One of the most important goals of the experiments is to determine deformation and strength of the rock specimen under applying triaxial load, the status of failure condition is one of the subjects which can be used in soil mechanic and foundation engineering applications. To investigate the effect of confining pressure on the triaxial test, the rock has been considered as bonded-particles method and has been simulated by particle flow code three dimensions (PFC3D). This model, does not have pre-existing microcracks and all the particles have the same size (2 mm diameter), equal to the real specimen shape. To compare the mechanical behavior and failure pattern of the numerical and experimental results at uniaxial and triaxial tests at the same conditions, the Young's modulus, Possion's ratio as well as maximum axial stress have been considered. On the other hand, the microcracks growth and change of failure pattern at the modelling of the uniaxial and triaxial tests with different confining pressures up to failure point were reported. According to the experimental work, the number density of microcracks decreases from starting value and remains almost constant up to the failure beyond that point. The comparison of the numerical and experimental results of maximum axial stress and the Possion's ratio revealed good accordance. The initial number density of microcracks at the model was zero and increased while microcracking. Also, the sudden increment around the maximum stress was observed which is because of unstable growing of microcracks near the maximum stress. In all uniaxial and triaxial tests with different confining stresses, the number density of microcracks during the failure remains almost constant which can be considered as a proof of failure occurring in the model. The experimental results indicate the similar trend as well.

It is a great honour to address our Institute as President, but the choice of a suitable subject was not an easy one. In the past when the presidential address was given at an annual conference the subject usually related to the conference or industry concerned; more recently the subjects have been more philosophical and this is a distinct advantage to me.I appreciate that I am addressing an informed audience and I am sure' that you are well advised in many of the points that I hope to leave with you. Unlike the specialist who gets to know more and more about less and less and eventually knows everything about nothing, I am one of the group who gets to know less and less about more and more and eventually knows nothing about everything.I hope you will appreciate this point whilst you are listening to me.In recent years I have been closely associated with the problem that troubles most governments of our time: the competition of many groups of differing backgrounds for the land that is available to the nation.This is of particular interest to the industry with which we are concerned as it is of critical importance to the discovery and development of future reserves of minerals and metals. Part of my daily task is involved with the administration of legislation for mining operations and the conditions under which such operations may be undertaken, in implementing government policies relating to mining, and in designing and administering legislationdirected to safety and health in mines.Most of our members are involved in exploration or in day-to-day problems associated with the production of minerals or the management of companies in these pursuits and would be aware of many of the conflicting viewpoints on priorities.F. F. Espie in his presidential address of 1975 'On being a minority', made the point that our Institute found that the mining industry had a great communication 'Problem with the Australian people.I believe that this is one of our major problems.

It is a common misconception that the grant of mining tenure, whether it be an Exploration Permit, Mineral Development Licence or Mining Lease, will entitle the holder to access all land within it in order to explore or mine. The ability for miners to access their tenure in order to undertake activities is critical to the industry. While significant time and energy is quite rightly dedicated to resolving native title and cultural heritage issues before the commencement of mining operations, the same cannot always be said for addressing potential impediments that arise as a result of the overlap between mining and other tenures. Miners should be aware of the overlaps that occur with other tenure and the impact of these overlaps on the minerÆs ability to explore or produce from the area. The existence of an overlap with petroleum tenure, nature refuges, national parks, wild river areas or reserves such as aboriginal land leases are all likely to have an impact on the minerÆs ability to access the area and conduct activities. In some instances, such as an overlap with petroleum tenure, Queensland legislation encourages the miner to reach agreement with the holders of the overlapping tenure. However, in other instances, such as an overlap with a national park, mining tenure is unlikely to be granted at all. This paper summarises the impacts and impediments that arise as a result of overlaps of tenure that are likely to affect mining operations. It also provides examples of how these impediments can, if possible, be overcome under Queensland legislation.

