The current and future requirements for an underground mine information management system are being met with a flexible, value-engineered approach to mine information/communication infrastructures. El-Equip has developed and delivered to over fifty mines around the world an integrated, high capacity, radio-based leaky feeder communication system called MultiCOM. To meet the requirements of recently developed advanced information management technologies, such as production and ventilation management, the system has evolved to support simultaneous mobile and fixed information delivery services over an integrated single cable system. The following paper will review how MultiCOM is enabling information/communications technology to cost-effectively implement mine monitoring and control applications. Applications described in this paper include mobile vehicle production tracking, vehicle location, ventilation system monitoring and control with integrated ventilation system simulation. The techniques described are leading the world in terms of flexible and value-engineered applications of technology in the underground mine.

The new South Australian Mining Act be came operative in July, 1972. It provides appropriate updated legislation covering pro- specting, exploration and development of mining properties. Anomalies inherent in earlier legislation which provided for the private ownership of minerals in certain areas have been overcome by the vesting of the property in. all minerals in the Crown. Appropriate transition- al and long term provisions protect the right of individuals thereby divested of their former property in minerals. In the matter of pro- specting for and quarrying of extractive minerals, the rights of landowners have been formally recognized, and the concept of rehab- ilitation of quarried areas has been introduced utilizing money provided from a royalty fund especially established for this purpose. Con- temporary company exploration practice is catered for under a new exploration tenement and at the same time the legislation makes provision for the interests of individual pro- spectors. Special provisions have been enacted to cope with the rapidly developing opal mining industry. A feature of the new Act is the introduction of legislation which recognizes enlightened contemporary thinking on the matter of environmental considerations. Mine haul road design at Bougainville Copper Limited has undergone significant changes since mine start-up. Selection of 95 tonne trucks and the subsequent replacement by 155 tonne units is discussed, with particular reference to haul conditions within the mine. Changes to haul road design and construction practices are detailed which have lead to improved standards and tyre life. INTRODUCTION Bougainville Copper Limited operates one of the largest copper mines in the world at Panguna, Bougainville Island, in the North Solomons group of Papua New Guinea. The mine commenced commercial operation in April, 1972 and current planned production is 198 000 tonnes of material per day, of which 115 000 tonnes is ore averaging 0.46% copper. Annual total planned production is 72 000 000 tonnes to yield approximately 150 000 tonnes of copper with significant quantities of gold and silver. The mine operations workforce now consists of national employees up to General Foreman level.

The gold industry has been revolutionized in the last decade by market forces and technological changes. The latter are discussed in this paper, with particular emphasis on carbon-in-pulp (CIP) and heap leaching. The nature and scope of the process development aspects of a gold project are considered, and factors which determine process decisions are outlined, including the choice of CIP versus carbon-in-leach (CIL), agitated leaching versus heap leaching and treatment of ores containing copper and silver. Likely directions for development of gold processing in general are discussed, and metallurgical process options for treatment of ores of platinum group metals (PGM) are outlined.Metallurgical process development for gold and platinum group metals proceeds through a number of well defined stages, with input from various disciplines and information sources. The orientation phase will include preparation of a general project overview; careful consideration of the issue of sampling and sample preparation; characterisation of the resource in terms of ore types, mineralogy, chemical composition; development of appropriate methodology; and development of an understanding of the potential metallurgical unit operations.The process definition phase will be-'directed to development and definition of a notional process flowsheet, and will include identification and appraisal of process options; development of, notional process flowsheets; testing of flowsheets against ore types; ranking of flowsheets; initial engineering, including preliminary mass balances, equipment selection and plant layout; and broad-brush economic appraisal.

