"Respirable dust samples are collected by the U.S. Mine Safety and Health Administration (MSHA) and mine operators as part of the requirements of the Federal Coal Mine Health and Safety Act of 1969. About 1.85 million respirable dust samples collected by MSHA were analyzed for the period 197/ to 1990 f or the states of Alabama, Colorado, Illinois, Kentucky, Ohio, Pennsylvania, Utah, Virginia, and West Virginia. Trends in coal dust exposure of continuous miner operators, helpers, and roof bolters were analyzed. The reported production in each of the nine states was analyzed. The relationship between average dust exposure and coal production was evaluated. In addition, the differences between mine operator and MSHA inspector collected data were examined for each state. The average exposure levels for the three occupations - miner operator, miner helper, and roof bolter were also compared.The data indicate that the dust exposure levels have significantly dropped over the last twenty years, while at the same time production has increased, attesting to the ability of the U.S. mining industry to adapt successfully to the stringent dust control regulations. In terms of coal production, it appears that some states, such as Utah, Illinois, and Kentucky, were able to increase their production significantly relative to others, such as Pennsylvania and Virginia. The relationship between dust concentration and coal production is, at best, tenuous. 11 implies that existing dust control technology has assisted several mine operators to meet dust standards, while, at the same time, enabling mines to produce more coal than before. Comparison of data collected by MSHA and mine operators indicate that MSHA inspectors recorded higher dust levels and lower shift production relative to mine operators."

"The paper identifies two of the main problems encountered in recent hydrometallurgical plants for the recovery of gold and silver: firstly, the plant recovery is lower than anticipated from the testwork; secondly, the metallurgical accounting figures cannot be reconciled.The principal reasons for the plant recovery being lower than the testwork are discussed, together with solutions that can minimize these problems both during the design stage and during the plant operation after the problems have manifest themselves.The reasons for the difficulties in metallurgical accounting are analyzed by reviewing the various components of the plant figures. Recommended solutions are given for minimizing this problem and the realities of obtaining accurate figures are discussed.IntroductionThe start-up over the last few years of new hydrometallurgical plants for the recovery of gold and silver has brought to the surface again a number of problems. Most of the problems have existed for some time and they manifest themselves mainly in two ways. "This paper presents the results of an analytical study to assist in the design of blast furnace tuyeres, including a prediction of the heat transfer process.IntroductionA blast furnace tuyere must be made of a material which must con serve its geometric and structural integrity in the environment of the fire-ball of the furnace. It must be cooled by a fluid forced through its internal cavities in such way as to keep its maximum temperature below the allowable limit. The prediction of the convective heat transfer coefficient inside the tuyere is of great importance in the design of new tuyeres with increased service life. We have developed a computer program which can predict the convective heat transfer coefficient for two-phase flow. This paper shows how the program work s and how it can be used for the numerical simulation of tuyeres.To simulate the h eat transfer conditions in water-cooled tuyeres, one has to predict:a) The heat flux (radiation and convection) generated by the combustion gases. This was evaluated using the single-zone gas-furnace model. This model yields results which are of the right order of magnitude. A more fundamental study of radiation heat transfer based on combustion and gas concentration s will be reported in a future publication.b) The local convective heat transfer coefficient at all points with in the tuyere.Prediction of the Convective Heat Transfer CoefficientTo calculate the convective heat transfer coefficient for refrigerant stream, semi-empirical correlations developed by the nuclear industry were adopted. These correlations permit us to analyze the entire range of the convective boiling range, as shown in Table 1. Our first attempt, with a single-phase flow correlation, has shown the need to take nucleate boiling into account."

