995; Koyama, Tanaka, & Lee, 2006) .In this study, recycling process containing leaching, copper deposition at a cathode and oxidation of copper(I) at an anode from ammoniacal alkaline solutions containing Cu(I) or Cu(II) is introduced. Furthermore, copper recovery from a waste printed circuit boards and impurity behaviour was examined in ammonia-ammonium sulfate (sulfate system) and ammonia-ammonium chloride (chloride system) systems."

Meso-2,3-dimercaptosuccinic acid(DMSA) was studied as an additive for thiosulfate leaching of gold. DMSA was added to solutionscomposed of either sodium thiosulfate or calcium thiosulfate and the solutions were tested for their ability to leach pure gold samples as well as a calcined gold ore from Barrick Gold Corp. Results showed prolonged leaching of pure gold samples when DMSA was added at a concentration of 5µM; however, higher concentrations were shown to inhibit leaching. Differential capacitance measurements of the interface indicated that DMSA adsorbed as a defective monolayer on the surface of gold at low concentrations and formed a more compact monolayer with increased concentration. It is proposed that a concentration of 5µM DMSA produces a defectivemonolayer on the surface that still allowsthe transport of oxidants to the underling metal while inhibiting the formation of polysulfide passive layers that arise fromdecomposed thiosulfate.The 5µM DMSA/CaS2O3 system was also studied using calcined ore. Results showed that the initial leaching rates in the presence of DMSA are lower than those obtained in thiosulfate alone. However, after 10h, prolonged leaching is again observed when DMSA is included.

Flotation of PGM ores, specifically UG-2, presents a number of technical challenges. These centre on the prevalence of chromite. Subject to over-grinding, chromite is primarily recovered to the flotation product through entrainment. This is of unique concern as it must be kept below a threshold for downstream smelting, with significant operational and monetary penalties being imposed should it exceed this concentration. A number of strategies have been developed to maximise PGM recovery in the presence of this unwanted contaminant. Specialised flowsheets form a vital basis and advanced control algorithms further enhance PGM recovery while minimising the recovery of chromite. "Approximately two thirds of annual nickel production is used as a raw material in the making of stainless steel, and about 60% of these nickel products are in the form of metallic nickel such as nickel cathode or briquettes. In the stainless-steel production process nickel is blended with iron and chrome-based raw materials, and metallic nickel is typically only required for final steel fine-tuning. Outotec offers a new FeCrNi technology to enhance the nickel value chain for stainless steel producers. This involves the use of an HPAL-based intermediate nickel product (e.g., mixed hydroxides or NiO) as raw material in the Outotec FeCrNi process, for the production of a FeCrNi Master Alloy. The new process, designated as the FeCrNi process, offers multiple benefits compared to existing technologies such as: higher tolerance for impurities in the HPAL intermediate product, avoiding the need for further nickel refining, and the improved recovery of all metals in the FeCr process. The complete new FeCrNi value chain is based on proven technologies such as HPAL and the Outotec FeCr-process. This new innovative and promising value chain offers improved efficiencies for the HPAL based nickel production process combined with excellent sustainability aspects.INTRODUCTION In today’s global economy there is a constant need to improve the efficiency and sustainability of the metals production. The requirements for modern metal refining are tightening and cost efficient, safe and sustainable operation is the precondition for all investment. Outotec is offering now a novel way to combine FeCr and Nickel production to create a completely new value chain to source nickel to stainless steel. BACKGROUND Nickel The current nickel mine production is in the level of 2,000 tons annually and it is split 44% from sulphide based deposits and 56% from laterite deposits (Figure 1). Most (40%) of the nickel is refined to pure nickel metal whereas other products are FeNi (19%) and Nickel Pig Iron NPI (20%) (Roskill). The remaining part, roughly 21%, is nickel chemicals and intermediates. Most of the new investments in nickel are in the direct shipping of laterite to produce nickel pig iron. HPAL process is considered in few projects but no major HPAL projects have been started since the Ambatovy plant in Madagascar. Ambatovy reached the commercial production in 2014. The main primary nickel used is stainless steel manufacturing. In the year 2016 about 68% (~1,360 kt) of primary nickel production was used in stainless steel."

"Comparative tests of the conventional Turam survey configuration and an alternative configuration called the Tx-parallel configuration were conducted at the McClean uranium deposit in northern Saskatchewan. Both configurations detected the known conductors at the site but the alternative configuration demonstrated its particular effectiveness in the reconnaissance role. This effectiveness results from the fact that the length of Tx-parallel traversesis controlled only by the length ofthe transmitter and not by its power. In addition, the field strength along a Tx-parallel traverse is uniform unless the traverse approaches the end of the transmitter. This freedom from a strong gradient of the primary field along a Tx-parallel traverse eliminates the gradient-induced anomaly shifts which are common in conventional Turam operations. The locations of each of the McClean conductors, that were obtained from the Tx-parallel profiles, werein better agreement with the locations known from drilling than were the locations obtained from the conventional profiles. However, the conventional profiles gave better estimates of the conductance of the targets.The results obtained over the McClean conductors indicate that current gathering has a strong influence on Tx-parallel results with consequent unpredictable influence on depth and conductance estimates. However, the depth estimates obtained from the Tx-parallel data appear to be in good agreement with the known depth of the McClean south conductor. The Txparallel results provide shallow estimates of the depth of the McClean north conductor which suggest that the fracture zone above the graphitic conductor is a significant conductor as was also suggested by earlier VLF surveys.Comparison with the wide range of published geophysical test surveys for the McClean site showed that apart from the work required to lay the transmitter, the Tx-parallel mode of operation of a Turam exploration system is operationally very similar to a moving source Slingram type of survey. At the McClean test site, it provided the same depth of exploration as a conventionally deployed fixed loop transmitter."