Project managers must juggle many aspects to bring their project in on time, on budget, and in accordance with the aims of the project owner. Whether the project is a mining feasibility study, a technology implementation or a construction project, it falls to the project manager and his or her team to deal with risk from two standpoints, which may be at odds with one another. First, a project team must deal with risks to the project itself û that is, risks to on-time, on-spec and on-budget delivery against the value promise made to the customer. Second, there is the management of risks within the subject matter of the project, undertaken on behalf of the customer. The project manager cannot dodge this responsibility; yet there is a tendency (particularly in smaller, in-house studies) to avoid digging too deep, possibly for fear of what may be uncovered! This paper investigates the responsibilities of project teams in regard to risk management and reporting. It examines ownership of project risk; the nature of risk management activities undertaken by the team during the course of a project; and outlines some controls to ensure that the two opposing arms of project risk are reconciled for the benefit of both the project team and the project owner.

For nearly 100 years, the flotation plant metallurgist has often wondered what is happening æbeneath the frothÆ. To assist in unravelling this mystery, new technology has been developed as part of the Australian Mineral Industries Research Association (AMIRA) P9 project, to measure gas dispersion characteristics (such as gas hold-up, superficial gas velocity and bubble size) in industrial flotation cells. These measurements have been conducted in a large number of cells of different types and sizes by researchers from the Julius Kruttschnitt Mineral Research Centre (JKMRC) and JKTech. A large database has been developed and the contents of this database are described in this paper. Typical cell characterisation measurements show a wide spread in values, even in the same cell types and sizes performing similar duties. In conventional flotation cells, the typical gas hold-up values range from 3 - 20 per cent, bubble sizes range between 1 and 2 mm, and superficial gas velocity ranges from 1 to 2.5 cm/s. The ranges of cell characterisation measurements given in this paper will enable plant personnel to compare their operation to other similar types of operations from around Australia and the rest of the world, giving opportunities for further improvement to flotation plant operations.

The Wambo Rail Spur located near Singleton, New South Wales, Australia, runs for 14 km linking the Mt Thorley rail loop and running north-west alongside Jerrys Plain Road to the Wambo Coal Mine at Warkworth. A portion of the project is a 260 m long tunnel located where the rail line passes under Jerrys Plain Road. The tunnel has a low cover and is mostly within highly weathered to fresh laminated siltstone interbedded with coal seams, sandstone and conglomerate. This paper presents the design basis and construction methods used to achieve the 100 year design life of the tunnel required by Wambo Coal while also satisfying settlement and vibration limits imposed on Jerrys Plain Road.

The replacement of diphenylguanidine (DPG) for separating INCO Bessemer matte with a water soluble collector requires a frother since most collectors do not have frothing properties. The objective of this study was to identify a non persistent frother which produced a deep froth and collapsed rapidly, while maintaining acceptable metallurgical separation. Incremental rougher flotation tests failed to differentiate any metallurgical benefit through the use of a specific frother, so other tests were employed to identify the candidate frother. The equilibrium froth height and rate of froth collapse (froth stability) of several commercial frothers were evaluated as a function of frother concentration using a 'frothmeter' apparatus. Frothers evaluated were methyl isobutyl carbinol (MIBC), Pine Oil, triethoxy butane, Dowfroth SA1263, Dowfroth 250C, Dowfroth 200 and Allied Colloids CRNI-1002. Dowfroth SA1263 produced the largest froth height, and TEB had the greatest rate of froth collapse. Frothers with properties similar to Dowfroth SA1263 and Dowfroth 250 were rejected due to their persistent froths. TEB was rejected because it has a low flash point and Pine Oil could be a nuisance to add to a flotation column. Therefore, the preferred frothers were declared to be Dowfroth 200 or Allied Colloids CRNl-1002.

Carbonatites - igneous carbonate-silicate rocks - host the world's major resources for niobium, phosphorous and REE (rare earth elements).Carbonatites represent the least common products of mantle and igneous processes and their emplacement is principally controlled by lithospheric domes and rift structures. Intrusive carbonatites frequently comprise carbonate-amphibole-apatite-pyrocWore assemblages, occur as plugs, cores, dykes, sills sheets, veins, pipes and irregular bodies, are gecichemically anomalous (Ba, Ca, Cl, F, Hf, Mg, Nb, P, REE, S, Sc, SO4, Sri Tb, Ti, D, V, Zr), are associated with alkaline silica-undersaturated igneous rocks forming carbonatite complexes, and display large, intensive alteration haloes. Also carbonatites are similar to limestones, prone to weathering, and may form thick laterite profiles.Magmatic ores (pyrocWore, apatite, bastnaesite, monazite, magnetite, baddeleyite, phlogopite, fluorite, calcite) and weathering related residual and supergene ores (pyrochlore, apatite, magnetite, anatase, vermiculite) are currently being mined on all continents except Australia. Australia is underexplored for carbonatite associated primary magmatic and especially residual-supergene ore deposits. Chances are very high for the finding of new carbonatite, occurrences and associated ores.