"The gas sorption and emission characteristic of coals are important to the planning and conduct of mining operations. Methane drainage from coal strata can also provide a supply of fuel in certain circumstances. Gas emissions have also created hazards during the handling and transport of coals and the release of gas also appears to be related to the yield of fine sizes during mining and processing operations.This paper summarizes studies at the University of Alberta on the permeability and gas emission of certain bituminous coals. Permeability of 'solid' samples was found to be drastically reduced by confining pressure. An emission index, .P, which has been related to outbursting behaviour of coals, has also been related to the proportion of fine s in cleaning plants. Gas sorption isotherms are dependent on temperature, moisture content, the gas involved and the type of coal and can be approximately expressed by the Langmuir or the Freundlich equations. Sorption values in sections taken across a given seam were similar but considerable differences were found in . P indices in the different coal layers of a seam.IntroductionThe emission of gases, especially of methane, from coal has been a subject of great interest (and sometimes a matter of life and death), to those who dig and handle coal since it was first mined from underground pit s. Many studies and investigations have been carried out on gas occurrences and emissions but our knowledge of the precise mechanisms of gas sorption, desorption and flow from coal is still incomplete. "Careful tax planning and proper attention to the regulations can result in an optimum deduction ""of the 25% federal resource allowance. Introduced in the Income Tax Act in1976, in part to compensate for the disallowance of provincial mining taxes and royalties. the 25% ""resource allowance"" is a permitted deduction in computing taxable income from mining and petroleum. However, the rules relating to the deduction are complex, and the importance of the deduction which can readily exceed 25% of net income- is frequently underestimated. "Sizing below 38 µm (400 mesh) is an increasing requirement in mill testing laboratories. The Cyclosizer is gaining wide acceptance in this role. A recent alternative is to use electro-formed sieves (micro-sieves), which are available with openings down to 5 µm. The advantage of micro-sieving is a cut size which is independent of mineral density, easier retention of the fi nest fraction and reduced purchase cost. A simple method of microsieving using an ultrasonic bath, which performs readily to 10 µm, is described.A systematic study of Cyclosizing and micro-sieving is reported for three samples; silica, copper oxide and a lead concentrate. Micro-sieving gave comparable results. Comparison with a standard sizing method, the Sedigraph 5000D, revealed misplaced material in each fraction by both methods. The range for micro-sieving was from 20% to 60% depending on the sieve and material; for the Cyclosizer it was a consistent 40-50% for all cones and all materials. The Cyclosizer can be sensitive to feed mass and particle size for dense materials. It is recommended that for minerals of specific gravity greater than 5, no more than 35 g of -38 µm be used.The disadvantage of micro-sieving is that it requires continuous operator attention and sieving time depends on sample mass. To fractionate 35 g-as used on the Cyclosizer and considered at reasonable mass for mill testing purposes-through 25-, 15- and 10-µm sieves requires about 80 minutes.IntroductionParticle size has a pronounced influence on mineral separation processes. Consequently, the measurement of particle size plays an important part in mill testing. By far the most common method is by screening. This, however, is usually limited to 38 µm (400 mesh) or occasionally 25 µm (500 mesh). Increasingly, mineral products are becoming finer than this limit and consequently finer sizing methods are required."

When licensing technology, it is usually to the benefit of the parties, to have at least some of the technology to be licensed protected by a patent.This paper is intended to bridge the gap between the engineer in the field of mining, metallurgy and mineral processing who is interested in exploiting an invention commercially, and the patent agent or intellectual property lawyer whom he/she might retain to prepare a patent application and then prosecute the application to obtain a granted patent. It is also intended to encourage the inventor or a small business concern to consider the value of patents in the sale and licensing of technology. The lawyer may subsequently advise and assist the inventor in licensing his/her invention.A brief outline of some of the basic features of the patent system follows. The nature of the information, which the patent professional requires from the inventor to enable him/her to draft a patent application, will also be considered in general terms. Furthermore, various types of licenses which may be drawn up between a licensor of specific technical information and a licensee, will be listed and briefly discussed. No attempt, however, will be made to give a comprehensive and detailed account of the above aspects; the interested reader should consult legal publication and reference books, and patent professionals for further specific information.A granted patent is a document which describes an invention and how to practise it. The claims of the granted patent, figuratively speaking, fence off the intellectual property the inventor regards as his invention. The Commissioner of Patents, representing the Government, grants to the inventor or his assignee the exclusive right of making, constructing and using the invention, and selling it to others to be used, for a limited period of time, in exchange for disclosing the invention to the public. Thus, a patent prevents others from practising the claimed invention but it does not, necessarily, bestow the right to the patentee to practise his own invention. The term of a patent now in Canada and in most of the developed countries of the world, is 20 years from the date of filing the patent application. In the United States the patent term is still 17 years from the date of issuance of the patent. In Canada, the term was changed to 20 years in the new Canadian Patent Act which came into force on October 2, 1989. Any patent application filed prior to that date or granted before it, retains a 17 year life, commencing at the time of grant."