Although the underground mining environment is arguably safer now than at any time in history, as underground mining operations across the globe increase in-depth, magnitude, and complexity, protecting workers from harm becomes increasingly challenging. In deep, stressed, seismic mines the development face is one of the most hazardous work areas. The active face is usually the furthest extent of the underground workings, so ventilation can be difficult to maintain, exposing workers to high temperature and humidity while working on foot and doing manual labour. While mechanisation has made many tasks easier in modern times, the reality of underground mining is that development charge-up workers still spend long periods directly exposed hazards at the face. In 2019, Orica and Epiroc partnered to co-develop the world’s first fully mechanised development charging unit using fully wireless initiation, called Avatel™. Built on Epiroc’s M2 Boomer carrier platform, the system is designed to allow one person to charge a development face from the safety of a fully enclosed cabin, thereby reducing exposure to hazards at the face. The system was prototyped in Europe before entering commercial introduction in 2022. This paper reviews earlier attempts to mechanise underground charge-up and describes the development journey and engineering challenges of building a mechanised development charging machine.

Gas and coal dust, as potential harmful elements (PHEs) produced during mining, are considered two serious threats to the safe mining and the health of miners because of its explosive and pathogenic properties. To solve this problem, compound reagents enhanced water spraying technology was used to control the gas and coal dust in excavation working face in this study, and spray testing platform and wind tunnel were used to investigated the suppression effect for gas and coal dust. In addition, sink test, and agglomeration experiments were also used to analyse its suppression mechanism. Testing results show that the dust reduction efficiencies of compound reagents enhanced water spraying technology for four different particle sizes were 80 per cent, 91.43 per cent, 94.74 per cent and 94.46 per cent, and improved by 14 per cent, 10.86 per cent, 8.42 per cent and 4.25 per cent compared to water spraying. Moreover, the gas suppression efficiency also can be increased more than 20 per cent. Sink test, and agglomeration experiments results show that compound reagent improves the spreading efficiency of the liquid on the surface of the coal by changing its wettability, and this process can not only slow down the desorption rate of gas by forming a water-sealing effect in the coal surface indicated, but also promote the agglomeration of fine-grained coal dust.

Suggestions have been made at various times that there may be a recurrence of lodes similar to those at Kalgoorlie in the country to the south of the Golden Mile, but, so far as is known, there has been no geological evidence to support these suggestions apart from the possible extension of the younger quartz-dolerite greenstone in this direction.Geological mapping carried out by the writer in the Coolgardie district in 1946, provided some additional geological evidence to support this claim, and the ideas then held have since been expanded and are now considered to be sufficiently advanced to present them as concrete suggestions. As will be seen from the following pages, the critical area for lode prospecting is Hannan's Lake, where the basement rocks may include younger quartz dolerite greenstone, which, although perhaps distributed over a smaller area than at Kalgoorlie, could, on structural grounds, have a similar fracture system and similar ore deposition.There is little need to stress the importance discoveries in this area would have in prolonging the life of the field, and stimulating the post-war gold mining revival.Previous Work: Only the publications having a direct bearing on the preparation of this paper are given in the list of selected references, but the writer is very conscious of the fact that much other geological work has been carried out in the Kalgoorlie district since its discovery, by the W.A. Department of Mines, by mining companies, and others, all of which has contributed to the present knowledge of the field, and acknowledgment of the value of this work is given herewith. In presenting the suggestions in this paper a broad structural control of ore deposition is assumed, but this has already been established in other parts of the goldfields of Western Australia, including adjacent areas. In the early nineteen thirties, the Western Mining Corporation commenced work on the basis that there was a close relationship between geological structure and auriferous ore deposition, and a similar approach was first made by the Geological Survey of Western Australia in the South Yilgarn in 1935. These ideas were further developed during later surveys, particularly in the North Yilgarn and the Mount Margaret Goldfield.During the Coolgardie Survey in 1946, broad structural mapping was done in greater detail than before, and the structural ideas were implemented and further developed, leading to some success.Other work to which particular acknowledgment is given is that of Stiltwell, Gustafson and Miller, Forman, Prider and Finucane, at Kalgoorlie, and that of Honman in the Kalgoorlie-Coolgardie district, references to which are given at the end of this paper.Valuable constructive criticism of this paper has been given by Professor E. de C. Mining is essential for facilitating human development particularly as demand for critical minerals grows. However, over the mine life cycle, the environment is permanently changed. Once mining ceases, mine-affected land can leave significant legacy issues on the surrounding environment if not managed. Therefore, mine closure planning is critical. Mine closure occurs over large scales often with the aim of recreating resilient ecosystems over mined landscapes with mitigated negative impacts. The natural state of the landscape and the environmental risks over planning time-scales are largely driven by climate. Climate change is expected to impact different parts of the post-mining landscape, from stable landform design (soil erosion mitigation) to revegetation efforts and pit lake management. Consequently, mine closure plans may need to account for a non-stationary and uncertain future climate, that may be both different to the current climate and evolve during the mine life and post-closure. Here a new data-based approach is presented for incorporating climate change projections in mine closure planning, based on the recently released Coupled Model Intercomparison Project phase 6 (CMIP6) climate data used in the latest Intergovernmental Panel on Climate Change (IPCC) assessment report. The approach: (i) characterises closure-related attributes of the future climate, and (ii) identifies the amount (and direction) of change expected to occur, and its uncertainty, focusing on five metrics for demonstrative purposes and initially describing changes in erosive potential below. This provides information on the type of future environment (ie the changing baseline) that mine closure should plan towards, and identifies rehabilitation options that may be susceptible to increased risks from climate change.