The Australian industrial relations system is in a state of constant change. We are undergoing a transformation from a compulsory arbitration and an award based system to one which is fundamentally rooted in the concepts of enterprise bargaining. This is true both at the State and Federal level. The structural changes which facilitate the movement away from the predominance of Awards to enterprise agreements has been fostered by both sides of the political spectrum and is a cornerstone of their respective industrial relations platforms.In determining what form or combination of forms of industrial instrument(s) should apply to the individual enterprise, employers must have regard to the viability and sustainability of each form in the changing industrial climate. In particular employers should have regard to the needs and agendas of their employees and unions which may purport to represent Them.

The Mineral Resources Act 1989-90 came into force on 1 Septem- ber 1990 and the Second Schedule of this Act set out the Savings, Transitional and Validation Clauses to this legislation. The Second Schedule gave rise to a number of interesting situa- tions however due to the fact that the time set aside to attend to these matters (the prescribed period) has now expired, with the exception of the points raised below, most of these situations are now history and are of no relevance. The Transitional provisions of the Second Schedule provided for a three month "prescribed period" in which certain actions were required to be undertaken to ensure tenements granted or applied for under the repealed legislation transitioned into the framework provided by the Mineral Resources Act. This Second Schedule of the Mineral Resources Act highlighted a number of anomalies which are still worthy of mention and are listed below.

The term "joint venture" lacks any precise legal definition but is typically used to denote a form of legal relationship which is neither a partnership nor a corporation. Nbst joint ventures are contractual relationships which provide for the sharing of mining leases and production facilities and for the sharing of costs, but which enable each joint venturer to carry on his own separate business. The rationale for such relationships is that each participant: retains independent taxation status may independently grant direct security over his interest in the project assets for financing purposes Bankers prefer to lend to incorporated joint ventures (i.e. corporations in which all of the joint venturers are shareholders) but will lend to individual joint venturers provided the joint venture agreement does not imperil their security; i.e. provided there is a "bankable" joint venture. The carpeting objectives of joint venturers and their bankers may be reconciled and unnecessary conflict avoided by the timely inclusion of appropriate provisions in the joint venture agreement before financing negotiations commence.

This paper presents a case study to reduce the operational cost on the secondary ball mill circuit in the Lead/Zinc Concentrator at Mount Isa Mines. The circuit includes two five-metre diameter ball mills each closed with a cluster of ten 15-inch cyclones. The operating cost for both ball mills is about six million Australian dollars per annum.The concentrator achieves 75 per cent of the plant design capacity with one ball mill operating, but will have to use two ball mills when 100 per cent plant capacity is required. The optimisation study on the circuit identified a new flowsheet that enabled the concentrator to reach 100 per cent of the capacity by using one of the two secondary ball mills. The success of the project utilised the existing equipment rationally and saved the operational cost for one ball mill at full concentrator capacity. A further simplified secondary circuit is proposed using the IsaMill for the secondary grinding duty. Performance of the IsaMill circuit and the potential cost savings are predicted.

The adsorption mechanisms of various thiol collectors can be subdivided into four classes: chemisorption, EC-mechanism, catalytic oxidation and metathetical substitution. The chemisorption mechanism occurs at potentials below the thermodynamic potentials for the metal-thiol compound formation and is reversible. The EC-mechanism occurs when the mineral is sufficiently oxidised to liberate metal ions to form metal-xanthates; therefore, it is observed with more easily oxidisable minerals and/or with collectors having large pK values. Thionocarbamates adsorb on sulphide minerals via the EC-mechanism due to their large pK values. Although the adsorption occurs at very low potentials as compared to xanthates, it is irreversible with large overpotentials. On the other hand, the adsorption of modified thiophosphates and thiophosphinates occurs near the thermodynamic potentials because of the low pK values. The metathetical substitution is believed to occur only when a mineral is highly oxidised. These classifications are useful for studying the effects of electrochemical potentials and the molecular structure on the collector adsorption Mechanisms.