"This article discusses how recent changes in the federal and Quebec .income tax laws have contributed to an improved investment climate for mineral exploration in the Province of Quebec. Individual investors who are resident in Quebec and who are in the highest tax bracket (1984-60.4% marginal rate) may obtain tax benefits that result in only nine cents of each invested dollar being at risk.IntroductionIn a recent submission by the Mining Association of Canada to the Royal Commission on the Economic Union, it was stated that the mining industry ""is no longer discovering and opening new mines at rates sufficient to offset the depletion of existing orebodies and to maintain pre sent output"". With world metal prices still in a depressed state following the prolonged 1981-82 recession, moreover, the continuing success of Canadian mining in world markets will depend on this country's ability to compete in a new environment characterized by subsidized Third World production . For the most part, this new competitive environment will encourage the development of cost-efficient mines that are better equipped to withstand the troughs and valleys of international metals prices."

"Carbon addition in the oxide pelletizing process is a big concern at the Sidbec-Normines pelletizing plant since 1976.Laboratory pot-grate testing carried out before the initial start-up of the Port-Cartier plant indicated that the nominal pelletizing grate capacity could be increased by fifteen per cent with a suitable carbon addition. Also an improved induration cycle offered the possibility of a significant energy reduction within the process with no adverse effect on pellet quality. A one-month plant scale program duplicated the lab test results and confirmed the anticipated cost saving by using these techniques. Since March 1980, Sidbec-Normines used coke addition as a current operation.This paper reviews briefly earlier laboratory and in-plant test work carried out to investigate the effects of adding carbon materials to the Fire Lake hematite concentrate, and presents operation techniques and plant results of carbon addition in the Port -Cattier pellet plant.IntroductionThe Sidbec-Normines pelletizing plant at Port-Cartier, Quebec, is designed to produce six million ton s per year of oxide pellet s. It is a Dravo-built two-line plant; one line to produce three million s tons per year of blast furnace grade pellets averaging 5.5 per cent silica, and another line of three million ton s to produce direct reduction grade pellets of about 2.0 percent silica.The laboratory pot-grate test program was conducted in 1977 at the British Steel Corporation Research Laboratories in England, with the assistance of J .E. Appleby, consultant to British Steel Corporation (overseas services) Limited.The purpose of that test program was to determine the optimum energy saving cycle and to study the physical and metallurgical effects on blast furnace and direct reduction pellets."

"In describing the alteration of porphyry systems, the term ""secondary K-feldspar"" appears to be an oversimplification. A better term would be ""alkali feldspar"" alteration, because in actual fact the replacement feldspars show gradational changes from an albite, which is important in some systems, to an alkali feldspar containing minor orthoclase molecule, to true orthoclase.There are several textural varieties of secondary alkali feldspar present in the porphyry systems studied from British Columbia, Australia and New Zealand. These include, in apparent increasing order of alteration intensity: clear albite (An10); patchwork albite (An5-10); chessboard albite (An0-10); ""irregular albite "" (An0Ab100 to Ab90Or10); untwinned ""anoralbite"" (Ab90Or10 – Ab70Or30); and orthoclase (Ab40Or60 - Or100)·The exploration significance of these varieties of alkali feldspar is that their gradation in composition, from sodic to potassic, may be linked to a corresponding increase in intensity of alteration. Thus, there is a tendency for more sodic alteration feldspars to characterize weak, sub-economic deposits, or the fringe zones of stronger deposits; the more potassic alteration feldspars may provide an exploration vector toward more highly mineralized zones."