Underground Mine Drainage may be conveniently divided into two operations:(a) Collecting and transporting drainage water to the pump eastern.(b) Elevating water to the surfacc by pumping.This short paper describes a system which automatically performs operation "a" and which has been developed on the South mine at Broken Hill, under the supervision of the mine foreman, Mr. F. McDonell. Silica reacts with cryolite at 1010°C in two stages. The first stage is the formation of a sodium aluminosilicate of composition consistent with the mineral jadeite (Na20.AI20s.4Si02). The formation proceeds by atleast two different reactions. Formation of alumina or an aluminosilicate proceeds to its limiting value in the first 30 min while the formation of jadeite proceeds at a steady rate until quantitative conversion is achieved after 150 min. The net overall reaction can be expressed by the equation 6 Si02+2 Na3AlF6? (Na20.AI20s.4Si02) +2 SiF4 +4NaF.The second stage involves a slow reaction that proceeds with the evolution of a little SiF4, The net result is the formation of sodium aluminosilicates that are soluble in 30 per cent AlCIs-HCI solutions. While this could be explained by disproportionation of jadeite to form albite (Na20.Al203.6Si02) and nepheline (Na20. AI203.2Si02), it is more likely that it is due to further but limited reaction between the oxides and fiuoroaluminates.

The current Queensland Government’s rehabilitation guidelines for post-mining landforms present a hierarchy of preferred outcomes for different areas within the mine site (see Figure 1). Within all areas, restoration of a ‘natural’ ecosystem is clearly prioritised as the preferred end land use, although it is not a mandatory practice. Beyond the official guidelines, there is also an implied preference for renaturalisation echoed in most environmental impact assessments and closure plans (Lamb, Erskine and Fletcher, 2015). In practice, however, ecosystem restoration does not extend to construction of a realistic topographic form, largely rejecting the ‘natural’ aesthetic implied by ecosystem restoration in favour of adopting a functional aesthetic in deference to standard engineering criteria.This presentation argues that the established disconnection between actual and implied landform aesthetics is indicative of a wider problem around end landform planning. It contends that such disconnects are the result of the impact of competing ‘ways of seeing’ (Bradley and Kearney, 2007) the same landscape, and reflect the struggle between, and inclusion of, these differing perspectives within the planning process itself. We propose that recognition of the complexity of landscape perceptions is key to improving post-mining landscape outcomes, and the misalignment between land use values and landscape aesthetics can be addressed by establishing an overarching framework for landscape preferences. In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