On Wednesday 11th November, 1970, a series of violent explosions occur-- red within No.1 Basic Oxygen Steelmak- ing (B.O.S.) furnace at the Whyalla Works of the Broken Hill Proprietary Co. Ltd., (B.H.P.) when the furnace was moved immediately prior to tapping. Water from a burnt out flux chute had flooded the bath while the furnace was tilted slightly towards the tapping side waiting to tap. Although no one was injured, dam- age in excess of $54 000 was caused to the hood and superstructure. The water hydrated the burnt dolomite refractory lining some of which sub- sequently collapsed exposing bare fur- nace shell over part of the cone.

The search for economic mineral deposits is becoming more difficult as exploration goes deeper in the established mining camps and spread out to the surrounding covered areas, which may have an `overburden' some hundreds of metres thick. Geophysics is finding an ever increasing role in such exploration. When the target is zinc, the task often becomes even more difficult since sphalerite, the most commonly mined mineral, is non-magnetic, resistive, and relatively light compared to other sulphides. Fortunately, sphalerite commonly occurs in association with other sulphides, which are magnetic and/or conductive and/or heavy, thus most zinc-rich orebodies have at least one contrasting physical property to aid exploration. This paper presents the physical properties of sphalerite and other potentially important zinc minerals. Results of petrophysical measurements of samples from various zinc-rich ores are presented together with examples of geophysical surveys over a number of zinc deposits. The results show that the physical properties are not merely dependent upon the properties of the orebodies' constituent minerals. For example, the small (0.4 Mt) and low-grade (five per cent Zn + three per cent Pb + two per cent other sulphides) Flying Doctor deposit at Broken Hill, New South Wales (NSW) is much more conductive than the large (3+ Mt) and high grade (14 per cent Zn + five per cent Pb) Cadjebut deposit in Western Australia (WA). This paper is intended to help design engineers, operating staff and plant managers understand the principles of metallurgical gas handling systems design. It also explains operating, safety and energy savings issues that the designer should take into consideration in the design of process off-gas systems for sulfide smelters. Primary smelting reactors, converters, and other off-gas sources impose challenging duty requirements on the various components of the gas handling systems. This paper reviews the design of common system components including the hood for gas capture at the system inlet, gas conditioning, gas cleaning, ductwork, dampers, hot gas fans, and the appropriate use of instrumentation and controls. The engineer must also be aware of how ductwork system effects and heat losses influence system performance. Also, the analysis of a recently-designed gas handling system will be reviewed, which includes high-strength SO2 gas from a smelting reactor, asymmetrically located Peirce-Smith converters, and a gas mixing chamber to mix the gases before they are sent to two acid plants of different sizes.

Geosynclines have been well studied for many years, but very little has been written about the concepts of sedimentary basins in spite of the vast amount of data available. They have been regarded, perhaps, as well- understood intuitively, and therefore not worthy of study. Many of the fundamental concepts of geology were developed during the 19th Century with the construction of coal mines, canals and railways. It was a happy chance that led railway engineers in the early days to think that trains could not climb any but the smallest gradient, so, in Britain at -least, numerous railway cuttings and tunnels were made. These exposed to view and study, in a better form than Nature usually provides, a great deal of interesting geology. Because of the lack of literature about the concepts of sedimentary basins, it is not possible to be sure what the early geologists thought. It seems that sedimentary basins were regarded as recording a history of subsidence during the early stages, when a transgressive sequence accumulated; and a history of uplift during the later stages, when a regressive sequence accumulated. It seemed axiomatic that the age of folding and faulting was younger than the rocks folded or Faulted.