"The response of cemented backfills subjected to simulated blast loadings is studied using centrifugal modelling techniques. Scaling requirements for centrifugal modelling are developed and the results of the similitude analysis show that an acceleration field is required to capture the true dynamic response of backfill models. Experiments have been conducted at various centrifugal accelerations. The effects of ring blasting were simulated by an impact loading on the exposed fill face. The behaviour of the cemented backfill was monitored with accelerometers as well as dynamic stress gauges.Cemented backfill response to impact loadings was found to depend strongly on simulated gravitational stress level. Results also show that the characteristics of the response changes with distance from the impact. Finally, the results of the models were used to predict prototype peak accelerations, velocities and displacements. The results reported in this study indicate that centrifuge modelling may be a useful tool for dynamic studies of blast damage to backfills. Centrifuge modelling can be carried out at low costs and can be used to design prototype instrumentation systems. IntroductionThe response of cemented mine backfills to blast loadings is of concern to the mining industry because these backfills provide local and regional support during ore pillar extraction. Considerable research has been reported on the static stability (Smith et al., 1983) and on effects of reinforcements on cemented backfills (Mitchell, 1989). However, information regarding dynamic aspects of cemented backfill is limited. O'Hearn and Swan (1989) reported on the response of cemented backfill to blast loading, but these blasts were not very dose to the backfill . A schematic representation of a rock-backfill system is shown in Figure I.The mechanics of transfer of explosive energy to rock and subsequently to the backfill, and the resulting responses, are complex. Achison (1968) listed more than twenty factor s affecting the blast fragmentation of rock and grouped these into the categories of explosive parameters, charge parameters and rock parameters. Although significant advances have been made, during the past two decades, in understanding the mechanics of blasting, the degree of uncertainty associated with predicting the behaviour of backfills subjected to dynamic loadings makes the application of simple design safety factors insufficient. Comprehensive testing programs or prototype instrumentation is required to evaluate the risks associated with blast or earthquake loadings on backfill."

"Late in 1981, a six-rope friction hoist was installed in the Number 2 shaft at Les Mines Seleine Inc. on the Madeleine Islands in Quebec. This paper deals with the reasoning behind the selection of hoisting equipment from the economical point of view, safety point of view, future needs point of view, etc.After establishing the basic parameters for the hoisting system, features of the most common types of hoists (i.e. single-drum hoist, double-drum hoist, Koepe hoist) are briefly laid out. The reasons for selecting a friction (Koepe) hoist are summarized. However, why go for a six-rope hoist rather than the (in North America) more common four-rope hoist? As the subject hoist is the first six-rope hoist in Canada, this question is studied in more detail, covering initial cost, maintenance cost, etc., as well as practical aspects, such as safety, physical dimensions, etc.In summary, experiences from other multi-rope hoist installations world-wide are presented.BackgroundIn 1980, Seleine Mines Inc. was established as a subsidiary of SOQUEM. The new mining company was to develop and operate a salt mine and associated harbour on the Madeleine Islands in the Gulf of St. Lawrence. The Madeleine Islands form part of the Province of Quebec. The mine has a planned annual output of 1.2 million metric tonnes of salt, with reserves in sight for over 20 years. Mining will be by room and pillar, with an underground primary crusher and treatment plant. From the underground treatment plant, the salt will be transferred via conveyors to a 5.5-metre-diameter circular shaft and hoisted to the surface. Surface transportation to the warehouse will again be via conveyor, and a conveyor will also transport the salt from the warehouse to the point of shiploading."