The key technical theme of ‘orebody knowledge’ has been applied by Rio Tinto in the Pilbara iron ore precinct from 1966, when operations first started there. It forms the basis of present day application, as well as planning for the future.This paper will review how the early towns and mines commenced and how they formed the basis of Rio Tinto’s early operations, on which the Pilbara precinct has been based. A profile of the last decade of Pilbara growth will be highlighted, together with the current integrated network of mines, rail and ports and the next generation of expansions.The paper will specifically describe the Rio Tinto process of significant resource evaluation, including comprehensive drilling programs and the conversion from resource to reserves. It will also describe the overall mine planning process, both from the strategic view, as well as for short-term mine plans.The ability to innovate in resource development will be discussed. This will include not only the technical dimension of changing cut off grades, use of low-grade ores and managing low-grade stockpiling and beneficiation, but also the broader application of new technology and innovation in the iron ore business.

Iron ore is AustraliaÆs largest commodity export and is vitally important to AustraliaÆs current and future prosperity. However, while major expansions are currently in progress to satisfy demand, the industry is also undergoing major transformations. Reserves of traditional high-grade Brockman ores that have underpinned the Australian iron ore industry since its inception are slowly being depleted and alternative ore types such as Marra Mamba bedded iron deposits, Yandi and Pannawonica channel iron deposits and magnetite deposits are now being developed. However, the impurity levels in some of these alternative ores are higher and they require blending and/or upgrading as well as an advanced knowledge of their downstream processing characteristics to facilitate cost-effective utilisation by overseas customers. The research challenge is to use advanced techniques for mineral exploration, ore characterisation, mineral beneficiation, agglomeration and sustainable processing to identify and develop innovative and breakthrough options for locating, unlocking and enhancing the value of AustraliaÆs iron ore resources. Furthermore, to sustain the steel industry and hence secure the demand for iron ore, there is a growing need to enhance the environmental and business performance of the industry through reductions in wastes and emissions. Therefore, cost-effective breakthrough and enabling technologies that massively cut waste generation, CO2 emissions and water consumption are also being developed. These include the use of renewable fuels and reductants, waste heat recovery and conversion of by-product slag into a saleable substitute for Portland cement. Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

The Tuwu-Yandong Cu deposit, located in the East Tianshan mountains in the eastern section of the Central Asian Orogenic Belt, is the largest and economically most important porphyry Cu deposit in Xinjiang, China. It contains ~3 Mt of copper at an average grade of 0.46 per cent Cu and 0.2 g/t Au, with significant amounts of Mo and Ag. The deposit is mainly hosted in the Carboniferous Qi’eshan Group and plagiogranite porphyry, and is controlled by faults that are east–west-, north-west- and north-east-trending. Ore minerals in the Tuwu-Yandong deposit are dominated by pyrite, chalcopyrite and molybdenite, with minor bornite, chalcocite, magnetite, sphalerite and galena. Gangue minerals are mainly composed of quartz, sericite, chlorite, epidote, anhydrite, gypsum, muscovite, biotite, phosphorite, sphene, dolomite, actinolite, barite, albite and calcite. Based on the megascopic and microscopic textural relationships and mineral assemblages, five stages of hydrothermal alteration and hypogene mineralisation are recognized in the Tuwu-Yandong Cu deposit: the potassic stage, propylitic stage, phyllic stage, late veins stage and supergene stage. Process Options for Difficult Arid-Region Nickel Laterites In the absence of the discovery of significant nickel sulfide deposits, the future of Australia's nickel industry will increasingly depend on cost effect processes for low-grade nickel laterites. The problems encountered with the West Australian HPAL plants, resulting in three of the four plants being shut down, have caused the industry to revisit atmospheric leaching options, particularly heap leaching. West Australian laterites are characteristically very varied in grade, chemical composition and mineralogy with the result that, thus far, one process does not fit all laterites. In this paper the leaching of an especially refractory ore is compared using column leaching of whole ore and atmospheric leaching and HPAL processing of ground ore. The key characteristic is the resistance of the goethite phase to acid attack with low-to-moderate temperature leaching conditions. The refractory characteristic is attributed to the stabilising influence of chromium and aluminium and possibly manganese substitution in the goethite crystal structure and goethite morphology. A significant three-fold increase in both nickel and cobalt extractions under atmospheric leaching conditions was achieved by the relatively simple modification of bubbling sulfur dioxide into the reaction vessel to create a reducing environment. Recoveries increased from <30 per cent to 90 per cent nickel and 86 per cent cobalt after 10 hours of leaching at 95¦C. An even greater improvement was achieved under ambient conditions by heating the ore to temperatures above 250¦C for 30 minutes. Subsequent leaching at ambient temperature gave an eight-fold increase in both nickel and cobalt recoveries after 14 days bottle rolling. Both methods could be optimised and implemented in such a way as to increase laterite reserves in conjunction with a heap leach operation but may be better suited to vat or closed tank processing.