The Quebec province in Canada is a major producer of aluminium through electrolysis of alumina. The alumina that feeds the electrolysis cells is mainly imported from foreign countries, where it is extracted from bauxite. Other alumina sources, such as clays, have sometimes been considered as potential substitutes for bauxite. There is a large clay deposit in the area of Murdochville in Quebec, with sulfuric acid and electricity available nearby the orebody, as well as sea port facilities leading to the major aluminium plants in Quebec. These are favorable factors to assess the economics of an industrial plant to produce alumina from clays. This paper reviews some of the processes considered for the extraction of alumina from clays and presents results of the initial work carried out on the clay available from Murdochville.

"This paper describes the development and application of single-stage fluidized bed continuous ion exchange to the following processes: removal of base metals from mine water; cyanide removal from gold mill waste; uranium removal from sulphuric acid leach liquor; and uranium removal from mine water. IntroductionThe recovery of metals by fixed bed ion exchange has been practiced for many years. However, the operation has been semi-continuous and can only treat clarified liquors. Substantial savings could be made if the operation were continuous, thus reducing the resin inventory, and if the costly filtration and clarification steps could be eliminated. Work has been in progress over the past twenty-five years on the recovery of metals from unfiltered ore leach slurries, heap leach liquors and mine drainage waters containing a small amount of suspended solids. In the case of dilute waste solutions, with suspended matter and high flow rates, filtration is usually prohibitively expensive.Continuous ion exchange operation using fluidized beds has made it possible to reduce considerably the resin inventory and to allow the treatment of unclarified liquors and slurries. The subject has been reviewed on several occasions (1. 2. 3, 4). Although fluidized beds in multi-stage columns are an improvement over previous resin-in-pulp treatment, they have complicated internal structure and I or involved automatic control systems to move the resin stages.Slater and Prud'homme performed studies on multi-stage fluid beds, and concluded that the performance of single, deep fluidized beds of resin with continuous or semi-continuous flow of both phases would be worth investigating, particularly in the case of very dilute metal solutionsoi, A pilot plant was designed and built at CANMET in a cooperative project with Dr. Slateroi. The use of deep fluidized beds of resin (with a large height/diameter ratio) for treating dilute solutions has the attraction of engineering simplicity. Extreme simplicity of equipment design is considered of paramount importance when treating, for example, mine waters at high flow rates, possibly of the order of several million gallons per day. This paper describes the development of the concept of single-stage fluidized bed continuous ion exchange arid reviews the pilotplant development of processes for the treatment of base metal mine water, cyanide waste water, uranium leach liquor and uranium mine water."

"Extensive screening revealed a seaweed (alga) biomass type which in its non-living state possesses a very high cobalt sequestering capacity comparable to that of activated carbon and the ion-exchange resin currently used in the cobalt production process. Performance of the new bio-sorbent material was studied by examining its equilibrium metal uptake isotherms generated under different solution conditions such as initial cobalt concentration pH, temperature, and the presence of selected cations and anions. The rate of cobalt uptake was determined, which is a crucial parameter for recovery process design. Almost all cobalt sorbed can also be desorbed with a solution of CaCI2. The bio-sorbent material can be used repeatedly in the sorption-desorption cobalt concentration process. IntroductionIt has been well documented that certain types of microbial biomass, living or non-living, possess a high potential to sequester and accumulate inorganic ions present in aqueous solutions. Metal concentration by microbial biomass from a solution is termed bio-sorption. This phenomenon is quite complex and includes adsorption of metals onto the surface of a microorganism and/or into the cellular structure in combination with ion-exchange, complexation, and/or micro-precipitation. Bio-sorption is generally considered to be a rapid physical/chemical process. The cell wall structure is porous and allows metal ions, as well as large organic nutrient molecules, to pass freely through. Polysaccharides of the cell wall could provide binding amino, carboxyl, phosphate and sulphate groups. In addition to these functional binding groups, polysaccharides often have ion-exchange properties. Sometimes, bivalent cations, such as Ca2+ or Mg2+, help the formation of ionic bond bridges between the negatively charged cell surfaces and positively charged cations in the solution, Proteins in the cell wall could offer functional groups and also offer peptide bonds to bind ions. Interactions between metal and the cell wall components are responsible for the sequestering of metals by way of bio-sorption. Many metals feature a complex solution chemistry and it is not always possible to determine what ionic species are actually present in the solution. The equilibria involved are dependent on pH, concentration, the anions present and other factors. The transport system for the ions are sometimes dependent on both temperature and energy. Biosorbent material could also be regenerated for multiple reuse."