The lignite resource in the southern part of the South Island is New ZealandÆs largest source of indigenous primary energy. The ten deposits evaluated by the Liquid Fuels Trust Board (LFTB) have a total recoverable reserve of 6.2 billion tones equivalent to 74 000 PJ of energy or 20 times the original energy content of the Maui gas field. Updating the economics of the original LFTB studies indicates that lignite could be mined for between NZ$1.0 and 3.0/GJ. Its conversion to synthesis gas for production of petroleum products, chemical methanol, ammonia/urea fertiliser or electricity would be in the national benefit and likely to be commercially economic at todayÆs product prices.

After multiple tailings dam failures in recent times, the owner organisations have made increased efforts to step up the governance systems to industry best practise in the design, construction and operational management areas. The measures include but are not limited to, site investigation, rigorous peer review (both internal and external), certification through appropriately qualified personnel and improvement in operational management practises. While a lot of focus is on design and operational practices, the construction stage requires adaptation (both in terms of materials and approved design) and immediate decision making on site. Work undertaken in these areas is mostly irreversible and sometimes poses serious threat to the future TSF raise/ expansion planning and may lead to reduced life of the TSF and additional risk to the Owner.This technical paper will discuss some challenges and highlight the importance of appropriate processes to achieve a successful construction regime. The Kainantu Project is located within the New Guinea Thrust Belt in northern Papua New Guinea. The area has a long history of exploration and production, with the discovery of alluvial gold in 1928 followed by the discovery of vein deposits of gold and copper at Kora in the 1950s and the current Irumafimpa vein gold mine. Current resources on the Kora-Irumafimpa Vein System (KIVS) stand at 1.5 Moz Au, 5 Moz Ag and 217 Mlb Cu.Mineralisation in the region includes gold, silver and copper associated with mid-Miocene age mafic to felsic intrusions. The KIVS occupies a broad north-west-trending mineralised zone more than 2.5 km long and 200 m wide, with the Kora, Eutompi and Irumafimpa veins on the western side and the Judd and Upper Kora veins on the eastern side. Economic mineralisation occurs in two closely related events occupying the same strongly structurally controlled shearing (quartz-Au-telluride veins and sulfide Au-Cu-Ag veins with free Au) and is best described as a significant intrusion-related event with both epithermal and mesothermal facets that does not appear directly related to known porphyry Cu-Au systems as seen at the surface. Significant wolframite is associated with vein quartz of a slightly older age but also occupies the same shear system.The KIVS occurs within a larger mineralised area of approximately 5 × 5 km. It has complex multiphase intrusions, breccias and diatremes that are only partly delineated by drilling and comprises multiple occurrences of Au-bearing veins and porphyry Cu-Au mineralisation. The area is considered to have high potential for extending the current resources and is being actively explored. RME has a vision for a new grinding plant operational paradigm made possible by RMEÆs fast, safe Mill Relining System. Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by modifying liner design for maximum life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the linersÆ wear life. RMEÆs proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and mill relining speed become key operational controls and not simply æmust doÆ maintenance functions. Taken to the extreme, liner profiles may prove capable of ætuningÆ a grinding plant for maximum profitability in any metal price environment. Following the introduction, the first section of this paper provides an update describing recent and significant developments within RMEÆs range of Mill Relining Systems, the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The second section outlines RMEÆs vision of a æliner profile versus profitabilityÆ commercial model, developed either intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.