He reviews the strategy used by participants in coal mining innovation in the past and discusses changes required to meet the challenges of the future.Introduction if an industry is to be successful and viable in today's world, the companies active within the industry must remain close to the frontiers of knowledge. The coal mining industry is no exception. Technological problems facing the coal mining industry are basically economic and social. Economic problems are those concerned with the long-term growth and profitability and social problems, with the health and safety of the mine worker and the impact of the mining operation on the environment.Technological innovation can be a key factor in meeting these problems successfully. The general belief is that the information base for technological innovation exists within mining companies and governmental agencies but current industrial and governmental strategies and structures impede the transformation of this knowledge into the mining products and processes required for growth.The purpose of this paper is to determine where Canada is in terms of coal mining on the innovative ladder. The paper as presented: defines innovation and innovative process; gives an historical ""broad brush"" review o f innovation in the industry; and suggests the challenges to be faced in the future."

"T.L. Leaching ProcessCommercial PerformanceSociedad Minera Pudahuel Ltda. (SMP) has been innovating in the copper producing field with the commercial application of the Thin Layer (T .L.) leaching process in its two operating division s: Lo Aguirre and La Cascada. Since November 1980, SMP' s Lo Aguirre Division has been producing high-purity copper cathodes at a nominal rate of about 16,500 metric tonnes / year, by mean s of the new route of T.L. leaching, followed by solvent extraction and electrowinning (TLlSX/EW). This has been the first commercial application on T .L. technology in the world, and the only commercial application in Chile for solvent extraction and electrowinning.By mid -1980, SMP acquired Sagasca Mining Co., renaming it as La Cascad a Division. The existing vat leaching facilities were modified to apply T.L. in the same old vats. The existing scrap iron cementation recovery circuit was kept running for the continuing production of copper precipitates. The modifications in the leaching circuit allowed shorter treatment cycles with a lower acid consumption and consequently, copper product ion increased from a previous historical high of 12,000-13,000 metric tonnes /year to a new level of about 22,000 metric tonnes/ year . These changes have been in operation since March 1981.T.L. Leaching commercial performance, both at Lo Aguirre (TL / SX /EW) and at La Cascada (TL/cementation), has been presented in several recent publications. Real operating parameters and process requirement s were reviewed in detail. A breakdown for TL / SX/ EW economics was also published based on Lo Aguirre' s performance during 1982(41."

"Many of the ore bodies presently being developed are in remote locations and are, or will be, served by electrical power supply systems of limited capacity.The largest single components of the electrical systems of an underground mine are usually the production hoist drives; the power demands of these drives vary continuously throughout each hoisting cycle.Before 1970mine hoists were driven by either wound rotor induction motors or DC motors in conjunction with motor generator sets.Static Power conversion equipment now costs less to purchase and install and is claimed to be more efficient than motor generator sets. On the debit side, however, it can adversely affect the hoist motors, it operates at relatively low power factors, and it produces harmonic currents.This pa per discusses the effects of static equipment on both DC motors and AC power systems, and evaluates the relative consumption of the three classes of drives."

In this issue, Tax Notes summarizes the 1992 budget proposals of British Columbia, Ontario and Quebec. These budgets reflect the continuing trend of transferring responsibilities and the related costs-from the federal government to the provinces. As well, the budget papers bear witness to the respective governments' political stripes. British Columbia, Ontario and Quebec are seeking higher tax revenues. Only Quebec continues to acknowledge the importance of the mining industry in its annual budget documents."
